The New Zealand Tariff and Development Board, like its Australian counterpart, conducts enquiries with the purpose of deciding on the level of protection appropriate for particular industries. In reaching its decisions, the Board takes into account criteria which include the desirability of providing employment opportunities and encouraging the best use of labour and management, the necessity of saving overseas funds both in the short and long term, and the need to maintain the growth of sound and efficient industries. This paper suggests methods of quantifying these criteria and illustrates these methods by using evidence on price differentials existing between similar commodities from domestic and foreign sources. The article examines statistics on strikes in New Zealand during the 1950s and 1960s, and the relevance of the statistics to labor law and legislation. The article describes the history of government policy on industrial relations and conflict management in New Zealand. Characteristics of labor conflicts between 1952 and 1970 are detailed. Working conditions and wages are named as issues that lead to labor conflicts and strikes. The authors address the ability of law and legislation to resolve labor conflicts and prevent strikes.
