The article discusses industrial relations from the public relations perspective. Unions in the U.S. still have an important job of carrying on an intensified factual educational campaign, instructing the general public, management and union members on the struggle for industrial democracy. Unions have been influenced by the internal struggle between management and labor. The answer to solve this problem is education in industrial relations with labor assuming part of the responsibility for education. The components of a progressive union's educational program are explored.

In this article are treated first the causes which have led to deficiency with respect to teachers in elementary and secondary education. Under the influence of structural changes in Western society there is a growing need of education. Technical development and increasing complexity of economic and social relations require a denser occupation of staff positions in society and make higher demands on this staff. Moreover a growing individual need of general education arises from increasing prosperity. Modern didactic and pedagogic conceptions call for a decrease in the number of pupils per teacher. More persons ought to be prepared better. Whereas, for all the above reasons, the need for teachers is still increasing, the interest in teaching as a career has been falling sharply especially in primary education. This situation is further aggravated by the new opportunities for potential educators, particularly in the lower middle and working classes, to themselves seek the advantages of educational preparation beyond that of the elementary and secondary school teacher. The lowered esteem for the educational profession has contributed its share to the shortage. Besides, the wave of births after the war has sharply increased the size of the population to be educated, as compared proportionnally to the smaller population from which educators are drawn, particularly at the elementary levels. This has contributed to an acute deficit of teachers. In the following part of the essay, a case is made for the practical use of pre-calculations — not simply as predictions but as directives for administration. The future needs for teachers are then calculated. After an estimate of replacement needs in the teaching staffs (by death, retirement, marriage of female-teachers and changes to professions outside teaching), calculations are made regarding the desired supply of candidats for teacher's training during the next six years. The interaction of art teachers and individuals in the society have opportunities to assist the public realize the importance of art education. Art teachers, as the one who endorse art education, should show art's values to parents, administrators, and the public. Moreover, art education's values must be given emphasis by art educators through PR.

The article highlights the significance of school assembly towards improved public relations in the United States. The assembly should involve a wide range of activities and should provide for maximum pupil participation in activities related to the educational program. It is recommended that school assemblies must include all-school functions and those activities which lend themselves readily to small groups.

This article provides a broad interpretation on research in the area of school-community relations of schools in the U.S. The authors of this article pointed out some of the shifts in methods of attack and emphasized the importance of school and local community co-operation through lay participation as a means of dealing with the attacks. They also found that the most persistent criticisms appeared in publications affiliated with national patriotic organizations. The criticisms were usually to the effect that the development of patriotism was hampered by the frequent debunking of national heroes. The authors concluded that criticisms in popular magazines were indicative of dissatisfaction with specific aspects of public education rather than with all public education.

This article focuses on some correlates of job satisfaction among disabled workers. Job satisfaction has been studied in many ways, as both a cause and an effect, as both an independent and a dependent variable. As an independent variable it has been assumed to be related to such measures of industrial performance as productivity, attendance, lateness, accident rate and turnover. As a dependent variable, differences in job satisfaction have been correlated with such demographic variables as sex, age, intelligence, education, health and various personality measures. It also has been studied in relation to several aspects of the job including type of work, pay, supervision, geographical location, size of plant, time on the job, etc. In these studies a great many different correlational patterns have been obtained. One reason for the diversity of results might be the use of different samples of workers in the various studies. The number of physically disabled persons employed by industrial organizations is steadily increasing as a result of increasing knowledge concerning their abilities and extensive public relations campaigns sponsored by both governmental and private organizations.

The article discusses the public relations program in understanding the interdependence of school and community. In order for the program to work, a cooperative effort between the community and the school must first be organized. An understanding of what the community and the school can contribute with each other can be developed. The several example that a community and school can contribute with each other were provided such as the contribution of the school to the welfare of community by providing trained personnel interested on social development and cultural affairs, leadership to service organization and charitable institution and improving the social status of the area while the community supplied the school with able staff members and resources to educational programs.

Among specialists in the fields of psychotherapy, education, propaganda, and public relations, it is commonly assumed that personality factors play an important role in determining the way a person responds to communications that are intended to change personal beliefs and attitudes. Clinical observations and correlational studies suggest that some persons consistently tend to be highly amenable to social influence whereas others are predisposed to be resistant. As yet, however, little systematic evidence is available concerning specific personality predispositions. The data for the present study were obtained from an experiment that had been designed originally to investigate a different problem. The experiment provides measures of the opinion changes induced in 78 male college students, each of whom was exposed to the same set of three persuasive communications. By obtaining additional information regarding personality characteristics of the Ss, it was possible to investigate the relationship between personality factors and amount of opinion change.

A new instrumentality for cooperatively attacking and solving some of the more pressing social problems has recently been developed. It is the American Council on Public Relations, a non-profit corporation carrying on instruction and research in public relations, with headquarters in San Francisco and activities spreading throughout the nation. The Council came into being early in 1939, as the outgrowth of a study of the relations between colleges and universities and daily newspapers on the Pacific Coast. Intimate contact with the problems, not only of higher education and newspapers, but also of commercial, industrial, professional, governmental, labor and other institutions, which the investigation made possible, revealed the pressing need for some agency to draw together all these vital forces in a cooperative study of their mutual interests and responsibilities. The task of the American Council on Public Relations is one of education and scientific research, of finding facts and making them available for all who can use them constructively. Its purpose is to provide courses of instruction in public relations for representatives at all levels of the society. The effectiveness of the Council was measured to some degree in the summer of 1939 by a series of three two-week courses on public relations held at Stanford University.
