PUBLIC finance ,CITIES & towns ,SOCIAL history ,BLACK Death pandemic, 1348-1351 ,HISTORY - Abstract
The article focuses on the social and political history of the European town of Basel, Switzerland. The town was famed for its paper manufacture and its printers, and its university had been founded in 1460. The site of Basel was almost unique, the first permanent bridge over the Rhine was built there in 1225. This created a nodal point for traffic from the regions on either side of the Alps. Basel was not spared by the Black Death which afflicted so much of Europe but, soon after the great pestilence of 1349, Basel was struck by a catastrophe which may have been still more severe. In the political context, Basel was of some importance, perhaps rather too much so for the taste of the urban population affected by this. Underlying Basel's political position was its economic and financial importance, something which was to continue well into the future. At the beginning of the nineteenth century it was still the largest town in Switzerland, and later still much of the development of the modern Swiss economy was financed from there.

7. SIMULTANEOUS DETERMINATION OF INTEREST AND PRICES IN SWITZERLAND BY A TWO-MARKET MODEL FOR MONEY AND BONDS.

MONEY market ,CREDIT ,MARKETS ,PRICES ,FINANCIAL services industry ,ECONOMICS ,ECONOMETRICS ,MATHEMATICAL economics - Abstract
This paper presents a quarterly two-market model of the Swiss money and credit markets from 1947 to 1963. The model explains interest rates, the price level, and the quantity of money and bonds in terms of real wealth, real output, the monetary baa, and the volume of government bonds and bank portfolios. The quarterly series of investment and output are derived from annual data by what is believed to be a new method of interpolation. The demand and supply functions are assumed to be linear in the first differences of logarithms. The parameters of the four equations are estimated by two-stage least squares. Of the 14 estimates all but one have the theoretically expected sign and all but two are significant at 5 per cent. The interest elasticities of money demand and bond supply are clearly negative, while the interest elasticities of money supply and bond demand, though the former is not significant, are positive. Estimating the same functions separately by ordinary least squares is shown to produce considerably different results; in particular, price and interest elasticities are much smaller in this case. The simultaneous estimates imply that price changes were mainly determined by investment activity and by changes in the monetary base, both with the expected positive sign. Interest rates, on the other hand, are positively affected by investment, output, and the supply of bonds by the government and the banking system, while the monetary base has a negative effect. The quantity of money is mainly, but not exclusively, determined by the monetary base. The volume of bonds, finally, is dominated by investment. [ABSTRACT FROM AUTHOR]

AUTOMATION ,EMPLOYEE training ,OCCUPATIONAL training ,ABILITY - Abstract
With the spread of automation it is becoming more important and at the same time harder to assess the effectiveness of training--never an easy task at the best of times. The author of this paper, originally presented to the meeting of experts on automation convened by the I.L.O. in Geneva in March 1964, outlines the new types of skills demanded by automated processes, discusses various criteria that can be used for evaluating training programmes and techniques, and, noting that both industry and outside institutions have specific contributions to make. to a training policy adapted to the particular conditions imposed by automation, suggests ways in which the gap between institutional and in-plant training could be closed. The article states that at first glance Switzerland's share in chemical literature as a whole may appear somewhat small. If, however, the smallness of the country with its 4-1/2 million inhabitants is taken into consideration, not only its output in the field of chemical literature, but still more its creative research and its share in the development and promotion of the chemical industry may be regarded as relatively important. Generally speaking, productivity in scientific literature reflects the research and industrial activity of a country.

WATER fluoridation ,PREVENTIVE dentistry ,SCHOOL children ,DENTAL caries in children - Abstract
Since 1962, Basel, Switzerland has had a water fluoridation for about 250,000 inhabitants. Among 6,727 schoolchildren, aged 7-15, caries was registered before and 10 years after fluoridation and reduction in caries determined after 5 and 10 years using decayed missing filled teeth and decayed missing filled surfaces (DMFS). Alter 5 years of fluoridation the decrease in DMFS ranged from 24 % to 51 %; after 10 years the range of decrease was from 45 % to 78 %. The number of caries-free dentitions rose 72 % among the 7-year-old children and 12 % among the 13-year-old children. The earlier the children benefited from fluoride, the greater the reduction in caries. The paper contains seven comprehensive tables.

The article presents a paper which described the types of vegetation found in the upper zones of tree-growth, as illustrated in the district of Zernez, where it is possible to trace the gradation from the larch-dominated forests of the Upper Engadine to the spruce forests of the Lower Engadine in Switzerland. It reveals that the mountain pine appears and alters the type of the vegetation, when descending through the step-formation. It also reveals that the zone of Larix and P. cembra is the highest belt of mixed coniferous forest in the district.

AUDITING standards ,FINANCIAL statements ,CORPORATION reports ,BUSINESS - Abstract
This article looks at the financial reporting and auditing practices in Switzerland. Financial reporting, auditing and valuation practices in Switzerland suffer by comparison with those of other developed economies. The framework and practice of external financial reporting seem to be defective in the following respects: no requirements in the corporation law regarding the form or content of the financial statements; restricted disclosure in annual reports; practically no publication of interim financial data; too much freedom for profit manipulation via secret reserves; absence of any requirements for the publication of consolidated financial statements; lack of uniformity in accounting and reporting practices; no uniformly accepted accounting standards or auditing principles issued by Swiss professional groups; and audits of books and financial statements by independent professional accountants only under special circumstances. Many of these deficiencies also exist in other European countries. Financial statements are often meaningless or even misleading. Frequently no reliable and comparable data can be derived from them as guides to the efficiency of management. Some sections of the business community favour greater financial publicity, but the national characteristic of conservatism has dictated minimum disclosure practices and justified the widespread use of secret reserves. Accounting practices in Switzerland are consequently extremely liberal, especially by comparison with American or English standards.

The article discusses various meteorological information relating to the Swiss Alps and the quantitative influence of climate character on plant distribution. It emphasizes the desirability and difficulty of obtaining definite measurable data for the complicated factors concerned in phytogeography. It is implied that the duration of the snow-free period has no special influence on the tree limit and when equal heights above the sea are taken, there is a shortening of the period of snow-covering in the central as compared with the outer Alps. Moreover, it is argued that where there are great variations in temperature the average temperature need not be so high as in the case of smaller variations, in order to produce the same physiological effects on the vital processes of plants.

RIGHT of privacy ,CONSTITUTIONAL law - Abstract
This article provides information about countries which do not have any specific protection for right to privacy apart from general statements of constitutional principle, countries which have both general and special legislative provisions, and finally those countries which have virtually no provisions and where any conflicts which arise are dealt with only by negotiation. The first category includes countries like Mexico and Venezuela, where no specific provisions exist outside the general terms of the constitutions. The second category includes Argentina, the only country in Latin America among those under study where there is an explicit provision forbidding the dismissal of an employee on grounds of marriage. In Sweden the legislation is not very detailed on this point. As far as Switzerland is concerned, the protection is of an indirect kind. In France, prohibition of celibacy clauses was initiated by a declaration of principle by the Paris Court of Appeals in 1963, and finally in the Federal Republic of Germany, both the legislation and the case law are highly developed in this field. The third category includes the United States and Great Britain where protection results from agreements concluded between employers and employees. Such protection remains dependent on the respective bargaining powers of the organizations concerned and on the extent to which the unions are interested in the topic.

ELITE (Social sciences) ,NATION building ,SOCIAL groups ,POWER (Social sciences) - Abstract
Of late, the term "consociational" has been increasingly used to characterize a certain pattern of political life in which the political elites of distinct social groups succeed in establishing a viable, pluralistic State by a process of mutual forbearance and accommodation. In modern social science, the word was first used by David Apter. The term was further elaborated into a general classificatory concept by Arend Lijphart. Independently of him and sometimes under different terms like Proporzdemokratie or Konkordanzdemokratie, Gerhard Lehmbruch, Jürg Steiner, and Rodney Stiefbold have sought to analyze comparable types of political experience. The word "consociatio" originated with Johannes Althusius. It is significant that a term first adopted to analyze the development of a new polity in the Low Countries in the early seventeenth century, is now being revived in the study of comparative political development in the twentieth century. A process of building-up a new political society from below, to some degree by the consent of participating communities, in which deliberate compromises by elites carefully circumscribe and limit the extent to which political power can be wielded by one political center, may be a relatively rare political phenomenon.
