The periodical "American Sociological Review" has made a practice of printing no communications relating to articles and book reviews. In general, such communications seem to be a rather unproductive use of time and space. Reviews should emphasize the weaknesses and shortcomings of books. If a reviewer can find no basis for negative criticism, he should confine himself to a description of the methods and contents of the work. It might be a good policy to publish two reviews of a few books which seem to be significant and about which there is marked difference of opinion, rather long reviews of some, and short descriptive notices of a considerable number. This is the general policy which the present editorial board is attempting to carry out. Publishers and authors should regard it as a distinct honor to have their books reviewed somewhat at length in "American Sociological Review." However, this ideal cannot be fully reached under present conditions. To approximate, it would require a larger financial outlay than "American Sociological Review" can afford and perhaps also some change in the present culture complex of writing and publishing hooks.

The work of the U.S. Division of Foreign Labor Conditions (DFLC), U.S. Bureau of Labor Statistics (BLS), U. S. Department of Labor, is described in the July 1964 edition of "The Division of Foreign Labor Conditions; Its Program and Publications" (10 pages). That publication, which describes the various series and types of the Division's publications, is supplemented by "Foreign Labor Publications of the Bureau of Labor Statistics, 1945-June 30, 1962" (30 pages), which is arranged by areas and countries. There is a great deal to be said in support of a policy to publish as promptly as possible; but a bi-monthly periodical begins with an initial handicap of an additional month of delay over a periodical issued monthly. This article presents information on two recently launched teaching aids, specially for the use of special education teachers. The teaching filmstrip "Comprehension Skills," reportedly, is a teacher-oriented reading program designed to help students read and think simultaneously. As they develop an understanding of ideas, it is claimed that, students not only learn to read, but can also read to learn. With this emphasis on the reading/thinking process, the "Comprehension Skills" can be effective supplementary material, or may be used for both developmental and remedial reading instruction. The 30 filmstrips, which may be shown on any standard filmstrip projector, are used by the teacher to present the lesson. Because of its multi-level format, the program can be easily integrated into the established curriculum and may be started at any time during the school year. The American Institutes of Research has announced publication of a series of papers, titled "Evaluative Research: Strategies and Methods," covering problems and issues in evaluative research.

This article focuses on the monograph "Rhythmic Responses of Negro and White Children Two to Six With Special Focus on Regulated and Free Rhythm Situations," by , Dorothy Van Alstyne and Emily Osborne. his monograph presents the results of a most interesting and important piece of research. The authors tested 483 children, half Negro and half whit; between 2 1/2 and 61/2 years of age. Recording the results of the tests in such a manner as to make exact scoring possible, the authors scored these children on several variations of two basic tests. One test consisted of the child's beating of blocks in time with a mechanically produced pattern. This was called regulated rhythm. The other, the child's ability to reproduce that pattern after he had heard it. This was called free rhythm. By the test in regulated rhythm, the authors were able to demonstrate the superiority of the Negro children tested over the white children by about 50 percent, with the greater difference occurring in the younger age groups. By the test in free rhythm, they demonstrated that the Negro children were superior in the simpler patterns, but were about equal in the more complicated ones.
