The article focuses on a mass of papers in the handwriting of Arthur St. Clair, the first Governor of the Northwestern Territory. In order to make this mass of historical material available for research, and at the same time to remove all temptation from light-fingered antiquarians, autograph-stealers, and other kleptomaniacs, it was determined by the Library Commissioners to recommend publication, which was authorized in February 1881. St. Clair is perhaps best known, not as the founder and civic organizer of the Northwest, but as an unfortunate general under whom the Western army suffered a terrible defeat by Indian savages.
