This article presents information on American Personnel and Guidance Association's convention held in Las Vegas, Nevada. The 1969 APGA Convention in Las Vegas will officially open Monday morning, March 31, 1969, and conclude on Thursday noon, April 3, 1969. All general sessions during the Convention will be morning sessions. Proposals should be sent directly to the appropriate Divisional Program. When programs cut across division lines, they may be submitted to the Program Chairman of one of the divisions involved or to the Program Coordinator for assignment to a Divisional Program Chairman. APGA members are invited to submit research papers for programs under the theme, "Research Papers." Papers will be invited to present their papers at these `Convention programs in order to communicate to the practitioner the latest discoveries relevant to the personnel and guidance field. Presenters will be asked to bring reproductions of their papers for pass-outs at the sessions. Individual presentations to the audience will be no longer than five minutes, during which the researcher will state his problem, succinctly describe design, state his hypothesis, present his findings and conclusions.

The article describes author's experiences related to the American Personnel and Guidance Association convention. The author was scheduled to give a presentation, and his most immediate concern was to do it properly. However, since they expected no more than 60 to 75 persons, the author was prepared to speak quite informally. But something went wrong. The room for 200 was filled to overflowing before the presentation was even due, and many people were waiting in the hail or had already left. When they finally received word that they should move to the ballroom, a crowd of approximately 400 awaited them. The author's informal speech was no longer very appropriate, and it seemed that there was no way he would be able to talk with instead of at his audience. Speakers talked at the people who had gathered to hear what they had to say about new procedures in-group work. Only it seemed that they didn't stay with that topic. Unfortunately, as far as the author's own paper was concerned, the title of their meeting was a little misleading. The billing didn't seem very appropriate for the other papers presented, either.

The article reports that the general purpose of the Committee is to stimulate, encourage and reward research activity in areas relevant to American Personnel and Guidance Association (APGA). This is accomplished in several ways. The two main ways are by making awards to authors of the publications judged to be the most significant research publications of the previous year, and through sponsorship of programs of research papers at the annual convention. The Chairman would like to take this opportunity to thank the members of the Committee for their devoted service. Certainly they were among the hardest working members of APGA during the past year. And on a task that will gain them few friends and many enemies. The committee members were selected with an attempt to represent the various areas of interest within APGA. Members for 1963-1964 were Robert Apostal, Harold Bernard, Donald Blocher, Frederick Brown, Richard Byrne, John Crites, Stanley Davis, and Lawrence DeRidder. Each member reviewed five to six assigned journals or monograph series and the recent research in his particular area of interest. He then nominated any article, book, or monograph that he deemed worthy of consideration for an award. Sixty- two separate publications were nominated.

This article presents information about the 1963 American College Personnel Association (ACPA) Convention in Boston, Massachusetts, on the theme "The Years Ahead." The 1963 conference will provide an opportunity for the membership to think about the direction of the profession of student personnel work in higher education for the years ahead. The approach the ACPA is using to explore personnel work in higher education in the years ahead is through the appointment of 12 working commissions, consisting of 15 to 20 members each. These commissions have both a regional cluster of members and a national constituency. The program for the Boston 1963 Convention will have some 72 meetings dealing with the 12 program areas of the Commissions listed above. In addition, the chairmen of the commissions will present major papers dealing with the years ahead for their particular program area of student personnel work. Several provocateurs will analyze and question the points of view presented by each of the papers.

The article focuses on the new careers in adult education. To meet the rapidly growing need for qualified personnel to administer adult education programs the Institute of Adult Education at Teachers College, Columbia University, has developed training programs for such careers as adult education consultants in the United Nations and UNESCO; managers or administrators of training in industry, civil government and armed forces; directors and field representatives of university extension services; and directors and teachers of adult education in schools and community colleges. Candidates must meet requirements for admission to graduate study at Teachers College. The Institute also carries on surveys, research and short-term conferences and workshops for those leaders who are more interested in study of specialized problems than in long-term professional study leading toward a degree.

The article presents information on American Personnel and Guidance Association (APGA). The research awards Committee of APGA assumes the responsibility for appraising research literature and that theoretical writing which will stimulate research and identifying those publications which are of outstanding quality and of special significance to the membership of APGA. The committee reviewed 56 journals and several monographs and books published between September 1960 and August 1961. Each worthy presentation was nominated as being a descriptive, associative, experimental, or theoretical study. The awards presented at the APGA convention in Chicago were made to the authors of the following publications. Carl R. Rogers was awarded for his book "The Place of the Person in the New World of the Behavioral Sciences." Henry Writz was awarded for his book "Guidance as Behavior Change." Another function of the Research Awards Committee is to encourage research and to promote translation research for the membership. At each convention the committees sponsor the reading of research papers to partially fulfill this function.

The article provides information on features of the International Vocational Guidance Association (IVGA). IVGA was founded in Paris, France in 1951. On July 18, 1962, the first voting delegation from the American Personnel and Guidance Association was seated by the International Vocational Guidance Association at its General Assembly at UNESCO in Paris, France. The business aspects of the conference generally involved only the voting delegates. The majority of the approximately 550 persons in attendance at Paris were there for reasons of professional exchange and growth in knowledge. The conference had a general theme, "The Adjustment of Young People to a World in Accelerated Technical and Economic Evolution." There were also two secondary themes upon which discussion groups were based. The first was, "The Evolution in Techniques and Its Consequences on the Guidance of Young People," and the second, "The Evolution in School and Vocational Guidance Institutions and Methods." A booklet of technical documents was provided containing summaries of some of the major addresses and suggested outlines for discussion groups.

Information about several papers discussed at the 8th National Conference of National Association of Guidance Supervisors and Counselor Trainers in Michigan is presented. The event has identified basic goals of the counseling process. Moreover, the Committee had as its assignment the task of developing a set of recommended standards for certifying school counselors.

This article presents activities of the American Personnel and Guidance Association (APGA), regarding its policies, as reported by its President. A major forward step in APGA policy development is the proposed policy statement on the preparation and role of counselors, printed in the January, 1964, Journal. The broad APGA statement encompasses the general policies that should apply for the backgrounds and general role of all counselors. In evolving the statement over the past several years the Professional Preparation and Standards Committee, under the chairmanship of Robert Stoughton, has sought to define our goals for a thoroughly professional level of counseling, and to develop the kind of statement that might enunciate the professional role of counselors in any setting of our society. This position paper will be thoroughly reviewed by the Executive Council at the Convention and if approved at that point will be submitted to the APGA Senate for action. The APGA policy statement is designed to make it possible for Divisions which have interests in and professional responsibilities for specific. areas of counseling to define their own positions.

The article provides information on the activities of various committees of the American Personnel and Guidance Association (APGA) in 1959. The Constitution Committee of the APGA is preparing amendments on several membership matters such as the changing of the time for dropping a member whose dues have expired from 12 months to 6 months. The Committee on the Preparation of Ethical Standards has revised the code after the discussions at the APGA convention in 1958. The Research Awards Committee is reviewing the research papers to select those that will be read at the 1959 convention.

The article summarizes the work to date on the American School Counselor Association (ASCA) Counselor Role Study; and identifies several important issues that have emerged during the study. It also presents the results obtained to this point. The results consist primarily of two documents: a tentative ASCA Statement of Policy for School Counselors; and Guidelines for Implementing the Policy Statement. The basic objective of the ASCA Counselor Study is to identify the unique social service performed by secondary school counselors. The desired outcomes are: to involve counselors at the local level in the process of identifying their role; and to produce a policy statement which applies to all secondary school counselors. The study was initiated in 1952 by Calvert Bowman during his ASCA presidency as an ASCA project. The article presents an indication of the scope and extent of participation of the study, and a brief discussion of two critical issues with which the Steering Committee has been confronted.

The article focuses on the sixth annual workshop in Reading Research that will be held during American Personnel and Guidance Association convention in Boston, Massachusetts, on April 9, 1963. The purpose of the meeting is to encourage diagnosis and evaluation of learning in the field of reading and the use of these findings in reading instruction. This article proposes that APGA attempt to shift the emphasis of the convention to obtaining concrete behavioral outcomes through the use of behavioral contracts (rather than resolutions) and through the specification and assessment of objectives for individual convention programs. The article focuses on the American Personnel and Guidance Association (APGA) as a political organization. APGA needs to develop an effective political arm on behalf of the professional interests of its 27,000 members and the hundreds of thousands of school children and other clients and institutions whom they serve. Poorly defined or hasty action is all too often counterproductive. The concern is that APGA take the care to work out a vehicle for influencing legislative results and executive office action that will advance the educational and scientific interests of APGA members and their clientele. Some attempt at political action was made by the APGA Senate at last year's Atlantic City convention. The Senate passed a motion that not only indicated that APGA would not go back to Atlantic City until social conditions changed, but instructed the executive staff to encourage other associations, to do the same. Actively working to persuade others to act is clearly political. It may be argued that the Senate went beyond its mandate on a number of grounds in undertaking the instruction to the executive staff. The Senate membership was presumably elected on their educational and scientific merits; not on the basis of any expressed political beliefs.

APGA is believed to be in such a serious crisis that extensive reorganization and revitalization is required. While members share a fundamental concern for promoting positive human development, their diverse functions, settings, and backgrounds have created frustration and divisiveness. In this article I have outlined an approach to reorganization that speaks to both the common and the unique concerns of those involved in human development services. I have written this article at the editor's invitation. The impact of professional negotiations on the current educational scene is examined and related to clarification of the school counselor role. Role confusion continues in the school situation, and negotiations may well be the way to bring about a change in the status quo. Negotiations for counselors are explored from the standpoints of dimensions of negotiations, implementation of negotiations, and attitude of professional associations. A professional school counselor key was developed on the Strong Vocational Interest Blank using Campbell's revised procedures. Of the 403 counselors initially contacted, 340 responded. Of this number, 203 were identified as professional counselors and were included in the professional school counselor scale. Each of these individuals was fully certified, possessed three or more years' experience as a counselor, was a member of a professional guidance association, and was thoroughly satisfied with his job as a counselor. Differences between professional counselors and non- professional counselors seemed to indicate a greater people-orientation in the professional counselor group. This article presents guidelines for graduate programs in the preparation of student personnel workers in higher education in the U.S., with specific reference to several related associations. College student personnel workers include people performing many diverse professional duties. Although colleges and universities have long had administrators responsible for such areas as admissions, records, counseling, college unions, discipline, religious programs, residence halls, and placement, these people have only recently come to be regarded as personnel workers. This document is concerned with guidelines for the preparation of student personnel workers employed in post-secondary educational settings. Two recent documents have been published in recognition of the growth of specialized professional functions in student personnel work. These are: A Proposal for Professional Preparation in College Student Personnel Work, and The Role and Preparation of Student Personnel Workers in Institutions of Higher Learning. These reports define the roles and functions of college student personnel workers and outline recommended content for professional preparation.

Influences that maintain a reasonable degree of unity in APGA are presented following a description of the Association as a conglomerate of 8 divisions with members whose widely varying characteristics do not qualify them as a single professional group. The similarity of members, particularly with respect to liking people and wanting to help them, is recognized as one cohesive agent. Need for mutual support and a common dependence on psychology are the other unifying agents described. Evidence on ambivalence about acceptance of the latter is set forth and the position is taken that better recognition by APCA members of psychology as their basic discipline is essential to their functioning distinctively. This article focuses on the 1967 revision of Standards for the Preparation of Secondary School Counselors. It represents another step toward establishing the quality of programs for preparing secondary school counselors. In 1964, the Association for Counselor Education and Supervision, a division of the American Personnel and Guidance Association, issued the first edition of these Standards. Five years of study went into that 1964 edition, study that involved hundreds of counselor educators, state supervisors, city supervisors and school. The 1967 edition of Standards for the Preparation of Secondary School Counselors constitutes a revision of the 1964 edition based upon use of the standards in more than one hundred institutions and reactions from more than one thousand members of the Association.

The Republic of China is developing its guidance programs energetically and rapidly. The Chinese Guidance Association, a young but vigorous professional association, is devoted to research and development of China's student and industrial personnel programs. This APGA sister association has taken long strides ahead in the past eight years through organization of experimental school and college guidance programs, counselor education, development of tests, and distribution of vocational information materials. Some previous publications have indicated that the creative skills of chemists tend to decline once they are past their thirties or early forties. These conclusions have been based on such criteria of creativity as merit ratings, citations in the literature, etc. In the present study, patent records for all 89 professional men (mostly chemists and chemical engineers) in one division of a large industrial scientific organization were analyzed to determine whether creativity as measured by the production of patentable ideas tended to decrease with age, to increase, or to remain about the same. In the statistical treatment of data both longitudinal and cross-sectional methods were used. All the results were consistent in revealing no decline in creative productivity with increase in age, and indicated instead a tendency for productivity to increase as chemists mature. The article focuses on the Association for Help of Retarded Children (A.H.R.C.)Sheltered Workshop in New York City. The sheltered workshop attends young men and women over 17 years of age whose particular disability is mental retardation. The average intelligence levels for the entire population who attended the said workshop is 57.4 which remained passably constant from year to year workshop. The trainees of the said workshop is referred by two main sources including the State Division of Vocational Rehabilitation which recommend up to 20 trainees and A.H.R.C. which recommend 45 long-term trainees. The sheltered workshop major dimension for classification systems is logical to vocational rehabilitation.

This article presents information on why the journal rejects so many articles that are submitted each year. There is no arbitrary rejection rate. They really would be delighted to receive more acceptable articles and, if necessary, ask for a larger budget to print more pages. Many are very technical reports of research. They are often digests of dissertations and would have little meaning or value for most of the readers. In almost all cases they suggest that the author try one of the research journals or one of the APGA divisional journals. Quite a few manuscripts they receive are so specialized that they would interest only the members of one of the specialties included within the APGA family. Some articles are so poorly written that no amount of revision would make them publishable. As editor Leo Goldman reject from one-third to one-half of all manuscripts received, without referral to members of the editorial board. Most articles are assigned to an issue within one month after acceptance, and within three more months are in print and in the mail to members.

"Why the Ghetto Must Go" is a collection of public affairs pamphlets with additional materials which were abstracted from a book by Tucker. Tucker is the executive director of the Washington Urban League. "Learning to Apply New Concepts to Casework Practice," presented by the Family Service Association of America, is the condensed proceedings of a staff development seminar held by the Jewish Family Service of Philadelphia, Pennsylvania. This report is claimed to be valuable for personnel and guidance workers interested in learning to apply new concepts to their own practices.

The article offers information on the different committees within the American Personnel and Guidance Association Inc. (APGA) in the U.S and their activities in preparation for the upcoming convention to be held on February 1961 in Long Beach, California. The Archives Committee is preparing to catalogue and categorize much important historical materials that would be of help to the upcoming organizational event. The Committee on Ethics has been conducting a study on the reaction of the APGA member to the proposed Code of Ethics for APGA that has appeared in the October 1959 issue of "The Personnel and Guidance Journal." Furthermore, the Publications Committee is concerned with all the publications of APGA and its divisions.

The article focuses on the "American Personnel and Guidance Journal. Future pages can continue to serve as tangible evidence of professional acumen, status, prestige, and even existence. But the pages of the future are for professionals of the future, who may not need such tangible evidence. Some publishers are predicting the end of scholarly journals, as journalists know them in the next 10 years. Others are augmenting their journals and seeking alternatives. The American Psychological Association, for instance, has experimented with unbound articles, loose pages for readers to collect according to their interests. On the other hand, another profession, home economics, is inaugurating a research journal after years of examining the need for such a vehicle. And even the American Cybernetics Society, which must have knowledge of the most sophisticated communication systems, has just started a scholarly journal. Editor Leo Goldman further proposed that as long as they keep the basics stable, they can afford to change. So perhaps the question of the Journal's being over the bill is not the question at all.

The article discusses activities of Virginia Personnel and Guidance Association. The association has two immediate, long- range goals: first, to develop an effective program that will attract and hold many personnel and guidance people from all related professional areas and second, to build a comprehensive state organization related to APGA. At present there are three Virginia state branches, the Hampton Roads Branch, the Northern Virginia Branch and the Rithmond Branch. In developing new state branches, VPGA has sought to find those areas of the state in which there are several members of one or more professional areas related to the personnel and guidance field who can share their interests, experiences, and knowledge to their mutual advantage. The branch idea is built up gradually by individual contacts, by correspondence and by the VPGA Newsletter, until a group can be brought together for a meeting to learn the advantages of building its own local association affiliated with VPGA. The VPGA was organized in 1927 as the Vocational Guidance Association of Virginia.

This article reports that in the U.S. a National Policy and Performance Council to aid in improving workshops and rehabilitation facilities for the physically and mentally handicapped has been appointed by the Secretary of Health, Education, and Welfare, John Gardner. The article informs about the junior year programs being offered by the "Institute for American Universities" at Aix-en-Provence. The institute that functions under the auspices of the University of Aix-Marscille, offers three main programs, a French Honors Program, an advanced French Program, and a program of French Civilization and Mediterranean Studies. Almost all of the institute's 140 students are in their junior year of college and over 220 colleges in the U.S. have accepted its credit recommendations.

The article discusses the new billing system applied by the American Personnel and Guidance Association in 1958. The new billing system reportedly includes the first two cards, the Membership Dues which is to be sent 30 days before membership expires and A Reminder, considered to be the second notice and is to be sent 30 days after membership expires. The second two forms, on the other hand, is the Third Notice which is reportedly to be sent in an envelope 60 days after membership expires, and the Fourth Notice, considered to be the final notice given to a member and is to be sent 11 months after membership expires.
