The use of roundabouts is well recognized for sustaining an efficient and safe intersection. However, the safety results may vary based on the prevailing conditions. Therefore, this study assesses the safety performance of roundabouts in Jordan. This study developed a predictive model by collecting and analyzing all accident records of 12 major urban roundabouts in the country over 3 years. For developing the model, this study employed an accident frequency analysis. The model calculated the rate of accidents and incorporated the geometric and operational characteristics of roundabouts. This was followed by ranking the safety performance of the roundabouts. It was concluded that driver behavior of violating the traffic rules, lack of clear lane markings in the circulating area and inadequate signage at the roundabouts entries are the main causes of roundabout accidents. The research recommends including the developed predictive model in future traffic control and planning studies, for identifying hazardous locations, or for prioritizing roundabout improvements based on safety performance. China's rapid urbanization and high traffic accident frequency have received many researchers’ attention. It is important to reveal how urban infrastructures and other risk factors affects the traffic accident frequency. A growing amount of research has examined the local risk factors impact on traffic accident frequency at certain time. Some studies considered these spatial influences but overlooked the temporal correlation/heterogeneity of traffic accidents and related risk factors. This study explores risk factors’ influence on urban traffic accidents frequency while considering both the spatial and temporal correlation/heterogeneity of traffic accidents. The study area is split into 100 equally sized rectangle traffic analysis zones (TAZs), and the urban traffic accident frequency and attributes in each TAZ are extracted. The linear regression model, spatial lag model (SLM), spatial error model (SEM) and time-fixed effects error model (T-FEEM) are established and compared respectively. The proposed methodologies are illustrated using ten-month traffic accident data from the urban area of Guiyang City, China. The results reveal that the time-fixed effects error model, which considers both spatial and temporal correlation/heterogeneity of traffic accidents, is superior to other models. More traffic accidents will happen in those TAZs that have more hospitals or schools. Moreover, hospitals have a greater influence on traffic accidents than schools. Because of the location in the margin of the city, those TAZs that have passenger stations have more traffic accidents. This study provides policy makers with more detailed characterization about the impact of related risk factors on traffic accident frequencies, and it is suggested that not only the spatial correlation/heterogeneity but also the temporal correlation/heterogeneity should be taken into account in guiding traffic accident control of urban area. Background: In many developing countries there is paucity of evidence regarding the epidemiology of road traffic accidents (RTAs). The study determines the rates of injuries and fatalities associated with RTAs in Ethiopia based on the data of a recent national survey. Methods: The study is based on the secondary data of the Ethiopian Demographic and Health Survey conducted in 2016. The survey collected information about occurrence injuries and accidents including RTAs in the past 12 months among 75,271 members of 16,650 households. Households were selected from nine regions and two city administrations of Ethiopia using stratified cluster sampling procedure. Results: Of the 75,271 household members enumerated, 123 encountered RTAs in the reference period and rate of RTA-related injury was 163 (95% confidence interval (CI): 136–195) per 100,000 population. Of the 123 causalities, 28 were fatal, making the fatality rate 37 (95% CI: 25–54) per 100,000 population. The RTA-related injuries and fatalities per 100,000 motor vehicles were estimated as 21,681 (95% CI: 18,090–25,938) and 4,922 (95% CI: 3325–7183), respectively. Next to accidental falls, RTAs were the second most common form of accidents and injuries accounting for 22.8% of all such incidents. RTAs contributed to 43.8% of all fatalities secondary to accidents and injuries. Among RTA causalities, 21.9% were drivers, 35.0% were passenger vehicle occupants and 36.0% were vulnerable road users including: motorcyclists (21.0%), pedestrians (12.1%) and cyclists (2.9%). Approximately half (47.1%) of the causalities were between 15–29 years of age and 15.3% were either minors younger than 15 years or seniors older than 64 years of age. Nearly two-thirds (65.0%) of the victims were males. Conclusion: RTA-related causalities are extremely high in Ethiopia. Male young adults and vulnerable road users are at increased risk of RTAs. Background: Traffic crashes are a major cause of global morbidity and mortality disproportionately affecting low- and middle-income countries (LMICs). Motorcycle taxi (boda boda) drivers are particularly vulnerable because they are exposed to traffic risks with limited safety equipment. This study aims to characterize injury prevalence and safety habits among boda boda drivers, as well as ways to improve road traffic safety in LMICs. Methods: A cross-sectional mixed methods study was conducted with 300 boda boda drivers between 24 March and 3 April 2014 in urban Moshi, Tanzania. A convenience sample of participants was drawn from 25 of 58 registered boda boda stands and 2 of 31 unregistered stands. Data were analyzed using R, and content thematic analysis was performed and agreed upon by three investigators. Logistic regression models were used to evaluate the association between boda boda characteristics and injury risk. Results: In total, 300 drivers participated, of whom 148 (49.3%) had experienced a crash during their lifetime, and 114 (77.0%) sustained at least one injury. Only 27 of those injured (23.4%) were hospitalized. Of all participants, 220 (73.3%) reported consistent helmet usage, despite 285 participants (95.0%) agreeing that helmet usage reduces injury severity. From the 280 helmets observed, 231 (82.5%) were either damaged or fit improperly. Having a cracked helmet was associated with higher risk of being involved in a traffic crash. Owning a helmet with a proper fit was associated with reduced risk for a traffic crash (OR = 0.06) and road traffic injuries (OR = 0.07). A thematic analysis of boda boda drivers’ suggestions to increase road safety identified four intervention areas: 1) roadway infrastructure and traffic regulation, 2) road user attitudes and safe driving behaviors, 3) education and training, and 4) law enforcement. Conclusion: Our study demonstrates boda boda drivers’ safety behaviors and identifies four intervention areas that can be leveraged to increase overall road traffic safety. Unfortunately, while boda boda drivers are aware of ways to improve safety, adherence to safety habits remains low. Crash data in the USA show that approximately 47 percent of fatal crashes occur at night. Sight distance is severely reduced at nighttime as it compares to that in the day often resulting in problematic situations. Horizontal alignment can compound this issue, since most drivers would not be able to see far in advance to recognize the sharpness of the curve and adjust their speed accordingly: a process that they can complete at daylight conditions. This study attempts to understand the influence of roadway geometry and especially curvature on nighttime crashes and presents a preliminary analysis of this issue aiming to identify the magnitude of the problem and provide some guidance for future research. The findings indicate that there is indeed an increased crash occurrence at night and this is related to the curve radius. Sharper curves, i.e., curves with small radii, showed an increase in crashes and crash rate when they were compared to their corresponding daytime crashes. Design consistency was also examined by considering the radii of successive curves. The data again points to the differences in crash experience when considering the relation between two successive curves. Additional work is needed to further explore these issues and develop more statistically robust models for refining the nomographs developed here. [ABSTRACT FROM AUTHOR]

Cooperative Intelligent Transport Systems (C-ITS) - Connected Vehicle technology in the USA - where vehicle and roadside infrastructure communicates to deliver more intelligent traffic management, is one of a range of ITS technologies emerging as a key component in pursuit of the wider objectives of improved urban mobility. This paper presents the Compass4D project, which deployed a C-ITS system in seven European cities and coordinated the common evaluation of the technology for three services focusing specifically on safety and environmental objectives under real-world driving conditions. The significance of the Compass4D deployments and results provides some of the first evidence of the effectiveness of C-ITS in real world conditions. Both light and heavy vehicles showed efficiency savings of 2–6%. Equipped buses exhibited a variety of results with one pilot site showing a reduction of greater than 200gCO 2 per bus route per trip whilst other buses showed an increase in total emissions. The paper presents results from both field trials and microscopic simulation studies (to understand the network- or city-wide impacts of the technology). It discusses the results in detail before outlining the potential for further deployment in terms of the impact on energy efficiency and environmental objectives. In the context of road safety, improvements in road traffic education have been recognized in several countries as an instrument for reducing road accidents. However, the level of road safety education imparted by different institutions lacks an objective performance measure regarding the level of awareness that different participants in the transport process have concerning road transportation risks. Based on an analytical hierarchy process to weigh the relative importance of different questions, in this paper, the fundamentals of a road safety questionnaire are presented and discussed, including the corresponding references for the contents of each question. This test was designed for six road transport participants: car drivers and passengers; public bus, motorcycle and bicycle riders; and pedestrians. For each of these participants, six areas of knowledge were addressed: applied situations, courtesy and urbanity, infrastructure, safety and human factors, traffic signals and rules/recommendations. The target population for applying the test was the inhabitants of the City of Santiago de Queretaro, Mexico. For a grading scale of 1 to 10, the lowest and highest grades were obtained by motorcycle riders (5.72) and pedestrians (8.84), respectively, which denotes the need for better instructions for motorcyclists regarding road safety. Road traffic accidents (RTAs) have become a serious problem worldwide as they incur losses of around 2% of a country's gross domestic product (GDP). RTAs are one of the major causes of death and injury in developing countries like India. To enable governments to take policy decisions on road safety, it is necessary that good research is undertaken to estimate the cost of accidents. This kind of study will help governments make important decisions on investment in traffic safety, improvement of roads and other facilities. On the other hand, evaluation and estimation of the costs of RTAs will help governments ascertain economic feasibility of policy decisions given limited economic resources. Apart from humanitarian losses, the contribution to economic losses from RTAs is alarmingly high, as most people involved in accidents are from the most economically active and productive age-groups of a society. The main objective of this study is to establish the cost components of road accidents in Nagpur city, Maharashtra, India. The methodologies for such studies generally vary according to traffic pattern, modal share, accident pattern, etc. This study makes use of a system dynamics approach, which provides a comprehensive understanding of the problem for Indian cities. Data were collected and collated with major inputs from the Traffic Department of the city for all road accidents from 2010 to 2015. The study found that the costs recorded for RTAs amounted to INR 935.5 million in 2015, which was 0.09% of the city's GDP. Introduction: Road traffic injuries are the fifth leading cause of years of life lost, with pedestrians comprising 39% of all road deaths (Global Burden of Disease Mortality and Causes of Death Collaborators [1]). Programs that use injury surveillance data to identify high-risk targets for intervention are known to be effective for reducing injury. This study aims to identify trends in the population incidence of pedestrian traffic injury (PTI) in Victoria, Australia.Method: A retrospective review of data from the Victorian Emergency Minimum Dataset, the Victorian Admitted Episodes Dataset, the Victorian State Trauma Registry and the National Coronial Information System was conducted of patients with a PTI who present to a public hospital emergency department, were admitted to hospital, sustained major trauma or who died of their injuries from January 1st 2009 to December 31st 2013. The primary outcome measure was population incidence of pedestrian traffic-related emergency presentations, hospital admissions, major trauma and deaths.Results: Over the study period, 1838 cases presented to a public hospital emergency department and were discharged without admission to hospital and an additional 3241 cases were admitted to hospital. Of these, 628 cases were classified as major trauma including 90 in-hospital deaths. From January 1st 2008 to December 31st 2011, a total of 216 deaths occurred. A decrease in the population incidence of emergency presentations for PTI was observed over the study period. No significant change was observed in the population incidence of hospital admissions, major trauma cases or deaths from PTI. The demographics of PTI were observed more commonly to be young, intoxicated males and pedestrians aged over 65 years.Conclusions: Although the population-adjusted incidence of emergency presentations for PTI in Victoria has decreased from 2009 to 2013, no change was observed in the incidence of hospital admissions, major trauma or pedestrian fatalities. Using 2014 and 2015 data from the UK Near Miss Project, this paper examines the stability of self-report incident rates for cycling near misses across these two years. It further examines the stability of the individual-level predictors of experiencing a near miss, including what influences the scariness of an incident. The paper uses three questions asked for only in 2015, which allow further exploration of factors shaping near miss rates and impacts of incidents. Firstly, a respondent's level of cycling experience; secondly, whether an incident was perceived as deliberate; and finally, whether the respondent themselves described the incident as a ‘near miss' (as opposed to only a frightening and/or annoying non-injury incident). Using this data, we find a decline of almost a third in incident rates in 2015 compared to 2014, which we believe is likely to be largely an artefact due to differences in reporting rates. This suggests caution about interpreting small fluctuations in subjectively reported near miss rates. However, in both years near miss rates are many times more frequent than injury collisions. In both years of data collection our findings are very similar in terms of the patterning of incident types, and how frightening different incident categories are, which increases confidence in these findings. We find that new cyclists experience very high incident rates compared to other cyclists, and test a conceptual model explaining how perceived deliberateness, near-miss status, and scariness are connected. Background: The World Health Organisation reports that road traffic accidents (accidents) could become the seventh leading cause of death globally by 2030. Accidents often occur in spatial clusters and, generally, there are more accidents in less advantaged areas. Infrastructure changes, such as new roads, can affect the locations and magnitude of accident clusters but evidence of impact is lacking. A new 5-mile motorway extension was opened in 2011 in Glasgow, Scotland. Previous research found no impact on the number of accidents but did not consider their spatial location or socio-economic setting. We evaluated impacts on these, both locally and city-wide. Methods: We used STATS19 data covering the period 2008 to 2014 and describing the location and details of all reported accidents involving a personal injury. Poisson-based continuous scan statistics were used to detect spatial clusters of accidents and any change in these over time. Change in the socio-economic distribution of accident cluster locations during the study period was also assessed. Results: In each year accidents were strongly clustered, with statistically significant clusters more likely to occur in socio-economically deprived areas. There was no significant shift in the magnitude or location of accident clusters during motorway construction or following opening, either locally or city-wide. There was also no impact on the socio-economic patterning of accident cluster locations. Conclusions: Although urban infrastructure changes occur constantly, all around the world, this is the first study to evaluate the impact of such changes on road accident clusters. Despite expectations to the contrary from both proponents and opponents of the M74 extension, we found no beneficial or adverse change in the socio-spatial distribution of accidents associated with its construction, opening or operation. Accidents between right-turning motor vehicles and straight-ahead cyclists are one of the most common accident types leading to cyclist injuries at signalised junctions in Denmark. A before-after safety evaluation of applying staggered stop lines in 189 arms at 123 signalised junctions is presented. The evaluation accounts for long-term accident trends and changes in motor vehicle traffic volumes. Applying staggered stop lines gives no decline in accidents between right-turning motor vehicles and straight-ahead cyclists. However, there is a statistical tendency to a decline of these right-turn accidents involving heavy vehicles. There are several questions about factors leading to right-turn accidents that cannot be answered by recorded accident data. A study of conflicting behaviour focuses on factors leading to conflicts. Video observations have been carried out in 10 arms at signalised junctions. A total of 45 situations with conflicting behaviour between right-turning motor vehicles and straight-ahead cyclists have been investigated and compared to a reference group of simultaneous arrivals. The relative risk is lowest when both parties stop on red before entering the junction. Upon simultaneous arrival of both parties at a green light, the relative risk is highest. Cyclists tend to have a higher relative risk of being involved in conflicts if they; a) ride through on yellow, b) have a time distance of at least 2 seconds to other cyclists, c) wear a black jacket, and/or d) arrive at the junction at a speed of at least 25 km/h. Much less can be said about the motor vehicles or their drivers on the basis of these video observations, but motor vehicles stopping in the cycle crossing in order to yield to pedestrians or cyclists have a higher relative risk of being involved in conflicts. Large numbers of traffic accidents were experienced on the road networks of Arab Gulf Countries including United Arab Emirates (UAE). This had resulted in enormous loss of lives and economy. This article through using Abu Dhabi city, UAE capital as a case study is aiming to understand the reasons behind such safety problem through analysing a large accidents data-set extending over the period from 2008 to 2013. The traffic accidents data-set was obtained from Abu Dhabi traffic police department records and covers wide range of accident's attributes. A wide spectrum of accident attributes was analysed in the paper including but not limited to the time of accident, accident location, type of accident, reasons behind the accident, driver characteristics, road conditions, and many other accident attributes. This study aim to determine the proportion of traffic rule infractions in Cali, Colombia, in places where a road traffic injury (RTI) occurred. Description of videotaping of sites where a person was injured in an RTI in 2009. Counts of road users and infractions were established for each road user group and were compared using a Z-test. They were found 13,491 users, distributed as follow: 8.9% were pedestrians, 4.6% cyclists, 24.6% motorcyclists, and 61.8% were automobile drivers. The most frequent traffic violation among motorcyclists was transiting on lines designated for other vehicles (55.2%). Among cyclists, the most frequent violations were transiting without a helmet (99.2%) and not wearing the designated vest (100%). Among pedestrians, crossing streets at prohibited places (77.3%), even at sites where a pedestrian bridge was present (72.7%), represented two common violations. Vulnerable road users committed more traffic infractions than automobile drivers (p < 0.001). High rates of traffic rule infractions among vulnerable road users were observed. Accident don't just happen, they are caused. In other words, every accident in relation transport is not just a mere occurrence but has been instituted as a result of one factor or the other. The increasing magnitude of fatal road traffic accident globally has been attributed to population explosion and increased level of motorization. Motor vehicle crashes are the leading cause of death in adolescent and people in the prime age. There has been an upsurge in the proportion and absolute number of traffic fatalities witnessed in a number of developing countries while the industrial nations are witnessing downward trend in the occurrence of accident by more than 20% [13]. This paper examines road traffic accident problems in Nigeria. The causes of accidents and their general preventive measures are discussed. There is need to view road traffic accident as a very serious issue requiring urgent attention aimed at preventing untimely deaths, reducing the health, social and economic impacts it portends to the average Nigerian. Introduction: Road traffic can play an important role in strengthening regional economic activities, especially at high altitude, and it is necessary to know important traffic-related information. Although previous studies reported on road traffic in China, there has been little research on high-altitude road traffic to date. Method: The annual official census of road traffic safety from 2006 to 2013 was used to obtain data on the general population, registered drivers, registered vehicles, newly built roads, road traffic accidents (RTAs), mortality rate per 100 000 populations and per 10 000 vehicles in high-altitude provinces, including Tibet, Qinghai, Xinjiang, Gansu, Yunnan, Sichuan, and Chongqing. These provincial data were reviewed retrospectively, with the national data as the reference. Statistical analysis (i.e., t test) was used to compare the estimated average annual change rate of population, number of registered drivers, registered vehicles, and newly built roads in high-altitude provinces with the national rates. Results: Compared with the national data, there are significantly higher annual rates of population growth in Tibet and Xinjiang, registered drivers in Gansu, registered vehicles in Gansu, Sichuan, and Chongqing, and newly built roads in Tibet and Qinghai. Among the investigated provinces, Tibet, Qinghai, and Yunnan had a higher proportion of the roads with the high class. RTAs and RTA-induced casualties in the high-altitude provinces indicated a decreasing trend. The mortality rate per 10 000 vehicles and per 100 000 populations showed a decreasing trend, while the RTA-related mortality rate in Tibet, Qinghai, Xinjiang and Gansu remained high. Conclusions: Major changes for road traffic in high-altitude provinces have occurred over the past decade; however, the RTA-related mortality rate in high-altitude provinces has remained high. Adaptive traffic-signal control (ATSC) is a traffic management strategy in which traffic-signal timings change, or adapt, based on observed traffic demand. Although ATSC can improve mobility, it also has the potential to reduce crashes because mainline stops should be reduced. This paper aims to evaluate the safety effectiveness of ATSC using the empirical Bayes method. This analysis examines 47 urban or suburban intersections where ATSC was deployed in Virginia using 235 site-years of before data and 66 site-years of after data. Installing ATSC was found to produce a crash modification factor (CMF) for total intersection crashes of 0.83 with a standard error of 0.05. This CMF was statistically significant at a 95 percent confidence level. Fatal and injury crashes did not change by a statistically significant amount, indicating that the primary safety benefit of ATSC was reduction in property damage crashes. Analyses of ATSC safety effects by crash type, by traffic volume level, and by operational improvement magnitude were also performed. All crash types were found to be reduced, but safety benefits varied from corridor to corridor and by volume levels. It was concluded that ATSC installation can potentially reduce total crashes at highway intersections and that public agencies should consider ATSC’s safety and mobility benefits when justifying ATSC projects. The pedestrian safety can be evaluated by proactive methods (conflict techniques). Proactive method is a cost-effective technique as compared to the historic crash data analysis. Pedestrian safety studies at mid-block crosswalks based on proactive methods are required due to the growing number of pedestrian crossing facilities in developing countries. Hence, the present study evaluated the pedestrian safety at unprotected mid-block crosswalks by considering the proactive safety measure as a pedestrian safety margin (PSM). PSM is the time difference between accepted vehicular time gap with reference to the pedestrian crossing path and pedestrian actual crossing time (based on the field conditions). To fulfill this objective eight unprotected mid-block crosswalks were selected which have different roadway characteristics. Video graphic survey has been conducted for data collection at these locations. PSM values were extracted corresponding to the pedestrian behavioural, vehicular and traffic characteristics at all the eight crosswalks. Further, stepwise regression and binary logit models (the probability of pedestrian-vehicle non-conflict) have been developed in order to find out the factors contributing to the PSM values as well as predicting the probability of avoiding conflict with an approaching vehicle at unprotected mid-block crosswalks. From the study, it is observed that pedestrian behavioural characteristics such as rolling behaviour and speed change conditions significantly reduce the PSM values, and it influences the probability of avoiding conflict with an approaching vehicle at unprotected mid-block crosswalks. These findings may be useful for evaluation of the existing unprotected mid-block crosswalk locations and for increasing the pedestrian safety at these crosswalks by considering suitable control measurements on pedestrian behaviour under mixed traffic conditions. This paper examines the determinants of road traffic crash fatalities in Queensland for the period 1958–2007 using a state-space time-series model. In particular, we investigate the effects of policies that aimed to reduce drink-driving on traffic fatalities, as well as indicators of the economic environment that may affect exposure to traffic, and hence affect the number of accidents and fatalities. The results show that the introduction of a random breath testing program in 1988 was associated with a 11.3% reduction in traffic fatalities; its expansion in 1998 was associated with a 26.2% reduction in traffic fatalities; and the effect of the “Safe4life” program, which was introduced in 2004, was a 14.3% reduction in traffic fatalities. Reductions in economic activity are also associated with reductions in road fatalities: we estimate that a one percent increase in the unemployment rate is associated with a 0.2% reduction in traffic fatalities. Objectives: Road traffic crashes that involve very high numbers of fatalities and injuries arouse public concern wherever they occur. In China, there are two categories of such crashes: a crash that results in 10–30 fatalities, 50–100 serious injuries or a total cost of 50–100 million RMB ($US8-16m) is a “serious road traffic crash” (SRTC), while a crash that is even more severe or costly is a “particularly serious road traffic crash” (PSRTC). The aim of this study is to identify the main factors affecting different types of these crashes (single-vehicle, head-on, rear-end and side impact) with the ultimate goal of informing prevention activities and policies. Methods: Detailed descriptions of the SRTCs and PSRTCs that occurred from 2007 to 2014 were collected from the database “In-depth Investigation and Analysis System for Major Road Traffic Crashes” (IIASMRTC), which is maintained by the Traffic Management Research Institute of the Ministry of Public Security of China (TMRI). 18 main risk factors, which were categorized into four areas (participant, vehicle, road and environment-related) were chosen as potential independent variables for the multinomial logistic regression analysis. Comparisons were made among the single-vehicle, head-on, rear-end and side impact crashes in terms of factors affecting crash occurrence. Findings: Five risk factors were significant for the six multinomial logistic regression models, which were location, vertical alignment, roadside safety rating, driver distraction and overloading of cargo. It was indicated that intersections were more likely to have side impact SRTCs and PSRTCs, especially with poor visibility at night. Overloaded freight vehicles were more likely to be involved in a rear-end crash than other freight vehicles. Driver distraction is an important risk factor for head-on crashes, while vertical alignment and roadside safety rating are positively associated with single-vehicle crashes. Conclusion: Based on the findings, promising measures were proposed to prevent each type of SRTC and PSRTC, which governmental or regulatory agencies could employ to plan strategies to reduce SRTCs and PSRTCs and support lifesaving policies. Road traffic accidents consistently show a significant over-representation for young, novice and particularly male drivers. This research examines the prefrontal cortex activation of young drivers and the changes in activation associated with manipulations of mental workload and inhibitory control. It also considers the explanation that a lack of prefrontal cortex maturation is a contributing factor to the higher accident risk in this young driver population. The prefrontal cortex is associated with a number of factors including mental workload and inhibitory control, both of which are also related to road traffic accidents. This experiment used functional near infrared spectroscopy to measure prefrontal cortex activity during five simulated driving tasks: one following task and four overtaking tasks at varying traffic densities which aimed to dissociate workload and inhibitory control. Age, experience and gender were controlled for throughout the experiment. The results showed that younger drivers had reduced prefrontal cortex activity compared to older drivers. When both mental workload and inhibitory control increased prefrontal cortex activity also increased, however when inhibitory control alone increased there were no changes in activity. Along with an increase in activity during overtaking manoeuvres, these results suggest that prefrontal cortex activation is more indicative of workload in the current task. There were no differences in the number of overtakes completed by younger and older drivers but males overtook significantly more than females. We conclude that prefrontal cortex activity is associated with the mental workload required for overtaking. We additionally suggest that the reduced activation in younger drivers may be related to a lack of prefrontal maturation which could contribute to the increased crash risk seen in this population. Surrogate safety measures (SSM) as indicators of accidents are useful tools in safety evaluations. Nowadays, developing intelligent vehicles without drivers in order to reduce the human errors is a popular topic in civil engineering. Such vehicles are equipped with intelligent collision avoidance systems (CAS), in which safety indicators are applied as warning strategies. Heretofore, different safety indicators have been developed, but most of them are suitable for rear-end conflicts. In this paper, a new framework is proposed to calculate the risk of sideswipe collisions at each instant based on SSM. For this purpose, time-to-collision (TTC) and post-encroachment time (PET), as the most important time-based indicators would be applied and a new method would be presented to calculate these indicators. The application of the framework is illustrated by microscopic traffic data for an arterial road. Background: Most countries have detailed lists of traffic rules and elaborate legal regimes for penalizing drivers who break them. Previous research has suggested that drivers tend to drive more safely after receiving penalties for traffic infringements.Methods: We linked driver-level data on infringements and crashes in Queensland, Australia (1995-2010) with information on the licence histories of all drivers in the state. We used a case-crossover design to examine drivers' risk of crashing in the month following an infringement penalty. We also examined whether changes in crash risk following infringement penalties varied according to driver age and gender, type of infringement and whether the offender was at fault in a subsequent crash.Results: Drivers had higher risks of crashes following infringement penalties [odds ratio (OR) 1.32; 95% confidence interval (CI) 1.29-1.36], especially crashes in which the offender was at fault (1.41; 1.36-1.46). Crash risk relative to a comparable period was particularly high for teenage drivers (1.55; 1.34-1.78) and among drivers penalized for dangerous driving (3.19; 2.52-4.03) or driving under the influence of alcohol (1.99; 1.67-2.37). The risk remained relatively high for more than 6 months after the penalty, but declined steadily over this period.Conclusions: Crash risk among drivers in Queensland was higher, not lower, following receipt of penalties for traffic infringements. Penalties themselves are unlikely to increase crash risk. A more likely explanation is that penalties (or the corresponding infringements) mark episodes of risky driving. Truck-related crashes contribute to a significant percentage of vehicle crashes in the United States, which often result in injuries and fatalities. The amount of truck miles traveled has increased dramatically with the growing rate of freight movement. Regarding truck crashes in the highway work zones, many studies indicated that there was a significant increase in crash severity when a truck crash occurred in work zones. To mitigate the risk of truck crashes in work zones, a portable changeable message sign (PCMS) was frequently utilized in addition to standard temporary traffic control signs and devices required by the Manual on Uniform Traffic Control Devices. To justify the use of a PCMS in work zones, there is a need to study the effective location of a PCMS deployed in a work zone by measuring the changes of truck and passenger car speed profiles. The difference of speed changes between trucks and passenger cars was considered as one of the major reasons which caused truck-related crashes in work zones. Therefore, reducing the difference of speed changes between trucks and passenger cars could potentially improve safety in work zones. The outcomes of this study will provide required knowledge for traffic engineers to effectively utilize the PCMS in work zones with the purpose of reducing truck-related crashes. In addition, the success of this study will provide a roadmap to investigate the effective deployment of other temporary traffic control devices on mitigating the risk of truck-related crashes in work zones. The paper presents and considers research results indicating the way the respondents estimate the main factors related to risk in rail transport. Also, the correlation of the annual losses encountered by enterprises due to accidents and the losses caused by other factors are analysed. In this paper we proposed method for assessing pedestrian risk at the signalized pedestrian crossing equipped with counter. Results showed that 17.5% of pedestrians were at high risk and male pedestrians are more often in dangerous situation (20.4%) than female pedestrians (14.4%). About 3% of all examined pedestrians created conflict situations, more frequently in first 5 seconds and last 5 seconds of red light phase (79.7% of all offenders), but the risk that pedestrians will create a conflict situation were higher in other time of red light phase. Analysis of pedestrians' behavior at pedestrian crossings equipped with countdown display could point to potentially safety problems for pedestrians and those analysis could give direction for proposing and implementing adequate countermeasures. This study draws on information from two recently published documents on pedestrian safety and global status of road safety to draw attention to the need to prioritize safe walking in planning and policy at local, national and international levels. The study shows that each year, more than 270 000 pedestrians lose their lives on the world's roads. The study argues that this situation need not persist because proven pedestrian safety interventions exist but do not attract the merit they deserve in many locations. The study further shows that the key risk factors for pedestrian road traffic injury such as vehicle speed, alcohol use by drivers and pedestrians, lack of infrastructure facilities for pedestrians and inadequate visibility of pedestrians are fairly well documented. The study concludes that pedestrian collisions, like all road traffic crashes, should not be accepted as inevitable because they are, in fact, both predictable and preventable. While stressing that reduction or elimination of risks faced by pedestrians is an important and achievable policy goal, the study emphasizes the importance of a comprehensive, holistic approach that includes engineering, enforcement and education measures. Reliable predictive accident models (PAMs) are essential to design and maintain safe road networks, and yet the models most commonly used in the UK were derived using data collected 20 to 30 years ago. Given that the national personal injury accident total fell by some 30% in the last 25 years, while road traffic increased by over 60%, significant errors in scheme appraisal and evaluation based on the models currently in use seem inevitable. In this paper, the temporal transferability of PAMs for modern rural single carriageway A-roads is investigated, and their predictive performance is evaluated against a recent data set. Despite the age of these models, the PAMs for predicting the total accidents provide a remarkably good fit to recent data and these are more accurate than models where accidents are disaggregated by type. Abstract: The objective of this paper is to develop crash estimation models at traffic analysis zone (TAZ) level as a function of land use characteristics. Crash data and land use data for the City of Charlotte, Mecklenburg County, North Carolina were used to illustrate the development of TAZ level crash estimation models. Negative binomial count models (with log-link) were developed as data was observed to be over-dispersed. Demographic/socio-economic characteristics such as population, the number of household units and employment, traffic indicators such as trip productions and attractions, and, on-network characteristics such as center-lane miles by speed limit were observed to be correlated to land use characteristics, and, hence were not considered in the development of TAZ level crash estimation models. Urban residential commercial, rural district and mixed use district land use variables were observed to be correlated to other land use variables and were also not considered in the development of the models. Results obtained indicate that land use characteristics such as mixed use development, urban residential, single-family residential, multi-family residential, business and, office district are strongly associated and play a statistically significant role in estimating TAZ level crashes. The coefficient for single-family residential area was observed to be negative, indicating a decrease in the number of crashes with an increase in single-family residential area. Models were also developed to estimate these crashes by severity (injury and property damage only crashes). Abstract: Previous research has indicated that older drivers are more likely to be involved in collisions in complex traffic scenarios like intersections even if they are not more involved in accidents in general. Moreover, being more vulnerable, the older driver is generally at higher risk of sustaining an injury when involved in a traffic accident. Even though there may be many factors leading to the over-involvement of older drivers in intersection collisions it is clear that the visual capacity and the ability to observe may be one of the possible causes that is of high interest to understand further. The objective of the study is to identify to what degree the visual behaviour could explain older drivers’ involvement in intersection accidents. A 20km long route composed by intersections in rural and urban environment was selected to collect both driving and eye movement data. Two groups of drivers were compared, one group aged 35–55years and one aged 75 and above. Apart from the driving data, neck flexibility measurement was performed. The results from the neck flexibility measurement showed a clear age effect, with the older drivers showing less neck flexibility. When it comes to visual behaviour data, a difference was also found concerning the area of interest the drivers looked at; while the older drivers looked more at lines and markings on the road to position themselves in the traffic, the younger drivers looked more at dynamic objects such as other cars representing a possible threat. Abstract: We study the dynamic process of the multiple-vehicle collision when a vehicle stops suddenly in a traffic flow. We apply the optimal-velocity model to the vehicular motion. If a vehicle does not decelerate successfully, it crashes into the vehicle ahead with a residual speed. The collision criterion is presented by if where and are the speed and headway of vehicle i at time t. The number of crumpled vehicles depends on the initial velocity, the sensitivity, and the initial headway. We derive the region map (or phase diagram) for the multiple-vehicle collision. Abstract: Introduction: A common contention is that the construction of highway bypasses negatively impacts the economy of local communities by reducing pass-by traffic for businesses. However, as access to specific business'' account records is limited, this impact is difficult to quantify. Another common contention is that bypasses contribute to a reduction in overall crashes in the community and in the surrounding areas. Even though a large number of bypasses have been constructed in the State of Iowa over the past several years, their actual impact in terms of traffic safety has not been quantified. Objectives: This study seeks answers to the following questions: (a) Are bypasses in Iowa associated with a reduction in crash frequencies and crash rates on the bypassed highway? (b) Do bypasses in Iowa introduce a reduction of overall crash frequencies and rates or do they merely shift crashes from the highways through the communities to the bypasses with no significant overall reduction? Method: We obtained crash information from the Iowa DOT at 19 sites on which a bypass was constructed sometime during the past 23years. We also obtained the same information at six sites used as comparison sites on which no bypasses were constructed at least until 2005. We them employed a Bayesian approach to estimating the association between the construction of the bypass and crash rates, while also accounting for other factors. Results: The construction of bypasses in Iowa is associated with a significant increase in traffic safety both on the main road through town and on the combined main road and bypass roadway. Abstract: Introduction: Induced exposure has a long history of development and usage in traffic safety research but a major question has always concerned the extent to which the accumulation of culpable and non-culpable involvements can be considered independent. Method: Culpability assessments of 32,630 vehicles'' crash-claim involvements adjudicated by insurance adjusters were matched with vehicle odometer readings taken at emission testing using consistent identification of vehicles and principal operators over a 5-year period. Result: It was found that the accumulation of culpable crash involvements was not entirely independent of that for non-culpable involvements. However, the rate of non-culpable involvements was determined to be an acceptable surrogate for travel exposure rate where sample sizes were large. Discussion: The relationship between the rate of non-culpable involvements and the rate of travel exposure for data subsets when both were normalized by the overall sample rates was reminiscent of an accident-volume curve for roadway locations in traffic engineering theory. This suggested that only a portion of non-culpable involvements actually related directly to travel and this lead to a correction factor that could be applied. Impact on Industry: While lack of independence of involvement rates may be problematic for a direct risk ratio application, it does not invalidate the use of non-culpable involvements to predict travel. For insurers that have a need to estimate travel amounts for different driver/vehicle groups as part of the insurance rating purposes, this can be a useful application. [Copyright &y& Elsevier]

Drawing inference from current data could be more reliable if similar data based on previous studies are used. We propose a full Bayesian approach with the power prior to utilize these data. The power prior is constructed by raising the likelihood function of the historical data to the power [image omitted] where [image omitted]. The power prior is a useful informative prior in Bayesian inference. We use the power prior to estimate regression coefficients and to calculate the accident reduction factors of some covariates including median strips and guardrails. We also compare our method with the empirical Bayes method. We demonstrate our results with several sets of real data. The data were collected for two rural national roads of Korea in the year 2002. Abstract: Objective: The purpose of this study was to examine the effects of health factors and substance use on subsequent motor vehicle collision (MVC) injuries of three different age groups, using the longitudinal dataset from the Canadian National Population Health Survey (NPHS) for the years 1994–2002. Methods: Path analysis technique was used to determine the relations between MVC injury and four risk factors: binge drinking; health status; distress; and medication use. The three demographic variables, age at ‘baseline’, sex, and immigration status were added into the model as control variables. Three age groups were examined: young=12–29.9; middle-aged=30–59.9 and old=60–85 years of age. The total sample size was 16,093. Results: A lower percentage of males, older persons, immigrants, and non-binge drinkers reported a subsequent MVC injury, as did respondents reporting better health and lower distress scores. Medication use was associated with higher subsequent MVC injuries. Path analysis found that among younger individuals, the variable binge drinking, was the only significant risk factor associated with subsequent injuries. In contrast, among middle-aged individuals, the variable medication use, was the only statistically significant risk factor for subsequent injuries. No variables were significant risk factors of injuries for older individuals. Conclusions: Various demographic and risk factors were found to influence injuries among a nationally representative sample of Canadians. Reported binge drinking among young individuals and medication use among middle-aged individuals were found to be risk factors for subsequent MVC injury. Abstract: Highway work zones interrupt regular traffic flows and create safety problems. Improving safety without sacrificing the main function of highways is a challenging task that traffic engineers and researchers have to confront. In this study, the concept of using crash severity index (CSI) for work zone safety evaluation was proposed and a set of CSI models were developed through the modeling of work zone crash severity outcomes. A CSI is a numerical value between zero and one that is estimated from given work zone variables. It is interpreted as the likelihood of having fatality/fatalities when a severe crash occurs in a given work zone. The CSI models were developed using a three-step approach. First, a wide range of crash variables were examined in a comprehensive manner and the significant risk factors that had impact on crash severity were selected. Second, the CSI models were developed using logistic regression technique by incorporating the selected risk factors. Finally, the developed models were validated using the recent crash data and their ability in assessing work zone risk levels were analyzed. Worldwide, nearly 1.2 million people are killed in road traffic crashes every year and 20 million to 50 million more are injured or disabled. These injuries account for 2.1% of global mortality and 2.6% of all disability-adjusted life years (DALYs) lost. Low- and middle-income countries account for about 85% of the deaths and 90% of the DALYs lost annually. Without appropriate action, by 2020, road traffic injuries are predicted to be the third leading contributor to the global burden of disease. The economic cost of road traffic crashes is enormous. Globally it is estimated that US$518 billion is spent on road traffic crashes with low- and middle-income countries accounting for US$65 billion – more than these countries receive in development assistance. But these costs are just the tip of the iceberg. For everyone killed, injured or disabled by a road traffic crash there are countless others deeply affected. Many families are driven into poverty by the expenses of prolonged medical care, loss of a family breadwinner or the added burden of caring for the disabled. There is an urgent need for global collaboration on road traffic injury prevention. Since 2000, WHO has stepped up its response to the road safety crisis by firstly developing a 5-year strategy for road traffic injury prevention and following this by dedicating World Health Day 2004 to road safety and launching the WHO/World Bank World Report on Road Traffic Injury Prevention at the global World Health Day event in Paris, France. This short article highlights the main messages from the World Report and the six recommendations for action on road safety at a national and international level. It goes on to briefly discuss other international achievements since World Health Day and calls for countries to take up the challenge of implementing the recommendations of the World Report. Study objective: The use of connections who have the authority to cancel penalties related to traffic violations seems to be very frequent in France. This study aimed at describing risk taking driving behaviours associated in France with using connections to have traffic tickets cancelled (ticket fixing). Design: Retrospective study on driving behaviour and road safety conducted between March and December 2001 within a cohort of French employees. Setting: France. Participants: Employees of the French national utility company who have been followed up since 1989. The sample comprises 10 594 men aged 53-63 years and 3258 women aged 48-63 in 2001. Main results: One third of the men and one fifth of the women reported that they had had a ticket fixed at some lime. Those who reported having tickets fixed were more likely than the others to report high driving speeds (adjusted odds ratios (aOR) were 1 .24, 1 .52, and 1.66 in built up areas, on rural roads, and on motorways respectively), to report driving while under the influence (aOR= 1 .39), and to report risky use of cellular phone while driving (aOR= 1.83). In addition, participants who reported having tickets fixed were more likely to have had at least one serious road traffic accident in the past 11 years (aOR = 1 .21). Conclusions: Indulgence and the use of connections are common practices in France. These results suggest that it is to confer a feeling of impunity that jeopardises efforts to combat unsafe driving. This paper makes use of a probabilistic model that predicts the likelihood of crashes (crash potential) on freeways on the basis of traffic flow conditions, in real-time crash prevention. The model was developed using incident logs and loop detector data collected over a 13-month period on the Gardiner Expressway in Toronto. Previous work suggested that an increase in levels of traffic turbulence generally yields high crash potential. Traffic turbulence was defined in terms of a series of crash precursors that represent traffic conditions that were present prior to crash occurrence. To apply the model in crash prevention, the link needs to be established between crash potential and real-time safety intervention. The objective of this paper is to explore this link for different thresholds of crash potential. The paper discusses the guidelines for evaluating the safety benefit of one crash prevention strategy (variable speed limits) and suggests the risk-based evaluation framework for real-time traffic control.
