This paper takes a historical anthropological approach to charting the intricate relationships between the industry of peiyin (dubbing, voice-over), the state institutions, and the public in shaping Taiwan's sociolinguistic soundscape since 1945. Grounded in multi-year ethnographic research with the peiyin industry and archival sources, this paper discerns three stages—industrialisation, popularisation, and diversification—through which the industry not only facilitated the state in establishing the Mandarin monopoly, but also contributed to the disestablishment of that very monopoly by introducing Sinitic polypoly to the public over time. In so doing, this article contributes to the anthropological and sociolinguistic literature on Mandarin in Taiwan with a dynamic account of peiyin both as a sociolinguistic practice and a social force. In this paper, I present a framework for GVC‐oriented industrial policy that merges the so‐called GVC perspective and the so‐called developmentalist perspective—the latter of which is a perspective that industrial policy is most often analysed through, but has been somewhat neglected by the GVC perspective. I argue that the GVC perspective too quickly dismisses the relevance of industrial policy in the East Asian development experience, particularly those in South Korea and Taiwan between roughly 1960 and 1990. By drawing on the industrialisation experiences of these two countries, my framework for industrial policy suggests that the GVC perspective's ideas for industrial policy would be strengthened by more clearly acknowledging the continued importance of three observations by the developmentalist perspective: (a) the need for governments in developing countries to bargain with foreign investors for the purpose of domestic industrialisation; (b) policy design should not only focus on increasing exports, but also focus on replacing some imports with domestic production; and (c) linking up to the value chains of transnational corporations based in high‐income countries can bring about some benefits, but ultimately, successful industrialisation necessitates a degree of competing with transnational corporations. This study reviews the evolution of the cultural and creative industries (CCI) policy in Taiwan. Beginning with the early 1990s, when the ‘culturalization of industries, industrialization of culture’ represented the central theme of Taiwanese ‘cultural policy’, it traces the shift to the present day, in which Taiwan’s ‘CCI policy’ has been driven by the broader economic rationale of pursuing international competitiveness. By examining the recent discourse and development of Taiwan’s CCI policy, the paper reveals that Taiwan’s CCI policy has served to widen, rather than bridge the gaps between ‘localization and globalization’, ‘culture and creativity’, and ‘network system’ of the CCI development and more importantly, has overshadowed cultural issues. Consequently, tensions are emerging which are challenging to future CCI policy development, especially at a time when Taiwan is becoming increasingly incorporated into the fastest growing economy – mainland China, which brings threats and opportunities to the CCI development in Taiwan. Purpose Penrose's argument regarding the managerial constraint on continual expansion over two consecutive periods is termed the "Penrose effect," a relatively less investigated premise in Penrose's growth theory. The purpose of this paper is to empirically re-examine the Penrose effect from the perspective of upper echelons theory and investigated how top management team (TMT) composition influences the continual growth of a firm.Design/methodology/approach This study empirically tested the hypotheses based on a sample of listed manufacturing firms operating in Taiwan, a newly industrialized economy in the Asia–Pacific region. Moderated hierarchical regression analyses were applied to test hypotheses.Findings The empirical results suggest that low TMT diversity (in terms of educational, functional and team tenure diversity) is likely to engender a situation in which the Penrose effect might occur. Additionally, the results indicate that the proportion of functional executives plays a significant role in influencing the growth trend over two consecutive periods and may soften the impact of the Penrose effect.Practical implications This paper suggests that appropriate structuring of TMTs and appropriate management of their members' backgrounds and team tenure diversity can help firms overcome the Penrose effect and grow continually. Furthermore, the proportion of functional executives in a TMT is influential.Originality/value This paper uniquely contributes to the theoretical and empirical development of Penrose's growth theory, upper echelons theory and resource-based view concerning managerial resources. Cross-Strait economic activities are no longer unidirectional. The Taiwanese government opened the doors to Chinese investment in 2009. This paper addresses the following crucial question: What is the impact of Chinese investment on Taiwan's high-technology industrial development? Two further questions immediately follow: Will Chinese investment put Taiwanese industrial development at risk? Will an influx of Chinese investment lead to a turning point for Taiwanese industry? The paper first reviews Chinese investment in Taiwan under the framework of the Economic Cooperation Framework Agreement (ECFA) and then explains why we have chosen to focus here on the high-technology industry in Taiwan. It then outlines the main elements of Chinese outward foreign direct investment (OFDI) before seeking to answer the above research questions. Fieldwork for this paper was conducted from December 2014 to March 2016. R&D internationalization has increasingly involved countries outside the developed world. In addition, there has been a growing trend for countries in East Asia to seek to attract the R&D facilities of multinationals (MNCs). For such countries, they are faced with a fundamental question as to what kinds of impact MNCs' offshore R&D facilities will have on their own countries, especially in terms of technological innovation and industrial development. Set against the above backdrop, this paper sets out to examine a relatively new aspect of R&D internationalization related to global innovation networks and to open up the blackbox of the spillover effect regarding foreign R&D by examining the interplay of foreign R&D and Taiwan's national innovation system. The empirical part of the paper draws mainly upon intensive case studies of four high-profile foreign R&D facilities in the IT industry. This paper aims to discuss the artistic characteristics of traditional cheongsam and the transformation that has taken place in cheongsam textile design in the Republic of China. By analysing a collection consisting of 259 traditional cheongsam material samples in various museums such as the China Silk Archives in Suzhou, we explored the transformation of cheongsam textile design during the Republic of China from the perspective of Eastern and Western art cultural exchanges and explored the spread of Western artistic thought in China. Our research shows that, firstly, with the development of industrialization, the traditional cheongsam textile business absorbed new design concepts; secondly, in terms of material selection and pattern style, it widened the range of fabrics used and broke the monotony of traditional Chinese patterns. Moreover, it reduced connotations of social class implied by traditional textile design. Finally, these textile designs reflect the progress that has been made in the development of this artistic trend and the cultural fusion of Eastern and Western arts during the Republic of China. Focusing on local communities’ resistance to Hsinchu Science Industrial Park, this paper suggests that high-tech development projects in Taiwan should not be understood as something that stands in opposition to neo-liberalism, but as part of neo-liberal globalization. Moreover, this paper argues that neither the effective state intervention nor networks among high-tech firms are adequate to explain Taiwan's high-tech and capitalist development. Nor can this development be interpreted as an outcome of a combination of these two factors. Instead, it is an outcome of zoning technologies under neo-liberal governmentality and ongoing processes of primitive accumulation. While this high-tech development benefits high-tech capital and professionals active in that field, it suspends or curtails the rights of those citizens who are seen to have a low market value and lack global competiveness. Much scholarship on East Asian development has sidelined the crucial role of geopolitics by insisting that wars such as the Vietnam War had limited effects on industrial development and economic growth patterns. We find such arguments unpersuasive, and also unduly reductionist. The Vietnam War, in particular, had unambiguously powerful effects on industrial development in South Korea; but even in cases where the direct effects of war were somewhat less spectacular, such as Taiwan, the reasons for the differences were themselves deeply geopolitical and expressive of decision-making processes centered on the Vietnam War. In this paper, we explore the differential effects of such geopolitical decision-making by contrasting the development trajectories of the Ulsan and Kaohsiung industrial zones during the war period. We show, in addition, that the subsequent development of industrial projects in South Korea and Taiwan has continued to bear some of the marks of Vietnam War-era geopolitical economy. Through a case study of Taiwan, this paper seeks to address recent debates surrounding the transformation of developmental states in East Asia. Whilst a number of authors have cited the Taiwanese state as being both cautious and resilient in the midst of global restructuring, this paper seeks to critically engage with such arguments by highlighting the dynamic and mutually constitutive relations between the forms of social relations that underpin late development and the wider geopolitical system in which such development occurs. Specifically, Taiwanese industrialisation can be viewed as an outcome of the US intervention in the Chinese civil war and subsequent exclusion of China from the regional political economy in the period between the Korean and Vietnam Wars. The Kuomintang (KMT)'s retreat to Taiwan established the basis for the autonomous developmental state, and the US underpinned this state through military protection, aid and access to its own domestic market. However, the relative decline of US hegemony and the readmission of China into the international system have posed significant challenges to Taiwan's developmental state. The US sought to redress its trade imbalance with East Asia by placing pressure on Taiwan to liberalise its political economy. Furthermore, the very process of development itself served to undermine the autonomy of the state as it came under pressure from new social forces. Taiwan has more recently been faced with a dilemma of closer integration with the mainland or the maintenance of its de facto economic and political independence at the risk of becoming isolated from the global trading system. This paper is an attempt to theorize changing employment relations in capitalist development, drawing upon Taiwan's experience of industrialization within the context of global economic competition and undertaking case studies in the textiles industries. It aims to investigate changes in the nature of employment relations, with special reference to authority relations, by examining how they have been shaped by changes in Taiwan's textiles industries. It argues that a transformation of paternalistic capitalism is under way in Taiwan. The study also examines how changes in economic activities have profoundly affected people's lives and experiences. It is suggested that the underpinnings of traditional authority are being shaken. Loosened personal ties and claims for statutory working rights have led to the emergence of different sources of industrial authority. Here is a crucial 'ideological break' in terms of workers' consciousness. Agriculture's role in development has traditionally been seen to be a provider of things to the modern industrial sector. In this paper it is argued that those countries which historically have succeeded as those which have, at least for some time period, nurtured agriculture. Bates has pointed out that this was the case for English agriculture and this paper argues that it was also the case for Japan during both the Tokugawa and Meiji periods. Japanese colonization of Korea and Taiwan assured that agriculture was also protected, at least prior to World War II, in these latter two countries. Finally, this paper argues that the key role of agriculture in industrialization is in terms of providing a growing market for manufactured goods. [ABSTRACT FROM AUTHOR]

Many studies articulate a theoretical conceptual change-that is, a change from neo-classical economics and 'Picking Winners' policy frameworks to a systemic-evolutionary targeting framework. Within such an intellectual context, this paper attempts to expand the evolutionary targeting framework to facilitate the process of inclusive industrial development. We present a unitary industrial development trajectory which is used as a narrative to articulate the evolutionary paths of Taiwan and Malaysia in making their respective sectoral changes (from informal to formal, and then to high technology sectors) endogenous. Building on both cases, we elucidate how the organization of subsistence farming contributes to development, and hence paves the way for new industrial takeoff. In this regard, the targeting programs that focus on the Schumpeterian segment are improved upon to offer support for (re)organization of the informal sector. This study, therefore, proposes a new analytical grid theorizing the current observations in inclusive development studies. In recent years rapid social change and industrial and commercial development in Taiwan has lead to migration of rural labor, population ageing, high wages and labor shortages, which resulted in significant problems for the tea industry. Thus, mechanization in the tea industry emerges as the direction for the future. According to a survey, tea harvesting and tea manufacturing use 87% and 5% of available labor, so the mechanization of tea harvesting is a priority. The application and development of tea harvesting machines worldwide and especially in Taiwan in recent years is investigated in this paper. Recommendations are made for the implementation of tea harvesting machinery in Taiwan in the future. This report may also used as a reference for the use of mechanical harvesting. Fighter aircraft development is difficult and high-risk and only few countries have the ability to develop their own. Taiwan, as a latecomer, has been successful in the development of a high-performance fighter. This paper illustrates the Taiwan experience by the method of system dynamics. The results of this study show that such development by latecomers has the following characteristics: (1) The government has a strong commitment to the development due to serious external threats; (2) at least a firstcomer must exist to provide the necessary key technologies; (3) development requires the long-term accumulation of manpower and technology. In 1980, Taiwan established the Hsinchu Science Park (HSP). The HSP accounted for the creation of 1.43 million jobs and extraordinary contributions to the economic growth of the nation. This development also placed Taiwan on top of the innovation index. This study provides a systematic review of the applied policy tools and the industrial cluster evolution of HSP over four stages. The Boston Consulting Group framework is used to delineate the strategic position and movement of industries in each stage. After 30 years, HSP has become oversaturated, with two Cash Cow and four Dog industries left. Facing such a bottleneck, this paper recommends the HSP 2.0 strategy for policymakers to improve the added-value and sustainable competitiveness of HSP. [ABSTRACT FROM AUTHOR]

In this study the z"-scores of 10 independent banks in Taiwan are calculated as the indicator of their bankruptcy probability and grey model is used to analyze the influences of 5 macroeconomic variables and 7 banking variables on z"-scores. Since the development of a grey system is the target of this paper, the GM(1,N) model is used rather than the GM(0,N) model. Approximately 17% of agricultural lands in the western plain of Taiwan were converted to other uses during 1971–2006 due to rapidly industrial and urban development and high population density. Previous studies on the loss of farmland due to urbanization have focused on changes in the agricultural landscape such as fragmentation and irregular shape of farmlands. The shrinkage and fragmentation of agricultural land due to urbanization not only reduces food production but also results in the decrease and degradation of other agro-ecosystem services. Emergy synthesis has been used to assess land use changes in agricultural lands. However, the relationship between farmland fragmentation and the energy flows in agricultural systems has not been studied. This paper investigates empirically how ecological energetic flows of agricultural land were affected by landscape change in the western coastal plain of Taiwan by using emergy synthesis to assess the changes in ecological energetic flows of agricultural systems in each township from 1971 to 2006. Landscape metrics were also chosen to analyze the agricultural landscape change in each township. These metrics were then correlated with the results of emergy synthesis to study the relationship between farmland fragmentation and energy flows in the agricultural system. The results show that the fragmentation of farmlands tends to intensify the inflows of goods and services from the human economic system for farmland operations. For the counties closer to metropolitan areas, maintaining larger farm sizes and preventing farmland fragmentation decreases the proportion of resource inflows from the economic system and mitigates environmental loading in agricultural systems. Abstract  Nanotechnology is projected to be a very promising field, and the impact of nanotechnology on society is increasingly significant as the research funding and manufactured goods increase exponentially. A clearer picture of Taiwan’s current and future nanotechnology industry is an essential component for future planning. Therefore, this investigation studies the progress of industrializing nanotechnology in Taiwan by surveying 150 companies. Along with understanding Taiwan’s current nanotechnology industrialization, this paper also suggests ways to promote Taiwan’s nanotechnology. The growth of Taiwan's manufacturing investments in China has bred an emerging cross-border industrial park development. This paper investigates the processes involved by exploring the interactive relations between the nation-states and actors concerned. In the context of the cross-border political tensions between Taiwan and China, the roles played by the two states are extensively examined. A case study of Kunshan Science Park in Suzhou is also discussed in detail. It is concluded that the industrial park development across Taiwan Strait is socially constructed through the interactions of vertical and horizontal governance within interfirm, intrafirm and extrafirm networks, upon which the states and related political economies across the Strait have imposed particular influences. In the present paper, an integrated cash flow model is developed to examine the relative impact of tax incentives, financial subsidies, and macroeconomic variables on the profitability of industrial investments. It allows for the variables in the model to interact with each other. An application of the model is carried out for Taiwan, which has implemented a variety of fiscal incentives over the past 40 years. The principal policy conclusion is that trade and macroeconomic policies are much more important than income tax incentives or subsidized finance policies in determining the success of Taiwan's industrialization process. The effects of all of the fiscal incentives are found to be much smaller than those of the trade policies or the fundamental trends in macroeconomic variables such as the movement of the real exchange rate and the real wage rate. This paper compares the industrial transformation processes of the LCD (liquid-crystal display) and footwear industries in South Korea and Taiwan by situating the state, local capital and transnational capital on an equal footing and examining the relative strength of these actors across time. To understand the interplay of the three actors and their shifting balance of power, we follow the commodity chain perspective and define industrial transformation as a process of moving to a higher value-added chain in the global production network. The paper argues that statist arguments that privilege the role of the state vis-à-vis transnational and local capital in the process of industrial transformation need to be modified in order to incorporate a dynamic and changing power balance among the three actors, especially in the current context of globalization and liberalization in world economic activities. Healthy buildings are the future of industrial development and a global trend. This study is based on the local demand in Taiwan for the certification of healthy building assessments. It consolidates fifteen relevant assessment indicators and the literature on healthy buildings and green buildings from both domestic and international sources. Through expert questionnaires, the study investigates the importance and weight values of assessment items, selecting seven assessment indicators (air, water, light, exercise, comfort, materials, and mental well-being), seventeen assessment items, and 65 assessment sub-items. The weight values of each indicator are statistically analyzed. Based on the expert questionnaires, a rating system and scoring criteria are formulated, ultimately constructing the "Taiwan Healthy Building Assessment Indicators." The aim is for this framework to serve as a reference for the government in establishing a healthy building certification system as well as to enhance public awareness and emphasis on human health. The study aimed to construct a technology industrialization roadmap model and apply it to illustrate the fermentative hydrogen production from biomass in Taiwan. The paper distinguishes and defines the emerging industrialization process technology and collects and analyzes secondary data. Subsequently, it identifies the current phase of technology development and investigates the future activities of the industrial phase and the relationship between technology, product, applications, and markets by further formulating the industrialization roadmap. The results are as follows. The industrialization of hydrogen production by fermentation from biomass in Taiwan is currently in the “technology-application transition phase,” in which key technologies such as selection and cultivation of dominant hydrogen-producing bacteria, processing of biomass feedstock, and control of operation parameters have been mastered. The rapid industrialization that has occurred in Taiwan over the past three decades has been accompanied by an extraordinary scale and pace of proletarianization. This paper analyzes the pattern of Taiwan's proletarianization and examines the demographic and social characteristics of the newly emerged working class in Taiwan Distinctive features of Taiwan's industrialization are its geographically dispersed pattern of development and the predominance of small-scale enterprises. This has helped the first generation of Taiwan's industrial workers adapt smoothly to industrial work but also has retarded the development of strong worker identity and the working-class movement. We then discuss some distinctive features of Taiwan's rural industry. The article focuses on the book "Industrial Organization in a Dichotomous Economy: The Case of Taiwan," by Tein-Chen Chou. The book analyzes Taiwan's economic development and industrialization from an industrial organization point of view and reviews the pattern and strategy of Taiwan's industrialization over the last three decades. The book demonstrates the effects of economic development on market structure in the case of Taiwan, examining ownership structure, aggregate concentration ratios and the degree of monopoly.

Taipei experienced rapid development and came to play an important role on the world stage as the capital of Taiwan, one of the Asian Tigers. It has undergone a major political, economic, and urban restructuring over the past two decades, under contexts of globalization, neoliberalization, and democratization. The past mode of governance led by the developmental state has been replaced with public–private partnerships propelled by the rising power of business and social groups, leading to the rise of entrepreneurial governance. In recent years, Taipei has had to deal with a number of challenges associated with the slowing down of economic growth, declining urban areas, and escalating housing prices. Purpose: To maintain auditor independence, Section 201 of the Sarbanes–Oxley Act of 2002 (SOX) imposes restrictions on audit firms in rendering management advisory services (MASs) to audit clients. Responding to the requirement, audit firms establish a strategic alliance with consulting companies to expand their scope of services to alleviate the impairment of auditor independence. Taiwan follows the spirit of SOX in related laws and regulations. To investigate the effects of SOX on Taiwanese auditing industry, this study aims to examine the relationship between MASs and operating performance of audit firms. Design/methodology/approach: This study obtains empirical data from the 1989–2017 Survey Report of Audit Firms in Taiwan, published by the Financial Supervisory Commission (FSC). FSC administers the survey across all registered audit firms annually to collect business information on the auditing industry for macro-economic analysis and industrial policy development. The authors group audit firms into three categories: national, regional and local firms. Based on the structure-conduct-performance (S-C-P) theoretical framework, this study establishes the following cross-sectional regression equation to test the authors' hypotheses. Findings: Main results indicate that national firms have better post-SOX firm and alliance performance. Both firm and alliance MASs contribute more to the performance of national firms after SOX. Practical implications: This study claims that national firms establish alliance with consulting companies for resource sharing but regional and local firms for tax-saving. Rather than adding up all cost items of ship operation in the traditional vessel-based approach, this paper develops a theoretical model to evaluate and decompose the total factor productivity (TFP) growth of the container shipping industry in Taiwan. The results show that scale economies and ship size economies play the dominant roles in improving TFP growth. Since 2006, the dominance of TFP growth has gradually shifted from scale economies to ship size economies. This finding reconfirms the cost advantage of large vessels. Economic and industrial development issues are considerably complicated and dynamic, and many problems need to be solved by the integration of professional knowledge in different fields. The systems approach refers to analysing problems from the macroscopic perspective using systems thinking, and it has become an important method in the modern world. Many countries in Asia are newly industrialized, and systems engineering has played an important role. Although the systems approach is important, it seems that its application in social science field is still not so popular. This study used the evolution of system dynamics and industrial development research by systems thinking in Taiwan as an example to explore the phenomenon, in order to find the difficulty and future trend of the systems approach. In the post-WWII era, great economic success was achieved in countries that adopted, developmental state strategy, mainly because of their centralized administrative power, back then and top-down industrial development model. However, with democratization, taking place, central governments have gradually lost their dominance over industrial, development and this further affected their land use policies. In the case of Taiwan and South Korea, the development of national industrial parks was significantly declined after 1990, and both countries adjusted their spatial planning system in the new century to work with industrial land policy after democratization. Accordingly, this article compares the two countries to explore the policy transformation and discusses the probable reasons that make the different adjustment approaches two countries adopted. It is found that though both Taiwan and South Korea are thought as developmental states, the distinction of economic structures and the power relationships between spatial plans and sectoral policies have led to different planning model. Taiwan, embraces its National Spatial Plan as a platform for sectoral policy coordination, whilst South Korea's 2002 Comprehensive National Territorial Plan gives directives to sectoral policy. In conclusion, this paper argues that a developmental state inevitably needs a certain degree alter of its industrial land use policy as democratization occurs, and the corresponding approaches of institutional adjustment may vary with state's nature. The experience of these two Asian Tigers would serve as a good reference point for young developmental states, as they might experience the transformation of land use policy during democratization. • Land use policy was used to promote industrialization in developmental states. • Democratization would inevitably lead to a reform in industrial land policy. • Developmental state types of DBS and DNS would affect spatial planning model. • Size of firms may cause different approaches on industrial land policy transition. We examine the impact of R&D and technology imports on firm performance in Taiwan's manufacturing industry in a policy context of industrial upgrading. To do so, we estimate a Translog production function on two panels (covering 1992-1995 and 1997-2003), using stochastic frontier models. We find that the effects of both knowledge inputs become significant in a larger number of industries in the second panel. These results suggest that the policies encouraging innovation implemented from 1991 onwards paid off in the second half of the 1990s, with innovation driving firm sales. In traditional industries, the effect of innovation can be interpreted as an effort to catch up with the global technology frontier. In the electronics and high-technology industries, it rather testifies of the emergence of a new domain of specialization for Taiwan-which was largely enabled by the aforementioned innovation policies. Abstract: With the rapid industrialization and economic development in the past decades, heavy environmental loads caused some serious environmental scenarios in Taiwan, an island country with a dense population and only limited natural resources. As a result, environmental education in Taiwan has been a leading tool to promote sustainable development since the 1990s. The central government-level agencies responsible for environmental education in Taiwan, including the Environmental Protection Administrations (EPA), the Ministry of Education (MOE) and the National Science Council (NSC), began to promulgate regulations on the establishment of an integrated environmental education system. This paper presents the governmental regulations and policies for promoting environmental education in Taiwan. This article also analyzes the success of environmental education through cross-ministerial mechanisms and plans based on the current status of energy sustainability in the past two decades (1990–2009). In June 2011, the Environmental Education Act, which is aimed at upgrading environmental education and achieving sustainable development, will begin to be effective in Taiwan. Abstract: Since 2000, the Industrial Development Bureau (IDB) of the Government in Taiwan has been implementing a policy of Electronic Manufacturing Promotion (e-MP) to assist firms to implement Business to Business Information System (B2BIS). In general, the actual performance of e-MP policy has just been based on the data given in a final report produced by the funded firm. Consequently there is no clear evidence as to the efficacy of the e-MP policy. Therefore, this paper mainly covers two parts (i) A Fuzzy analytic hierarchical process (Fuzzy AHP) was utilized to explore the weights of each policy item according to project leaders’ response of 17 funded cases to see whether the current e-MP policy really benefits firms and (ii) financial data of 30 cases was collected from the stock exchange in Taiwan to understand the actual performance and Fuzzy AHP was utilized to find the funded cases’ initial expectation to see whether the adoption of B2BIS by those cases funded by the Government actually met initial expectation. The results of this study indicate that the e-MP policy need to be adjust and costs decreased and work efficiencies rose are most important benefit in most of the funded cases after introduction of B2BIS and this meet their initial expectation. Finally, implications and suggestions are given for the e-MP policy to facilitate adjustments by the IDB. [Copyright &y& Elsevier]
