In the age of globalisation, implementation and commercialisation of new technologies are perceived as key elements determining competitiveness of particular countries, therefore, the growth of innovativeness is seen as the predominant direction of European Union society’s transformation into information society. The aim of the paper is to propose a procedure of measurement of innovativeness growth over time, with the Summary Innovation Index (SII) methodology as a starting point. The considered issue can be expressed by the following main question: how to measure the innovation performance dynamics for a selected group of countries (such as the EU- 28, EU-15 or EU-13 countries) and for time intervals (not only for two moments of observations). This is an important inquiry since well-known innovativeness indices (SII, GII, or IOI) concentrate mainly on the provision of information about countries’ innovation performance for a specific year of observations. Due to this fact, changes occurring over longer time periods are rather neglected. The main result of the paper is a proposition of average innovativeness growth index. The index uses weights describing the employment share of a selected group of specialists (e.g.: scientists and engineers, research and development personnel) in relation to the economically active population. The aim of the study is to determine the pace and directions of changes (understood as: improvement or deterioration) occurring in selected areas of sustainable development of EU Member States. The paper analyzes dynamics of changes in selected areas of sustainable development monitored on the basis of headline indicators published by Eurostat from 2008 to 2015. In the paper, three variants of reference points of synthetic measure of development were considered. On the basis of the obtained results, the countries in which the improvement in the sustainable development and its deterioration can be observed were identified. The results have confirmed the existence of significant developmental disparities between EU Member States in this field, but it should be noted that the obtained results depend on the methodological approach both to the selection of features and the adoption of a specific standardization formula, as well as the considered variants of reference points. The results obtained can be utilized in subsequent years to examine the directions of change observed both from the point of view of European Union as one organization, and the individual EU Member States. Central and Eastern European (CEE) countries are struggling with internal and external macroeconomic and social factors in their catching-up strategies to be closer, as economic wealth, to the Western developed European countries. In these ex-communist countries, institutional factors could be seen as critical for success in narrowing the income gap. The paper proposes an analysis of the impact of economic and financial development and globalization on the income gap in 11 Central and Eastern European (CEE) countries (Bulgaria, Croatia, Czechia, Estonia, Latvia, Lithuania, Poland, Romania, Slovak Republic and Slovenia) for the period of 1996 to 2019, taking into consideration institutional factors. The study analyses the variables: transition coefficient as a proxy for income gap, GDP per capita, KOF Financial Globalisation Index, Financial Development Index and World Bank Institutional Indicators in a panel approach methodology and estimation of FMOLS and DOLS equations. The paper's findings show that all considered factors have a significant contribution to the income gap in the examined period of time. Economic and financial development, as well as institutional quality, is positively associated with the closing income gap, while globalization has a negative influence. It is also revealed the direction of the causality relationship between the considered variables: from economic and financial development, globalization and institutional quality to the income gap. The main aim of the paper is to identify the types of capitalism in the Eurasian transition economies in comparison with the other European countries and evaluate the influence of the recent global crisis on the institutional organization of these states. The paper uses cluster analysis for identifying the types of capitalism. The paper identifies 3 basic groups (core and periphery of the EEA and the other transition economies) and 10 sub-clusters in the European area. According to the results, only Estonia is at the same level as the core of the EEA, whilst the rest of the EU-8 economies and Montenegro with the Mediterranean economies comprise the periphery. In general, CEECs and EU Balkan States have higher quality institutional environment, but on the basis of the analysis of the selected indicators (economic growth, inflows of FDI and unemployment), these economies were impacted more by the recent global crisis than part of the Balkan and post-soviet countries in the clusters "2a" and "2c". The paper deals with the idea that EU has to reformate as a result of the latest challenges, including the Brexit. A possible effect and opportunity from this can be a stronger position for the EU Balkan Member States. The analysis in the paper takes into consideration all Balkan economies, including candidate countries in order to obtain a general approach for the region. This approach is new because it puts together member and candidate members from a region, in the context of re-evaluating the EU, and leads to the idea of finding a regional leader able to generate regional progress and to support the region's interests in the European Institutions. The analysis covers five representative economic indicators (GDP growth rate, gross fixed capital formation, unemployment rate, inflation rate and general government gross debt) and is realized on three levels: a comparative analyses, a cluster analysis, and a cumulative analysis as well. Moreover, regression is used in order to point out the economic disparities across the region. The main conclusion of the analysis is that the great regional economic disparities can be decrease using common regional policies. Moreover, the analysis identifies a regional economic leader able to coordinate common initiatives at least on short and medium terms. Research, development and innovation hold a prominent position in national economies and the public sector. The aim of the paper is to evaluate the role of public research in EU countries with focus on selected indicators of research and development (R&D). The area in focus is total R&D expenditures and public R&D expenditures in years 2010 and 2015. The author also strives to analyze other R&D indicators in EU countries, pointing out the similarities and differences in the particular countries. The analysis concentrates on not only the selected indicators of public R&D, but also a comprehensive evaluation and role of public research in EU countries. EU countries are evaluated on the basis of indicators of public R&D by means of factor analysis, cluster analysis and box-plot, divided into four clusters depending on internal similarity in 2015. The most marked differences were observed in indicators of public research (R&D public expenditures as % of total R&D expenditures, researchers in public sector as % of total researchers, number of publications per 1000 researchers in the public sector, number of citable publications per 1000 researchers in the public sector) in the first cluster in comparison to the third cluster. In case of the indicator H-index (per 1000 researchers in the public sector) the most marked differences were observed in most countries of the second cluster in comparison to countries of the fourth cluster. Agricultural R&D has been identified as an important determinant of economic output in the agricultural sector. Surprisingly, in previous studies, spatial spillover associated with R&D spending in the agricultural sector has not been taken into account. This paper investigates the effects of spatial spillover of agricultural R&D on regional economic growth across EU-28 NUTS-II regions in the period 1995-2014. In particular, we extend previous studies by considering spillover in all sectors of agricultural R&D performance including business enterprise, government and higher education. The spatial Durbin panel data model is employed to estimate brooders effect including direct and indirect effects. Empirical results show a positive effect of agricultural R&D and its spatial spillover on regional growth in all performance sectors. Moreover, the impact of spatial spillover of agricultural R&D on regional growth depends on the performance of the R&D sectors; positive spillovers are stronger in the business enterprise sector. Finally, the interaction effect between the economic output of the agricultural sector of each region with that of its neighbours is significantly positive. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to evaluate the effectiveness of the European Union’s (EU) economic governance framework as a key component and driver of the EU - Economic and Monetary Union (EMU). Considerable measures to strengthen the EMU have been undertaken in recent years. In spite of this, its effectiveness in tackling challenges that might appear especially in times of crisis, is still called into question. The creation or reformation of institutions seems to be the most efficient manner in which the Eurozone can advance policies and mechanisms meant to stimulate economic growth. We have found that the major obstacles to more efficiency are two components: 1. the political dimension of the EU – or better said political interference of MS’s to protect their own interests; 2. weak EU leadership and vision – this, together with political interests, dilutes significantly the building of institutions, creation and enforcement of policies. Ultimately the question of improving effectiveness of EU economic governance lies in the EU’s ability to build a stronger foundation for its institutions. As a modern political and economic entity, subjugated to the MS’s, the EU must maintain a balance between state powers and institutional powers, a legal and democratically accountable system of governance, the enforcement and respect of law, whilst also protecting economic growth and the right for a better future. Local Action Groups (LAGs) represent a dynamic platform for inter-municipal cooperation in Europe. Their principal advantages include EU funding and the capacity to generate economic returns and stimulate the development of local communities. The methodology used for the evaluation of the performance of LAGs is defined by the EU on the one hand and by national authorities on the other. Furthermore, there are an entire array of evaluation tools and academic experiments available. The present paper does not aim at a comprehensive evaluation of LAGs, but instead only examines the technical efficiency of LAGs. Using the Czech Republic as an example, the paper introduces an evaluation tool to measure the technical efficiency of LAGs and describes how it can be applied. The paper analyses the environmental Kuznets curve relationship between greenhouse gases and chosen indicators of economic development based on the panel data of 20 countries of the EU in the period 2006–2013. Besides the typical variables, such as the share of a particular polluting industry, environmental taxes, energy taxes, research and development, the dummy variable of the crises and enterprise’s sustainability score were also included in the model. The fixed effect panel model was used as a framework for the analysis. The original contribution of this paper is that the factor referring to the enterprises’ sustainability was empirically tested in the expanded model. Higher energy taxes, research and development and the number of sustainable enterprises decrease the level of greenhouse gases. The size of agriculture, production and construction has a positive sign, which means that a higher value of the indicator is associated with a higher level of greenhouse gases. This implies that the analysed set of factors can be applied to adjust the trend in the region and might be useful for the climate change policy adjustment. [ABSTRACT FROM PUBLISHER]

Socio-economic development of EU countries has been and remains a constant concern of specialists in the field in recent years, reflected in a country's welfare analysis by socio-economic factors. The study shows that while some European Union countries have a high level of GDP, it lags behind other countries if we consider other indicators showing the level of socio-economic development. The paper evaluated and compared disparities between the 28 EU countries based on a set of indicators that combine relevant economic and social data. The indicators used in research provide insight into three key areas for sustainable development- economic development, innovation, competitiveness and employment. This paper is aimed at answering the question of whether absolute income (GDP per capita) beta-convergence exists in the case of regions in new EU Member States before the period of 2000-2008 and during the 2008-2011 crisis. The sample consists of 211 regions (NUTS 3-level) of Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovenia and Slovakia. The research is based on econometric models, namely on the spatial lagged model (SLM), the spatial error model (SEM) and the Durbin spatial model which contrary to the ordinary least squares the (OLS) model include possible spatial dependencies. The SLM and SEM models as well as the Durbin spatial model detect the absolute income beta-convergence on the level of about 1% during the years 2000-2008. Additionally, models do not confirm the existence of absolute income beta-convergence during the crisis of 2008-2011. SLM models (which offer the most reliable findings) find a spatial correlation (measured by the rho-parameter) at a level of 0.75 during 2000-2008 and 0.35 during 2008-2011. Thus, absolute income beta-convergence in the case of NUTS 3 regions in 10 new EU Member States existed only in the pre-crisis period and this period is characterized by much stronger spatial dependencies than the period of 2008-2011. The aim of this paper is to study the economic polarization in countries of the EU at NUTS 2 level in the years 2007-2012. The studies have to decide on positive or negative verification of the hypothesis, which states that the economic crisis of 2008-2013 had an influence on rising economic polarization in EU countries. The method used in this article is an application of some measures of economic polarization and inequality of income distribution. The carried out research did not allow for the positive verification of the hypothesis. Only in a few countries did the economic crisis have an influence on a reduction of the middle class. In most cases the economic collapse did not play any role in the raising of the economic polarization index. The statistical data used in this paper was taken from the following databases: Statistical Yearbook of the Regions - Poland from 2009 to 2013 and Eurostat - Regional statistics by NUTS classification*. Th e paper assesses the competitiveness of agriculture of 27 countries of the European Union in the years 2009- 2011. Due to the complexity of the phenomenon of competitiveness, a wide range of variables was adopted to evaluate it - including the relationship between the production factors, productivity, and the importance of agriculture in the international trade. Based on the evaluation criteria chosen for the competitiveness assessment and using the TOPSIS method, a synthetic measure of the studied phenomenon was constructed and then divided into four groups of countries similar in terms of the level of competitiveness of agriculture. Th e diff erence between the value of the synthetic measure of the country with the highest level of competitiveness of agriculture (Netherlands) and the country least competitive in this regard (Slovenia) was 3.5-fold. In addition to the Netherlands, there were classified also France, Germany, Denmark and Belgium in the fi rst group, so the countries with high levels of the socio-economic development. In the second group, there were seven countries: Italy, the United Kingdom, Spain, Cyprus, Austria, Ireland and Luxembourg. Th erefore, the fi rst two groups are formed by the countries belonging to the so-called "Old 15" (except Cyprus). The purpose of this paper is to appoint the causality between economic activity in the sector of distributive trade and the economic growth of 28 European Union nations. Specifically, it examines the impact of changes in turnover per employee in the distributive trade sector in EU member states on the tangible economic growth rate. The determination to adopt this approach stems from the fact that existing studies mainly explore indirect relationship between economic activities in distributive trade and economic development, with less focus on the direct impact of distributive trade on economic growth. The paper utilizes information for the period from 2008 to 2015. The research relies on multiple regression model, with the Hausman test its robustness. The results indicate that a hike in turnover per employee in the distributive trade sector by 10 euros per year in one EU member state increases its real economic growth rate by 0.15% in that same year. The significance of the made results is reflected in the fact that the survey takes into account the last economic crisis, and highlights negative effects of final consumption expenditure of general government % GDP on the tangible economic growth rate in EU member states. This paper analyzes the emigration flows from Croatia and other new EU member states to the core EU countries after their EU accession. In order to assess the magnitude and dynamics of the recent emigration wave properly, we construct the series of indirect emigration flows, resorting to the national statistical offices of the selected core EU destination countries. We compare the Croatian experience with that of other NMS and show that the intensity of Croatia's emigration flows after EU accession is proportional to that of the Romanian and Bulgarian cases. Finally, we empirically analyze the economic and non-economic drivers of emigration from NMS to the core EU in the 2000-2016 period. Results show that both economic (measured by different GDP and labour market indicators) and noneconomic factors (capturing the EU accession, the level of corruption in the economy and demographic characteristics of the origin country population) are relevant for emigration decisions. Financial integration contributes to the development of the financial system by increasing competition, increasing stability, and the efficiency of financial intermediation, resulting in lower intermediation costs and a more efficient capital allocation. Financial integration increases the depth and liquidity of financial markets and thus enhances the resilience of the European financial system. The purpose of this paper is to analyze the impact of European financial integration on economic growth using the factors through which financial integration affects growth. The increasing dominance of neoliberalism as the key steering mechanism of the European Union (EU) since the early 1990s has implied the competitiveness-oriented reshaping of cohesion policy. The aim of this paper is to initiate a debate from a critical political economic perspective on the implications of this shift for Central Eastern European (CEE) member states. To this end, the paper discusses the formation of EU centre-periphery relations from a CEE point of view and formulates some preliminary suggestions as to how cohesion policy would need to be rethought in order to ensure the better integration of lagging CEE regions. The paper analyses the environmental Kuznets curve (EKC) relationship between greenhouse gases and main aspects of economic development based on the panel data of 20 countries of the EU, including the data of three Baltic States, in the period 1995–2011. The fixed effect panel model was used as a framework for the analysis. The commonly used models confirmed the presence of the inverse U-shaped relationship. The novel contribution of this paper is that the factor referring to the global financial crisis was tested in expanded EKC model. Higher energy taxes, primary production of nuclear heat and R&D decrease the level of greenhouse gas emissions (GHG). The size of agriculture, industry and construction, as well as the primary production of solid fuels have a positive sign, which means that a higher value of these indicators is associated with a higher level of GHG. This implies that the analysed set of factors can be applied to adjust the EKC trend in the region and might be useful for the climate change policy adjustment. [ABSTRACT FROM AUTHOR]

The objective of the paper is to reveal the methodology used to examine the tax gap and calculate the tax gap for all EU states over 2011-2014. The paper draws on the review of reference literature addressing the tax gap in the context of tax avoidance and tax evasion. The paper features the GDP size across countries so as to demonstrate the overall level of the shadow economy compared to the aggregate tax burden. The paper examines economic growth in old and new member countries of the European Union (EU-15 and EU-12) during the years of 1994–2000 and 2001–2008 mainly due to changes in information and communication technology (ICT) capital development. The first group EU-15 is presented by old EU countries and the second group EU-12 is presented by new member countries that joined the EU in 2004–2007. The threefactor Cobb-Douglas production function is estimated through the panel general least squares method. The input factors that might influence the economic growth are labour, ICT capital services and non-ICT capital services. Since ICT capital growth data are not available for all selected economies, the groups of countries were reduced to EU-14 and EU-7. The estimated panel production functions confirmed that the average growth of GDP in the EU-7 countries was supported by the stable growth of labour quantity and ICT-capital and increasing total factor productivity. A short-term drop in non-ICT capital growth with follow-up stagnation was caused rather by lower labour productivity. The research discovered that the drop in GDP growth in the EU-14 countries was a result of the slower growth of non-ICT capital and total factor productivity and the stagnated growth of ICT capital with low elasticity, and showed that even the compensation of growth in labour quality did not prevent a decrease in total factor productivity and economic growth. The paper analyses how changes in GDP in China, the USA, the EU15 and the USSR/Russia over a period of 50 years (1961-2011) were affected by change of intensive factors and change of extensive factors. Intensive factors consist primarily of technological progress. Extensive factors are the amounts of labour and capital. Th e analysis does not use growth accounting, but instead works with the 'dynamic parameters' of intensity and extensity. Contrary to the values of growth accounting, these parameters can be calculated not only for situations of GDP growth, but also for situations of GDP contraction and stagnation. They thus provide a complete picture of GDP development. Th e paper briefly explains the methodology for deriving the parameters. Their values for each territory are then analysed. Purpose -- The purpose of this paper is to test the hypothesis that societies, when becoming wealthier, are increasingly less concerned with the efficiency of their farms. It is to show that and why small family farms are a good which citizens aim to preserve. Design/methodology/approach -- Structural change between 2000 and 2010 in two rather wealthy European Union (EU)-member countries and two very wealthy European (non-EU) countries is compared and explained by socioeconomic variables. Findings -- The reason for the difference between Germany and Austria on one side and Norway and Switzerland on the other is strong political support in the latter countries where structural change is slowing down. A framework is outlined for why a preference for small family farms may emerge in a wealthy society. The purpose of this paper is to analyze the changes that will take place in the development policy of the European Union after 2020 from the perspective of the Visegrád Group states. The article begins from a short description of the systems of development cooperation among the four states of the Visegrád Group. The analysed elements are i.a.: evolution of engagement of V4 states in development cooperation and assumptions of their assistance programmes, particularly the assisted sectors and countries. Through the above, the author indicates that the V4 states have a similar historical experience of their cooperation with developing countries and their development programmes have similar characteristics (for example, the assistance level, supported sectors and countries) and problems, i.a. in execution of their international obligations. As a result, the V4 states are not in the centre of the debate on development assistance. The next part of the article analyses the conditions of development policies, indicating both changes in the international environment of the European Union, such as the increasing differentiation among the developing countries, growth of the position of BRIC countries or adoption of the new development agenda, and also the changes that have occurred within the European Union itself, including i.a.: institutional changes and Brexit. The above constitutes the basis for the analysis of potential changes in the development policy of the European Union after 2020. The paper analyses the disparity in the performance of the agriculture and food industry sectors in EU countries during the period from 2002 to 2013, and identifies significant differences between countries as well as the dynamics of change. The individual countries are clustered according to the long-term average of the World Bank collection of development indicators such as agricultural raw materials exports, agricultural raw materials imports, crop production index, food production index, livestock production index, cereal yield, agriculture value added and agriculture value added per worker. The analysis reveals convergence in the given period and identifies significant differences in the indicator of agriculture value added per worker at the end of the analysed period. The role of the European Union (EU) trade liberalisation with the four Western Balkan countres-- namely Kosovo, Montenegro, Albania, and Macedonia -- is overestimated, as major benefits could be expected mainly from institutional reforms rather than trade creation and economic perspective due to low economic development and a lack of comparative advantages in these countries1. The core issue to be addressed in this article is whether these firms can exploit the opportunities arising from the EU integration process. The aim of this article is to confirm the hypothesis that the Stabilization and Association Agreement (SAA) and trade agreements in the Western Balkans are not sufficient pre-conditions for successful performance and increase of exports by local firms; the main focus should be on the internal performance of firms. The paper analyses and compares the data collected by surveys conducted with local firms in Kosovo in order to measure the impact of the SAA. Finally, the article suggests that in the short and medium run the SAA could support and improve the quality of products, technical standards, and firm competitiveness as a pre-condition for better access to the EU market in the long run. The aim of the paper is to analyze economic convergence of the Western Balkan countries towards the European Union member states with two types of measurement methodology, sigma and beta convergence. Sigma convergence measures the dispersion of real per capita GDP among the countries and beta convergence is based on the neoclassical growth theory. The main hypothesis of the paper is that the recent financial crisis has negatively affected the convergence process of the Western Balkan countries towards the twenty-eight member states of the European Union (EU-28). The relationship between selected macroeconomic variables and the rate of per capita GDP growth are econometrically tested. Sigma and beta convergence are estimated for the period 2004-2013 and two sub-periods: 2004-2008 and 2009-2013. The empirical findings support the hypothesis of economic convergence. The negative effects of the crisis on per capita GDP growth are confirmed, resulting in a slower convergence process. Dissimilarities between the growth patterns of the analyzed groups show the considerable heterogeneity of growth, i.e. the convergence clubs. [ABSTRACT FROM AUTHOR]

Purpose The purpose of this paper is to provide more reliable estimates of the relationship between government spending and economic growth in the European Union (EU) during the period of 1995-2015.Design/methodology/approach The methodology consisted of several different stages. In the first stage for an assessment of dynamics of government spending and economic growth indicators over two decades, descriptive statistics analysis was employed. Correlation analysis helped to identify the relationships between government expenditures (GEs) and economic growth. In the third stage, for modeling the relationship and the estimation of causality between GE and economic growth, Granger causality testing was applied.Findings The research indicated that eight EU countries have a significant relationship between government spending and economic growth.Research limitations/implications This study has been bounded by general GE and economic growth only. The breakdowns of general GE on the basis of the activities they support have not been considered in this paper, which is the main limitation of the research. Despite the limitation, it might be maintained that the research highlights key relationships in the EU countries.Originality/value These insights might be useful for policy makers. In countries with unidirectional causality running from GE to economic growth, the government can employ expenditure as a factor for growth. The governments should ensure that resources are properly managed and efficiently allocated to accelerate economic growth in the countries with unidirectional causality from GDP to GE. Entrepreneurship is considered a significant determinant for the economic development of a country but is also important for new job creation and innovation. Understanding and examining the factors which affect the decision of individuals to become entrepreneurs play a significant role for the decision makers in order to identify the adequate measures that can support and develop the entrepreneurial activity. The main purpose of this paper is to identify the key factors that determine entrepreneurial motivations of individuals, but also to analyze empirically the impact of these factors for a sample of 18 countries members of the European Union, for a period between 2002 and 2015. We performed our empirical analysis using data offered by the Global Entrepreneurship Monitor and the World Bank. We used panel data regression models. As dependent variables for our econometric models, we used, alternatively, total entrepreneurial activity rate, necessity driven entrepreneurial activity, and opportunity-driven entrepreneurial activity. As regards the independent variables considered, we took into account six macroeconomic indicators and four indicators which measure the perceptions and attitudes regarding entrepreneurship. The results of the panel data regression models show that the entrepreneurial motivations are influenced by the level of economic development of a country and total tax rate (only necessity entrepreneurs), unemployment rates, inflation rates and access to financial resources. Also, all the considered perceptual indicators (fear of failure, entrepreneurial intentions, perceived capabilities, and opportunities) have a significant effect on entrepreneurship according to its motivation, but these effects differ according to the motivation of individuals. Overall, this paper emphasizes that the economic conditions from an EU country but also the perception of entrepreneurs are important determinants of entrepreneurial motivation. Research background: The processes of economic convergence observed in many developing countries are characterized by reduction of economic differences on the cross-country level, which are accompanied by growing internal economic inequalities. This may stem from the fact that in the catching-up countries, a more dynamic growth pattern is observed in the economically strongest regions, which is initially reflected in spatial polarization and increasing regional inequalities. However, just as the countries reach higher levels of development, the diffusion of growth-inducing impulses to less-developed areas should lead to the spatial equalizing of the development levels and reducing regional inequalities. Purpose of the article: The aim of the paper is to determine the relationship between the level of economic growth and observed economic inequalities in Central and Eastern European (CEE) countries. The theoretical framework adopted to describe and explain those relations is the so-called Williamson's hypothesis in which the relationship between the scale of regional inequalities and economic growth is illustrated by a curve shaped like an inverted U. Methods: The research procedure was intended to verify Williamson's hypothesis by estimating parabolic econometric models. Indicators of economic growth along with measure of regional inequalities (Williamson's coefficient of variation) were used in the regression modeling. The research period spanned the years 1995-2014. Findings & Value added: In the light of the study of CEE countries, it was possible to observe both convergence symptoms as well as divergence tendencies. It can be thus stated that the analyzed CEE countries followed a similar path to the one observed earlier by Williamson in other developing countries. However, the analyses conducted by the authors at the national and regional levels of CEE countries were equivocal and did not fully support the theoretical assumptions of Williamson's hypothesis. This paper provides a framework of the tax systems of CIT - Corporate Income Tax in the EU. This paper treats the concept of CIT according to the OECD, EU directives and Kosovo legislation. It aims to identify gaps in the current Kosovo legislaton and the tendency to increase the harmonization of the tax systems in EU, especially, in view of the direct taxes. The theory of international tax law counts some methods used in the case of the relocation of the source of income from countries with high tax rate in countries with the lower tax rate. However, determining the level of taxation in this area is the exclusive issue of Member States in harmony with the principle of subsidiarity. With the aim at securing sustainable economic development and growth in the EU, within the framework of their strategy some changes were proposed regarding the elimination of all legal and fiscal barriers that hinder the full integration of the national systems of member states into the common market. The CCCTB initiative is considered a major step towards aligning the EU tax systems. So, the purpose of this article is to demonstrate the level of harmonization of the tax systems in EU, using the comparativ, empirical, normativ and logical methods, to conclude the role of CIT in the tax systems. The European Union's uniqueness is very much related to its ever-changing nature. Now, when the European project is facing one of the biggest crisis in its history, it is inevitable that some changes will and shall occur. We are at a crucial phase of the development of the European Union. At a time of multiple global, economic, environmental and societal transformations and challenges European citizens expect the European Union to make a concrete difference in addressing the biggest of them. The author believes that the main objective shall be bringing back the awareness and trust of the European citizens in the European project, in improving the accountability mechanisms of the European institutions, which are the key legitimizing factor of the EU decision-making process. Examining the competitiveness of public transport plays an important role because through public transport, the transport of passengers to schools, public healthcare establishments and work is ensured. In addition, transportation for vulnerable groups of passengers (students, seniors) is provided. On the other hand, public transport constitutes a financial burden on public budgets. The aim of this paper is to point out that public transport does not have an equal status in the transport market within the European Union. In the states of Central and Eastern Europe, public transport had a dominant position in the transport market in the 90s. Nowadays, the market share is declining, particularly in the bus transport, with the rising costs for public budgets regarding an increase in individual motoring. The aim of this paper is to highlight the possibilities of increasing the competitiveness of public transport by integrating different components of public transport. The paper deals with the idea of analyzing the impact of the economic freedom on national economic development. In order to realize this, the analysis is focused on three steps. For the beginning, we determined the place of the EU28 in the global economic freedom approach using the Index of economic freedom and the comparative analysis. The second step of the analysis consists of a TwoStep cluster analysis, supported by SPSS19 software, which is realized in order to support the idea that the economic freedom, connected to the economic development, created three clusters from the Member States. The clustering criterion is BIC (Schwarz's Bayesian Criterion). Finally, the analysis is focused on a forecast of the index of economic freedom till the end of 2020, in order to observe if the disparities across the world economy. The dependent variables in this forecast are the economic freedom rates and the independent variable is time. The forecast method is ARIMA. Whole analysis process and all conclusions of the paper are supported by the latest official statistic data, pertinent tables and diagrams. The main conclusion of the paper is that the economic freedom supports the economic development. Its global trend was positive in 2013-2014. There is not global economic actor in world top 10 according index of the economic freedom. Only two Member States are ranked on the global top 10. Moreover, there are great disparities across the EU28 related to the economic freedom. As a result, the Member States can be grouped into three different clusters. Romania will have a positive trend of the economic freedom score until 2020, better than the global trend of this index. Purpose – The aim of this paper is to gain new insight on the determinants of economic growth. More precisely, it disentangles the contribution of an increase in the stock of ideas that exceeds the rate of growth in the steady state and the growth inherent to the steady state. Design/methodology/approach – Following Romer (1990) and Jones (2000, 2002) this paper uses an aggregate production function. The paper also models the evolution of the stock of ideas following the generalisation of Jones (1995). The analysis decomposes growth utilising the estimated parameters inherent to the ideas function. Findings – This article presents a growth accounting exercise that estimates total factor productivity for three Southern European economies. Systematic comparison of the countries illustrates the importance of innovation for economic growth. This exercise shows the main growth patterns over the last 50 years, and highlights the principal determinants by specifying an ideas function. The goal of this paper is to analyze the impact of fiscal decentralization on the economic growth in the European Union. The emphasis has been put on the public spending carried out at a local level. The empirical investigation is based on regression analysis. The regression model includes the GDP growth rate as a dependent variable and fiscal decentralization indicators as independent variables. The paper analyses the fiscal decentralization effects on economic growth in unitary countries of European Union for the period 2005-2014. The empirical analysis was based on the multiple regression method. The fixed effect panel model was used as framework for the analysis. In order to examine the different impact of fiscal decentralization, the same analysis was applied to subsets of countries categorized into two groups according to countries' level of economic development. This further analysis found that there is positive relationship between fiscal decentralization and economic growth in low level of economically developing countries and no relationship in high level of economically developed countries. These results suggested that fiscal decentralization is not always instrument for promotion of economic growth, which means that country's economic development level is an important factor when introducing reform of fiscal decentralization. According to the Digital Agenda 2020, the European Union is achieving various activities and projects such as DIGCOMP, New Skills Agenda for Europe. At the European level, in all sectors of the economic and social life, there are vacant jobs due to the lack of persons holding digital competences. As estimated by the European Commission, in 2020, almost 756,000 jobs in the ICT sector will not be occupied due to the lack of persons with digital competences. Thus, the digital transformation represents a great opportunity for job creation. The paper presents an analysis concerning the digital skills in information, communication, problem-solving, content-creation of the EU population. This paper estimates a multi-country demand-led growth model for the EU15. A decrease in the share of wages in national income in isolation leads to lower growth in Finland, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Portugal, Spain, Sweden and the United Kingdom, whereas it stimulates growth in Austria, Belgium, Denmark and Ireland. However, a simultaneous decline in the wage share leads to an overall decline in EU15 GDP; hence, the EU15 as a whole is a wage-led economy. Furthermore, Austria and Ireland also experience a decline in growth when they decrease their wage share along with their trading partners. The results indicate that the decline in the wage share had significant negative effects on growth in the EU15 and supports the case for wage coordination. The paper answers two questions: which innovation capabilities most strongly differentiate CEECs and highly developed European economies and to what extent CEECs’ performance within each of the innovation capabilities has changed over a decade. The research method is based on construction of composite indicators describing national performance within five innovation capabilities in two periods: 1998–2000 and 2010–2012 as well as regression analysis in order to test the accuracy of the main findings. The study has allowed to arrive at a conclusion that CEECs have been able to catch up to highly developed European economies with respect to absorptive capacity related to the existence and use of technological infrastructure as well as participation in inward technology transfer in the form of FDI and capital goods imports. There is, however, a lingering performance gap in new knowledge and innovation creation capabilities and R&D effort. Continuation of this trend and lack of considerable improvement also in terms of absorptive capacity related to the quality of human resources might result in CEECs’ permanent inability to catch up to their highly developed European counterparts. In 2010, EU adopted a new growth strategy which includes three growth priorities and five headline targets to be reached by 2020. The aim of this paper is to investigate the current performance of the EU member and candidate states in achieving these growth priorities and the overall strategy target by allocating the headline targets into the priorities and the priorities into the strategy by the use of a composite indicator methodology. The paper determines how far away each member and candidate state is from the targeted levels of the priorities and the strategy by making a distinction between EU 15 and relatively new member states as well. The developed composite indices enable the observation of the performances of the member and candidate states in a single indicator for the overall strategy and each growth priority. The results of the strategy index and three growth priority indices show that Nordic states possess the highest index scores already having reached many of the targets; many new member states performed as good as EU 15 and some EU 15 states are placed at the bottom of the ranking with quite poor performance in reaching the EU 2020 strategy. The concept of positive conditionality has been seen as 'the golden carrot' of the EU's external relations, enlargement and neighbourhood policies. Regarded as a mutually important and valuable method of partnership between the EU and its partner countries to develop social, political and economic progress with an effective motivation system, positive conditionality is nowadays used in areas ranging from development cooperation to neighbourhood policy, and most successfully in the enlargement agenda. The EU and its member states have characterised conditionality as a functional cooperation or pre-accession method of integration, where guidance and strict rules are needed to provide effective convergence with the EU and to support transitional societies in the modernisation process. The motivation of conditionality has been characterised as functional and in the mutual interests of both the target states and the EU. This paper will study the driving force behind the pre-accession conditionality from the first to fifth enlargements: has it been a neo-functional motive to support the fulfilment of accession criteria by candidates, or a neo-imperial motive to use the accession conditionality mainly in the interests of the existing member states to fix their advantages in economic and political affairs? The main aim of the paper is to investigate the empirical relationship between research and development (R&D) expenditures and economic growth in the European Union member states in the period of 2000-2013. The empirical analysis is based on panel data regressions. The estimated model is the production function type standard growth model extended with R&D stock variable. The results show a statistically significant impact of R&D expenditures on the economic growth in the EU countries. The significance for R&D coefficient remains robust to different sub-periods, but the level of significance decreases as a sub-sample of new EU countries was considered. [ABSTRACT FROM AUTHOR]
