Climate change results from persistent problems, the solving of which calls for innovative approaches. Transition experiments attempt to do just that. The goal of this paper is to present the experimentation project Nos milieux de vie!, carried out in Montreal by the non-profit organization Solon and the UQAM Research Chair on Sustainability Transitions, as well as to elucidate the results obtained during the first phases of the project and the methodological adaptations made over the course of the transition experiments. Our descriptions of the Nos milieux de vie! project alongside a presentation of results achieved one year into the project have allowed us to identify four principal learnings concerning the crucial role of Solon as a mediator; the existence of diverse temporalities within the project; the importance of adapting to the demands and needs of participants; and the existence of social drivers of sustainability transitions. To reduce greenhouse gas emissions from large industries the Canadian government proposed using a tradable emissions performance standard approach, where the intensity of emissions, rather than the absolute level, is regulated. Unlike a cap and trade system, an emissions performance standard does not guarantee a certain overall level of emission reductions, a fact that has led to significant criticism. However, because of the dynamics of performance standards, they may reduce concerns over reductions in international competitiveness in cases where a country has climate policies that are more aggressive than those of some of its trade partners. Likewise, a performance standard may mesh more efficiently with existing taxes and therefore cause less overall economic impact than an absolute cap and trade system. This paper considers the theoretical arguments for and against such a performance standard system and evaluates it in comparison to a cap and trade system using a dynamic general equilibrium model applied to Canada. Adaptation refers both to a process and its outcome, leading to much interpretation and debate. The origin of this semantic duality is related to the epistemological rupture occurred during the 19th Century from the collision between an emerging Theory of Evolution and the established Creationism. The temporal scale of Evolution is an abstract concept outside the realm of immediate human perception which makes the adaptation debate more complex. Though, adaptation became a central concept in several major disciplines of social as psychology, anthropology or geography as well as many fields of biology. In each discipline, environment is strongly linked to the concept of adaptation. Environmental sciences are in the intersection of natural and social sciences and have a strong interdisciplinary feature as adaptation does. That's why, because of the acceleration of global environmental and socioeconomic change, there is a growing interest in adaptation in the environmental science. Climate change is one of the major topics concerned by adaptation, since the theme became a priority in research and politic agenda. But implementation of adaptation to climate change faces to barriers, in particular due to its unclear definition. The objective of this paper is to contribute to greater understanding of the interdisciplinary nature of the concept of adaptation in the climate change through a comprehensive and interdisciplinary review of the literature. Les gouvernements des pays démocratiques tentent depuis plus de trente ans de mettre sur pied des politiques de réduction des émissions de gaz à effet de serre afin d’éviter un réchauffement planétaire dont les conséquences seraient catastrophiques. Ils ont largement échoué jusqu’à présent. Une des raisons de cet échec est sans doute la difficulté de faire accepter par l’électorat des politiques de tarifications du carbone réellement efficaces. Cette étude se penche sur un exemple de plateforme électorale centrée autour de l’imposition d’une taxe sur le carbone, celle du Parti libéral du Canada lors des élections fédérales canadiennes de 2008. Deux analyses de contenu sont réalisées. La première l’est à partir des communiqués de presse du Parti libéral du Canada et du Parti conservateur du Canada, l’autre, à partir des articles de journaux de cinq quotidiens canadiens. Ce mémoire, basé sur le concept de cadrage, permet de mieux comprendre l’impact de la crise économique de 2008 sur la couverture médiatique de la proposition libérale. Il montre que les médias ont majoritairement analysé la taxe pour ses impacts sur l’économie et non sur l’environnement. Ils ont majoritairement jugé que ces impacts étaient négatifs. Ils se sont aussi très largement inspiré des arguments des deux principaux partis politiques pour parler de la taxe sur le carbone ce qui remet en doute la capacité des médias d’agir de façon indépendante en contexte électoral. Ce résultat suggère cependant que les partis politiques disposent d’une certaine marge de manoeuvre quand vient le temps de mettre sur pied des stratégies de communication pour des politiques de lutte aux changements climatiques., For more than 30 years, the governments of developed democratic countries have unsuccessfully tried to implement public policies to reduce green house gas emissions. One reason for this failure can be attributed to the fact that it’s extremely difficult to present carbon pricing policies in a way that will generate voters support. This master thesis analyzes one of the few instances in which a political party centered its platform around a carbon tax proposal. The Liberal Party of Canada proposed this tax during the 2008 Canadian federal election. The present research paper contains two content analysis. The first contains all the press releases published during the campaign by the two main Canadian federal parties, the Liberal Party of Canada and the Conservative Party of Canada. The second analysis includes articles published by five Canadian major newspapers. The present research paper, based on framing theory, provides insight into the strong influence that the 2008 economic crisis had or has on the liberal tax press coverage. A major finding revealed is that journalist evaluation of the tax was primarily based on the impact it had on the Canadian economy and not the environment. This evaluation led them to conclude that the tax would have a negative impact on the economy and was therefore not a good policy while neglecting to account for environmental impact. Most of the arguments presented by the media, both for and against the tax, were largely inspired by the arguments of the two major parties. This brings doubt to the idea that the media can act independently during election campaigns. It also suggests that political parties have some leeway when designing communication strategies for carbon pricing policies.

La question de la sécurité en Arctique fait régulièrement la une des journaux. Ancien épicentre stratégique, la région peine à se départir de cadres d’analyse traditionnels qui ne prennent pas en compte ses mutations récentes : changements climatiques, bien sûr, mais aussi ouverture progressive aux activités, intégration aux grands réseaux mondiaux… Ces mutations viennent largement renouveler les enjeux de sécurité dans la région. Alors que les sciences politiques et les Relations Internationales dominent les études de sécurité, un pan de littérature commence toutefois à émerger, s’attachant à remettre le territoire au cœur de l’analyse. Ce travail vient alors souligner la pertinence d’une analyse géopolitique de la sécurité dans la région, à la lumière des enejux actuels. Security in the Arctic is regularly mentionned as a major issue. It was a strategic hotspot during the Cold War, but inherited analitycal frames tend to be less relevant. Terrestrial boundary issues are now limited to the small unhabited rock that is Hans Island, maritime boundaries are being negociated under the legal frame of the Montego Bay Convention. Yet, new security challenges are emerging now that the region is undergoing major transformations. The progressive opening-up of the ocean opens new perspectives, both economic and political. From climate change to a progressive economic integration to global networks, security issues are therefore to be completely rethought. Analyzing litterature tackling security issues in the Arctic, this paper aims at understanding what are the main drivers to srategic shifts in security policies in the Arctic region. Following a brief historical overview of security issues in the region, the paper analyzes security discourses in the region through the main analytical frames of Security studies. It finally underlines that even tough security studies usually belong to the realm of International Relations and Political Science, however, some recent publications are starting to put forward a territorial approach to security issues. This paper would like to underline the relevance of a geopolitical approach regarding the Arctic region specifically, given the major changes that the region is going through currently.

L'épisode hydrologique qui a frappé le département du Var le 15 juin 2010 revêt un caractère exceptionnel. Les périodes de retour sont plus que millennales pour les pluies journalières et au moins pluri-centennales pour les débits de pointe de crue. Après 200 mm de précipitations, les cours d'eau ont manifesté une montée de crue éclair, extrêmement brutale (en 15 minutes) et violente. Cette réaction est liée au comportement des terrains karstiques, qui ont été très largement saturés. Certains aménagements (ruisseaux couverts sous une rue ou une place, ponts trop facilement submersibles, habitations et locaux professionnels en bordure de cours d'eau ou en zone inondable dangereuse) ont participé à aggraver les conséquences de cet épisode. Si quelques mesures sont possibles pour se garantir un peu des effets dévastateurs d'un épisode de cette importance, il convient également d'accepter de composer avec un risque non maîtrisable.Le fichier joint fournit en libre accès l'intégralité du texte en version non bicolonnée. Les quelques modifications apportées à la version initiale sur papier sont portées en bleu foncé.The hydrological event which affected the Var Department on 15th June 2010 must be considered as very exceptional. The return periods of daily rainfalls are more than millennial and those of peak discharges are at least multi-centennial. After 200 mm of rainfall, rivers presented a flash rising of flood, extremely fast (15 minutes) and violent. This response is in relation with the behaviour of karstic areas, which were largely saturated. Some practises of management (streams covered by a street or a place, too easily flooded bridges, residential and commercial areas located along streams or in dangerous flood areas) took part in exacerbating the consequences of this event. If certain measures can reduce the devastating effects of a so important event, it is also necessary to accept to deal with a risk which can be out of control.The attached file provides the full paper in a single-column version. Les littoraux du fleuve St-Laurent sont au cœur de l’attractivité touristique du Québec, mais sont aussi des espaces qui seront fortement touchés par les changements climatiques. C’est donc à partir d’une approche basée sur une conceptualisation tripartite de l’espace que l’article analyse les représentations de l’espace à partir de deux discours étatiques que sont la stratégie de mise en valeur du Saint-Laurent touristique et la stratégie d’adaptation aux changements climatiques. Cette approche s’intéresse à la manière par laquelle les acteurs « problématisent » l’adaptation aux changements climatiques dans les deux stratégies à l’étude, de façon à mieux comprendre les convergences et les divergences d’intérêts, les alliances et les oppositions qui permettent d’éclairer les problèmes de mise en œuvre. The shorelines of the St. Lawrence River are a core touristic attraction in Quebec, but they also represent spaces that will be strongly affected by climate change. This paper is based on a multi-conceptualization of space to analyze the representations embedded in two state discourses : The Tourism Development Strategy for St. Lawrence River and the Climate Change Adaptation Strategy. Thereafter, the paper discusses how actors 'problematize' adaptation to climate change in those two discourses, to better understand the similarities and differences of stakeholder interests, alliances and oppositions to contribute solving implementation problems.

The climate is changing, the average temperature on Earth is rising, the EU is concerned and Poland is developing. Despite the fact that the country is trying to make up economically for lost time under Communism, it still has to comply with a demanding EU climate policy. The task is not easy, particularly keeping in mind how heavily coal-dependent the Polish economy is. Consequently, Carbon Capture and Storage (CSS) appears to be a perfect solution. However, the closer the technology is examined, the more its charm fades away. This paper analyzes CCS technology in terms of the likelihood of its application in Poland. After placing CCS in the European context, examining attitudes held by Polish stakeholders, reviewing the Polish public debate, and scrutinizing Polish society’s beliefs about the technology, the paper concludes that chances for CCS implementation in Poland are virtually nonexistent. International audience; The benefits of the Clean Development Mechanism for developing countries: a weak technology reception and a hazy contribution to sustainable development This paper provides a critical overview of the benefits expected from CDM projects in developing countries. The literature review shows that these benefits are weak: low technology reception and hazy contribution to sustainable development. This weak impact is explained by the fact that technology transfer for developing countries is not mandatory in the CDM framework. It is also explained by the lack of rigorous international standards for defining and assessing sustainable development that is expected from CDM projects in developing countries. CDM gives confidence to projects holders to ensure that projects generate benefits for developing countries. But projects holders are investors or manufacturers, interested primarily by carbon credits generated by CDM projects. These credits can be marketed or used by developed countries who have to reduce their green house gases emissions according to the Kyoto protocol. The paper shows that CDM governance has neglected the effectiveness of its impact in developing countries. A matrix is then proposed for the ex-post evaluation of the effectiveness of CDM projects in developing countries.; Cet article offre un aperçu critique des retombées attendues des projets MDP dans les pays en développement. L'analyse de la bibliographie dépouillée montre que les retombées escomptées sont mitigées : faible réception de technologie et vague contribution au développement durable. Ce bilan mitigé s'explique par le caractère non obligatoire du transfert de technologie des pays développés vers les pays en développement. Il s'explique aussi par l'absence de rigueur et de standards internationaux relatifs au développement durable auquel les projets MDP sont censés contribuer dans les pays en développement. Le MDP fait confiance aux porteurs de projets pour qu'ils fassent en sorte que les projets engendrent des bénéfices pour les pays en développement. Or les porteurs de projets sont des investisseurs ou des industriels, préoccupés par les crédits carbone issus des projets MDP et pouvant être commercialisés ou utilisés par les pays développés tenus de réduire leurs émissions de gaz à effet de serre en vertu du protocole de Kyoto. L'article montre que la gouvernance du MDP a négligé l'effectivité de ses retombées dans les pays en développement. Une matrice est alors proposée pour l'évaluation ex-post de l'efficacité des projets MDP dans ces pays.

La littérature en science politique sur les changements climatiques identifie les clivages au sein de l’opinion publique comme contribuant à l’inaction des politiques sur la question climatique. Comprendre l’ampleur de cette polarisation et les axes sur lesquels elle se décline est une première étape essentielle pour adresser cette polarisation. Ce mémoire cherche à décrire comment se décline l’évolution de la polarisation de l’opinion publique au Canada autour des changements climatiques et comment elle a évolué pendant la dernière décennie. La revue de littérature identifie trois principaux axes de polarisation autour de la question climatique au Canada : le soutien pour un parti politique, l’idéologie politique et la région. Les données utilisées sont tirées d’une série de sondages menés tous les ans entre 2011 et 2021 à travers le Canada par le professeur Erick Lachapelle. Trois mesures de l’opinion sur la question climatique sont utilisées pour observer la polarisation : la croyance aux changements climatiques et en ses causes anthropogéniques, la perception d’une menace et le soutien pour une taxe carbone. L’analyse des résultats combine des analyses descriptives et des régressions linéaires multivariées. Ces analyses montrent une polarisation principalement partisane et idéologique, mais également régionale, qui oppose les provinces pétrolières au reste du Canada. L’opinion publique s’est de plus en plus polarisée pendant la dernière décennie, mais principalement autour du débat sur la taxe carbone. De plus, la polarisation partisane était particulièrement marquée lorsque les changements climatiques étaient saillants dans les débats politiques lors des élections fédérales de 2015 et 2019., The political science literature on climate change identifies public opinion polarisation as significantly contributing to policy inaction on the climate issue. Understanding the extent of this polarization and the axes along which it occurs is an essential first step in addressing it. This paper seeks to describe how the polarization of public opinion in Canada around climate change has evolved over the past decade. The literature review identifies three main axes of polarization on the climate issue in Canada: support for a political party, political ideology and region. The data used is drawn from a series of surveys conducted annually between 2011 and 2021 across Canada by Professor Erick Lachapelle. Three measures of opinion on the climate issue are used to observe polarization: belief in climate change and its anthropogenic causes, threat perception and support for a carbon tax. The analysis of the results combines descriptive analyses and multivariate linear regressions. These analyses show a mainly partisan and ideological polarization, but also a regional polarization, which pits the oil-producing provinces against the rest of Canada. Public opinion has become increasingly polarized over the past decade, but mainly around the carbon tax debate. Moreover, partisan polarization was particularly pronounced when climate change is salient in the political debate during the 2015 and 2019 federal elections.

Calls for a transition to a low-carbon energy system, favouring renewable energy sources, energy efficiency and conservation are now entering the mainstream of policy discourse in many sectors and parts of the world, with some measurable effects. This paper explores the transformative nature of these calls on key aspects of the global political economy. It argues that a diverse and increasingly effective discourse coalition is emerging around the concept of energy transition, and looks at how the Transition Movement wishes to reconfigure the nature, the content and the governance of the global political economy. More specifically, it asks how this movement sees the world, what makes up its ontological worldview, and how it wants to change it. This paper further suggests that these calls are accompanied by remarkable changes in global investment patterns in favour of key elements of what can be labelled “the green economy”.

Utilisant une analyse rétrospective à l’aide d’un système d’information géographique (SIG, Mapinfo® Professional version 7.0), la finalité de ce texte est de proposer une meilleure compréhension du risque cyclonique et une synthèse des trajectoires cycloniques en Polynésie française. La base de données sur les cyclones a été compilée avec des documents non-météorologiques, dont de nombreux textes issus des archives territoriales de Papeari (Tahiti), et des sources météorologiques. Les principales sources utilisées proviennent des rapports de Météo France Polynésie et des bases de données de (1) l’U.S. Naval Pacific Meteorology and Oceanography Center via le Joint Typhoon Warning Center et l’interface Tropical Cyclone Best-Tracks, et (2) l’Australian Severe Weather. Sur une carte de la Polynésie française en projection WGS 1984, les trajectoires cycloniques ont été importées et digitalisées sous SIG Mapinfo. L’incertitude des trajectoires cyclonique avant 1970 circonscrit notre étude à la période 1970-2009. Les travaux réalisés montrent qu’il existe un « corridor » cyclonique définissant a posteriori une zone géographique habituellement touchée par les cyclones et les fortes tempêtes tropicales. Ce corridor est emprunté par 70 % des tempêtes tropicales et des cyclones observés entre 1970 et 2009. Les côtes ouest des îles de la Société et les îles Australes de Rurutu et Tubuai sont les terres les plus menacées par les événements cycloniques. Tout récemment, la trajectoire du cyclone Oli (4 février 2010) et son passage au milieu du corridor vers les îles de la Société et des Australes, tend à renforcer cette tendance., Using retrospective analysis with Geographic Information System methodology (GIS, Mapinfo® Professional version 7.0), the aim of this paper is to contribute to a better understanding of cyclone hazard and cyclone tracks in French Polynesia. The GIS database on cyclones was compiled from non-meteorological sources of information, many in the territorial archives of Papeari (Tahiti Island), and meteorological reports. The major meteorological sources used in this paper were the data of Meteo-France French Polynesia and two cyclone databases : (1) the U.S. Naval Pacific Meteorology and Oceanography Center via the Joint Typhoon Warning Center (2005) and the Tropical Cyclone Best-Tracks interface, and (2) the Australian Severe Weather site. On the French Polynesia map in projection WGS 1984, the cyclone tracks of the disturbances were imported and digitized with GIS Mapinfo. The uncertainty concerning the reliability of the data and the cyclone tracks before 1970 restricted our study to the 1970-2009 period. The cyclone track pattern between 1970 and 2009 was identified, showing a “conical shape” between the Society Islands and the Austral Islands where 70 % of the cyclone tracks were observed. The map shows that the islands most at risk from cyclones are the west coasts of the Society Islands and the east coasts of Austral Islands. Recently, cyclone Oli (February 4th, 2010) and his track in the middle of the “conical shape” located in the vinciny of the Society Islands and the Austral archipelago strengthen this trend.

Over the last quarter of a century, physical geography has not been served well by the often-homogenizing influence of global change science, as exemplified by the structures and activities of the Intergovernmental Panel on Climate Change. However, certain areas of physical geography may have been at fault in being too little, and too uncritically, engaged with international, interdisciplinary research programmes in global environmental change. Moving forward, physical geography should look towards an independently constituted framework that incorporates the complexities of landscape response to both external forcing and internal feedbacks and, above all, works with others to prevent the socio-spatial injustices associated with climate change from being realized. Réflexions menées sur le GIEC et l'étude scientifique des changements planétaires : vers une approche plus axée sur la géographie (physique) Au cours du dernier quart de siècle, la géographie physique a été desservie par l'effet d'homogénéisation de l'étude scientifique des changements planétaires, comme en témoignent les structures et activités du Groupe d'experts intergouvernemental sur l'évolution du climat (GIEC). Par contre, certains domaines de la géographie physique pourraient être en partie responsables du fait que peu d'efforts aient été consacrés à l'étude et à la remise en question des programmes de recherche internationaux et interdisciplinaires portant sur les changements environnementaux planétaires. Pour la géographie physique, la mise en place d'un cadre de travail conçu de manière indépendante permettrait de progresser et d'intégrer tous les éléments de problématique de la réaction du paysage au forçage externe et aux rétroactions internes, mais aussi et surtout d'assurer une collaboration en vue d'éviter que se concrétisent les injustices sociospatiales liées aux conséquences des changements climatiques. Esse trabalho visa verificar se há ocorrência de alterações nas tendências de índices de detecção de mudanças climáticas derivadas da temperatura do ar em 54 estações meteorológicas convencionais (EMC’s) na Amazônia brasileira. Foram utilizados dados das séries diárias de temperatura máxima e mínima do ar, com durações mínimas de 30 anos. Empregou-se o software Rclimdex 1.9.0 no processamento e controle de qualidade de 16 índices estatísticos, adotando nível de significância de 10% (p < 0,10). Os resultados obtidos indicam um aquecimento significativo nos últimos anos na Amazônia brasileira, com aumento nas porcentagens de dias quentes (temperaturas máximas superiores a 25 °C) e noites quentes (temperaturas mínimas superiores a 20 °C), redução das ondas de frio (friagens) e redução da amplitude térmica diária (com maior influência do aumento das temperaturas mínimas quando comparado com as máximas). Les Alpes sont particulièrement concernées par les effets des changements climatiques. La hausse moyenne de la température y est deux fois supérieure à celle constatée au niveau mondial (Beniston, 2012). Les changements climatiques impactent en profondeur les pratiques touristiques, sportives et plus largement récréatives en montagne. On pense en premier lieu à l’élévation de la limite pluie-neige et à la raréfaction de la ressource que représente la neige (Gonseth, 2013) qui amènent les sociétés de remontées mécaniques à investir de manière importante dans la production de neige de culture afin de pérenniser la pratique du ski et du snowboard (Abegg, 2011 ; Clivaz et al., 2015). Mais les changements climatiques ont aussi des répercussions importantes pour les autres pratiques sportives et récréatives en montagne, notamment en été (randonnée, escalade, alpinisme, etc.). Observer les effets des changements climatiques sur les pratiques récréatives de la montagne peu aménagée s’avère complexe. Dans ce cadre, un projet de recherche-action participative exploratoire, présenté dans cette contribution, a été mené en 2019 avec pour objectif à la fois de faire un bilan sur les données existantes en matière de fréquentation de la montagne peu aménagée et d’étudier la faisabilité d’une démarche associant les acteurs de terrain dans l’observation de l’évolution de cette fréquentation. Cette contribution est l’occasion de revenir sur ce projet et de montrer les défis et les difficultés liés à cette démarche volontairement collaborative, notamment en la mettant en perspective avec le programme d’observation français Refuges Sentinelles (RS) dont elle s’est inspirée. Plus généralement, il s’agit aussi de s’interroger sur les enjeux de connaissance, tant pour les acteurs de la recherche que pour les acteurs de terrain (gardiens de refuge, guides et accompagnateurs en montagne), liés à une démarche de recherche collaborative. Les résultats en termes de données collectées ou d’enjeux identifiés (évolution de la fréquentation, du rôle des gardiens, des types de clientèle, etc.) ne font pas partie de l’objet de cette contribution, même s’ils pourront être évoqués ponctuellement afin d’exemplariser le propos.D’un point de vue méthodologique, nous nous baserons en grande partie sur le rapport final du projet de recherche-action participative que nous avons mené (Obin et al., 2020), sur un mémoire d’étudiant portant sur la faisabilité du programme Refuges Sentinelles et de la démarche à mettre en place (Berthet, 2014) ainsi que sur les comptes rendus des différentes séances et manifestations liées à ce programme. Nous avons complété ces sources par un entretien semi-directif réalisé en ligne, en janvier 2021, avec le responsable scientifique de ce dernier, entretien qui portait spécifiquement sur le thème de la méthodologie collaborative déployée. The Alps are particularly affected by the effects of climate change. The average temperature increase is twice as high as that observed at the global level (Beniston, 2012). Climate change is having a profound impact on tourism, sports and, more broadly, recreational activities in mountain regions. First of all, this concerns the rise in the rain-snow limit and the increasing scarcity of snow (Gonseth, 2013), leading ski lift companies to invest heavily in the production of artificial snow in order to sustain the activities of skiing and snowboarding (Abegg, 2011; Clivaz et al., 2015). However, climate change also has important repercussions for other sports and recreational pursuits in these regions, especially in summer (hiking, climbing, mountaineering, etc.). Observing the effects of climate change on recreational activities in less-developed mountain regions proves complex. In this context, an exploratory participatory research-action project, presented in this paper, was carried out in 2019 with the objective of both taking stock of existing data on the use of less-developed mountain regions and studying the feasibility of an approach involving field actors in the observation of the evolution of this use. This contribution is an opportunity to look back at this project and to show the challenges and difficulties linked to this deliberately collaborative approach, in particular by putting it into perspective with the French observation program “Refuges Sentinelles” (RS) (Sentinel Hut Program) from which it was inspired. More generally, it is also a question of examining the knowledge issues, for both research and field actors (hut keepers, mountain guides and leaders), linked to a collaborative research approach. The results in terms of data collected or issues identified (changes in visitor flows, the role of hut keepers, types of clientele, etc.) are not part of the subject of this contribution, even if they are mentioned from time to time in order to illustrate the topic.Our methodology is based on the final report of the participatory research-action project we conducted (Obin et al., 2020), on a student thesis on the feasibility of the Sentinel Hut program and of the approach to be implemented (Berthet, 2014), as well as on the minutes of various sessions and events related to this program. We supplemented these sources with a semi-structured interview conducted online in January 2021 with the scientific leader of this program, focusing specifically on the theme of the collaborative methodology utilised.

Recent warm winters have negatively impacted many rural Labrador residents, raising concerns over regional climate change and variability. To better understand these events, the recent temperature record was examined in detail using atmospheric reanalyses and relevant station data. In addition to quantifying seasonal and annual trends, the influence of major climate drivers is explored and their contributions to recent anomalies are estimated. The North Atlantic Oscillation (NAO) and Atlantic Multidecadal Oscillation (AMO) are identified as the dominant sources of variability, with the winter NAO producing the largest and most predictable anomalies. These drivers are associated with decadal-scale variability in the region, including unusually cool conditions from the 1980 s through late 1990 s and a subsequent shift to warmer conditions. Removing the influence of the NAO and other climate drivers greatly reduces the magnitude of recent warm anomalies. However, temperature trends in the residual data are amplified in most seasons, with winter residual trends four times larger than the raw winter data. This suggests that climate change, previously obscured by natural variability, is exerting a significant influence on Labrador. Although climate change likely contributed relatively little to recent extreme events, it is gradually raising the probability of similar future events. Une analyse des dernières tendances climatiques observées et de leur variabilité au Labrador Les hivers chauds des dernières années ont entraîné des effets négatifs sur de nombreux résidents des régions rurales du Labrador et ont suscité des préoccupations sur les changements climatiques et la variabilité au niveau régional. Pour mieux comprendre ces événements, les relevés de température les plus récents ont fait l'objet d'un examen détaillé en tirant parti des réanalyses atmosphériques et des données des stations pertinentes. En plus de quantifier les tendances saisonnières et annuelles, une exploration de l'influence des principaux facteurs climatiques déterminants a été menée au moyen d'une estimation de leurs contributions aux anomalies récentes. Il est établi que l'oscillation nord-atlantique (ONA) et l'oscillation atlantique multi-décennale (OAM) constituent les principales sources de variabilité, et que c'est l'OAN de l'hiver qui est responsable des anomalies les plus importantes et prévisibles. Ces facteurs déterminants vont de pair avec la variabilité décennale dans la région, y compris les conditions anormalement fraîches enregistrées à partir des années 1980 jusqu'à la fin des années 1990, suivi d'un changement abrupt vers des conditions plus clémentes. Écarter l'influence de l'ONA et des autres facteurs climatiques déterminants réduit considérablement l'étendue des anomalies chaudes observées récemment. Il ressort des données résiduelles, une amplification des tendances de la température au cours de la plupart des saisons, avec des tendances hivernales quatre fois plus accentuées que les données de base pour l'hiver. Cela laisse entendre que les changements climatiques, masqués auparavant par la variabilité naturelle, exercent une influence notable sur le Labrador. Dans la lutte contre les changements climatiques, les marchés du carbone sont vantés pour leur efficience, leur réalisme et leur équité. Le présent article vise à examiner de façon critique ces arguments à la lumière de certains écueils éthiques : un marché du carbone nourrit une forme d’hubris climatique, et consiste en un mécanisme complexe, partisan, opaque, qui s’applique à de grandes entreprises dotées de moyens économiques, politiques et informationnels étendus. Selon toute probabilité, les acteurs régis par un marché du carbone auront le pouvoir de manipuler ce mécanisme à leur avantage économique court-termiste. Un examen attentif du marché du carbone québécois permet de corroborer ce point de vue. In the fight against climate change, carbon markets are praised for their efficiency, their realism and their fairness. This paper aims at examining critically these arguments in light of some ethical risks: a carbon market feeds a kind of climate hubris, and constitutes a complex, partisan, opaque mechanism that tries to regulate large corporations endowed with significant economic, political and informational power. In all likelihood, the actors regulated by a carbon market will have the power to manipulate the system to their economic short-term advantage. A careful analysis of Quebec’s carbon market corroborates this point of view.
