Roma communities across Europe still remain a neglected population group by way of the social and economic disadvantage that largely characterizes their lives. Roma communities continue to experience structural socioeconomic health inequalities on the grounds of their ethnic origin, alarmingly unveiling a pattern of systematic discrimination and ethnic marginalization. Without any doubt, such a highly worrying situation calls for States to incorporate Roma health rights within their law and policy agendas in a manner consistent with right to health requirements. Against this background, this paper seeks to identify an operational human rights framework for States as a driver for better informed policies and implementation as well as for Roma engagement in the deliberations about their life prospects. The paper argues that continuing, concerted, and proactive State engagement is required for effectively addressing the structural obstacles impeding Roma socioeconomic health rights realization and maximizing Roma opportunities for well-being. The primary objective of the paper is to assess the extent and exploitation of agricultural land in the CR and EU countries based on selected macro-socioeconomic indicators in order to determine the position of the CR and future desirable exploitation, protection and stabilisation of agricultural land in the CR. The following methods will be employed in order to meet the objective: (1) The Coefficient of Geographical Association (CGA) and my own modified coefficients of association reflecting the impact of exploitation of agricultural land on indicators of the country's economic level. (2) Comparison (shrinkage of agricultural land, workforce in agriculture and market price of agricultural land in selected countries). (3) The Coefficient of Ecological Stability to assess the extent of stable and unstable areas in EU-27 countries. The following data are used for calculations: Eurostat (2009, 2015), World Bank and FAOSTAT (1993-2014). The extent of agricultural land in the CR (2014/1993) has been decreasing more slowly than in the detailed comparison countries (5 countries with the lowest CGA). The price of the agricultural land (2014) is lower than in France, Germany and Poland; nevertheless, the actual price rates are not as contrasting against these countries if purchase parity is considered. The Coefficient of Ecological Stability ranks the Czech Republic in the second half of the list of EU-27 countries (22nd place). This paper develops the first survival analysis of a large-scale mortality crisis caused by plague. For the time-to-event analyses we used the Cox proportional hazards regression model. Our case study is the town of Nonantola during the 1630 plague, which was probably the worst to affect Italy since the Black Death. Individual risk of death did not depend on sex, grew with age (peaking at ages 40-60 and then declining), was not affected by socio-economic status, and was positively associated with household size. We discuss these findings in light of the historical-demographic and palaeo-demographic literature on medieval and early modern plagues. Our results are compatible with the debated idea that ancient plague was able to spread directly from human to human. Our methods could be replicated in other studies of European plagues to nuance and integrate the findings of recent palaeo-biological and palaeo-demographic research on plague. The aim of this paper is to reveal and summarize the latest visions and opinions published in articles and academic papers on the evaluation, institutional factors and the future of the European Cohesion Policy. The literature on the economic, territorial and social integration is vast and great emphasize has been put into the techniques, policies and instruments used in achieving these goals. The paper identifies some of the currents of opinion starting from cohesion evaluation methods and heading towards methods, techniques and policies for intervention without claiming to be an exhaustive endeavour. Romanian areas have suffered of an intense out emigration from rural areas. In order to reduce the socio-economic marginalization the European Union by the Common Agricultural Policy (CAP) has supported more initiatives aimed at implementing the diversification in rural areas. The aim of this paper was to assess by a quantitative approach in Romanian farms belonging to the FADN dataset some relationships among the financial subsidies allocated by the CAP and the level of wealth in rural areas. It has used in this research a dual and different methodology of investigation. It has employed in the first phase the multiple regression model and in the further step the Structural Equation Modeling aimed at estimating the cause effect relationships between all investigated variables over the time 2007-2015. Findings have pointed out as the level of wealth in rural areas has been influenced by the financial subsidies allocated by the Common Agricultural Policy and a positive impact has been also assessed focusing the attention on the total CAP payments towards the level of farmer's net income. The European Union Regions of Development are characterized by substantial social, economic, and territorial disparities. There also recorded large economic disparities between rural and urban areas. The Romanian rural areas includes: 2860 communes, 12,956 villages, representing around 90% of the Romanian territory and 45 % of its population. It has the main agricultural and forestry resources and over 9.6 million inhabitants. Of these, 506 communes and 2414 villages are located in the 6 counties of The North East Region of Development, one of the poorest regions of development within European Union. This paper is focused on the regional development issues in the rural areas of this region and is aimed to evaluate the resources that haven't been enough capitalized in this region and to indentify solutions to improve the socio- economic situation in the next years, through a balanced development strategy. This paper aims to structurally analyse the role of tourism in regional development processes in European cross-border regions with different historical development paths. Departing from an institutional perspective, the research is based on comparison of the position of tourism in region-building processes in the newly developing German–Czech cross-border region and the more ‘mature’ German–Belgian borderlands. Results indicate that the development of local cross-border tourism projects is no guarantee for positive destination-wide regional development impacts. In some cases, these projects may even reinforce asymmetrical socio-economic development directions of neighbouring borderlands. Rather, the socio-spatially equitable distribution of tourism benefits in cross-border contexts depends on several process-based aspects. These include the presence of ‘thick’ (cross-border) institutional arrangements, multi-scalar representation of tourism stakeholders in decision-making processes and a transversal position of tourism in regional development strategies. However, both with cross-border institutional ‘under-mobilization’ (Germany–Czech Republic) and with institutional ‘over-mobilization’ (Germany–Belgium), the informal network position of institutional brokers proved key for safeguarding the integrative character of tourism in the inevitably complex cross-border region-building process. After reviewing the theoretical underpinnings behind the ‘conventional wisdom’ that voters on the left abstain more, this article critically assesses the traditional approach of the so-called ideological bias on turnout. By compiling a new large dataset (197 country elections in Europe), this paper shows that centrist abstention is higher than leftist or rightist abstention. The analysis reveals that a society’s ideological turnout bias reflects its socioeconomic context (traditional explanation), but also that party strategies play a key role. Most importantly, results show that convergence towards the centre triggers a higher centrist abstention. Additionally, this article demonstrates that both socioeconomic and partisan factors have heterogeneous effects across ideological positions. Farmland abandonment in Europe is a major problem because of environmental, socioeconomic and landscape implications. In this paper, a general view of the extent of abandoned land, the stages of abandonment and the drivers that manage this process in Europe is presented. A scientific literature review shows an abandonment at the beginning of the 19th century, although the largest abandonment in terms of area took place in the mid-20th century. This abandonment had a far greater impact on mountain areas because of rural depopulation as well as biophysical constraints. Since the last decades of the 20th century, abandonment driven by the CAP in European Member States and by the end of the communist regime in Central and Eastern Europe has been taking place. This abandonment affects peripheral marginal areas due to biophysical or socioeconomic conditions. Semi-arid areas in Southern Europe have also seen an important extent of abandoned land over the last few decades. The literature draws on the ongoing abandonment from the following decades, and 3–4% of current farmland is considered to be affected. It is noted that, among the drivers, external factors (migration, socioeconomic model, public policies, etc.) act as enhancers that emphasize land abandonment. However, internal causes (agro-ecological and socioeconomic factors and also the features of agricultural holdings) control the dynamics and the extent of this phenomenon. The international literature about land abandonment in Europe is vast, and most of the specialized production is devoted to the effects of land abandonment, while few works determine the extent, stages and drivers of land abandonment. Water deficits observed in many regions of the world make it necessary to implement measures intended to improve this situation. Poland is one of the countries with the poorest water resources in Europe due to its natural conditions and human impact. As a result of land reclamation carried out over decades, many elements of its hydrographic system have been changed, and some of them, like lakes, have disappeared altogether. In the days of the socio-economic transformation and more frequent extreme events, what seems worth considering is the renaturalisation of non-existing lakes, an idea presented in this paper on a selected example. In this paper, we examine the factors that are associated with the probability for a student to be retained in primary school; understanding such phenomenon is very important, because the literature points at claiming that retention perpetrates socioeconomic and educational inequality, instead of reducing it. Empirically, we estimate a multivariate logistic regression with the aim of identifying cross-country determinants of grade retention using data about 16 European countries participating in PIRLS 2011 using data about entry age at school and grade enrollment to identify retained students. Our results highlight that socioeconomic background is not the only factor that plays a role. Early-acquired skills do reduce the probability for a child to become a repeater; thus, the policy-makers should devote their effort in helping families to undertake preschool activities that develop skills also before starting formal schooling. Later assistance with homework is helpful as well, but with a lower magnitude and effect, which is offset if early skills are properly accounted for. [ABSTRACT FROM AUTHOR]

The endless flow of migrants coming to Europe since 2014 and the virulent debates in the media dividing public opinions and politicians, raise the question of migrants? future inclusion in European countries of arrival and final destination. Different in each country, the integration process depends on several factors: the way the country defines itself as a Nation; its welcoming culture and welfare model; the political context and dialogue around socio-economic inclusion as well as civic and political rights for migrants. Nonetheless, integration has received minimal attention and its policies have not been considered as a research priority so far, hence this paper aims to highlight some important aspects of migrants inclusion process in Europe, in the context of the on-going crisis. More precisely, this article is offering an overview of the European Union integration policy and tools and of the structural measures put forward by three countries (Sweden, Germany, Italy) in order to integrate the migrants who have settled and continue to arrive on their territory with the purpose to reside. In many countries, flood defense has historically formed the core of flood risk management but this strategy is now evolving with the changing approach to risk management. This paper focuses on the neglected analysis of institutional changes within the flood defense strategies formulated and implemented in six European countries (Belgium, England, France, the Netherlands, Poland, and Sweden). The evolutions within the defense strategy over the last 30 years have been analyzed with the help of three mainstream institutional theories: a policy dynamics-oriented framework, a structure-oriented institutional theory on path dependency, and a policy actors-oriented analysis called the advocacy coalitions framework. We characterize the stability and evolution of the trends that affect the defense strategy in the six countries through four dimensions of a policy arrangement approach: actors, rules, resources, and discourses. We ask whether the strategy itself is changing radically, i.e., toward a discontinuous situation, and whether the processes of change are more incremental or radical. Our findings indicate that in the European countries studied, the position of defense strategy is continuous, as the classical role of flood defense remains dominant. With changing approaches to risk, integrated risk management, climate change, urban growth, participation in governance, and socioeconomic challenges, the flood defense strategy is increasingly under pressure to change. The present paper analyzes the concept of security, emphasizing the difference between political security and societal security, referring to the different types of threats to security, depending on the traits that social groups will define as essential to their identity. Our paper aims also to draw attention upon the significant facts of culture and civilization in a region situated at the confluence of Central and South-Eastern Europe, it aims to reflect the understanding of the plural character of the historic development, and it also aims to pin-point the intercultural character of the Banat region as an example of inter-regional tolerance. The chosen case study - the region of Banat - proves balance between various religions, traditions, customs and between various lifestylesThe intellectual work and the improvement in the degree of civilization conveyed by Romanians, Serbs, Hungarians, Jews, Bulgarians and Slovaks in Banat have become a common inheritance. Another important feature of the culture of this region would be that it was promoted by the entire community, and one can notice the interactive feature of the inter-cultural phenomenon as an outstanding approach of a peaceful living together. Our research can be considered a synthesis regarding the relationship between the coexistence of different ethnicities and cultures and the economic and social performance and, respectively, the setting up of an atmosphere of cooperation and mutual assistance, in fact a manifestation of inter-territorial solidarity aiming towards a better life and in which the diffusion of historical experiences becomes factor of development and economic growth. In recent years, the challenges of urban regeneration and sustainability have been brought together in discourses concerning the re-shaping of inner-city districts of large cities. Currently, sustainable development in regeneration policies is mostly dominated by the environmental dimension and qualities of the built environment, with some focus on the more easily quantifiable aspects of social and economic dimensions. There is, however, limited discussion about integrating socio-economic aspects of sustainable regeneration in the literature. This paper presents a critical exploration of the role of the existing small business base in facilitating more sustainable urban re-development from a socio-economic standpoint. Indigenous food outlets in Birmingham's Eastside district—a re-development initiative branded as exemplar of sustainable urban development—are used to illustrate the role of small businesses in the day-to-day life of districts undergoing regeneration. The paper reflects on challenges and benefits from retaining and supporting established businesses throughout the re-development process and concludes with some reflections on lessons learnt from the case study. It argues that planners, policy-makers and developers should accord greater attention to the role of established businesses to foster urban districts that strive towards integrating aspects of socio-economic sustainability. Academic research on service innovation has highlighted the distinct characteristics of services innovation, the knowledge complexes involved, and how services can be autonomous sites of innovation. It also highlights that successful services innovations are often not technology based but can depend on new organizational or managerial practices or marketing and distribution strategies. This paper makes an empirical and a conceptual contribution to this literature by focusing on one sub-sector of the services sector: digital media applications and services. Conceptually, this paper is interdisciplinary and draws upon a range of work on innovation and production in media and communication studies, innovation studies, evolutionary economics, and sociology. Empirically, this paper draws on ten years of qualitative case study research focused on innovation in the digital media sector in Ireland and, to a lesser extent, Europe. More specifically, we draw upon research on the internet, mobile, and games sectors. A key finding emerging from this research is that, despite the widespread popular and academic focus on technology and codified knowledge, a much broader knowledge base (particularly tacit, creative and non-technological knowledge) underpins successful innovative practices in digital media firms. This paper examines the combination of creative ideas and skills, social learning processes of content creators, management, market and business knowledge that underpin the development new digital media applications and services. It argues that a better understanding of the character of knowledge inputs and the innovative practices in digital media companies may contribute to a better understanding of innovation in the knowledge economy. The paper presents the history of parlamentarism, ist institution and development in the Kingdom of Serbia, in the period from 1903 until the outbreak of I World War. The first part outlines the basic socio-economic and political conditions, the pillars and theoretical position of the concept of parlamentarism. The journey towards a parlamentary democracy was short but generally beneficial. The new Serbian state conformed to the constitutional practice of the European countries, above all, England, France and Belgium. The second part is dedicated to the activities of the basic constitutional institutions (the assembly, the crown and the government), as well as to the activities of the political parties. The enactment of the Constitution in 1903, brought about dynastic changes, which liberalized and strengthened Serbia and improved its reputation throughout the world. [ABSTRACT FROM AUTHOR]

Despite being more intensely involved in European cooperation and exchange activities, social work in Europe still presents a picture of disunity. The present paper outlines the simultaneous processes of standardisation and diversification that have characterised this profession from the beginning. This has produced, for example, the duality of social work and social pedagogy, which has to be understood in the context of the diversity of cultural and social policy across European nation states. Social work's professional development has oscillated periodically between engagement with this diversity and withdrawal to scientific positions of detachment and universality. Rather than rating this as an indicator of the profession's weakness, the paper seeks to explore the positive and paradigmatic meaning of this characteristic, especially in light of the current challenges of economic globalisation and the social politics of neoliberalism. Although there is a discernible tendency of the social professions arranging themselves with organisational and methodological changes demanded by neoliberalism, such as managerialism and methods of client activation, there is also a strong countermovement that recognises the complexity of social and political relationships in societies no longer inspired by the promises of modernity. Facing up to historical contingency and cultural relativity emerges as a paradigmatic stance of a critical form of professionalism to be forged in transnational encounters and as a core reference point for an emergent model of "European social work" that could become of conceptual and methodological significance beyond the specific European context. Purpose - The paper aims to query the value of strategies implemented, notably in France, and to demonstrate the largely ignored link between demographics and economics. Design/methodology/approach - The paper achieves its objective by comparing statistics of European Union (EU) members and competitors to reveal that traditional views on economics and social policy may no longer apply. Findings - The paper finds that the Old Europe stagnated due to political lack of will, but a renewed Europe has begun. The Euro as scapegoat for poor performance is dismissed. Productivity figures show how foreign trade and debt can be efficiently managed. Overall, trade must be encouraged worldwide. Low-wage countries will inevitably compete and cannot ethically be ignored. The subsidy debate heats up as the EU agricultural policy ends and the USA extends Farm Aid. Regardless, EU members must focus on sustainable development. The low birthrate in the Old Europe means social policy should be reformed to encourage families to have children and allow selective immigration to meet labour needs. The implication is that France - Europe in general - must review the EU mission and structure. The French president seems to be headed in this direction. In future research, demographics must be monitored to make social and economic plans for the working lives of our youth and retirement of our seniors. The paper seeks to provide an insider's view into the implementation of goals set by the European Commission for socio-economic research. By analysing project coordinators' responses to questionnaires (n=88), several aspects of the emergence of a European social science research community are examined. Focus is placed on three 'European Added Values', defined within two subsequent calls for research proposals and funding opportunities: framework programmes 4 and 5 (1994-1998, and 1998-2002 accordingly). These 'Added Values' will set the expected features of European-funded research projects, and will include: (1) transnationality - the involvement of researchers from a variety of EU states; (2) applied research - the potential implementation of outcomes in socioeconomic policy; and (3) interdisciplinarity - the integration and collaboration of different disciplinary perspectives. These 'ideals' were tested against reports as to the reality of the research practices, and found to have a significant compatibility, as well as several discrepancies, with the objectives set out by the EU research committee. This paper allows for an understanding of the dynamics of European research consortia, and the factors involved in the success or failure in attaining the overarching goals of the EU Commission. Reducing the number of early school leavers, those who quit education without at least a high school degree, is a key objective of educational policy throughout Europe. Previous research has shown that in particular youngsters from disadvantaged families face relatively high risks of school dropout. In this paper we use data from the 2009 ad hoc module of the Labour Force Survey to examine how macro-level determinants influence school dropout risks among different social groups. Our results indicate that both the design of the educational system (tracking age, extent of vocational education) and characteristics of the socioeconomic context (poverty rate, unemployment patterns) have an impact on the social distribution of school dropout risk. The present study investigates the relation between urban form and the socio-economic patterns of the resident population in three southern European cities ( Athens, Lisbon and Rome) featured by different processes of urban diffusion. The paper goes beyond the literature on sprawl focused on (residential, income and ethnic) segregation and the different features of the inhabitants of the suburbs and those of the inner cities residents. By integrating multivariate statistics and spatial analysis, a methodology is proposed, based on morphological and socio-economic indicators available at a fine geographical scale. Results show how urban diffusion processes vary widely according to the context, as does the socio-economic profile of the actors, stressing the need to think about different 'southern European alternatives' of sprawl. The Sarno River trend analysis during the last 60 years was traced focusing on the socio-economic and environmental issues. The river, originally worshiped as a god by Romans, is affected by an extreme level of environmental degradation, being sadly reputed as the most polluted river in Europe. This is the “not to be followed” example of the worst way a European river can be managed. Data about water, sediment, soil, biota and air contamination were collected from scientific papers, monitoring surveys, and technical reports depicting a sick river. Originally, the river was reputed as a source of livelihood, now it is considered a direct threat for human health. Wastewater can still flow through the river partially or completely untreated, waste production associated with the manufacture of metal products and leather tanning continues to suffer from the historical inadequacy of regional wastewater treatment plants (WWTPs), associated with the partial or no reuse of effluents. All efforts should be devoted to solving the lack of wastewater and waste management, the gap in land planning, improving the capacity of existing WWTPs also via the construction of new sewer sections, restoring Sarno River minimum vital-flow, keeping to a minimum uncontrolled discharges as well as supporting river contracts. Studies of climate change impacts on agricultural land use generally consider sets of climates combined with fixed socio-economic scenarios, making it impossible to compare the impact of specific factors within these scenario sets. Analysis of the impact of specific scenario factors is extremely difficult due to prohibitively long run-times of the complex models. This study produces and combines metamodels of crop and forest yields and farm profit, derived from previously developed very complex models, to enable prediction of European land use under any set of climate and socio-economic data. Land use is predicted based on the profitability of the alternatives on every soil within every 10' grid across the EU. A clustering procedure reduces 23,871 grids with 20+ soils per grid to 6,714 clusters of common soil and climate. Combined these reduce runtime 100 thousand-fold. Profit thresholds define land as intensive agriculture (arable or grassland), extensive agriculture or managed forest, or finally unmanaged forest or abandoned land. The demand for food as a function of population, imports, food preferences and bioenergy, is a production constraint, as is irrigation water available. An iteration adjusts prices to meet these constraints. A range of measures are derived at 10' grid-level such as diversity as well as overall EU production. There are many ways to utilise this ability to do rapid What-If analysis of both impact and adaptations. The paper illustrates using two of the 5 different GCMs (CSMK3, HADGEM with contrasting precipitation and temperature) and two of the 4 different socio-economic scenarios ('We are the world', 'Should I stay or should I go' which have contrasting demands for land), exploring these using two of the 13 scenario parameters (crop breeding for yield and population) . In the first scenario, population can be increased by a large amount showing that food security is far from vulnerable. Integrated cross-sectoral impact assessments facilitate a comprehensive understanding of interdependencies and potential synergies, conflicts, and trade-offs between sectors under changing conditions. This paper presents a sensitivity analysis of a European integrated assessment model, the CLIMSAVE integrated assessment platform (IAP). The IAP incorporates important cross-sectoral linkages between six key European land- and water-based sectors: agriculture, biodiversity, flooding, forests, urban, and water. Using the IAP, we investigate the direct and indirect implications of a wide range of climatic and socio-economic drivers to identify: (1) those sectors and regions most sensitive to future changes, (2) the mechanisms and directions of sensitivity (direct/indirect and positive/negative), (3) the form and magnitudes of sensitivity (linear/non-linear and strong/weak/insignificant), and (4) the relative importance of the key drivers across sectors and regions. The results are complex. Most sectors are either directly or indirectly sensitive to a large number of drivers (more than 18 out of 24 drivers considered). Over twelve of these drivers have indirect impacts on biodiversity, forests, land use diversity, and water, while only four drivers have indirect effects on flooding. In contrast, for the urban sector all the drivers are direct. Moreover, most of the driver-indicator relationships are non-linear, and hence there is the potential for 'surprises'. This highlights the importance of considering cross-sectoral interactions in future impact assessments. Such systematic analysis provides improved information for decision-makers to formulate appropriate adaptation policies to maximise benefits and minimise unintended consequences. This paper analyses whether hosting the most prestigious European cultural event, the European Capital of Culture, has an impact on regional economic development and the life satisfaction of the local population. We show that European Capitals are hosted in regions with above-average GDP per capita, but do not causally affect the economic development in a significant way. Surprisingly, using difference-in-difference estimations, a negative effect on the wellbeing of the regional population is found during the event. Since no effect is found before the event, reverse causality and positive anticipation can be ruled out. The negative effect during the event might result from dissatisfaction with the high levels of public expenditure, transport disruptions, general overcrowding or an increase in housing prices. The percentage of elderly people in European countries is increasing. Such conjuncture affects socio-economic structures and creates demands for resourceful solutions, such as Ambient Assisted Living (AAL), which is a possible methodology to foster health care for elderly people. In this context, sensor-based devices play a leading role in surveying, e.g., health conditions of elderly people, to alert care personnel in case of an incident. However, the adoption of such devices strongly depends on the comfort of wearing the devices. In most cases, the bottleneck is the battery lifetime, which impacts the effectiveness of the system. In this paper we propose an approach to reduce the energy consumption of sensors' by use of local sensors' intelligence. By increasing the intelligence of the sensor node, a substantial decrease in the necessary communication payload can be achieved. The recent developments of the economic theory suggest that due attention to territorial context increases efficiency and improves delivery of the policies. This in turn calls for better linkages between spatial and socio-economic efforts. The paper analyses the concept of policy territorialization and proposes policy tools for that purpose. The relevant theoretical models are used, mainly evolutionary economics and new economic geography. The key outcome is a set of territorial keys supposed to enhance territorial approach in developmental policies. Abstract: This paper examines the effect that gender-based earnings discrimination has on self-employment dynamics among females, with a focus on four countries in Western Europe. Using data from the European Community Household Panel in the 1999–2001 time period, we test the hypothesis that the probability of moving into self-employment is positively related to prior earnings discrimination, as measured by unexplained deviations from expected (male) earnings. Our findings suggest that women who have lower than expected wage sector earnings are more likely to leave wage employment in the following year. ABSTRACT Aim This paper identifies socio-economic driving forces of biodiversity change and analyses their political and economic dynamics by modelling socio-economic parts of three scenario storylines developed for the ALARM (assessing large-scale risks for biodiversity with tested methods) project. In the BAMBU (business-as-might-be-usual) scenario policy decisions already made in the European Union (EU) are implemented and enforced, but no additional measures are introduced. The GRAS (growth applied strategy) scenario describes a future world orientated towards economic growth and complete deregulation. And finally, SEDG (sustainable European development goal) is a normative scenario focusing on the achievement of sustainable development. Methods The GINFORS (global inter-industry forecasting system) model is applied to quantify the effects of different sets of policy measures representing the three scenarios. It allows investigation of the inter-relations between socio-economic driving forces and the state of the environment. Results The presented results for the 25 EU countries focus on the following variables: unemployment, material extraction, energy supply and CO2 emissions. The lowest amount of unemployment is in the SEDG scenario, where it steadily decreases from 2005 to 2020. In BAMBU it falls to a level that is also below that of 2005. In GRAS, the number of unemployed people in 2020 is clearly over the value of 2005. The development of total material extraction from 2005 to 2020 is nearly stable in BAMBU, while it clearly increases in GRAS. Only in SEDG is there a reduction in resource use. None of the scenarios achieves a substantial reduction in energy use. However, the development of CO2 emissions shows a decoupling from energy supply. For BAMBU there is a slight decline in CO2 emissions over time, for GRAS they increase but with a slightly smaller growth rate than energy supply. In SEDG the emissions are reduced. The decoupling trends can be explained by a shift to more renewable energy sources in all scenarios, with the highest share in SEDG. Main conclusions The results indicate that a growth-oriented policy design, such as presented in the GRAS scenario, is not compatible with the conservation of biodiversity. Only in the SEDG scenario do the policy measures support the idea of a sustainable development, but in some respects they are still not ambitious enough. [ABSTRACT FROM AUTHOR]

Drawing mainly on qualitative evidence gathered from interviews with migrant handymen and with labour-using households in the UK, this paper analyses how this migration typifies economic and social divisions within Europe and embodies conflicting tensions between economic and social policies at an interpersonal level. By supplying household services, migrant handymen enable labour-using households to alleviate time pressures and conflicts in time priorities arising from tensions between economic expectations regarding working hours and work commitment, and social expectations regarding contemporary ideas of active parenting. Similarly to the outsourcing of feminized domestic labour and care, these tensions are in part resolved for labour-using households by extending class divisions across national boundaries while leaving gender divisions changed but not transformed and in some instances exacerbating work/ life tensions among the migrants. These broad findings are complicated by differential desires and capabilities around fathering practices among fathers in labour-using households and among the migrants, and economic differentiation among the migrant population. Although we cannot tell from our study whether such movement reinforces or redresses uneven development, what we can say is that existing cohesion policies are insufficient to redress uneven development, and individual responses including migration can reinforce existing social divisions. Since 1989 scholars and policy-makers have articulated different notions of post-socialist reform. Each presupposes or privileges distinct notions of space. This paper focuses on the 'spirit of post-socialism' and outlines these different understandings of post-socialist reform and their corresponding embedded assumptions about space and geography. It then argues that various attempts to frame post-socialism in terms of a series of broader universal projects of economic harmonization and integration have been increasingly supplemented by more conjunctural analyses of diverse economic and social post-socialist practices and spaces, and comparative analyses of post-socialism and reform-socialisms across and beyond Central and Eastern Europe. In this paper, an argument is developed in favour of further integration of "Europe" and, most importantly, its increased "politicization". It is not based on any romantic or idealistic vision of a positive European cultural identity, but on an assessment of Europe's reality as already integrated economically, socially and ecologically, however lagging behind politically in terms of democratic government and citizenship. The seemingly endless discussions about Europe's identity, limit, unity, civilization, etc. are not a problem that is yet to be solved, but are, precisely, the core of what makes Europe what it is: a plurality in unity instead of a "unity in plurality", as one of the official slogans of the European Union (EU) has it. Current social, economic and environmental problems require European solutions as well as a more active European citizenship. However, European civil identity that is to match European societal reality, will not be a unitary and homogeneous identity, but heterogeneous and diverse, covering a plurality of perceptions, preferences and ideals - it will be plural, not as a first step towards unity, but in its core; and it will be divided, but not along national lines. This article analyses the development of integration policies concerning third country nationals at the level of the European Union (EU). Starting with the discovery of recent policy developments at the European level, including new European directives mainly granting social rights to non-EU citizens, the paper proceeds to examine the reasons that enabled this shift from the national to the European level of decision making. It concludes that integration policies have been created as a new EU policy field amidst the also fairly new policy field of immigration policies. In light of the theoretical concept of “organisational fields,” the interests and motives of the main actors involved in the emergence of this policy field are analysed. The research combines neo-functionalist and intergovernmentalist assumptions, and it results in the following conclusions: First, a European integration policy could only be established within the emerging field of immigration policies, which laid the groundwork for member state collaborations in this highly sensitive policy area. Secondly, the European Parliament, the Council of Europe, several non-governmental organisations and most notably the European Commission played an important role in promoting integration policies at the European level. Their engagement is interpreted as a necessary but not as a sufficient condition for the establishment of this policy field. Thirdly, these actors tried to strengthen the status of integration policies by emphasising the linkage between successful integration policies and economic and social cohesion. This semantic strategy, among other discussed reasons, facilitated the member states’ decision at the European summit in Tampere 1999 that all third country nationals shall be granted comparable rights to EU citizens. The aim of the paper is to tackle the question of what the European territory will look like over the next fifteen years by providing quali-quantitative territorial scenarios for an enlarged Europe, under different assumptions about the future direction in which the driving forces affecting development will move. Based on an econometric model, called MASST, two scenarios are built on the bases of alternative strategies put in place by the EU 15, the New 12, and the BRIC (Brazil, Russia, India, and China) countries, on which alternative behavioural patterns in the driving forces of change depend. The scenarios presented are not policy scenarios: a more general approach is chosen, and more general issues of external competitiveness and global confrontation are emphasised and placed in the forefront of reflection, in an endeavour to define, through the use of the MASST simulation model, their likely impact on territorial trends, regional convergence, and general economic performance. Major determinants of territorial trends are attributed to the competitive game between the three above-mentioned blocks of countries. The model is able to provide the simulations for twenty-seven countries (the 'Old 15' EU members and the 'New 12' Eastern EU members) and for their 259 regions of GDP and population in 2015 in the two scenarios. This paper examines the interaction between the labour market, social standards and the European Social model on the one hand, and the freedom to provide services on the other. First, the authors analyse whether the Viking and Laval judgements define fundamental human rights as directly opposing fundamental economic freedoms in the internal market. Second, in the context of globalisation. EU enlargement, and the development of the so-called flexicurity model, they gauge to what extent the process of establishing social standards conflicts with employment strategy. The authors further concentrate on the function and legitimacy of the right to collective action in the light of tile open methods of coordination. The article presents a research paper which compares the nature and degree of difference in foresight style throughout six world regions in Europe. It explores the influences of political, socio-economic and cultural conditions on foresight style and the potential of policy tool transfer and international learning to reduce such influences. It tests the hypothesis that foresight style is being affected by regional contexts by considering domain coverage, time horizons, and political and economic traditions. Results demonstrate the variance of foresight style dimensions between regions in terms of domain areas, time horizons, and participation levels and group identity.

Rural spaces are no longer associated purely with agricultural commodity production but are seen as locations for the stimulation of new socio-economic activity, often incorporating tourism, leisure, speciality food production and consumption and e-commerce. Within the context of debates about integrated and territorial approaches to rural development in Europe's 'lagging regions', this paper introduces the notion of 'integrated rural tourism' (IRT) and describes the various methods of research used in an EU research project that forms the basis of this special edition. IRT is theorized as tourism explicitly linked to the economic, social, cultural, natural and human structures of the localities in which it takes place. The argument is that IRT-as a theory and approach-leads to more sustainable tourism (broadly conceived) than other forms of tourism because it creates powerful network connections between social, cultural, economic and environmental resources. The notion of IRT is also intended to open up practical ways of thinking about improving linkages between tourism and local and regional resources, activities, products and communities in the light of changing trends in tourism demand. The article focuses on the social, economic and political conditions in Europe. According to the author, the Spring European Council continues to review the Lisbon Strategy and the progress that has been made in pursuing reforms and investing in the fields of research and development as well as education. He added that the ETUC has opposed to the basic premises of the European Commission's Green Paper Modernizing labor law to meet the challenges of the 21st century. He also stated that the Commission published a report to the electoral participation of EU citizens in the Member State of residence which aims to evaluate the application of Community law in the 2004 European elections.

Currently, many major Western cities aim to be attractive to new and economically successful high-tech industries, financial and business services, cultural industries and consumer services industries. Most of these new activities are dependent upon well-skilled creative workers, which will be followed by those who will work in personal services. It is said that a large share of the well-skilled and creative workers requires impulse-rich and attractive urban environments. The idea has arisen that highly segregated, socially and culturally less integrated cities, do not match the newly required city profiles. On the contrary, these cities would exacerbate urban poverty and deter skilled people from settling there. Consequently, some believe that today's cities should also be socially and culturally cohesive. This hypothesis parallels policies against segregation and policy interventions in favour of more mixed and balanced local communities. The latter type of policy is also driven by the idea that more mixed neighbourhoods will enhance individual social opportunities and thus, on aggregate, strengthen the urban economy. This paper elaborates on these ideas and hypotheses and focuses on the rise of new economic activities and the locations they aim for, their potential relation with the social (and ethnic) segregation of the population and the related impact upon the attraction of creative workers and the possible impact on the social mobility of the population. This paper examines the extent to which families living in precariousness in contemporary European cities draw on social support as a key resource in their struggle against poverty. The comparative observations and analysis presented draw on national level survey data as well as local level qualitative data collected in selected European neighbourhoods, under the auspices of the BETWIXT project. 1 1 Targeted Socio-Economic Research (TSER) BETWIXT project: 'Between Integration and Exclusion: a comparative study in the local dynamics of precariousness and resistance to exclusion in local contexts' 1998-2001. BETWIXT participants included: Helsinki, Finland; Toulouse, France; London, Great Britain; Dublin, Ireland; Turin, Italy; Lisbon, Portugal; and Umea, Sweden. More specifically, our analysis focuses on the active modes and mechanisms for requesting and providing solidarity and support at times of familial crisis. The comparison of the Irish and Italian experiences illuminates the persistent involvement of households in informal support provision, even as family structures alter and welfare regimes change. We demonstrate the dynamics underlying the phenomenon of social support among precarious families living in deprived urban areas in the cities of Dublin and Turin. We address the dialectics between agency and structural constraint by examining whether or not family and/or social support networks are reinforced or further weakened by factors such as economic hardship, unemployment, and neighbourhood dereliction. We conclude that the effects of precariousness are multiple and contradictory: precariousness can create anomie and individualisation but it can also act as a spur to greater community cohesion. Such cohesion can also be expressed in terms of heightened social divisions along ethnic lines (the case in Aurora, Turin) and class lines (the case in Kilmainham, Dublin). [ABSTRACT FROM AUTHOR]

Concerning the relationship between sustainability and economic performance, this paper examines the effect of environmental and social performance on the stock performance of European stock corporations. Stock performance is measured as the average monthly stock return for the period 1996-2001. The sustainability performance is measured both by an evaluation of the environ mental or social risks of the industry to which a company belongs and by an evaluation of the environmental or social activities of a company relative to the industrial average. We apply two-stage econometric approaches, which include recent insights from empirical finance. The most important result is that a higher environmental sector performance has a significantly positive influence on the stock performance. In contrast, a higher social sector performance has a negative influence. This paper investigates the mutual perceptions and misperceptions between Europe and the Arab-Islamic world. Based on a sociological theory of collective identity formation, a typology and set of hypotheses are developed in the first section concerning the relations between countries and cultures in the world; these are seen as being dependent on inequality in their level of socio-economic development, and on the similarity or difference of their culture and their political systems. In the second and third section, these principles are applied to an analysis of the self-concepts and the mutual perceptions between Europe and the Arab-Islamic world. Here, it is first investigated whether fundamental differences exist in basic value orientations between Europe on the one hand, and Islam and the Arabic world on the other, and in the value orientations of Christians and Muslims in two selected countries. In the third section, the mutual perceptions of these two culture areas are investigated. It is shown that--despite a lack of fundamental differences in value orientations--significant misperceptions exist, particularly of the Arab-Islamic culture and societies in Europe. They are related to colonial history, religious-cultural differences, and inequalities in levels of development. Further reasons for the misperceptions and perspectives for their correction after the terrorist attack in New York in 2001 are outlined in the final section. [ABSTRACT FROM AUTHOR]

ABSTRACT It is increasingly becoming common knowledge that one of the major effects of the Single European Act 1986 will be to increase freedom of movement for some within the internal borders of the 12 European Community member States from 1993, while correspondingly restricting the influx of 'outsiders'. What is still lacking, however, is informed research on the extent of this 'exclusion' and the likely impact of such exclusionist policy on the policing and movement of 'refugees' and migrants from South to North and East to West. It is the intention of this paper to address some of these issues. The main rationale behind these restrictionist and exclusionist policies is, on the one hand, a fear concerning floods of refugees invading the West from both the South and the East, due to either internal strife or poverty or simply economic disparity. On the other hand, a 'tightening-up' of the asylum regulations and procedures is felt necessary on the official ground of 'too many bogus applications' being made to circumvent visa restrictions. This raises two problems in particular. Firstly, if the EC member States are becoming increasingly exclusionary, what happens to the refugee 'flood'? Secondly, when is an 'economic migrant' not a refugee, or a refugee not a migrant, or even a 'refugee' not a suitable case for asylum? Moreover, even though it is realized at the political level that a long-term strategy for 'social and economic progress in the home countries represents the most important precondition to give the people in those countries a new professional and social perspective, which will encourage them to stay in their home countries' it is nevertheless the case, unfortunately, that through Schengen and other EC inter-governmental structures, the emphasis on control policy would seem to be dominant. Now that Hungary has joined the Council of Europe, has been a party to the 1951 (UN) Geneva Convention and the 1967 New York Protocol since March 1989, and together with Czechoslovakia and Poland has applied to join the EC, one has to wonder whether the 'Cold War' border between East and West is being shifted further East to become a 'Closed' border.
