The article focuses on the social, economic and political conditions in Europe. According to the author, the Spring European Council continues to review the Lisbon Strategy and the progress that has been made in pursuing reforms and investing in the fields of research and development as well as education. He added that the ETUC has opposed to the basic premises of the European Commission's Green Paper Modernizing labor law to meet the challenges of the 21st century. He also stated that the Commission published a report to the electoral participation of EU citizens in the Member State of residence which aims to evaluate the application of Community law in the 2004 European elections.
