In planning regional road development, planners often face a challenge to reconcile various interests and interpretations on the ultimate goals which complicate the discussion decision-making processes. This situation is defined as strategic ambiguity. Standard procedures for impact assessment are mostly ineffective at offering solutions that satisfy all involved stakeholders. This paper analyses the situation by using a Multiple Stream Framework (MSF) approach. MSF identifies three factors, labelled "streams', i.e. the problems, the solutions, and the politics streams, that open sustainability 'windows' for integrating different interests. This paper investigates the opening of such windows in two highway projects in Indonesia. Both projects showed a high ambition for achieving environmental sustainability. In these cases, the window was opened through (i) recognition of the problems and the solutions by the active involvement of stakeholders, (ii) coalitions with influential stakeholders for political supports, and (iii) mobilization of resources and policy networks by the stakeholders. Abstract Nowadays, the population growth leads environmental, legislative, and social concerns. As a consequence, government and companies started to be aware of the impact of supply chain operations in the environment and society. While most of research in Supply Chain Network Design (SCND) has focused on economic performance, recently some studies consider environmental and social aspects of the SCND. The majority of existing related papers deal with multi-objective optimization modelling approaches when considering sustainable aspects of the supply chain. In this study, the optimization of a hierarchized Sustainable Supply Chain Network Design (SSCND) is addressed. To model this situation, a bi-level programming approach is considered. In the proposed model, an Environmental Protection Agency from the government has the leader role and acts as the upper level decision maker. Also, the supply chain's manager assumes the follower role acting as the lower level decision maker. Leader's objective function considers environmental aspects, while follower's objective function considers economical aspects. In the modelled situation, the government tries to cause an impact in the SCND by offering financial incentives (subsidies) and by encouraging the supply chain's manager to use cleaner technologies. The resulting bi-level programming model is a mixed-integer linear program. Due to the structure of the lower level problem, the bi-level model cannot be reduced into an equivalent single-level one by using KKT conditions. Therefore, an algorithm based on the simulated annealing metaheuristic is proposed for solving the problem. The results show that an appropriate government's financial incentives strategy lead to significantly decrease the environmental impact of the SSCND. Moreover, a greater impact is achieved when the financial incentives do not depend on the total production obtained via the use of cleaner technologies (scenario 1) than assigning subsidies based on the production made with specific technologies (scenario 2). Furthermore, the proposed model could be considered as a new approach for SSCND procuring environmental and economic aspects under an assumed predefined hierarchy. Abstract The Sustainable Development Goals agreed by the United Nations in September 2015 comprise 17 goals and 169 targets aimed at integrating matters related to sustainable development into the overall economic, environmental and social frameworks of countries. Whereas the SDGs have a global dimension, their action implementation depends on the level of priority different countries give to them, and on how sustainability issues compete with a country's main problems. The aim of this paper was to identify the main Sustainable Development Goals approached by experts from different geographic regions, according to their experience and research area, and to discuss the relation between these goals and the main local issues and challenges of each region. The methodology starts with snowball sampling to collect information from experts from all geographic regions, through contact networks of universities in different countries. With the information about the goals researched by the participating experts, an analysis of the relation between the study focus and the geographical regions of origin was conducted. A total of 266 specialists from North America, Latin America/Caribbean, Africa, Asia, Europe and Oceania participated in the survey. Based on the sample used, it can be said that there is a relation between the local problems or challenges observed in some regions and the main areas of interest of the surveyed experts, with a general emphasis on the study of goals 4, 11 and 13. Based on the data gathered, the paper presents a set of examples of positive and negative situations in the various regions, and considers the extent to which some Sustainable Development Goals are being pursued by research on a worldwide basis. The circular economy (CE) paradigm in its broadest sense is key to our survival as a species. Due to this critical importance, understanding its fundamental limitations is thus of significant importance. Especially understanding the losses to Nature are key as these represent the true limitation to circularity. This requires at the minimum an understanding of the thermodynamics and entropy of the losses. Most CE work as well as the many depictions to date neglect to address this in detail, the many losses are brushed aside. Many texts in CE do not use the words entropy, thermodynamics, mass and heat transfer, technology etc. which all ultimately fundamentally affect both the circularity as well as economic viability of the system. Using lead as carrier for the narrative of this paper, the state-of-the art from technology to the thermodynamics as well as heat and mass transfer, product design, modularity, environmental impact, system simulation etc. will be critically discussed. This will reveal what key knowledge and data is presently missing to achieve the economically viable circularity of materials and products. This paper identifies what should be researched and developed to “close” the circular economy system. It thus provides a “ground zero” or baseline for the evaluation of the true economic viability of the CE paradigm relative to what we are presently achieving in our linear economy paradigm. Although there are substantial benefits by using an adequate strategy in order to reach competitive advantage, little attention has been given to the strategy formulation process for environmental sustainability. The aim of this research is to propose a basic model to formulate strategy for companies that compete pursuing the sustainable environmental development. Based on a literature research of 231 papers, 14 papers were selected and analyzed in detail using content analysis. These papers were categorized into 10 strategy perspectives and compared to the criteria of the Fields and Weapons of the Competition model. From this comparison, a basic process of strategy formulation was devised. The originality and practical implications of this research is to present a basic, adaptable model that can guide entrepreneur, executives and leaders in the process of strategy formulation for sustainable environmental development, especially in times when companies become surrounded by so many environmental sustainable initiatives that confuse rather than guide. Considering the history of cleaner production in the Asia-Pacific region, there have been sustained efforts to develop cleaner production techniques and also techniques for sustainability assessment to ensure that the desired benefits from cleaner production are actually achieved. Two conferences, the Asia Pacific Roundtable on Sustainable Consumption and Production (APRSCP) and the International Conference on Green and Sustainable Innovation (ICGSI) have been organized regularly to bring together experts on cleaner production as well as assessment. Papers presented at these events form part of this special volume along with some invited papers from outside. The papers cover a wide range of topics under the cleaner production umbrella including product and process development and innovation, environmental assessments including carbon footprint, water footprint, life cycle assessment and more comprehensive sustainability assessment including socio-economic issues along with environmental ones. The papers in this special volume reflect the status of green and sustainable innovation for cleaner production in the Asia-Pacific region. The studies in this volume demonstrate Asian examples of the development of innovative technologies and the application of life cycle thinking-based assessment techniques, including those that are well-established and emerging ones. Abstract Economics is a critical subject for the integration of sustainable development into curriculum given the discipline's influence in shaping social metabolism of societies, inequality, environmental impacts and wellbeing. There are very few empirical studies of the integration of sustainable development into economics curriculum. The purpose of the paper is to conduct analysis of a department wide intervention to integrate sustainable development into economics at a case study University, the first of its kind. The study makes use of surveys, interviews and key word searches to provide both qualitative and quantitative data and findings. Results indicate integration of sustainable development into curriculum on some modules but not the majority of the sample, evidence of resistance was also found. A range of barriers to integrating sustainable development into curriculum were identified in interviews. A sector wide survey on barriers to integrating sustainable development into economics curriculum was then conducted to provide empirical evidence on the subject. This is the first sector wide study of barriers to integrating sustainable development into economics curriculum. Results from the survey show that the Research Excellence Framework is a substantial barrier to integrating sustainable development into economics curriculum. The survey can be developed and applied elsewhere in the world to enable comparative analysis across countries, to get wider evidence on barriers. Abstract: Exploring aspects of how innovative methods can truly attain a sustainable society is necessary for the future of our planet. This study focuses on serious games, and how users can increase their understanding of sustainability issues and their familiarity with sustainable development strategies. "Users" of serious games consist of all possible target groups that are interested in attaining knowledge of sustainability through the use of games that are designed for a purpose beyond entertainment, in this case for sustainability education. This paper follows the systematic literature review method to deliver a study of serious games featuring sustainable development practices and policies. In order to provide a thorough analysis of their dynamic features, 77 games were explored in this study. The findings show the growing number of serious games that seek to educate in sustainability and the categorization of these games according to the triple-bottom line of sustainability, giving clarification hints to users wishing to select the relevant tool that offers an understanding of specific sustainability issues. The purpose of such research is to reveal the contribution of serious games as effective tools in facilitating sustainability education and to group them according to their nature and direction in relation to sustainability. Limitations in their effectiveness are also identified and a research agenda for new, relevant serious games is proposed that will enhance holistic knowledge and make it easier to clarify their pedagogical basis. The recipients of the findings will be all those future users and trainers who are interested in accessing sustainability education patterns through the use of serious games. Abstract Extreme weather events have been affecting local environmental sustainability. Previous literature in this field evaluates environmental sustainability based mainly on past and current resource consumption and availability, however, knowledge about the status and potential changes of environmental sustainability under future climate extremes is missing. This paper proposes an integrated approach (combining the Ecological Footprint Analysis with econometric regressions) to predict future environmental sustainability under different climate scenarios. Based on the case study of the U.S. Rio Grande Basin, the results show that this region has been sustainable in 1982–2012, although sustainability levels have been declining over time. In addition, projections for the future show that the entire region will most likely move away from sustainability by the end of this century under the high emission scenario (e.g., RCP8.5). These findings are relevant for sustainable resource management and allocation of local environmental resources as well as for decision-making support regarding climate risk adaptation and mitigation strategies. While hospitals, sustainable healthcare organizations, and recent peer-reviewed publications have assessed the sustainability of medical products and services, the healthcare industry lacks a framework to effectively inform environmental decision making and quantitatively assess the success of sustainability initiatives for medical products and services. Several recent publications have even expressed a need for better ways to quantify sustainable healthcare practices. To address these needs, this research compared the cradle-to-grave environmental and economic impacts of some of the most common recommendations from checklists: reusable versus disposable medical products, and changes to common medical services. Salient results and conclusions from recent studies focusing on the environmental and economic impacts of various reusable versus disposable medical products and different medical services were synthesized and prioritized. All relevant results related to environmental and economic impacts of reusable versus disposable medical products and the analyzed medical services were also correlated with existing sustainable checklists. The results showed that reusable products were less expensive their single-use disposable alternatives. The dental bur also required the least amount of water for its associated cleaning processes, had the lowest total embodied energy, and had the lowest associated greenhouse gas emissions. These outcomes were likely due to the fact the burs were, by far, the smallest examined product. Based on the results derived from the study, healthcare checklists should be updated to include: optimizing the reusability of medical products; reduce products utilized in custom packs; and evaluating energy recovery potential of utilized products. The results of this study indicate that sustainable healthcare checklists be further validated with more environmental and economic life-cycle analyses related to medical products and services. The primary aim of this paper is to assist hospital employees and administrators with making more informed decisions about the sustainability of their products and services. The scientific value of this paper is underscored by a novel aggregation of life cycle assessment studies pertaining to medical devices and services in order to draw conclusions regarding the overall sustainability of those medical devices and services. Outdoor educators are adapting practices to respond to the priorities of education for sustainability. New practices are emerging or adopted from elsewhere. In Europe, the American recreational movement of Leave No Trace (LNT) has influenced environmental education programs. LNT has been criticized for encouraging a reduction in environmental impact in wilderness areas while ignoring the more significant impacts of equipment purchase, travel, and modern lifestyles. This paper extends the critiques of LNT, suggesting that it encourages attitudes of a separation from nature. It suggests that the LNT concept is unrealistic and unhelpful in Europe, where most landscapes have experienced the impact of humans for millennia. Inspired by European approaches of human-nature relations, and at a time of need for significant environmental changes, I suggest that educational programs seeking to connect people with nature encourage people to "leave more trace" or, perhaps, to "consider their trace" instead. Since the introduction of the non-financial reporting mandate for business entities by the Government of India's Ministry of Environment and Forests in 1993, the manufacturing landscape has changed. The regulatory framework for checking the environmental impacts of chemical based manufacturing plants has strengthened with much of activity reported in the past decade. A thorough study of published literature revealed that the various manufacturing steps in pharmaceutical units involve a wide variety of chemical syntheses. These processes are associated with large amounts of energy consumption causing high green-house gas (GHG) emissions and waste generation. The purpose of this review article is to discuss how the pharmaceutical companies are approaching sustainability while considering environmental aspects along with economic and social welfare of the society. Accordingly, a comparative analysis, through an exploratory study of the trends followed in India and in other countries has been reported. The underlying endeavor is to provide a better understanding of the sustainability trend in the Indian pharmaceutical manufacturing sector and where it is headed. Apart from the extensive review of technical literature published in journals, various reports published by profit and non-profit making organizations have been studied for the purpose of developing a better understanding about sustainability practices in the Indian context, supported by examples from around the world. In addition, the benefits of various methodologies to achieve sustainability in pharmaceutical organizations have been discussed. The authors hope that the paper will enhance the understanding regarding how pharmaceutical setups can achieve sustainability by adopting various practices, what are the various performance metrics available and how reporting sustainability brings transparency and efficiency in an organization. The relationship between sustainability and happiness is an intriguing and growing research area (Cloutier et al., 2013; Montgomery, 2013; Florida et al., 2013; Leyden et al., 2011). However, a review of primary literature and research indicates a missing gap in neighborhood level assessments of sustainability and happiness. The Sustainable Neighborhoods for Happiness Index (SNHI) was developed using city level data and studies (Cloutier et al., 2014), but was created with the intent of serving as a neighborhood measure. Within this paper, we detail the development of the Sustainable Neighborhoods for Happiness (SNfH) Decision Tool – a neighborhood level assessment tool, derived from the SNHI, to assist in decisions around future strategies for sustainable community development. While several sustainability decision tools exist, there is a need for those that are easily understood and accessible to neighborhood stakeholders (e.g., residents, community leaders, city employees). The SNfH Decision Tool was created with a user-friendly graphical front-end and embedded back-end calculations to inform users. Performance assessment of urban passenger transport is relevant since it causes economic, environmental and social impacts. Thus, this paper proposes a structured method to assess and evaluate the performance of passenger transport systems. Assuming that an eco-efficiency analysis is a step toward sustainability, we applied the method in a Brazilian case considering eco-efficiency measures, to show its potential as a tool to support decisions. We concluded that neither the most used alternative nor the one with the highest capacity attained the best eco-efficient performance, which can be explained by the low occupancy rates. The present study focuses on the importance and need to identify criteria and indicators (C&I) for sustainable landscaping using native plants in Qatar. The conditions for operationalizing the criteria and indicators approach are being incorporated into sustainable development practices and management planning in Qatar. This paper aims to develop criteria and related indicators for strengthening the global sustainability assessment system (GSAS) in order to provide a holistic approach for sustainable environmental assessment and the enhancement of ecosystem services. A total of 50 potentially native plant species were prioritized and categorized based on the following different parameters: weather conditions tolerated (temperature, humidity, and rainfall), multiple use value (ecological, economical, and medicinal), standard crown size (≤50 cm and ≥50 cm) and water requirement (moist, moderate, and dry). Diverse local stakeholders as well as international experts were consulted to rank the plant species, and concluded that these prioritized native species are fit for sustainable landscaping as opposed to the exotic plant species which are imported from different geo-climatic zones. Environmental, social, economic, human, and policy sustainability aspects were considered, along with 12 criteria and 49 related indicators which were identified by promoting the use of potential native plants for sustainable landscaping in Qatar. Contemporary policy making calls for scientific support to anticipate the possible consequences of optional policy decisions on sustainable development. This paper presents an analytical framework for ex ante assessment of economic, social, and environmental impacts of policy driven land use changes that can be used as an aid to policy making. The tasks were to (1) link policy scenarios with land use change simulations, (2) link land use change simulations with environmental, social, and economic impacts through indicators, and (3) valuate the impacts in the context of sustainable development. The outcome was a basis for dialogue at the science-policy interface in the process of developing new policies on the European level that impact on land and land use. The analytical approach provides a logical thread for ex ante impact assessment within the context of sustainable development, land use multifunctionality, and land use change and it provides a thorough discussion of achievements and open challenges related to the framework. It concludes with considerations on the potential for using evidence based ex ante assessments in the process of policy development. The paper is complemented by a B-paper providing exemplary results from two applications of the framework: a financial reform scenario of the Common Agricultural Policy of the European Union, and a bioenergy policy scenario for the case of Poland (Helming et al. 2011). An understanding of flood impact in terms of sustainability is vital for long-term disaster risk reduction. This paper utilizes two important concepts: conventional insurance related flood risk for short-term damage by specific flood events, and long-term flood impact on sustainability. The Insurance Related Flood Risk index, IRFR, is defined as the product of the Flood Hazard Index (FHI) and Vulnerability. The Long-term Flood Impact on Sustainability index, LFIS, is the ratio of the flood hazard index to the Sustainable Development Index (SDI). Using a rapid assessment approach, quantitative assessments of IRFR and LFIS are carried out for 2339 counties and cities in mainland China. Each index is graded from ‘very low’ to ‘very high’ according to the eigenvalue magnitude of cluster centroids. By combining grades of FHI and SDI, mainland China is then classified into four zones in order to identify regional variations in the potential linkage between flood hazard and sustainability. Zone I regions, where FHI is graded ‘very low’ or ‘low’ and SDI is ‘medium’ to ‘very high’, are mainly located in western China. Zone II regions, where FHI and SDI are ‘medium’ or ‘high’, occur in the rapidly developing areas of central and eastern China. Zone III regions, where FHI and SDI are ‘very low’ or ‘low’, correspond to the resource-based areas of western and north-central China. Zone IV regions, where FHI is ‘medium’ to ‘very high’ and SDI is ‘very low’ to ‘low’, occur in ecologically fragile areas of south-western China. The paper also examines the distributions of IRFR and LFIS throughout mainland China. Although 57% of the counties and cities have low IRFR values, 64% have high LFIS values. Nanotechnology applications (nanoproducts) have entered the market or are expected to do so in the near future. Robust and science-based criteria are required to appraise and manage their sustainability. This paper describes the approach used to develop a comprehensive and reliable framework of criteria, which was missing until now, for evaluating the sustainability of nanoproducts. A literature review of the frameworks and tools employed to assess nanoproducts sustainability implications was firstly performed to select an initial set of criteria. A survey of experts in the sustainable nanotechnology domain was then conducted to elicit their knowledge in terms of completeness, reliability and validity of the criteria set. Ranking and correlation analyses completed the research by identifying the parameters of major interest as well as the links and dependencies between them. A total of 54 and 65 experts replied to the pilot and main survey, respectively. The reliability and validity of the criteria was assessed with the responses from both questionnaires, whereas the answers from the main survey were used to calculate the relative index of the criteria as well as their correlations. This research resulted in a framework composed of 68 criteria, which are structured into six main areas: (i) economic performance; (ii) environmental impacts, (iii) environmental risk assessment; (iv) human health risk assessment; (v) social implications and (vi) technical performance. This study helps to broaden the understanding on the identification of criteria for sustainability assessments. It also provides those interested in evaluating nanotechnology implications with the basis for real case studies, possibly by integrating available information with the stakeholders using tools that support decision-making. This paper introduces Solution-focused Sustainability Assessment (SfSA), provides practical guidance formatted as a versatile process framework, and illustrates its utility for solving a wicked environmental management problem. Society faces complex and increasingly wicked environmental problems for which sustainable solutions are sought. Wicked problems are multi-faceted, and deriving of a management solution requires an approach that is participative, iterative, innovative, and transparent in its definition of sustainability and translation to sustainability metrics. We suggest to add the use of a solution-focused approach. The SfSA framework is collated from elements from risk assessment, risk governance, adaptive management and sustainability assessment frameworks, expanded with the ‘solution-focused’ paradigm as recently proposed in the context of risk assessment. The main innovation of this approach is the broad exploration of solutions upfront in assessment projects. The case study concerns the sustainable management of slightly contaminated sediments continuously formed in ditches in rural, agricultural areas. This problem is wicked, as disposal of contaminated sediment on adjacent land is potentially hazardous to humans, ecosystems and agricultural products. Non-removal would however reduce drainage capacity followed by increased risks of flooding, while contaminated sediment removal followed by offsite treatment implies high budget costs and soil subsidence. Application of the steps in the SfSA-framework served in solving this problem. Important elements were early exploration of a wide ‘solution-space’, stakeholder involvement from the onset of the assessment, clear agreements on the risk and sustainability metrics of the problem and on the interpretation and decision procedures, and adaptive management. Application of the key elements of the SfSA approach eventually resulted in adoption of a novel sediment management policy. The stakeholder participation and the intensive communication throughout the project resulted in broad support for both the scientific approaches and results, as well as for policy implementation. Integrated impact assessment (IA) of policies in the European Commission takes place in an environment of competing problem frames, contested policy objectives and a multitude of interested actors. This paper sets out to discuss the potential value of integrating the ecosystem services (ESS) concept for improving the consideration of environmental benefits and values during framing and appraisal of new policies at European level. The discussion was based on a workshop conducted with experts encompassing their disciplinary fields to the science–policy interface. A review of recent literature and impact assessment reports from policy science and ecosystem services research allowed for a two-way contemplation. The potential integration of concepts was analysed for conceptual, technical, ethical and pragmatic aspects. It was found that indicator sets applied in the impact assessment reports follow a much less formalised structure than the reports or the procedure. An integration of the ecosystem services concept would enhance the requisite variety of indicators used, and thus contribute to the overall goal for sustainable development. Potentials for improving IA lie particularly in the up- and downscaling of benefits and values, policy relevant comparative studies and the prospective possibilities for innovation in indicator development. Based on this rationale of improving requisite variety for future decision making, the emphasis lies on a further development of the ESS concept along two pathways of operationalisation: the translation of the concept for a comprehensive approach at a higher level of abstraction (soft application), and the application of the concept for providing aggregated, quantitative and unit-based information at different steps of an IA (hard application). Sustainable procurement is the process of meeting the needs of an organisation with the most beneficial monetary value, while mitigating the diverse effects of its operations on society and environment. There are studies which adopt environmental criteria to procurement decisions, whereas, works integrating the three dimensions and discussing the trade-offs between them are scarce. In this paper, the three dimensions of corporate sustainability; environmental–economical–social, are integrated into supplier selection and demand allocation decisions. With their integrated approach, the proposed mathematical models aim to contribute to the relevant literature by analysing different sustainable procurement strategies. Initially a questionnaire is introduced for measuring the sustainability scores of a company's potential suppliers, and these scores are then used as an input to the models. The developed mixed-integer linear programming models distribute demand to the most sustainable firms in the supplier pool of the company, while ensuring minimum procurement cost for the identified strategy. The questionnaire and models are implemented in three companies to interpret the outcomes of different sustainability strategies on the procurement decisions. Selection of the most appropriate strategy is a managerial decision influenced by the varying dynamics of the company and the market conditions. These models demonstrate an easy and practical approach in assisting sustainable procurement. Results are promising in displaying the trade-offs between the sustainability dimensions of different strategies with alternating procurement costs, and can aid the managers to integrate environmental, economical, and social aspects into their supply chain operations. Sustainability assessment of biodiesel production is a topic of increasing importance due to the interest of governments to define sovereignty strategies and diversification of their energy matrix, and to set up the impact of biofuels production. In this context, this work aims to propose a hierarchical structure of sustainability assessment that integrates dimensions of sustainable development with principles, criteria and indicators (PC&I). The method employed to define the hierarchical structure was a comprehensive literature review, based on information search strategy and classification. About 400 documents were reviewed and 103 documents were ultimately selected, including laws, policy documents, certificates, directives and other normative documents and papers published in peer-reviewed journals. The first result of the analysis was the need to strengthen identification of the sustainable development assessment, adding the political and technological dimensions to the three traditional dimensions, social, economic and environmental, studied in this kind of evaluation. The second result was the proposal of a hierarchical framework for the sustainability assessment of biodiesel production, organized in four levels: the first level comprises the five dimensions associated with sustainable development evaluation, the second includes 13 principles, the third contains 40 criteria and the fourth level corresponds to a set of indicators that describes each criterion. This paper presents a system to incorporate the economic benefits of sustainability into the valuation of real estate project developments. The impact is provided through the consideration of quantified sustainable qualities of buildings in the determination of the interest rate in the valuation process. Furthermore, it highlights the added value that sustainable features and the relevant certification systems bring to a project development. Using a catalogue of parameters, key parameters are identified for the specific project development to be valuated. These parameters are then quantified by means of distribution functions and checked for interdependencies. This analysis, and with it the results of a sustainability valuation, are incorporated into the calculation of the market value and the internal rate of return. Results are communicated according to the input data through distribution functions. The valuation system makes investment decisions easier to understand and emphasises the positive impact that sustainable features can have on the economic success of real estate projects. Academic interests in the product-service system have shifted from the area of environmental sustainability to the socio-economic issues. In this context, life cycle assessment is no longer the only approach to interpreting the performances of product-service systems. Multiple criteria reflecting product-service quality, customer satisfaction, and the full sustainability concerns would be needed to evaluate the system solutions. In this paper, a concept of sustainable product-service efficiency is proposed to explore the relationship between product-service value and the sustainability impact. The concept of sustainable development still needs more scientific discussion to be useful for decision-making processes. The polysemy of the term sustainability has undermined the credibility of the concept, leading, among other effects, to the inability to translate discourse into practical actions and to distortive appropriations of the term. The purpose of this article is to propose a basis for discussion to demarcate the concept. In this context, a literature review was conducted on the theme, encompassing an exploratory approach and a systematic hermeneutics analysis of the literature. Based on a structured discussion of the evidence collected in papers and books, we developed a conceptual model named Sustainable Development with an Axiological Perspective, encompassing three dimensions: satisfaction of human needs (including social and economic aspects), natural resources (making explicit Earth's limitations) and decision-making perspective (from an axiological point of view). The model proposes that sustainable development can be seen as development aimed at improving the well-being of society as a whole (including future generations), enabled by an axiological perspective in decision-making processes, considering the limitations of environmental resources. The model explicitly includes a value-based mindset in the concept of sustainable development, as pointed out by the axiological perspective. The Asia-Pacific region includes a majority of the world's population and many of its most rapidly growing economies. It is also home to the world's largest number of extremely poor people, many fragile states, and unsustainable environmental practices. The region has increased its influence in the world economy but is still grappling to overcome complex interrelated challenges of poverty, inequality and sustainable development. Its priorities must be addressed as a central element of any post-2015 global development goal framework. Drawing from lessons of the Millennium Development Goals, this paper suggests a conceptual framework to guide a new generation of goals, along with an intergovernmental approach to implementation. The “ZEN” framework stresses the distinct challenges of achieving zero extreme poverty (Z), setting country-specific “Epsilon” benchmarks for broader development challenges (E), and promoting environmental sustainability both within and across borders (N). Abstract: Unsustainable consumption and production patterns have brought human civilization to the brink of a global disaster. Alteration of these patterns to minimize adverse environmental impacts has become the key question of survival, a question relevant for every country and citizen. In this paper we are looking at trends of consumption and production in the post-Soviet republics. These countries have a common history, but they took different routes to development. They are at different stages of economic growth and political processes, with differences also in consumption and production-related environmental pressures and policies. This study is based on statistical data analysis and snap-shot surveys of national experts from non-governmental organizations, reflecting their views and observations, which often differ from official positions of national governments and international organizations. In order to draw conclusions about the possibilities for further development, we analyze various sustainable consumption and production indicators, policy developments, progress achieved and the main challenges behind sustainable consumption and production governance in these countries. Sustainable consumption and production policy in the countries of the region is fragmented, and none of the countries uses a holistic integrated approach. The influence of the EU seems to be critical for advancing sustainable development principles. However, the EU accession does not address the growth effect, which is the main driver behind increasing environmental pressures related to consumption. There is still a long way to go from this mosaic of policy elements to a coherent policy with adequate institutional support and funding mechanisms. [Copyright &y& Elsevier]

Abstract: Green public procurement has emerged as a policy instrument with a significant potential to steer procurers' and producers' decisions in a sustainable direction. The purpose of this study is to assess the process for development of green public procurement criteria at a Swedish governmental expert body from a strategic sustainability perspective, i.e. to identify strengths and weaknesses from such a perspective as a basis for making this process more supportive of sustainable product and service innovation. A previously published framework for strategic sustainable development is used for the assessment. The assessment shows that the criteria development process is transparent, well-documented and that it encourages a high level of participation by the members of the working groups. However, the assessment also points to several weaknesses of the process. These include, e.g., a limited impact perspective and lack of a clear definition of sustainability objectives. The development process therefore results in criteria which mainly concern a selection of current environmental impacts outside the context of long-term objectives and consequently there are no strategies to prepare for future processes. The conclusion is that the current process may result in improvements as regards some known environmental problems, but to allow for a strategic approach that could more significantly promote innovative product-service system solutions in support of sustainable development, process changes are needed. Globally, firms are increasingly adopting ecodesign practices in order to design products with lower environmental impact. This paper reports on a study which investigated the adoption of ecodesign practices among a sample of 30 South African electronic design firms, explored through a mixed methods approach. Key findings indicate relatively low awareness of ecodesign practice and very few firms implementing these practices with specific, strategic intent. Outliers demonstrate and have accrued significant benefits. Among the sample, there were also firms that reaped benefits coincidentally through the application of sound engineering principles, suggesting scope for win-win scenarios. Regulations were considered to be the most important motivating factor whereas cost concerns and conflicts with other product requirements were identified as being important hindering factors. Firms reported benefiting in terms of gaining strategic advantage but few are achieving demonstrable cost advantages. This study suggests that there is considerable scope for improvement. An improved steel sheet pile (SSP) inspection procedure is proposed in this paper, which couples the field inspection condition-index methodology previously developed by the U.S. Army Corps of Engineers with reliability assessments to quantify the life-cycle costs and environmental impacts associated with various maintenance and repair (M&R) scenarios. Maintenance and repair strategies over the analysis period (from present to the end of the structure's lifetime) are determined through reliability assessment for structures with relatively low condition indices. The level of maintenance activity is then to be determined by the life-cycle cost analysis and environmental life-cycle assessment of M&R alternatives. The optimal M&R alternative is the one with the lowest cost combined with minimal environmental impact. Using these methodologies, the SSP structure owners will gain improved capabilities to monitor present-day conditions of SSP infrastructure and prioritize structures that will require sustainable M&R. Further research is proposed to collect real field-inspection data and create M&R records that can be used to estimate the reliability more accurately. In addition, the methodology developed for this relatively simple type of structure can be extended to more complex and critical structural systems such as gates, valves, and other components making up locks, dams, and other related navigational facilities. Abstract: There is a global and growing sustainability agenda for surface transport yet there are no specific means of assessing the relative sustainability of infrastructure equipment. Transport noise reduction devices are a significant part of the surface transport infrastructure: they specifically address environmental and social needs, have a high economic impact, and involve a wide range of raw materials raising multiple technical issues. The paper presents an account of the bespoke tool developed for assessing the sustainability of transport noise reduction devices. Regulatory standards for noise reduction devices and the relevant sustainability assessment tools and procedures adopted worldwide were reviewed in order to produce a set of pertinent sustainability criteria and indicators for NRDs projects, which were reviewed and edited during a stakeholder engagement process. A decision making process for assessing the relative sustainability of noise reduction devices was formulated following the review of the literature. Two key stages were identified: (1) collection of data for criteria fulfillment evaluation and (2) multi-criteria analysis for assessing the sustainability of noise reduction devices. The causal link between accessibility to resources and economic development is frequently claimed, but not always supported by evidence-based studies. This is also the case for increased access to public sector information which is believed to offer major opportunities to boost innovation and growth, and contribute to reducing current economic difficulties. Recognising that little is present in the literature to support conclusively this belief, this paper discusses the main issues that arise when trying to assess the impact of open public sector data on innovation and growth in the private sector. The authors focus in particular on the impact of publicly accessible spatial environmental information on small and medium enterprises, presenting some research questions and proposing a research strategy to address them. Abstract: Sustainable development is a multidimensional concept that usually implies a simultaneous concretization of contradictory aspects. Multi-criteria decision approaches are often used for the management of conflicting perspectives. In life cycle approaches, uncertainties are unavoidable and a decision making approach dealing with life-cycle based criteria cannot disregard the uncertainties associated with the evaluation of criteria. It is the purpose of this paper to introduce a decision-making approach, based on PROMETHEE and AHP, to address both of these important issues. Moreover, the proposed approach aims to address two other types of uncertainties, inherent to the use of PROMETHEE and AHP, which arise from the selection of the generalized criterion functions and the selection of preference values, respectively. The proposed approach enhances the robustness of the decision-making approach and enables decisions to be made on a more reliable base. The approach is applied to a case study: the comparative assessment of alternatives bridges taking into account environmental, economical and social criteria evaluated over the complete life-cycle of the bridges. This paper studies mountain hut infrastructure in the Alps as an important element of ecotourism in the Alpine region. To improve the decision-making process regarding the implementation of future infrastructure and improvement of existing infrastructure in the vulnerable natural environment of mountain ecosystems, a new decision support model has been developed. The methodology is based on qualitative multi-attribute modelling supported by the DEXi software. The integrated rule-based model is hierarchical and consists of two submodels that cover the infrastructure of the mountain huts and that of the huts’ surroundings. The final goal for the designed tool is to help minimize the ecological footprint of tourists in environmentally sensitive and undeveloped mountain areas and contribute to mountain ecotourism. The model has been tested in the case study of four mountain huts in Triglav National Park in Slovenia. Study findings provide a new empirical approach to evaluating existing mountain infrastructure and predicting improvements for the future. The assessment results are of particular interest for decision makers in protected areas, such as Alpine national parks managers and administrators. In a way, this model proposes an approach to the management assessment of mountain huts with the main aim of increasing the quality of life of mountain environment visitors as well as the satisfaction of tourists who may eventually become ecotourists. Abstract: Environmental Impact Assessment (EIA) was originally tailored for restructuring rules and values regarding environmental protection, through interdisciplinary work. EIA has developed as a tool for decision-making for the implementation of projects which potentially pose significant environmental impacts. This paper reviews the sustainability and interdisciplinarity assumptions inherent in EIA. It illustrates through a case study of a proposed landfill extension in Rio Grande do Sul, Brazil, that these principles can arise more from informal knowledge processes than from legal ones. It can be shown that interdisciplinarity is often misunderstood as multidisciplinarity or simple knowledge clustering, and sustainability has no common definition amongst EIA practitioners, but that there predominates an understanding which delivers weak sustainability, driven primarily by social and economic goals. The conclusion is that EIA cannot achieve the original vision set out in the world''s first legislation adopted in 1970 unless a learning-organization approach is taken whereby: the critical role of informal knowledge is recognized; informal knowledge is properly managed by EIA teams to engender a common understanding of sustainable development goals; interdisciplinary and transdisciplinary working practices are adopted. The concept of sustainable development is receiving much attention throughout the global community. The concept embraces the traditional paradigm of infrastructure development and is expanding to a wider range of implications from social and environmental impacts caused by infrastructure development. Enhancement of sustainability is generally summarized using a triple bottom line approach of (i) minimizing environmental impact, (ii) maximizing economical benefit, and (iii) minimizing adverse social-cultural impact. Sustainability assessment should consider complications and interrelationships of all sustainability aspects throughout the entire life cycle. This paper presents a methodological development for a sustainability assessment modeling framework aimed at underground infrastructure construction projects. The rise of sustainability as a concept in business forces companies to navigate a complex arena of standards and codes. The active and controversial debate regarding 'what the Equator Principles mean' for global finance and the projects it funds will undoubtedly continue. In the meantime, they represent an important shift in social and environmental impact assessment (SEIA) by serving as guidance for process-driven project development. This represents a substantial change from SEIA in which the ultimate and end goal was to obtain a permit. The integrated approach of the new Equator Principles, especially requirements for transparency, consultation and feedback mechanisms, provide borrowers with the management guidance needed to convince financers of their due diligence in impact assessment and beyond. This paper looks at the application of the Equator Principles, and the IFC Performance Standards that underpin them, as tools that can be deployed at any level of project development, including existing facilities that may have never completed an SEIA. It assesses elements of monitoring and the 'art' of reporting to show how impact assessment practitioners can use the Equator Principles to create concrete indicators that will help to integrate impact assessment results to meet the challenges of sustainability. Environmental assessment (EA) is now institutionalized in over 100 countries but is widely criticized by practitioners and analysts for failing to convince decision-makers. Environmental sustainability is still not placed high on the list of criteria influencing project and programme approvals. This paper suggests that the failure of EA reflects the politically contested domain of EA. A framework for the analysis of public participation in EA based on the study of contentious politics is introduced. Public participation is a crucially important condition for influencing decision makers to pursue sustainability objectives, but the effectiveness of public participation is conditional upon characteristics of the coalitions created by diverse stakeholders. The importance of coalitions between local stakeholders and intellectuals is highlighted and exemplified through four cases in the Philippines, Brazil, South Africa and Taiwan where public participation in EA processes is associated with the blockage of large-scale development projects. Canada exhibits high per capita energy consumption. This paper examines energy use in Canada by region and sector, focusing on four sectors most relevant to civil engineering activities: residential, commercial–institutional, construction, and transportation. Environmental impacts associated with major energy sources including coal, petroleum products, natural gas and electricity are reviewed. The relationships between energy consumption and infrastructure design are analysed. Opportunities for reductions are identified in building design, water and waste-water systems, urban form, and transportation. Large improvements in commercial and residential energy efficiency can be achieved through the implementation of existing technologies in building upgrades, retrofits, and rebuilds. Increasing surface albedos and more extensive use of vegetative shading and consideration of the geometric properties of urban canyons and their microclimatic effects also allow for considerable energy savings. The incorporation of mixed-modal transit, walking and cycling paths, and community-scale design as elements of long-term transportation planning and the development of alternative transportation technologies have the potential to considerably reduce per capita energy use. This paper examines environmental impact, costs, and social impacts comparing four construction techniques commonly used in the installation of underground utility infrastructure. The three impact factors are quantified to develop an overall underground sustainability index rating (USIR) for evaluating utility projects with competing installation technologies. The main contribution to the overall body of knowledge is the demonstration of a method for calculating a sustainability index that enables decision makers to quantify public works utility projects with guidance for evaluating proposed technologies based on environmental impact, costs, and social impact criteria. The aim is to help change the myopic thought process of typical public works owners who typically base contractor selection on lowest cost, rather than examining sustainability factors. An emission calculator was used in this research to quantify environmental impact by comparing six airborne emissions: carbon dioxide (), carbon monoxide (CO), particulate matter (PM), nitrogen oxide (), sulfur oxide (), and hydrocarbons (HC). Costs were determined by estimating competing technology options including surface restoration. Social impacts were quantified by comparing and rating 13 factors affecting underground utility projects. The approach to calculating the USIR was demonstrated on a case study installation of 313 m (1,026 linear feet) of 400 mm (16 in.) PVC sanitary sewer in a mature neighborhood in Portland, Oregon. Building regulations and governmental policies create pressure on the construction industry to minimize the environmental impacts that are caused by buildings. Achieving energy efficiency, and thereby low-carbon construction, is only possible by cooperation among the participants in the construction supply chain. Clients in particular have an important role in promoting environmental sustainability. In this paper, the carbon-reduction process is analyzed from a construction client's perspective. A framework is developed to analyze the interrelated components of this process, including the drivers, initiatives, challenges, facilitators, solutions, and achievements. A qualitative case study methodology was employed to gain a better understanding of the project-based practices and corporate policies in achieving energy efficiency. The study presents the results of three award-winning construction projects from the U.K. in which innovations for improving environmental sustainability were based on the Code for Sustainable Homes. The study outlines the initiatives and strategies of clients for carbon reduction, obstacles faced by project teams, mechanisms that helped overcome the difficulties, and low-carbon solutions applied to design, construction, and operation in the selected cases. Effective leadership, corporate responsibility, a focus on end users, repeatable nature of projects, and integrated teams are found to be the main success factors. The findings of this study are expected to guide construction professionals in implementing innovative low-carbon practices in collaborative project environments.
