This paper is an empirical study of what solidarity in a Western European healthcare system means today. Drawing upon empirical research on the 2015 refugee cohort's health needs and their health‐seeking behaviour, it unites claims from the literature on solidarity in the fields of migration and healthcare. I argue that the Austrian healthcare system not only is an example of 'civic solidarity' in the form of institutionalised obligations to citizens but that it also enacts political forms of solidarity and produces political inclusion for marginalised groups such as refugees. My findings show that being entitled to and accessing services in the healthcare system holds meaning beyond the provision of care: It enables to act autonomously, to build familiar relationships with Austrian institutions, inclusion via the personal electronic health card and to support others in the same solidaristic system. These insights can be used to raise awareness about the inclusional function of healthcare services among practitioners. They also show how solidarity‐based healthcare systems can be a motor for shaping positive relationships between immigrants and the host country, and point to additional modes of solidarity in the context of forced migration next to civil society and nonstate support structures. Introduction: Associations between structural inequalities and health are well established. However, there is limited work examining this link in relation to mental health, or that centres public perspectives. This study explores people's experience and sense‐making of inequality in their daily lives, with particular consideration of impacts on mental health. Methods: We conducted a peer research study. Participants had to live in one of two London Boroughs and have an interest in inequalities and mental health. Using social media, newsletters, local organisations and our peer researchers' contacts, we recruited 30 participants who took photos representing their experience of inequality and discussed them during semi‐structured interviews. Data were analysed using reflexive thematic analysis. Results: Three themes were identified in this study: (1) inequalities are unjust, multilayered and intertwined with mental health. Accounts demonstrated a deep understanding of inequalities and their link to mental health outcomes, describing inequalities as 'suffering' and 'not good for anyone'. Financial, housing, immigration and healthcare problems exacerbated poor mental health, with racism, gender‐based violence and job loss also contributing factors for both poor mental health and experiences of inequality; (2) inequalities exclude and have far‐reaching mental health consequences, impacting personal sense of belonging and perceived societal value and (3) moving forwards—addressing long‐standing inequality and poor public mental health necessitated coping and resilience strategies that are often unacknowledged and undervalued by support systems. Conclusion: Lived experience expertise was central in this study, creating an innovative methodological approach. To improve public mental health, we must address the everyday, painful structural inequalities experienced by many as commonplace and unfair. New policies and strategies must be found that involve communities, redistributing resources and power, building on a collective knowledge base, to coproduce actions combatting inequalities and improving population mental health. This paper studies the history of contractual choice in coffee plantations of São Paulo, Brazil. It focuses on the consolidation of non‐captive labour markets in the early phases of the transition from slavery in the country, particularly in the 1840s–50s. Vis‐à‐vis the alternatives of fixed rents and fixed payments per time worked or piece rates, the paper examines the rationale for the adoption of sharecropping arrangements with European bonded labourers. New archival evidence suggests that sharecropping had no obvious productivity advantage over alternative labour–rental arrangements in this period, and that the adoption of sharecropping arrangements resulted from the positional advantage of its first proposers, who influenced later choices of contractual design. A credit‐labour tie‐up long outlived the original sharecropping arrangements, in turn allowing for the immigration of poor and credit‐constrained Europeans, paving the way to insert Brazil into the circuits of mass migration without promoting institutional reforms to attract non‐bonded immigrants. Has skilled immigration into the UK led to a reduction in the training of native‐born workers? To address this concern, this paper describes a theoretical model where immigration can affect the training of native‐born workers both positively and negatively, and where its effects may differ according to the characteristics of the migrant and of the training firm's sector. It then investigates this issue empirically using UK Labour Force Survey data from 1995 to 2018. At the aggregate level, there is a small positive association between skilled immigration and native training rates. However, a more disaggregated analysis finds that the relationship between immigration and native training depends on the skill level of the immigrant, the skill level of trainees, and the sector into which immigration occurs. In particular, traded goods sectors show a positive association between training of UK‐born workers and both unskilled and skilled immigration. In non‐traded high‐wage sectors, the association between skilled immigration and UK‐born training is negative. These findings highlight the importance of allowing for heterogeneous effects from immigration when formulating policy or when modelling immigration's effects across the wider economy. This paper investigates the effects of immigration and immigration amnesties on the shadow economy. We make use of an array of Italian immigration data and original shadow economy estimates for the years 1996–2006, comprising a panel of local‐level aggregate statistical information, and a microlevel survey of representative households. We find a robust and positive relationship between the presence of immigrants and the unobserved economic activity at the local level. Nevertheless, the impact of immigration on the Italian unofficial economy is relatively small in magnitude. We also exploit the discontinuity created by the implementation of the 2002 immigration amnesty, which increased the stock of documented migrants by almost 50%. According to our results, the Italian 2002 immigration policy only slightly weakens the link between immigration and the extent of the unobserved economic activity. [ABSTRACT FROM AUTHOR]

Since the arrival of Christopher Columbus in the so‐called New World in 1492, hundreds of thousands of Spaniards settled in Central and South America. This paper assesses the skill selectivity of Spanish migrants who went to Hispanic America during the sixteenth to eighteenth centuries for the first time. The age‐heaping method is employed to estimate numeracy levels as a proxy for human capital. With a database of 33 929 individual observations, the findings show that Spaniards who left the country to settle in the Spanish territories were positively self‐selected. Additionally, differences are observed in the human capital of those who chose to settle in Mexico, who had a higher level of numeracy, than those who chose Peru. These differences might be due to the viceroyalty structure and educational institutions that encouraged the emigration of people with greater human capital to Mexico. Finally, when the level of numeracy of Spaniards in Hispanic America is compared with the numeracy of the total population, emigrants still had higher levels of human capital. [ABSTRACT FROM AUTHOR]

This paper analyzes the impact of source‐country culture on the labor supply of female immigrants in Europe. We find that the labor supply of immigrant women is positively associated with the female‐to‐male labor force participation ratio in their source country, which serves as a proxy for the country's preferences and beliefs regarding women's roles. This suggests that the culture and norms of their source country play an important role for immigrant women's labor supply. The impacts of climate change on Small Island Developing States ( SIDS) are leading to discussions regarding decision-making about the potential need to migrate. Despite the situation being well-documented, with many SIDS aiming to raise the topic to prominence and to take action for themselves, limited support and interest has been forthcoming from external sources. This paper presents, analyzes, and critiques a decision-making flowchart to support actions for SIDS dealing with climate change-linked migration. The flowchart contributes to identifying the pertinent topics to consider and the potential support needed to implement decision-making. The flowchart has significant limitations and there are topics which it cannot resolve. On-the-ground considerations include who decides, finances, implements, monitors, and enforces each decision. Additionally, views within communities differ, hence mechanisms are needed for dealing with differences, while issues to address include moral and legal blame for any climate change-linked migration, the ultimate goal of the decision-making process, the wider role of migration in SIDS communities and the right to judge decision-making and decisions. The delivery of effective healthcare entails the configuration and resourcing of health economies to address the burden of disease, including acute and chronic heart failure, that affects local populations. Increasing migration is leading to more multicultural and ethnically diverse societies worldwide, with migration research suggesting that minority populations are often subject to discrimination, socio‐economic disadvantage, and inequity of access to optimal clinical support. Within these contexts, the provision of person‐centred care requires medical and nursing staff to be aware of and become adept in navigating the nuances of cultural diversity, and how that can impact some individuals and families entrusted to their care. This paper will examine current evidence, provide practical guidance, and signpost professionals on developing cultural competence within the setting of patients with advanced heart failure who may benefit from palliative care. Transport infrastructure has represented one of the cornerstones of development and cohesion strategies in the European Union (EU) and elsewhere in the world. However, despite the considerable funds devoted to it, its impact remains controversial. This paper revisits the question of to what extent transport infrastructure endowment - proxied by regional motorways - has contributed to regional growth in the EU between 1990 and 2004. It analyses infrastructure in relationship to other factors which may condition economic growth, such as innovation, migration, and the local 'social filter', taking also into account the geographical component of intervention in transport infrastructure and innovation. The results of the two-way fixed-effect (static) and difference GMM (dynamic) panel data regressions indicate that infrastructure endowment is a relatively poor predictor of economic growth and that regional growth in the EU results from a combination of an adequate 'social filter', good innovation capacity, both in the region and in neighbouring areas, and a region's capacity to attract migrants. The meagre returns of infrastructure endowment on economic growth raise interesting questions about the opportunity costs of further infrastructure investments across most of Western Europe. Se analiza la infraestructura en relación a otros factores que podrían condicionar el crecimiento económico, como la innovación, la migración, y el 'filtro social' local, teniendo en cuenta asimismo el componente geográfico de la intervención en la infraestructura de transporte y la innovación. Los resultados de las regresiones de datos de panel de efectos fijos (método estático) de doble vía y MGM por diferencias (método dinámico) indican que la dotación de infraestructura es un pobre indicador del crecimiento económico y que el crecimiento regional en la UE tiene su origen en una combinación de un 'filtro social' adecuado, en una buena capacidad innovadora tanto en la región como en áreas vecinas, y en la capacidad de la región de atraer migración. The aim of this paper is to study elderly migration in France. First, it analyses whether the decision to migrate relies upon individual characteristics. Second, it examines the ways in which the economic, social and environmental characteristics of the French territories determine the retirees' choice of localization. The paper draws upon a unique database of 12.67 million French inhabitants, with information about their personal attributes and locational choices from 2003 to 2008. It also uses an original database with locational characteristics for the French territories at the level of the 364 zones d'emploi. This is the only study on regional migration in France which builds upon such a thin spatial level of analysis. The paper builds empirical probit and Heckman models dealing with selection bias and endogeneity bias issues. The paper shows that retirees usually leave large agglomerations and old industrial areas in Northern France and the Paris agglomeration and relocate to socially and environmentally attractive zones with preferable climates. When studying the migration patterns within the zones d'emploi, it appears that the most vulnerable zones, which display a lower quality of collective services as well as higher income disparities and crime rates, feature lower elderly residential mobility. This paper presents a novel method for modelling internal migration dynamics using non-stationary causative matrices. Its application to annual migration flows in Spain reveals changes in location preferences of migrants between 1986 and 2003. Despite an emerging body of work on youth transitions, research has yet to explore the often unconventional routes to adulthood for young people marginalised through poverty. By drawing on interviews with 60 young commercial sex workers in Ethiopia, this paper explores the connections between poverty, migration and sex work and demonstrates that sex work provides a risky alternative, but often successful, path to independence for some rural–urban migrants. The paper concludes by offering recommendations for policies that seek to support young sex workers by enabling them to maintain their independence while seeking different employment. The special issue on Offshoring of Service and Knowledge Work aims to publish a set of papers that would shed greater insights into the operational implications of the current trends in offshoring. These implications begin with decisions about what to offshore and span to strategic concerns such as ownership versus outsourcing and tactical concerns such as scheduling and coordinating.

Protectionist policies have often relevant effects at the regional level. This paper analyzes the impact of sugar import duties on emigration in nineteenth century Italy. Both for climatic reasons and the nature of the soil, the cultivation and processing of sugar beets was geographically concentrated. Our theoretical model illustrates how a tariff that favours local producers may affect residents' incentives to migrate abroad. Using a new set historical data, the predictions of the model are tested through quasi‐experimental methods which use the exogenous variation in sugar cultivation across areas to estimate the effect of interest. This paper estimates the effects of immigration on the labour market outcomes of Australian-born workers using data from the Household, Income and Labour Dynamics in Australia Survey. Using the national labour market approach, we find positive effects of immigration on native earnings. The analysis indicates, however, that not all education groups are positively affected. In fact, Australian workers with certificates or diplomas have been adversely affected by immigration. The findings are robust across different model specifications and migrant definitions. Finally, we find that immigrants originating from primarily non-English speaking countries have greater positive effects on native earnings than immigrants from English-speaking countries. This paper is situated at the confluence of two emerging areas of research: a lifecourse approach in internal migration studies and in geography more broadly and studies of sub-populations within lifecourse research. The paper aims to better understand the complexities of ethnic group migration in Britain, in particular why young adults of some ethnic groups are more residentially mobile than others. The paper draws on theories of norms of transition to adulthood. UK Census microdata of migration within Britain by age and ethnic group are used. The paper shows ethnic similarities: internal migration patterns that are distinct in young adulthood compared with other ages and many common characteristics of residential mobility. However, there are also differences between ethnic groups in levels of internal migration and in how young adult life events are associated with migration. In particular, partnership brings increased residential mobility for White British young adults but reduced mobility for South Asian young adults with females in both cases being the 'partnership movers'. Being a student increases residential mobility for White British and Chinese young adults but reduces mobility for young adults from Black and South Asian ethnic groups (particularly for females in the Pakistani ethnic group). This raises issues of access to higher education. The paper concludes that a lifecourse perspective provides an understanding of ethnic differences in internal migration that were previously lacking from 'segregation' perspectives. This paper examines the effect of international mobility on the education‐job mismatch and skill‐mismatch of PhD graduates after controlling for self‐selection into cross‐border mobility. Using individual‐level data from two waves of surveys of PhD recipients in Italy conducted by the Italian National Institute of Statistics, we find that migration to foreign countries reduces significantly the risk of overeducation and overskilling. This paper examines the efficacy of the Australian points system in a family context among working‐age permanent resident immigrants who arrived between 2000 and 2011 when there was a major focus on skills selection. Sixty‐seven per cent of these immigrants were granted a skilled visa while 25 per cent hold a spousal visa (spouses of Australian citizens). More than half of the skilled visa recipients are the spouses of the primary applicants. Primary applicants among skilled visa holders are assessed for their skills in line with the Australian points system but secondary applicants, such as spouses, among skilled visa holders and spousal visa holders are not subject to any skills assessment before becoming permanent residents. We study differences in economic outcomes by permanent visa types and the role of points system factors in explaining these differences using the Personal Income Tax and Migrants Integrated Dataset and the Australian Census Longitudinal Dataset. We find that primary skilled visa holders earn at least 26–28 per cent more than spousal visa holders, and this is similar for both genders. However, spouses of primary skilled visa holders earn 13–18 per cent more than spousal visa holders. This difference is higher among females than males. Occupation differences can account for nearly half of the differences in income and can entirely capture the role of education and English proficiency. Primary skilled immigrants and their spouses have higher rates of labour force participation and employment than spousal visa holders, starting in the first year of arrival, and the gap is much higher for primary skilled visa holders, but these differences do not disappear quickly. In this paper, we study how occupation (or industry) tradability shapes local labor‐market adjustment to immigration. Theoretically, we derive a simple condition under which the arrival of foreign‐born labor into a region crowds native‐born workers out of (or into) immigrant‐intensive jobs, thus lowering (or raising) relative wages in these occupations, and we explain why this process differs within tradable versus within nontradable activities. Using data for U.S. commuting zones over the period 1980–2012, we find—consistent with our theory—that a local influx of immigrants crowds out employment of native‐born workers in more relative to less immigrant‐intensive nontradable jobs, but has no such effect across tradable occupations. Further analysis of occupation labor payments is consistent with adjustment to immigration within tradables occurring more through changes in output (versus changes in prices) when compared to adjustment within nontradables, thereby confirming our model's theoretical mechanism. We then use the model to explore the quantitative consequences of counterfactual changes in U.S. immigration on real wages at the occupation and region level. [ABSTRACT FROM AUTHOR]

The standard growth model predicts that allowing labour mobility across regions would increase the speed of convergence in per capita income levels and that migration has a negative causal impact on regional growth rates. Although the empirical literature has uncovered some evidence for the former implication, the latter has not been verified empirically. This paper provides empirical evidence for the negative causal impact of migration on provincial growth rates in a developing country with a high level of internal migration characterized by unskilled labour exiting rural areas for urban centres. We utilize an instrumental variables estimation method with an instrument unique to the country examined, controlling for provincial fixed effects. Historical data are used to suggest some alternate pictures and understandings of Australia in the 20th and 21st centuries. These alternate understandings belie the dominant frameworks of policy and analysis to date but begin to suggest alternatives such as the seeking out of peaceable histories in the presence of diversity rather than the predominant focus on conflict. In conclusion the ethical framework developed by C. West Churchman and elaborated on by van Gigch (2006) are employed as tools to consider the moral ramifications of the lack of critique of the ‘98% British’ mythology. This paper analyses one British woman's everyday practices of belonging as she negotiates expatriate life in Dubai, United Arab Emirates. In doing so, it responds to widespread calls to ground research on processes of transnationalism and diaspora by drawing on 18 months of ethnographic research and adopting a three-stranded analytical framework to reflect on the significance of domesticity, intimacy and foreignness in expatriate belonging. The author focuses on a single research subject to draw attention to a particular British expatriate experience otherwise neglected in migration research and the paper resonates with theoretical literatures aiming to challenge the binary divisions of geographies of belonging, including attachment/detachment. This paper intervenes in debates on education and social reproduction, developing the link between ‘parental choice’, class status and spatial mobility. Drawing on research in Canada and Hong Kong with migrant students and ‘returnee’ graduates, it demonstrates the relationship between ‘choice’, social class and international mobility, arguing that geographies of middle-class decisionmaking in education have been recently transformed with the growth of a multi-billion dollar international education market. The paper unpacks the meanings and consequences of international education in Hong Kong, revealing how migration to Canada has enabled middle-class families to accumulate a more valuable form of cultural capital in a ‘Western’ university degree. It argues for a geographically sensitive account of the relative value of international education and its close links with both class reproduction and place-based transnational social networks. This paper argues that detailed studies of particular economies, such as Bob Gregory's work on Australia, are relevant to all of economics. The paper builds on the concept of a model species from biology to develop the notion of a model economy – one whose experiences illuminate fundamental economic issues; examines the criterion for an economy to serve as a model economy; and describes three areas – labour relations and the awards system of wage-setting, marketising public services and growth through immigration and natural resources – where Australian experience provides insights into economic behaviour and the operation of markets broadly. Background: High rates of youth re‐offending indicate that young custody‐leavers face challenges when reintegrating into their communities. Aftercare and resettlement programs can occur pre‐, during, and post‐release and generally provide multiple forms of support services to address youths' transitional needs. Objectives: The present review examines (1) the impact of youth aftercare/resettlement programs on crime‐related outcomes, (2) how treatment effect is moderated by participant, program, and study characteristics, (3) whether some types of interventions are more effective than others, (4) barriers/facilitators to effective program implementation, (5) the theory of change underlying resettlement interventions, and (6) available research on intervention cost. Search Methods: A comprehensive set of keywords and synonyms was combined in a Boolean search across 26 electronic databases. Multiple gray literature sources were also searched, including 23 journals, 4 meeting archives, 11 organization websites, 3 open access journal websites, and the CVs of 8 well‐known researchers in the field. The search was completed in January 2023. Selection Criteria: For objectives 1–3, studies were included if they utilized a randomized controlled design or quasi‐experimental comparison group design in which participants were matched on at least some baseline variables and included at least one quantitative individual‐measure of crime. For objective 4, included studies presented process evaluations of aftercare/reentry programs, clearly stated their research goals, and used qualitative methods in an appropriate way to answer the stated research question. For objectives 5 and 6, no specific methods were required; any study meeting the criteria for objectives 1–4 which presented findings on theory of change or cost data were included. For all outcomes, only studies conducted in a westernized country, and published after 1991 in English, French, or German were considered. Data Collection and Analysis: Two coders conducted primary data extraction for the included studies. Data were entered into a Microsoft Excel database. After data extraction, the two coders validated the coding by cross‐checking the database with each research report. Discrepancies between coders were discussed until consensus was reached. Where consensus could not be reached, a third coder was consulted. Study risk of bias was addressed using the ROBINS‐I (Sterne et al., 2016), ROB‐2 (Higgins et al., 2019), and the critical appraisal skills programme (CASP, 2018). Objectives 1–3 were addressed by synthesizing quantitative outcomes from rigorous impact evaluations of aftercare interventions using random effects models and meta‐regression. Thematic and narrative analysis was conducted to address objectives 4–6. Results: The search resulted in 15 impact studies, representing 4,718 participants across 21 program sites, and 35 effect sizes. The 21 impact evaluations were rated as having either low/moderate bias (k = 11) or serious bias (k = 10). The synthesis of 15 impact studies found no significant effects for arrest (k = 14; OR = 1.044, 95% prediction interval [0.527, 2.075], t = 0.335) or incarceration (k = 8, OR = 0.806, 95% prediction interval [2.203, 1.433], t = −1.674). A significant pooled effect was found for conviction (k = 13, OR = 1.209, 95% prediction interval [1.000, 1.462], t = 2.256), but results were highly sensitive to the inclusion of specific studies. No meaningful pattern of results emerged in moderator analyses with respect to study, sample, program component, or program delivery characteristics. The 19 process studies were rated as either high quality (k = 12) or moderate quality (k = 7). Thematic synthesis of the process evaluations revealed 15 themes related to the strengths/challenges of program implementation. The assessment of program cost (k = 7) determined a lack of data within the literature, preventing any summative analysis. Authors' Conclusions: Current evidence is promising with respect to conviction outcomes but overall does not find that aftercare/resettlement interventions have a reliably positive impact on crime‐related outcomes for young people who have offended. High variability across outcomes and reported data resulted in small sample sizes per outcome and limited moderator analyses. The paper explores, under a wide variety of circumstances, the welfare impact of emigration. The analytical framework posited is a simple two-factor, two-commodity, two-class general equilibrium model that makes a distinction between traded and non-traded goods. The principal aim is to collect and synthesize the well- known results in the literature, derived from diverse analytical frameworks, as well as to establish a number of new ones. It is shown that pure emigration can be beneficial to the non-emigrants in the source country, irrespective of the welfare criteria adopted, if accompanied by sufficient remittances. The paper also highlights the fact that emigation does not affect all classes in society symmetrically. The division of losers and gainers depends on the volume of remittances, the distribution of factor endowments and the type of emigration. [ABSTRACT FROM AUTHOR]

The effects of immigration on domestic Australian employment levels and wages are ongoing and controversial topics. While this topic has been considered extensively in other countries, in particular the United States and the United Kingdom, these findings have limited application to Australia given differences in immigration settings between these contexts. We review the existing literature and conclude that further research in the Australian context is needed given its high rates of both permanent and temporary immigration, its complex visa structure, the unusual nature of its industrial relations system and the geographical concentration of its population. This paper investigates the main determinants of the welfare gap between rural–urban migrants and non‐migrants (both urban and rural) in Tunisia. The lack of data on the expenditure of migrant and non‐migrant households is overcome by applying the ELL (Elbers, Lanjouw and Lanjouw) methodology. The decomposition results show a positive welfare gains from rural‐to‐urban migration, especially among the younger generation born after the failure of the collectivism experiment in 1961. The education level of the household's head and the household's size appear as the main sources of the welfare gap. The unconditional quantile regression decomposition shows that the endowment effect contributes more to the welfare gap than the discrimination effect at the bottom part of the welfare distribution. Using matched employer‐employee full population data on regional migrants in Sweden, this paper addresses the question whether the urban wage premium, and 'thick' labour market matching effects, are to be found across all educational groups, and whether the population threshold for these types of effects varies by educational category. Estimating initial wages, average wage level and wage growth 2001‐2009, we find similar wage premiums for all workers in the three largest metropolitan areas, but that there are distinct population thresholds for these type of effects, regardless of educational background. However, job search behaviour as explaining dynamic effects over time seems to pertain mostly to those with higher education. [ABSTRACT FROM AUTHOR]
