As the United States' population grows via migration and immigration, with this rise in diverse identities, there has been increasing concern regarding disparities for undocumented immigrants living in the U.S. with limited access to the health system. Given the various constraints involving communication and social structures that undocumented immigrants face, a culture-centered approach is drawn on to investigating how this group goes about navigating a dominant health system given their restricted access. I explore co-constructed themes that emerged through conversations with undocumented immigrants, (people without papers as I call them in this work) living in the United States to gain an understanding as to the structural and cultural limitations faced by this group. By doing qualitative semi-structured interviews with local participants living in the South Florida region, I describe the various features of a complex U.S. health system that undocumented immigrants (people without papers) deemed as important obstacles that limit their willingness to interact with official medical spaces. This work draws on narratives and accounts to shed light on the intersection of disparities this group has to overcome in order to consider entering a medical space to receive the treatment they might need. The findings of this article highlighted the structural violence that certain subaltern groups, such as people without papers experience due to their limited access to foundational systems in their environment. An estimated 11.3 million undocumented immigrants reside in the United States, with a majority of this population having limited access to the U.S. healthcare system. This article draws upon in-depth interviews with 25 undocumented immigrants currently living in South Florida to examine how they survive and maintain their health given they are disenfranchised from the U.S. healthcare system. Using a culture-centred approach, I invited 'people without papers' to share stories about how their marginalised social status and cultural backgrounds influence the everyday ways they navigate the healthcare system and make health decisions. Participants' stories focused on four main themes: finding accessible healthcare spaces through the 'silent network' (local undocumented immigrants); making healthcare comfortable through cultural solidarity; and supporting emotional/mental health through the 'silent network'. Reference departments track patron interactions to illustrate the type and number of services provided as well as to tailor librarians’ time and expertise to the interest and needs of their patrons. Until 2010 the Reference, Education, and Community Engagement Department at the Calder Memorial Library tracked statistics using a complicated system of paper tic sheets and two Excel™ spreadsheets. After considering different electronic systems, the department decided to employ an electronic form created with SurveyMonkey™ to track patron interactions. After the system had been in place for three months, the authors administered a satisfaction and use survey to collect faculty and staff feedback on the new system. Seven months later the authors undertook usability testing to collect further evaluative data on the electronic form. The patron interaction form continues to be used to collect statistics, provide data for annual reviews, and recognize the contributions of all faculty and staff at the library. Network screening is a key aspect of the safety management process. The current standard methods in the Highway Safety Manual assume that intersections and roadway segments are independent, even though interactions between sites likely exist. One way to account for these interactions is by studying roadway corridors made of consecutive intersections and segments. This paper developed a roadway corridor definition to identify urban and suburban arterial corridors in Florida with context classification and lane count as defining features. Applying this definition to 10 Florida counties resulted in 1105 corridors with 14,097 fatal or serious injury crashes from 2017 to 2021. Historic crashes and a developed regression model were used to estimate the expected crash frequency for fatal and serious injury crashes with the empirical Bayes method. After performing k-means clustering on expected crash frequency per mile, 25 high-risk corridors were identified. The difference between the expected and predicted crash frequencies (potential for safety improvement) for each high-risk corridor provided a list of priority corridors for safety improvements. Countermeasures focused on speed reduction in suburban corridors would likely lead to the greatest reductions in fatal and serious injury crashes. This paper is divided into three parts. First, we analyze data from the 2016-2020 American Community Survey conducted by the U.S. Census Bureau to assess the demographic structure of Florida families. We find differences between Florida and other parts of the United States. These differences are the result of trends and patterns in migration to, from and within the state. Second, we examine the role that disasters in general and hurricanes in particular play in the family life of Floridians. Third, we review the literature to assess how responses to the COVID-19 pandemic influenced family life and the migration of families into, out of, and within Florida. Age-Friendly Health Systems (AFHS) commit to providing evidence-based, low-risk, coordinated care centered on what matters most to older adults, their families, and caregivers. Nova Southeastern University's South Florida Geriatric Workforce Enhancement Program (NSU SFGWEP) has partnered with primary care clinics to provide AFHS training and support to promote AFHS transformation in Broward and Miami-Dade Counties. NSU SFGWEP provides face-to-face and virtual training for AFHS and Electronic Health Record (EHR) documentation as part of the initiative. This project focuses on a group of primary care clinics in Broward County, Florida. In this paper, we evaluate the progress of AFHS transformation through six e-clinical measures that collectively provide indicators of the 4 M framework of AFHS (What Matters, Medication, Mentation, and Mobility). We used provider feedback and e-clinical measures aligned with the Center for Medicare & Medicaid Services (CMS) Merit-based Incentive Payment System (MIPS) to measure clinic outcomes. From Jan 1– Dec 31, 2019, to Jan 1–Dec 31, 2020, the clinics improved high-risk medication management (0–3.71%), advanced care planning (6.79%–20.74%), and fall risk assessment (no data- 46.72%). Excessive weight and a growing number of permit vehicles can cause an accelerated bridge damage. Therefore, there is a need to better control operation of heavy permit vehicles. This paper presents an approach to assess bridge life consumption by permit loads. An economic lifetime of a bridge is considered in terms of the number of load cycles to failure so that the structure has to be replaced. Each passage of a truck causes one or more load cycles and thus reduces or consumes a part of the total remaining fatigue life. An incremental consumption equation is derived, and it allows to convert fatigue damage to dollar damage by considering the bridge construction cost, traffic volume, and bridge parameters. The incremental consumption covers only weight exceeding the legal limits. This consumption approach is presented for representative average values and the individual consumption approach with the GIS system using Florida as an example. A developed approach can help state agencies to establish a rational and fair permit fee structure. The methodology is transparent and can be used by any state utilizing the available databases. Recently, local governments experienced unprecedented challenges to their recycling programs and are looking to alternative forms to meet their sustainability goals. Traditionally, waste management policies focus on using a mass-based recycling rate to promote and measure sustainability, however that metric inadvertently promotes recycling over source reduction. Here, we present a metric which measures a community's greenhouse gas (GHG) and energy use footprints for their consumed and end-of-life material streams. Using materials and waste statistics for Florida as an example, we estimated the consumed and discarded masses of 24 materials in 2018. We developed methods and used existing (i.e., WARM, literature) lifecycle assessment data to measure upstream and end-of-life environmental footprints of these materials. The total upstream footprints were approximately 12 and 10 times larger than the end-of-life GHG emissions and energy use footprints, respectively, indicating the need for sustainable materials management application. Mixed paper, cardboard, mixed construction and demolition (C&D) materials had the largest lifecycle footprints. We then use these data to illustrate a method for local governments to apply the alternative metric referred to as the lifecycle footprint reduction target. We demonstrate this target's application in Florida using a hypothetical 20% footprint reduction and provide approaches which focus on increasing the source reduction and recycling potentials of key materials to meet the target. The approaches included a junk mail ban, food donation mandate, cardboard takeback mandate, and building deconstruction mandate and were evaluated for their feasibility in meeting the target; the building deconstruction and the food donation mandate resulted in the greatest and least progress, respectively, toward meeting the target. These approaches provide local government a baseline for continued progress toward SMM application. Implications: Consumer consumption of manufactured products – the packaging for our food and beverages, the products in our homes and offices, the vehicles we drive, and the buildings we live and work in – ultimately must be discarded at the end of their useful life. It is through the management of residential and commercial solid waste that local governments face the consequences of society's materials consumption. Thus, not surprisingly, materials conservation efforts at the government level focus primarily on efforts to recycle waste and divert these materials from landfill disposal. Here we examine a concept whereby local governments – normally charged with collecting and managing residential and commercial waste, and thus setting waste recycling targets – expand their thinking to include all life cycle phases for the materials consumed and discarded in their jurisdiction. Tick Island Incised (TII) is a relatively rare variety of Late Archaic fiber-tempered pottery found across sections of central and northern peninsular Florida. The striking stylistic divergences of TII from other Orange pottery types have led multiple researchers to invoke foreign influences or migrations to account for its appearance. This paper presents newly collected data on TII vessels from the Silver Glen complex (8LA1/8MR123) and related sites along the St. Johns River and northern Gulf Coast. These data, which represent the most detailed information yet collected on the technology, style, composition, and spatiotemporal distribution of TII pottery, are used to address numerous published speculations regarding the type's timing, origin, and cultural meaning. This research supports the idea that TII's aberrant style, which features symbolically powerful sinistral or left-opening spirals, can be explained as an example of skeuomorphism linked to preexisting lightning whelk shell cups. It further indicates that TII appeared during a particularly volatile time during the Late Archaic period and that its use and deposition in ritualized contexts may have been part of a deliberate effort to intervene in ongoing historical processes and mediate their impacts. Background: Immigrant Latinx transgender people often migrate to the United States because of a desire for increased safety and more opportunities. However, after migrating to the United States, immigrant Latinx transgender people often struggle to access basic needs, including health care, jobs, and stable finances. These struggles are exacerbated for undocumented immigrant Latinx transgender people. There is a gap in the literature regarding needed resources for immigrant Latinx transgender community members living in the United States. Aims: Utilizing a critical intersectionality framework, the aim of the present study was to investigate the resource needs of immigrant Latinx transgender community members living in the United States. Methods: A community sample of 18 immigrant Latinx transgender people living in a large metropolitan city in Florida participated in individual semi-structured interviews to explore their community resource needs. Results: Thematic analysis revealed five themes related to resources that participants needed including: 1) Transgender healthcare/resources, 2) Public education, 3) Financial aid resources, 4) Homelessness resources, and 5) Addictions care. Two resource need-related themes were identified that pertain specifically to undocumented immigrant Latinx transgender people, including: 1) Documentation papers for access, and 2) Legal aid. Conclusions: Findings suggest that immigrant Latinx transgender community members in this study provided guidance about broad resources needed to enhance their wellness and safety, and promote liberation of community members. Participants' resource needs suggest the importance of policy and structural level changes from institutions with power that consider and enhance the wellness of immigrant Latinx transgender people. This paper presents a background of the rates at which educators, teaching artists, college students, retirees, parents, and the public attend arts programs in their schools and communities. The researcher circulated a 19-question online survey to measure the rates of attendance to visual and performing arts events, such as music, dance, arts community workshops, concerts, and festivals across Florida during the 2018–2019 academic year. The total sample size was 619 adults over 18 years of age. This paper applies a quantitative methodology to examine the respondents' dispositions of the arts in education and communities. The questionnaire requested that the respondents rank the importance of benefits of the arts in schools and share their attendance at school and community arts events. Findings from the study show that the respondents agreed on the importance of integrating arts in education, and that they possess the ability to advance a community's understanding of arts integration. Tangible results of arts attendance in schools and communities are presented, which could help arts school-community leaders in discussing ways to develop, promote, and cultivate resilient arts environments. Wrong way driving (WWD) crashes on high-speed limited access facilities often cause severe injuries and deaths. Conventional "Wrong Way" signs can reduce WWD events but can be insufficient in some cases. Intelligent Transportation Systems (ITS) WWD countermeasures can more effectively notify wrong-way drivers of their mistake. This paper compares the safety performance of two types of ITS WWD countermeasures implemented in Florida: Light-Emitting Diode (LED) signs in South Florida (which include one set of signs and one camera) and Rectangular Flashing Beacon (RFB) signs in Central Florida (which include two sets of signs and three cameras). The reduction in WWD events (911 calls and citations) and the percentage of wrong-way drivers who self-corrected their WWD behavior were used as surrogate safety performance measures instead of crashes, since WWD crashes are rare. Chi-squared tests revealed a significant reduction in WWD events at the LED and RFB treated sites compared to control sites without these countermeasures. Comparison group analyses indicated that the LED and RFB countermeasures reduced WWD events by 48.1% and 69.4%, respectively. Additionally, photographs taken by cameras on the countermeasures and/or closed-circuit television cameras monitored by the traffic management centers showed that over 16% of the 72 detected wrong-way vehicles self-corrected at the LED sites and 81% of the 353 detected wrong-way vehicles self-corrected at the RFB sites. The methods and results in this paper can help transportation agencies throughout the United States identify the most suitable WWD countermeasures and evaluate their performance. This paper will examine the contrasts in racial representations in films produced in Jacksonville at the cusp of the segregation era. These tensions will be examined by exploring how motion picture consumption factored into the politics of race in one of the largest cities in the New South during cinema's silent era. This will be accomplished by exploring how the marginalized and disenfranchised attempted to assert agency in public and private spaces despite living in an environment of white supremacy and social inequities. By tracing the lived experiences of African American moviegoers in a Southern city at the onset of the Jim Crow Era, a broader comprehension of the early American film industry's dismissiveness of – and at times outright insensitivity toward – acts of political terror against African Americans can be better understood. Although the contexts, structures and administrations of early childhood education (ECE) may differ internationally, effective pedagogical leadership remains an essential component in supporting young children's development and learning. This paper reports on a comparative study which considered ECE in two different settings, Finland and Florida, providing insight into teachers' perspectives on the characteristics of pedagogical leadership. This study sought to investigate and compare the perspectives of ECE teachers and directors in Finland and Florida via their discourses about teachers' pedagogical leadership. The goal was to provide an overview of the ECE teachers' and directors' discourses in each location, in order to allow comparison and a better understanding of the influence of aspects including locational contexts, curricular guidelines and teacher preparation on the ECE teachers' and directors' perspectives. A comparative case study design was used. The data consisted of semi-structured focus group interviews and individual interviews with ECE teachers and centre directors in Finland and in Florida. Data from the two locations were first analysed separately to identify the main discourses; secondly, discourses were compared collectively to reveal major themes. The analysis indicated a similar conceptualisation of distributed pedagogical leadership. However, differences were identified in teachers' expectations of independence in instructional decisions, and the extension of pedagogical leadership practices within and beyond the ECE centres. The analysis of discourses led to the identification of three major themes, which generated implications for teacher preparation, curriculum development and implementation, and ECE programme directions. The study enables a more comprehensible conceptualisation of teachers' pedagogical leadership as it emerged from teachers' and directors' discourses across two locations. Pedagogical leadership is recognised as an indicator of high-quality pedagogy in early childhood education and the findings highlight the need to continuously support and strengthen teachers' pedagogical leadership. This paper intends to outline a data integration response to the demands placed on the pastoral care department through the COVID-19 pandemic. Uniquely, these demands accelerated the need to implement documentation of care directed towards staff to complement the data derived from patient visitation. The motivation for this initiative is in part, to provide a complete picture of the care provided by hospital chaplains using an evidence-based approach through the implementation of data science. Spatiotemporal data are common in practice. Such data often have complicated structures that are difficult to describe by parametric statistical models. Thus, it is often challenging to analyze spatiotemporal data effectively since most existing statistical methods and software packages in the literature are based on parametric modeling and cannot handle certain applications properly. This paper introduces the new R package SpTe2M, which was developed for implementing some recent nonparametric methods for modeling and monitoring spatiotemporal data. This package provides analytic tools for modeling spatiotemporal data nonparametrically and for monitoring dynamic spatial processes sequentially over time. It can be used for different applications, including disease surveillance and environmental monitoring. The use of the package is demonstrated using the Florida influenza-like illness data observed during 2012–2014 and the PM2.5 concentration data in China collected during 2014–2016. Objective: Develop corridor-level network screening models to identify high-risk corridors where safety improvements could be implemented to reduce fatal and injury (FI) crashes. Methods: A novel corridor definition focused on context classification and lane count was developed and applied to urban and suburban four-lane divided arterial roadways in Florida. Negative binomial regression models were developed for multi- and single-vehicle crashes using 80% of the corridors (training set). Crash frequency predictions were obtained from the developed corridor models and similar site-level models from the Highway Safety Manual (HSM) models for the remaining 20% of the corridors (testing set). Results from all models were adjusted using the empirical Bayes (EB) method. Results: A total of 130 corridors were identified across seven counties. These corridors contained approximately 349 km (217 miles) of roadway and experienced 11,437 multi-vehicle and 746 single-vehicle crashes that resulted in fatalities or injuries from 2017 to 2021. After applying the HSM site-level models and the developed corridor-level models to the testing set (both with and without EB adjustments), the corridor-level models with EB adjustments were the most accurate for corridor crash prediction. Applying the corridor-level models with EB adjustments to the testing set gave a predicted value of 386.44 crashes/year, which was the closest to the observed crash frequency of 383.20 crashes/year. From the corridor-level models, a 3.48-km (2.16-mile) high-risk corridor in Miami-Dade County was identified and analyzed site-by-site using the HSM methodology to identify specific sites within the corridor where safety improvements could provide the most FI crash reductions. Conclusions: The corridor-level models were more accurate and statistically reliable than similar HSM models while being less data intensive. They also only required corridor-level data rather than data for each intersection and segment. By using readily available data, the methods in this paper can be easily replicated by agencies to develop their own network screening corridor-level models and expedite the identification of corridors in need of safety improvements to reduce FI crashes. Existing site-level network screening methods can be used to supplement the developed corridor-level methodology by identifying high-risk sites within identified high-risk corridors. The researchers conducted a case study to examine the relationship between campus and community newspaper exposure and perceptions of credibility for young adults. In the fall of 2005, the University of Florida partnered with the local paper to provide free copies of its paper on campus. In a 6-month period, two Web surveys (N = 3,400) of those enrolled in a general education class found that these readers view the campus newspaper as more credible than the community newspaper. Exposure and credibility for the community paper declined over time, but no significant changes were noted for the perceptions of credibility of the campus newspaper, although exposure declined for it. Researchers also found positive relationships between changes in credibility and increased exposure. Finally, perception changes for the college newspaper were linked to agreement with the campus newspaper's editorial policies. Implications are discussed. [ABSTRACT FROM AUTHOR]

This article discusses the importance of archiving slate commission papers, documenting the formation of public policy, and allowing the public access to an organized collection of the data gathered by the Florida Commission on Mental Health and Substance Abuse. Florida's citizens with mental illnesses or substance abuse disorders face a myriad of problems in the mental health system, which caused the Governor and Legislature to establish the Commission, with the mandate of solving the system's inadequacies. The collection includes the background research, promulgated reports, and videotaped meetings of the Commission. Community-wide vaccinations would be the most effective way to end the COVID-19 pandemic, and accessing vaccination sites would be central in this nexus. Given that the number of COVID-19 vaccines was limited to certain groups of people in the early phases of vaccine distribution, age-based prioritization may have overlooked differences in income levels and the races/ethnicities among older populations. In this vein, using two spatial accessibility measures based on spatially disaggregated hexagons, this paper assesses the disparities in spatial accessibility to vaccination sites with consideration of older populations' (65+) income levels and their races/ethnicities at the state and the county level. To evaluate the disparities and identify counties with the greatest disparities, a non-parametric two-sample Kolmogorov–Smirnov test at the state level and the G i ∗ statistic at the county level are implemented. The findings of this study indicate that older blacks, older Hispanics, and older populations below the poverty level had better access compared to older whites, older non-Hispanics, and older populations above the poverty level, respectively, at the state level, whereas access disparities varied at counties and geographic locales. We thus conclude that policymakers should take into account older populations' income levels and races/ethnicities for vaccine prioritization and should pay attention to counties with relatively high disparities in spatial access to vaccines. Most young children in the United States attend early care and education (ECE) programs, in which they eat 3–4 times daily. 'Division of responsibility' between adult and child means the adults are responsible for what, when and where, and the child is responsible for whether, what and how much to eat. A balanced division of responsibility can support children's development of healthy eating competency. This paper aims to describe division of responsibility during mealtimes during COVID-19 in Florida using a cross-sectional, mixed methods design. Questions were developed based on Trust Model and Social Cognitive Theory. A survey was completed by 759 ECE directors and 431 teachers, and 29 teachers completed in-depth interviews. COVID-19 increased teacher mealtime responsibilities. Most (95%+) ECE teachers provided meals at the same time and place daily (when and where). Children determined what and how much they ate, but did not serve or handle food. Implications include modifying mealtime routines to minimize the risk of COVID-19 and support healthy eating with a balanced division of responsibility. [ABSTRACT FROM AUTHOR]

This paper unpacks how dynamic political and media systems shape the kinds of frames political actors champion, when and how they express support for frames and the implications of both for individual claimsmaking. To do so, we conduct a rigorous qualitative analysis of discourse during a two-week period in which the Florida legislature considered and passed the Marjory Stoneman Douglas High School Public Safety Act after a shooter killed 17 people in Parkland, Florida. We systematically explore how two framing dynamics – competition and amplification – shape what frames political actors champion and the relative effects of these dynamics on individual claimsmaking in 438 letters to the editor and op-eds appearing in mainstream outlets, 4,962 emails sent to Florida Governor Rick Scott, and 1,000 tweets. We find that amplification and competition shape the relative visibility of frames and the frequency with which individuals use these frames in their claimsmaking. Generally speaking, gun control and progressive groups selectively amplified frames associated with the emerging, student-led Never Again Marjory Stoneman Douglas movement and legislative frames that were consistent with their goals. This seems to have increased the visibility of these ideas in mainstream outlets and influenced claimsmaking insofar as individuals drew on amplified frames across the forums relatively frequently. This was not true of frames opposing gun control. Gun rights groups bickered with politicians and among themselves. Despite the escalation of crises related to a car-dependent system – global warming, habitat fragmentation, and the continued depletion of nonrenewable resources – the governing assumptions behind automobility remain unchanged. In this paper, we argue the endurance and continued expansion of a transportation regime centered on automobility in the US represents a zombie policy formation, simultaneously reliant on and consolidated by crises. Examining governance of the proposed Osceola Parkway Extension in Central Florida, we unpack the rationalities governing expressway development and the connection between road infrastructure and continued suburban development. Even as environmental crises are articulated in US policy, the focus on alleviating crises of congestion continues to propel automobility forward. However, it is not functioning as it did in an earlier life. Once lauded as a sign of modernity, automobility is now cynically advanced to perpetuate road construction and suburban developments. Expressway authorities invoke environmental crises and employ a discourse of sustainability to justify road infrastructure expansion as necessary. Thus, expressways are posed as the solution to the crises that automobility causes. We argue this contradictory governance paradigm, which ostensibly should be dead but continues to move forward, represents a zombie automobility. [ABSTRACT FROM AUTHOR]

The pandemic and resulting shift to remote work stressed the importance of distance library services. As librarians explored different modes of engagement, embedded librarianship became increasingly important but also more complicated than before. While there is a wealth of literature on embedded librarianship, few authors agree on how to define it or discuss its specific challenges during the pandemic. This paper will present the experiences of two academic librarians working in different departments at the same institution, informed by the literature; the authors will highlight the complexity of embedded librarianship during this unique time while addressing challenges and offering recommendations. The tragedy of the sudden collapse of the 2021 Champlain Towers condominium building in Surfside, Florida raises issues of civil liability and throws into doubt the sustainability of the current model of condominium association governance. This case study evaluates the potential causes of the collapse, and reactions of various parties including the consulting engineering company, city regulators, condominium association board, outside property manager, original builder, and unit owners themselves. By conducting a comprehensive literature review, this paper is aimed to find out the reasons, frequency and liability of building collapse, as well as the roles condominium governance, financial modeling, poverty, or statutory language play in the tragedy. Some advice for further improvements to improve board sustainability is given to original developers, contractors, engineers, and insurance carriers. The current model of condominium management has blind spots and appears to be unsustainable. One suggestion to fix the problem is to require that insurance be obtained to insure the liability of condominium associations, including for this type of tragedy. That would create a financial risk/incentive for the insurance company to ensure adequate management and upkeep. The insurance company should also set board member expertise qualifications, insurance premiums, need for outside expertise, required inspections/maintenance, and replacement reserves that are required to maintain that coverage. Increasing concerns about automation of work raise the question what the demographic components are that promote the spread of technology. What is the relationship between the presence of immigrants and automation? This paper is divided into two parts: an empirical investigation and a historical case study. Empirically, we use data from the International Federation of Robotics and the American Community Survey to show that US counties that have a higher share of foreign-born population, especially from Latin American countries (low-skilled), but also from China and India (high-skilled), exhibit less robot exposure, which confirms the intuition that regions with more low-skilled and high-skilled immigrant workers with low wages and low organizational clout provide employers with alternatives to robots. The case study of the Florida sugarcane producers shows that the availability of low-skilled foreign workers can diminish incentives to mechanize production unless protests/ lawsuits make them more expensive. An academic research institution and a corporate hospital system formed a new graduate medical education (GME) consortium. The consortium objectives were to increase the scholarly activity of the residents and fellows in a national hospital system's GME residency program to match the requirements set forth by the Accreditation Council for Graduate Medical Education. A GME librarian position was created specifically to serve the GME research programs at Florida area hospitals to help with this objective. This paper describes the experience, activities, and lessons learned from the creation of an entirely new GME library program and librarian position for a nine-hospital region in Florida. The 2015 Peril of Flood Act mandates that municipalities in Florida, USA consider sea level rise (SLR) in the coastal element of the comprehensive plan. Because the mandate lacks specificity, planning actors have broad discretion on how to respond. This paper examines how state, regional, and local level actors are implementing the mandate through a case study of the Tampa Bay region. Documents and interviews reveal that state agency staff provided inconsistent compliance guidance. Regional organizations developed credible planning intelligence and promoted collaboration and shared learning. Local planning actors, led by champions, utilized the mandate as political cover and a window of opportunity to pursue progressive planning. These champions were committed to technically competent planning practice and a moral duty to plan for SLR. The analysis reveals the importance of a top-down mandate to spur SLR planning in Florida when paired with regional capacity building and local level progressive champions. [ABSTRACT FROM AUTHOR]

Citrus greening, also called Huanglongbing (HLB), has affected citrus production globally. In Florida, the disease has decimated citrus production area and overall fruit yields. Emerging results show that some nutrients applied in a balanced and constant nutrition (BCN) program alleviate tree stress by improving root health, canopy size and tissue nutrient concentration. In this paper, we discuss the current strategies for managing citrus in Florida, and roles of macro- and micronutrients in citrus and other crops. Further, we discuss the role of macro- and micronutrients in potentially restoring root health and tree performance. The Landscape Architecture Foundation (LAF) advocates evaluating built landscape projects' performance and collecting evidence to guide future practice. However, in the first few years of landscape performance research, various case studies, while quantifying a number of desirable outcomes, failed to evaluate projects' performance against their original goals. Therefore, they did not sufficiently establish relationships between goals, design solutions, and performance. This paper aims to demonstrate the need for goal-driven performance evaluation through an urban park study in Florida, USA. We evaluate Depot Park's level of accomplishment regarding four design goals and discuss experiences and lessons learned during the process. The results show that although it is feasible to conclude whether a project is making progress towards its goals, determining whether the goals are achieved or the level of accomplishment can be difficult. This paper performs a qualitative critical discourse analysis of 52 local news articles from four Florida (United States) newspapers to identify and expand the notion of journalistic boosterism. In the paper, I argue that boosterism—everyday news that promotes mediatized notions of a community's dominant traditions, dominant identities, and potential for future prosperities—functions as a form of social control by performing, as banishment, an act that secludes particular social groups from participating in community spaces, social roles, and storytelling. This paper conceptualizes journalistic boosterism as operating via a duality of community building and social banishment, a practice that continues to spread across the globe. Regional economic assessments (REAs), including economic contribution and impact analyses, are often used in resource-based industries to inform policymakers, elected officials, and the general public of an industry's role within the regional economy. However, REAs have been difficult to conduct for the aquaculture industry due to issues with data availability and quality. This paper will provide an overview of economic contribution analysis, the challenges associated with applying these analyses to U.S. aquaculture production, and techniques to overcome these challenges. The Florida shellfish aquaculture industry is used as an example to highlight some of the data issues and how using different methods within a REA can lead to inaccurate representations of an industry's economic contribution. Despite the excellent research on incivility in social spaces, it is unclear if this pattern of meanness holds true in more personal communication such as email. Drawing on an original sample of 2,509 e-mails sent to Florida Governor Jeb Bush in response to his efforts to reinsert the hydration and nutrition tubes of Terri Schiavo, we analyze how individuals differentially use (in)civility and emotional expression in their claimsmaking. We find that emails sent to Bush about the Schiavo case are largely polite, even when individuals' disagreed with Bush's intervention on Terri's behalf. At the same time, we find a lot of emotional expression in the emails, and that the first emotional expression typically was negative. In order to better understand the relationship between (in)civility and emotion, we qualitatively analyze the 383 emails containing incivility, and find that individuals directed their negative emotional expressions at different targets. Additionally, we see different patterns in how negative emotional expressions are paired with uncivil communication according to the target. Emailers expressing negative emotions and incivility at Bush largely criticize him for violating individual rights, and, nearly half, blast him for prioritizing the Schiavo case over other problems facing the state. In contrast, emailers using uncivil language and negative emotional expressions at Terri's husband and a prominent judge try to persuade Bush to hold one or both of these men accountable for Terri's death. In this paper, a relatively less studied class of structures is presented based on the research conducted on Florida's movable bridges over the last several years. Movable bridges consist of complex structural, mechanical and electrical systems that provide versatility to these bridges, but at the same time, create intermittent operational and maintenance challenges. Movable bridges have been designed and constructed for some time; however, there are fewer studies in the literature on movable bridges as compared to other bridge types. In addition, none of these studies provide a comprehensive documentation of issues related to the condition of movable bridge populations in conjunction with possible monitoring applications specific to these bridges. This paper characterises and documents these issues related to movable bridges considering both the mechanical and structural components. Considerations for designing a monitoring system for movable bridges are also presented based on inspection reports and expert opinions. The design and implementation of a monitoring system for a representative bascule bridge are presented along with long-term monitoring data. Various movable bridge characteristics such as opening/closing torque, bridge balance and friction are shown since these are critical for maintenance applications on mechanical components. Finally, the impact of environmental effects (such as wind and temperature) on bridge mechanical characteristics is demonstrated by analysing monitoring data for more than 1000 opening/closing events. Over the past decade, research in the Aucilla River of northwestern Florida, USA, has focused upon understanding the geoarchaeological context of numerous formerly-terrestrial, now-inundated sinkhole spring sites and the landscapes surrounding them. Dozens of terminal Pleistocene and early Holocene-aged diagnostic artifacts have been recovered from this river, some in association with drowned terrestrial soils and intact dateable stratigraphy. Currently-terrestrial sites have thus far proven nearly undateable and are often conflated and deflated, but they provide evidence of extensive and resilient lifeways along the Aucilla River basin over thousands of years. The wealth of paleoenvironmental proxy data recovered from the drowned landscapes can help to explicate where, why, and how some sites have preserved while others have not. These data further suggest how people were adjusting to their changing environments over the more than 14,000 years they have been occupying the Aucilla River basin. This paper details the methods utilized to work on both sides of the waterline to reach a more holistic understanding of geoarchaeological context and human societies in the Aucilla River basin. This paper investigates the impact of the 2016 presidential election on the Opt Out Florida Network (OOFN). Findings indicate that the widespread protests against the Trump presidency after the election highlighted the need to reframe OOFN's message in order to motivate membership to act for democratic schools. Public opinion researchers often find changing attitudes about pressing public health issues to be a difficult task and even when attitudes do change, behaviors often do not. However, salient real-world events have the ability to bring public health crises to the fore in unique ways. To assess the impact of localized public health events on individuals' self-reported behavior, this paper examines Floridians' intentions to take preventative measures against the Zika virus before and after the first locally transmit- ted case of Zika emerged in Florida. We find that local and national media coverage of Zika increased significantly following its first transmission in the U.S. Critically, we also find that Floridians surveyed after this increase in media coverage were more likely to pay attention to Zika-related news, and self-report intentions to take protective action against the virus. Ave Maria is a New Urban university town in rural southwest Florida that embodies a conservative Catholic world view. The way it responded to the recent housing market crash is a good example of how negotiations between religious and non-religious spheres are constantly spatialising new, and reinterpreting existing, values, landscapes and practices. At times, the outcome of these dynamics clearly articulates distinctions between religious and non-religious domains. However, there are also circumstances where the difference between religious and non-religious domains is a matter of degree rather than a binary. In Ave Maria, planned ‘religicity’ and its interplay with non-religious forces result in varying gradients of spatial sacralisation. This paper shows that planned religious developments ultimately rework the concept of belief in ways that cannot be fully controlled, open up new possibilities for spiritual practice and broaden the identification of influential agencies at work in the construction of urban settlements. Ave Maria exemplifies the productive power of religion to make things happen spatially, through dialectical relationships with the physical, economic, cultural and political forces. Following Florida's seminal work on the 'creative class' there is a great deal of interest concerning whether creativity, as an input, is important for regional growth. Answering this question requires developing a production framework that can distinguish creativity from other inputs. With data from Europe, this paper integrates the concept of information and communications technology (ICT) and the creative class into a theoretical production function. Findings reveal that not only is there a positive and interactive relationship between creative workers and ICT, but the combination of creative workers and ICT leads to higher levels of GVA growth. Moreover, creative workers were found to have a larger impact on growth in comparison with traditional human capital measures (i.e. graduates). Thus, findings from this research suggest that the creative class should not only pay attention to socio-economic preferences of individuals, but it must include wider social resources, such as ICT. Reinforced Concrete (RC) and Prestressed Concrete (PC) structures using conventional materials in aggressive exposure conditions are susceptible to corrosion. Non-corrosive reinforcement materials such as: Glass Fiber-Reinforced Polymer (GFRP) rebars; Carbon Fiber-Reinforced Polymer (CFRP) strands; Stainless-Steel (SS); and Epoxy-coated steel (ECS) reinforcing bars, are attracting attention as more appropriate options in concrete structures. This paper addresses a Life Cycle Cost (LCC) analysis that verifies the cost performance of four different alternative reinforcement bars for the design of a demonstration FRP-RC/PC bridge in Florida, namely Halls River Bridge (HRB). The four different alternatives to be compared are namely Carbon Steel (CS), SS, FRP, and ECS, and the analysis is performed over 100-years. Additionally, a Life-Cycle Assessment (LCA) is included in the analysis to investigate the environmental credentials of the four design alternatives. Cost sensitivity analyses over specific parameters are included. The parameters analyzed are: reinforcement cost, changes in chloride concentration levels over the bridge service life, and discount rate values.
