The time-varying dynamics of the transition to renewable energy reflect the effectiveness and efficiency of energy policy. This paper investigates renewable energy transition behavior in China using Markov regime-switching models. Two distinct phases, expansion and contraction, are identified based on the growth rates of renewable energy consumption share. We find that since China started its new-energy national strategy in 2005, there has been an extended period in which it has been in the expansion state, although it occasionally reverts to a contraction state. Intriguingly, we uncover that the timing of transition state changes can be explained by the changes in policy-related, market-based instruments and risk-related indexes. These findings present implications for policymakers in developing more precise and effective policies, that drives investment choices to align with the goal of a sustainable energy system. Demand Response (DR) has been extensively developed and implemented in the US and Europe. However, DR hardly exists in many developing countries for similar problems such as rigid power market and state monopoly. With the increasing imbalance between supply and demand in China's power industry, the government has issued new policies on DR and approved the first batch of pilot cities. China is setting a good example of how to encourage DR under monopolistic electric market and open up the market to aggregators and DR suppliers. This paper summarizes the current DR status, feasible DR market schemes and DR pilot projects in China. First, electric power system reform, renewable energy policies and power industry development are reviewed, highlighting the problems associated with the current dispatch mechanisms of DR policies and markets. New DR programs and DR-related policies are also introduced. On this basis, the driving forces and challenges associated with DR in China are analyzed. The major challenge is the lack of a suitable market mechanism for the current Chinese power industry. Hence, this paper presents six feasible strategies that fully utilize the existing policies. China is vast, abundant and particularly plentiful in energy sources, due to which it has obtained remarkable achievements on economy. However, its energy structure is too simple to support the sustainable development of economy as coal still contributes to the majority of energy consumption in China. As a consequence, Renewable Energy Law was enacted in 2005, and Chinese government announced a series of policies to boom renewable energy industry. Subsidy policy is one of the major forms of these policies. This paper aims to present these subsidy policies and to analyze their effects according to relative data in energy industry 2005–2013, to find out the deficiencies and enlighten possible policy improvements. The original intentions and abstracts of 5 different levels of subsidy related policies are summarized, and the effects in reality are attentively analyzed. It can be concluded that subsidy policies have different short-term effect on different renewable energies, and they all show some negative effect to a certain extent. 6 core problems are summarized in this paper, and remedy strategies are suggested. Green roof is an effective energy efficiency measure to reduce the building cooling load in summer and heating load in winter, in addition, it can add ecological benefit and landscape value to the community. Therefore, it has attracted extensive attention worldwide. This paper studies the selection of planting materials, plant configuration patterns and plant growth medium of the green roofs in China, and presents the researches on ecological benefits, thermal performance, and applications of the green roofs in China. This paper also introduces and analyzes the green roofs development policies in China, including the incentive mechanism, laws and regulations, and finally presents the analysis and suggestions on their application prospects. Identifying the research topics of China's energy transition policy and predicting future research trends are crucial for policymakers to make informed decisions and advance the energy transition. This study applied the Latent Dirichlet Allocation (LDA) to extract 26 major research topics from the 13,976 abstracts of Chinese policy research papers in web of science (WOS), conceptualized the five most popular topics and used the ARIMA model to predict trends over the next 36 months. The results show that except for Economic and Environmental Impact of Renewable Energy Consumption (Topic13), which will first experience unanticipated fluctuations and then show strong growth capacity, all other topics will continue to remain positive growth trend. Research and Development (Topic3) is driven by the urgency of China's energy transformation. Economic and Environmental Impact of Renewable Energy Consumption (Topic13) is driven by the potential for the development of renewable energy. Economic Impact of Climate Change (Topic26) is driven by the climate change debate. Abstract: Recently, energy production in China fell behind energy consumption. This poses important challenges for the rapidly growing Chinese economy. As a consequence, the causal relationship between energy consumption and GDP is an important empirical issue. This paper examines Granger causality between energy consumption and GDP in China using province-level data. The current paper extends the Granger causality analysis employed in previous studies by taking into account panel heterogeneity. Specifically, four different causal relationships are examined: homogeneous non-causality (HNC), homogeneous causality (HC), heterogeneous non-causality (HENC), and heterogeneous causality (HEC). HC and HNC hypotheses are rejected for causality in either direction, from GDP to energy or from energy to GDP, which implies that the panel made up of Chinese provinces is not homogeneous. Then, heterogeneous causality tests (HEC ad HENC) are conducted for each province. For the causality running from GDP to energy, 19 provinces exhibit HEC and 11 provinces exhibit HENC. For the causality running from energy to GDP, 14 provinces exhibit HEC and 16 provinces exhibit HENC. Abstract: Renewable energy technologies offer an economically viable and environmentally suitable scenario towards addressing energy requirements for rural livelihoods. China''s Renewable Energy Rural Electrification Program, initiated in 2001, is an effort to employ renewable energy technologies on a large-scale for rural electrification. The Program has been designed with several stages. This paper firstly offers an analysis of the problems encountered during the progress of this rural electrification program, using data obtained from field survey of representative areas in western China where the first stage of the program was implemented. The paper then explores feasible solutions in order to address existing rural energy issues and provide long-term reliable energy service for remote communities. Abstract: China''s total energy consumption, according to the official data, decreased impressively during 1997–1998 and increased sharply during 2003–2007, which in turn resulted in energy intensity fluctuation. Many literatures explained this “unusual phenomenon” from the perspectives of technical change, economic structure shifting and statistical data quality. They measured aggregate energy in thermal units by using linear summation approaches. In this paper, from the perspectives of heterogeneity and imperfect substitutability among diverse energy types, we further examine China''s aggregate energy consumption by using Divisia (Sato-Vartia) approach. The results show that China''s aggregate energy consumption and intensity fluctuated slightly less than values calculated by using conventional linear approaches, and the “unusual phenomenon” is partly explained. It also implies that China''s energy intensity changes in 2006–2007 are slightly more optimistic than those officially reported, and the official communiqué of provincial energy intensity reduction achievements are partly bias. Some provincial achievement are underestimated or overestimated on some provinces. Our empirical results are also helpful to further research, such as energy–economic modeling, energy price elasticity, and elasticity of substitution among capital–labor–energy–material (KLEM). Abstract: There are many kinds of methods to estimate the energy requirement or fuel consumption in the optimal design and minimize the life cost of a building. The bin method is one of the most popular ways to estimate the energy performance of a building, which is based on the hourly-based outdoor dry-bulb temperatures of all days in a whole year. There is lack of information about the bin weather data in China. In this paper, the ambient temperature bin data for 26 cities in China are generated. Based on the method used in this paper, the bin data can be calculated with the long-term daily weather record or TMY weather data, the deviation between them is acceptable. Reliable energy statistics serve as the foundation and starting point for understanding the climate policies of any country. As the most comprehensive sources of energy data for China, China Energy Statistics Yearbooks (ESY), published by the National Bureau of Statistics (NBS), underwent three major revisions since 2005. This paper analyzes how these three major revisions correspond to data on China's energy use from 1996 to 2012, and theirs impacts on CO 2 emissions, emission intensity and the share of non-fossil energy in total energy consumption, which are key indicators of China's climate policies. Some notable changes include CO 2 emissions for 2012, which increased by 594 Million tons – a figure equivalent to South Korea's annual emissions, which implies that China's emissions at peak level will be higher than previous estimation. Meanwhile, revised emission intensity data show a higher amount and lower decreasing rate, which means that China's achievements in decreasing emission intensity during 2005–2012 have been overestimated, while future difficulties for achieving the goal of 40–45% reduction will be greater. On the share of non-fossil fuel energy in China's total energy mix, the adjustments increased the indicator by 1.26%, reflecting the fact that China's effort in developing non-fossil energy had been underestimated. Discrepancies in reported scattered coal in different statistics versions are the main contributors to these changes. To further enhance the reliability of its energy statistics, and thereby its climate policies, China should remove incentives for misreporting through legal means, and make the technical system for data collection more comprehensive and accurate, with particular emphasis on scattered coal. Because industrial sectors in China are energy-intensive, improving energy efficiency and promoting energy savings in these sectors are of great importance for the further sustainable development of China’s economy. Using a proposed meta-frontier data envelopment analysis (DEA), this paper analyzes the total-factor energy efficiency and energy savings potential in China’s provincial industrial sectors for the years 2000–2014 from three perspectives, namely, the technology gap, management, and scale. The results indicate that (1) driven by technological progress, energy efficiency during the sample period was greatly improved, though the expansion of technology gaps between regions and the decline in scale efficiency represented two significant handicaps; (2) the current energy efficiency in China’s industrial sectors remains extremely low, indicating that there is considerable potential for energy efficiency improvement and energy savings; and (3) the sources of energy inefficiency and energy savings potential in China’s industrial sectors exhibit spatially distinct characteristics. Accordingly, it is determined that most of China’s eastern provinces should focus on improving scale and management efficiency, whereas most of its central and western provinces should concentrate on three factors: narrowing the regional technology gap, improving management efficiency, and optimizing the industrial scale. This paper links theoretical perspectives from energy efficiency economics with those observed from corporate environmental strategy to develop a framework for explaining energy efficiency strategies by firms in response to national policies and local regulations in China. The framework is refined through analytic generalization of 20 cases from four industries and four cities in Jiangsu Province, and reveals two strategies: 1) firms with moderate institutional pressure seek incremental competitiveness by adopting energy-saving technologies, which is reinforced by their informational, organizational, and financing capabilities, and facilitated by voluntary policies and industrial competition; 2) firms with survival risk or development constraints under regulation seek a position favored by local governments by replacing old plant and equipment with larger, more efficient ones and contributing to the local community. The Chinese case studies reveal a strong institutional impact on firms' choice of business strategies and particularly the positioning strategy. Energy security is important for the economic and social development of a country, especially for China, because it has become one of the biggest energy consumers in the world and the energy security varies greatly in different regions. However, most existing studies evaluate China's energy security from the perspective of the whole country, while few studies from the perspective of different regions within the country. So this paper aims to evaluate China's provincial energy security from 2010 to 2016, not only identify the problems but also provide policy strategies. Firstly, a comprehensive evaluation system of energy security is established including availability and stability of energy supply dimension, sustainability and acceptability of energy use dimension, and external influences of policies and market dimension. Secondly, the combination method of the order relation and the entropy method is utilized to evaluate the provincial energy security in 30 provinces, which considers both subjective and objective information. Thirdly, according to the changes in the ranking of provincial energy security between the 30 provinces over the 7 years, this paper analyzes the reasons and put up corresponding suggestions. The results show that there is still a huge gap among different regions and some provinces changes greatly in the ranking. The most energy-secure provinces are mainly in the northwest and northeast provinces with abundant natural resources such as Shanxi, Shaanxi and Sichuan, the least energy-secure provinces are mainly in the resource-deficient regions such as Zhejiang, Guangxi and Jiangxi. In recent years, China has started to change its growth strategy to a more sustainable model in response to the limits-to-growth dilemma. Specifically, the national policy advocates to promote the use of green-manufacturing technologies through demonstration projects, and to incentivize Chinese manufacturers to adopt these green-technologies that are also encouraged by local governments. These green technologies can increase the economic gains of manufacturers by reducing costs on energy consumption and shift away from selling low-margin products. However, the local authorities often encounter obstacles when implementing policies for promoting these technologies among manufacturing firms. This paper explores the factors that affect the decision-making of user firms throughout the policy implementation process. Based on the econometric analysis of the survey for China's electric motors upgrading project in Guangdong Province, this study shows that three key factors are helpful in the local government's effort to implement the national project, i.e. manufacturers' awareness, the understanding of the energy-efficiency technology, and the long-term macroeconomic benefits. In addition, encouraging the participation of financial institutions is especially useful for local governments to convince small-and-medium sized firms. Renewable energy is an important factor in achieving a low-carbon economic development path in China. This paper investigates the factors influencing renewable electricity consumption in China. Specifically, the factors that influence the share of renewable electricity in total electricity consumption in China is investigated using data from 1980 to 2011 and employing the Johansen cointegration technique and vector error correction model. The result of the analysis shows that there is a long run relationship between renewable electricity consumption and GDP per capita, trade openness, foreign direct investment, financial development and share of fossil fuel in energy consumption. Economic development and financial development promotes renewable electricity consumption while foreign direct investment, trade openness and the lobby of conventional energy sources undermine the share of renewables in total electricity consumption in China. While the effects of shocks to the other variables appear to die out over time, the “lobby effect” is persistent and explosive. The results also show that there is a uni-directional short run causality from financial development to renewable electricity consumption and from renewable electricity consumption to trade openness. The Chinese government should pursue policies that not only increase the amount of renewable electricity, but also increase the share of renewables in total electricity consumption. Since 2000, solar thermal utilization (STU) has a great process in China, not only with a large scale commercial development, but also with an increasing number of scientific publications and patent applications. In this paper, several representative technologies of STU in China are studied based on an analysis of the relationship between patents and policies. Patent information of STU is collected and analyzed in terms of the time distribution, type distribution and technical trends. The main driving factor—energy policy—was discussed through the patent analysis. STU patents took off after the millennium and 85.8% of them came from the solar water heater. For conventional technologies, 94.2% of the granted patents were from companies and individuals, and the patents proposed by various research institutions were mainly in the technological beginning and technological maturity. Advanced technologies are still at a growth stage in China, and they have 412 patents in all and 70.5% of the patents were from systematic design and test method. Energy policies have played a significant role in promoting the progress of STU in China. The coordinated actions of the central and the provincial governments are important in improving China's energy efficiency. This paper uses a three-dimensional decomposition model to measure the contribution of each province in improving the country's energy efficiency and a small-sample hybrid model to forecast this contribution. Empirical analysis draws the following conclusions which are useful for the central government to adjust its provincial energy-related policies. (a) There are two important areas for the Chinese government to improve its energy efficiency: adjusting the provincial economic structure and controlling the number of the small-scale private industrial enterprises; (b) Except for a few outliers, the energy efficiency growth rates of the northern provinces are higher than those of the southern provinces; provinces with high growth rates tend to converge geographically; (c) With regard to the energy sustainable development level, Beijing, Tianjin, Jiangxi, and Shaanxi are the best performers and Heilongjiang, Shanxi, Shanghai, and Guizhou are the worst performers; (d) By 2020, China's energy efficiency may reach 24.75 thousand yuan per ton of standard coal; as well as (e) Three development scenarios are designed to forecast China's energy consumption in 2012–2020. Abstract: Micro-grids are effective concepts and systems to interface renewable and sustainable energy resources into utility, which has been paid significant attention. In this paper, the policies and demonstrations of micro-grids for researches and developments, as well as practical applications in China have been comprehensively reviewed. Many recent policies on renewable energy and micro-grids are summarized, which have been guiding and contributing the development of micro-grids in China. Additionally, the available micro-grids demonstrations in China are also introduced in detail. Finally, the emergency necessaries and trends of micro-grid applications in China have been concluded. Abstract: Renewable energy and energy efficiency (REEE) policies have far-reaching implications for energy security, climate change, economic competitiveness, pollution, and human livelihood. For these reasons, REEE has become a national priority for the Chinese government, particularly since 2005. This paper aims to critically review China's REEE policies in six sectors: electricity, industry, transportation, buildings, and local government. In addition to examining the progress China has made in the development and implementation of REEE policies, this review also identifies limitations and room for improvement. Abstract: Solar photovoltaic (PV) power is a new and green energy source. China has significant opportunities for solar energy utilization with its huge solar resource. The solar PV power in China has developed for 50 years, and experienced a rapid progress in the last 10 years. To address the needs of the fast growth of the PV power industry in China, it is critical to identify, analyze and understand the growth path and the characteristics of the industry. This paper summarizes the status of the solar energy resources and the development of the solar PV power industry in China, and puts forward the main factors that impacted the development of the industry. A study refers to the selected five main factors the factors are: technology research and development, industrial plans, laws and regulations, electricity price policies, and projects incentive policies. A multifaceted approach including literature survey, statistical data investigation, law review, and regulation and policy study are adopted to investigate these factors. Analysis of the typical events, the growth process and the characteristics of the five factors, allows the establishment of growth route models. Abstract: Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents’ affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public’s acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP. Rather than just focusing on economic factors, public environmental awareness should be highlighted during the implementation of TEP, because cost is not a statistically significant determinant in this study. Moreover, the public acceptable rate of premium of TEP in the urban cities, according to our research results, may be below .05RMB/kWh. [Copyright &y& Elsevier]

Abstract: Electrification level is a significant topic in energy and electric power planning. The paper sets up a LEAP model and designs three scenarios of economic growth of China, and simulates China''s electrification level by 2030. The results show that China''s electrification level has a larger increase potential in the mid-long term and rapid change of economic development pattern can help to increase the electrification level. By 2015, energy used for power generation will account for 43.3% of total primary energy consumption, while the ratio of electricity consumption to total final energy consumption will be about 23.1%; by 2020, the ratio of energy used for power generation to total primary energy consumption will increase to 44.9%, and the ratio of electricity consumption to final energy consumption will be about 25.6%; by 2030, the ratio of energy used for power generation to total primary energy consumption will be up to 47.2%, and the ratio of electricity consumption to total final energy consumption will reach about 28.9%. Abstract: The interplays among economy and energy and environment have been widely concerned. This paper put forward several indicators to quantify the relationships among economic growth and energy consumption and CO2 emission. As an example, these indicators were applied to evaluate the comprehensive performances of China during 1990–2007. The results show that Chinese people has been living a better life with Chinese rapid economic growth but not synchronously in urban and rural areas. Non-carbon energy resources share has increased; however, fossil energy resources have still acted as the main driver for Chinese economic growth during this period. Technical progress has improved the fossil energy efficiency of Chinese economic activity, which leads to CO2 emission per unit GDP and CO2 emission per capita unit GDP dropping simultaneously; however, the two indicators’ annual decline rates become smaller and smaller, which reflects that technical progress’ role is dropping and economic scale''s effect is climbing. People''s survival has a rising contribution to CO2 emission. CO2 emission per capita has increased, which shows that economic scale has greater impact on CO2 emission than technical progress does. Relatively speaking, Chinese development patterns have become more and more sustainable during this period. Finally, based on the related issues being discussed, some corresponding suggestions are put forward for Chinese government to further coordinate the relationship among economic development and energy consumption and CO2 emission. Abstract: Energy conservation (EC) has been taken as basic state policy in China for more than 20 years and China achieves 3.9% annual energy saving from 1980 to 2005. In 2006 China Central Government firstly set up a binding target of reducing GDP energy intensity by 20% in its 11th Five-Year-Plan (FYP). At the end of 2010, 19.1% reduction in energy intensity has been achieved, which is 95% of the target and means 608 million tons stand coal equivalence (sce) saved, 1510 million tons CO2 emission reduced, 300 billion RMB¥ saving in energy bill and vast saving in infrastructure investment. This paper is systematical review and prospective analysis on energy policy issue in China. Review on policy evolution and progress of EC and Emission Reduction (ER) in China during the 11th FYP periods is presented in detail. Outlook of energy demand and supply into 2050 is presented and the roadmap to realize sustainable energy development is drafted to set the framing constraints for China''s energy policy options. Rationality and feasibility analysis on newly formulated 12th FYP EC and ER target is also addressed. Then lessons from the 11th FYP periods are drawn and factors underlying and limiting the policy formulation and implementation are discussed in details to probe the policy predicament and solutions. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. Abstract: The purpose of this research is to find a statistical methodology to investigate the national energy consumption in the public buildings sector in China, in order to look into the actuality of the national energy consumption of public buildings and to provide abundant data for building energy efficiency work. The frame of a national statistical system of energy consumption for public buildings is presented in this paper. The statistical index system of energy consumption is constituted, which refers to the general characteristics of public buildings, their possession and utilization of energy consumption equipment and their energy consumption quantities. Sequentially, a set of statistical report forms is designed to investigate the energy consumption of cities, provinces and the country, respectively. Abstract: Energy efficiency is an important factor in developing energy policies as it represents the extent to which resources support economic output. In recent literature, relevant studies have mainly focused on aggregate energy efficiency, but rarely touched on the marginal efficiency of diverse energy resources and their comparative substitution rate. During 1978–2003, China''s energy efficiency continually increased; and consequently became a hot topic in contemporary literature. However, there is no empirical study on the relationship between energy structure and energy efficiency. In order to close the gap, this paper reports the empirical study of the impact of China''s energy structure on its energy efficiency from 1978 to 2003.
