HIGHLIGHTS Riau forests are characterized by high carbon absorption potential, due to having the largest peatland hydrological unit in Indonesia but are experiencing significant pressures on forest conversion for oil palm. The forest moratorium in Riau has not been very effective. Out of 4.2 M ha of remaining forest area only 1.2 M ha is forested and deforestation continues. The ever-changing forest moratorium map and weak regulations have created loopholes that allow certain areas to be excluded from the moratorium and consequently issue new licenses. Forestry concession holders continue to prioritize timber and pulp businesses over ecosystem restoration due to a lack of supportive government regulations and limited incentive mechanisms for ecosystem restoration initiatives. A One Map policy is important in order to avoid overlaps between forest areas, spatial planning and licensing. SUMMARY Current national policies emphasize the vital role of forestry and land use in meeting emission reduction targets. The forest moratorium aims to reduce emissions by protecting primary forests and peatlands from deforestation and degradation. While the forest moratorium has been in place for a decade, empirical evidence supporting its effectiveness is limited. This study seeks to analyze the effectiveness of the forest moratorium, with Riau Province serving as a case study. Data collection methods encompassed in-depth interviews with key informants and multi-stakeholder focused group discussions (FGDs). The effectiveness of the forest moratorium is evaluated across three primary dimensions: new permitting, deforestation rates and governance improvements. The results show that the forest moratorium in Riau has not been very effective. Out of 4.2 M ha of remaining forest area only 1.2 M ha is forested, and deforestation continues. Pressure on forests remains high mainly for oil palm expansion. The ever-changing forest moratorium map and weak regulations have created loopholes that allow certain areas to be excluded from the moratorium and consequently issue new licenses. In addition, strengthening the One Map policy as a unified database agreed upon by institutions is essential to improve the effectiveness of the forest moratorium. Les politiques nationales actuelles mettent en exergue le rôle vital des forêts et de l'usage forestier pour permettre l'atteinte des buts de réduction des émissions. Le moratoire forestier cherche à réduire les émissions en protégeant les forêts primaires et les tourbières de la déforestation et de la dégradation. Bien que ce moratoire forestier soit en place depuis dix ans, les preuves empiriques soutenant son efficacité sont limitées. Cette étude s'efforce d'analyser l'efficacité des moratoires forestiers en se servant de la province de Riau comme étude-cas. Les méthodes de recueil des données comprenaient des interviews approfondies auprès des informateurs-clés et des discussions de groupes focus composés de diverses parties prenantes (FGDs). L'efficacité du moratoire forestier est évaluée au sein de trois dimensions principales: les nouveaux octrois de permis, le taux de déforestation et les améliorations de gestion. Les résultats indiquent que le moratoire forestier de Riau n'a pas été très efficace. 1.2 M seulement des 4.2 M de la terre de forêt restante est arborée, et la déforestation se poursuit. La pression sur les forêts reste forte, principalement due au désir d'étendre la production d'huile de palme. La carte sans cesse changeante du moratoire forestier et une règlementation faible ont ouvert des brêches permettant à certaines zones d'être exclues du moratoire et pouvant par conséquent à être dotées de nouveaux permis. De plus, fortifier la politique à une carte unique pour soutenir une base de données unifiée qui soit autorisée par les autorités est essentielle pour permettre au moratoire forestier de porter ses fruits. Este estudio trata de analizar la eficacia de la moratoria forestal, utilizando la provincia de Riau como caso de estudio. Los métodos de recopilación de datos incluyeron entrevistas en profundidad con informadores clave y conversaciones con grupos focales de múltiples partes interesadas. La eficacia de la moratoria forestal se evalúa en tres dimensiones principales: nuevos permisos, tasas de deforestación y mejoras de la gobernanza. Los resultados muestran que la moratoria forestal en Riau no ha sido muy eficaz. De los 4,2 millones de hectáreas de bosques remanentes, sólo 1,2 millones están forestadas, y la deforestación continúa. La presión sobre los bosques sigue siendo alta, principalmente por la expansión de la palma de aceite. Penelitian ini bertujuan untuk menganalisis efektivitas moratorium hutan, dengan Provinsi Riau sebagai studi kasus. Metode pengumpulan data meliputi wawancara mendalam dengan informan kunci dan diskusi kelompok terfokus dengan berbagai pemangku kepentingan. Efektivitas moratorium hutan dianalisis berdasarkan tiga dimensi utama: perizinan baru, laju deforestasi, dan perbaikan tata kelola. Hasil penelitian ini menunjukkan bahwa moratorium hutan di Riau belum efektif. Dari 4,2 juta hektar kawasan hutan yang tersisa, hanya 1,2 juta hektar yang masih berupa tutupan hutan, dan deforestasi masih terus berlanjut. Tekanan terhadap hutan tetap tinggi terutama akibat ekspansi perkebunan kelapa sawit. Peta moratorium hutan yang terus berubah dan peraturan yang lemah telah menciptakan celah yang memungkinkan area tertentu dikecualikan dari moratorium dan akibatnya dapat diterbitkan izin baru. The article discusses the environmental and economic impact of forest fires and haze in Indonesia. The author recalls the Indonesian forest fire incident in 2015 and its effect on the neighboring countries including Malaysia, Singapore and the Philippines, the total economic lost due to haze, and the action plan taken by the Indonesian government to stop the forest fire. The results of the investigation by the Ministry of Environment and Forestry on the causes of the fire are discussed.
