The recovery of the global economy in the aftermath of COVID-19 faces enormous challenges. Ensuring stable income growth of the population has become an important means for developing countries to ensure sustained economic development. Raising the overall income of the population is a public initiative that benefits all citizens; therefore, governments of developing countries should promote the implementation of relevant public policies and the provision of public goods to ensure that existing economic instruments can benefit the entire population. In this regard, public space, as a typical form of public good, may play an important role in promoting the benefits of existing economic policies for all residents. This paper examines how residents' use of public space contributes to their income growth through social capital. Hypotheses are tested based on an econometric analysis of 1565 questionnaires received from Chinese workers. The results show that residents' use of public space can indeed be an important way to increase their income, which is realized through the enhancement of social capital. The research presented in this paper provides a new influence variable of public space to improve residents' income. Further, it improves people's understanding of the three classical concepts—public space, social capital, and income—by establishing the logical connection and theoretical explanation of physical space, emotional space, and value space in human society. In the face of complex and changeable uncertain environments, corporate resilience is the crucial foundation for survival and sustainable development, and enhancing corporate resilience becomes an important goal for governments. In this context, this paper investigates the impact of government subsidies, as a typical government tool, on corporate resilience in crises. Based on the panel data of 2315 listed companies in China Shanghai and Shenzhen A-share market during the COVID-19 pandemic, this paper finds that: (1) government subsidies received before and during the crises can both enhance corporate resilience in crises. (2) Government subsidies enhance corporate resilience by alleviating financial constraints and boosting confidence. (3) The crises improve the efficiency of subsidies used by corporates, resulting in the enhancement of subsidies received during the crises being more pronounced than those received before the crises. This paper deepens the understanding of government subsidies' roles in crises, enriches the literature on government subsidies and corporate resilience, and provides a reference for improving government subsidies policy and enhancing corporate resilience. The government should increase government subsidies to mitigate the negative impact of uncertainty shocks on corporates and improve corporates' ability to respond to risks, and pay attention to the timing of subsidies to maximize the efficiency of government subsidies at the same time. Our research outcomes underscore the frequency of paper publications across diverse regions, with particular emphasis on the predominant scientific output from the US and China. Introduction: In the current background of global economic slowdown, the traditional reliance on one regulatory instrument or the unilateral consideration of the effectiveness of one regulatory policy in policy formulation is no longer sufficient to cope with the increasingly complex contradictions between environmental protection and economic development. In the construction of a modernized environmental governance system, it has become an inevitable choice to achieve synergy between various environmental regulations. In China, the citizens' environmental supervision campaign that gradually emerged in 2006 and the local carbon trading pilots that started in 2013, as typical representatives of informal and formal environmental regulation respectively, provide vivid and realistic materials for our study. Methods: Using econometric models and microdata from listed Chinese firms from 2009 to 2020, we analyze the profound logic and internal mechanism by which this synergistic governance effect of environmental regulation affects the economic society and the development pattern of firms. Results and discussion: The study found that: (1) the synergistic effect of the carbon trading policy and citizens' environmental supervision can significantly promote the transition of enterprises to a sustainable development model, especially paying attention to the role of citizens' environmental supervision in this process. (2) The regional development level, cost transfer capability, and political connection can make the synergy of the two environmental regulations vary across firms. (3) The synergistic effect of environmental regulation promotes the behavior of enterprises in line with the requirements of sustainable development by influencing enterprises' R&D and innovation investment, resource allocation efficiency, and sustainable development awareness. (4) A favorable regional rule of law environment and moderate media attention can effectively increase the intensity of citizens' environmental supervision, and at the same time strengthen the effectiveness of synergistic governance of environmental regulation in the transformation and development of enterprises. This study uses a two-step approach to construct a multi-period double-difference model and introduces a quasi-natural experiment of the Broadband China pilot policy to investigate whether household financial market participation at the urban level is affected by the digital economy, which is significant for promoting Chinese households' shift from savings to investment and alleviating the long-standing problem of insufficient household financial market participation in China. In terms of direct impact, the digital economy increases the household financial market participation rate of urban residents by 3.26%, and increases the financial market participation rate of highly financially literate households by 2.14%; in terms of indirect impact, the development of the digital economy increases the total number of household smart Internet devices by 8.27%, and similarly increases the attention to household financial information by a significant 4.22%, which further positively influences the household financial market participation rate. This paper also evaluates the individual and regional differences of the digital economy on household financial market participation, and the estimated causal effect of the digital economy on household financial market participation is purer, which expands the scope of research on the digital economy and household financial market participation, and provides a certain reference basis and policy inspiration for the government to promote the construction of the digital economy. The Chinese central government has instituted a series of macro-economic tightening and easing policy measures on the real estate industry to stabilize the housing market in recent decades. However, our understanding of these policies and their impact on real estate firms is limited. This paper constructs an index of government policies on the real estate industry by collecting national housing policies in China from 2007 to 2019. We use this index to quantify the impact of government policies on real estate enterprises’ performance, based on data from 103 real estate enterprises listed on the Chinese A-share market. Two important conclusions are drawn from the panel data regression. First, tightened real estate policies significantly lower real estate enterprises’ profitability (ROA and ROE), while increase their liquidity risk. Second, the heterogeneity analysis shows that the tightened real estate policies yield downward impact more mildly on state-owned real estate enterprises than non-state-owned enterprises. Using the policy package pilot implemented in Hubei Province, China, in April 2020 as a natural experiment, we use the synthetic control (SC) and synthetic difference in differences (SDID) methods to estimate the impact of the Chinese government's support policy on the economic resilience and to analyze the mechanisms by which it impacts. This study finds that the policy package has contributed to the growth of economic resilience in the pilot provinces, with the policy package increasing the average economic resilience of the pilot provinces by 0.062 compared to their potential resilience. The validity and robustness of the above conclusions are objectively confirmed by multidimensional quantitative outcomes such as placebo tests, ranking tests, and replacements in calculating resilience. The mechanism analysis shows that the investment in real estate development, the stimulus for consumption, and the core industry development are virtual channels for the policy package to promote economic resilience growth in the pilot provinces. Moreover, traditional investment in transportation fixed assets plays a minor role. This paper quantitatively corroborates the academic idea that government governance capacity affects regional economic resilience (RER), and research can provide empirical support for regional economic recovery and policy support under a major crisis. Public capital plays a key role in national economic production in developing countries, and it has become the focus of factor reform in China. This paper aims at studying the dynamic characteristics of China's public capital and the return rate. To this end, this paper inventories the public capital stock from 1978 to 2017; constructs a two-sector model to derive the necessary condition for optimal investment related to the return rate, and empirically tests it; estimates the output shares of the two sectors and calculates the rate of return to capital; and illustrates the dynamic evolution of public capital and the return rate from the time and regional dimensions. The study shows that, first, public capital has grown significantly. The portion of public capital held in the form of state-holding is increasing year by year. However, the proportion of public capital to total capital has decreased from 81% to 35%. Second, the growth of public capital has effectively balanced the gap of capital between regions. Third, the rate of return to capital has been decreasing, with two sectors' return rates having converged in 1981 and in 2010–2013. This paper measures the stock of public capital and its return rate, which is beneficial for formulating the policy of public capital in economic production and distribution, as well as exploring the path to achieving common prosperity. On 31st December 2020, The National Science Library of the Chinese Academy of Sciences (CAS) released a list of 65 international scientific journals, all of them indexed by the Web of Science, that were said to be potentially in conflict with academic rigour. The list immediately influenced the publication patterns of Chinese researchers. A year later, on 31st December 2021, CAS released a revised and reduced list of 35 questionable journals and said the publishers in the meantime had reacted constructively and improved the procedures of their journals. This study aims to provide an understanding of the motivations and criteria behind the list, partly by reviewing Chinese policy documents and public debates, partly with a quantitative analysis to detect the relative importance of the criteria used to select the journals for the list. China's rural industrialization, which flourished in the 1980s, has suddenly declined since the mid-1990s. Based on the perspective of institutional change of rural collective construction land, this paper discusses the reasons behind the rise and fall of China's rural industrialization. Using the empirical tests of China's provincial panel data from 1987 to 1997, it is found that from the 1980s to the mid-1990s, the government relaxed the regulation of collective construction land and allowed its transfer, which was the institutional basis for the rapid rise of China's rural industrialization with township and village enterprises (TVEs) as the main form. Furthermore, this paper takes the government's policy of prohibiting the circulation of collective construction land from the mid-1990s as the breakthrough point, and uses the "Land Administration Law of China" promulgated in 1998 as a quasi-natural experiment to examine the causal relationship between restricting the circulation of collective construction land and the decline of TVEs. It is found that the restrictions on the circulation of collective construction land caused by the implementation of the law significantly hindered the development of TVEs. After the implementation of the Land Administration Law, in areas affected more by the law, the development scale of their TVEs shrunk even more. The analysis of this paper shows that deepening the reform of the system of property rights on agricultural land and ensuring farmers' rights of land circulation are important ways to revitalize the rural areas. Using panel data from 275 prefecture-level cities in China spanning from 2003 to 2019, this paper employs the multiperiod difference-in-differences method to empirically analyze the policy effect of land negotiation policy on local governments' hidden debt. The paper also investigates the influence mechanisms of land finance, budget soft constraints, fiscal decentralization and government competition. The empirical results reveal that: (1) Land negotiations promote the expansion of local governments' hidden debt, which is counterproductive to the sustainable development of government finances. (2) The impact of land negotiation policy on local government's hidden debt is transmitted via its effects on land finance. (3) The greater the degree of soft budget constraint and the degree of government competition, the less the expansion effect of land negotiations on the hidden debt of the government. The greater the degree of fiscal decentralization, the greater the expansion effect of land negotiations on the government's hidden debt. (4) Land negotiation promotes the expansion of hidden debt in eastern China and inhibits it in central China, with no significant effect observed in western China. (5) Cities with larger urban scale and higher economic development levels experience stronger effects from land negotiation policies. Therefore, it is imperative to deepen the land negotiation system further, develop policy indicators and feedback mechanisms tailored to local conditions, and introduce a multiparty supervision system to enhance implementation of the land negotiation system. The special public funding policies, formulated and implemented by provincial governments, plays an important role in the development of private universities in China. However, there is a lack of scientific evaluation on the rationality and completeness of the provincial special public funding policy of China's private colleges and universities. Therefore, this paper uses PMC-index model and text mining technology to establish an evaluation index system for the provincial special public funding policy of private universities in China. Based on PMC-Index and PMC-Surface, 13 policy texts issued since 2010 were evaluated scientifically. The results show that the average PMC-Index of the 13 policies is 6.97, and the PMC-Surface map is smooth, which indicates that the overall structure of these policies is reasonable and the policy content has certain completeness. Only one policy is unacceptable. Through further analysis, we found that there is still much room for improvement in the content design of the sample policy, and its rationality and completeness are related to the publication time. The Chinese government implemented the universal two-child policy on January 1, 2016 to arrest the decline in the nation's birthrate and address the challenge of a rapidly aging population. We find that this policy significantly increased the possibility of having children and this effect was not attenuated from 2016 to 2018. This policy can explain 14.8% of the average number of newborns in 2016-2018. Our back-of-the-envelope calculation suggests that the three-child policy implemented in 2021 will bring additional 283.2 thousand newborns each year. [ABSTRACT FROM AUTHOR]

Development is a fundamental pursuit of human society. When it comes to national governance, there are issues of imbalanced and insufficient development that must be addressed. Since 1949, when the People's Republic of China was founded, the Chinese government has adopted a series of ethnic policies to resolve these development issues across ethnic minority areas. Since the late 1970s, Chinese scholars and the government have paid particular attention to the development issues of ethnic groups with smaller populations. This paper examines the relevant literature on this topic and divides China's policies on this issue into three stages: (1) initial exploration, (2) targeted assistance, and (3) specialized planning. It discusses the Chinese government's policy process and its experience empowering ethnic groups with smaller populations. The paper argues that the Chinese government's support for ethnic groups with smaller populations is guided by valid ethnic theories and a comprehensive policy system. In the implementation of policies, the government recognizes "development" as the primary objective. It then formulates, implements, and evaluates policies based on the characteristics of the different ethnic groups with smaller populations. This approach effectively addressed the problems faced by these ethnic groups during different stages of their development and achieved the intended policy goals. Therefore, these policies are practical and sustainable. They are a valuable asset, and studying them could be beneficial to any unified multi-ethnic country that wants to tackle the development issues of their ethnic minorities. [ABSTRACT FROM AUTHOR]

This study explores the impact of farm households' social capital characteristics and local government policies on the selection of farmland transfer contracts in China's rural industrial revitalization context. Utilizing field research data from 1,979 households in ethnic areas of Hunan Province, this paper constructs an econometric model to assess how farm households' social capital and local governments' involvement in rural industrial revitalization influence farmland transfer contract selections. The findings indicate that, lacking government program support, farmers' social capital significantly affects contract type and duration, but not the rent. Specifically, farmers possessing extensive social capital prefer verbal and short-term contracts (coefficients of 0.525 and 0.643, significant at the 5% level), whereas their influence on rent (coefficient of 2.418, significant at the 5% level) manifests under government program support. These results challenge the conventional theory of farmland transfer contracts and offer substantial empirical support for the development of local government policies in rural industrial revitalization, underlining the critical role of government guidance and social capital in enhancing farmland transfer. Microblog has become the "first scenario" under which the public learn about the epidemic situation and express their opinions. Public sentiment mining based on microblog data can provide a reference for the government's information disclosure, public sentiment guidance and formulation of epidemic prevention and control policy. In this paper, about 200,000 pieces of text data were collected from Jan. 1 to Feb. 26, 2020 from Sina Weibo, which is the most popular microblog website in China. And a public sentiment analysis framework suitable for Chinese-language scenarios was proposed. In this framework, a sentiment dictionary suitable for Chinese-language scenarios was constructed, and Baidu's Sentiment Analysis API was used to calculate the public sentiment indexes. Then, an analysis on the correlation between the public sentiment indexes and the COVID-19 case indicators was made. It was discovered that there is a high correlation between public sentiments and incidence trends, in which negative sentiment is of statistical significance for the prediction of epidemic development. To further explore the source of public negative sentiment, the topics of the public negative sentiment on Weibo was analyzed, and 20 topics in five categories were got. It is found that there is a strong linkage between the hot spots of public concern and the epidemic prevention and control policies. If the policies cover the hot spots of public concern in a timely and effective manner, the public negative sentiment will be effectively alleviated. Accelerating efforts for the Sustainable Development Goals requires understanding their synergies and trade-offs at the national and sub-national levels, which will help identify the key hurdles and opportunities to prioritize them in an indivisible manner for a country. Here, we present the importance of the 17 goals through synergy and trade-off networks. Our results reveal that 19 provinces show the highest trade-offs in SDG13 (Combating Climate Change) or SDG5 (Gender Equality) consistent with the national level, with other 12 provinces varying. 24 provinces show the highest synergies in SDG1 (No Poverty) or SDG6 (Clean Water and Sanitation) consistent with the national level, with the remaining 7 provinces varying. These common but differentiated SDG priorities reflect that to ensure a coordinated national response, China should pay more attention to the provincial situation, so that provincial governments can formulate more targeted policies in line with their own priorities towards accelerating sustainable development. The paper reveals areas of common and differentiated SDG priority at the national and subnational levels in China considering synergy and trade-off. The development of mobile technology has facilitated the widespread adoption of digital currency worldwide. An important application of mobile technology is digital currency, which has gained global popularity due to its blockchain and peer-to-peer mobile payment mechanisms. The emergence of private digital currencies, such as Bitcoin, poses a challenge to the monetary policy of governments. To address this threat, many central banks are developing their own central bank digital currencies (CBDCs) with legal support. China's CBDC, e-CNY (electronic China Yuan), is one of the most advanced examples of this innovation. However, the adoption and usage of e-CNY by residents is still limited and requires improvement. This paper aims to identify and analyze the factors that influence residents' willingness to use e-CNY, based on a literature review and a logistic regression model. The results indicate that residents' awareness, convenience, cost, promotional activities, and the involvement of relevant parties (merchants, commercial banks, payment institutions, and the People's Bank of China (PBC)) significantly influence their willingness to use e-CNY. Background: In China's post-epidemic era, the income of rural households has decreased, and the function of property preservation and appreciation is expected to weaken, which gives the financial market an increasingly prominent role in blocking the barrier of poverty caused by disease. Method: Based on CHARLS data, this paper empirically explores the relationship between financial assets and health expenditure and catastrophic health expenditure (representing the incidence of return to poverty due to illness) to provide evidence for the development of financial markets to help stop the return to poverty due to illness and consolidate the achievements of poverty alleviation. Results: The results show that the influence of financial assets on the incidence of catastrophic health expenditures is significant and has a threshold effect. At the same time, financial assets have a greater impact than housing on preventing the return to poverty due to illness. Therefore, moving to the financial market can be a viable option for rural households to stop the return to poverty due to illness in the future. Policy suggestion: The government should standardize the development of the financial market and scientifically allocate financial resources to ensure the stable preservation and appreciation of household financial investment. Rural family members should actively improve personal financial literacy and reasonable planning of family assets to achieve stable preservation and appreciation of family financial investment. Water environment governance of large rivers is an essential measurement of ecological protection in China. The effectiveness of governance depends highly on the fulfillment of strategic CSR (corporate social responsibility) of Chinese leading enterprises. However, the fulfillment of strategic CSR often brings economic burden to the leading enterprises and needs government compensation support. Therefore, this paper explores the impact of government compensation on the fulfillment of strategic CSR of Chinese leading enterprises by constructing a multi-stage portfolio model. The main results show that (1) the prerequisite for leading enterprises to fulfill strategic CSR is sufficient profits; (2) the increase in government compensation can significantly affect the proportion of strategic CSR fulfillment of leading enterprises; (3) only when the portfolio considers both strategic CSR and project benefits, can the leading enterprises obtain the highest economic returns and better fulfill strategic CSR. The results can provide policy reference for the government to stimulate the fulfillment of leading enterprises' strategic CSR and also give suggestions for the leading enterprises to alleviate the economic pressure brought by fulfilling strategic CSR. In 2016, the People's Bank of China (PBC) together with multiple departments issued the Guidance on Building a Green Financial System (the Guidance), which marked a great breakthrough in China's green finance policy. Aiming to clarify the actual impact and underlying mechanisms of green finance policy on Chinese listed companies' ESG disclosure quality, this study employs the difference-in-differences (DID) model and examines the impact of the Guidance on ESG disclosure practices of A-share listed companies on the Shanghai Stock Exchange (SSE) and the Shenzhen Stock Exchange (SZSE) during the period 2006 to 2022. This study reveals a positive correlation between the Guidance and listed companies' ESG disclosure. Upon further examination, it becomes evident that the Guidance has a more noticeable positive impact on the quality of ESG disclosure among listed companies that operate in industries with high levels of pollution, state-owned enterprises, and regions that exhibit greater levels of economic development. This paper provides essential insights to policymakers, facilitating a deeper understanding and more thorough assessment of the economic implications of green finance policies. Additionally, it acts as a strategic resource for listed companies, guiding the enhancement of corporate ESG disclosures and the implementation of ESG strategies influenced by green finance policies. The evaluation of public management performance is the key to identify the effectiveness of the work of public administration, and public policy is an important guarantee for the orderly promotion of the work of public administration; therefore, it is important to analyze the effectiveness of public management policies to evaluate public management performance. Taking environmental protection policies as an example, this paper constructs an environmental-economic DEA efficiency analysis model using the DEA method to conduct a comprehensive evaluation of EEE in different provinces of China. It is found that EEE is highly correlated with the regional economic development level and is highly influenced by policy fluctuations, but the overall EEE of different provinces from 2016 to 2020 tends to be consistent and has a certain degree of stability. The conclusions of this paper have important implications for policy guidance, emphasizing the need to focus on the coordination of economic development and environmental protection, and the need for the improvement of the environmental policy system to be continuously optimized in an incremental manner, taking into account the actual situation of local development. As an overarching goal, economic growth targets have a strong leading and constraining effect on the behavior of local governments. China's new-type urbanization strategy emphasizes balanced development across population, economic, social, space, ecological and income-gap dimensions and relies on multifaceted government policies. Therefore, setting reasonable economic growth targets has an important impact on the process of new-type urbanization. This paper uses panel data from 30 provinces between 2005 and 2020 to empirically examine the impact of economic growth targets on the new-type urbanization process. The results reveal an inverted U-shaped relationship between economic growth targets and new-type urbanization, with public expenditure and land finance acting as a mediator and a moderator through fiscal expenditure. The mechanisms of influence are as follows: economic growth target—infrastructure construction, regional innovation, energy structure, and financial development—population development, economic quality, ecological civilization, and income gap—new-type urbanization. Heterogeneity analysis shows that the inverted U-shaped relationship is significantly present in the western and central regions of China and before 2014. This paper not only clearly illustrates the institutional mechanism of urbanization in China but also highlights its government-led and "land-for-security" approach, which has important implications for urbanization in other regions of the world. Since its outbreak in late 2019, the coronavirus has disturbed the working and living of both people and businesses, and the continuing emergence of Covid-19 variations have made it hard to fully restore the activity of both society and the economy to pre-pandemic levels. In China the pandemic affected small and medium-sized enterprises (SMEs) more severely than large companies. The objective of this paper is to analyse the effects of the pandemic on SMEs in comparison with large firms based on their financial reports. This document integrates the consolidated statements of companies based in Beijing and sums them according to quarters by collecting the income statements of listed companies. Research results show that SMEs are more fragile to shocks, especially in terms of administrative costs and expenses as well as income taxes. The benefits of Chinese government policy measures concern mainly technology-based micro and small enterprises. Based on SPSS statistical simulation software, this paper uses factor analysis and clustering methods often used in modern multivariate economic statistical analysis to establish multivariate statistical models and calculate and establish various analysis models suitable for my country's household consumption expenditure structure (2020) and analyze the parameters, accordingly. From the perspectives of politics, economy, geography, etc., this paper reveals the changes in energy consumption in China's family and social life and its possible implied related information, laws, directions, and the overall development level of society. Through empirical analysis and research, this paper can finally conclude that the current consumption expenditure structure of Chinese households is affected by a combination of factors such as national policies, economic development and technical conditions, and geographical environment characteristics, and the effect is different in different cities. The dual-credit policy, implemented by the Chinese government on April 1, 2018, aims at boosting the production of new energy vehicles and further reducing fuel consumption of internal combustion engine vehicles. However, whether the policy is effective has caused controversy among many scholars in China and one of the hot spots of debate is about the effectiveness of the pricing method. In this paper, the government pricing model of dual-credit policy and the market pricing model are compared by the optimization theory. The factors include the transaction price of credits, the quantity of vehicles, the monopoly manufacturer's profits, and social welfare. Our results show that the dual-credit policy benefits energy saving and emission reduction in the transport sector. In addition, it is suggested that the government should formulate the transaction price of credits and subsidy the automobile enterprise in the early stage of the policy while adopting free market pricing in the late stage of the policy. Research background: To achieve the targets for carbon peak and air quality improvement, local governments should propose environmental targets and develop realization paths that are tailored to their unique local conditions. They then promote low-carbon development through the implementation of multiple measures. Purpose of the article: As the government performance appraisal system im-proves, the question arises as to whether governments take the initiative to com-bine environmental policies with government target constraints to reduce carbon emissions. Methods: The announcement of environmental target constraints by local governments in government work reports is considered a quasi-natural experiment. This study examines the effect of government environmental target constraints (GETC) on carbon emissions (CEs) using differences-in-differences (DID), propensity score matching-DID (PSM-DID), and spatial- DID (SDID) with data from 241 Chinese cities from 2003 to 2019. Findings & value added: The results demonstrate that GETC can effectively reduce local CEs, with the inhibitory effect being most effective in the first two years after setting environmental targets, but diminishing in the third year. GETC can reduce local CEs through three paths: reducing energy consumption, promoting industrial structure optimization, and encouraging green technology innovation. Spatial spillover effects show that GETC reduces local CEs while exacerbating CEs in neighboring cities, indicating a beggar-thy-neighbor effect in conventional environmental regulation policy. This effect is observed mainly in the geographic matrix and the economic-geographic matrix, but not in the economic matrix. According to heterogeneity analysis, GETC in the eastern and central cities can significantly reduce CEs. The inhibitory effect of GETC on local CEs is stronger in cities where secretaries and mayors have longer tenures and higher levels of education. The paper's theoretical value lies in exploring the reduction of CEs through the combination of government self-restraint and environmental policies, providing a new solution for local governments to achieve CEs reduction. By employing data from Shanghai and Shenzhen A-share markets for the period of 2019–2020, this paper examines the relationship between the degree of the COVID-19 pandemic’s impact on firms’ cash-holdings levels in China. We find that firms that are severely affected by the COVID-19 pandemic have higher current cash holdings levels, suggesting that the more positive (negative) the management tone in responding to the COVID-19 pandemic impact, the lower (higher) the firm’s current cash holdings. However, future corporate cash holdings decrease considerably irrespective of the corporate sentiment towards COVID-19. The positive sentiment of each firm’s management team towards the supply chain and the government policies results in a relative reduction of current cash holdings, whereas the severe impact on operating performance, especially the impact of the outbreak on the supply chain, demand, production and operations, and government policies, reduces the firm’ s future cash holdings. In addition, the impact of the pandemic has increased the current cash holdings of state-owned enterprises and reduced the future cash holdings of non-state-owned enterprises. Meanwhile, companies located in a city with a higher density of population or companies that experience relatively higher competition in the industry tend to undergo a severer impact on their current and future cash holdings due to the COVID-19 pandemic. (1) Background: Achieving harmonious human–land relations is one of the key objectives of sustainable urban–rural development, and the degree of decoupling of permanent population levels from changes in construction land use is an important factor in related analyses. Due to the existence of huge urban–rural differences, rethinking China's human–land relations from the perspective of integrating urban and rural areas is of great value for the advancement of high-quality urban–rural development. (2) Methods: By studying the lower reaches of the Yangtze and Yellow Rivers of China, and based on data from the second and third national land surveys of China, this paper analyzes the spatio-temporal evolution of urban and rural population, construction land use, and human–land relations from 2009 to 2019 using exploratory spatial data analysis (ESDA) and a decoupling model; in addition, this paper proposes a differentiated zoning management strategy and establishes a new framework that integrates evolutionary patterns, human–land relations, spatial effects, and policy design. (3) Results: The geographic distribution patterns of urban and rural population and construction land use remained stable over time, with high levels of spatial heterogeneity, agglomeration, and correlation. Changes in urban and rural population levels and construction land use are becoming increasingly diversified and complex, with both increases and reductions existing side by side. Based on a Boston Consulting Group matrix, the evolution patterns of urban and rural population and construction land use are divided into four types, referred to as star-cities, cow-cities, question-cities, and dog-cities. Over the time period examined in this paper, the spatial autocorrelation of urban land evolution patterns turned from negative to positive; however, that of rural land, as well as those of urban and rural population evolution patterns, were statistically insignificant. Urban human–land relations are coordinated, in general, and are mostly in a state of either weak decoupling or expansive coupling. In contrast, rural human–land relations are seriously imbalanced, and most of them are in a state of strong negative decoupling. Human–land relations are dominated by regressive changes in urban areas but remain unchanged in rural areas. Cold- and hot-spot cities are concentrated in clusters or in bands, forming a core-periphery structure. The formation and evolution of the decoupling relationship between construction land use and permanent population are the results of multiple factors, including urbanization, industrialization, globalization, and government demand and policy intervention. The interaction effects between different factors show bifactor enhancement and nonlinear enhancement, with complex driving mechanisms and large urban–rural differences. It should be highlighted that the influence intensity, operation mechanism, and changes in the trends for different factors vary greatly. Urbanization rate, gross domestic product, and government revenue are key factors that exert a strong direct driving force; international trade, foreign direct investment, and per capita GDP are important factors, while the remaining factors are auxiliary factors that remain heavily dependent on interaction effects. (4) Conclusions: To further transform human–land relations from imbalanced to coordinated, we divide the study area into four area types based on the concept of urban–rural community: urban and rural intensive policy areas, urban intensive policy areas, rural intensive policy areas, and urban and rural controlled policy areas. Climate change is widespread, rapid, and is intensifying. Using Chinese disaster data and the China Family Panel Studies (CFPS) data, this study examines the impact of climate shocks on the vulnerability of farm households to poverty and the mechanism of household resource allocation in this process. The results show that (a) climate shocks can significantly increase the poverty vulnerability of farm households. (b) The effect of climate shocks on farm household poverty vulnerability is regionally and individually heterogeneous. Climate non-security zones, risk-averse farmers, and low social capital farmers are more vulnerable to climate shocks and fall into poverty. (c) The mediating effects suggest that climate shocks affect the poverty vulnerability of farm households by influencing their developmental investment, productive investment, and precautionary saving. Population shrinkage has had a certain negative impact on urban and rural development in many aspects. The impact of population shrinkage on urban–rural integration has become one of the core scientific issues that needs to be addressed in the current research on promoting the goal of common prosperity in China. Northeast China is a typical region in China that is experiencing a decrease in population and economic activity. Investigating the integrated development of urban and rural areas in this region is highly important for revitalizing Northeast China. This research paper focuses on 32 prefecture-level cities in Northeast China and utilizes spatial correlation analysis and the Geographical Weighted Regression model to uncover the evolving spatial patterns and influential factors affecting integrated urban–rural development in the context of population decline. The findings revealed the following: (1) The level of integrated urban–rural development in Northeast China continues to rise despite the shrinking population. During the comprehensive population decline stage, the growth rate of the urban–rural coupling coordination degree surpasses that of the initial stage. The areas with high values of urban–rural coupling coordination degree shift from northeastern Heilongjiang to four sub-provincial cities. The spatial correlation between urban–rural coupling and coordinated development weakens, with the main type being low–low agglomeration. (2) Factors such as economic development level, labor force size, urbanization level, level of openness, urban–rural accessibility, and proportion of built-up areas significantly correlate with urban–rural coupling and coordination. The influence of each factor varies in magnitude and direction across different locations. Labor force size and urban–rural accessibility have the most-significant impact on integrated urban–rural development, with labor force size having a positive effect and urban–rural accessibility having a negative effect. The impact of the economic development level follows a pattern of initial increase and subsequent decrease as the population shrinks. (3) Although population decline does not hinder integrated urban–rural development in Northeast China, it is closely connected to changes in the factors influencing such development. To capitalize on the development opportunities presented by national policies, Northeast China should adopt a model of urban–rural development that promotes rural growth through cities. This entails attracting talented individuals to return, enhancing the flow of urban–rural development elements in both directions, and creating a spatial development pattern characterized by "big city, big agriculture, and big ecosystem". This paper investigates the interrelationships among local government debt, fiscal decentralization, and public health. The investigation begins by constructing a theoretical model to analyze the inherent connections between these variables. Subsequently, an empirical analysis is conducted using data from China between 2015 and 2021. The findings demonstrate a bidirectional relationship between fiscal decentralization, local government debt, and public health. Specifically, it is observed that an increase in local government debt has adverse effects on both fiscal decentralization and public health, while fiscal decentralization has a positive impact on public health. Considering the reward and punishment mechanism of the management committee and the complexity of innovation path selection of high-tech and general enterprises, this paper constructs an evolutionary game model of independent innovation incentive mechanism in the National Independent Innovation Demonstration Zone of China. Meanwhile, the equilibrium points of the strategy selection are solved for the three. In addition, this paper adopts numerical simulation to analyze the influence of each decision variable on different players' strategic selections. The results show that (1) the initial willingness of the management committee, high-tech and general enterprises has different influences on each other, and these factors such as independent innovation cost, technology spillover coefficient, and patent royalty significantly affect the strategic selection of enterprises; (2) the reward and punishment mechanism of the management committee can enhance the innovation willingness of high-tech and general enterprises, in which these punitive measures can promote further the independent innovation of the two; (3) the greater the innovation subsidy provided by the management committee to high-tech enterprises, the heavier the punishment for general enterprises, and the better the effect of independent innovation incentives. The results can provide theoretical guidance and practical reference for the management committee to formulate the independent innovation incentive policies in the National Independent Innovation Demonstration Zone. e-commerce has promoted the application of the Internet by traditional enterprises. While this phenomenon has deepened industrial embeddedness, it has also profoundly affected the development of traditional manufacturing and retail industries. Based on the embeddedness theory, this paper takes the e-commerce industrial chain in Xiong'an New Area of China as an example, uses location entropy method and local spatial autocorrelation to analyze its spatial characteristics and influencing factors, and also discusses the features of embeddedness from each dimension of industrial chains. The results show the following: ① The supply chain of industry-dependent e-commerce is dominated by production wholesalers, and suppliers with cost advantages and commercial traditions are embedded in local characteristic industries; the e-commerce value chain is dominated by production and processing activities, and the spatial orientation of the business model is affected by regional industrial functions; the e-commerce enterprise chain is dominated by B2B enterprises, the high-level agglomeration of which reflects the absolute scale advantage provided by the e-commercialization of traditional industry. ② The distribution of the e-commerce industrial chains of Xiong'an New Area is characterized by spatial heterogeneity and has obvious spatial agglomeration. The industrial chains are concentrated in Xiong County, followed by Rongcheng County, and Anxin County has the weakest agglomeration. ③ The main factors that cause the uneven distribution of the e-commerce industrial chains in Xiong'an New Area include three aspects: transportation location advantages, traditional industrial foundation, and government policy regulation. Research can provide a scientific reference for accurately identifying the spatial development characteristics of the industrial chains from various perspectives and promoting the sustainable development and e-commercialization of traditional industries. INTRODUCTION In recent years, e-cigarettes as an emerging tobacco product have been favored by college students. Our study aims to explore the factors affecting the use of e-cigarettes among college students and to put forward feasible suggestions for effectively controlling the use of e-cigarettes among college students. METHODS The participating students were from three undergraduate and three specialized colleges in Guangdong Province, surveyed from January to March 2022. The Fuzzy-set Qualitative Comparative Analysis (fsQCA) method was used to analyze the influence mechanism and path of five antecedents: self-efficacy, social environment, cognition, sales environment, and negative outcome expectation, on the use of e-cigarettes. The fsQCA used in this study is a novel research methodology that combines the strengths of qualitative and quantitative analyses, through which we can determine which conditions are essential to the outcomes that lead to e-cigarette use among college students, and which combinations of conditions are more important than others. RESULTS The interaction of self-efficacy, social environment, cognition, sales environment, and negative outcome expectation, affected college students' use of e-cigarettes. Through the fsQCA method, it was found that self-efficacy alone constitutes a necessary condition for college students not to use e-cigarettes. There are four possible pathways for college students not to use e-cigarettes, with higher self-efficacy, correct cognition, and a healthy social environment influencing the most important combination of conditions for college students to use e-cigarettes. CONCLUSIONS The use of e-cigarettes by students in Guangdong Province is the result of the synergistic effect of multiple factors. Tobacco control action suggestions focus on improving students' self-efficacy and paying attention to the combination of different factors to achieve more effective tobacco control. Previous studies on the religion (xinyang 信仰) of Crown Prince Zhaoming 昭明太子, focused on the welcome ceremony of the Nuo deities 傩神 (the deities driving away the plague) and the historical figure of Crown Prince Zhaoming but on the other hand, overlooked the evolution from the folk or heterodox deity Jiulang Shen 九郎神 (Jiulang God) to the state-recognized or orthodox deity Crown Prince Zhaoming and the role of Song-era national policy of conferring titles and inscriptions upon deities in this process. This paper aims to illuminate the following five points: Firstly, the original deity upon which the religion of Crown Prince Zhaoming in Chizhou 池州 is based is Jiulang God, one of many deities in the Nuo religion imbued with rich elements of Wuism (wuxi 巫觋). The religion of Jiulang ascended to its peak during the Tang dynasty (618–907). Secondly, driven by the discourses of scholars, government officials and national rites during the Song dynasty (960–1276), Jiulang was transformed into Crown Prince Zhaoming through the conferment of titles and inscriptions, becoming an orthodox deity. Thirdly, Crown Prince Zhaoming and Jiulang God coexisted for a prolonged period, and this suggests that the rites–customs dichotomy was universally found in folk religions in traditional China. Fourthly, the proliferation of the religion of Crown Prince Zhaoming in western Anhui, Jiangxi, Jiangsu, Zhejiang and other regions of China reveals a mix of factors that led to the widespread and lasting prevalence of the religion. These factors include the deity's role as a guardian of maritime voyages and merchants; a stable, enduring organizational structure for sacrificial rituals; and the dichotomous coexistence of rites and customs. This article reveals that from the Song Dynasty, the national system of rites permeated and impacted folk religions through official and academic discourses, propelling the latter's continuing transformation into an orthodox form. Nevertheless, there remained spaces between the national system of rites and folk religions where "rites" and "customs" interacted, integrated and coexisted well. The interplay, fusion and peaceful coexistence between "rites" and "customs" is the normative state of folk religions in traditional society in China, as well as one of the key reasons why many folk religions continue to flourish and play a societal role. Green buildings (GBs) can effectively reduce building energy consumption and alleviate energy problems. However, as green building projects swell, the development process of GBs in China has gradually exposed many problems, among which the greenwashing behavior of construction enterprises is the more serious. The government needs to adopt some appropriate policies to prevent problems in GBs. This paper uses the evolutionary game theory to construct models and proposes four policy combinations: static reward and static punishment, static reward and dynamic punishment, dynamic reward and static punishment, dynamic reward and dynamic punishment. We compare the impact of four combinations on construction strategy and analyze the inner mechanisms of the behavior evolution of government departments and construction enterprises. Our results revealed no evolutionary stabilization strategy in the game system under the static reward and punishment policy. Under the combination of dynamic subsidies and static penalty policy, the green construction effect of construction enterprises is the best. Furthermore, dynamic reward policy has a more obvious restraining effect on construction enterprises. The government should dynamically adjust rewards and punishments according to the construction quality and determine the appropriate upper limit of rewards and punishments to improve the policies' applicability and effectiveness. As the largest carbon dioxide emitter, China is working towards the direction of a green economy. As an irreplaceable part of establishing a green economy, the low-carbon city pilot (LCCP) policy is implemented in many large cities in China, and the scope of implementation will be further expanded. However, to date, there has been an absence of empirical studies basing on prefecture-level cities about the evaluation of China's LCCP policy. Evaluating and optimizing the LCCP policy is constructive to achieve the goal of China's green economic transition. In this paper, we evaluated the effect of the LCCP policy on China's low-carbon economic transition by using the difference-in-difference (DID) approach which can effectively alleviate endogenous problems and better evaluate this effect and the panel data of 210 prefecture-level cities in China from 2008 to 2016. The empirical analysis revealed that the LCCP policy inhibited China's low-carbon economic transition in general. Specifically, the policy worked well in the eastern region but failed in the central region and western region by studying the regional heterogeneity and influence mechanism. The reason is that the LCCP policy can stimulate low-carbon innovation with the help of innovation offset effects in the eastern region, but it failed to do so in the central region and western region. In addition, this paper analyzed the performance of three types of policy tools adopted by local governments to implement the policy, we found that market-economic tools are valuable to improving the low-carbon economic transition in pilot areas, but command-mandatory tools and voluntary tools have failed to achieve the expected objectives. The research results of this article can provide policy recommendations for optimizing the low-carbon policy and provide a reference for countries that are determined to develop a green economy. Most Chinese cities have spent decades achieving urbanisation. So far, rural urbanisation has shifted to urban renewal. However, the distinction between a rapidly changing social environment and the establishment of an institution has led to the failure of urban renewal policies to sustainably achieve complete transformation through urban modernisation involving many stakeholders. Owing to the top-down political system in China, the formulation and implementation of urban renewal policies are carried out in a closed-loop process in which "decisions are issued by the central government to the local government which gives feedback to the centre". This seems to affect urban renewal through a transfer of renewal policies in a local area. Therefore, it is essential to explore the differences between the urban renewal policies at different government levels and to analyse these policies in diverse urban contexts with multiple stakeholders. Based on the policy transfer theory, this paper selects 216 core policy texts at the state level and at the level of four first-tier cities (Beijing, Shanghai, Guangzhou, and Shenzhen), and uses the methods of text mining and semantic analysis to form open coding, axial coding, and selective coding. Furthermore, it discusses the policy transfer and impact mechanism of urban renewal policy at different levels with diverse characteristics of policy subsystems. We found that the transfer of urban renewal policy occurred in China through top-down coercive vertical transfer, bottom-up combination reverse transfer, and voluntary horizontal transfer among cities. Finally, we suggest that "inspiration"-type policy transfer is an effective method to promote urban renewal in China. [ABSTRACT FROM AUTHOR]

Online food delivery increases dramatically during the COVID-19 era and has grown into a global marketplace worth more than $150 billion dollars, necessitating a more effective and responsive governance system. Public-private governance systems with whistleblowing to the public are seen as an effective tool for addressing the formidable challenges of food security in modern society. Accordingly, this study aims to explore the determinants of whistleblowing intentions and to propose policy policies for the whistleblowing system to fully utilize the advantages of public-private governance systems. Through empirical research, this paper finds that employees' perceived effectiveness of government authorities, as well as their familiarity with whistleblowing systems, positively affect their intentions to blow the whistle. However, the whistleblowing intent of restaurant employees is adversely affected by the online platform's focus. The root cause lies in the employee's trust in both the government sector and corporate sector. This study thus argues that a suite of measures to promote individual trust in public-private governance systems is desired and that this is an effective means of better mitigating food safety governance challenges in terms of capacity and resources. Subnational disparities in most health systems often defy 'one-size-fits-all' approach in policy implementation. When local authorities implement a national policy in a decentralized context, they behave as a strategic policy actor in specifying the central mandates, selecting appropriate tools and setting key implementation parameters. Local policy discretion leads to diverse policy mixes across regions, thus complicating evidence-based evaluations of policy impacts. When measuring complex policy reforms, mainstream policy evaluation methodologies have tended to adopt simplified policy proxies that often disguise distinct policy choices across localities, leaving the heterogeneous effects of the same generic policy largely unknown. Using the emerging 'text-as-data' methodology and drawing from subnational policy documents, this study developed a novel approach to policy measurement through analysing policy big data. We applied this approach to examine the impacts of China's Urban Employee Basic Medical Insurance (UEBMI) on individuals' out-of-pocket (OOP) spending. We found substantial disparities in policy choices across prefectures when categorizing the UEBMI policy framework into benefit-expansion and cost-containment reforms. Overall, the UEBMI policies lowered enrollees' OOP spending in prefectures that embraced both benefit-expansion and cost-containment reforms. In contrast, the policies produced ill effects on OOP spending of UEBMI enrollees and uninsured workers in prefectures that carried out only benefit-expansion or cost-containment reforms. The micro-level impacts of UEBMI enrolment on OOP spending were conditional on whether prefectural benefit-expansion and cost-containment reforms were undertaken in concert. Only in prefectures that promulgated both types of reforms did UEBMI enrolment reduce OOP spending. These findings contribute to a comprehensive text-mining measurement approach to locally diverse policy efforts and an integration of macro-level policy analysis and micro-level individual analysis. Contextualizing policy measurements would improve the methodological rigour of health policy evaluations. This paper concludes with implications for health policymakers in China and beyond. INTRODUCTION Smoking prevalence is high in China, and healthcare workers are important for tobacco control. This study aimed to determine the smoking status, cognition of tobacco hazards, and smoking cessation-related knowledge among respiratory healthcare workers, and to explore their ability to provide smoking cessation assistance. METHODS A cross-sectional study was conducted in 2021 among 1028 respiratory healthcare workers from 89 hospitals in Fujian Province, China. A self-designed electronic questionnaire was used to collect data on smoking status, knowledge of smoking hazards, and smoking cessation knowledge. Descriptive statistics were calculated for all questions. Logistic regression analysis was used to explore the relationship between awareness of the tobacco control goals of Healthy China 2030 and demographic characteristics. RESULTS Among the healthcare workers surveyed, 3.4% were smokers, all of whom were male. Most respondents (99.4%) were aware of smoking as a cause of lung cancer, but awareness of smoking as a cause of non-respiratory cancer was lower. The awareness rate of smoking cessation support was high (>90%), but only 40.0% of participants were aware of the Healthy China 2030 tobacco control targets. Male (HR=2.16; 95% CI: 1.69-2.80) and participation in the cessation clinic (HR=1.47; 95% CI: 1.10-1.96) were associated with higher awareness of the targets. CONCLUSIONS Respiratory healthcare workers in Fujian Province demonstrated a high level of awareness regarding behavioral and pharmacotherapy support for smoking cessation. Employees, as the most valuable assets and critical sources of competitive advantage in enterprises, are among the important stakeholders in enterprises. Employee social responsibility (ESR) has been a continually important research interest in the field of enterprise social responsibility. However, in the literature, few studies explore how personal features affect employee social responsibility. Thus, sampling China's listed companies from 2006 to 2019, we investigate how the home bias of senior executives influences enterprises' employee social responsibility. We identify home bias based on whether a chairperson's or CEO's hometown matches the firm's registration place. Three main results are obtained. First, the home bias of both CEOs and chairpersons can improve the corporate fulfillment of employee social responsibility. Second, further cost-benefit analysis shows that this result is due to not only identification but also benefit exchange. Although senior executives' home bias significantly decreases employee turnover rate, enterprises absorb more employment, which significantly increases their redundant personnel costs. Therefore, firms should balance the potential benefits and costs incurred by home bias via trade-off. Third, in firms facing less market competition, firms with more governmental subsidies or state-owned firms, senior executives' home bias has a more significant promoting effect on the fulfillment of ESR, supporting the view of benefit exchange. Accordingly, by extending theories on the effects of senior executives' home bias and enriching the ESR literature, this paper has important practical value, our findings can guide and promote firms to perform ESR while actively complying with a national policy for stabilizing employment and ensuring people's well-being. With the continuous uptick in world energy consumption, green energy plays an increasingly significant role in alleviating energy depletion and promoting economic development. Due to regional differences, transportation restrictions, national policies and other reasons, there is a mismatch between green energy needs and resources across regions in China, which leads to misallocation of capital and labor between heavily polluting and nonpolluting enterprises. In this context, this paper first proposes a new measurement method: namely, the capital and labor mismatch index. Panel data of 30 Chinese provinces from 2008 to 2018 are utilized to calculate the index. The results show significant resource mismatch across provinces in China. In addition, we extend the green Solow model by combining capital mismatch, technological progress and environmental regulation into a dynamic analysis framework of economic growth. The empirical results show that all three factors have significant spatial spillover effects. Specifically, capital misallocation exerts a strong negative impact on economic growth, while the other factors increase it. [ABSTRACT FROM AUTHOR]

The new turn to Mass Innovation and Mass Entrepreneurship (MIME) initiatives in China mark a concrete step to reconfiguring and appropriating the western maker movement rhetoric to fit China's context. In this paper, we explore the nascent China's maker movement under the guidance of the state's MIME initiative to identify the key issues, actions, rationales, and logics of appropriation linked to this public policy agenda. Empirically, we employ a semantic network analysis to identify policy frames of the two principal documents of the MIME issued in 2015 and 2018. Providing insight into the heterogeneous nature of MIME discourses and innovation policy in China, our study Sheds light on how social innovation derives from activism and connect with emerging creative cities discourse, entrepreneurship, and local economic development. Implementing a Carbon Peak Action Plan at the regional level requires comprehensive consideration of the developmental heterogeneity among different provinces, which is an effective pathway for China to realize the goal of carbon peak by 2030. However, there is currently no clear provincial roadmap for carbon peak, and existing studies on carbon peak pathways inadequately address provincial heterogeneity. Therefore, this paper employs the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model to decompose assess 8 factors influencing carbon emissions of 30 provinces. According to scenario analysis, the paper explores the differentiated pathways for provincial carbon peaks based on policy expectation indicators (including population, economy, and urbanization rate) and comprises policy control indicators (including the energy structure, energy efficiency, industrial structure, transportation structure, and innovation input). The results indicate that population, per capita GDP, urbanization rate, and innovation input are the primary factors for influencing (negatively) the growth of carbon emissions. In contrast, the optimization and upgrading of the industrial structure, energy intensity, energy structure, and transportation structure have mitigating effects on carbon emissions, especially for the first two factors. The forecasting results reveal that robust regulations of the energy and industry can effectively accelerate carbon peak at a reduced magnitude. If developed at BAU, China cannot achieve carbon peak by 2030, continuing an upward trend. However, by maximizing the adjustment strength of energy and industrial transformation within the scope of provincial capabilities, China could achieve carbon peak as early as 2025, with a peak of 12.069 billion tons. In this scenario, 24 provinces could achieve carbon peak before 2030. Overall, this study suggests the feasibility of differentiated pathway to achieve carbon peaks in China, exploring the carbon peak potential and paths of 30 provinces, and identifying provinces where carbon peak is more challenging. It also provides a reference for the design of carbon peak roadmaps at both provincial and national levels and offers targeted recommendations for the implementation of differentiated policy strategies for the government. This paper mainly introduces and studies public objectives and instruments in educational policies that authorities can use to improve and evaluate the quality of postgraduate cultivation in China. Under the political environment in the state, the standard for the quality of postgraduate education first includes graduate students in higher education institutions who support the leadership of the Communist Party of China (CPC), educational authorities formulate, and implement policies and regulations surrounding postgraduate education under the leadership of the Party committees as well. From the political perspective, moral cultivation should become an important indicator in the evaluation of the quality of postgraduate education. Specific policy instruments including examination and admission systems, graduation requirements, and performance evaluations are designed to increase knowledge and academic skills or allow students to better perform work in their future careers. Although these policy instruments have played some roles in improving the quality of postgraduate cultivation in practice, some associated social negative phenomena also appear in the field, such as academic misconduct, excessive academic and psychological pressure of postgraduate students, etc. The moral cultivation and psychological health should be measured and assessed while evaluating the quality of postgraduate education. The public objectives surrounding the higher education in political level could provide some useful and constructive recommendations to improve the evaluation system that guides the development of postgraduate education.
