Affordable housing shortage and social exclusion have become severe societal problems across the globe. Increasing numbers of people are suffering from social eviction and displacement due to urban densification, modernization, rising rents, and intense housing commodification. Vulnerable resident groups – such as old-aged or households with children – who often live in old housing stocks planned to be densified, renovated, or upgraded with higher rents, are forced to leave the urban core centers because they can no longer afford to live in central locations, or because they experience unstable or insecure housing conditions. A scenario that is highly unsustainable. So far, studies on densification have mainly considered the process as technological, architectural, or design-based problem (e.g., Kyttä et al., 2013; Broitman & Koomen, 2015; Bibby et al., 2018). However, systematic knowledge on how to implement densification objectives sustainably – regarding economic, environmental, and social aspects – is still lacking. This book tackles this gap by analyzing densification from a governance perspective. Its point of departure is that densification per se does not necessarily lead to sustainable outcomes in terms of social inclusion, cohesion, or community stability. Rather, it politicizes densification by neglecting how the process is planned, implemented, and governed by the actors involved. The book applies an actors-centered neoinstitutionalist political ecology approach to reveal the specific objectives and strategies of actors involved, as well as the socio-political structures (i.e. rules. laws, and policies) that govern densification. Four Swiss in-depth empirical qualitative case studies (Zürich, Basel, Köniz, and Kloten) illustrate the political and legal conditions for success or failure for (un)sustainable implementations of densification. Ultimately, this book advises stakeholders, governments, urban practitioners, and academics on more effective, community-oriented, collective, and decommodified forms of governance to respond to the needs of the public at large rather than simply catering to private individuals and firms. Such governance initiatives entail active municipal land policy approaches outside a purely market-based investment logic that not only limit, but also work with property rights. ​This open access book addresses the problem of creation and reproduction processes of contemporary urban communities, as well as cultural mechanisms and factors of these processes. Rejecting both the environmental determinism, and cultural reductionism of community studies, the book assumes that the postmodern city is a space of diverse urban communities that go far beyond the traditional concept of neighbourhood as well as personal and imagined communities, and thus proposes to comprehend urban community as social practice embedded in urban space. The book applies the Theory of Social Practice and the Theory of Scenes and develops the concept of socio-cultural opportunity structures in order to explain how cultural practices of individuals and symbolic dimensions of territory interact, leading to (re)production of various forms of urban community. It is assumed that culture in general and symbolic meanings of territory in particular, play a crucial role in the process of (re)production of urban communities, that this process takes place in collective cultural consciousness and is mediated by territorially embedded cultural practices of individuals. The book overcomes theoretical gaps in classical community studies and develops a new perspective on urban communal processes based on the analysis of social practices in urban cultural scenes.

This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

This open access book examines an interdependent approach to happiness and well-being, one that contrasts starkly with dominant approaches that have originated from Western culture(s). It highlights the diversity of potential pathways towards happiness and well-being globally, and answers calls - voiced in the UN’s Sustainable Development Goals - for more socially and environmentally sustainable models. Leading global organizations including the OECD, UNICEF, and UNESCO are now proposing human happiness and well-being as a more sustainable alternative to a myopic focus on GDP growth. Yet, the definition of well-being offered by these organizations derives largely from the philosophies, social sciences, and institutional patterns of Europe and the United States. Across seven chapters this book carefully probes the inadequacy of these approaches to well-being globally and reveals the distorting effect this has on how we imagine our world, organize institutions, and plan our collective future(s). It shares a wealth of evidence and examples from across East Asia - a region where interdependence remains foregrounded - and concludes by provocatively arguing that interdependence may provide a more sustainable approach to happiness and well-being in the 21st century. This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

This open access book explores the intersection of property law, relocation, and resettlement processes in the United States and among communities that grapple with migration as an adaptation strategy. As communities face the prospect of relocating because of rising seas, policy makers, disaster specialists, and community leaders are scrambling to understand what adaptation pathways are legally possible. While in its ideal application, law functions blindly and without variation, the authors find that legal contradictions come to bear on resettlement processes and place certain communities further in harm’s way. This book will unearth these contradictions in order to understand why successful community-based resettlement has presented such a challenge to communities that are experiencing increasing land deterioration as a result of climate change.

This open access book connects Jane Jacobs's celebrated urban analysis to her ideas on economics and social theory. While Jacobs is a legend in the field of urbanism and famous for challenging and profoundly influencing urban planning and design, her theoretical contributions – although central to her criticisms of and proposals for public policy – are frequently overlooked even by her most enthusiastic admirers. This book argues that Jacobs’s insight that “a city cannot be a work of art” underlies both her ideas on planning and her understanding of economic development and social cooperation. This open access book assesses how the Covid-19 pandemic caught higher education systems throughout the world by surprise. It maps out the responses of higher education institutions to the challenges and strategic opportunities brought about by the pandemic, and examines the effects such responses may have. Bringing together scholars and case studies from Europe, Asia, Africa and the Americas, the book is both comparative and global in nature. It also brings together researchers from a variety of disciplinary fields, including political scientists, historians, economists, sociologist, and anthropologists. In doing so, the book fosters an inter-disciplinary dialogue and inclusive methodological approach for unpacking the complexities associated with modern higher education systems and institutions.

This open access book is one of the first academic works to comprehensively analyse the dilemma concerning global content governance on social media. To date, no single human rights standard exists across all social media platforms, allowing private companies to set their own rules, values and parameters. On the one hand, this normative autonomy raises serious concerns, primarily around whether companies should be permitted to establish the rules governing free speech online. On the other hand, if social media platforms simply adopted international law standards, they would be compelled to operate a choice on which model to follow, and put in place mechanisms to uphold these general standards. This book examines this topic from a multidisciplinary perspective, drawing from the expertise of the authors in law, political science and communication studies. It provides a carefully reconstructed theory of the content governance dilemma, as well as pragmatic solutions for companies and policymakers. Sie strukturieren, regulieren und dokumentieren Sprech- und Handlungsabläufe von ministeriellen Zusammenkünften, Gerichtsterminen und anderen komplexen Arbeitsprozessen. Seit Jahrhunderten schreiben Protokolle auf und vor, was zu tun und was zu lassen ist, was als notwendig gilt oder als unwichtig und marginal. Sie filtern aus komplexen Interaktionen das heraus, was jene Vergangenheit gewesen sein wird, auf die man sich künftig bezieht. To examine the origins, characteristics, and outcomes of resilient governance with Chinese characteristics, this open access book takes Guangzhou, a typical Chinese city from 1990 to 2015, as an example. Through participant observation, semi-structured interviews, and the collection of secondary data, this book finds that (1) the institutional context can be described as an authoritarian land-oriented pro-growth regime; (2) there are three phases with different patterns of governance: the Primitive Market Phase (1990–1998), the Pure Government Phase (1998–2006) and the Multiple Players Phase (2006–2015); (3) redevelopment can serve as a model of resilient governance because it changes in time in a dynamic environment to maximise economic growth; (4) an authoritarian land-oriented pro-growth regime is the key to support such a resilient governance model. Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice.

How does governing work today? How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are democratic, effective, fair, peaceful, and sustainable? This book addresses this key question around the theme of ‘polycentrism’: i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from a broad spectrum of academic disciplines and theoretical approaches. Readers thereby obtain a full coverage of exciting new thinking about how today’s world is (mis)ruled. The book distinguishes four paradigms of knowledge about polycentric governing—organizational, legal, relational, structural—and pursues conversations across the divides that normally keep these approaches in separate research communities. These exceptional inter-paradigm exchanges focus especially on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, combinations across the diverse theories generate promising novel avenues of thought about polycentrism. Through their engagement with the book, readers can develop their own understandings of governing today and thereby become more empowered political subjects.

Relations between Australia and Japan have undergone both testing and celebrated times since 1952, when Australia's ambassadorial representation in Tokyo commenced. Over the years, interactions have deepened beyond mutual trade objectives to encompass economic, defence and strategic interests within the Indo-Pacific region and beyond. This 'special relationship’ has been characterised by the high volume of people moving between Australia and Japan for education, tourism, business, science and research. Cultural ties, from artists-in-residence to sister-city agreements, have flourished. Australia has supported Japan in times of need, including the aftermath of the 2011 Tohoku earthquake. This book shows how the Australian embassy in Tokyo, through its programs and people, has been central to these developments. The embassy’s buildings, its gardens and grounds, and, above all, its occupants—from senior Australian diplomats to locally engaged staff—are the focus of this multidimensional study by former diplomats and expert observers of Australia’s engagement with Japan. Drawing on oral histories, memoirs, and archives, this volume sheds new light on the complexity of Australia’s diplomatic work in Japan, and the role of the embassy in driving high-level negotiations as well as fostering soft‑power influences. ‘With a similar vision for the Indo-Pacific region and a like-minded approach to the challenges facing us, Australia and Japan have become more intimate and more strategic as partners. This open access book explores the environmental, social, and financial challenges of housing provision, and the urgent need for a sustainable housing transition. The authors explore how market failures have impacted the scaling up of sustainable housing and the various policy attempts to address this. Going beyond an environmental focus, the book explores a range of housing-related challenges including social justice and equity issues. Sustainability transitions theory is presented as a framework to help facilitate a sustainable housing transition and a range of contemporary case studies are explored on issues including high performing housing, small housing, shared housing, neighbourhood-scale housing, circular housing, and innovative financing for housing. It is an important new resource that challenges policy makers, planners, housing construction industry stakeholders, and researchers to rethink what housing is, how we design and construct it, and how we can better integrate impacts on households to wider policy development.

Diese Open-Access-Publikation untersucht die Akzeptanz der sächsischen Bevölkerung gegenüber Energie- und Rohstoffvorhaben sowie die Eignung von Kommunikationsmaßnahmen zur Verbesserung des Akzeptanzniveaus. Die Bürger:innen werden erstmals repräsentativ zu ihrer (In-)Akzeptanz gegenüber Anlagearten befragt. Dabei wird nachgewiesen, dass die Akzeptanz bei lokalen Projekten immer geringer ist als soziopolitisch. Bei den erneuerbaren Energieumwandlungsanlagen ist die Akzeptanz gegenüber Wasserkraft- und Solaranlagen am höchsten, gegenüber Biomasseanlagen am geringsten. Fossile Energieumwandlungsanlagen sind weniger akzeptiert und Tage- und Untertagebaue werden am schlechtesten bewertet. Eine vergleichende Befragung der Unternehmensvertreter:innen des Energie- und Rohstoffsektors ergibt eine Dissonanz der von ihnen angenommenen zur erfassten (In-)Akzeptanz der Bevölkerung: Das Akzeptanzniveau ist unabhängig von der Art des Vorhabens geringer, als es die Unternehmensvertreter:innen annehmen. Die Erkenntnisse werden genutzt, um eine Webapplikation zu entwickeln, die es insbesondere kleinen und mittleren Unternehmen ermöglicht, zur Akzeptanzsteigerung geeignete Kommunikationsmaßnahmen auszuwählen.

This open access book focuses on migrant and minority cemetery needs through the conceptual lens of the mobilities of the living and the dead. In doing so, the book brings migration and mobility studies into much-needed dialogue with death studies to explore the symbolically and politically important issue of culturally inclusive spaces of cemeteries and crematoria for migrants and established minorities. The book addresses majority and minority cemetery and crematoria provisions and practices in a range of North West European contexts. It describes how the planning, management and use of cemeteries and crematoria in multicultural societies can tell us about the everyday lived experiences of migration and migrant heritage, urban diversity, social inclusion and exclusion in Europe, and how these relate to migrant and minority experience of lived citizenship, practices of territoriality and bordering, colonial/postcolonial narratives. The book will be of interest to readers in the fields of migration/mobilities studies and death studies, as well as policy makers and practitioners, such as local government officers, cemetery managers and city planners.

Countries across Africa are rapidly transitioning from rural to urban societies. The UN projects that 60% of people living in Africa will be in urban areas by 2050, with the urban population on the continent tripling over the next 50 years. The challenge of building inclusive and sustainable cities in the context of rapid urbanization is arguably the critical development issue of the 21st Century and creating food secure cities is key to promoting health, prosperity, equity, and ecological sustainability. The expansion of Africa’s urban population is taking place largely in secondary cities: these are broadly defined as cities with fewer than half a million people that are not national political or economic centres. The implications of secondary urbanization have recently been described by the Cities Alliance as “a real knowledge gap”, requiring much additional research not least because it poses new intellectual challenges for academic researchers and governance challenges for policy-makers. International researchers coming from multiple points of view including food studies, urban studies, and sustainability studies, are starting to heed the call for further research into the implications for food security of rapidly growing secondary cities in Africa. This book will combine this research and feature comparable case studies, intersecting trends, and shed light on broad concepts including governance, sustainability, health, economic development, and inclusivity. This is an open access book.

This important book explores the cultural conditions that favor political accountability. It examines the channels through which accountability can be secured and the role that accountability plays in ensuring good governance. In addition to problematizing the notion of accountability, the book suggests that it is the product of three different—albeit, related—processes: taking account of voters’ preferences, keeping account of voters’ preferences, and giving account of one’s performance in office. It further explores the relationship between accountability and political culture by analyzing the relationship between accountability and religion, religious denomination, familism, civicness, secularism, and postmaterialism, revealing that the level of accountability is influenced by the diffusion of post-material values and by the level of civicness in a given country. This book will be of key interest to scholars, students, and practitioners in governance, the political economy of institutions and development, democracy, and more broadly to political science, international relations, political theory, comparative politics, sociology, and cultural studies.

This open access book brings novel perspectives to the scholarship on transnational migration. The book stresses the complexity of migration trajectories and proposes multi-sited field studies to capture this complexity. Its constituent chapters offer examples of onward migration spanning all major world regions. The contents exemplify a range of interdisciplinary approaches, including both qualitative and quantitative methodologies. The result is an impressive remapping and reconceptualisation of global migration and mobility, of interest to students and policy-makers alike.

Accountability is not an event, but a process. The purpose of the present chapter is to discuss the three faces or phases of accountability: taking into account, keeping into account and giving an account. In doing so attention is paid to the fact that parties and candidates in the course of one election need to learn and take into account what voters want, that their activities as elected official need to reflect the voters’ demands and that they need to go back to the voters to explain what they did when they were in office.

This chapter describes, justifies, presents the pros and cons of and illustrates the use of simulation modeling as a handy, cost-effective and agile tool for policymakers. Simulation modeling is flexible enough to accommodate different levels of detail, precision and time frameworks. It also serves the purpose of a concrete communication platform that facilitates scenario analysis, what-if alternatives and forward looking. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration. The conceptual framework section closes with a discussion of advantages and disadvantages of using simulation modeling for policy at various stages of implementation. Finally, we present a panorama of actual applications of simulation modeling in policy, with an emphasis on economic analysis.

This open access book provides an integrated overview of the challenges and resources of large-scale social housing estates in Europe and outlines possible interdisciplinary approaches and tools to promote their regeneration. It especially focuses on the tool of urban living labs, as promising in promoting new and more effective local governance and in including the different actors into the planning process. The book combines theory and practice, since it is the result of action-research conducted in different social housing estates all over Europe. Building on the results of the SoHoLab project (2017–2020), the book benefits from a multidisciplinary perspective, since the researchers involved belong to the fields of anthropology, urban planning, architecture, urban sociology. The project combined theoretical reflections with the installation and/or the consolidation of Urban Living Labs, run by universities, in large social housing estates in three European cities: Brussels, Milan and Paris.

This open access book analyses the global diffusion of social policy as a process driven by multiplex ties between countries in global social networks. The contributions analyze links between countries via global trade, colonial history, similarity in culture, and spatial proximity. Networks are viewed as the structural backbone of the diffusion process, and diffusion is anlaysed via several subfields of social policy, in order to interrogate which network dimensions drive this process. The focus is on a global perspective of social policy diffusion via networks, and it is the first book to explicitly follow this macro-quantitative perspective on diffusion at a global scale whilst also comparing different networks. The collection tests the network structures in terms of their relevance to the diffusion process in different subfields of social policy such as old age and survivor pensions, labor and labor markets, health and long-term care, education and training, and family and gender policy. This open access book provides new conceptualisations on the networks of migrants and their descendants in accessing the labour market. Although references to social networks are common in discussions of migration, simplified ideas of co-ethnic networks often obscure the reality, for example confounding ties with co-ethnics and ‘strong ties’. This open access book addresses key questions about the role of networks in migration contexts, particularly in relation to how migrants and their descendants, access the labour market and develop their employment trajectories over time. Rather than adopting a narrow essentializing ethnic lens, the research presented in this book explores intersectional identities of class, generation and gender. By focusing on the kinds of capital circulating between ties, including the dark side of social capital, the book offers insights into power dynamics and the potentially exclusionary dimension of networks. Taking a long term view, across generations, the research in this book shows how migrants and their descendants mobilize resources to tackle discrimination and enhance their position within particular labour markets. Drawing on robust quantitative and rich qualitative data, this book provides a primary source to students, scholars and policy-makers focusing on issues of migration, social networks, social mobility as well as labour market inequalities.
