Abstract

Although there is widespread agreement among U.S. experts that the United States must protect its technological advantage, there is disagreement about how best to do so. The related debate reveals tension between maintaining an unrestricted federally-funded research and development enterprise, on one hand, and countering foreign governments seeking to exploit it, on the other. Although lawyers have engaged with this debate in academic scholarship and in strategic ways like influencing national- level law and policy, legal practitioners have often been absent at the operational level. By way of facilitating such engagement, this Article provides a primer on National Security Decision Directive 189, an executive order issued in 1985 that established national policy favoring openness with respect to federally-funded fundamental research. The Article also considers the legal force the order continues to hold given recent legislative and executive action designed to strengthen the federally-funded research and development enterprise against foreign threats. Im Rahmen der Exzellenzinitiative des Bundes und der Länder hält eine Rhetorik in das universitäre Feld Einzug, die für das wirtschaftliche Feld charakteristisch ist. Die Differenzierung in exzellente und nicht exzellente universitäre Institutionen schafft eine Stratifizierung, zu der sich die universitären Akteure positionieren müssen. Ob es Forschern unterschiedlicher Hierarchieebenen in den beiden untersuchten Exzellenzclustern aus den Natur- sowie den Geistes- und Sozialwissenschaften gelingt, ihren wissenschaftlichen Habitus trotz der in das wissenschaftliche Feld eindringenden wirtschaftlichen Rhetoriken und Logiken aufrecht zu erhalten, zeigt dieses Buch. Dazu werden neben der organisationalen Außendarstellung der Exzellenzcluster in Form eines Videos insbesondere Interviews mit den Forschern aus den beiden Exzellenzclustern unter Rückgriff auf die Methode der Strukturalen Hermeneutik detailliert analysiert. Dabei schält sich heraus, dass der wissenschaftliche Habitus der interviewten Forscher den im Rahmen der Exzellenzinitiative in das wissenschaftliche Feld eindringenden Rhetoriken und Logiken aufgrund des Hysterisis-Effektes weitgehend stand hält. An einigen Stellen ist jedoch auch ein Einsickern der fremden Logiken in denselben beobacht- und somit eine Transformation des wissenschaftlichen Habitus feststellbar, die sich auch als Deformation beschreiben lässt und den Wettbewerb um die Logik des besseren Arguments bei weiterem Voranschreiten zu gefährden droht.

A recent study conducted by investigators at Indiana State University sheds light on the reproductive cycle and behavior of the Northern Zigzag Salamander (Plethodon dorsalis). The researchers examined preserved specimens and made field observations to better understand the female reproductive cycle and observed egg-brooding behavior. The study found that females contained 2-7 ovarian follicles and observed salamanders brooding clutches of 4-6 eggs. The researchers concluded that further study is needed to fully understand the natural history of this species and its unique behavior. Obtaining funding is an important part of becoming a successful scientist. Junior faculty spend a great deal of time finding the right agencies and programs that best match their research profile. But what are the factors that influence the best publication–grant matching? Some universities might employ pre‐award personnel to understand these factors, but not all institutions can afford to hire them. Historical records of publications funded by grants can help us understand the matching process and also help us develop recommendation systems to automate it. In this work, we present GotFunding (Grant recOmmendaTion based on past FUNDING), a recommendation system trained on National Institutes of Healthʼs (NIH) grant–publication records. Our system achieves a high performance (NDCG@1 = 0.945) by casting the problem as learning to rank. By analyzing the features that make predictions effective, our results show that the ranking considers most important (a) the year difference between publication and grant, (b) the amount of information provided in the publication, and (c) the relevance of the publication to the grant. Abstract

The biological literature reverberates with the inadequacies of commercial research-tool antibodies. The scientific community spends some $2 billion per year on such reagents. Excellent accessible scientific platforms exist for reliably making, validating and using antibodies, yet the laboratory end-user reality is somehow depressing – because they often “don’t work”. This experience is due to a bizarre and variegated spectrum of causes including: inadequately identified antibodies; inappropriate user and supplier validation; poor user training; and overloaded publishers. Colourful as this may appear, the outcomes for the community are uniformly grim, including badly damaged scientific careers, wasted public funding, and contaminated literature. As antibodies are amongst the most important of everyday reagents in cell biology and biochemistry, I have tried here to gently suggest a few possible solutions, including: a move towards using recombinant antibodies; obligatory unique identification of antibodies, their immunogens, and their producers; centralized international banking of standard antibodies and their ligands; routine, accessible open-source documentation of user experience with antibodies; and antibody-user certification.
