(1) To describe facilitators and barriers to the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) food shopping via electronic benefits transfer (eWIC) compared with paper vouchers. (2) To explore suggestions that WIC participants had for modifying the program to enhance their overall WIC experience. Qualitative, semistructured, in-depth interviews. WIC participants in East Tennessee. Twenty-four primary food shoppers of WIC-participating households aged at least 18 years were recruited using a purposive sampling strategy. Perceived facilitators and barriers to use of eWIC as compared with paper vouchers. Interview transcripts were analyzed using a grounded theory approach to identify emergent themes. Participants identified several ways eWIC has improved their food shopping experience, including ad hoc redemption of WIC benefits and a quicker, more discrete checkout. Participants' chief complaint about eWIC was transaction errors at checkout. Participants identified other barriers to shopping for WIC foods that cannot be addressed by the card alone, such as difficulty identifying WIC items in-store. Participants reported changes to their benefit tracking behaviors and provided suggestions to improve WIC further. The transition to eWIC was viewed favorably among WIC participants, although participants identified a need for additional support in addressing transaction errors. This finding presents an opportunity to modify messages delivered to WIC participants by WIC nutrition educators and enhance collaboration between WIC agencies, retailers, and e-commerce technology providers. This paper documents the motivation and methodology developed to evaluate the cost effectiveness and potential improvements for the transportation and storage of food aid commodities. Additionally, preliminary fieldwork conducted to map out the domestic portions of the supply chain is also presented. We hypothesize that modern bag technologies, such as hermetic bags, offer the potential to cost effectively improve the quality of food aid commodities as a substitute to current fumigation processes. A range of packaging (current and new), shipping modes, commodities, and foreign ports will be evaluated in the traditional supply chain with the use of a factorial design. Furthermore, the down-stream supply chain portions such as storage will be simulated by placement in prepositioning warehouses in foreign ports for up to three months. The use of a factorial design with sliding levels is a crucial method utilized to accommodate the various factors involved in the complex supply chain of food aid. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is an essential nutrition assistance program that has led to successful health outcomes and healthcare access. To alleviate discomfort associated with WIC shopping at stores, the Congress mandated the transition to electronic benefit transfer (EBT) card system from paper vouchers. This study aimed to explore the experiences of WIC recipients in using EBT cards in stores. WIC recipients from one WIC clinic in northern New Jersey (N = 220) participated in this study. An online survey was framed under the theory of planned behavior to probe their underlying behavioral, normative, and control beliefs of using EBT cards. Using content analyses, dominating themes of each belief were extracted. Participants composed of Hispanic (91.2%) with mean age of 31.68 (SD = 7.69). Most frequently mentioned advantages of using EBT cards were convenience and ease (34.3%) followed by fast and efficient (28.5%). Participants noted that most people would approve of using EBT cards (70%), especially those who receive the benefits and approve of the public assistance (16.7%). They stated that having improved store inventory and an increase in WIC-authorized stores (17.2%) would make the EBT cards use easy. The transition to EBT cars allowed purchase flexibility, alleviated stigma and the purchase process burdens, but the challenges associated with WIC app usage and store specific issues remained. Background: Rural U.S. residents experience a disproportionate burden of diet and physical activity (PA) related chronic disease compared to urban residents, due to resource and economic challenges. Diverse policy approaches for chronic disease prevention have been implemented to address barriers to breastfeeding, healthy eating, and PA. Therefore, the purpose of this paper is to describe policy supports for breastfeeding, healthy eating, and/or PA occurring in rural U.S. areas. Methods: A scoping review was conducted March-June 2020 to identify policy, systems, and environment change approaches occurring in the rural U.S. for breastfeeding, healthy eating, and PA. Search procedures were guided by the PRISMA-ScR, Arksey and O'Malley's work (2007), and a science librarian. Medline, PubMed, Web of Science, and Agricola were used to identify peer-reviewed research. ProQuest Dissertations and Theses A&I were used to identify dissertation research. Grey literature searches included Google, Google Scholar, government pages, and public health, federal nutrition assistance program, Cooperative Extension Services, and related webpages. Policy results are reported and inclusion criteria were: (1) breastfeeding, healthy eating, and/or PA focus; (2) about policy factors; (3) specific to U.S. rural populations/places; and (4) English language. Outcomes (study/source design, objective(s), methods/measurement, setting, population characteristics, behavioral focus, policy-specific results) were extracted into a standardized Excel document. Results: Results include 122 total sources: original research, with some sources referencing multiple behaviors, (n = 74 sources: 8 breastfeeding, 41 healthy eating, 42 PA), grey literature (n = 45 sources: 16 breastfeeding, 15 healthy eating, 27 PA), and graduate research (n = 3 sources: 1 breastfeeding, 2 healthy eating, 1 PA). Breastfeeding policy initiatives included policies or programs at hospitals, increasing access to resources, and improving culture or norms at workplaces. Healthy eating policy initiatives included increasing access to healthy foods, reducing financial burden, implementing programs, food assistance programs, and healthy food prescriptions at healthcare facilities. PA policy initiatives focused on Complete Streets, joint or shared use efforts, Safe Routes to Schools, master plans for greenways, trails, and/or transportation, school health plans, and childcare/school standards. Purpose: This study aims to analyse the nature and trends in the knowledge discovery process on COVID-19 and food insecurity using a comprehensive bibliometric analysis based on the indexing literature in the Scopus database. Design/methodology/approach: Data were extracted from Scopus using the keywords COVID-19 and food security to ensure extensive coverage. A total of 840 research papers on COVID-19 and food security were analysed using VOSviewer and RStudio software. Findings: The findings of the bibliometric analysis in terms of mapping of scientific research across countries and co-occurrence of research keywords provide the trends in research focus and future directions for food insecurity research during times of uncertainty. Based on this analysis, the focus of scientific research has been categorised as COVID-19 and food supply resilience, COVID-19 and food security, COVID-19 and public health, COVID-19 and nutrition, COVID-19 and mental health and depression, COVID-19 and migration and COVID-19 and social distancing. A thematic map was created to identify future research on COVID-19 and food security. Practical implications: This analysis identifies potential research areas such as food supply and production, nutrition and health that may help set future research agendas and devise policy supports for better managing food insecurity during uncertainty. Purpose: Meals on Wheels (MOW) support older people to live in their own homes and communities. The purpose of this paper is to explore MOW experiences from a multi-stakeholder level to inform and better equip this valuable service. Design/methodology/approach: A qualitative approach was undertaken utilising semi-structured interviews and focus groups with current, former and potential MOW service users and MOW stakeholders. Findings: Qualitative analysis explored MOW perspectives and experiences, highlighting a lack of MOW information and awareness, the importance of a client-centred approach the multiple roles of MOW and service transition. Originality/value: This research explores MOW from the perspective of different groups directly involved in this community service, offering unique multi-stakeholder insights to understand and guide the future of this service. Objective - This paper sets out to assess perceptions of food retailers regarding climate change, greenhouse gas emission and sustainability in the Nelson Mandela Bay region of South Africa. The primary objective of this study is to investigate the food retailers' greenhouse gas emissions strategies. Climate change catastrophic potential and the harmful effect that it has had on the community and businesses has led to it being given attention from social media and in literature. Methodology/Technique - This paper covered a literature review that provided the theoretical framework. The empirical study that was carried out included self-administered questionnaires which were distributed to 120 food retailers who were selected from the population using convenience sampling. Findings - The results revealed that most of the respondents were neutral towards the impact of operational factors regarding GHG emission in the food retail sector. Novelty - There is limited research that has been conducted among food retailers from the designated population. This paper summarises evidence from a rapid review of international findings on the effects of cash transfers. The learnings were used to inform the design of urgent response social protection during the COVID-19 pandemic. The summary demonstrates that in response to widespread disruption, cash transfers have broad benefits for children, adults, and the wider economy. First, cash grants for child support have been shown to reduce hunger, increase dietary diversity, and reduce secondary school dropout. Transfers may also reduce child malnutrition. Second, there is some evidence that cash grants could encourage job search and economic activity. By contrast, there is little evidence that grants discourage adults from working, or increase spending on temptation goods (alcohol, tobacco). Third, for the wider economy, there is little evidence that grants will increase inflation, while some studies find that transfers create a fiscal multiplier and stimulate the local economy. Finally, we review evidence on design considerations and find that unconditional cash transfers (UCTs) are particularly well suited to rapid response when compared to conditional cash transfers (CCTs). Outside crisis settings, there is some evidence that getting recipients to enrol children in school or attend health check-ups improves these outcomes more than unconditional grants. However, the differences are small and the additional costs of implementing conditions outweigh these benefits in circumstances where response is required urgently. Comparing evidence on cash grants and food vouchers suggests both achieve similar improvements in nutrition; however, cash transfers are likely to be more cost-effective for governments, especially where a system to distribute grants is already set up. This paper charts responses to urgent appeals by welfare charities through crowd funding websites in order to examine the impact of the Covid19 pandemic on public generosity and social cohesion in the UK. It uses a relatively new method in social policy research, data-harvesting. Online public giving to local charities for vulnerable people sky-rocketed during the crisis, despite the long-established stigmatic treatment of the able-bodied poor of working age, a decade of benefit cuts, the increased stringency of Universal Credit and the long-term downward trend in charity incomes. Welfare policy and the rhetoric that surrounds it is increasingly divisive, although most welfare spending addresses needs or risks that confront all of us. The Covid19 lockdown can be seen as a natural experiment in social inclusion. This paper shows how policy discourse that stresses common humanity in the face of a collective challenge, rather than social divisions, can help build social cohesion. [ABSTRACT FROM AUTHOR]

Over the past few decades, large food banks that collect, warehouse, and redistribute food have become institutionalized across Europe. Although food banks gained increased visibility as important food relief mechanisms during the covid pandemic in 2020 and 2021, the crisis also highlighted their structural weaknesses and the fragility of the charity-based emergency food system. In particular, many European food banks faced higher costs, lower food stocks, uneven food donations, and lower numbers of volunteers and personnel as demand for food relief increased sharply. Also, many food banks lacked personal health and safety equipment for front-line staff and volunteers, many of whom were vulnerable or aged, thus forcing the closure of some charities due to health concerns. Yet, the impact of the pandemic was uneven across the continent as the covid pandemic strengthened some food banks while others were weakened. To explore these dynamics in detail, this paper utilizes in-depth interviews and surveys of key food bank operators in the Netherlands, Norway, and Greece to analyze how and why European food bank systems fared so differently from the pandemic. In short, the findings in this paper reveal how the Norwegian food bank system leveraged its position to increase fundraising and visibility, while the Netherlands food bank system suffered from long-term structural weaknesses, and the Greek food bank system was further embroiled in government tensions that threatened its existence. Contemporary academic debates on the history of the colonial Famine Codes in India-also considered to be the first coded and institutionalised normative frameworks for natural disaster response on the continent-generally are based on one of two perspectives. The first focuses on their economic rationale, whereas the second underlines that they constitute an anti-famine contract between the colonial masters and the people of India. This paper demonstrates that both of these viewpoints are limited in scope and that they simplify the nature of governance instituted through famine response practices in Colonial India. It links this reality to current disaster response policies and practices in India and shows that the discussion on the development of normative frameworks underlying disaster response is far from over. The paper goes on to evaluate the development of normative frameworks for disaster response and recovery, which remain embroiled in the politics of governmentality that underlies their development. Introduced in the 2000s as a component of social welfare reforms, the means test determines the eligibility of aid applicants based on previously set income categories. Replacing local committees that decided eligibility, this centralized and digitalized screening process rests on information infrastructures that are mostly invisible. This paper argues that the ways in which applicants contest the outcome of the means test, subvert the eligibility requirements, and go around the screening processes, make visible these otherwise-mostly invisible information infrastructures. Through a discussion of the contestations, subversions, and go-arounds applicants use (not always successfully) to receive emergency food relief from municipal food banks in Istanbul, the paper shows that these information infrastructures not only appear as if they are value-neutral and apolitical, but in so doing, they also serve as useful tools for obscuring who the actual decision makers are. One innovative approach toward addressing community-level food access is nexus analysis. This framework suggests that social actions do not happen outside of context, but rather are embedded within unique political, cultural and economic histories. In this paper, I conduct a case study analysis of the South Memphis Farmers Market (SMFM), a community-based, resident-led farmers market located in South Memphis, TN. Drawing on an understanding that neighborhood-level institutions such as farmers markets serve as an intermediary space to examine the nexus of macro-level (e.g., how resources are drawn within a community) and micro-level processes (e.g., how residents determine what food to buy and who to buy it from), this paper traces the success of the SMFM as an illustration of positive local response to the question of "good food" access. Through its history, location and connection to its predominantly Black patrons, the SMFM was able to effectively address structural and cultural barriers as a means of improving food access. This paper describes a collaborative project between Trinity College Dublin in Ireland and the United Nations' World Food Programme (WFP) Mozambique country office. The Sphere standards require that information on humanitarian assistance should be in languages and formats accessible to people who cannot read or who have communication difficulties. Nevertheless, there remains a gap in both implementing this guidance consistently and in understanding the impact of doing so when engaging with affected populations. This commentary describes the process of developing key messages regarding targeting of humanitarian food assistance in communication-accessible formats, and field testing of these materials with community committees and partners The communication-accessible materials were well received by communities, and humanitarian staff and partners found them to be useful in community engagement. Materials designed to be maximally accessible to people with communication differences and disabilities may also address inclusion for affected populations with different education, literacy, and language backgrounds. This paper critically examines the development of food charity in schools in England. Growing numbers of schools, often in partnership with charities and businesses, are directly providing food to parents who are struggling to feed their families. This paper analyses how and why this is happening and its broader significance. The growth of food charity in schools is explained through a mixture of a retreating welfare state, an ongoing cost of living crisis, the continued diffusion of charitable food aid as a socially accepted response to poverty and hunger in the United Kingdom, and schools having to adopt increasing responsibility for making sure that children's basic needs are being met. Food insecurity continues to affect certain segments of the U.S. population at the household and individual levels even when the economy is experiencing growth. This recognition has led to the design and implementation of food assistance programs, such as the Supplemental Nutrition Assistance Program, targeting food hardship in low-income families. This is in addition to other types of government assistance, such as housing subsidies and public housing, as low-income households and individuals face similar challenges in housing security. Concern over "concentrated poverty" in traditional public housing environment has contributed to a shift toward mixed-income developments, envisaged to improve the living conditions and economic opportunities of publichousing residents. This paper provides a comparative assessment of food insecurity in traditional and mixed-income public housing communities. It also examines the effect of nonhousing public assistance on food insecurity and the temporal relationship between the timing of food hardship and the receipt of assistance. Administering a modified version of the U.S. Department of Agriculture (USDA)'s Household Food Security Module to the majority of residents in the two communities, the researchers found negligible differences in food insecurity between recipients and nonrecipients of government assistance. Nevertheless, government assistance appeared to improve the probability of being food secure as it interacted with living environments, suggestive of greater beneficial effect in the environment of mixed-income housing. Purpose: This paper aims at analyzing the determinants of access to relief under social assistance programs among rural households during COVID-19 outbreaks in India. Design/methodology/approach: The study is based on the data of COVID-19-Related Shocks Survey, which covered 5,200 rural households across 6 states of India namely Andhra Pradesh, Bihar, Jharkhand, Madhya Pradesh Rajasthan, and Uttar Pradesh. The access to relief has been assessed as relief-in kind (RIK) as a free special package of wheat, rice, and pulses, supplied through the public distribution system; and direct benefit transfer (DBT) in cash under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana and the Pradhan Mantri Jan-Dhan Yojana (PMJDY). The association between demographic profiles of rural households and access to relief has been analyzed using the chi-square test. Further, marginal effects have been estimated to assess the determinants of rural households' access to relief. Findings: The results show a significant association between types of relief vis-à-vis demographic profiles of the rural households. A significant difference in access to relief among rural households is also evident across the states. Further, the analysis of the marginal effects indicates that female-headed households belonging to lower social class, depending on non-agricultural occupation with lower income, belonging to below poverty line families and seeking wage employment, are more likely to access relief as food grains; whereas male respondents with lower age, belonging to lower-income quartile with memberships in Self Help Groups are more likely to access the cash benefit transfers. Practical implications: The COVID-19 pandemic has affected the food security and livelihood of many across the globe, which necessitated provisioning a package of support to everyone, particularly rural poor households. The World Bank undertook the COVID-19-Related Shocks Survey to provide a quick policy response for managing the risk of COVID-19 outbreak effectively. The results of this study provide timely insights for developing an effective relief strategy for rural households during a crisis. Originality/value: There is limited investigation on access to relief by rural households during the COVID-19 outbreaks and factors affecting the access to relief in terms of cash and kind. This study has utilized a reliable data source to analyze the access of relief packages by the rural communities during the coronavirus outbreak. Aims: To describe current foodservice systems and mealtime care utilized in the rehabilitation setting. A secondary aim was to identify commonly used outcome measures in foodservice research in the rehabilitation setting. Design: A scoping review. Data sources: PubMed, CINAHL, Scopus, Embase, PsycINFO and Cochrane were searched until January 2022. Review methods: The review was conducted according to Joanna Briggs Institute's methodology for scoping reviews. Included studies were conducted in the inpatient rehabilitation setting, adult population ≥18 years old and provided a description of at least one element of the foodservice system, food and menu, waste and/or eating environment. Results: Of 5882 articles screened, 37 articles were included, reporting 31 unique studies. Most rehabilitation units had cook‐fresh production methods (50%), used decentralized bulk delivery methods (67%) had a communal dining room (67%) and had a 3‐week menu cycle (71%). Mealtime care was predominantly provided by nursing staff, however few studies reported on specific activities. Nutritional intake was a key outcome measure across included studies (43%), with only six papers reporting on rehabilitation outcomes. Of the intervention studies (n = 9), all were aimed at improving nutritional intake through menu or mealtime care modifications; few (n = 3) studied changes in rehabilitation outcomes. Conclusion: This scoping review identified a considerable lack of reporting of foodservice and mealtime care systems used in rehabilitation settings in the available literature. Further investigation is required to understand what models of mealtime care are provided to patients and to understand the impact of changes to foodservice and mealtime systems on patient outcomes. In recent years, Meals on Wheels (MoW) services have been in a state of decline as austerity policies have become entrenched. However, this decline is occurring with little knowledge of the impact withdrawal of MoW services has on the health and well‐being of those who use them. The pandemic has raised awareness of precarity and vulnerability in relation to food that affects many people in the UK and other Westernised countries and this provides further context for the analysis presented. This paper presents findings of a mixed methods ethnographic study drawing on qualitative interviews and visual methods underpinned by social practice theory to explore the household food practices of older people receiving MoW services. Interviews were conducted with 14 older people receiving MoW, eight MoW staff delivering MoW services in the east of England and one expert. The Covid‐19 pandemic interrupted the study, and once the first lockdown began visits to the homes of older people were terminated and the remaining interviews were undertaken by telephone. The study found that a number of threats accumulated to change food practices and moved people towards vulnerability to food insecurity. Threats included difficulty accessing food and cooking due to sensory and physical challenges. The MoW service increased participants' coping capacity. As well as benefiting from the food provided, the relational aspect of the service was important. Brief encounters between MoW staff built caring relationships that developed over time to ensure older people felt valued and cared for. The study demonstrates how MoW services make a positive contribution to food practices, supporting vulnerable adults to continue living well in their own homes and protecting them from food insecurity and ill‐being. A 2018 United Nations report highlights the growing need for funding and assistance to the Lake Chad Basin (LCB). The food security crisis in the LCB is a blend of complex factors relating to the declining water of Lake Chad and protracted insecurity fanned by Boko Haram insurgency. Unfortunately, development agencies sometimes focus less on how the climate change-insecurity nexus is becoming increasingly consequential in explaining the LCB's profile in fragility. This paper considers the extent to which international agencies and nongovernmental organizations (INGOs) respond to multiple crises, integrating both climate change and security facets in their analysis and response to the food crisis besetting the LCB. Findings from interviews in Cameroon, Chad, and Niger reveal that NGOs fail to sufficiently take climate change into account in their policies and strategies, in that many food assistance programs are climate change neutral in content and focus. This paper describes the 30-year evolution of Supplemental Nutrition Assistance Program-Education (SNAP-Ed) to provide evidence to support our perspective that SNAP-Ed has earned its position as a pillar of the public health infrastructure in the US. Legislatively designated as a nutrition education and obesity prevention program, its focus is the nearly 90 million Americans with limited income. This audience experiences ongoing health disparities and is disproportionately affected by public health crises. The SNAP-Ed program works to reduce nutrition-related health disparities at all levels of the Social-Ecological Model, follows a robust evaluation framework, and leverages strong partnerships between state-based practitioners, state agencies, and the US Department of Agriculture. In the United States, individuals in precarious circumstances navigate numerous programs to supplement their food access. These programs operate in relation to stigmatizing discourses about poverty and food insecurity. This paper explores the sociomaterial meanings of food assistance, including SNAP, food pantries, and nonprofit food distribution. Using qualitative methods, we introduce the notion of entangled shame. This concept describes how discourses about poverty, material agencies, and (in)visibility collide to produce shame. One of the objectives of the newly adopted European Child Guarantee is to ensure effective and free access to at least one healthy meal each school day for all children at risk of poverty and social exclusion in Europe. However, little is known about the starting point of Member States in terms of school meal provision. This paper aims to fill this information gap. It maps the current free school meal provision in the 27 Member States, reviews existing relevant evidence to illustrate the expected impact and presents estimates of the public budget needed to meet the Child Guarantee's objective. To understand the realities of poor families and children during COVID-19, specifically in Ghana, this paper aims to analyse how COVID-19 has affected children from poor families in Ghana and how welfare institutions can work to provide rapid help to such families. Design/methodology/approach: COVID-19 is affecting different populations in almost all parts of the world. One group that is likely to experience challenges are children because they have to depend on others for their survival. This study, therefore, provides an expert opinion on the issues that children in Ghana might face because of the global public health pandemic. Nonetheless, this research relied on secondary data from articles, journals, related studies, textbooks and relevant web pages to support the points made in the paper. Findings: COVID-19 has put a lot of undue economic and social pressure on poor families. Due to these pressures, children from such families are likely to suffer a higher risk of child labour and streetism. Furthermore, they may miss out on the social and economic benefits the school system provides such as the free meals provided for public schools by the Government of Ghana under the school feeding programme. Originality/value: Admittedly, there have been numerous studies since the outbreak of C0VID-19 pandemic. However, this paper is the first paper discussing into detail how COVID-19 has affected children from poor families and addresses how state welfare institutions can leverage on the use of efficient management information system to identify and support poor families during and post-COVID-19. Introduction to the symposium: rethinking food system transformation - food sovereignty, agroecology, food justice, community action and scholarship Within the last decade, there has been a growing interest in merging community-based knowledge with scholarly voices to understand how food systems can be used to create or maintain sustainable, just models of social change (Alkon and Agyeman [2]; Millner [15]; Schipanski et al. [16]). They illuminate the challenges of community conversations on food system transformations and the potential of inclusive discussions on food justice to break new ground in thinking, in community action, and, importantly, in scholarship. Thus, an underlying goal of this symposium is to begin to address this gap, with a series of papers focused on the galvanization of local and regional food system transformation using food justice, food sovereignty, and agroecology concepts together with participatory, action-oriented, community-centered research. This paper investigates how Supplemental Nutrition Assistance Program (SNAP) eligibility affects food expenditures. A 2019 policy change in California granted SNAP eligibility to previously ineligible Supplemental Security Income (SSI) recipients. Using the Consumer Expenditure Survey, we find that after the policy change, affected SSI recipients increased their "food at home" budget share between 2.5 and 4.3 percentage points ($120 to $206 per quarter). The SNAP effect on total food expenditures is dampened by a decrease in "food away from home" which SNAP benefits cannot be spent on. [ABSTRACT FROM AUTHOR]

College students at the City University of New York are highly mobile as they traverse the city from home to school to work and back again. Their mobility has implications for food security. This paper traces the daily food journeys of students at risk of food insecurity at the City University of New York to understand why so many of them are regularly skipping meals on campus. Their everyday food journeys highlight the limitations and insufficiencies of both public programs and campus-based efforts designed to address food security. Students' attempts and failures to procure a decent meal for themselves expose the sedentary bias embedded within food assistance programs like SNAP and the politics of profit-making, charity, and insufficiency at work in campus food environments. Looking at college student food insecurity through the lens of urban mobility demonstrates the need to enact a "politics of adequacy" on campus and raises new questions about the impact of the sedentary bias embedded in policies and programs designed to address food insecurity in the U.S. more broadly. Australia has a hidden but growing problem with household food insecurity, revealing the failure of conventional food infrastructures to support human flourishing. Disruptions to employment and livelihoods due to pandemic lockdowns have exacerbated household food insecurity, evincing the uneven geography of food access in countries globally, including Australia. Increasing demand for food relief had been observed prior to the COVID‐19 pandemic and has been met by food relief providers, which we consider as infrastructures of care addressing growing levels of hunger. This paper reveals COVID‐19's many impacts on the food relief sector across Metropolitan Sydney, New South Wales. It analyses both a questionnaire of food relief providers in 2022 and media articles, social media posts, reports, and websites. It provides much‐needed insights into the impacts of pandemic lockdowns on the demand for food, interruptions to food provisioning, changes to food supply, and alterations made to suppliers' ways of operating. Those insights show how infrastructures of care are place‐based, responsive, dynamic, and constrained by caring capacities. Such insights are increasingly important for understanding infrastructural failures, documenting the real extent of household food insecurity, and challenging dominant discourses of Australia as a food‐secure nation. This paper studied household resilience to food insecurity, its determinants, and the impact of shocks on welfare in Southern Malawi. The resilience concept is evolving. A crucial issue in scholarly and policy space is how it is measured. This paper proposed an aggregated index measure and empirically tested it to study determinants as well as the impact of jatropha cultivation on resilience to food insecurity. The study used a unique cross-sectional dataset of 298 smallholders which included 100 jatropha cultivating farmers, collected using purposive and random sampling strategies. The resilience index was a good predictor of household welfare. Empirical evidence showed that shocks, various capital assets and institutional factors were significant determinants of resilience to food security. Jatropha cultivating farmers had less resilience capacity to food insecurity than their counterparts. The study did not find any evidence to support the notion that jatropha cultivation significantly influenced resilience to food insecurity. [ABSTRACT FROM AUTHOR]

In Australia, like many high-income countries, food insecurity is associated with increased risks of chronic diseases, sub-optimal development outcomes in children, and mental health conditions including depression and anxiety. Food insecure households employ a range of strategies, including the use of food charity, to help alleviate hunger and meet cost of living pressures. The aim of this paper is to investigate the lived experience of food insecurity for welfare-dependent households, and to examine these experiences within a structural violence framework. Structural violence investigations seek to understand the distal causal factors that can help explain poor health patterns and inequities. Semi-structured interviews were conducted with customers (n = 78) of food pantries, soup kitchens, and community development programs (June 2018 to January 2019) in the state of Victoria, Australia. Thematic analysis established evidence of controlling, demeaning and depriving practices in the interactions between the participants and the services and staff at national welfare providers and food charities. The same providers and charities nominally set up to address the exact situations in which participants found themselves. The findings of this study suggest that food and social services are an on-the-ground setting through which structural violence is enacted and experienced. [ABSTRACT FROM AUTHOR]

This paper investigates the extent to which ad hoc farm payments made under the Market Facilitation Program (MFP) and the Coronavirus Food Assistance Program (CFAP) affected voting patterns in the 2020 Presidential Election. MFP and CFAP payments were historically unique not only in terms of their magnitude, but also because they were authorized almost entirely by the incumbent Administration of President Donald Trump without direct Congressional authorization or appropriation. Our results indicate that these payments did influence county‐level voting outcomes. The observed response is driven almost exclusively by increased turnout among Trump supporters—we do not observe evidence that ad hoc payments generated widespread "vote switching" away from the Democratic or third‐party candidates and toward Trump. We find the MFP and CFAP programs generated 677,512 votes for Republican candidate Trump in the 2020 Presidential Election with an estimated cost‐per‐vote‐gained of $66,124. This paper examines the effects of unemployment insurance (UI) expansions on household food insecurity in the United States using the Food Security Supplement to the Current Population Survey for 1999–2017. We exploit the plausibly exogenous variation in state maximum weekly UI benefits across states and over time. The two‐part model demonstrates that a $100 increase in state weekly UI benefits reduces the likelihood of food insecurity among UI‐eligible families by 5.6% and the severity of food insecurity conditional on being food insecure by 6.3%. We further present strong evidence of program substitution between UI and the Supplemental Nutrition Assistance Program (SNAP), which is the largest food assistance program with the stated goal of reducing food insecurity. Specifically, for every dollar spent on UI, 4–11 cents can be saved on SNAP, thereby reinforcing the social benefits of an UI expansion. [ABSTRACT FROM AUTHOR]

This paper examines the payments made to minority producers, focused on African American producers, from the COVID‐19 program, Coronavirus Food Assistance Program (CFAP), of the United States Department of Agriculture (USDA) and compares it with one of the other more recent ad hoc program payments, the Market Facilitation Program (MFP). There were two rounds of the CFAP, and combinedly (as of March 2022), the program made direct payments of $31.0 billion ($11.8 billion from CFAP 1 and $19.2 billion from CFAP 2) starting in 2020. The MFP made a total payment of $23.5 billion (in two rounds, MFP 2018 and MFP 2019) to producers affected by the retaliatory tariffs placed on US producers by trade partners across multiple years. CFAP made almost $600 million in direct payments to minority producers, including Black or African American producers. Black or African American only producers received more than $52 million in CFAP payments. CFAP payments were proportional to the value of agricultural commodity sold for most minority producers. The 2017 Census of Agriculture showed that the majority of minority producers, including African American producers but excluding Asian producers, raised livestock. CFAP made the highest payments to livestock minority producers. The CFAP payment distribution pattern shows that payments reached minority producers who often did not receive Government payments. CFAP made more payments and as a share of total program outlays to minority producers compared to MFP. However, for Black or African American only producers, even though the magnitude increased (because CFAP disbursed more funds compared to MFP), the share of payment received did not increase. Our goal was to identify strategies aimed at increasing Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) enrollment and participation rates. The WIC program provides many health benefits for pregnant women, mothers, and children. WIC offers nutrition education, formula, fruits and vegetables, and other food to pregnant and postpartum women and their children until they reach the age of five. Despite the availability of this program nationwide, enrollment and participation rates remain low across the country. Several states have tried various interventions to combat this deficiency of engagement with the goal of increasing WIC enrollment and participation. We conducted a scoping review to identify articles based on pre-specified inclusion and exclusion criteria. Two reviewers independently identified and screened articles. Subsequently, three reviewers independently extracted study details and outcomes related to WIC enrollment and participation rate changes. We included 14 studies reporting on 12 interventions from 3945 citations reviewed. Seven of these were published papers, while the others were final reports of USDA WIC Special Grant Projects. All the observed interventions had some success increasing WIC participation. Virtual interventions demonstrated the most success based on preliminary evidence. Successful interventions showed percentage gains in enrollment close to 8% and changes in participation over 9%. Overall, the literature surrounding WIC enrollment interventions reveal a mixed impact on improving participation. Many successful interventions involve an online or virtual engagement component which can provide educational resources on WIC benefits, nutrition, and living a healthy lifestyle. Purpose: The consequences of extreme climatic events that threaten food security have created the urgent need to properly adopt climate-smart adaptation techniques to improve productivity. The study examined the sustainability responses to climate-smart adaptation and the implication it has for explaining the food security situations among farm households in the Central Region of Ghana. Design/methodology/approach: We estimated Heckit treatment effect model to analyse cross-sectional data collected from randomly selected farmers in the Central Region. Findings: Analysis of farm sustainability index suggests that farmers' agricultural practices in response to climate change are lowly or moderately sustainable. We further found that while majority of the farm households are severely food insecure or food insecure with hunger, only about one-third are food insecure without hunger and the remaining few being food secure. The sustainability of farm practices is being impacted by the farmers' choice of climate smart adaptation measures at the farm level. Consequently, the farm households' food security situation is found to be improved when sustainable farming practices are employed in the face of managing climate change effects. Practical implications: Conclusions drawn from the study findings give rooms for policy implications that suggest responsibilities for policymakers, farmers and other stakeholders to promote CSA practices in food crop production in Ghana. These policy implications will contribute to improve crop productivity, increase incomes and thus enhance food security among farm families. Awareness campaign about benefits of CSA practices and technologies need to be strengthened among farmers in Ghana by government and NGOs that matter in promoting farm resilience to climate change. Given the important impacts of sustainable farm practices on household food security situation, policies that seek to build the adaptive capacity of farmers to climate vulnerability impacts should take into consideration the sustainability dimensions of the adaptation and mitigation measures to be advocated for use at farm levels. Originality/value: Our paper contributes to literature knowledge on climate-smart adaptation practices effect on food security as evidenced in some recent literature. The paper makes a unique contribution by highlighting the food security implication of the sustainability impact of CSA practices, thereby exploring sustainability as an impact pathway between climate smart adaptations practices and food security in a developing country like Ghana. We approached our study aiming at making new contribution by introducing in the study implementation a quasi-experimental research design which future studies on impacts of climate smart adaptation practices can replicate. Paper aims: This paper analyzes the food aid supply and distribution for famine relief by the World Food Programme (WFP) in Ethiopia. Food insecurity has increasingly affected people around the world. Furthermore, the characteristics of the provision of humanitarian aid in insecure regions pose several additional challenges over traditional distribution planning (e.g., corruption, losses in last-mile distribution, security escorts). Originality: Most previous studies addressing famine relief are qualitative, with only a handful including mathematical modeling as this work. Furthermore, we validate our mathematical model with data from a real problem setting. Research method: We propose a stochastic transshipment network flow model to ensure the efficient allocation of limited resources. Main findings: The results show high potential for cost savings and offer managerial insights to humanitarian logisticians on the food aid supply and distribution. Our findings indicate that policies in humanitarian logistics should focus on: (a) relaxing legislation for customs clearance of humanitarian supplies; (b) strengthening local market to increase local procurement; (c) implementing tools to enhance security; and (d) monitoring distribution to mitigate the impact of corruption. This paper focuses on the urban outcomes of protracted humanitarian intervention in Gulu town, Northern Uganda. Using the concept of humanitarian urbanism, we demonstrate how intensive external donor-aid has shaped urbanization in the capital of Northern Uganda. The starting point for our analysis is the recent process of withdrawal of humanitarian NGOs and the shifts from humanitarian to development interventions. This shift was characterized by a special focus on urban development, coordinated by the Ugandan state while largely donor supported. We argue that this shift, instead of introducing an urban involvement of aid agencies in Gulu town, actually reveals a protracted continuum of aid agencies’ interventions in Gulu’s urbanity. The current withdrawal of humanitarian organizations in fact makes the long-term effects of these interventions especially visible. As such, it offers an interesting starting point to investigate processes of humanitarian urbanism and its profound impacts on the urban material, socio-economic and political landscapes. This paper demonstrates how aid agencies, since the armed conflict in Northern Uganda, have been key actors in shaping different dimensions of urban governance. Three case-studies are presented, which variously focus upon the urban educational sector, Gulu’s physical urban planning, and Gulu’s cultural institution. They reveal how today’s reconfigurations of the urban aid-landscape have redrawn the complex relations between urban inhabitants, aid agencies, and the Ugandan state. [ABSTRACT FROM AUTHOR]

Low-income households with proximate access to payday loans exhibit greater economic distress, higher take-up of food assistance benefits, and greater delinquency on child support payments than peers without proximate loan access. These findings suggest that borrowing can exacerbate distress, leading borrowers to use transfer programs and to prioritize payday loan payments over other liabilities like child support. In that way, payday lending produces negative externalities—costs imposed on taxpayers that fund transfer programs and nonresident family members that fail to receive child support. Background: Most economies in African countries are informal. As such, households in these countries tend to face higher levels of informality coupled with a lack of social protection, and have no replacement income or savings in the event of unexpected external shocks, such as COVID-19. Thus, the COVID-19 shock and its negative economic effects triggered a cascade of income losses and bankruptcies that pushed a significant share of households in African countries into poverty. This research analyzes the effect of poverty on the spread of COVID-19 using a sample of 52 African countries. Methods: To achieve the objective of this research, this paper uses a multiple linear regression model and a sample of 52 African countries observed in 2020 to conduct a cross-country analysis. More importantly, two COVID-19 indicators (total number of officially reported cases and disease severity) and six poverty indicators (average poverty, poverty incidence, poverty depth, poverty severity, multidimensional poverty index, and extreme poverty) were used in this research. Results: The results show a positive and significant relationship between poverty and the spread of COVID-19. Conclusions: These results suggest that more attention needs to be paid to poor populations in African countries during the pandemic. These populations are generally vulnerable, and there is a need for support programs targeting them to be put in place quickly. These programs may include food aid, distribution of supplies, health care support, fee waivers, and interest deferrals. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is an essential program in the USA providing food benefits and nutritional and breast-feeding support to low-income pregnant or postpartum women, infants and children at nutritional risk. Despite similarities amongst federal regulations shared across WIC programs at the state level, important differences in the operations, policies and technologies between states exist. Nationally, nearly half of women, infants and children who were eligible to receive WIC benefits in 2018 were not participating in the program. In this paper, we evaluate common practices exhibited by states with the highest and lowest WIC coverage rates to identify strategies that may improve enrollment and retention rates in regions with low WIC coverage rates. We use WIC as a case study for identifying strategies that can be broadly applied to improve utilisation of similar food assistance programs globally, particularly those benefiting low-income women and children. The four strategies discussed here include utilising data to check adjunctive eligibility and reach eligible non-participants, increasing public awareness of WIC through outreach and referral efforts, implementing a centralised smartphone app and linking personal electronic benefits and streamlining the use of technologies for online applications, participant portals and remote communication. In most states, the COVID-19 pandemic and the federal waivers issued in response have offered the opportunity to promptly implement some of these strategies, particularly with regard to remote communication capabilities. Objectives As food insecurity among college students in the United States continues to rise, large quantities of food are wasted on college campuses. This paper presents a simple, low-cost approach to address both issues, using an electronic learning management system to connect college students with good quality excess food. Participants: Students at a small East Coast urban university. Methods: Using the MAP-IT framework, a university-wide food rescue system was developed to alert students to obtain food. Results: During the first twelve months of implementation, 451 students enrolled to receive announcements. 78% of students reported satisfaction with the food obtained. Hunger continues to be a major problem in developing countries despite various efforts. Countries with differing socioeconomic profiles, as reflected in their level of development, seem to respond differently to identical programs. The aim of this paper is to therefore propose a new conceptual tool, namely our hunger-management model, which takes into account a country's developmental level. To investigate the role of a country's developmental level in making progress in its GHI score over time, data for 124 developing countries were gathered. These countries were divided into two groups according to whether they used a high or low number of "criteria" (i.e., approaches such as school meals and direct food aid) to fight hunger. To assess the effect of this distinction, repeated measures ANOVAs were applied for the various GHI scores and outcomes for a selection of representative years. To reveal any differences between the years, a post hoc analysis was conducted using Bonferroni correction. The findings suggest that (i) the rate of change for a country's GHI score and other examined indicators depends upon its developmental level, and (ii) there is a direct relationship between the hunger-management model and the level of hunger in developing countries. Obesity has become an increasingly severe problem in the United States. From 2008 to 2018, the adult obesity rate rose from 33.8% to 42.4%, with rates that are notably higher in rural areas when compared to their urban counterparts. Meanwhile, rural regions have experienced relatively slower employment growth and higher poverty rates during the recovery from the Great Recession. Social scientists are interested in determinants of -- and potential solutions to -- this rise in obesity rates. The existing literature has focused on the relationship between obesity and social/economic factors, such as the number of fastfood restaurants, limited physical activity, and unemployment rates. However, one unexplored question is whether the level of economic growth experienced by a rural area plays a role in the obesity problem. This paper assesses the impact of economic growth (measured by county-level GDP per capita) on obesity rates (measured by the county-level percentage of adults with BMI higher than 30) in rural America. Nationwide, data is collected on a host of demographic and economic characteristics for all non-metropolitan counties from 2012 to 2016, resulting in a county-level panel data set (n=1,948, t=5). Control variables include age, race and ethnicity, unemployment rates, rates of physical inactivity, food assistance program participation, and an index measuring healthy food availability. Two different econometric approaches were applied: (1) a fixed-effects panel regression model and (2) a difference-in-difference model using propensity score matching (PSM). The results of both econometric models suggest there is no relationship between economic growth and future obesity rates. This suggests that programs focused on rural economic growth may not affect other quality-of-life metrics.
