In this paper we carried out a comparative analysis of three alliances, namely Quercion petraea, Betonico-Quercion and Lathyro-Quercion, which span Central and Eastern European thermophilous oak forests. The main goal was to find out floristic and ecological differences as well as to assess specificities in the phytosociological and layer structure across the syntaxa in different regions of Europe. Cluster analysis was performed based on the Bray-Curtis distance matrix and the flexible beta algorithm. A phytoindication method was applied to determine ecological relationships. Variability in the phytosociological structure was studied by shares of species of different classes of vegetation. The layer structure features were investigated by comparing species with the highest constancy value within each layer. Analysis of the distribution boundaries of differentiating species allowed the geographical boundaries of the three identified syntaxa clusters to be delineated. In the phytosociological structure, the greatest differences were found in the proportion of species of Quercetea pubescentis and Brachypodio-Betuletea classes. Interleaved Reed–Solomon codes admit efficient decoding algorithms which correct burst errors far beyond half the minimum distance in the random errors regime, e.g., by computing a common solution to the Key Equation for each Reed–Solomon code, as described by Schmidt et al. If this decoder does not succeed, it may either fail to return a codeword or miscorrect to an incorrect codeword, and good upper bounds on the fraction of error matrices for which these events occur are known. The decoding algorithm immediately applies to interleaved alternant codes as well, i.e., the subfield subcodes of interleaved Reed–Solomon codes, but the fraction of decodable error matrices differs, since the error is now restricted to a subfield. In this paper, we present new general lower and upper bounds on the fraction of error matrices decodable by Schmidt et al.’s decoding algorithm, thereby making it the only decoding algorithm for interleaved alternant codes for which such bounds are known. The paper presents the epizootic and epidemiological situation of rabies in European countries during the last decade. The presented results indicate that the oral immunisation of fox anti-rabies (ORV), used in many European countries, significantly reduced the number of rabies cases found in ground mammals, but did not eliminate the virus at all. Currently, the largest reservoir of the virus are Eastern European countries where there are no immunisation activities or their effectiveness is low. Due to the absence of geographical barriers, the virus reappears in countries that have been described as free from rabies. As a rule, it is dragged into these areas along with the movement of companion animals and by people travelling to countries where the prevalence of the virus is common. It should be emphasised that due to the significant elimination of the virus in wild and domestic animals, it found quite quickly found a new reservoir in a specific group of mammals, having the ability to fly, like bats. Currently there is no possibility of carrying out any preventive measures in bats, so all the virus strains found in this group of animals are dangerous to humans, raising possibilities of epidemiological threat. It should be noted that despite the significant elimination of rabies in many European countries, given the almost unlimited possibilities of virus transmission to new areas, it still poses a serious threat to public health. Background: The laws governing abortion access vary across Europe. Even in countries with relatively liberal laws, numerous barriers to abortion access exist. In response to these barriers, evidence suggests that people living in countries with both restrictive and liberal laws travel outside of their home country for abortion care. England and Wales are common destinations for those who travel to seek abortions, but little is known about the motivations and experiences of those who undertake cross-country travel to England or Wales to obtain care. This paper aims to describe the abortion seeking and travel experiences of women and pregnant people who traveled to England and Wales for an abortion between 2017 and 2019. Methods: We recruited 97 participants who had traveled cross-country from both liberal and restrictive contexts to seek abortion care at three participating BPAS clinics in England and Wales. Participants completed an electronic survey about their reproductive histories, abortion decision-making, experiences seeking abortion care, and traveling. We conducted a descriptive analysis, and include comparisons between participants who traveled from liberal and restrictive contexts. Results: Over a third of participants considered abortion four weeks or more before presenting for care at BPAS, and around two-thirds sought abortion services in their home country before traveling. The majority of participants indicated that they would have preferred to have obtained an abortion earlier and cited reasons including scheduling issues, a dearth of local services, delayed pregnancy recognition, and financial difficulties as causing their delay. About seventy percent of participants reported travel costs between €101–1000 and 75% of participants reported that the cost of the abortion procedure exceeded €500. About half of participants indicated that, overall, their travel was very or somewhat difficult. Conclusions: This analysis documents the burdens associated with cross-country travel for abortion and provides insight into the factors that compel people to travel. Our findings highlight the need for expanded access to abortion care throughout Europe via the removal of legal impediments and other social or procedural barriers. Removing barriers would eliminate the need for cumbersome abortion travel, and ensure that all people can obtain necessary, high-quality healthcare in their own communities. Plain language summary: In Europe, people who live in countries where abortion is severely restricted or illegal altogether lack access to abortion care entirely, but even people who live in countries with more liberal laws face barriers due to gestational age limits, waiting periods, and a lack of trained and willing providers. Our analysis documents that many participants contemplated getting an abortion and sought care in their home countries before traveling. Likewise, many participants indicated that they would have preferred to have obtained an abortion earlier in their pregnancy, and referenced scheduling issues, a dearth of local services, delayed pregnancy recognition, and financial difficulties as causing their delay. A majority of participants indicated that covering the costs of their abortion, and the costs of travel was difficult, and that the travel experience in its entirety was difficult. Our findings document the reasons for, and burdens associated with abortion travel and highlight the need to expand access to abortion across Europe via the elimination of all legal restrictions and impediments. Securing profits from energy, reserve capacity and balancing markets is critical to ensure the profitability of battery energy systems (BES). However, the intimate connection between offers on these trading floors combined with the limited energy storage capacity of BES renders its scheduling very complex. In this paper, we develop a bilevel optimization problem for strategic participation of a BES in the day-ahead energy-reserve and balancing markets, improving the state-of-the-art by (i) considering the conditional-value-at-risk; (ii) ensuring the real-time feasibility of the obtained day-ahead schedule; (iii) addressing the operational underperformance risk stemming from inaccurate battery modeling. In a case study, we illustrate how the proposed model allows risk-averse BES owners to hedge their day-ahead position without jeopardizing their expected profit, while ensuring the feasibility of their day-ahead schedule. The European Regional Focal Point for Animal Genetic Resources (ERFP), is the European regional platform of National Coordinators (NCs) supporting management of animal genetic resources (AnGR). To assess the performance of the ERFP platform/network and consider options for its further development, a survey was performed among NCs. Twenty-five NCs responded to the survey on the roles, values and future of the platform. The paper provides an analysis of the results of the survey, including a ERFP SWOT analysis. NCs indicated high value of the support of the ERFP in fulfilling their functions at the national level. They highlighted the well-established network and facilitated communication and collaboration among NCs and other AnGR experts in Europe. The NCs appreciated the efficient organizational structure of the ERFP (Working Groups, Task Forces, Ad hoc Actions), and the well-functioning Secretariat. Indicated weak points included discontinuity of NC positions in some countries, and low levels of activities in some countries. NCs saw new opportunities for ERFP development in the context of the EU policy and regulatory framework related to AnGR management, and in strengthening the role of the Secretariat. No immediate threats were identified, however potential future threats included insufficient financing and lack of continuity. The paper investigates the socio-technical transition pathways related to innovation niches formation merging the theoretical framework of Strategic Niche Management (SNM) with the Social Network Analysis (SNA) technique. Specifically, focusing on the niche of the virtual and augmented reality, this work tries to shed light on the understanding of the niche development and the related transition towards sustainability. Combining SNM with SNA and utilizing a specific taxonomy, the study allows appreciating the actual cognitive interaction among niche members that determine the transition to succeed. Results show that the investigated niche is characterized by an embryonic stage of development which needs a better support to advance technological shift in order to reinforce the link between Industry 4.0 paradigm and Circular Economy (CE). Introduction: Europe has been experiencing a flow of refugees and asylum seekers driven by conflicts or poverty. Their oral health is often neglected despite its clear impact on quality of life.Objective: To explore the status of oral health among refugees and asylum seekers groups by examining the available literature and to determine which evidence exists regarding the problems they face in terms of oral health.Methods: The current paper followed PRISMA guidelines. A scoping review methodology was followed to retrieve 2911 records from five databases and grey literature. Twelve articles met the following inclusion criteria: experimental research concentrated on the oral and dental health of refugees and/or asylum seekers between 1995 and 2020 in English. Analysis was both descriptive and thematic, whilst a critical appraisal was applied using the Critical Appraisal Skills Program (CASP).Results: Seven studies (58,3%) were quantitative, while five studies (41,6%) were qualitative. In general, the quality of most of the studies (83.3%) was good. Limited access to oral health care services was shown with a higher prevalence of oral diseases compared to the native populations of the host countries. Approaches to improve oral health have been implemented in some studies and have shown positive outcomes.Conclusions: Oral health care strategies should consider the oral health problems facing refugees in Europe, and oral health promotion campaigns are essential to give adequate guidance on how to access oral health care in the host countries. Already in the 1960s, Levenshtein and others studied error-correcting codes that protect against synchronization errors, such as symbol insertions and deletions. However, despite significant efforts, progress on designing such codes has been lagging until recently, particularly compared to the detailed understanding of error-correcting codes for symbol substitution or erasure errors. This paper surveys the recent progress in designing efficient error-correcting codes over finite alphabets that can correct a constant fraction of worst-case insertions and deletions. Most state-of-the-art results for such codes rely on synchronization strings, simple yet powerful pseudo-random objects that have proven to be very effective solutions for coping with synchronization errors in various settings. This survey also includes an overview of what is known about synchronization strings and discusses communication settings related to error-correcting codes in which synchronization strings have been applied. This paper proposes an adaptive network fuzzy inference system (ANFIS) based decision support system that can provide European policy makers with systematic guidance in allocating and prioritizing scant public resources, whilst accomplishing the best growth performance at a regional level. We do so by taking the stance of the Smart Specialization Strategies, which aim at consolidating the regional strengths and make effective and efficient use of public investment in R&D. By applying the ANFIS method, we were able to understand how—and to what extent—the competitiveness drivers promoted technological development and how the latter contributes to the economic growth of European regions. We used socio–economic, spatial, and patent-based data to train, test, and validate the models. What emerges is that an increase of R&D investments enhances the regional employment rate and the number of patents per capita; in turn, by taking into account the several combinations of specialization and diversification indicators, this leads to an increase of the regional gross domestic product (GDP). From the 1990s until the pre-COVID-19 outbreak, commercial nightlife has become central to the urban branding, and tourism marketing strategies of many European cities. However, the night-time leisure industry has stalled in Europe as a consequence of the COVID-19 pandemic and the unprecedented lock-down and physical distancing measures imposed by several national governments. The concept of segmented AC power systems interconnected by means of HVDC is becoming more and more significant for many cases worldwide. Such systems already exist and will become more complex with the increasing emergence of HVDC links and grids. The concept of a grid composed of multiple subgrids motivates the need to define the governing roles of Interconnecting Power Converters (IPC) which connect the different subgrids. Such IPC can have various operation modes which are presented and analyzed in this paper. In addition, the principles of operation needed for each individual subgrid and for the overall system are introduced and discussed. The resulting fundamental equations are outlined and combined in a power flow formulation of the overall system. A simple case study is presented to illustrate the power flow formulation in a grid of multiple subgrids, also introducing example dynamic simulations of transitions between different operating points. The number of outlaw bikers is growing globally. Despite this, little research exists on these groups and their alleged violent tendencies. To address this, the current paper uses unique data to examine whether gang violence causes outlaw biker violence. The period examined runs from mid-2008 until early 2012 during which violent clashes occurred between outlaw bikers and street gang members involved in an alleged conflict in Copenhagen, Denmark. A precise description of each individual act of violence would make it possible to identify whether specific acts were carried out in furtherance of the alleged conflict. This would allow one to determine whether outlaw bikers commit violence on behalf of their club. However, such knowledge is unavailable. The paper therefore takes a different approach by examining whether acts of violence committed by the two groups are statistically associated. In other words, it considers whether one or more acts can be described as retaliatory during the observation periods. The sample consists of 640 individuals involved with the Hells Angels Motorcycle Club or with non-biker street gangs–both of which are present in Copenhagen. Statistical models are used to predict 143 violent events committed by 196 outlaw bikers. The results suggest that violence committed by gang members predicts violence committed by outlaw bikers. This indicates that violent acts committed by outlaw bikers are at least partly a form of retaliation carried out on behalf of their club. The paper expands the literature on the kinds of inter-group, micro-level processes that can lead to reciprocal violence by including outlaw bikers in a literature that has previously focused on non-biker street gangs. Purpose: The purpose of this paper is to investigate gender differences in employment status trajectories of young Europeans during their initial labour market experience, and the way in which they are affected by some labour market institutions. Design/methodology/approach: The empirical analysis is based on EU-SILC longitudinal data (waves 2006–2012), and focusses on young people aged 16–34. Monthly information on self-declared employment statuses for 36 months is used to define "employment status trajectories". Young people are observed in two different phases: the first three years after leaving education (first phase) and a three-year window, starting around four years after the end of education (2nd phase). Multinomial logit models are used to estimate the probability of following different trajectory types as a function of individual characteristics, macroeconomic conditions and institutional indicators. Findings: Results show that, in the first phase, women and men face on average the same difficulties in entering the labour market. When controlling for the presence of children, non-mothers have higher chances than men to enter rapidly and successfully into the labour market, whereas young mothers have the same chances. In contrast, in the second phase women experience more fragmented pathways than men, even if they do not have children. A less stringent regulation on dismissals of employees with regular contracts could enhance women's employment opportunities in the school-to-work transition, but it would have detrimental effects for both men and women in the subsequent years. On the contrary, a more stringent regulation on the use of temporary contracts would have beneficial effects for women, with no adverse effects for men. Originality/value: The paper contributes to the literature in several ways. First, it takes a broader perspective on youth labour market integration by considering two phases of individuals' initial working life. Second, it combines an explicit attention to the first "significant" employment experience with a focus on individual trajectories, by adopting a new method to group trajectories. Third, it shows how the effects of labour market institutions vary by gender, highlighting the importance of considering gender-specific consequences when discussing or adopting labour market reforms. Purpose The purpose of this paper is to present the stylised facts of over-education among European graduates over time (1998–2013), paying special attention to the measurement issues.Design/methodology/approach The authors use two different sources, the Programme for the International Assessment of Adult Competencies 2012, and the European Union Labour Force Survey 1998–2013, with two different aims. The authors employ the first one to make a detailed analysis of the different forms of measuring over-education and its implications in terms of the result obtained. The analysis of the second one responds to studying the evolution and characteristics of over-education in Europe.Findings In the first place, the paper provides evidence of the high level of sensitivity of the level of measured over-education to the type of methodology used. Such difference is even higher when the authors focus on skills vs educational mismatch. The work also shows how with all their shortcomings, the measures of over-education used in the analysis point to the existence of convergence in over-education levels among the European countries of the sample (only interrupted by the crisis), in a context of reduction of over-education rates in many countries.Practical implications Researchers should be particularly careful when estimating over-education, because of the strong implications in terms of the so different results obtained when choosing between competing methods.Originality/value The analysis abounds in the implications of the use of different methodologies of estimating over-education in terms of both size and ranking among European countries. We show how the day-ahead problem with switching can be formulated as an adaptive robust optimization problem with mixed integer recourse and present a new algorithm for solving the adversarial max-min problem that obeys the structure of an interdiction game. We apply the model on a realistic instance of the Central Western European system and comment on the impacts of both proactive and reactive transmission switching on the operating costs of the system. Background: Civil society organisations (CSOs) play a vital role in developing and implementing effective measures to reduce the harms of drug use. They are also fundamental actors to monitor and evaluate programmes and policies for improvement. While harm reduction services are subject to monitoring, and international and European indicators exist, a framework for civil society-led monitoring does not exist. This paper analyses the challenges and added values of developing such a framework for the European region. Methods: Since 2018, a technical working group within Correlation-European Harm Reduction Network (C-EHRN) is developing and revising a monitoring framework, collecting—through National Focal Points—the experience of harm reduction service providers and service users in 34 European countries. The first round of data collection, in 2019, focused on hepatitis C, overdose prevention, new drug trends and civil society involvement in drug policies. Results: Developing CSO-based harm reduction monitoring is a learning by doing process. Assuring reliability and national representativeness of the data was a central challenge. As most CSOs have little or no experience with monitoring and research and work in a local-based context, the monitoring approach and its indicators were adjusted to the local context in the second round, bringing more in-depth information and helping to improve results' reliability. While this implied shifting from the initial focus on comparing responses at a national level, the change to collecting qualitative data reflecting local realities of service policies and delivery provides the foundations for a critical appraisal of these realities against European policy goals. This allowed to map discrepancies between official policies and their implementation, as well as identify gaps in and complement data collection from national-level agencies. Conclusions: By focusing on local experiences regarding the delivery of global and European policy targets, C-EHRN monitoring uses the unique strengths of its CSOs network and generates information that complements the reporting by other monitoring agencies. Data reflecting the CSOs perspective is essential for optimising local planning of service provision and development of effective and respectful drug policies at national and European level. If data quality issues, as well as the sustainability of reporting, are adequately addressed, civil society monitoring can provide excellent added value for the monitoring of harm reduction in Europe. Today, the Romani population is one of the largest and oldest minority communities in most European countries. In Croatian territories, their history was often marked by anti-Gypsy policies of persecution and repressive assimilation. Scientific research into the history of the Romani within European historiographies had been very modest and has only begun to develop continuously in the second half of the 20th century. Drastic recircumscription of Pentanema (Asteraceae) has resulted in transfers of many species from Inula, whereas hybrids with binomials have not received new combinations yet. However, names for interspecific hybrids of Inula auct. are in active current use, and a dozen nothospecies are regularly mentioned in floras, checklists, and research papers. I have facilitated 12 new combinations for nothospecies in Pentanema: P. ×adriaticum (Borbás) Seregin (P. hirtum × P. spiraeifolium), P. ×haussmannii (Huter) Seregin (P. ensifolium × P. hirtum), P. ×hispidum (Schur) Seregin (P. asperum × P. hirtum), P. ×hybridum (Baumg.) Seregin (P. ensifolium × P. germanicum), P. ×litorale (Borbás) Seregin (P. ensifolium × P. spiraeifolium), P. ×mucheri (Starm.) Seregin (P. salicinum × P. squarrosum), P. ×savii (Beck) Seregin (P. salicinum × P. spiraeifolium), P. ×semiamplexicaule (Reut.) Seregin (P. helveticum × P. salicinum), P. ×strictum (Tausch) Seregin (P. ensifolium × P. salicinum), P. ×suaveolens (Jacq.) Disease mapping seeks to represent the risk of a disease. This paper focuses on the spatial analysis of risk for pandemic COVID-19 in Europe and the Mediterranean. Morbidity and mortality data for 54 countries in ratio format were used. Two hypotheses were considered, the first one is that the data are homogeneous and the second one is that the ratios are defined in a heterogeneous manner requiring the stratification on the basis of covariables and the methodology of Jenks' intervals. Spatial risk models were applied as well as methods for the representation of clusters. The results show that the best representation is obtained with the Poisson-Gamma Model under stratification. The variations in the ratios are due to the individual policies of each country for the management of the pandemic. The cluster analysis shows that there is a high mortality process in Eastern Europe. The behavior of the pandemic should be evaluated in the space-time process as well as in other heterogeneous and highly unequal regions. [ABSTRACT FROM AUTHOR]

Precarious employment has expanded during the last decades, but there is no full consensus on its definition, and its impact on mental health is not completely understood. The relevance of several micro- and macro-level variables in the association between precarious employment and mental health has not been fully addressed. This review has 2 aims: to identify scientific evidence on the relationship between various dimensions of precarious employment and mental health, and to synthesize the inclusion of a gender-sensitive perspective, context variables, workers' household variables, and the discussion of causal mechanisms underlying the association. The literature was searched in PubMed, EMBASE, Web of Science and PsycINFO including articles dated 2010-May 2018. A minimum of 2 independent reviewers assessed each article regarding quality and eligibility criteria. The search retrieved 1522 papers, of which 54 (corresponding to 53 studies) met the inclusion criteria. Most of the studies analyzing job insecurity, temporariness and multidimensional approaches reported a significant association. Nevertheless, results for working time arrangements and downsizing are inconclusive. Around half of the studies included sex-stratified analyses and formulated contradictory conclusions. Overall, 7 studies considered workers' household situation and only 3 delivered significant results, and 16 described some of the potential pathways. There is evidence of an association between various precarious employment approaches and mental health problems. Further research (preferably longitudinal) should aim to discuss theoretical models explaining the pathways between precarious employment and mental health, including a gender-sensitive perspective, and integrating several levels of individual and contextual variables. Geographical variability of cancer burden was almost exclusively estimated for common cancers. Since rare cancers (RC) have become an area of priority for basic and clinical research and public health organizations, this paper provides, using a common methodology, a detailed comparison of incidence and survival for RC in the US and Europe. We estimated incidence and net survival of 199 malignant RC from data of 2 580 000 patients collected by 18 US‐SEER and 94 European registries, diagnosed within the most recent common period 2000‐2007. RC were defined according to the criterion of crude annual incidence rates <6/100 000. In total, 196 RC were classified as rare in both populations. Of these, 43 had incidence rates significantly different by at least 0.2 per 100 000:34 higher in the US and 9 higher in Europe. Five‐year net survival for all RC combined significantly differed: 54% in the US and 48% in Europe. Survival for 62 RC was significantly higher in the US vs 6 higher in Europe. Differences were not concentrated in a particular cancer family, and were mostly relevant for cases diagnosed >65+ years of age. Use of standardized methods evidenced that incidence and survival rate of majority of RC were higher in the United States compared to Europe. Behaviour, practices and culture constitute a powerful human factor in the energy system; in particular the interactions between technologies, practices and norms lock individuals in to certain patterns of (often inefficient) energy use. Consequently, behaviour change has gained traction amongst policymakers as a key area of intervention given the impact energy-related behaviours have on climate change. Given the increasing emphasis within policy perspectives in the European Union, it is surprising that a gap in understanding of the success factors of behaviour change initiatives remains. This paper addresses this gap by identifying and characterising behaviour change initiatives across five European countries (the UK, Ireland, France, Italy, and Spain). The paper provides insights into the success factors and commonly encountered barriers to behaviour change initiatives. Initiatives are classified into 6 broad categories (community-based interventions; information and awareness based interventions; eco-districts; show-case events; energy switching; and smart-technology focused interventions). The results suggest that there are significant knowledge gaps between what is known to work to engage individuals in behavioural change and what is currently being applied in practice. An over-reliance on education and awareness-raising projects is evident, illustrating that such projects do not sufficiently aim for sustained behavioural changes. A dearth of projects incorporating fiscal measures, regulations or legislation to drive behaviour change reflects reluctance on behalf of decision-makers to engage widely with diverse approaches to foster lifestyle change. This paper contributes understandings of the different models and delivery tools employed to change energy-related behaviours; insights into the critical success factors that underpin best practice and the barriers to action; and a ‘what works in practice’ overview of the meaningful approaches to change behaviour. The paper constitutes an overview of the hitherto prevailing knowledge of the factors which influence the attractiveness of forests. What is more, it shows, in a cross-sectoral manner, the study methods and general preferences of people in the context of recreational use of forests. 109 papers published in the years 2000–2016 have been analyzed. In the work, five main issues were discussed, which constitute the study subject i.e.: a) the preferred forest type and function; b) expenses incurred by people to reach a forest (time and distance); c) the society's demand for technical infrastructure and forest management; d) factors disturbing the recreation in forest areas; e) reasons and frequency of visits to forests for recreation purposes. The results indicate that the following have an impact on the perception of forests: tree stand factors (age, species composition, etc.), social factors (age, material status, interests, etc.), and factors related to human activity (the extent of forest operations, noise, littering, etc.). Based on the literature, it is possible to indicate a model forest, which in view of respondents, is described as the one that is preferred for recreation purposes. Changes in urban residential density represent an important issue in terms of land consumption, the conservation of ecosystems, air quality and related human health problems, as well as the consequential challenges for urban and regional planning. It is the decline of residential densities, in particular, that has often been used as the very definition of sprawl, describing a phenomenon that has been extensively studied in the United States and in Western Europe. Whilst these studies provide valuable insights into urbanization processes, only a handful of them have reflected the uneven dynamics of simultaneous urban growth and shrinkage, using residential density changes as a key indicator to uncover the underlying dynamics. This paper introduces a contrasting analysis of recent developments in both de- and re-concentration, defined as decreasing or increasing residential densities, respectively. Using a large sample of European cities, it detects differences in density changes between successional population growth/decline. The paper shows that dedensification, found in some large cities globally, is not a universal phenomenon in growing urban areas; neither the increasing disproportion between a declining demand for and an increasing supply of residential areas nor actual concentration processes in cities were found. Thus, the paper provides a new, very detailed perspective on (de)densification in both shrinking and growing cities and how they specifically contribute to current land take in Europe. Many countries have some kind of energy-system transformation either planned or ongoing for various reasons, such as to curb carbon emissions or to compensate for the phasing out of nuclear energy. One important component of these transformations is the overall reduction in energy demand. It is generally acknowledged that the domestic sector represents a large share of total energy consumption in many countries. Increased energy efficiency is one factor that reduces energy demand, but behavioral approaches (known as “sufficiency”) and their respective interventions also play important roles. In this paper, we address citizens’ heterogeneity regarding both their current behaviors and their willingness to realize their sufficiency potentials—that is, to reduce their energy consumption through behavioral change. We collaborated with three Swiss cities for this study. A survey conducted in the three cities yielded thematic sets of energy-consumption behavior that various groups of participants rated differently. Using this data, we identified four groups of participants with different patterns of both current behaviors and sufficiency potentials. This paper explores the changing role of Islam in Europe, via the case of Italy. The focus is on the contemporary geographies of the changing identities and relationships in the Euro-Mediterranean region. The article intends to challenge the continuous representation of Islam in Europe between homogeneity and otherness. Indeed, the approach considers that relationships which shape places (and are shaped by places) do not stem only from media narratives, from powers and ideologies in general, but also from people's everyday inter-ethnic, inter-cultural, and emotional interactions. The latter do not occur in a vacuum, but rather in places and digital communication channels under grids of power. They are sometimes characterized by behaviours of self-caging and last but not least they always develop in light of geographical transformative power of encounters as 'situated' dynamics of people. Encounters are further shaped and have transformative potential within realms of 'moral geographies' of people and society's values and beliefs while dealing with 'difference'. The paper is based on a series of fieldwork carried out by the author over the years including expert interviews (interreligious dialogue associations, religious leaders, and researchers) and surveys/interviews with immigrants from across the Mediterranean, and on available data and literature for Italy. Main findings for policy-making can be summarized as follows: Europe is a periphery for Umma, not a central place, but in contrast to some origin countries, Islam versions as Islam as predominant not a minority religion. Conversely, the European tradition of human rights, universalism, and democracy should be re-examined and practiced not only in the abstract but in the concrete form of engaged human relations with 'empathy', while laissez faire multiculturalism, aggressive assimilation or 'culturalism' exceptions should be avoided. Flood risks are managed differently across Europe. While a number of research studies aim to understand these differences, they tend to pay little attention to the social constructionist aspects of flood risk governance, i.e. the meaning that societies give to flood risk and governance. This paper aims to address this gap by understanding differences in flood risk management approaches (FRMA) from a discursive-institutional perspective. Based on this perspective, an analytical framework was developed to systematically analyse and compare discourses pertaining to flood risk and its governance in six European member states (England (the United Kingdom), Flanders (Belgium), France, the Netherlands, Poland and Sweden). Correspondingly, this paper demonstrates how the hegemonic discursive-institutional patterns of flood risk governance differ between the six European countries. These differences may influence the capability of countries to learn from each other, adopt new FRMAs or cooperate with each other. Moreover, the paper argues that differences in discourses partially account for the differences in FRMAs between countries, combined with other factors. Additionally, broader implications are discussed. For example, the research findings imply that some discourses tend to favour or disfavour other discourses, and that they additionally also tend to favour particular FRMAs; e.g. the flood risk discourse pertaining to high manageability of risks seems to favour a governance discourse of collectivity and central governance . Background: To protect children's right to optimal nutrition, WHO/UNICEF developed a Global Strategy for Infant and Young Child Feeding, endorsed by all 53 WHO/EURO Member States. The World Breastfeeding Trends Initiative (WBTi) is a tool for monitoring implementation of the Global Strategy. It comprises 15 indicators, ten referring to policies and programmes, and five to feeding practices. Each is scored on a scale of 10, giving a total score of 150 for Global Strategy implementation. To date, 18 WHO/EURO Member States – Armenia, Austria, Belgium, Bosnia and Herzegovina, Croatia, France, Georgia, Germany, Italy, Lithuania, North Macedonia, Malta, Moldova, Portugal, Spain, Turkey, Ukraine and United Kingdom – have conducted a WBTi assessment and produced a report. Methods: Between June 2018 and May 2019, all 18 WBTi European reports were carefully read and analysed by a group of national WBTi coordinators. Descriptive data analysis, including inter-country comparisons, was conducted using frequencies and percentages. This paper summarises the findings. The full 88-page report will be published on the WBTi website. Results: Three-quarters of 18 European countries have adequate maternity protection, and two-thirds have breastfeeding initiation rates of 50% or higher. However, 'Preparedness and planning for appropriate and safe Infant and Young Child Feeding (IYCF) in emergencies' is seriously neglected. Breastfeeding duration is far below WHO recommendations, with an average of 8.7 months. Only three European countries have a budget allocated for implementing IYCF policies and plans, and a third currently have no Baby-friendly designated maternity facilities. Bottle feeding is prevalent, despite its inherent risks, monitoring of IYCF practices is inadequate, with most countries not routinely collecting data, and violations of the International Code of Marketing of Breast-milk Substitutes are commonplace. Conclusions: European governments are not doing enough to protect, promote and support sound infant and young child feeding practices. Political commitment at the highest level and adequate funding are required to ensure optimal IYCF for Europe's babies. This report highlights worrying gaps, thereby providing governments, international organisations and other concerned parties with an opportunity to invest in priority areas and, by doing so, hopefully create a better future for our babies. Purpose: This paper aims to clarify the fit of competitive strategies and firm-specific advantages (FSAs) with country-specific advantages (CSAs) in explaining manufacturing location choices at product category level in the European automotive industry. Design/methodology/approach: Seven hypotheses are formulated and tested using binomial logistic regression with data from 148 passenger car models (i.e. product category level) that are sold in Europe and manufactured in countries that offer CSAs of either cost advantages or differentiation advantages. The first four hypotheses test manufacturing location choices of product categories pursuing cost leadership strategy, differentiation strategy, focus strategy and hybrid strategy. The other three hypotheses test whether FSAs of R&D capability, marketing capability and operations capability will impact on the manufacturing location choice. The tests control for the type of passenger cars as well as the manufacturer's region of origin. Findings: While pursuing cost leadership strategy leads to manufacturing in countries that offer cost advantages, pursuing differentiation strategy as well as strong R&D capability and marketing capability result in manufacturing in countries that offer differentiation advantages. Focus strategy, hybrid strategy and operations capability do not have an impact on the manufacturing location choice at product category level. Research limitations/implications: Conducting empirical research at product category level is subject to limitations in the choices of FSAs due to lack of availability of data. Practical implications: Managers should assess the competitive strategies and FSAs of their product categories and then decide about manufacturing locations based on their fit with host country CSAs. Policymakers should understand the CSAs of their countries and target to attract manufacturing FDI from product categories with matching competitive strategies and FSAs. Originality/value: The research contributes to discussions in explaining manufacturing location choices. This paper dives into the world of policy discourses to assess the extent to which the European agencies' discourse of the post-2020 Common Agricultural Policy incorporates the innovative impulses presented in the Common Food Policy proposal of the International Panel of Experts on Sustainable Food Systems (IPES food). The discourse analysis performed on European Commission and IPES food documents, showed fundamentally different foci and goals, proposed actions and understanding of the concept of sustainability. However, although the differences between the two discourses are still very large, the analysis points out that some features of the IPES food discourse are starting to become part of that of the European Commission. Depression is ranked as the largest contributor to global disability and is also a major reason for suicide. Still, many individuals suffering from forms of depression are not treated for various reasons. Previous studies have shown that depression also has an effect on language usage and that many depressed individuals use social media platforms or the internet in general to get information or discuss their problems. This paper addresses the early detection of depression using machine learning models based on messages on a social platform. In particular, a convolutional neural network based on different word embeddings is evaluated and compared to a classification based on user-level linguistic metadata. An ensemble of both approaches is shown to achieve state-of-the-art results in a current early detection task. Furthermore, the currently popular $ERDE$ E R D E score as metric for early detection systems is examined in detail and its drawbacks in the context of shared tasks are illustrated. A slightly modified metric is proposed and compared to the original score. The 3Rs concept, calling for replacement, reduction and refinement of animal experimentation, is receiving increasing attention around the world, and has found its way to legislation, in particular in the European Union. This is aligned by growing efforts of the European Commission to support development and implementation of 3Rs methods. The present paper gives an overview of European 3Rs initiatives as part of the different pillars of the Horizon 2020 framework program for research and innovation. The paper analyses 134 policies which address lifelong learning policies (LLL policies) in nine countries involved in the project Policies Supporting Young Adults in their Life Course: A Comparative Perspective of Lifelong Learning and Inclusion in Education and Work in Europe (YOUNG_ADULLLT, HORIZON 2020). The analysis is based on three theoretical concepts - cultural political economy, life course theory and governance. The objective of the analysis is to determine the ways in which the LLL policies for youth are formulated and implemented in educational, economic and social sectors. The analysis shows the differences between the countries with regard to the stated goals that are a result of different social and economic circumstances. Policy formulation policies range from centralized to decentralized. The objectives of policies are threefold - educational, economic and social, with their representation varying from country to country. The levels and mechanisms of lifelong learning coordination also show the differences between countries with regard to centrally managed localism, laissez faire and democratic localism. Background: Primary health care and its strengthening through performance measurement is essential for sustainably working towards universal health coverage. Existing performance frameworks and indicators to measure primary health care capture system functions like governance, financing and resourcing but to a lesser extent the function of services delivery and its heterogeneous nature. Moreover, most frameworks have weak links with routine information systems and national health priorities, especially in the context of high- and middle-income countries. This paper presents the development of a tool that responds to this context with the aim to create primary health care performance intelligence for the 53 countries of the WHO European Region.Methods: The work builds-off of an existing systematic review on primary care and draws on priorities of current European health policies and available (inter)national information systems. Its development included: (i) reviewing and classifying features of primary care; (ii) constructing a set of tracer conditions; and (iii) mapping existing indicators in the framework resulting from (i). The analysis was validated through a series of reviews: in-person meetings with country-nominated focal points and primary care experts; at-distance expert reviews; and, preliminary testing with country informants.Results: The resulting framework applies a performance continuum in the classical approach of structures-processes-outcomes spanning 6 domains - primary care structures, model of primary care, care contact, primary care outputs, health system outcomes, and health outcomes - that are further classified by 26 subdomains and 63 features of primary care. A care continuum was developed using a set of 12 tracer conditions. A total of 139 indicators were mapped to the classification, each with an identified data source to safeguard measurability. Individual indicator passports and a glossary of terms were developed to support the standardization of the findings.Conclusion: The resulting framework and suite of indicators, coined the Primary Health Care Impact, Performance and Capacity Tool (PHC-IMPACT), has the potential to be applied in Europe, closing the gap on existing data collection, analysis and use of performance intelligence for decision-making towards primary health care strengthening. Pluvial flooding is a result of overland flow and ponding before the runoff enters any watercourse, drainage system or sewer, or cannot enter it because the network is full to capacity, usually caused by intense rainfall. River and coastal floods get the most attention since they are largest and last the longest, while pluvial floods are relatively marginalized in research. Therefore, the main goal of this research was to show risk posed by pluvial floods, their connection to current global climate change processes, present effects of flooding in European cities, as well as what we can expect in the future. Furthermore, the aims were to present and get more familiar with scientific projects, strategies, directives and measures devised both on national and international levels, that deal with urban pluvial flood issues across the European continent. Climate change projections indicate that there will be an increase in the frequency and intensity of rainfall events throughout Europe and along with ongoing urbanization, the problem of pluvial flooding will most certainly require more attention, which it is starting to receive. Some countries have already developed their strategies and initiatives and implemented both structural and non-structural measures, such as spatial planning, constructional measures, information systems, reducing land sealing through policies, building codes and standards, on-site improvement of retention, infiltration, evaporation, and rainfall water recycling with the use of green roofs, permeable or porous pavements, rain gardening or urban rainwater harvesting. At the same time, there are numerous research papers, studies, conferences and workshops devoted to the problem of pluvial flooding and its management carried out in an attempt to properly deal with this hazard. In this paper, we propose a framework, based on the combined use of single- and multiuser detection, to jointly optimize the achievable rates of two signals sharing the same frequency in the forward link of a multibeam satellite system. We then propose the application of the described framework to two different scenarios of interest. First, we consider a uniform coverage scenario, aimed at maximizing the average throughput per beam in a realistic coverage condition. We compare different solutions based on alternative frequency reuse (FR) schemes and different receiver strategies. We demonstrate that the use of multiuser detection can achieve significant gains over a reference strategy based on single-user detection. Next, we analyze a “hotspot” case, where resources are pulled from empty beams to serve a beam with a high service demand. Also in this case, we compare several strategies and FR schemes. Whereas the design and properties of bent and plateaued functions have been frequently addressed during the past few decades, there are only a few design methods of the so-called five-valued spectra Boolean functions whose Walsh spectra take the values in $\{0, \pm 2^{\lambda _{1}}, \pm 2^{\lambda _{2}}\}$. Moreover, these design methods mainly regard the specification of these functions in their algebraic normal form (ANF) domain. In this paper, we give a precise characterization of this class of functions in their spectral domain using the concept of a dual of plateaued functions. Both necessary and sufficient conditions on the Walsh support of these functions are given, which then connects their design (in the spectral domain) to a family of the so-called totally (non-overlap) disjoint spectra plateaued functions. We identify some suitable families of plateaued functions having this property, thus providing some generic methods in the spectral domain. Furthermore, we also provide an extensive analysis of their constructions in the ANF domain and provide several generic design methods. The importance of this class of functions is manifolded, where apart from being suitable for some cryptographic applications, we emphasize their property of being constituent functions in the so-called four-bent decomposition. In this paper, shaped continuous parallel plate waveguide delay lenses are proposed. The previous configurations introduced by the authors displayed a residual side lobe imbalance, showing the limitations of elliptical delay lens profiles, derived from a starting bifocal constrained lens. Polynomial profiles are proposed here as a way to enhance the scanning performance and the pattern shape. Optimized configurations demonstrate a reduction in the phase aberration levels over a large scanning range ([−30°, 30°]). The associated radiation patterns demonstrate lower and more balanced first side lobe levels (SLLs) ($\cong -18$ dB), as compared to the previous elliptical approach ($\cong -13.2$ dB). A validation has been proposed through the manufacturing and test of a prototype over the down-link Ka-band ([27.5–31] GHz). Excellent radiation performance [half-power beamwidth (HPBW), SLL] has been experimentally obtained over a wide angular range ([−31.5°, 31.5°]), including low scanning loss and high radiation stability over the entire frequency range. High radiation efficiencies are demonstrated with this fully metallic design, particularly suitable for space applications. This paper explores which demographic characteristics substantially bias self-reported physical and cognitive health status of older Europeans. The analysis utilises micro-data for 19 European countries from the Survey of Health, Ageing and Retirement in Europe to compare performance-tested outcomes of mobility and memory with their self-reported equivalents. Relative importance analysis based on multinomial logistic regressions shows that the bias in self-reported health is mostly due to reporting heterogeneities between countries and age groups, whereas gender contributes little to the discrepancy. Concordance of mobility and cognition measures is highly related; however, differences in reporting behaviour due to education and cultural background have a larger impact on self-assessed memory than on self-assessed mobility. Southern as well as Central and Eastern Europeans are much more likely to misreport their physical and cognitive abilities than Northern and Western Europeans. Overall, our results suggest that comparisons of self-reported health between countries and age groups are prone to significant biases, whereas comparisons between genders are credible for most European countries. In 1959, Rényi proposed the information dimension and the $d$ -dimensional entropy to measure the information content of general random variables. This paper proposes a generalization of information dimension to stochastic processes by defining the information dimension rate as the entropy rate of the uniformly quantized stochastic process divided by minus the logarithm of the quantizer step size $1/m$ in the limit as $m\to \infty $. It is demonstrated that the information dimension rate coincides with the rate-distortion dimension, defined as twice the rate-distortion function $R(D)$ of the stochastic process divided by $-\log (D)$ in the limit as $D\downarrow 0$. It is further shown that among all multivariate stationary processes with a given (matrix-valued) spectral distribution function (SDF), the Gaussian process has the largest information dimension rate and the information dimension rate of multivariate stationary Gaussian processes is given by the average rank of the derivative of the SDF. The presented results reveal that the fundamental limits of almost zero-distortion recovery via compressible signal pursuit and almost lossless analog compression are different in general. This paper describes the process of adapting the Stanford Coreference resolution module to the Basque language, taking into account the characteristics of the language. The module has been integrated in a linguistic analysis pipeline obtaining an end-to-end coreference resolution system for the Basque language. The adaptation process explained can benefit and facilitate other languages with similar characteristics in the implementation of their coreference resolution systems. During the experimentation phase, we have demonstrated that language-specific features have a noteworthy effect on coreference resolution, obtaining a gain in CoNLL score of 7.07 with respect to the baseline system. We have also analysed the effect that preprocessing has in coreference resolution, comparing the results obtained with automatic mentions versus gold mentions. When gold mentions are provided, the results increase 11.5 points in CoNLL score in comparison with results obtained when automatic mentions are used. The contribution of each sieve is analysed concluding that morphology is essential for agglutinative languages to obtain good performance in coreference resolution. Finally, an error analysis of the coreference resolution system is presented which have revealed our system’s weak points and help to determine the improvements of the system. As a result of the error analysis, we have enriched the Basque coreference resolution adding new two sieves, obtaining an improvement of 0.24 points in CoNLL F1 when automatic mentions are used and of 0.39 points when the gold mentions are provided. Background: Welfare regimes in Europe modify individuals' socioeconomic trajectories over their life-course, and, ultimately, the link between socioeconomic circumstances (SECs) and health. This paper aimed to assess whether the associations between life-course SECs (early-life, young adult-life, middle-age and old-age) and risk of poor self-rated health (SRH) trajectories in old age are modified by welfare regimes (Scandinavian [SC], Bismarckian [BM], Southern European [SE], Eastern European [EE]).Methods: We used data from the longitudinal SHARE survey. Early-life SECs consisted of four indicators of living conditions at age 10. Young adult-life, middle-age, and old-age SECs indicators were education, main occupation and satisfaction with household income, respectively. The association of life-course SECs with poor SRH trajectories was analysed by confounder-adjusted multilevel logistic regression models stratified by welfare regime. We included 24 011 participants (3626 in SC, 10 256 in BM, 6891 in SE, 3238 in EE) aged 50 to 96 years from 13 European countries.Results: The risk of poor SRH increased gradually with early-life SECs from most advantaged to most disadvantaged. The addition of adult-life SECs differentially attenuated the association of early-life SECs and SRH at older age across regimes: education attenuated the association only in SC and SE regimes and occupation only in SC and BM regimes; satisfaction with household income attenuated the association across regimes.Conclusions: Early-life SECs have a long-lasting effect on SRH in all welfare regimes. This paper presents an innovative global navigation satellite system (GNSS) fault detection and exclusion approach for the adoption of satellite localization in the rail sector. Current global integrity monitoring systems cannot guarantee the safety level needed for such applications as train control where tolerable hazard rate in the order of 10−9/h is required. A new method, named two tiers, enabling to integrate local augmentation systems and global augmentation infrastructures, is presented. It is based on the comparison of single differences residuals among satellites for detecting signal in space (SIS) faults and double difference residuals among local augmentation stations and satellite-based augmentation systems ranging and integrity monitoring stations for detecting reference stations faults. GPS SIS faults described in literature and real GNSS raw data recorded on a train are taken into account. This study reports the performance analysis for the two-tiers approach carried out during relevant European projects. A test-bed architecture has been developed through the implementation of the algorithm in real time on a local augmentation operational center. The outcomes of bargaining over losses, the subject of this paper, have rarely been studied. But experimental studies of related situations, such as those involving bankruptcies or bequests in which the sum of the legal claims that can be made against a bank or firm or estate are greater than their values, have produced strong support for the proportionality principle. To test whether this principle would find support in other situations involving losses we designed an experimental game in which four players start out with differing initial endowments of real money. They are then informed that a certain amount of this resource has to be given back to the experimenter. How should the loss be shared among the agents? This game was run at different locations and under different treatments over a period of almost three years. We found that the proportionality principle was rarely proposed and even less frequently accepted as a solution to this problem. One of the main reasons for this result was that the two players with the smallest endowments opposed most of the proposals which asked them to contribute at least some positive amount of their own initial resource. This paper investigates how former hunter-gatherers living along the southern North Sea coast in NW Europe adapted to long-term and short-term climatic and environmental changes at the beginning of the Holocene. It is argued that contemporaneous hunter-gatherers repeatedly changed their hunting equipment in response to changing climate and environment, not just for functional reasons but mainly driven by socio-territorial considerations. Based on a Bayesian analysis of 122 critically selected radiocarbon dates a broad chronological correlation is demonstrated between rapid changes in the design and technology of stone projectiles and short but abrupt cooling events, occurring at 10.3, 9.3 and 8.2 ka cal BP. Combined with the rapid sea level rises and increased wildfires these climatic events probably impacted the lifeways of hunter-gatherers in such a way that they increasingly faced resource stress and competition, forcing them to invest in the symbolic defense of their social territories. Ecoregionalization is the process by which a territory is classified in similar areas according to specific environmental and climatic factors. The climate and the environment strongly influence the presence and distribution of vectors responsible for significant human and animal diseases worldwide. In this paper, we developed a map of the eco-climatic regions of Italy adopting a data-driven spatial clustering approach using recent and detailed spatial data on climatic and environmental factors. We selected seven variables, relevant for a broad set of human and animal vector-borne diseases (VBDs): standard deviation of altitude, mean daytime land surface temperature, mean amplitude and peak timing of the annual cycle of land surface temperature, mean and amplitude of the annual cycle of greenness value, and daily mean amount of rainfall. Principal Component Analysis followed by multivariate geographic clustering using the k-medoids technique were used to group the pixels with similar characteristics into different ecoregions, and at different spatial resolutions (250 m, 1 km and 2 km). We showed that the spatial structure of ecoregions is generally maintained at different spatial resolutions and we compared the resulting ecoregion maps with two datasets related to Bluetongue vectors and West Nile Disease (WND) outbreaks in Italy. The known characteristics of Culicoides imicola habitat were well captured by 2/22 specific ecoregions (at 250 m resolution). Culicoides obsoletus/scoticus occupy all sampled ecoregions, according to its known widespread distribution across the peninsula. WND outbreak locations strongly cluster in 4/22 ecoregions, dominated by human influenced landscape, with intense cultivations and complex irrigation network. This approach could be a supportive tool in case of VBDs, defining pixel-based areas that are conducive environment for VBD spread, indicating where surveillance and prevention measures could be prioritized in Italy. We study effects of energy market uncertainty shocks on energy transition on the 28 European Union countries from 1990 to 2015 using annual frequency data. We assess the effects of oil price as well as the energy market supply, demand, and residual price shocks using a time-varying parameter panel data stochastic volatility model. We show the importance of reducing energy market uncertainty for the success of a clean energy transition in Europe as uncertainties have strong time-varying effects on the transition from fossil fuels to renewable energy. The oil price and residual energy price uncertainties are the key factors encouraging renewable energy transition that reduces the vulnerability of economies to energy shocks. Energy supply shocks affect the transition negatively while the demand shocks work similarly to residual energy prices shocks, requiring a robust energy base that is less volatile. Abstract The Price-Rind 92 parameterization (Price and Rind, 1992) that utilizes cloud top height as predictor for the estimation of lightning density is widely used by modelers in an attempt to forecast electrical activity in thunderstorms. In the present paper new parameterizations for the estimation of lightning density of convective clouds are formulated. LINET lightning data, NWC SAF (Satellite Application Facility on support to Nowcasting and Very Short-Range Forecasting) products and ERA-Interim (ECMWF-Re Analysis) data, covering the summer of 2016 over continental Europe, are used. The proposed models estimate the lightning density of convective clouds, using cloud top height, cloud top pressure and cold cloud depth as predictors. Model efficiency statistics calculated over an independent dataset, suggest that the proposed models can be considered successful over the specific area (continental Europe) and period (summer). The new cloud top height model differs from the PR92 and other parameterizations, which is not an unexpected result, since every model has its own characteristics, strengths and weaknesses. The new parameterizations could be utilized in numerical model simulations to produce quantitative estimations of the amount of strokes over convective areas. Highlights • LINET VLF/LF lightning data, NWC SAF products, and ERA-interim data are used. • The cloud top height/pressure and cold cloud depth relationship to lightning during summer over central Europe is examined. • Uncertainties of the observational data are considered in the modeling process using the Generalized Least Squares technique. • The cross-validation of these models against the control dataset yield low RMSE values, suggesting successful fits.
