Adopted guidelines reflect a harmonised European approach to a specific scientific issue and should reflect the most recent scientific knowledge. However, whilst EU regulations are mandatory for all member states and EU directives must be followed by national laws in line with the directive, EMA guidelines do not have legal force and alternative approaches may be taken, but these obviously require more justification. This new series of the BJCP, developed in collaboration with the EMA, aims to address this issue by providing an annotated version of some relevant EMA guidelines and regulatory documents by experts. Abstract: This article explores the main determinants of youth unemployment in Europe in the period 2002 to 2014 by estimating panel data models for the 28 Member States of the European Union (EU). Heterogeneity is acknowledged by estimating models for subsamples of countries with “high” and “low” youth unemployment rates. The main results suggest that youth unemployment is more pronounced in countries with poor GDP growth, a low share of construction activity and high public debt. Reduced mobility (owing to homeownership), corruption, reception of a high level of remittances and a lack of possibilities for young people to live outside parental homes are also important factors. Several EU countries import wood pellets from the south-eastern United States. The imported wood pellets are (co-)fired in power plants with the aim of reducing overall greenhouse gas ( GHG) emissions from electricity and meeting EU renewable energy targets. To assess whether GHG emissions are reduced and on what timescale, we construct the GHG balance of wood-pellet electricity. This GHG balance consists of supply chain and combustion GHG emissions, carbon sequestration during biomass growth and avoided GHG emissions through replacing fossil electricity. We investigate wood pellets from four softwood feedstock types: small roundwood, commercial thinnings, harvest residues and mill residues. Per feedstock, the GHG balance of wood-pellet electricity is compared against those of alternative scenarios. Alternative scenarios are combinations of alternative fates of the feedstock materials, such as in-forest decomposition, or the production of paper or wood panels like oriented strand board ( OSB). Alternative scenario composition depends on feedstock type and local demand for this feedstock. Results indicate that the GHG balance of wood-pellet electricity equals that of alternative scenarios within 0-21 years (the GHG parity time), after which wood-pellet electricity has sustained climate benefits. Parity times increase by a maximum of 12 years when varying key variables (emissions associated with paper and panels, soil carbon increase via feedstock decomposition, wood-pellet electricity supply chain emissions) within maximum plausible ranges. Using commercial thinnings, harvest residues or mill residues as feedstock leads to the shortest GHG parity times (0-6 years) and fastest GHG benefits from wood-pellet electricity. We find shorter GHG parity times than previous studies, for we use a novel approach that differentiates feedstocks and considers alternative scenarios based on (combinations of) alternative feedstock fates, rather than on alternative land uses. The finding of the paper shows the relative effectiveness of the 'one size fits all' policy of the European Central Bank. The paper provides strong evidence in favor of this by testing whether the monetary policy effects (footprints) found in inflation uncertainty converge to a common level. These footprints are measured as the fraction of the estimated policy-induced reduction in this uncertainty. The testing was conducted by applying a bootstrap-type test in a regression of the rate of growth of these fractions on their initial values, computed for 16 euro area countries. This article investigates whether the varying prevalence of temporary employment contracts across Economic and Monetary Union (EMU) countries can explain their different unemployment dynamics. Using a database of labour market institutions, dynamic panel regressions are carried out for 11 eurozone countries for 1995-2013. Labour market duality - i.e. the co-existence of permanent and temporary contracts - is found to have a robust and significant effect on unemployment dynamics: a high duality rate increases the response of unemployment to output shocks while decreasing its persistence. Abstract: This article investigates the evolution of job tenure for the time period 2002–2012 using microdata from the European Union Labour Force Survey (EU‐LFS). Overall, the data show a slight increase in average job tenure at the EU level, which can be explained by disproportional lay‐offs of short‐tenured workers during the crisis. When controlling for changes in the demographic composition of the workforce, an underlying negative trend in mean tenure becomes visible. Job tenure evolved very differently across the EU before and during the crisis, highlighting the importance of institutional frameworks, especially employment protection legislation (EPL). The unprecedented sovereign debt crisis across the eurozone has prompted a new generation of models with 'self-fulfilling' attacks on public debt. The model presented in this paper shows that multiple equilibria arise as investors have no direct information, and form heterogeneous rational beliefs, about the government's sustainable limit of the solvency primary balance. If beliefs of insolvency are sufficiently large, then the government is bound to default, although initial solvency conditions are satisfied. This paper tests Ahmed and Safdar's noise‐related fundamentals‐based explanation for the momentum premium in European equity markets. Consistent with the view that past price changes may be partially driven by noise, the future return behaviour of winners and losers is significantly dependent upon the degree to which past price performance is consistent with fundamentals. European momentum profits are concentrated among those firms where past price performance is congruent with fundamentals, but absent among those firms where past price performance is incongruent with fundamentals. The significantly different momentum premiums on congruent and incongruent fundamentals‐momentum strategies are attributable to the exploitation of existing mispricing among momentum stocks that can be ex ante identified using firm fundamentals. Abstract: Although the debates about access to services of general interest have been at the core of the EU territorial cohesion discourse since the late 1990s, the impact of unequal accessibility to living conditions has yet be the subject of close inspection. The paper examines the relationship between the accessibility of services of general interest and demographic and socio‐economic conditions in a specific Czech region. The analysis reveals inter‐municipal disparities and identifies spatially excluded areas. Despite the negative association of insufficient access with education and depopulation characteristics, the results suggest that demographic and socio‐economic development stems from a more complex set of factors. This paper examines the growth rate volatility of European regions' per capita GDP from 1992 to 2008. We measure the regional volatility using a new methodology based on Markov matrices, and investigate its main determinants. Volatility displays a geographical pattern and a significant spatial dependence. Output composition appears one of the main drivers of volatility; among the other determinants we find a negative impact of the size of regional economies and of labour market flexibility, and a positive impact of sectoral concentration, financialization of the economy, and, occasionally, of participation in EMU. Traditionally, the effectiveness of European Cohesion Policy has been evaluated in terms of GDP growth rate. In this paper, we consider the effect of the regional policy in terms of its impacts on two specific fields of intervention, namely 'research, technological development and innovation', and 'transport infrastructure'. Our econometric approach involves the use of a non-parametric regression discontinuity design technique to a uniquely-disaggregated Cohesion Policy dataset broken down according to the specific objectives of each stream of funding. The analysis considers different time intervals and sub-samples. Our results demonstrate a positive impact of Cohesion Policy interventions in these two specific fields of intervention. The shift of policy focus from job security to employment security calls for a more dynamic measurement of young people's labour market performance. This article uses data on monthly employment status trajectories and job duration to investigate young Europeans' employment security around five years after they finished education. The authors show that almost 40 per cent of 'job-insecure' individuals actually enjoy employment security - i.e. they are able to re-enter paid employment rapidly after losing their job. The article highlights the need for policy measures to enhance employment security, and the positive role that stricter temporary employment protection, and ALMP expenditure, could play. This paper analyses the determinants of regional economic growth in the European Union adopting a non-parametric approach. Although the local-linear kernel estimator applied does not explicitly take into account the spatial dimension of the data, it is found to be consistent in our context. In addition, the geographically weighted regression turns out to be less efficient. We obtain evidence of a non-linear relationship between regional growth and its determinants in the form of parameter heterogeneity and threshold effects. These non-linearities mainly affect the initial productivity of labour, the human capital endowment and, as a novelty, the level of infrastructures. [ABSTRACT FROM AUTHOR]

At the end of 1990s, Danny Quah devoted several papers to the analysis of polarization and stratification in the convergence processes of economies, creating the image of the 'convergence clubs' and suggesting the importance of studying the distribution dynamics of the macroeconomic variables. As for the labour markets, Overman and Puga (2002) showed that a progressive polarization of unemployment was in fact occurring among the European regions in 1986-1996, causing a phenomenon of cross-border clusterization. Here we propose to analyse the evolution of the unemployment rates of the EU 27 regions in the last two decades assuming that the unemployment rates evolve according to a Gompertz stochastic process. The estimated parameters of the process - intrinsic growth rate, deceleration factor, volatility - represent the evolutionary path of the unemployment rate and allow for estimating the steady state of the process. A cluster analysis is performed on the steady state values of the unemployment rates. The analysis confirms the emergence of several 'convergence clubs' among the European regional labour markets, which are compared to the clusters resulting from the more traditional clusterization on the current unemployment rates. ABSTRACT The paper explores the characteristics of spatial price movements for fresh vegetables. The analysis is conducted on tomato and cauliflower prices collected on main production and consumption European markets. We estimate an asymmetric threshold autoregressive econometric model and provide estimates of transaction costs and speeds of price transmission among spatially separated markets. We assess the average elapsing time for the transmission of price shocks. In eight of ten cases we found that spatial price transmissions is not symmetric. Moreover in most cases we conclude that tomato and cauliflower markets are not efficient. We convey interesting policy considerations for the fresh vegetables sectors. [ABSTRACT FROM AUTHOR]

The potential for a departure from the EU to undermine the UK's attractiveness as a location for Foreign Direct Investment (FDI) is often cited as one of the key risks were the UK to leave the EU. In weighing up the threat to FDI posed by 'Brexit' we assess the net gain from inward investment and the role played by EU membership in attracting FDI., In theory, FDI benefits the economy via lower interest rates, higher wages for workers and 'spillover' benefits boosting economy-wide productivity. But the evidence for these benefits is ambiguous. And FDI has potential drawbacks. These include an adverse effect on the tradeable sector, reflected in a wider current account deficit, the potential to 'crowd out' investment by domestic firms and the fiscal cost of subsidies paid to inward investors., That almost half of FDI in the UK comes from other EU countries suggests that EU membership is not the only driver of foreign investment in the UK. Other factors include the UK's business friendly environment, as reflected in global competitiveness surveys, and a relatively deregulated labour market. Of perhaps most importance is the lure provided by the UK's large domestic economy. 80% of FDI in the UK is in sectors where sales to the EU account for less than 10% of total demand., However, FDI in manufacturing does look vulnerable to Brexit, given the importance of the EU market. Granted, manufacturing accounts for a modest share of UK FDI. But to the extent that FDI boosts productivity, a loss of inward investment in this sector is likely to come at a disproportionate cost., Our modelling suggests that in a worst case Brexit scenario, the stock of FDI could ultimately be 7% lower relative to the UK remaining in the EU, potentially knocking around ½% off the level of GDP. The author argues that Europe's future industrial relations will be shaped by the resolution of three paradoxes embedded in today's labour markets, unionization dynamics, and EU policy. The first is the increasing individualization of employment relationships versus fictional 'individual autonomy' and workers' growing market dependency and vulnerability. The second centres on the deterioration of job quality and precarious workers' growing need for protection versus their low unionization and the failure of unions to reach out to them despite declining membership. Using case-study data, the article examines the contention that protective labour market policies and trade union action are responsible for growing divisions between labour market 'insiders and outsiders'. Case studies are reported on developments in collective bargaining in the hospitals and engineering sectors from seven western and central European countries. The article discusses the uncertainty of agreement between Great Britain and the European Union (EU) on the future location of the European Medicines Agency (EMA) when the country takes its leave from the EU. It notes the position paper presented by drugs industry urging heads of states to make some firm decisions, including Pfizer, GlaxoSmithKine, and Sanofi. Also noted is the number of EU member states vying to accommodate the agency, citing its annual budget and number of staff.

It is well understood that the exchange of information between horizontal competitors can violate competition law provisions in both the European Union (EU) and the United States, namely, article 101 of the Treaty on the Functioning of the European Union and section 1 of the Sherman Act. However, despite ostensible similarities between EU and U.S. antitrust law concerning interfirm information exchange, substantial differences remain. In this article, we make a normative argument for the U.S. antitrust regime's approach, on the basis that the United States' approach to information exchange is likely to be more efficient than the relevant approach under the EU competition regime. Using economic theories of harm concerning information exchange to understand the imposition of liability in relation to "stand‐alone" instances of information exchange, we argue that such liability must be grounded on the conception of a prophylactic rule. We characterize this rule as a form of ex ante regulation and explain why it has no ex post counterpart in antitrust law. In contrast to the U.S. antitrust regime, we argue that the implementation of such a rule pursuant to EU competition law leads to higher error costs without a significant reduction in regulatory costs. As a majority of jurisdictions have competition law regimes that resemble EU competition law more closely than U.S. antitrust law, our thesis has important implications for competition regimes around the world. This article discusses the notion of consociationalism as applied to the EU and assesses whether the institutional and procedural changes introduced by the Treaty of Lisbon (ToL) and by the management of the Euro and refugee crises still warrant considering the EU as a case of consociational democracy. Our contention is that the changes introduced by the ToL bore the promise to strengthen the consociational structural traits of the Union but that the further institutional and procedural changes engendered by the management of the Euro and refugee crises have made the behavioral dimension of consociationalism all the more necessary just as the accommodating orientation of the political elites had begun to evaporate. We support this argument by looking at empirical evidence which allows us to offer a set of propositions on the effects of the recent crises on the attitudes of the European elites towards the future of EU democracy. Using linear and nonlinear correlations, copulas, quantile dependence and lower tail dependence, we find that (1) equity markets of the advanced European Union (EU) countries comove more closely with each other than with the peripheral economies, (2) comovements with non‐EU countries are lower, (3) relative comovement structure before, during, and after the global financial crisis has been very stable, and (4) the level of comovements remained virtually the same between the crisis and post‐crisis periods. Aim: Sponsors and regulators have more than 10 years of experience with the development of biosimilars in Europe. However, the regulatory pathway is still evolving. The present article provides an update on biosimilar development in practice by reviewing the clinical development programmes of recently approved biosimilars in Europe. Methods: We used the European public assessment reports (EPARs) which are published by the European Medicines Agency (EMA) for a comparison of the clinical development programmes of the 37 approved biosimilars in Europe. Here, we present novel strategies in the development of biosimilars by focusing specifically on the 17 biosimilars that have gained approval in the last year, but we also compare additional key characteristics for all approved biosimilars. Results: The high variability of the clinical development strategies that we found previously was confirmed in the present analysis. Compared with earlier biosimilar applications, more nonstandard development strategies have been used recently. This includes, for example, applications without any studies in patients, and more complex study designs. During this study, we found that the EPARs for biosimilars seem to be improving; however, we identified important details which were still often missing. We provide a proposal for a checklist of the minimum information that should be included in biosimilar EPARs for giving the general public insights into the rationale for the approval of biosimilars. Job polarization instead of pure upgrading is emerging in European industries. This article focuses on polarization of the employment structure and contributes empirical evidence to explain patterns of occupational change in relation to four major groups: managers, clerks, craft workers and manual workers. Building on the structural approach, the author aims to analyse employment dynamics at the sectoral level and shed light on job polarization trends in Europe. Job polarization clearly emerges, mainly in service sectors, and in some European countries it is leading to a rejection of the hypothesis of skill upgrading sustained by the skill-biased technical change paradigm. The collapse in GDP brought about by the global economic crisis in 2008 affected female employment less than male employment, whereas austerity has been particularly harsh on women, a gendered impact described in the literature as "he-cession to sh(e)-austerity". This article analyses gendered trends in the labour markets of eight European countries, decomposing quarterly changes in labour participation of women and men and in employment by sector. The "hecession to sh(e)-austerity" scenario is not observed in all countries. Abstract: This article explores whether private regulatory activity to promote labour and social standards might hollow out traditional public regulations to provide welfare and labour protection at home and abroad. Such exploration has hitherto been frustrated by empirical limitations of measures of private regulatory activity and its implications for public regulation. The present article extends those limits by focusing on how new measures of labour‐related private regulation affect attitudes in 27 European polities towards welfare redistribution and for foreign assistance. Our analysis suggests that private‐regulatory CSR promoting labour and social standards may directly and indirectly diminish public support for domestic welfare redistribution, but appears to have little effect on support for foreign aid. The article deals with the political risk associated with the implementation of pension reforms in Switzerland and its comparison with the experiences of other European Union (EU) countries. Topics discussed include the impact of population aging on pension systems, austerity measures adopted by EU countries and pension reforms in the aftermath of financial crisis. The factors contributing to the weakening of the pro-reform consensus are mentioned.

Flexible work, the practice of giving employees some control over their working time, can transform the modern workplace. Once the province of scattered national legislation, the European Union is now considering the inclusion of flextime rights in the Working Time Directive (WTD), the leading EU legislation related to work time. In this article, we propose that the European Commission should adopt a right to request flexible work as part of the WTD. Adoption of the right to request flexible work would significantly alleviate the challenges employees face in maintaining work–life balance. The right to request flexible work can also provide benefits to employers by increasing employee loyalty and productivity. Finally, adoption of the right to request flexible work into the WTD would improve the overall effectiveness of the EU's employment law framework in an increasingly fast‐paced and competitive society. We study optimal fiscal policies in a small monetary union country. The government uses nominal non-state-contingent debt and distortionary labour taxes to finance exogenous spending. Price levels differ across countries due to consumption home bias; thus fiscal policy influences inflation and the terms of trade. Prices are flexible. We show that, unlike in a country with an independent monetary policy, some variability in labour taxes is optimal. With nominal public debt there is an incentive to use taxes to inflate in bad times when debt levels are high, reminiscent of the optimal monetary policy result of Chari et al. (). Ecological Focus Areas (EFAs) are one of the three new greening measures of the European Common Agricultural Policy (CAP). We used an interdisciplinary and European-scale approach to evaluate ecological effectiveness and farmers' perception of the different EFA options. We assessed potential benefits of EFA options for biodiversity using a survey among 88 ecologists from 17 European countries. We further analyzed data on EFA uptake at the EU level and in eight EU Member States, and reviewed socio-economic factors influencing farmers' decisions. We then identified possible ways to improve EFAs. Ecologists scored field margins, buffer strips, fallow land, and landscape features as most beneficial whereas farmers mostly implemented 'catch crops and green cover,' nitrogen-fixing crops, and fallow land. Based on the expert inputs and a review of the factors influencing farmers' decisions, we suggest that EFA implementation could be improved by (a) prioritizing EFA options that promote biodiversity (e.g., reducing the weight or even excluding ineffective options); (b) reducing administrative constraints; (c) setting stricter management requirements (e.g., limiting agrochemical use); and (d) offering further incentives for expanding options like landscape features and buffer strips. This research investigates the likely determinants of monetary penalties for poor environmental performance. We retrieve data from Bloomberg on the monetary penalties imposed on companies in the European Union (EU) found to have performed poorly in corporate social responsibility (CSR), and particularly in the environmental aspects of CSR. Our primary findings reveal that firms with high levels of greenhouse gas and hazardous waste emissions are more likely to receive monetary penalties. On the other hand, firms that invest in green supply chain practices and disclose environment-related matters avoid monetary penalties more. We also find that firms having executive compensation linked with environmental compliance face more monetary penalties. This finding adds a new dimension to the voluminous research on executive compensation that has investigated primarily the effects of cash and stock option-based compensation schemes on pay-performance sensitivities. Maximizing the area under biodiversity-related conservation measures is a main target of the European Union (EU) Biodiversity Strategy to 2020. We analyzed whether agrienvironmental schemes (AES) within EU common agricultural policy, special protected areas for birds (SPAs), and Annex I designation within EU Birds Directive had an effect on bird population changes using monitoring data from 39 farmland bird species from 1981 to 2012 at EU scale. Populations of resident and short-distance migrants were larger with increasing SPAs and AES coverage, while Annex I species had higher population growth rates with increasing SPAs, indicating that SPAs may contribute to the protection of mainly target species and species spending most of their life cycle in the EU. Because farmland birds are in decline and the negative relationship of agricultural intensification with their population growth rates was evident during the implementation of AES and SPAs, EU policies seem to generally attenuate the declines of farmland bird populations, but not to reverse them. The EU Common Agricultural Policy regulations for the 2014-2020 period comprise three 'greening measures' aimed at climate change mitigation and biodiversity conservation. These three greening measures consist of the maintenance of permanent pastures, crop diversification and ecological focus areas ( EFAs). Farmers are to assign 5% of their land as EFAs; this concerns for example grassland, hedges, buffer strips or nitrogen-fixing crops. Short rotation coppice ( SRC) as a perennial bioenergy crop is also considered as an eligible EFA within the EU greening measures, whereas Miscanthus is not. However, a quantitative comparison ( t-test) of SRC and Miscanthus revealed that both crops are similar in the delivery of a variety of ecosystem services, such as C storage and biodiversity. Moreover, Miscanthus may contribute to the reduction of greenhouse gas emissions due to a considerable CO2 mitigation potential. Due to the overall consensus of the ecological significance of Miscanthus in agro-ecosystems with the greening measures within the EU CAP reform, we recommend acknowledging Miscanthus as an eligible EFA with a similar payment as for SRC, boundary ridges or buffer strips. Along with Miscanthus, a number of other perennial renewables also may contribute to what the CAP intends. ABSTRACT North American and European agricultural futures markets faced significant changes in recent years, i.e., the financialization which originated in the USA, the increase of futures trading in Europe and the recent price turmoils in international commodity markets. We analyse the long- and short-run dynamics between North American and European agricultural futures prices during these institutional changes. The empirical results show that the US markets lead in terms of price transmissions and volatility spillovers. Building strategies for continental-scale conservation is challenging due to evolutionary and geopolitical problems. How do policy choices arise from this setting? In this study, we integrate ecological research with policy analysis to examine the problem field with a case study research. We use a violet species endemic to Europe, Viola uliginosa, as a proxy for a significant European Union (EU)-Russian biodiversity pattern and its conservation. The violet's core populations locate in Belarus, Ukraine, and Russia, and all populations in the EU are peripheral. The species is endangered in 12 EU member states and in decline in many places elsewhere. To analyze the choices of conservation, we gathered data on its ecology, distribution, and conservation mechanisms across Europe, putting additional emphasis on the EU enlargement and long-term site histories in Finland. We found that the survival of the species in the EU depends on the enlargement negotiations, conflicts between the EU biodiversity and agricultural policies, selection of the species to national Red Lists and the Habitats Directive, and contingent site histories depending on the conservation activities by civic actors and the member states. While the evolutionary aspect emphasizes the genetic differentiation potential of peripheral populations, the geopolitical aspect characterizes the EU as simultaneous spaces of a monotopia, borderlands, and polycentric development. We conclude that intersections between these geopolitical spaces can be used with evolutionary perspectives to identify local, European, and network-driven policy choices of conservation. Woody biomass from the southeast United States is expected to play an important role in meeting European Union renewable energy targets. In crafting policies to guide bioenergy development and in guiding investment decisions to meet established policy goals, a firm understanding of the interaction between policy targets and forest biomass markets is necessary, as is the effect that this interaction will have on environmental and economic objectives. This analysis increases our understanding of these interactions by modeling the response of southern US forest markets to new pellet demand in the presence of sustainability sourcing or harvest criteria. We first assess the influence of EU recommended sustainability guidelines on the forest inventory available to supply EU markets, and then model changes in forest composition and extent in response to expected increases in pellet demand. Next, we assess how sustainability guidelines can influence the evolution of forest markets in the region, paying particular attention to changes in land use and forest carbon. Regardless of whether sustainability guidelines are applied, we find increased removals, an increase in forest area, and little change in forest inventory. We also find annual gains in forest carbon in most years of the analysis. The incremental effect of sustainability guideline application on forest carbon and pellet greenhouse gas ( GHG) balance is difficult to discern, but results suggest that guidelines could be steering production away from sensitive forest types inherently less responsive to changing market conditions. Pellet GHG balance shows significant annual change and is attributable to the complexity of the underlying forest landscape. The manner by which GHG balance is tracked is thus a critical policy decision, reinforcing the importance and relevance of current efforts to develop approaches to accurately account for the GHG implications of biomass use both in the United States and European Union. Net inward migration from the EU has been running at record levels in recent years, although the steep increase in new National Insurance numbers issued suggests that the official data may be understating the level of immigration. There was a clear step up in inflows after both expansions of the EU into central and eastern Europe, while the relative strength of the UK labour market has been an important driver of the more recent rise in inflows., High levels of immigration have helped to offset the impact of an ageing population and ensured that the UK has enjoyed stronger labour supply growth than many of its peers. With migrants typically being better educated than their UK-born counterparts, the quality of the stock of labour has also improved, and migrants have been found to have a net positive fiscal impact., But there have been some downsides, with evidence that high immigration has had a small dampening impact on wages. That migrants tend to head to London and the other southern regions over other destinations has exacerbated the imbalances in regional housing markets., Given that a desire to have greater control over immigration is usually one of the key motivations for those favouring Brexit, a vote in favour of leaving the EU is likely to see the UK abandon the policy of free movement of labour. This would probably see the UK extend the points-based system that it currently uses for non-EU countries to include EU migrants., Our modelling suggests that the adoption of a 'populist' immigration policy which lowers net inward migration by 60,000 a year could reduce the level of GDP by 1.1% in 2030 compared with our baseline forecast. The article explores the link between different institutional features of minimum wage systems and the minimum wage bite. We notably address the striking absence of studies on sectoral-level minima and exploit unique data covering 17 European countries and information from more than 1,100 collective bargaining agreements. Results provide evidence for a neglected trade-off: systems with bargained sectoral-level minima are associated with higher Kaitz indices than systems with statutory floors, but also with more individuals actually paid below prevailing minima. Higher collective bargaining coverage can, to some extent, reduce this trade-off between sharp teeth (high wage floors) and empty mouths (non-compliance/non-coverage). [ABSTRACT FROM AUTHOR]

This article analyses the micro-level rule enactment of the posting of workers framework in the German construction sector. I examine how actors draw on different power resources in order to influence policies without formal negotiation within transnational workspaces and thereby initiate institutional change. Drawing on interviews with posted workers, managers, unionists, works councillors and labour inspectors I show how transnational subcontracting allows the emergence of different regulatory spaces at national and workplace level. The article concludes that the informal renegotiation of employment relations in transnational workspaces is likely to destabilize the posting framework negotiated at policy level. Both climate change and habitat modification exert serious pressure on biodiversity. Although climate change mitigation has been identified as an important strategy for biodiversity conservation, bioenergy remains a controversial mitigation action due to its potential negative ecological and socio-economic impacts which arise through habitat modification by land use change. While the debate continues, the separate or simultaneous impacts of both climate change and bioenergy on biodiversity have not yet been compared. We assess projected range shifts of 156 European bird species by 2050 under two alternative climate change trajectories: a baseline scenario, where the global mean temperature increases by 4 °C by the end of the century, and a 2 degrees scenario, where global concerted effort limits the temperature increase to below 2 °C. For the latter scenario, we also quantify the pressure exerted by increased cultivation of energy biomass as modelled by IMAGE2.4, an integrated land use model. The global bioenergy use in this scenario is in the lower end of the range of previously estimated sustainable potential. Under the assumptions of these scenarios, we find that the magnitude of range shifts due to climate change is far greater than the impact of land conversion to woody bioenergy plantations within the European Union, and that mitigation of climate change reduces the exposure experienced by species. However, we identified potential for local conservation conflict between priority areas for conservation and bioenergy production. These conflicts must be addressed by strict bioenergy sustainability criteria that acknowledge biodiversity conservation needs beyond existing protected areas and apply also to biomass imported from outside the European Union.
