The book "Labor Markets in Latin America: The Great Challenges of the Region," coordinated by Oscar Alfonso Martínez Martínez, analyzes labor markets in Latin America and the construction of societies where legality promotes social bonds and institutions capable of transforming the region. The book addresses labor formalization in Latin America, taking into account the heterogeneity within economic sectors and among them, as well as gender and ethnic differences. It also analyzes the impact of informal labor on income and social protection in the region. The low rate of labor formality and the coexistence of processes of exclusion and self-exclusion from the labor market are highlighted. The difficulties for labor formalization due to the lack of regulations and insufficient employment promotion by the State are mentioned. Additionally, the limited capacity of formal sectors to absorb compared to informal sectors is emphasized. The article "101 years of union control in Mexico (1918-2019). The reason behind low wages and inequality" by María Xelhuantzi López analyzes union control in Mexico over the course of a century. It argues that union and wage control are forms of political control used by the State to maintain hegemony over subordinate classes. "Why Informal Workers Organize: Contentious Politics, Enforcement, and the State" by Calla Hummel explores the reasons why some informal workers organize while others do not. The book focuses on the relationship between street vendors and the state in La Paz and El Alto in Bolivia, and São Paulo in Brazil. Hummel argues that states sometimes encourage informal workers to form organizations to police themselves and avoid constant battles over public spaces. As Roy accurately points out, the uncontrolled capital accumulation process in neoliberal age of capitalism dehumanizes labour with the tag of "informal" and tries to contain and control the labour force by disciplining beyond the realm of rights (P. 120). Adelle Blackett (chapter 13) amplifies this conundrum in the discussion on legal formalism of domestic workers indicating inclusion of human rights in labour laws. The need for a model of self-employment that sees the "demand for their labour as coming from the final demand for the services or goods that workers produce and not from profit-maximising employers" is emphasised upon by James Heinz (chapter 8, pp. 86), especially for the on-demand gig economy workers (Uma Rani, chapter 9). Reviewed here are contrasting approaches to the same locus of marginalisation: the precariat in the informal sector. In developed and underdeveloped countries alike, neo-liberal economic growth is increasingly dependent on insecure, temporary and low-paid employment. Such laissez faire capitalism demonstrates additionally that – contrary to earlier views about the capitalism/unfreedom link – bonded labour is not an obstacle to accumulation, since the free market currently thrives on an unfree workforce. Because, with the exception of Marxist theory, no opposition to this pattern of economic growth argues for transcending the capitalist system, critiques of its labour regime are unable to formulate an adequate political solution. Focusing that argument on a particular economic and social space of exchange such as the Baratillo demonstrates, to good effect, the power of this kind of local history. Andrew Konove's history of the Baratillo, Mexico City's black market where used, stolen, and counterfeit goods have been traded since early colonial times, exemplifies the complex nature of these relationships and the ways that people, goods, and processes often thought to be outside of state control or counter to state interests use the mechanisms of the state to reify their place in society.
