This technical paper describes the methodology and main features of the second pilot of the OECD International Survey of Scientific Authors (ISSA2). ISSA2 was carried out in 2018 to provide evidence on the nature and effects of digitalization in science. This paper describes the key design and implementation feature of the ISSA2 online survey. It also provides an overview of the data collected focusing on the profiles of the survey respondents in relation to the broader population they represent. The Current Population Survey (CPS) is a central source of US labor market data. We show that, for a few thousand dollars, researchers can quickly design and implement their own online survey to supplement the CPS. The survey closely follows core features of the CPS, ensuring that outcomes are conceptually compatible and allowing researchers to weight and validate results using the official CPS. Yet the survey also allows for faster data collection, added flexibility, and novel questions. We show that the survey provided useful estimates of US labor market aggregates several weeks ahead of the CPS during the turbulent start of the Covid-19 recession. We then assess the extent of downward nominal wage rigidity at the onset of the pandemic, finding that wage reductions were widespread, but were more common for job-switchers and recalled workers. This chapter provides an overview of surveys of professional forecasters, with a focus on the U.S. Survey of Professional Forecasters and the European Central Bank Survey of Professional Forecasters. A distinguishing feature of these surveys is that they collect point and density forecasts and make the data publicly available. We discuss their structure, issues involved in using the data, and the construction of measures such as disagreement and uncertainty at the aggregate and individual levels. Our review also summarizes the findings of studies exploring issues such as the alignment of point forecasts with measures of central tendency from associated density forecasts, the coverage of density forecasts, the rounding of point and density forecasts, comparisons of forecast accuracy across respondents, and heterogeneity in forecast behavior and the persistence of these differential features. We collect data from Worker Adjustment and Retraining Notification (WARN) Act notices and establish their usefulness as an indicator of aggregate job loss. The number of workers affected by WARN notices ("WARN layoffs") leads state-level initial unemployment insurance claims, and changes in the unemployment rate and private employment. WARN layoffs move closely with aggregate layoffs from Mass Layoff Statistics and the Job Openings and Labor Turnover Survey, but are timelier and cover a longer sample. In a vector autoregression, changes in WARN layoffs lead unemployment rate changes and job separations. Finally, they improve pseudo real-time forecasts of the unemployment rate. To examine whether including economic data on other countries could improve the forecast of U.S. GDP growth, we construct a large data set of 77 countries representing over 90 percent of global GDP. Our benchmark model is a dynamic factor model using U.S. data only, which we extend to include data from other countries. We show that using cross-country data produces more accurate forecasts during the global financial crisis period. Based on the vintage data on August 6, 2020, our benchmark model forecasts U.S. real GDP growth in 2020Q3 to be -6.9% (year-over-year rate) or 14.9% (quarter-over-quarter annualized rate), whereas the forecast is revised upward to -6.1% (yoy) or 19.1% (qoq) when cross-country data are used. These examples suggest that U.S. data may fail to capture the spillover effects of other countries in downturns. However, we show that foreign variables are much less useful in normal times. An era of mass immigration into the United States ended with the onset of World War I in Europe, followed by the passage of restrictive immigration laws in 1921 and 1924. We analyze various sources of wage data collected in the 1910-1929 period to explore the impact of this significant disruption of the flow of immigration on the wages of unskilled labor. Our approach to identification entails examining differences in wages across local labor markets and industries differentially exposed to the disruptions in immigration due to different ethnic compositions of their immigrant populations in the pre-war era. We find evidence strongly suggesting that during the 1920s, industries and regions more affected by the disruptions in immigration experienced larger reductions in flows of immigrants that resulted in increased wages of unskilled labor. This report describes status and trends in watershed condition across the Northwest Forest Plan (NWFP) area over the first 25 years since its inception in 1994. The program charged with this task is the Aquatic and Riparian Effectiveness Monitoring Program (AREMP), which has assembled information from field data collection, spatial datasets, and a host of landscape models to evaluate the status and trends in aquatic resources in streams and watersheds. Field data included hydrologic measurements (stream wetted widths and temperatures), geomorphic responses (instream wood and sediment), and biological responses (macroinvertebrates and aquatic organism passage). Novel statistical models were used to estimate trends in these measured responses. A suite of complementary modeled results was also employed to describe hydrometeorological drivers (e.g., drought indices and stream discharge), forest cover (upslope and riparian vegetation), and geomorphic conditions (e.g., road-related estimates of chronic and shallow landslide sediment delivery risk). Collectively, information on these responses allowed us to rigorously evaluate instream responses and hypothesize watershed drivers of those responses across the NWFP area and over time. The majority of responses we observed indicated widespread and incremental improvements from active management of forests, forest roads, and road-stream crossings as envisioned by the aquatic conservation strategy of the NWFP. Additionally, many of the responses we observed were consistent with those expected under the influences of changing climates in the Pacific Northwest. Ultimately, the long-term, broad-scale information provided by AREMP is a critical foundation for evaluating the effectiveness of federal land management and the effects of changing climates on water resources that sustain the Pacific Northwest's human and natural landscapes. The guidelines proposed in Urban Tree Monitoring: A Resource Guide (hereafter referred to as the Resource Guide) were developed and refined over many years to address the need for standardized urban tree monitoring protocols. The Resource Guide provides in-depth guidance for urban forest managers and researchers who want to design and implement a tree monitoring project. This Resource Guide is a companion to Urban Tree Monitoring: A Field Guide; however, the Resource Guide can also be used on its own. The Resource Guide is divided into three parts. In Part I, we discuss (1) the varied goals of monitoring projects and how to match data collection to those goals, (2) the development of these urban tree monitoring standards, (3) types of monitoring projects, and (4) connections to other protocols for urban tree data collection. We offer guidance on methods for recording tree location, developing tree record identifiers, organizing spreadsheets and databases, choosing data collection systems, fostering research-practice partnerships, training crews, and managing fieldwork. In Part II, we present five monitoring data sets: Minimum Data Set, Tree Data Set, Site Data Set, Young Tree Management Data Set, and Community Data Set. We list study goals that could be addressed with each data set and descriptions of relevant variables. We also provide guidance regarding which variables are best suited for beginner and advanced crews. After Hurricane Sandy made landfall along the northeastern Atlantic coast of the United States on October 29, 2012, the U.S. Geological Survey (USGS) carried out scientific investigations to assist with protecting coastal communities and resources from future flooding. The work included development and implementation of the Surge, Wave, and Tide Hydrodynamics (SWaTH) network consisting of more than 900 monitoring stations. The SWaTH network was designed to greatly improve the collection and timely dissemination of information related to storm surge and coastal flooding. The network provides a significant enhancement to USGS data-collection capabilities in the region impacted by Hurricane Sandy and represents a new strategy for observing and monitoring coastal storms, which should result in improved understanding, prediction, and warning of storm-surge impacts and lead to more resilient coastal communities. As innovative as it is, SWaTH evolved from previous USGS efforts to collect stormsurge data needed by others to improve storm-surge modeling, warning, and mitigation. This report discusses the development and implementation of the SWaTH network, and some of the regional stories associated with the landfall of Hurricane Sandy, as well as some previous events that informed the SWaTH development effort. Additional discussions on the mechanics of inundation and how the USGS is working with partners to help protect coastal communities from future storm impacts are also included. The fortieth session of the General Fisheries Commission for the Mediterranean as well as the tenth session of the Compliance Committee and the seventh session of the Committee on Administration and Finance was attended by delegates of all 24 contracting parties, as well as delegates of the two cooperating non-contracting parties and two riparian non-contracting parties. Representatives from 15 intergovernmental and non-governmental organizations were also in attendance. It was the first time in the history of the Commission that full attendance was attained and all the Mediterranean and Black Sea riparian states were present together in a regular session. During the session, the Commission granted cooperating non-contracting party status to Bosnia and Herzegovina in light of its increasing involvement in GFCM activities and as a preliminary step towards full membership in due course. Moreover, within the framework of ongoing cooperation with partner organizations, a memorandum of understanding was signed with OceanCare. The Commission was encouraged to strengthen cooperation further, including by providing technical assistance to contracting parties and cooperating non-contracting parties. This technical assistance would underpin compliance and contribute to the fight against illegal, unreported and unregulated fishing. A total of seven binding recommendations on measures for the management of fisheries resources in both the Mediterranean and the Black Sea were adopted and dealt with: a regional scheme on port state measures to combat illegal, unreported and unregulated fishing activities; the progressive implementation of data submission in line with the Data Collection Reference Framework; further emergency measures in 2017 and 2018 for small pelagic stocks in the Adriatic Sea; a multiannual management plan for the fisheries exploiting European hake and deep-water rose shrimp in the Strait of Sicily; a minimum conservation reference size for European hake in the Mediterranean Sea; scientific monitoring; management and control of turbot fisheries in the Black Sea and the use of remotely operated vehicles within the framework of national scientific research programmes on red coral. Furthermore, the Commission adopted three resolutions addressing issues such as small-scale fisheries, guidelines for drafting GFCM decisions and a mid-term strategy (2017-2020) towards the sustainability of Mediterranean and Black Sea fisheries. In the field of aquaculture, the Commission acknowledged the first outcomes of the Task Force on a strategy for the sustainable development of Mediterranean and Black Sea aquaculture and agreed to progress in particular on shellfish farming, environmental monitoring and indicators to measure progress on aquaculture development. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to US$2 532 162 for 2017 as well as a number of strategic actions to be funded through extrabudgetary resources. Now, ordinary crooks are acquiring consumers' personal information — Social Security numbers, addresses, mother's maiden names and other data — and opening new accounts in other peoples' names. Nearly 10 million consumers are affected annually by lost or stolen data at a cost to the economy of $53 billion. Moreover, victims spend almost 300 million hours a year trying to clear their names and re-establish good credit ratings. Congress and state legislatures are looking at ways to stop identity theft, but financial and data-collection companies argue any solutions that slow down the business of buying and selling personal data would hurt the economy. Meanwhile, in the biggest in a series of recent security breaches, Citigroup announced on June 6 that computer tapes containing personal data on 3.9 million consumers were missing.
