Many countries around the world now face the dual challenges of closing the remaining gaps in access to drinking water in rural areas while further addressing the issues of equity, quality, and sustainability outlined in the new Sustainable Development Goals (SDGs). Our research explores the key factors for sustainability in rural drinking water services in Chile, an important example not only due to its success in rural water access but also because of the new directions the country is taking to achieve the SDGs. Drawing on results from a Delphi study of Chilean rural water experts, we discuss the most important issues identified, including water availability and investment in community water organizations, as well as disagreement among experts, particularly around roles of private service providers and the national government. We leverage these results to assess Law No. 20.998 passed in 2017, which aims to address problematic variation in rural water services by introducing a stronger role for central government and conferring more responsibility on rural water organizations. The work presents insights for challenges countries closer to universal coverage will face as they work towards the SDGs and provides an analysis of the new rural drinking water governance landscape in Chile. The main objective of this paper is to assess the water crisis in Nepal by conducting a series of case studies in rural watersheds in the mid-hills. This was achieved through the applied qualitative method, especially combinations of desk study/structured searches, consultation, and field observation. The ground survey revealed that most of the rural communities in the mid-hills have an unreliable water supply. According to the local stakeholders, 20-25% of water resources have dried up as compared to 20 years ago. Drying up of water resources disproportionately affects women and girls in rural areas as women are responsible for household chores, including fetching drinking water. The findings also revealed that low-income households bear a disproportionate coping burden as compared to elite groups, as they often engage in coping strategies such as collecting water from distant water sources, which is labor- and time-intensive, and also yields smaller quantities of water. Assuming that unreliable water supplies will continue to exist in rural areas of the mid-hills for the foreseeable future, there is a critical need to consider which, if any, coping strategies will be most effective in ensuring that poor households will have access to safe and sufficient water supply. (2) To analyze the implications of current biofuel policies for food supply, agricultural water demand and the rural poor. (3) To highlight briefly some alternative strategies that can overcome drawbacks in the current strategy. One conclusion is that although Jatropha curcas has a low water requirement, which is an important benefit, it has several other disadvantages. Another recommendation that emerges from this paper is that biofuel policies should also focus on short-duration, multi-purpose and proven drought-tolerant crops like sweet sorghum that can be adopted by small landholders while wasteland rehabilitation policies should focus on broader array of options, which can provide greater direct benefits to the rural poor.
