Broadband connectivity is crucial for expanding the Information and Knowledge Society. This new social trend must be inserted into a fully accessible environment as a prerequisite to reduce --or eliminate--, the digital divide. The electronic communications sector and ICT are solid pillars that have survived the pressures of critical moments; therefore, they have fostered the new economy supported by information and knowledge. Considering these new forms of infrastructure, regulatory measures should be flexible and encourage their development and implementation. Thus, regulation becomes a decisive catalyst for Information Society growth and improvement. This article provides a comprehensive and detailed analysis of this important issue. At first, culture and then civilization have been accelerating evolution of the mankind. Consequentially, the mankind is now confronted with serious problems of limit of natural resources, public nuisance, and increasing population on the narrow earth. I would like to make certain proposition on desirable direction of Japan as a modern knowledge society, considering evolution of the mankind as the progress of information management. Los beneficios de la sociedad del conocimiento pueden repercutir en los que están en situación de desventaja. Las tecnologías de la información y la comunicación tienen capacidad para mantener el desarrollo sostenible. La mayor parte de la población mundial tendrá acceso a las telecomunicaciones en los próximos 10-15 años gracias a formidables inversiones en infraestructuras e iniciativas orientadas a facilitar el acceso. El principal obstáculo, sin embargo, será el desarrollo de destrezas y contenidos, existiendo un riesgo real de que la «división digital» se perpetúe. La Carta de Okinawa del grupo de los Ocho sobre la Sociedad Global de la Información (2000) y la Sociedad para el Conocimiento Global promueven iniciativas para hacer frente a esta división digital. Los profesionales de las bibliotecas y la información pueden hacer una importante contribución proporcionando acceso, estructurando el conocimiento, trasmitiendo sus destrezas en información, preservando el patrimonio e inspirando confianza.
