Broadband connectivity is crucial for expanding the Information and Knowledge Society. This new social trend must be inserted into a fully accessible environment as a prerequisite to reduce --or eliminate--, the digital divide. The electronic communications sector and ICT are solid pillars that have survived the pressures of critical moments; therefore, they have fostered the new economy supported by information and knowledge. Considering these new forms of infrastructure, regulatory measures should be flexible and encourage their development and implementation.
