The risk of microbiological or chemical contamination was determined in each of the processes of the production system of produce for fresh consumption, in a population of 164 agricultural companies in the central valley of Costa Rica. The risk quantification was calculated using the responses to a 46-item survey conducted with the managers of the companies included in the study. The responses to the 46 items were grouped according to the production process; the risk contamination calculation formula validated by the authors in another study was used to obtain the risk value per process. The microbiological or chemical contamination risk results were calculated for the land preparation and planting process, cultural management of the crop, human factor performing the cultural management of the crop, phytosanitary control, harvesting, packaging, and the human factor involved in packaging. The risk analysis results indicate that the human factor participating in the packaging obtains the highest risk rating, followed by the cultural management of the crop and, in third place, by the harvesting process. In all processes where the risk was quantified, the results showed values close to or greater than 50 in a 0 to 100 risk scale. These results should alert producers and consumers of produce for fresh consumption in the analyzed population. The effect of the buyer on the packaging risk values was also observed; when the producers are supermarket chain suppliers the risk values are lower as compared to those of producers who are not supermarket chain suppliers. This paper addresses hydro-hegemony from the perspective of International Water Law, by examining the role of law in upstream/downstream negotiations. It is built on the understanding that International Water Law constitutes an element of power relations, asserting that it is a source of structural and bargaining power. The first section of the paper discusses main principles that have emerged, and their establishment as terms of reference for water cooperation. In the second part, competing claims are analysed to see how co-riparians in the Euphrates and Tigris basins have provided deliberately conflicting interpretations over "International rivers", "equitable and reasonable utilization", "no harm", "prior notification" and "consultation" to derive negotiating positions and influence from International Water Law. Conclusions point to the understanding of water law as a structural variable, impacting on the actors' constraints and options and enhancing the structural power of the non-hegemonic riparians. International Water Law appears to operate as well as process-related variable which influences the process and outcome of water negotiations. In 1998 the U.S. Food and Drug Administration (US-FDA) published formal guidelines for the microbial safety of fresh produce. The guidelines identify and suggest the use of good agricultural practices (GAP) and good manufacturing practices (GMP) for producers and handlers. To extend this important information to international producers and suppliers, an agreement was made to create a GAP and GMP training program through the Joint Institute for Food Safety and Applied Nutrition (JIFSAN). JIFSAN combined resources of US-FDA, the University of Maryland, and other universities to reach audiences outside the U.S. with food safety information. The program is based on the train-the-trainer concept. Its success depends on the ability of the newly trained program participants to reach key audiences in the target country. We present an overview of the development of a training manual and its content, the selection of a teaching team and target countries, and the methods for implementation of the training. Examples of activities in various countries are summarized. Results of a program review conducted in 2004, following nine program deliveries, are also discussed. Pathogen control is of prime importance in the retail food industry. The Howard E. Butt Grocery Co. (HEB) instituted a testing program for Escherichia coli in 1997. Although not all strains of E. coli are harmful; it was chosen as a test organism because of the ease of assay and it is indicative of the potential presence of other pathogens. By the second quarter of 2000, HEB had reduced percentage of samples with E. coli from 15% to less than 5%. This was done with testing and producer educational programs to improve the safety of produce sold by HEB. Food suppliers to HEB must meet product safety and quality standards. HEB won the International Association for Food Protection's Black Pearl award in 1994, and was the first retailer to integrate hazard analysis and critical control points (HACCP) into their seafood markets. HEB's sampling program helped reduce E. coli levels in sprouts [alfalfa (Medicago sativa), bean (Phaseolus aureus), and radish (Raphanus sativus) sprouts], white mushrooms (Agaricus bisporus), and limes [persian lime (Citrus aurantifolia) and key lime (C. latifolia)], as well as in the prepared product, pico de gallo [a mixture of chopped tomato (Lycopersicon esculentum), pepper (Capsicum annuum), onion (Allium sativa), and cilantro (Coriandrum sativium)]. Incidence of E. coli in lettuce (Lactuca sativa) was related to the season of the year. E. coli levels varied with the crop, but generally better growers had lower E. coli regardless of crop. Abstract: This paper describes software for computing eigenvalue bounds to the standard and generalized hermitian eigenvalue problem as described in [Y. Zhou, R. Shepard, M. Minkoff, Computing eigenvalue bounds for iterative subspace matrix methods, Comput. Phys. Comm. 167 (2005) 90–102]. The software discussed in this manuscript applies to any subspace method, including Lanczos, Davidson, SPAM, Generalized Davidson Inverse Iteration, Jacobi–Davidson, and the Generalized Jacobi–Davidson methods, and it is applicable to either outer or inner eigenvalues. This software can be applied during the subspace iterations in order to truncate the iterative process and to avoid unnecessary effort when converging specific eigenvalues to a required target accuracy, and it can be applied to the final set of Ritz values to assess the accuracy of the converged results.
