A manual for cataloging nonprint materials reflects the recent agreement among authorities in the fields of library science and educational technology on cataloging rules, including terminology and order of entry. Written to produce citations compatible with established footnote and bibliographic forms, this manual can be used as a companion text to any style manual for writing scholarly papers. The two main sections cover (1) general rules for footnotes and bibliographic citations and (2) specific rules for entry of the elements of the collation. The latter section includes representative samples of footnotes and bibliographic citations for all nonprint media. A thirteen-item bibliography and a glossary of abbreviations are included. In continuation of the "Cumulated UDC Supplement - 1964" published by the International Federation for Documentation, this document provides a cumulative supplement to the Universal Decimal Classification for 1965-1975. This fourth of a five volume series lists new classification subdivisions added to the system in the following subject areas: (1) agriculture, forestry, and fisheries; (2) household and domestic economy; (3) management and communications; (4) chemical technology; and (5) various industries. This report is a revision and expansion of an earlier research report that described the design of the University of Guelph's documentation system for the organization of government publications within university libraries. The design of the Guelph document system represents a deliberate departure from cataloging and classification theory and standards. The document code is a shelf location device and is structured only as is necessary to bring publications within government jurisdiction into appropriate relationships. Other codes were designed to provide quick sorting capabilities through a data processing system and in no way necessitate involvement in rules, regulations, or principles of cataloging. This report describes the initial investigation, and the development of a new method for organizing government publications made possible by new technology. The topic is covered in five parts: (1) a statement of the problem, and an identification of the traditional methods of arranging and processing government publications in libraries; (2) analysis of the design of the Guelph document system; (3) a description of the codes which are the basis of the system; (4) a discussion of the operating system as it has developed including changes, costs, equipment, user acceptance, and cooperative use; and (5) a manual of procedures for the system as used at Guelph. This set of guidelines, for audiovisual and multimedia materials in libraries of all kinds and other appropriate institutions, is the product of many years of consultation and collaborative effort. As early as 1972, The UNESCO (United Nations Educational, Scientific and Cultural Organization) Public Library Manifesto had stressed the need for audiovisual media in public libraries, both in adult and in children's services. The following year, a Round Table on Audiovisual Material was created within IFLA (International Federation of Library Associations and Institutions) to cover all "non-book materials", or--according to another definition--all documents requiring equipment for their consultation. In 1982, this Round Table was asked to consider standards for the provision of audiovisual materials and equipment in public libraries, and the first edition of the IFLA Guidelines was born. A second, revised, edition was planned for 1987, but this was never published. In this paper the term audiovisual and multimedia will be used for contents of the collections of all types of library and information services regarding sound, images and multimedia. All issues relating to sound, still and moving images, and multimedia documents and services (such as children's libraries and language centers), collection development, cataloguing, conservation, and access including Internet will be treated. This paper briefly outlines the process used to organize, classify, and make accessible a collection of architecture slides in the Architecture Resource Center at Andrews University in Michigan. The classification system includes the use of Art and Architecture Thesaurus subject headings, the ERIC (Educational Resources Information Center) concept of "identifiers," call numbers, color coded labels, and the R Base database management system. It is noted that, although a 386 level computer is recommended, this library launched its system on an XT level computer with a 30MB hard card. Attachments to the paper include a slide input form, instructions for cataloging and classifying slides and generating call numbers, and lists of building type abbreviations with an abbreviated subject and identifier list, geographical classifications, and abbreviations for periods and styles. This paper describes procedures for establishing a special library in organizations where no such library previously existed. The role of the library in meeting organizational information needs and the reasons for setting up a special library are discussed. The paper then focuses on activities to be completed during a library planning process. Activities described include inventorying materials already purchased and scattered throughout the organization, analyzing proposed facilities, assessing organizational and prospective user needs, examining available information sources in relevant subject fields, developing a written statement of library purpose and objectives, researching methods of material storage and organization, determining the suitability of subject classification and cataloging systems produced by outside agencies (such as the Library of Congress and OCLC) versus systems developed in-house, and assessing sources of interlibrary loan material. Procedures for administering the library after it is established are also described, covering the areas of material selection and acquisition, weeding, library publicity and public relations, budget formulation, recordkeeping, and the collection of library statistics required for composing annual and other summary reports. This manual outlines objectives, functions, and methods for establishing national bibliographic control as part of the development of a worldwide system for the control and exchange of bibliographic information. Chapters cover: (1) definitions of bibliographic control and related concepts including Universal Bibliographic Control (UBC) and national imprints, collections, and authors; (2) the process of acquiring national publications by means of legal deposit; (3) issues related to producing a national bibliography, including its physical format, coverage, and record requirements, and the establishment of a cataloging-in-publication program; (4) the preparation of bibliographic records, with emphasis on types of cataloging rules, the use of headings and entry words, and subject classification; (5) participation in international numbering schemes, including the International Standard Book Number (ISBN), International Standard Serial Number (ISSN), and other international numbering systems; and (6) additional tools of bibliographic control, particularly union catalogs and national processing centers. Appendices present an outline of the objectives and functions of a national bibliographic agency within an international framework, and samples of related documents and national bibliographic records. Because of prevailing dissatisfaction with the 1967 version, a revised version of Chapter 12 of the Anglo-American Cataloging Rules was published in 1975. The scope of the chapter was greatly expanded to cover charts, dioramas, flash cards, games, kits, microscope slides, models, realia, slides, transparencies, and videorecordings as well as motion pictures and filmstrips. Another major change was the introduction of a system of formal punctuation following the principles of the International Standard Bibliographic Description for Monographs (ISBD (M) ). In this paper, each rule in the revised chapter is compared with the corresponding rule from the 1967 edition. Specific copies of Library of Congress catalog records are included to illustrate the differences. (Author/PF)

Libraries of all kinds need and collect special materials for use by their patrons--government publications, technical reports, maps, proprietary publications, company and trade literature, patents and trademarks, standards, symposia and conference records, and related miscellaneous publications. This collection of papers serves as a guide to the acquisition, processing, and administration of such materials. The purpose of this paper is to describe the development and operation of a unique cataloging and access system used in the Curricular-Career Information Service (CCIS) at Florida State University. Although this system was designed to serve a University population it could easily be adapted for use in secondary schools or other agencies having career centers. Following a brief overview of CCIS, a detailed description of the cataloging and cross-referencing system is presented. The concluding section reviews implications for practitioners wanting to develop similar systems at their institutions. (Author)

This report presents an analysis of the search query arguments of several major bibliographic utilities and shows the commonalities and differences of the query structure among the various systems. The report illustrates a symbolic metalanguage that was developed to describe and compare the search arguments. In addition, status and error messages used in conjunction with search queries that should be incorporated in the National Commission on Libraries and Information Science (NCLIS) National Bureau of Standards (NBS) Applications Level Protocol are specified. The report recommends that certain search argument formats be standardized for computer-to-computer communications and that more work be performed in the analysis of bibliographic response formats on the various systems. Data about the following systems are included: the Library of Congress, the National Library of Medicine, OCLC, the University of Chicago, the Washington Library Network, Northwestern University, and the Research Libraries Information Network. Based on definitions of a machine-readable data file (MRDF) taken from the Anglo-American Cataloging Rules, second edition (AACR2) and Standards for Cataloging Nonprint Materials, the following recommendations for processing items of computer software are provided: (1) base main and added entry determination on AACR2; (2) place designation of form of material after title; (3) base collation statement on AACR2; (4) include notation of any peripherals required to use the item; (5) include optional description of what software is designed to do and any accompanying materials; (6) catalog microcomputer software in the same manner as audio or visual material either accessioned or classified by Dewey Decimal Classification; (7) prepare a complete set of catalog cards; (8) include an optional description of teaching objectives; (9) store items in a box, bin, ring binder, or paper folder; and (10) affix property stamp to item and prepare check out card, card pocket, title labels, warning label, and optional copy of main entry card for attachment to binder or other package. Sixteen sample cards trace the processing and cataloging of items of computer software in the main section of this document. Additional guidelines for computer software entries for Area Education Agency Media Centers (AEAMCs) are also provided. (ESR)

This paper describes the development and implementation of an automatic bibliographic facility and an electronic newsletter created for a special collection of aerospace and mechanical engineering monographs and articles at the University of Arizona. The project included the development of an online catalog, increasing the depth of bibliographic description, providing the beginnings of a comprehensive citation index for selected subjects, and developing an automatic bibliographic facility and local area electronic newsletter. Appendices, which make up the major part of the report, comprise: (1) the full code listing for the search program, written in FORTRAN 4, which demonstrates the relative simplicity of the facility for developing bibliographies; (2) the help note written to aid the user in implementing a search; and (3) the full text of an electronic newsletter (the IGEL Bibliographer) developed to make all bibliographic searches available within the interested group. The sample newsletter includes short bibliographies on eigenvalues, geometric nonlinearities, and composites. A source code listing of a single descriptor search facility is included as an addendum. Focusing on cataloging operations contingent upon public catalog usage, this article identifies necessary components of a collection access policy, discusses representative samples of policies that can be adapted to individual library practices, and provides guidelines for the development and implementation of a statement useful for planning future services. Sections include catalog and file maintenance, AACR2 impact, retrospective conversion, departmental workflow, special materials, OCLC usage, classification, descriptive cataloging, and backlog control. A 5-year (1979-1983) literature survey provides current documentation. In addition, background information and commentary are included. Guidelines are formulated as a basis for developing a written manual for library staff usage. (Author/DMC)

This 5-year departmental strategic plan (1988-1993) was developed according to the strategic planning process adopted by Arizona State University (ASU). Nine goals of ASU's Cataloging Department are presented in separate sections in this report: (1) to continue the development and improvement of the intellectual content of the online catalog so that it is accurate, controlled, and complete; (2) to increase the productivity of the department without compromising the quality of the product; (3) to provide cataloging support to outside institutions; (4) to use appropriate technology in the department to maintain the highest possible level of service; (5) to evaluate the structure of the online catalog bibliographic database (e.g., indexing, subject headings, and keyword access); (6) to provide improved bibliographic access to resources held in the library; (7) to ensure adequate space and an improved work environment for cataloging personnel; and (8) and (9) to establish and maintain good communications among departmental staff and with other departments. Each section summarizes the goal; relays the source of that goal; provides background information; describes that goal's objectives; lists strategies for meeting that objective; and mentions persons or groups involved in pursuing the objective.
