Higher education is increasingly recognised as being critical to social and economic prosperity. It is also a policy area where the Commonwealth could significantly increase its impact. This could be achieved without major cost, by working through activities already in place, and persuading member governments to make stronger use of these brands and mechanisms. This paper focuses on four key areas selected by the the 19th Conference of Commonwealth Education Ministers (19CCEM) Steering Committee: (1) Costs and access; (2) Links with employment; (3) Securing the next generation of academics; and (4) Student and staff mobility. These were chosen because of their importance, relevance to conference themes, and synergy with existing Commonwealth-related initiatives. In each case, the brief summary of issues is intended to stimulate debate on whether, and how, the Commonwealth could play a greater role. This discussion paper is from the Adult Learners Week National Seminar on Lifelong Learning Policy (Canberra, Australia, September 1999) that identified a number of ideas about how to foster national policy development on lifelong learning. It consists of three sections. Part 1 contains "A National Lifelong Learning Policy for Australia?" (Tony Brown), an introduction to lifelong learning policy with a list of questions to focus future discussion; two discussion starters, "Is Lifelong Learning Critical, Desirable, or Just a Good Idea?" (Philip C. Candy) and "A Vision for the Future of Australian Education and Training" (Moira Scollay), each with a list of questions to focus future discussions; and "Discussion and Recommendations of the Seminar Working Groups." Twenty-five papers presented at the conference include papers on the role of the site coordinator in a distributed education network in Ontario; student support systems in the Open University of Israel; the dilemmas of designing a computer mediated communication support system; interactive libraries; tutoring in technical science in the Open University of the Netherlands; research supervision at a distance; the role of tutoring and group support in distance education; the relationship between interaction and independence; distance education in India; applications of telecommunications for interactive tutoring; and cost effectiveness analysis of projects that increase student interaction in distance education. The six papers compiled here cover issues related to acquisition, library cooperation, and collection development. In "The UK Serials Group: A British Success Story," David P. Woodworth describes the background and work of the Serials Group, an autonomous British organization which aims to bridge the gap between serials producers and consumers. In "The Australian Scene: Cooperation between Libraries and with the Book Trade and Publishers," Derek Whitehead outlines the recent history of cooperation between libraries, the book-trade, and publishers, especially through the Australian Book Trade Committee, and discusses cooperation among Australian libraries in collection development. In "The Swedish Conspectus Project 'SULF'," Jan Hagerlid describes a project aimed at enhancing local capacity to formulate collection development policies. In "National Repository Planning in Scandinavia: The Result of a Seminar," Birgitta Bergdahl gives background on a 1987 seminar on national repository planning, summarizes the current situation of repository libraries in Scandinavia, and offers recommendations and warnings. In "The Acquisition Crisis in Academic Libraries: The Role of Book Price Indices in Budgetary Planning," Rolf Griebel considers the applicability of different types of price indices to budget planning with reference to Anglo-American and West German literature. The Research Institute for Higher Education (RIHE) in Hiroshima University started a program of research on the Changing Academic Profession (CAP) in 2005. This research is funded by the Ministry of Education and Science as a grant-in-aid for scientific research headed by Professor Akira Arimoto, Director of the Research Institute for Higher Education, Hijiyama University and Professor-Emeritus of Hiroshima University. Before the conference in 2009, they had already held three international conferences in this topic. The fourth conference was held in Hiroshima in January 2009. This conference was organized by RIHE in cooperation with Hijiyama University, Japan. The conference addressed issues concerning the following three specific themes: (1) Internationalization of the profession; (2) Education and research activities of the profession; and (3) Personal characteristics or careers of the profession. This study aimed to reveal general landscape of research on teacher resilience, employing descriptive and bibliometric analyses. Descriptive analyses were performed utilizing Web of Science's internal system, while bibliometric analyses were executed through the VOSviewer program. Web of Science Core Collection was used as a data source. Citation analyses of publications, authors, and journals, as well as co-authorship, co-citation, and common word analyses were conducted. The research reveals a timeline of publications, indicating a notable surge in 2006, and a substantial increase in 2021. The countries with the highest number of publications on teacher resilience, in descending order, are the United States of America (USA), Australia, the United Kingdom (UK), and the People's Republic of China (PRC), according to the research findings. Authors such as Gu, C. Day, S. Beltman, C. Mansfield, and A. Price emerged from the citation analysis. Based on the results from the co-citation analysis, C. Day and Q. Gu were identified as the most frequently co-cited authors. The co-occurrence analysis of keywords highlighted key terms like resilience, teacher education, early career teachers, teacher candidates, professional learning, school leadership, and COVID-19. The findings were contextualized within the existing literature, leading to recommendations for future research. Rural social work education and practice in North America underwent a revival in recent decades and remains a valid praxis and pedagogic model for the 21st Century. The paper posits through rigorous literature review and analysis there are numerous elements central to North American (U.S. and Canadian) and Commonwealth of Nations (U.K., Australia, etc.) rural social work that make this framework significantly germane to Filipinos. These include the necessity to function in an environment of marginal or stressed community, personnel resources and educational opportunities. Significantly, the generalist practice model comprises the core of North American rural social work; it also predominates in Philippine methodology. Both frameworks require robust client and social justice advocacy roles encouraging awareness of needs and aspirations of at risk populations. Indeed, social work researcher Thelma Lee-Mendoza reports that historically modern Philippine practice originated and is primarily organized from North American models. Rural social workers in the West, like their Philippine counterparts, are more typically generalists and innovative environmental operators. Daily they rely on profound survey and calculation of services and innovative ways to make them meaningful. The paper concludes by urging creative international and transnational research with a view towards optimizing service delivery.

From the standpoint of a MOOC practitioner (i.e., a MOOC provider) instead of a rigorous comparative law researcher, this article attempts to analyze the potential legal issues and risks underlying instruction via MOOCs and compare these legal issues and risks between the small jurisdiction Macao and such major jurisdictions as the United States, the United Kingdom, Australia, and the European Union. These legal issues and risks so identified concern the three perspectives intellectual property, privacy, and accessibility. Supported by academic literature, statutes, acts, and court cases, this article elaborates on these three perspectives with respect to MOOC providers, quotes the key legal statutes and acts in these three perspectives in the context of MOOC providers, elucidates the statutes' and acts' emphases and the related remedies and penalties for breaches, and probably other details, and compares them across the aforesaid jurisdictions. Some prominent findings are that Macao, the United Kingdom, Australia, and the European Union appear to practice clearly defined and compendious laws to protect privacy whereas the United States' counterparts seem to be circumscribed by, for example, the ages of the individuals to protect. As such, for MOOC providers, the former four jurisdictions sound to be more critical than the latter jurisdiction in the perspective of privacy. As for accessibility, Macao's, the United States', the United Kingdom's, and Australia's laws focus on educational institutions. Nonetheless, whether the majority of MOOC providers can be regarded as such "education institutions" under such laws may likely be disputable. In contrast, the European Union more generically enacts a law on accessibility of digital products and services. Even so, to what extent and how MOOCs are supposed to conform to such a law may arguably still be contingent upon each particular scenario. [For the full proceedings, see ED636095.]

This paper presents a critical analysis of literature relating to why males choose to become primary school teachers. Discussion within the paper concentrates on identifying and exploring connections between what is currently known about being a male primary school teacher and what motivates these men as they both pursue and practice within the profession. This paper reflects the preliminary investigations of a broader doctoral project that will examine the recruitment and retention of male primary teachers within Tasmania. Countries such as Australia, New Zealand and the United Kingdom have experienced calls for increased male recruitment to and retention in the primary teaching profession. Current research into the male primary school teacher experience offers strong arguments for the need to recruit and retain more men into primary teaching as well as many attempting to explain the reasons for low numbers of male classroom primary teachers. Interestingly, studies investigating the motivations of those men who choose to teach young children are far less common. The critical review of relevant literature allows for deeper understanding of present perceptions of the male primary school teacher and teaching experience to be established. In doing so, the paper emphasises exploration of the motivations of men who choose to be male primary school teachers, and proposes that it is within the exploration of male's attitudes towards and motivations to being a male primary school teacher that will elicit rich insight into how strategies currently utilised for the recruitment and retention of male primary teachers can be improved.

Government regulations require businesses to improve their processes and products/services in a green and sustainable manner. For being environmentally friendly, businesses should invest more on eco-innovation practices. Firms eco-innovate to promote eco-efficiency and sustainability. This paper evaluates the eco-innovation performance of Organisation for Economic Co-operation and Development (OECD) countries with data envelopment analysis (DEA). Data were gathered from the world bank database and global innovation index report. Findings show that for most OECD countries, energy use and ecological sustainability are more important than other inputs and outputs for enhancing eco-innovation. The advent of Massive Online Open Courses (MOOCs) has led to the availability of large educational datasets collected from diverse international audiences. Little work has been done on the impact of cultural and geographic factors on student performance in MOOCs. In this paper, we analyze national and cultural differences in students' performance in a large-scale MOOC. We situate our analysis in the context of existing theoretical frameworks for cultural analysis. We focus on three dimensions of learner behavior: course activity profiles; quiz activity profiles; and most connected forum peer or "best friends." We conclude that countries or associated cultural clusters are associated with differences in all three dimensions. These findings stress the need for more research on the internationalization in online education and greater intercultural awareness among MOOC designers.

There are many potential harms to individuals, societies and environments associated with powerful "networks" of living, nonliving and symbolic entities (actants), such as financiers, banks, think tanks, transnational trade organizations and agreements, competitiveness, scientists, engineers, universities, governments, military, advertisements, entertainment, etc. Among myriad harms, perhaps the most serious is devastation from climate change linked to fossil fuel uses. Given apparent roles of many governments in supporting powerful problematic networks that involve fields of science and technology, many scholars recommend that school science not only enlighten students about harms and encourage them to make logical personal decisions about associated controversies but also prepare them to take socio-political "actions" that might contribute to their conceptions of a better world. In this chapter, international science education scholars discuss their uses and analyses of the 'STEPWISE' curricular and pedagogical framework--which is intended to facilitate such critical and activist science education. After a theoretical defence of the framework, a description is provided of a teacher's 3-year efforts to use it in his secondary school science teaching. This is followed by five summaries of theoretical analyses of the framework by scholars from five countries (Australia, Brazil, Canada, the UK and the USA), including in terms of discursive psychology, neoliberalism, critical discourse analyses of well-being, inquiry-based learning, professional development and network mobilization in informal (online gaming) and formal school science and teacher education contexts. The chapter concludes with a brief summary of some relative merits of the STEPWISE framework and with a call for continued critical reflective practice. This paper describes a series of interactive, synchronous online training workshops in which linguistics graduate students studying in Australia, UK, USA and Saudi Arabia participated. The aim of the workshops was to develop graduate students' research skills in linguistics, to introduce them to latest trends and developments in linguistic research, and to communicate with expert linguists worldwide. The workshops were initiated, organized and hosted by the Saud Linguists' Society (SAL) created by a Saudi Ph.D. student. Since SAL has a limited budget, free web conferencing software were tried out such as PalTalk, "Skype," "How-to Geek" and "WEbex." Registration in the workshops was made free for graduate students. SAL's workshop coordinator invited the speakers, selected the workshop theme, prepared the workshop poster, announced the workshops online, scheduled the workshops, and registered participants. A detailed description of the steps in preparing for and conducting online workshops will be given. Participants' views on the benefits and shortcomings of synchronous online workshops are reported and recommendations for conducting effective, interactive, synchronous online workshops and for extending free web conferencing and webinar tools to other educational settings in Saudi Arabia are given.

This paper explores the PISA [Programme for International Student Assessment] achievement of twenty countries in light of some of their demographic differences. SES [student socioeconomic status], nuclear family, gender, home language, and native status were predictive of achievement for every country. Demographics accounted for as little as 8 percent to as much as 22 percent of individual score variance depending on the country and subject. Being male was almost a universal advantage in math, but was a far greater disadvantage in reading for every country. The relative performance of some countries changed when scores were adjusted for demographic differences; however, the Asian countries and Finland remained on top. Instructional strategies related to countries performing above expectations were explored.

Using an innovative recruitment tool, the social network site Facebook, survey data were gathered from samples of the Australian general public and from around the world. Views on the gendering of mathematics, science, and ICT were gathered. In this paper we report the findings from six of the 15 questions on the survey, and only from respondents in predominantly English-speaking countries. The findings reveal that the majority was not gender-stereotyped about mathematics and related careers. However, if a gendered view was held, it was overwhelming to endorse the male stereotype. Australian and British public opinion now favours higher social spending over lower taxes. This paper investigates the trend towards higher support for social spending over the last two decades, and attempts to explain its proximate causes by drawing on real expenditure and taxation data, and social survey evidence from both countries. The key findings are: (i) the publics in Australia and the United Kingdom appear to have responded to earlier fiscal restraint by preferring restorative levels of social spending; and (ii) that perceptions of declining standards in public healthcare provision play an important part in explaining broader public opinion about the respective countries’ welfare states. One implication of these findings is the political risk for governments that retrench or neglect universal public healthcare. [ABSTRACT FROM AUTHOR]

Although health care spending represents one of the largest expenditure categories in all Western societies, most research on the welfare state has neglected issues related to health and health care. In this paper, we use the ISSP to evaluate the public attitudes towards health care in the United States, Australia, Germany, Great Britain, and Italy at three points in time. We find that public attitude do not cluster according to the most widely used schemes to classify welfare states which is not surprising given that these nations have often been clustered together without paying attention to health care. The results also indicate that the cleavages that are most influential in dividing individual health outcomes are an important predictor of people's attitudes towards government involvement in health care. In general, groups who have been shown to experience worse health in modern society are more supportive of government involvement in health care whereas groups experiencing better health are generally less supportive. Mathematics in Australia specifies spatial reasoning as a general capability within the curriculum. However, psychological research to date limits spatial assessment to psychometric tests leaving little room for a well-defined spatial curriculum. Although there are clear relationships between mathematics and spatial thinking, the independence in the measurement of the two constructs in research literature is rarely explored. In the present study, professionals in the fields of STEM Education and Cognitive Psychology evaluated mathematics and spatial assessment items. The results show evidence for a distinction between the two constructs in the content of the items, however with a caveat that thoughtful selection of assessment items is crucial to ensure independence in the measures.

This book contains a compilation of papers presented at the International Conference on Education and New Developments (END 2017), organized by the World Institute for Advanced Research and Science (W.I.A.R.S.). Education, in our contemporary world, is a right since we are born. Every experience has a formative effect on the constitution of the human being, in the way one thinks, feels and acts. This is, certainly, one of the reasons we have many nationalities and cultures represented, inspiring multi-disciplinary collaborative links, fomenting intellectual encounter and development. END 2017 received 581 submissions, from 55 different countries, reviewed by a double-blind process. Submissions were prepared to take form of Oral Presentations, Posters, Virtual Presentations and Workshops. The conference accepted for presentation 176 submissions (30% acceptance rate). The conference also includes a keynote presentation from an internationally distinguished researcher, Professor Lizbeth Goodman, Chair of Creative Technology Innovation and Professor of Inclusive Design for Learning at University College Dublin; Founder/Director of SMARTlab, Director of the Inclusive Design Research Centre of Ireland, Founder of The MAGIC Multimedia and Games Innovation Centre, Ireland, to whom we express our most gratitude. This conference addressed different categories inside the Education area and papers are expected to fit broadly into one of the named themes and sub-themes.
