This publication follows the tradition of publishing selected papers from PIALA annual conferences, however, for the first time, two PIALA conferences (PIALA 2004 and PIALA 2005) are published in one volume, containing papers from both events. Both conferences featured papers by local Micronesian and Pacific Islands experts, as well as presenters from throughout the world. This Proceedings document begins with the text of the keynote by Dr. Michelle Caswell, followed by seven papers, representing a sampling of the symposium presentations from the 2022 Digitizing Hidden Collections (DHC) Symposium, a capstone event for the Digitizing Hidden Special Collections and Archives program. This program was funded by the Mellon Foundation and issued calls for new applicants between 2015 and 2020. The two-day symposium brought together over 135 participants, with presenters from 23 grant-funded projects, both past and current. Their contributions addressed the symposium's theme: "We digitized it--what's next? Learning from and making use of digitized hidden collections." An appendix lists all Symposium content and those who presented and contributed.

Eleven of the 15 papers in this collection discuss library services for disadvantaged persons; the remaining four papers are concerned with services to multicultural populations. Blood, Assistant Professor and Social Sciences Bibliographer, General Libraries, University of Houston, discusses both the theoretical considerations behind an academic library's decision to write such a policy and the attributes of a good collection development document; (2) Gerald Bishop, Head Librarian, Bibliography Department, General Libraries, University of Texas at Austin, reports on the experience of writing such a policy for a large academic library, and the value of that policy in the on-going process of collection management; and (3) Michael J. Benedict, Co-Ordinator of Materials Selection, Houston Public Library, shares his experience of creating the collection development statements of a large public library. (Author)

Clark, United States), which describes how microcomputer spreadsheet programs and database managers can be used to tabulate and analyze library statistical data; and (4) "Four Decades of International Library Statistics" (Khin Wai Thi, France), which provides a retrospective overview of international library statistics over approximately four decades, and exhorts participants to a discussion of extending/updating and making additional proposals to the recommendation adopted by the Unesco General Conference in 1970 to improve the national collection and international reporting of library statistics. The six papers compiled here cover topics related to government publications and bibliography. In "The Impact of the Use of New Technology in Government Publishing on Libraries," Bernadine E. Abbott Hoduski discusses the impact of the use of new technology by government publishers on the dissemination of government information to libraries, particularly depository libraries. In "L'impact des nouvelles technologies sur les publications officielles" (The Impact of New Technologies on Official Publications), Pierre Pelou points out that the quality of information services is determined not by the use of new technologies, but by the ways in which the librarian utilizes them to meet the information needs of users. In "Government Publications and the Concept of Rarity," Richard Landon considers the concept of rarity in terms of government publications and provides several examples of the scope of rare government publications. In "Survey of Bibliographic Services of International Intergovernmental Organizations: A Progress Report," Sylvie Jacque provides a progress report on a project which is updating an inventory of major bibliographic sources of intergovernmental organizations and conducting a survey of such materials in depository libraries. In "The International Bibliography: A Review," Nellie S. C. Moffitt examines the development of the "International Bibliography," a bibliographic quarterly for intergovernmental publications. In "Bibliographic Control, Use, and Reference Service for United Nations Publications in an Academic Library," Alfred Kagan discusses problems affecting access to United Nations documents. (MES)

Woodworth describes the background and work of the Serials Group, an autonomous British organization which aims to bridge the gap between serials producers and consumers. In "The Australian Scene: Cooperation between Libraries and with the Book Trade and Publishers," Derek Whitehead outlines the recent history of cooperation between libraries, the book-trade, and publishers, especially through the Australian Book Trade Committee, and discusses cooperation among Australian libraries in collection development. In "The Swedish Conspectus Project 'SULF'," Jan Hagerlid describes a project aimed at enhancing local capacity to formulate collection development policies. In "National Repository Planning in Scandinavia: The Result of a Seminar," Birgitta Bergdahl gives background on a 1987 seminar on national repository planning, summarizes the current situation of repository libraries in Scandinavia, and offers recommendations and warnings. In "The Acquisition Crisis in Academic Libraries: The Role of Book Price Indices in Budgetary Planning," Rolf Griebel considers the applicability of different types of price indices to budget planning with reference to Anglo-American and West German literature. In "Information Basis of International Book Exchange," Z. P. Sorokina discusses the research on the international exchange of publications. (MES)

"Activities of the National Centers for Overseas Periodicals" (Keinosuke Imamura, Japan) describes the functions of the eight Japanese university libraries designated as National Centers and their role in the Japanese science information system. In "Japanese University Libraries in a National Network," Tamiko Matsumura of Japan discusses interlibrary cooperation, the provision of photocopy service in interlending, the provision of reading service to external users, and the government's role and the science information system. Statistics on university libraries are presented in six tables. "Union List of Periodicals (ULP) Database and Science Information System (SIS) for the Academic Researchers of Japan" (Masamitsu Negishi, Japan) considers the ULP as a function of the SIS, problem areas in library automation, periodicals systems and the ULP, and system use fees. The text is supplemented with two figures. Finally, in "Scientific Journals and Electronic Publishing," Ulrich Wattenberg of Japan briefly considers the future of electronically distributed scientific journals. (KM)

Different views on the future of research libraries are presented in this collection of papers from persons affiliated with the State University of New York (SUNY) at Albany. Joseph Z. Nitecki (library director) discusses the effect of social change on library missions, operations, and procedures. Warren F. Ilchman (vice president for research and educational development) calls upon university librarians to take on a more assertive leadership role because their general view of the entire university is important. Cynthia Mazer (graduate student) describes her use of libraries throughout her life and suggests that all levels of people in the university should have the ability to use libraries well. Richard S. Halsey (dean of the library school) traces the progression in library roles through the archival, bibliographic, circulating, duplicating/dispensing, and electronic stages; describes the fragmentation caused by telecommunication and computer technologies; and suggests that research libraries renew their scholarly intent. Martin Kanes (a faculty member in the humanities) describes his early library experiences, discusses browsing as an intellectual activity, and distinguishes between knowledge/learning and gathering information.
