Issue 51 of the Bank Street Occasional Papers Series "Reconceptualizing Quality Early Care and Education with Equity at the Center" is a response to Gunilla Dahlberg, Peter Moss, and Alan Pence's 25-year interrogation of the concept of quality in early childhood education (ECE) (Dahlberg et al., 1999, 2013, 2023). Their groundbreaking work has called early childhood educators to question deeply held assumptions about the universality of childhood and how these shape the standardization of practices in early childhood settings around the world. While quality is typically conceived of as existing primarily in classrooms, the authors in Issue 51 remind readers that the small world of ECE exists within oppressive systems imbued with intersecting racism, classism, sexism, and ableism, and that, therefore, a beyond quality praxis requires nurturing and supporting educators through partnerships (recognizing that resilience is social), developing political commitments and orientations through relationships, and mobilizing these relationships for collective action towards liberatory alternatives. The idea for this issue, which is a part of a broader project to identify and analyze promising, equity-committed early childhood policies and practices, emerged over the past few years.

The National Academies Global Forum on Innovations in Health Professional Education held a public workshop in November 2023. Speakers explored how health professional educators and providers with health systems science (HSS) training can prepare learners to work together within health systems, resulting in better patient care, improved population health, and enhanced health professional well-being. Organizers hosted a public pre-workshop in October 2023 to create a foundational understanding of HSS prior to their workshop. A planning committee of the National Academies of Sciences, Engineering, and Medicine convened a series of three hybrid workshops to examine the key issues highlighted in the National Academies 2022 consensus study report, Defense Research Capacity at Historically Black Colleges and Universities and Other Minority Institutions: Transitioning from Good Intentions to Measurable Outcomes. As Department of Defense and other partners sought to implement the 2022 report recommendations, key questions remained to be explored, particularly related to how to seek ways of building research capacity at minority institutions (MIs) and develop true partnerships between MIs, other institutions of higher education, and federal agencies. The workshops featured commissioned research and literature reviews as well as case studies to illuminate problems, barriers, and approaches to increase research capacity at Historically Black Colleges and Universities. Digital library terminology like "accessible," "discoverable," and "searchable" usually presumes passive collections waiting to be found by motivated information seekers. Rarely do we envision collection managers initiating outreach with those most likely to benefit from the collections. This new collection from Core flips the script, exploring the many ways that digital library practitioners at various types of cultural institutions proactively promote their unique resources. Providing both inspiration and pragmatic guidance to readers as they undertake their own initiatives, this book: (1) discusses the results of a unique survey that provides new and structured information on digital library outreach and instruction; (2) presents outreach case studies illustrating uses of social media promotion, integration of digital collections into teaching and instruction activities, partnerships with external campus units or community organizations, and other activities; (3) explores many types of instruction, from drop-in class sessions and training to course-integrated instruction and ways that digital library practitioners can contribute to the Open Educational Resources (OER) and open pedagogy movements; (4) details the digital humanities and digital scholarship programs developed at the University of Utah by many of the authors through cross-departmental collaboration; (5) describes the ways in which the pandemic spurred many institutions to use rapid response collecting to practice community engagement; and (6) speculates on future directions for outreach and instruction for digital libraries.

How can we close opportunity gaps for young children affected by poverty and systemic racism--and build hope and resilience for children and their families? Race does not only resonate with the dichotomy of blackness and whiteness but also on its impact on non-physical attributes, this includes factors such as indigenous status, social class, religion, language, ethnicity, class, gender, sexuality and immigration. The intersection of these factors are key considerations on inclusive education. "Contextualizing Critical Race Theory on Inclusive Education from a Scholar-Practitioner Perspective" highlights what race means across social, cultural, political, and historical categories of diverse identities. Teachers must consider what it means to work with students in an increasingly diverse global community. Classrooms increasingly comprise of students and teachers of different social, cultural, language, ethnic, and religious backgrounds, needing to adapt in order to accommodate for differences, both expected and unanticipated, that each individual brings to shared classroom contexts. "Smudging Composition Lines of Identity and Teacher Knowledge" uses a comparative narrative inquiry approach grounded in long-term research to learn about experiences and complexities of cross-cultural teaching. The chapter authors identify and explore differences in the structure of schooling, student experiences, teacher education, school partnerships, parents, and members of the community, and the ways in which diversity is addressed in school practices and curriculum. Gaining insight into complexities of teacher identity formation and development in cross-cultural teaching contexts, they explore ways in which teaching goals might be achieved using practices commonly used in the host country not often used in one's home country. The dilemmas and tensions uncovered directly from the perspective of teachers and teacher educators develop narrative inquiry as a methodological approach to examining teacher knowledge in cross-cultural teaching, providing invaluable findings for teachers, teacher educators, and educational researchers internationally.

In "Democracy and Reform in Public Schools," Saul Rubinstein, Charles Heckscher, and John McCarthy apply their expertise in labor relations to public school reform. They envision a model of K-12 education that shifts away from the tenets of neoliberalism and centers on productive collaboration among school boards, school administrators, teacher unions, and other education stakeholders. Providing evidence of the links between collaborative partnerships and improved student outcomes, Rubinstein, Heckscher, and McCarthy build on a rich body of research on interorganizational cooperation. They highlight case studies such as that of the New Jersey Public School Labor-Management Collaborative as leading examples of how better student performance, more intra-district learning and innovation, and reduced teacher turnover can be traced to greater educator collaboration. Water is a meaningful context for children to engage in inquiry, and to acquire and use science and engineering practices, such as developing spatial thinking and early concepts of water dynamics. This book shows teachers how to provide children with opportunities to engineer water movement through pouring and filling containers of various kinds and shapes, observing how water interacts with surfaces in large and small amounts, exploring how water can be moved, and using water to move objects. This book presents a unique perspective from an underrepresented region in the Global South. The volume features four different countries in the region: Barbados, Guyana, St. Lucia, and Trinidad and Tobago, as well as Martinique, an island located just north of St. Lucia which is an overseas region of France. It documents innovations in learning and teaching Spanish, French, and Chinese in the case of the English-speaking countries, and English as a foreign language (EFL) in the case of Martinique. Both higher education and P-12 faculty play a critical role in the preparation of new teachers, yet they have traditionally operated in silos. "How a City Learned to Improve Its Schools" tells the story of the extraordinary thirty-year school reform effort that changed the landscape of public education in Chicago. What works to help rural students succeed in higher education? In fall 2020, MDRC partnered with Rural Matters and Ascendium Education Group to produce a four-part podcast series called "Rural Higher Education: Challenges & Opportunities." The series gathered experts from across the country to examine the realities of rural life and to address the educational challenges facing rural communities, such as low college enrollment rates, inadequate access to broadband internet, and lack of funding for rural education. This report summarizes the podcast series and focuses on four main issues: How are rural colleges adapting to the coronavirus pandemic? How are states approaching public-private partnerships to improve educational outcomes? What is the impact of racial diversity in rural America? How are communities and colleges pursuing economic development and preparing students for jobs in the modern economy? The four reports include: (1) "COVID-19 and Rural Higher Education: Rapid Innovation and Ideas for the Future;" (2) "West Virginia's Climb: A Statewide Education Collaboration That Centers on Rural Communities;" (3) "Recognizing Diversity in Rural America: College Access Strategies in Rural Communities of Color;" and (4) "Innovation, Technology, and the Future of Rural Colleges."

'Why study the arts at school?' This book offers a fresh perspective on this question. Informed by rigorous research, the book argues that the arts help young people to develop key skills, knowledge and practices that support them to become both critical appreciative audiences and socially engaged cultural producers. This book asks an overdue question: can we build honors contracts that transcend the transactional? The word "contract" itself--as both noun and verb--delimits more possibilities than it reveals. The chapters collected here expand this restrictive term by reframing honors contracts as collaborative partnerships for experiential learning. While most, though not all, of the volume's contributors accept standard definitions of honors contracts as "[e]nriched options within regular [non-honors] courses," they also imagine many and varied possibilities for such enrichment (Schuman 33). The pedagogical conversation surrounding contracts has to date been more practical than inspirational, perhaps because many institutions have framed honors contracts as necessary stopgaps--rather than pedagogical catalysts--within the honors curriculum.

Internationalization of honors programs and colleges enriches students' undergraduate education and expands their post-graduate options, opening doors to a new world of experiences and opportunities. This monograph takes a holistic approach to internationalization. The monograph highlights how honors programs and colleges have gone beyond providing often one-time, short-term international experiences for their students and made global issues and experiences central features of their honors curricular and co-curricular programming. It presents case studies that can serve as models for honors programs and colleges seeking to initiate and further their internationalization efforts and highlights the latest research on the impact of internationalization on students, campuses, and communities. Specifically, it underscores the importance of faculty in internationalization efforts as the American Council on Education's Center for Internationalization and Globalization Engagement (CIGE) does. The monograph chapters were written by dedicated honors faculty and may serve as a faculty development tool for campuses wishing to address internationalization more strategically and intentionally by highlighting varied on-campus efforts, by exploring appropriate international partnerships (another step encouraged by CIGE), and by offering models for assessment of internationalization efforts.

Much of the policy-and practice-focused research on infant-toddler care and education has been concerned with the issue of program quality. That is, what elements constitute a quality program for infants and toddlers that ensures their ongoing developmental success? Researchers have sought to identify the structural and process indicators necessary for young children to receive the kinds of responsive interactions that contribute to positive developmental outcomes. Paradoxically, while a lot is known about what constitutes high-quality care and education for infants and toddlers, most policies ignore the research by regulating a bare minimum of requirements for programs. This situation has resulted in significant variation in what infant-toddler programming looks like, where it is located, and who gets access to high-quality programs. This special themed issue of the "Occasional Paper Series" seeks to highlight and challenge assumptions about infant-toddler care and education. All the pieces in the issue can be grouped around two main themes: (1) the centrality of relationship-based care; and (2) the tensions between local/contextual and larger-scale systems-level approaches. The papers call to everyone in the early education field to advocate forcefully for infant-toddler education, for the communities in which it takes place, and for the workforce that facilitates children's development and family members' ability to work outside the home. This collection offers a vision of new pathways and resources that the field might utilize to address the under-resourcing and inadequate attention given to policy and practice addressing the zero to three space.

Drawing from the lived experiences of Black parents as they engaged with their children's K-12 schools, this book brings a critical race theory (CRT) analysis to family-school partnerships. The author examines persistent racism and white supremacy at school, Black parents' resistance, and ways school communities can engage in more authentic partnerships with Black and Brown families. The children in this study attended schools with varying demographics and reputations. Their parents were engaged in these schools in the highly visible ways educators and policymakers traditionally say are important for children's education, such as proactively communicating with teachers, helping with homework, and joining PTOs. The author argues that, because of the relentless racism Black families experience in schools, educators must depart from race-evasive approaches and commit to more liberatory family-school partnerships. This book: (1) Includes an introduction to CRT and explains how it informed this study; (2) Draws from Derrick Bell's notion of racial realism to make sense of Black parent participants advocating for high-quality education in the context of persistent anti-Black racism; (3) Examines how Black parents resisted individualism and were, instead, committed to improving the education of all marginalized children; (4) Shows how white supremacy operated in shared school governance despite schools having inclusive practices; (5) Explores how anxiety and stress caused by the Trump presidency impacted parents' school engagement; and (6) Describes three ways any school community can develop family-school partnerships for collective educational justice.

This volume examines many of the complex issues regarding the language skills and professional competencies acquired by students studying Modern Foreign Languages (MFL) at universities in the United Kingdom and across Europe. These issues were discussed at the Professional Competencies in Language Learning and Teaching conference that took place on 12th-13th July 2018 at the University of Nottingham. Higher education and America stand at a perilous moment brought about by economic and social inequality, racism, and the fracture of civic cohesion and structures. From its origins, the mission of American higher education was to promote democratic governance and a free, fair, and orderly society through the education of responsible citizens. Just as its mission has become more urgent, it is being undermined as colleges and universities find themselves trapped in a fiscal crisis that threatens their very institutional viability--a crisis in large part brought about by the very perpetuation of economic and racial inequity, and the consequent erosion of consensus about civic purpose and vision. This book argues that higher education can and must again take leadership in promoting the participatory processes and instilling the democratic values needed to build a vibrant and fair society. How to do that when, as Guarasci argues, a majority of colleges and universities are floundering under a business model that generates insufficient net revenue while making college unaffordable? As the population of Latinx students grows in U.S. public schools and our nation seeks to address systemic inequities, racism, and xenophobia, this counternarrative provides inspiration to those wishing to reinvigorate schools and build a more caring and just world. "Authentic Cariño" documents the innovative practices, successes, and struggles of a full-service community high school serving mostly low-income Latinx youth in an economically depressed California city. Every year, the World Bank's World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR--"Learning to Realize Education's Promise"--is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education's promise--education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies--both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden--so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform. There are large gaps in educational access and attainment between the rich and poor in the United States. In 2016, there was a 25 percentage-point gap in college enrollment rates for high school graduates in the top and bottom family income quartiles. Reflections on Connecting Research and Practice in College Access and Success Programs is the result of a collaboration between the Association for the Study of Higher Education (ASHE) and the Pell Institute for the Study of Opportunity in Higher Education (Pell Institute). The goal of the ASHE/Pell collaboration was to address how researchers and practitioners can best work together to address their mutual goal of reducing these gaps and fostering increased opportunity for college access and success for all students and especially for low-income, first-generation students and students with disabilities that federal programs such as TRIO and GEAR UP as well as many other programs at the state and local levels are intended to serve. In particular, the authors focused on how researchers and college access and success practitioners can best work together to inform one another and promote better outcomes for students. Some of the primary questions that emerged from the working group include: (1) How do we know what works, when, in what context, and for which students? (2) How can TRIO and GEAR UP practitioners make the best use of the extensive tracking data required for performance reporting in a manner that gets beyond compliance? The data has detailed individual student records of the outcomes of the students that are served. We ask the question of how this data can be used to institutionalize using data for program improvement. (3) How do we bring together external and internal evaluators to promote internal program improvement and external program evaluation? (4) How do we build relationships and trust between researchers and practitioners? (5) What is the map of practitioner knowledge related to research and evaluation?
