The construction of the information society must be complemented with pro-poor vision and policies. For this reason, this paper defines the concept of information and communication poverty, introduces the criteria of poverty line location for its identification, and suggests computation for the economic cost of reaching such a line for its aggregate measurement. In this process, the structural and technological restrictions faced by a society are acknowledged, and the way they affect and are affected by the concept of information and communication poverty is discussed. This research study examines these issues conceptually, in order to contribute to the study regarding magnitude, depth and characteristics of information and communication poverty, as well as to identify some of its implications for drafting public policies. Chapter 4 of the book "Bounded Rationality & Policy Diffusion: Social Sector Reform in Latin America," by Kurt Weyland is presented. It explores the crucial question of whether decisionmakers in Latin America pursued the goals of resolving problems that threatened long-established interests in pension privatization. It invetigates whether they relied on cognitive shortcuts that skewed their judgments, or searched for the relevant information and process it in a systematic and balanced fashion.

Chapter 1 of the book "Bounded Rationality & Policy Diffusion: Social Sector Reform in Latin America," by Kurt Weyland is presented. It explores the social sector reforms in Latin America and examines how they adopt policy innovations from other countries such as tax simplifications and pension privatizations. It analyzes the spread of pension privatization and health reform in Latin America and looks at their variation across several countries in the region including Peru, Bolivia, and Brazil.

Attention in this chapter is turned to the development of the industrial relations field in the three continents of Asia, Africa and Latin America. Parallel with previous chapters, I sketch the major ideas, people and events that led to the birth of industrial relations in these regions and then describe the main outline of development to the present time. Given the size and diversity of these three continents, the coverage is necessarily selective. The chapter also highlights at selective points the key roles played by the ILO and IIRA in the development of the field of industrial relations in these countries and regions, but a more in-depth analysis is postponed until the next chapter. It explores the history of socialism, including the Marxist humanism, socialism in Latin America, and the contemporary relation between socialism and religion. Chapter 4 of the book "Breaking the Cycles of Hatred: Memory, Law & Repair," by Martha Minow is presented. It deals with the reparations for historical injustices committed against Japanese Latin Americans (JLAs) who were kidnapping and interned in the U.S. It also notes that the JLA story reveals the U.S. government's apparent realpolitik short-term approach to group justice and group healing with little apparent appreciation of how to break the cycles of bitterness and recrimination.
