Violent crime incidents occurring in Irvington, New Jersey, in 2007 and 2008 are used to assess the joint analytical capabilities of point pattern analysis, hotspot mapping, near-repeat analysis, and risk terrain modeling. One approach to crime analysis suggests that the best way to predict future crime occurrence is to use past behavior, such as actual incidents or collections of incidents, as indicators of future behavior. An alternative approach is to consider the environment in which crimes occur and identify features of the landscape that would be conducive to crime. Thanks to advances in geographic information system technology and federally funded (free) software applications such as CrimeStat III or the Near Repeat Calculator, these methods have recently been made more accessible to "average" users. This study explores the information products that each method offers for the purposes of place-based violent crime forecasting and resource allocation. Findings help to answer questions about where, when, and why violent crimes occur in a jurisdiction. Ways in which event-dependent and environmental crime analysis techniques can be utilized as complementary instruments in a crime analyst's tool kit are discussed in detail. The Atlantic City Police Department intervened to reduce robberies with an evidence-based approach grounded in problem-oriented policing. Informed by risk terrain modeling and hot spot analysis, police commanders implemented a place-based intervention focused around convenience stores. Target areas throughout the city were reprioritized each month to create a dynamic deployment strategy that efficiently allocated resources to the most vulnerable places. Risk reduction actions, such as business checks, were favored over law enforcement against people. Robberies significantly decreased by 63% within four months. There was a significant spatial diffusion of benefits and there were fewer arrests, as should be expected with fewer crimes and a tactical place-based, not person-oriented, approach. The Kansas City, Missouri Police Department sought to reduce violent crime with an evidence-based approach to problem analysis and intervention planning. Informed by hot spot analysis and risk terrain modeling, police and their community partners implemented a place-based crime intervention program focused on key attractors and generators of the environmental backcloth. Target and comparison areas were selected for an outcome evaluation. During the 1-year program time period, violent crimes decreased significantly by over 22%. There was both a significant spatial diffusion of benefits and significantly fewer police officer-initiated actions resulting in arrests or citations. Crime prevention was achieved without an abundance of law enforcement actions against people located at the target areas. In this paper, we explore the conditions under which clearance rates improve by looking at the experience across New York City. Using one agency provides a control on the administrative differences that appear across other jurisdictions that have been studied, usually through cross-national analysis. Our analysis uses Risk Terrain Modeling (RTM) to identify environmental features that relate to closed versus open homicide cases using two years of New York City Police Department (NYPD) data. Research using the routine activities perspective has relied on official crime statistics, victimization surveys, and demographic variables for data. Findings from this work indicates that the degree of exposure that individuals experience following certain lifestyle patterns increases property and personal crime victimization. A qualitative study of a delinquent street group reveals that the routine activities approach is insufficient in explaining how interactions escalate to violence. Instead it points to the need to expand the routine activities approach to include a choice component and integrate it with a subcultural approach. Subcultural norms influence actors' routine activities that, in turn, influence exposure to victimization and shape the behavioral choices available to members in response to victimization. Subcultures, routines, and choices also influence offending patterns. Subcultural values affect the choice of victims, and third parties appear to influence the 'rules of the game,' and the amount of violence that takes place. Third parties offer subcultural support for violence, serving as allies, and helping to instigate conflict at the same time as serving as capable guardians to reduce victimization.

This study examines temporal variations in the spatial influence of environmental features, such as bars and vacant buildings, on criminal behavior across microlevel places. Specifically, 17 environmental risk factors and their spatial influences are identified for calendar year 2014 street robberies in Jersey City, NJ. To explore temporal variation, risk factors and their spatial influences on crime are identified across 12 discrete 2-hr time intervals. The results demonstrate that the risk factors for street robbery varied across the course of a day. In fact, mapping the most vulnerable places for street robbery revealed that while many of the same environmental features remain high risk throughout the day, their influence varied. These results suggested that there was a temporality to robbery and that it is likely due to the interaction between physical vulnerabilities from the built environment and social behaviors of people at these places. This demonstrates the importance of considering the temporal dimension of criminal behavior as results show that people use and interact with their environment differently throughout the course of the day. A study based on the 1982 Canadian Urban Victimization Study determined that certain regular behavior patterns can increase the possibility of criminal victimization. These behavior patterns include consistently playing sports at a certain time, visiting a bar or the movies or going to regular meetings. Older and married people spend a decreased amount of time in risky settings while appropriate security measures can protect against property crime when the resident is absent. Men who spend considerable time in bars are more likely to be subjected to property crime.

Risk Terrain Modeling (RTM) is a spatial analysis technique used to diagnose environmental conditions that lead to hazardous outcomes. Originally developed for applications to violent crime analysis, RTM is utilized here to analyze Dr. John Snow's data from the 1854 cholera outbreak in London to demonstrate its potential value to contemporary epidemiological investigations. Dr. Snow saved countless lives when he traced the source of the cholera outbreak to a specific water pump through inductive reasoning, which he communicated through maps and spatial evidence. His methods have since inspired several fields of scientific inquiry. Informed by the extant research on RTM, we speculated that it could have helped test Dr. Snow's hypothesis about cholera and empirically identified the sole source of contaminated well water. We learned that it could and, although it was not available to Dr. Snow in the 1800s, we discuss RTM's implications for present-day research and practice as it relates to the analysis, prevention and treatment of cholera and other public health threats around the world. Examined demographic, environmental, behavioral, and social psychological factors that affect fear of crime among the elderly (N=1,439). Results showed elderly women were more fearful than other groups. Social isolation, type of housing, length of residence, and area of the city were all related to fear of crime. (JAC)

The present study uses Risk Terrain Modeling (RTM) to analyze how nine different alcohol outlet types differentially influence the likelihood of aggravated assault and street robbery at micro-level places in New York City. Separate models were conducted for each of New York's five boroughs to account for the differing environmental characteristics across the city. Results suggest that spatial influence of crime risk differed across alcohol outlet types, with off-premise grocery stores having the largest influence on the likelihood of both aggravated assault and street robbery and on-premise bars/taverns having a strong influence only on the likelihood of street robbery. In addition, although certain alcohol outlets affected crime in each borough, the spatial influence of others was more volatile. It is clear not all alcohol outlet types are equally criminogenic across boroughs. Thus, crime reduction efforts should be unique and localized according to the risk associated with outlet types and place. [ABSTRACT FROM AUTHOR]

An introduction to the journal is presented which focuses on the application of risk terrain modeling as a tool for crime forecasting based on contextual risk evaluation.

The contemporary policing literature contains numerous examples of partnerships between academic researchers and police agencies. Such efforts have greatly contributed to evidence-based policing by increasing the knowledge base on effective strategies. However, research has demonstrated that successful collaboration between researchers and practitioners can be a challenge, with various organizational and inter-agency factors presenting difficulties at various stages of the process. Additionally, applied research can oftentimes face implementation challenges when the time comes to convert research into practice. The current study contributes to the literature by discussing researcher/practitioner partnerships and program implementation in the context of a multi-city risk-based policing project in the United States. We conceptualize police interventions as contingent on four distinct phases: 1) problem analysis, 2) project design, 3) project implementation, and 4) project evaluation. In this project, the research partners were able to successfully complete each phase in certain cities while the project experienced difficulty at one or more phases in other cities. We discuss these disparate experiences, identifying factors that facilitate or impede successful completion of each step. This article explores the conflict management styles of homeless male street youth and young males from the general population. Findings indicate that street youths are more likely to demand reparation from people they perceive have harmed them and are more willing to use aggression to settle disputes. They also hold subcultural values that leave them more likely to become upset and use aggression in disputes. These youth are less influenced by conflict intensity when compared to males from the general population and are more sensitive to attacks by equals. In contrast, the behavior of young males from the general population is not predicted by cultural values that support violence. Instead, males from the general population require intense conflict before they become upset, demand reparation, and use aggression to settle disputes. Findings are discussed in terms of the expectations that actors in different structural locations bring to social interactions.

Illicit drug dealers who operate in open-air markets must access customers in the face of risks posed by law enforcement, customers, and competitors. However, researchers purport that the environmental characteristics of certain locations may allow dealers to balance these competing demands. This research utilizes risk terrain modeling to identify the environmental characteristics of drug dealing locations in Chicago, Illinois, and compares these characteristics across different types of drugs. Results show that a number of place features increase the risk of drug dealing. Although many of these features are common to locations for all types of drug dealing, there are some variations. Risk terrain modeling (RTM) is a geospatial crime analysis tool designed to diagnose environmental risk factors for crime and identify the places where their spatial influence is collocated to produce vulnerability for illegal behavior. However, the collocation of certain risk factors’ spatial influences may result in more crimes than the collocation of a different set of risk factors’ spatial influences. Absent from existing RTM outputs and methods is a straightforward method to compare these relative interactions and their effects on crime. However, as a multivariate method for the analysis of discrete categorical data, conjunctive analysis of case configurations (CACC) can enable exploration of the interrelationships between risk factors’ spatial influences and their varying effects on crime occurrence. In this study, we incorporate RTM outputs into a CACC to explore the dynamics among certain risk factors’ spatial influences and how they create unique environmental contexts, or behavior settings, for crime at microlevel places. We find that most crime takes place within a few unique behavior settings that cover a small geographic area and, further, that some behavior settings were more influential on crime than others. Moreover, we identified particular environmental risk factors that aggravate the influence of other risk factors. We suggest that by focusing on these microlevel environmental crime contexts, police can more efficiently target their resources and further enhance place-based approaches to policing that fundamentally address environmental features that produce ideal opportunities for crime. The development of sex offender residence restriction legislation was predicated on the assumption that sex offenders pose an increased risk to the public. The goal of such legislation was to create “sex-offender-free” zones in an effort to decrease sex offenders’ access to potential victims. Such legislation prohibits registered sex offenders from residing near landmarks where children are known to congregate. Empirical evidence thus far has failed to demonstrate that residing near these landmarks contributes to sex offenders’ ability to access victims, and may actually be doing more harm than good. The current study questions the rationale behind the implementation of residence restrictions and if this rationale is consistent with the realities of victim selection and sexual offending among incarcerated sex offenders. The sample consisted of 270 males incarcerated in a New Jersey correctional facility. The results demonstrate that most sex offenders resided within a 2,500-foot restricted landmark zone. However, after examining the methods sex offenders used and examining how far they traveled to meet or establish contact with their victims, residing near restricted landmarks did not contribute to victim selection. Of the 270 sex offenders, the offense patterns consistent with many residence restrictions were applicable to less than 1%. [ABSTRACT FROM PUBLISHER]
