Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. This article explores historians' role in shaping public policy amid crises through the programs of the Idaho State Historical Society (ISHS). ISHS navigated the post-2008 recession, aligning with the History Relevance Campaign to redefine history's societal value and develop a legislative outreach program. This article encapsulates the ISHS's journey and history's power--through the agency's new briefing paper program--to inform, unite, guide policy, and promote informed governance. The article describes the author's workflow, which features traditional research methodology and adaptable projectmanagement philosophies and stresses the value of searchable research libraries as a framework for historians to manage multiple projects. In 2004, California became the first state to require that employers provide paid family leave (PFL) to their employees. This paper examines the effect of California's PFL law on time spent caregiving to parents and to grandchildren by older adults aged 50–79. To identify the effect of the law, the paper uses the 1998–2016 waves of the Health and Retirement Study and a difference-in-differences approach comparing outcomes in California to other states before and after the implementation of the law. Results suggest that the law induced a switch in caregiving behavior with older adults spending less time caring for grandchildren and more time helping parents. Focusing on women, results further suggest that PFL affected older adults both through their own leave-taking and through reallocations of their caregiving time in response to leave-taking by new parents. The findings motivate thinking more broadly when calculating the costs and benefits of PFL policies; to the extent that California's PFL law enabled older adults to provide more care for their parents they otherwise would not have received, such an outcome represents an indirect benefit of the policy. Introduction: Research with young people (YP) is ethically challenging and bound in a complex maze of issues relating to power, voice and representation. Such sensitivities mean that the challenges raised in researching marginalised YP are often hard to navigate. This paper reports on research carried out with YP to explore links between mental health, school exclusion and involvement in criminal gangs. It aims to provide a practical guide to negotiating some of the methodological and ethical challenges experienced. Method: In‐depth interviews conducted with 28 YP (aged 14–24 years) who were gang involved or seen to be at risk of gang involvement. Research was conducted in youth clubs, alternative provision and youth justice settings. Results: Observations/Reflections We reflect on how navigating ethics can create barriers to involving YP as primary informants in research. We consider why it is important to overcome these hurdles and how public engagement work with recognised gatekeepers and the use of creative interview methods can facilitate meaningful encounters, where YP feel able to share valuable insights into their lives. Conclusion: Alongside a number of specific learning points, the paper reflects on theories behind research with YP, including the need for recognition of power imbalances and reflexivity. It concludes with thoughts on the practical realities of achieving meaningful participation or an 'authentic voice' with marginalised groups and the importance of this in informing policy and practice. Patient or Public Contribution: The focus of this work was to collect experiences of YP who are recognised as gang‐involved or at risk of being so, with a view to informing health and education policies. The scoping study for the project involved extensive public engagement work with YP exploring and trialling suitable methods of accessing, recruiting and ultimately interviewing this target group. Family violence is becoming increasingly visible in Australia, with many state and federal governments taking on more responsibility to address family violence and its impacts on those affected. Current efforts are focused on practice frameworks, identifying and responding to risk factors, and social justice frameworks including legislating against family violence in a range of jurisdictions and addressing more broadly the structural and cultural forces that perpetuate violence and further oppress those victimised. Family violence is not unique to Australia, with prevalence rates internationally suggesting family violence occurs irrespective of country, race, age, culture, effectiveness of social policies or socioeconomic status. This paper explores relevant foundational concepts of Bowen family systems theory (BFST) as it relates to family violence and explores opportunities to evolve practice in this area. BFST offers a unique contribution towards addressing family violence, particularly in relation to the public health challenge of addressing family polyvictimisation. The paper also explores how BFST conceptualises family violence and the role of the professional in working with the family as a single emotional unit. The unique focus of BFST on observing and defining self within the emotional family unit through observation of the underlying multigenerational emotional patterns of functioning provides unique opportunities to evolve and develop both the capacity of clinicians and responses to families who are navigating the serious and challenging impacts of family violence. Revisiting the citizenship regimes of Myanmar and India through a comparative lens, this article argues that a specter of the "potential foreigner" is decisive in the adjudication of citizenship in both countries. Citizenship is conceptualized not only on the basis of who is a citizen, but a perennial suspicion towards those who may not be. We frame this argument in the context of increasingly restrictive atmospheres in both countries, epitomized by violence towards the Rohingya in Myanmar and the Citizenship Amendment Act in India. This paper employs an historical perspective, tracing the evolution of citizenship since the partitions of Burma and Pakistan from India. It interrogates the very notion of foreignness that is embedded in these discourses, through a detailed description of the religious, ethnic, racial, and administrative "other" etched in the legislative and socio-political fabric of both countries. In order to develop the idea of potential foreigner as a key element of national identity and citizenship policy, the paper examines crucial legislation over the last three-quarters of a century, and the consequences of linking narrowing definitions of ethno-national belonging to citizenship status. Meeting individuals' social care needs is a core element of UK social policy. However, the conceptualisation and operationalisation of 'unmet need' remain a challenge. This paper advances our understanding by incorporating a temporal dimension into the conceptual framework on unmet need to investigate the dynamics of met and unmet need for social care over time. Using data from Waves 8 and 9 of the English Longitudinal Study of Ageing, this paper examines five possible trajectories among individuals with a social care need for bathing or dressing at baseline: (a) no longer having such a need; (b) having continued needs met; (c) delayed needs met; (d) newly arisen unmet needs; and (e) repeated unmet needs. The results indicate that amongst those with need at baseline, unmet need has decreased over time – indicating that some needs for social care may be fulfilled with a delay. However, a significant proportion of older people experienced repeated unmet needs, particularly those who were younger, with no spouse or civil partner, and those whose activities of daily living index scores worsened over time. Understanding the dynamics of unmet need can support policy makers in better ensuring that those facing an elevated risk of repeated unmet need over time do not fall through the social care safety net. Based on data from qualitative interviews and participant observation with those involved in artistic production in New Orleans, this paper considers the effect of crises such as the COVID-19 pandemic on cities and artists. It investigates the supports available to artists before and during the pandemic and the relationship between cultural workers and tourism in New Orleans. This relationship creates a paradox: New Orleans is unique because it is the site of enduring local cultural traditions and emerging creative production, and yet the city must sell its culture to tourists to remain economically solvent. Left to fend for themselves by larger institutions, arts communities and nonprofit organizations came together to mutually support each other. The paper concludes that what we can learn from this case is how people 'make do' and survive during an extended period of crisis – especially when the lessons of survival have been taught and tested through preceding crises. This article explores the impact of the 'hostile environment' on racialised migrant women's experiences of pregnancy and childbirth in England, arguing that the 'hostile environment' functions as a technology of 'stratified reproduction.' First coined by Shellee Colen, the concept of stratified reproduction describes the dynamic by which some individuals and groups may be supported in their reproductive activities, while others are disempowered and discouraged. This paper locates the stratified reproduction produced by the 'hostile environment' as intertwined with wider gendered and racialised discourses around British citizenship which have been 'designed to fail' racialised residents of the UK. Drawing on interviews with racialised migrant mothers in the north of England, this paper analyses how the proliferation and intensification of immigration controls interacts with gender, race, class, and other social regimes to differentially allocate the resources necessary for a safe and healthy pregnancy and childbirth, and how this is experienced materially by pregnant migrants. Public emergencies are focal events that present possibilities for policy changes. This study aims to explain policy insights on policy change in Iran through analyzing how the Iranian government's policy toward the long‐awaited e‐authentication finally changed in the wake of the outbreak of COVID‐19. Due to the policy context of Iran, it uses the Multiple Stream Model, in which three streams were identified: problem, policy, and political dynamics. The paper contends that while the second stream existed prior to the pandemic, the first one had not yet been appropriately recognized by the government. Furthermore, it identifies the political stream as the third missing link for policy change. With the spread of coronavirus, these three streams converged, thus opening a window of opportunity for enacting this policy change. Two main reasons behind the emergence of this opening are identified: first, arising a new complex problem (COVID‐19) that necessitated new initiatives, and second, growing public anxiety about the pandemic. Iran's desperate circumstances, which included an already severely depressed economy as the result of sanctions, were further exacerbated through the socio‐economic repercussions of the pandemic. Furthermore, the growing demand from prospective traders to register for the stock exchange during the lockdown prompted officials to make a realistic decision. As a result, barriers to e‐authentication were overcome and policy change happened. The paper highlights the security perspective as a necessary condition for policy change in Iran. Gross National Happiness (GNH), a concept first introduced by Bhutan, has gained immense traction as an alternate development paradigm to GDP toward achieving wholesome global progress. In this paper, we investigate the origins of the policy of GNH, through the theoretical lens of the punctuated equilibrium theory (PET), and when and how GNH came to the national agenda. By focusing on the year 2008, that is, when Bhutan's Government transitioned from an absolute monarchy to a democratic constitutional monarchy, this paper analyses the key events that serve as policy windows and the policy entrepreneurs responsible for agenda‐setting the policy of GNH. We argue there is a major change, such as, the government changing its form from monarchy to democracy, it is a definitive benchmark as to what punctuation means. In addition to providing a definitive meaning of "punctuation" in public policy, we also identify and discuss the key methodological issues in relation PET and offer explanations through Bhutan's policy of GNH to determine policy punctuation and measuring policy change. Purpose: The purpose of this paper is to provide a literature review on what is known about unpaid family carers who are at risk of or have experienced abuse from the people they provide care for and relevant policy/legal and practice responses for affected family carers. Design/methodology/approach: A literature search was carried out to locate literature relating to unpaid family carers who are at risk of or have experienced abuse from the people they provide care for. This also incorporated grey literature, including policy guidance and law, to determine the existing knowledge base, gaps in practice and areas that might require further research. Findings: The findings suggest that although carer harm is serious, it is under-researched. In addition, the unique needs of unpaid family carers who are at risk of or have experienced abuse, violence and harm from the people they provide care for are subsumed in safeguarding policy/law processes and practice under the auspices of the protection of "adults at risk" rather than the protection of "carers at risk". Research limitations/implications: It is important that those who support unpaid family carers who are at risk of abuse and harm know about their unique safeguarding needs and concerns to offer appropriate support. It is also apparent that policy and law need to address the gap in provision relating to the unique safeguarding concerns involving the abuse of unpaid family carers by the people they provide care for. This paper is based on this literature review and not on other types of research. Originality/value: The paper provides insights into what is known about the abuse of unpaid family carers by the people they provide care for, and the policy/legal and practice responses to affected unpaid family carers. In this theoretical paper, we respond to the Triple Day Thesis (TDT) by positioning it within the context of the neoclassical labour supply literature and existing public policy. The TDT applies a theoretical lens to the practical experiences of mothers as they distribute time between self-reproductive, reproductive, and waged work. Self-reproductive work refers to self-care, self-investment, and self-realizable activities, including time for good sleep, schooling, and intellectual and social engagements that promote mothers' human development and well-being. The TDT identifies the Triple Day Problem (TDP) as the lack of freedom or inability of mothers to engage in self-reproductive work as they balance the increasing demands of reproductive work with waged work and proposes Motherhood Compensation as a social policy solution. In this paper, we demonstrate that the existence of the TDP can be used to explain persistent gender differences in labour force participation. We envision the TDT as a novel theoretical approach to promoting mothers' labour force participation and social mobility through self-reproductive work. We suggest that Motherhood Compensation can be created from a mix of already existing family programs, including paid leave, parental allowance, and cash transfer programs. [ABSTRACT FROM AUTHOR]

In this paper, we develop a two-level supply chain model with low carbon emissions for defective deteriorating items under learning in fuzzy environment by using the double inspection process. Carbon emissions are a major issue for the environment and human life when they come from many sources like different kinds of factories, firms, and industries. The burning of diesel and petrol during the supply of items through transportation is also responsible for carbon emissions. When any company, firm, or industry supplies their items through a supply chain by using of transportation in the regular mode, then a lot of carbon units are emitted from the burning of petrol and diesel, etc., which affects the supply chain. Carbon emissions can be controlled by using different kinds of policies issued by the government of a country, and lots of companies have implemented these policies to control carbon emissions. When a seller delivers a demanded lot size to the buyer, as per demand, and the lot size has some defective items, as per consideration, the demand rate is uncertain in nature. The buyer inspects the received whole lot and divides it into two categories of defective and no defective deteriorating items, as well as immediately selling at different price. The fuzzy concept nullifies the uncertain nature of the demand rate. This paper covers two models, assuming two conditions of quality screening under learning in fuzzy environment: (i) the buyer shows the quality screening and (ii) the quality inspection becomes the seller's responsibility. The carbon footprint from the transporting and warehousing the deteriorating items is also assumed. The aim of this study is to minimize the whole inventory cost for supply chains with respect to lot size and the number of orders per production cycle. Jointly optimizing the delivery lot size and number of orders per production cycle will minimize the whole fuzzy inventory cost for the supply chain and also reduce the carbon emissions. We take two numerical approaches with authentic data (from the literature reviews) for the justification of the proposed model 1 and model 2. Sensitivity observations, managerial insights, applications of these proposed models, and future scope are also included in this paper, which is more beneficial for firms, the industrial sector, and especially for online markets. The impact of the most effective parameters, like learning effect, fuzzy parameter, carbon emissions parameter, and inventory cost are shown in this study and had a positive effect on the total inventory cost for the supply chain. Paperwork has always been a central part of bureaucratic work. Over the last few years, bureaucratic procedures have become increasingly standardised and digitalised. Based on interviews and ethnographic fieldwork within welfare offices in Switzerland and Belgium, we reflect on the way evidence is constructed within social policy and cases built for or against noncitizen welfare recipients in order to show how paper truths are established and challenged. The focus on digital practices within public policy implementation highlights how it contributes to enhanced control mechanisms on the implementation level and how migration law continues to guide welfare governance for noncitizens. This allows targeting of the most marginalised groups, whose rights to access state support are institutionally impeded. Through database information flows, official forms, paper reports and face-to-face meetings, we further show how a hybrid form of bureaucratic work emerges, where direct contact with the client is still key, yet highly influenced by standardisation processes. Objective: This study aimed to describe the development and implementation of a co-designed value-based healthcare (VBHC) framework within the public dental sector in Victoria. Methods: A mixed-method study was employed. Explorative qualitative design was used to examine patient, workforce and stakeholder perspectives of implementing VBHC. Participatory action research was used to bring together qualitative narrative-based research and service design methods. An experience-based co-design approach was used to enable staff and patients to co-design services. Quantitative data was sourced from Titanium (online patient management system). Results: Building a case for VBHC implementation required intensive work. It included co-designing, collaborating, planning and designing services based on patient needs. Evidence reviews, value-stream mapping and development of patient reported outcomes (PROMs) and patient reported experience measures (PREMs) were fundamental to VBHC implementation. Following VBHC implementation, a 44% lower failure to attend rate and 60% increase in preventive interventions was reported. A higher proportion of clinicians worked across their top scope of practice within a multi-disciplinary team. Approximately 80% of services previously provided by dentists were shifted to oral health therapists and dental assistants, thereby releasing the capacity of dentists to undertake complex treatments. Patients completed baseline International Consortium for Health Outcomes Measurement PROMs (n = 44,408), which have been used for social/clinical triaging, determining urgency of care based on risk, segmentation and tracking health outcomes. Following their care, patients completed a PREMs questionnaire (n = 15,402). Patients agreed or strongly agreed that: the care they received met their needs (87%); they received clear answers to their questions (93%); they left their visit knowing what is next (91%); they felt taken care of during their visit (94%); and they felt involved in their treatment and care (94%). Conclusion: The potential for health system transformation through implementation of VBHC is significant, however, its implementation needs to extend beyond organisational approaches and focus on sustaining the principles of VBHC across healthcare systems, policy and practice. Millions of Australians use the private health system every year. They should receive safe, high-quality, value-based care. However, poor policy and inadequate regulation of medical technology is driving low-value care at great expense to consumers and the broader health system. Key drivers include the Prescribed List of Medical Devices and Human Tissue, gaps in quality and safety controls for devices being used, and marketing and conflicts of interest. All of these should be addressed to reduce low-value care in Australia's private health system, so consumers are protected from harm and limited health budgets are used effectively. What is known about the topic? With health expenditure rising unsustainably, there is a growing focus on ways to reduce low-value care to improve health outcomes and eliminate unnecessary costs. This paper focuses on recent governmental initiatives in Washington, D.C. to bolster the long-term physical and financial viability of its limited-equity cooperative housing stock. Drawing on in-depth interviews with members of the DC Limited Equity Cooperative Taskforce, it interrogates the relationship between recent municipal housing policy and the growing asset-based racial wealth gap. The findings indicate that limited-equity cooperatives provide myriad benefits to their residents, yet ultimately fail to curb systemic limitations on black wealth in the property market and rectify historical patterns of racial disparity in the distribution of governmental resources. This paper argues that policy makers must proactively assess how new models of shared equity homeownership affect or even perpetuate racial disparities in wealth and continuously interrogate the structural impacts of affordable housing policy on the (re)distribution of resources in urban centers. Purpose: The purpose of this study is to propose an innovative and efficient process in urban policy-making that combines a divergent and creative method with a convergent and strategic one. At the same time, the purpose is also to propose a useful innovation to enforce the usability of both methods. On the one hand, mission-oriented policies run the risk of being overly focused on the present and of not being able to develop preparedness in organization. On the other hand, scenario development has the reverse problem it often does not point out how to use scenario narratives to inform and devise short-term strategic actions. Design/methodology/approach: The paper proposes an innovative methodological approach, the mission-oriented scenarios, which hybridizes Mazzucato's mission-oriented public policy framework with Jim Dator's Manoa school four futures method. The proposed methodological innovation emerges from a urban foresight academic-led project carried out in the context of the Metropolitan City of Turin, Italy, where a first application of the mission-oriented scenarios was tested on six different focal issues (from reindustrialization to cultural policies) and the scenario narratives were used as sources for the grounding of 12 missions and 48 strategic actions towards 2030. Findings: Mission-oriented scenarios can contribute to the generation of more sustainable and inclusive urban public policies. This methodological proposal is based on an original mix of knowledge exchange procedures borrowed from methodological approaches with different backgrounds: the mission-oriented and the archetypal scenarios. Their conjunction could support the formulation of ambitious yet pragmatic policies, giving a plurality of actors the opportunity to act and establish fruitful and lasting partnerships. Originality/value: The paper reconstructs one of the first urban foresight projects carried out in a major Italian city by two prestigious universities and exposes a methodological innovation resulting from reflection on the strengths and weaknesses of the project, which opens the door to the development of a new scenario technique. Objectives: This paper investigates Thailand and Malaysia climate governance policy in practice within their multi-level governance structures. Thailand presents a unique case of a unitary state with a degree of deconcentration and decentralization, while Malaysia showcases a federal state with a high degree of centralization. Methodology: The paper collected and analyzed both primary and secondary data. Indepth interviews with government officials, NGOs, and international organizations were conducted online and onsite in Thailand and Malaysia from May 2022 to September 2023. Interview data was triangulated with secondary data from key national policy documents on climate change and related issues. This paper examines the contributions and hindrances of multi-level governance on climate governance and highlights some lessons learned from both countries. Results: It concludes that multi-level government systems provide opportunities for various stakeholders to engage in decision-making and create policy innovation. However, the administration of decision-making in these systems can be constrained by tensions within these systems, between tendencies towards the centralization of decision-making, and little engagement between subnational governments and local-level stakeholders. Conclusions: Overall, we assert that clear direction and guidance at the national level complemented by mechanisms that engage local stakeholders in administration and civil society is essential to achieve overarching climate action goals regardless of the administrative system. The following research paper conducts a comprehensive analysis into the intricate dynamics governing the relationship between Foreign Direct Investment (FDI) and International Trade, with a specific focus on the Western Balkan Countries-6 (WB-6). This research spans the period from 2000 to 2020 and seeks to shed light on the interplay between FDI and International Trade within this region. To analyse and interpret these dynamics, various regression models, including Ordinary Least Squares (OLS), Fixed Effects, Random Effects, and the Hausman-Taylor model, are employed as analytical tools. Moreover, the research takes into consideration the influence of specific institutional factors within each country, which play a pivotal role in shaping foreign investors' decisions to invest in a particular country. The study's results reveal that gravity factors, in conjunction with institutional determinants such as economic integration, control of corruption, political stability, and other indicators of governance quality, significantly impact the attractiveness of the WB-6 countries to foreign investors. The findings of this paper hold substantial relevance for the development of an analytical framework aimed at evaluating national policies and institutions geared towards enhancing the appeal of Western Balkan countries to foreign investors. Furthermore, the research underscores the importance of these host countries prioritizing efforts to bolster the effectiveness of governmental institutions, combat corruption, streamline bureaucratic processes, and improve overall economic conditions to attract and retain foreign investment. Since the outbreak of COVID-19 (Corona Virus Disease 2019), the Chinese government has taken strict measures to prevent and control the epidemic. Although the spread of the virus has been controlled, people's daily life and work have been affected and restricted to varying degrees. Thus people have different sentiments, these may affect people's implementation and compliance with the policies, thus affecting the effectiveness of epidemic prevention and control. At present, few pieces of literature have analyzed the relationships between people's feelings, policies, and epidemic trends. The object of this paper is to analyze the text content on social media, to find out the impact of the epidemic blockade policy on the public mood and the concerns expressed by the public about policies changes, and the interaction between policies and epidemic states at different stages of the epidemic. In this paper, we collected the posts of two cities where the epidemic occurred at the same time for analysis and comparative study. On the one hand, we revealed the changes in public attention and attitudes in the two regions during the epidemic, the other hand, it also reflects the differences in public sentiment between the two regions, as well as the correlation between emotions and policies and epidemic trends when different policies are adopted under different circumstances. This paper reviews 100 peer-reviewed articles and 12 non-refereed papers on COVID-19 and cycling published from March 2020 to January 2023. Overall, the studies suggest more increases than decreases in cycling, with some cities reporting large increases. However, there has been much variation among countries, cities, and specific corridors within cities as well as variation by gender, age, ethnicity, income group, trip purpose, and time period of the pandemic. The largest increases in cycling in 2020 were for recreation, exercise, and stress relief on weekends and weekday afternoons. By comparison, cycling to work, university, schools, and shopping generally declined. Most studies reported expansions or improvements in bikeway networks, often specifically related to COVID or accelerated due to COVID, and with a particular emphasis on low-stress facilities such as protected bike lanes, slow streets, car-free streets, and traffic calmed neighbourhood streets. Most of the studies examining the social equity impacts of COVID-related cycling policies found them to be broadly equitable across income, ethnic, age, and gender dimensions. AGRA (formerly known as the Alliance for a Green Revolution in Africa) was founded in 2006 by the Rockefeller Foundation and the Gates Foundation to initiate agricultural transformation in Africa. Although critics have argued that AGRA’s approach insufficiently addresses the needs of African smallholder farmers, there has been little analysis of the broader politics and networks that shape AGRA, a gap this paper aims to fill. Using a network analysis and key informant interviews, we identify the actors that constitute AGRA’s network, and describe related power constellations. Our paper illustrates that AGRA’s network is dominated by foundations, intergovernmental organisations and corporations, with decision-making located within Global North institutions. We reveal that the alliance displays characteristics of an ideological advocacy network and conclude that it can be considered a neoliberal food regime. We suggest better control mechanisms to hold accountable organisations without a political mandate, and to increase the transparency of their activities. [ABSTRACT FROM AUTHOR]

Objective: Publication science is the scholarly study of various aspects of the academic publishing process. Its applications to COVID-19 literature have been limited. Here, we describe COVID-19 submissions to, and resulting articles published by, the journal Public Health Reports (PHR), an important resource for US public health practice. Methods: We reviewed PHR 's COVID-19 submissions and articles published between March 27, 2020, and March 27, 2023. We coded each article for article type, author affiliation, the categories listed in PHR 's call for COVID-19 papers, and the public health emergency preparedness and response capabilities from the Centers for Disease Control and Prevention (CDC). Results: During the study period, PHR received 1545 COVID-19 submissions and published 190 of those articles in a collection, COVID-19 Response. The COVID-19 Response collection included 102 research articles, 29 case study/practice articles, and 24 commentaries. The corresponding author of more than half (52.1%; n = 99) of the articles was affiliated with academia. By the categories listed in PHR 's call for COVID-19 papers, 51 articles addressed health disparities, 38 addressed public health surveillance, and 34 addressed COVID-19 vaccination. By the CDC public health emergency preparedness and response capabilities, 87 articles addressed public health surveillance and epidemiologic investigation, 38 addressed community preparedness, and 32 addressed community recovery. The percentage of articles focused on policy/law was higher early in the pandemic (2020-2021) than later (2022-2023) (9.5% vs <3.0%). During the latter period, articles largely focused on vaccination (12.8%) and contact tracing (10.6%). Conclusions: Articles published in PHR 's COVID-19 Response collection covered a broad range of topics and were authored by contributors from diverse organizations. Our characterization of the COVID-19 output of a representative US public health practice journal can help academic publishing better address informational needs of public health responders. The licensed serving of alcoholic beverages is an important institutional aspect of food culture. In Sweden, the Government's policies to battle the Covid-19 pandemic meant further restrictions, including a temporary law, to mitigate contagion at licensed restaurants, bars, producers' tasting events, etc. This paper inquiries into the "art" exercised by managers of such businesses, already used to strict governance, of "being governed" when faced with these new and sudden policies. The study draws on Swedish Covid-19 policy and interviews with managers of licensed premises and a municipal auditor during the three months of the most far-reaching restrictions. By analyzing these materials through anthropological theories of state governance, the paper shows how Covid-19 restrictions were enacted in practice, including their discontents. The study's findings contribute to further insights into the role of alcohol policy in food culture and opens up for further bridging of food studies, service studies, and alcohol research. How do considerations related to backlash affect the desirability of pursuing otherwise justified immigration policies? This paper argues that backlash-related considerations bear on immigration policy decisions in ways that are both more powerful and complicated than typically recognized. The standard possibility, the egalitarian backlash argument , endorses immigration restrictions in order to protect support for egalitarian distributive institutions. The paper shows that this account does not, by itself, provide a convincing rationale for restricting immigration because such diminished support is (a) likely outweighed by the benefits of more permissive immigration policies and (b) caused by the objectionable preferences of citizens. However, the paper develops an alternative account of the relevance of backlash-related considerations, the democratic backlash argument , which holds that increased levels of immigration threaten to contribute to undermining democratic institutions. In this paper, we estimate the causal effects of a set of active labor market programs for male unemployed refugees on welfare who entered Germany between, 2013 and September, 2016. Using rich administrative data, we employ covariate balancing propensity scores combined with inverse probability weighting to estimate effects up to 33 months after the start of treatment. Our results show that relatively short-term training in the form of Schemes by Providers and In-Firm Training, as well as longer-term Further Vocational Training programs have a positive impact on both the employment chances as well as labor market earnings of refugees in the medium run. So-called "One Euro Jobs", a public employment program, does not yield positive effects on employment or earnings. The discourse of deservingness has been mobilised against certain groups in the UK society navigating UK labour markets, among them refugees and asylum seekers. These discourses, leading to the stigmatisation of the unemployed are coupled with an emphasis on the importance of individuals taking responsibility to develop their 'employability'. Little attention has been paid to scrutinise the contrast between the deservingness rhetoric and policy making with the actual conditions newcomers, and in particular refugees and asylum seekers, are confronted with when seeking employment. Our paper fills such a gap by indicating key contradictions at the heart of labour market integration in the UK. On the one hand, the emphasis on deservingness is coupled with policy discourses that construct an environment shaped by welfare and labour market chauvinism. On the other hand, the policy architecture is fundamentally flawed in a number of ways in terms of the support mechanisms necessary to ensure that newcomers can successfully integrate into the labour market. This special issue (SI) contributes to a growing body of work in management and organization studies focusing on the complex relationship between social reproduction and inequalities in paid work and organizations. In this introduction to the SI, we first identify three key areas of inquiry relevant to the study of social reproduction: challenging the boundaries of productive and reproductive labor; inequalities and exploitation; and alternative organizing. We then present the seven papers of the SI that draw on research from Australia, South America, Spain, Turkey, the UK, and the US to contribute to the aforementioned areas, foregrounding distinctive social reproduction dynamics manifesting in the household and alternative organizations (cooperatives), and facilitated by state policies. Based on these contributions, we propose an agenda for future research on social reproduction that aims to address the persistence and potential transformation of the existing gender, class, and race orders. We call for future studies exploring changing parenthood roles and how these affect the organization of re/production tasks; for research revealing and investigating underlying inequalities (re)produced by public policy; for analyses of existing and potential forms of feminist alternative organizing, and how these are sometimes hindered by heteropatriarchal structures; and for the study of social reproduction dynamics across cultural, socioeconomic, and political contexts. Workplace sexual harassment (WSH) is a systemic problem in agricultural employment. In the United States, where most research on the topic has been conducted, studies have suggested the rate of WSH against women farmworkers may be as high as 95%. Women who are immigrants, younger, have precarious immigration status, and come from indigenous communities are particularly vulnerable to WSH. The purpose of this study was to identify and describe the factors that contribute to such high rates of WSH in waged employment in the agricultural sector. To achieve this, we completed a systematic review of the empirical literature on sexual harassment in agricultural workplaces. Our review includes 29 empirical studies on WSH in agriculture, including 13 studies conducted in countries within the Global North and 16 from the Global South. The paper presents a typology of WSH in agriculture, categorizing its emotional and physical forms and describing what the literature reveals about its impacts on those who experience it. We then present our analysis of the structural and cultural factors contributing to high WSH rates in waged agricultural employment. We found that migration policies, the organizational and physical characteristics of agricultural work, the informality of employment relationships, traditional masculinity norms, and weak enforcement of workplace regulations were the principal factors facilitating high rates of WSH in agriculture. However, the study has limitations: it primarily focuses on literature in English and Spanish, risking geographical bias towards the Americas and potentially overlooking significant research in other languages or published in less accessible databases, including grey literature and regional reports. Amid the COVID‐19 pandemic, people have witnessed a deluge of conspiracy theories and disinformation. As the coronavirus poses a significant threat to individuals' lives, these conspiracy theories are dangerous, as they erode public trust and undermine government efforts to fight the virus. This paper examines the political determinants of COVID‐19 conspiracy beliefs. Particularly, we analyze how government policy responses to the pandemic and individuals' ideological predispositions interact to shape people's tendencies to believe conspiracy theories. Using survey data from 22 advanced industrial countries, we show that political conservatives are more prone to conspiracy beliefs than liberals. More importantly, this tendency is reinforced when the government adopts stringent containment policies. Our results suggest that governments' policy efforts to contain the coronavirus can trigger an unintended backlash from political conservatives. With China's commitment to achieving a carbon peak and carbon neutralisation by 2030 and 2060, respectively, the government's requirements for enterprises to adopt green technology are becoming increasingly urgent. We established a tripartite evolutionary game model of an enterprise, government and bank. We analysed conditions for the existence of stable points and factors affecting the choice of stakeholder's strategy. The influence of the change in each parameter on the evolutionary stable strategy was further studied. We found that the government's reward, subsidy and taxes for enterprise's green technology innovation can increase the willingness of enterprises to implement green technology innovation, and the role of taxes is greater than that of subsidies. The preferential interest rate for green innovation is conducive to stimulating enterprises to engage in green innovation, but the increase in the cost of green credit will reduce the willingness of banks to provide green credit. With the increase in the subsidy, incentives and the cost of environmental regulation, the policy burden of the government will gradually increase, thus reducing the willingness of the government to implement environmental regulation policy. A growing body of public policy and governance scholars recognise the importance of learning in supporting adaptive and responsive governance systems. Fostering learning within policy processes and governance systems, however, can be challenging. Collectively, we often ignore or misinterpret relevant policy information, or we may be incapable of translating new information into policy. Despite significant scholarly attention to learning, knowledge of the barriers to learning remains underdeveloped. To advance theoretical insights, this article integrates research on individual cognitive biases with literature on learning to identify barriers that can block learning or lead to non-learning in policy and governance processes. It also explores how these barriers can be mitigated or exacerbated by different governance contexts. Background: Breast cancer is the leading cause of death from cancer in women and is a major public health problem worldwide. Despite the lower incidence rates of breast cancer in resource-limited settings, especially sub-Saharan Africa, there is a higher mortality rate compared to high-resource countries where the disease has a higher incidence. This makes breast cancer the second deadliest cancer in African women. These poor results reflect the weakness in public health policies. The aim of this paper is to contribute to the effective control of breast cancer by designing a framework for a comprehensive and systemic analysis of these policies in Sub-Saharan Africa. Methods: This research is based on a literature review that adopted a systematic approach followed by a modified policy Delphi involving breast cancer experts in Sub-Saharan Africa. We included narrative reviews and systematic reviews/meta-analyses published between 2015 and 2022 as well as official documents in the analysis. We integrated the World Health Organization's health system building blocks with Walt and Gilson's policy analysis triangle to analyse the information collected and develop our analytical framework. Results: A total of 22 reviews and documents were included in the study. Sixteen breast cancer experts from Sub-Saharan Africa participated in the first Delphi round, and nine participated in the second round. The different components identified for a comprehensive and systemic analysis of effective breast cancer policies can be classified into policy content divided according to the health system building blocks and related policy processes; individual, organized national and international policy stakeholders; and policy contexts. Conclusion: This study enabled the design of a framework suitable for the comprehensive and systemic analysis of breast cancer control policies in Sub-Saharan Africa. This framework can be used as a checklist for stakeholders to guide the planning, implementation and evaluation of policies and specific breast cancer control programmes at the national and facility levels. The study introduces the Five-Year Plan as an assignable Chinese experience for attaining comprehensive development to provide policy reference for goal-based development related to sustainability. Before illustrating a dynamic localized implementation path of merging the UN Development Strategy and China's national planning policies, the paper uses quantitative comparative analysis to depict an overview of this dynamic. Two key features, goal integration and development efficiency, were then built to characterize China's multidimensional development goal implementation capacity. Access to social protection in old age is crucial and yet contingent upon negotiations between the social structures of the welfare states and the personal networks within which individuals are embedded. International migration, changing family dynamics, and the transformation of care and other welfare policies in the global North make it challenging for older migrants to negotiate social protection. Drawing on 45 semi-structured interviews with first-generation older Turkish migrants in London and 13 semi-structured interviews with professional service providers for the community, the paper aims to investigate the assemblages of formal and informal social protection in the lives of older migrants. Findings indicate the complexity in accessing informal social protection and the navigation of formal care support in the UK for first generation older Turkish migrants and the contingency of access to formal care services on informal support networks for participants. It has been demonstrated that built infrastructure and policies aimed at older adults have great influence on assemblages of care, highlighting the need for more age-friendly and integrated policies to facilitate access to social protection for diverse groups of older adults. Since Rein and Schön developed their approach to policy framing analysis in the1990s, a range of approaches to policy framing have emerged to inform our understanding of policy processes. Prior attempts to illuminate the diversity of approaches to framing in public policy have largely "stayed in their lane," making distinctions in approaches within shared epistemic communities. The aim in this paper is to map different approaches to framing used in policy sciences journals, to articulate what each contributes to the understanding of the policy process, and to provide a heuristic to aid in deciding how to use the diverse approaches in framing analysis and to further the dialogue across different approaches. To develop the heuristic, we manually coded and analyzed 68 articles published between 1997 and 2018 using "frame" or "framing" in their title or abstract from four policy journals: Critical Policy Studies, Journal of European Public Policy, Policy Sciences, and Policy Studies Journal. We identified five approaches, which we label: sensemaking, discourse, contestation, explanatory and institutional. We have found that these approaches do not align with a simple binary between interpretive and positivist but show variation, particularly along the lines of aims, methodology and methods. In the discussion, we suggest that these five approaches raise four key questions that animate framing studies in policy analysis: (1) Do frames influence policies or are policies manifestations of framing? (2) What is the role of frame contestation in policy conflict? (3) How can the study of frames or framing reveal unheard voices? And (4) how do certain frames/framings become dominant? By introducing these questions, we offer a fresh way scholars might discuss frames and framing in the policy sciences across approaches, to highlight the distinct yet complementary ways they illuminate policy processes. This paper analyzes the impact of comprehensive and universal early childhood development programs on educational outcomes during middle childhood. I exploit the birth eligibility cutoff of a pioneer intervention of this type in Chile and use administrative data on grade point averages and standardized test scores. Program exposure raises standardized math scores by 1.8% of a standard deviation, standardized reading scores by 4.0% of a standard deviation, and grade point averages by 0.03% of a standard deviation. I find that socioeconomically vulnerable children benefit less from program exposure. To alleviate the contradiction between supply and demand of urban and rural construction land and improve the utilization efficiency of rural homesteads, the state has issued policies to guide villagers withdrawing their homestead with subsidies or compensation. Previous studies have found that differentiation is one critical factor in villagers' withdrawal from homesteads, but how differentiation affects the villagers' withdrawal is not well interpreted. To explore and examine the homestead withdrawal mechanism, this paper identified and condensed the influence factors of villagers' willingness to withdraw from homesteads from the perspective of differentiation, taking Kuikeng Village in Puning City, China, as an example. The results indicated that: (1) villagers' differentiation has a significant impact on their willingness to withdraw from homesteads, and the higher the income differentiation level, the lower the willingness to withdraw from homesteads; (2) the health status of villagers, whether they are willing to change their identity, the confirmation of homestead rights, the holding period of homestead property rights, and the understanding of homestead exit policy are positively correlated with their willingness to withdraw from homesteads; and (3) villagers' psychosocial characteristics, villagers' differentiation, and government policy characteristics have a significant impact on homestead withdrawal. Peronism deployed, especially since the 1950s, a set of devices for the attention and care of children in Argentina, not only through schools but also through other institutions, such as development societies, cooperatives, the Eva Perón Foundation, sports clubs, among others. The new social order was central to the rhetoric of the government, and it gave children a preeminent role, as is visible in the phrase "in the New Argentina the only privileged are the children". This paper focuses on Vacaciones útiles, a film made in 1948 that shows how educational cinema reflects a view of childhood and also how public policies aimed at it. This short film was part of a larger project called Cine Escuela Argentino, a Commission of the National Council of Education for the production of film material to be shown in schools and other public institutions. What particular view did Peronism have on childhood in it? To what extent can this film be thought of as an educational cinema or as a school cinema? Despite numerous international and national policy documents promoting girls' and women's empowerment and participation in community sports, the actual access to sport for women and girls is still restricted in several countries. This paper explores the situation in Ghana. Through the analytical lens of Cooky and Messner's theory of 'the unevenness of social change', we analyse the cultural and structural barriers that prevent girls and women from participating in sport in Ghanaian communities. The data material is document analysis, focus groups and semi-structured interviews with male and female officials representing state-funded regional and district sports organisations as well as non-state sports organisations in Ghana. The findings reveal that cultural barriers, rooted in deep-seated cultural norms and structural hindrances that undermine gender-inclusive policies, contribute to the limited participation of girls and women in community sport. Furthermore, the interplay between these cultural and structural factors leads to gender-specific practices and fewer women in leadership positions. Based on our analyses, we suggest that structural changes (enforcing and implementing gender policies) can result in cultural changes (positive gender equality outcomes) over time. Teacher shortages are a significant global problem disproportionally affecting "hardest-to-staff" schools and subjects. To better understand (inter)national policy responses to teacher shortages, this paper uses a Bacchian-inspired approach to critically examine proposals suggested as solutions in policy documents from England and Australia, and thus how the problem is being thought about especially in relation to hardest-to-staff contexts. We contend that the problem representations in the policy documents are narrowly conceived and need to be considered differently through the lenses of (re)professionalisation and social justice. Crime rates in Australia have declined or been steady over the past decade yet prison populations are at all-time highs. Similarly, unemployment rates have been low but unemployment for those ex-prisoners seeking work is very high. In this paper, we draw on the findings of an Australia-wide survey of government-funded employment service providers who support working-aged Australians including ex-prisoners in their search for work. We find that the heterogeneity of the needs of ex-prisoners coupled with the frugality and inflexibility of government policies and practices frustrates the abilities of these agencies to provide services to this target group. In January 2021, we assessed the implications of temporary regulations in the United Kingdom allowing pubs and restaurants to operate on a takeaway basis without instigating a change of use. Local authorities (LAs) across the North‐East of England were unaware of any data regarding the take‐up of these regulations, partially due to ongoing capacity issues; participants also raised health concerns around takeaway use increasing significantly. One year on, we repeated the study aiming to understand the impact of these regulations on the policy and practice of key professional groups. Specifically, we wanted to understand if LAs were still struggling with staff capacity to address the regulations, whether professionals still had public health trepidations, and if any unexpected changes had occurred across the local food environment because of the pandemic. We conversed with 16 public health professionals, planners and environmental health officers across seven LAs throughout the North‐East of England via focus groups and interviews. Data collated were analysed via an inductive and semantic, reflexive‐thematic approach. Through analysis of the data, three themes were generated and are discussed throughout: popular online delivery services as a mediator to increased takeaway usage; potential long‐term health implications and challenges; continued uncertainty regarding the temporary regulations. This paper highlights important changes to local food environments, which public health professionals should be aware of, so they are better equipped to tackle health inequalities across urban and sub‐urban areas. This paper reflects on the influences and outcomes of He Kāinga Oranga/Housing and Health Research Programme over 25 years, and their impact on housing and health policy in Aotearoa and internationally. Working in partnership particularly with Māori and Pasifika communities, we have conducted randomised control trials which have shown the health and broad co-benefits of retrofitted insulation, heating and remediation of home hazards, which have underpinned government policy in the Warm Up NZ-Heat Smart programme and the Healthy Homes Standards for rental housing. These trials have been included as evidence in the WHO Housing and Health Guidelines and led to our designation as a WHO Collaborating Centre on Housing and Wellbeing. This study explores the impact of farm households' social capital characteristics and local government policies on the selection of farmland transfer contracts in China's rural industrial revitalization context. Utilizing field research data from 1,979 households in ethnic areas of Hunan Province, this paper constructs an econometric model to assess how farm households' social capital and local governments' involvement in rural industrial revitalization influence farmland transfer contract selections. The findings indicate that, lacking government program support, farmers' social capital significantly affects contract type and duration, but not the rent. Specifically, farmers possessing extensive social capital prefer verbal and short-term contracts (coefficients of 0.525 and 0.643, significant at the 5% level), whereas their influence on rent (coefficient of 2.418, significant at the 5% level) manifests under government program support. These results challenge the conventional theory of farmland transfer contracts and offer substantial empirical support for the development of local government policies in rural industrial revitalization, underlining the critical role of government guidance and social capital in enhancing farmland transfer. Following the dramatic evacuation from Kabul airport in August 2021, the UK government proclaimed its commitment to a 'warm welcome' for Afghans. In this paper we draw on original qualitative research to explore the emerging experiences of evacuees, and other recent arrivals, during their first year in London. Using the narratives of our Afghans participants, as well as insights from key stakeholders, we show how they navigated slow, opaque bureaucratic processes and lack of communication with official agencies. As a result of these lengthy processes, many thousands of evacuees remained in temporary hotel accommodation for protracted periods. Drawing on the concept of 'everyday bordering', we explore the extent to which Afghan resettlement policies are achieving their objectives. We consider how such policies are birthed within a punitive immigration system, which is designed to 'wear down' migrants in the UK, regardless of their reason for migration. Moreover, we argue that the ad hoc response of the Home Office and the Foreign Office has created 'false distinctions' between categories of Afghan refugees, reinforcing notions of 'deserving' versus 'underserving' migrants. This distinction allows the government to present itself as humanitarian, 'rescuing' people from Afghanistan, while simultaneously maintaining its commitment to the 'hostile immigration environment'.
