Economic development at the municipal level often necessitates that local governments make trade-offs between firm- and locality-based strategies. In recent decades, economic development researchers have described these efforts over time as exhibiting certain patterns and metaphors: as a series of waves, as embodying a type of lock-in effect, and as a policy layering process; however, the mechanisms behind these patterns remain unclear. This article draws upon 30 years of economic development policy decision making across the United States to understand what leads local governments to prioritize growth- or equity-oriented policies. We find that equity-enhancing economic development policies are more likely when local governments face less competitive pressure, have greater resource capacities, and experience greater intergovernmental involvement in the economic development planning process. Abstract: Casinos have been introduced throughout the U.S. to spur economic development and generate tax revenues. Yet, casinos may also be associated with a variety of social ills. One issue that has not been empirically tested in the literature is whether there is a link between casino expansion and alcohol-related fatal traffic accidents. We suspect a link may exist since casinos often serve alcohol to their patrons and, by their dispersed nature, could impact driving distances after drinking. Using the variation in the timing and location of casino openings over a 10-year period, we isolate the impact of casino introduction on alcohol-related fatal accidents. Results indicate that there is a strong link between the presence of a casino in a county and the number of alcohol-related fatal traffic accidents. However, this relationship is negatively related to the local-area (county) population. Results prove durable, as we subject them to robustness checks. [Copyright &y& Elsevier]

The article explains the relationship between the components of the Kansas City Financial Stress Index (KCFSI) and financial stress in the U.S. It states that high values of the KCFSI have seem to coincide with known periods of financial stress and offer important information about future economic growth. The article also discusses a set of financial variables, explores the link between the KCFSI and economic activities, and examines how the KCFSI can be used in determining the severity of financial stress.

In this document, we analyze the dynamics of per capita value added in manufacturing as a proxy of per capita income in Mexico's municipalities and US counties. Specifically, we seek to determine if there is convergence (absolute or conditional), divergence, or stratification. A dynamic panel model without exogenous regressors is utilized, and the problem of bias in this specific context is considered. In general, it is concluded that the dynamics of per capita value added of US counties shows conditional convergence and low steady state dispersion. However, in the case of Mexico the dynamics are congruent with stratified growth. This study also finds that manufacturing growth in US counties and Mexican municipalities is divergent over time. Despite the interest that social scientists have displayed in the rising rate of incarceration, little attention has been devoted to understanding its consequences for local areas. This is an important omission because prison construction has become a component of state and local economic development schemes. Indeed, there is a widespread belief that prison construction provides significant economic benefits to local areas. We analyze data on all existing and new prisons in the United States since 1960 and examine the impact of these prisons on the pace of growth (as measured by public, private, and total employment growth) in U.S. counties from 1969 to 1994. To our knowledge, our study is the first comprehensive and longitudinal assessment of the impact of prison construction on local areas. We find no evidence that prison expansion has stimulated economic growth. In fact, we provide evidence that prison construction has impeded economic growth in rural counties that have been growing at a slow pace. Despite sharp ideological and intellectual differences, the critics and the advocates of the prison construction boom share the assumption that prisons can contribute to local growth, especially in hard-pressed local areas. This belief flies in the face of mounting evidence that state and local initiatives rarely have a significant impact on growth; this belief is also contradicted by our analyses. In this article, the authors evaluate the New Economy according to its own claims of growing prosperity and rising standards of living. Using statistics and indicators from the recent economic expansion, they demonstrate that many of the claims about the New Economy's increasing prosperity were highly suspect and remain so today. Objective. Local governments in the United States have adopted a wide variety of policies to stimulate their local economies, but there is still debate over the effectiveness of such efforts. This paper examines the relationship between local development policies and changes in the number of jobs in both the manufacturing and service sectors during the mid-1980s. Methods. Data cover almost 900 cities and are based on Census Bureau sources and a 1984 International City Management Association survey of local governments. A two-stage least squares regression analysis is used. Results. The findings indicate that policy adoption had a limited effect on employment change from 1982 to 1987. For both manufacturing and service employment, market factors had the strongest effect on employment growth. Conclusions. The findings suggest that local economic development policies had a limited influence on changes in the number of jobs in cities during the economic recovery of the 1980s. Local investment in infrastructure and education, however, may enhance employment growth in both the manufacturing and service sectors. [ABSTRACT FROM AUTHOR]

This article presents a study concerned with the attachment or connection between support for economic growth and welfare-state liberalism/conservatism. This possible connection has import in a number of respects: 1) The American working class appears to be tied to both economic expansion and welfare-state expansion, at least in the short run, because of this class' economic insecurity. 2) The social resistance to economic growth is based among the middle class, on the other hand, and is largely liberal in orientation. 3.) The result seems that the American left is fractionalized in its critique of the political economy of environmental degradation, since left-leaning members of the middle and working classes likely differ in their attachments to economic growth.

After a quarter century of environmental regulation in this country, significant environmental threats remain. Why has the regulatory system failed to fully address our environmental problems? The goal of this paper is to suggest that the roots of environmental problems, and the failure of environmental regulation, are deeply embedded in the processes that generate economic growth. The logic of the argument to be presented will take the following form: long-run economic growth relies on the creation of new industries and new forms of economic activity; these new forms of economic activity create new kinds of environmental problems; these new forms of economic activity constitute vested political interests that oppose environmental regulation.
