With China's commitment to achieving a carbon peak and carbon neutralisation by 2030 and 2060, respectively, the government's requirements for enterprises to adopt green technology are becoming increasingly urgent. We established a tripartite evolutionary game model of an enterprise, government and bank. We analysed conditions for the existence of stable points and factors affecting the choice of stakeholder's strategy. The influence of the change in each parameter on the evolutionary stable strategy was further studied. We found that the government's reward, subsidy and taxes for enterprise's green technology innovation can increase the willingness of enterprises to implement green technology innovation, and the role of taxes is greater than that of subsidies. The preferential interest rate for green innovation is conducive to stimulating enterprises to engage in green innovation, but the increase in the cost of green credit will reduce the willingness of banks to provide green credit. With the increase in the subsidy, incentives and the cost of environmental regulation, the policy burden of the government will gradually increase, thus reducing the willingness of the government to implement environmental regulation policy. The paper unpacks the multi-level efforts to establish, promote and implement China standards in overseas contexts through an examination of corporate social responsibility (CSR) activities of Chinese state-owned enterprises (SOEs) in Africa. Drawing upon document analysis of government policies, institutional guidelines and corporate reports from four case companies, as well as field research in Ethiopia, it identifies ways that Chinese corporate actors interpret, incorporate and initiate CSR standards through strategic planning and during overseas business activities. Analysis of both first-hand and secondary data shows the development of Chinese CSR standards is a co-production of international, national and local standards, which involves diverse actors and institutions and is driven by multiple considerations to fulfill commercial, political, social and diplomatic objectives for overseas companies and Chinese government. This paper examines Philippine foreign policy under the Duterte government (2016–2022). During this period, Philippine foreign policy is widely acknowledged to have undergone dramatic shifts, with the government making friendly overtures towards China at the cost of its traditional alliance with the US. From a foreign policy analysis perspective, this paper explicitly focuses on the role of political leadership in guiding national foreign policy. This paper argues that the Duterte government made strategic use of political marketing in promoting its populist foreign policy. Thus, political marketing is used as an analytical lens with which to examine much of the rhetoric and behaviour of the Duterte government, particularly in regard to its response to the US–China rivalry. By engaging in this supposedly diplomatic game, the Duterte government tried to sell its foreign policy promises and outcomes as products even when its rhetoric was at times disconnected from its actual performance. Overall, this paper develops an alternative perspective from which to add to our understanding of the role of populist foreign policy initiatives in a fragile democratic setting. The aim was to develop targeted and complete policy structure of China's assistive products, and to provide recommendations for boosting the matching rate of assistive products and driving the benign development of China's assistive product market. This paper establishes a theoretical framework of the development logic of assistive product policies. Then it adopts the text quantification method to review 81 relevant documents on these policies issued from 1988 to 2019 systematically. We found that environmental policy tools account for the largest proportion with regard to policy tool, and can provide a good policy environment; the role of demand-based policy tools in creating market activity and stimulating industrial development needs to be elevated. The policies concerning assistive products industry in China show a rising trend. This paper is centred on the relatively stable theme of policy issuing. Coordination with various ministries can maximize the benefits. In the early period, the targeted policy objectives are put forward for assistive products industry; in the later period, the focus is on the combination with the policies concerning the elderly. Division of labour and proper coordination are required to coordinate type of policies. The key to the industrial development lies in promoting the change of consumption concepts, and the difficulty lies in how to coordinate the contradiction interests between product suppliers and demanders through policy intervention. The relatively disadvantaged position of users of assistive products determines certain public goods attributes of the products, which mean that the operation of the market cannot rely entirely on the price mechanism. That is, non-market mechanisms (especially the administrative mechanism) need to play their roles in the case of a market failure. After more than 30 years of development, assistive product policies in China covered various policy tools such as supply-based, demand-based and environment-based ones, and the assistive product industry has developed significantly. However, the recipients of assistive products are mainly among disadvantaged groups such as persons with disabilities and the elderly. The products have social welfare attributes. The policies involve profound changes in economic conditions, industrial models and institutional mechanisms. The key to the industrial development lies in promoting the change of consumption concepts, and the difficulty lies in how to coordinate the contradiction in interests between product suppliers and demanders through policy intervention at this stage. This paper systematically analyzes the development logic and practice of China's industry policies of assistive products and put forward suggestions that more attention of policies can be paid to the demand side and develop a demand-pull model, the consumption of universal products can be encouraged and guided by policies, and attempts in policies can be made to guide the consumption concept of assistive products. How does the Chinese government define cybersecurity? Security in the digital realm has gained increasing prominence in recent years, both within China's domestic policy landscape and in its participation with global digital governance. However, the Chinese conception of this term is different from the Western one, and is embedded within the country's distinctive political, economic and technological context. Drawing on Chinese government documents, this paper will trace the evolution of how successive generations of Chinese leaders have identified digital security concerns, and how they have deployed institutional, regulatory and policy tools to respond to them. In many countries, the rapid evolution of digital platform technology has triggered significant shifts in competition law. Many have interpreted China's recent moves as signaling a broader crackdown on private entrepreneurship. In Russia, even before the invasion of Ukraine, government policy became increasingly restrictive toward foreign internet platforms. This paper analyzes the development and enforcement of competition law in Russia and China. We show that both technologically driven changes in the ability of digital platform firms to exercise market power and changes in the external political environment affect the relative strength and coalitions of interested bureaucratic actors and influence policy outcomes. Employment quota is one of the affirmative action measures, outlined by the Committee on the Rights of Persons with Disabilities in its General Comment, to increase the employment of disabled people in both public and private sectors. Existing literature has studied the implementation, outcome, and effectiveness of the employment quota, majorly by quantitative data, while the empirical evidence of how it influences the right of disabled people to work is relatively limited. The practice of employment quota in China suggests the possibility of underpinning discrimination and exclusion and thus puts disabled people in a more disadvantageous position. This paper empirically examines how the discriminatory effect of the employment quota is shaped, with a particular focus on the interaction between the quota policies and stakeholders. Following economic reforms, China has become one of the premiere destinations for foreign capital; however, the benefits of this spectacular growth are not evenly distributed. Since the beginning of the 2000s, the Chinese government has designed and implemented policies to encourage foreign investment in central and western provinces to help decrease the significant distributional differences in regional industrial value-added, with limited success. In contrast to previous literature, this paper uses Panel Least Squares method to analyze empirically the impact of industrial sector FDI on Chinese regional inequality in industrial value-added 2003–2013, using three Chinese regions. The lack of prerequisite institutional structure to aid in FDI absorption affects location choices. Despite government policies to support inland regional economic development, foreign firms still prefer to invest in coastal provinces, further illustrating the effects of regional clusters. The expanding profile of Chinese international development aid has generated strong academic and policy interests. A growing literature has emerged on Chinese foreign aid's motivations, modalities, and impact. However, a significant lacuna remains in the domestic politics relating to this phenomenon. This gap is especially glaring in public opinion concerning China's growing foreign aid programs. By analyzing empirical data gathered from a variety of sources, including a well-established online forum, social media sites of two influential media organizations, and multi-year surveys of residents of Beijing, this paper presents a nuanced picture of what the Chinese public thinks of Chinese foreign aid and tests two popular explanations of public opposition to foreign aid—perceived budgetary trade-offs and more general dissatisfaction with government policies. The issue of environmental governance has received considerable attention. While extensive research focuses on the relationship between economic growth and environmental protection, this paper provides a different perspective by exploring the mechanisms affecting the relationship between land-based revenue and environmental performance. Based on the regression analyses of province-level data during 2000-2018 in China, the results show that: (1) land-based finance has a significantly positive impact on air pollution; (2) both central government policies and local residents' concerns incentivize local governments to improve environmental quality through land revenue; (3) regional differences exist regarding the impact of these two factors, probably due to various development stages and financial conditions; (4) local governments tend to increase expenditure on environmental protection by taking residents' concerns into consideration. This research contributes to understanding the driving forces behind the relationship between land finance and environmental performance, and it extends our knowledge of local governments' decision-making processes to accomplish multiple tasks. The Great Tea Road (Wanli chadao) is a 13,000 km trade route that for two centuries connected Qing China and Tsarist Russia. It has been identified in recent years as an important category of China's route heritage. The rediscovery of the Great Tea Road, and other Chinese route heritage, is being framed in a 'mobility narrative', that is, a narrative that describes how mobility and exchange over space and time contribute to the formation of the Chinese nation or Zhonghua minzu. Since 2013 the Great Tea Road has been incorporated into the 'authorised mobility narrative' of the Belt and Road Initiative (BRI), and in particular to the BRI agreement linking China, Mongolia and Russia. In 2019 the Great Tea Road was placed on the China list for World Heritage application. This paper examines the rise of the Great Tea Road in contemporary China and describes the various actors that play a formative role in developing the narratives and policies associated with such route heritage. It finds that the Chinese combination of 'mobility narrative' and 'heritage bureaucracy' provides a discursive and institutional frame that is able to mobilise significant resources in the pursuit of cultural policy and heritage diplomacy. The purpose of this paper is to investigate the link between culture, history, government policies and the development of economic institutions. Specifically, the paper discusses the impact that history and culture, including the influence of Confucianism, have played in shaping the economic institutions of South Korea and the People's Republic of China. Research results indicate that culture, history and government policies all played a role in shaping the organizational structure of these two East Asian nations. However, China's economic landscape is dominated by small and medium-sized, family-oriented firms, particularly in the rural parts of the country. The rate of infectious disease outbreaks has been accelerating over the past two decades, from the SARS epidemic in 2003 to COVID-19 in 2020. Termed by some as the twenty-first century's first pandemic, SARS originated in China and alerted the country to the importance of public health and epidemic response. After SARS, China improved its health infrastructure and reformed its political and legal health governance system. The emergence of COVID-19 from Wuhan in late 2019 put those reforms to the test. This paper analyses China's public health and epidemic response policies from a historical perspective, tracing the evolution of Chinese public health policies after the SARS outbreak in 2003. This paper assesses China's response to COVID-19 and how post-SARS policy reforms, particularly in epidemic response, played out on the ground in Wuhan. What policies worked well? What were the challenges faced? Based on the policy analysis, this paper presents recommendations for how China can improve its epidemic response through strengthened infectious disease surveillance, more transparent political coordination, and expanded public health infrastructure. This paper provides a critique of the "specialty towns" program, a key constituent of China's current new-style urbanization campaign. It problematizes the contradictory accounts of the program, namely, emphasizing "place-based" strengths while simultaneously standardizing forms, functions, and goals with a strong "place-neutral" approach. We argue that three key building blocks are critical for understanding specialty towns: place dependence, embeddedness, and locational advantage. Through multiple-case studies in Zhejiang, evidence has shown that there is a mismatch between national policies and local practices in specialty town development. The latter has its own place-specific logic of development shaped by history, geography, institutions, and agency. In particular, existing small-scale growth settings (e.g., industrial parks, specialized markets) and characteristics of local agency are the main factors affecting local practices. This paper argues that without considering the specificities of places in a broader socioeconomic context, the program may fail to work as effectively as expected in its local implementation. The Belt and Road Initiative (BRI) has been the subject of extensive analysis since late 2013. Most of this views it as a manifestation of China's approach to global issues under Xi Jinping, whether economic, geopolitical, or as a bid to reshape globalization. There has so far been less research into the domestic dynamics of the BRI, including at the sub-national level in China. Based primarily on an examination of provincial-level policy documents and research, this paper explores the ways in which policy makers in the southwestern province of Yunnan have responded to the BRI, and what this might mean for the implementation and shaping of the initiative. It identifies the promotion of externally-oriented development as the main response in Yunnan to the BRI, structured around the idea of making the province a 'pivot' to south and southeast Asia. This provincial-level response is shaped by pre-existing policy goals in Yunnan and reflects more continuity than change in policy substance. This is consistent with interpretations of the BRI as an 'omnibus' policy which can incorporate multiple objectives and act as a framework within which provincial actors can compete for influence or which they can use to make progress towards achieving local objectives in the context of national strategy. The paper concludes that in the case of Yunnan and the BRI, broad alignment between provincial and central government objectives suggests that on this issue, Yunnan is more of an 'influencer' and 'interpreter' than 'ignorer' of national policy goals. The Maker Space, as a new kind of incubation platform with Chinese characteristics, has developed rapidly in response to government policies. Two divergent incubation models exist in the Chinese market, but existing literature does not provide enough solid evidence regarding which model is better for start-up developments. Combined with evolutionary game theory, this paper analyzes the evolutionary stability strategy of Maker Space-start-ups-Universities & Research Institutes (MSUR) collaborative innovation behaviour and, separately, its impact factors under 'co-working' and 'co-creating' incubation model. A numerical simulation is conducted to verify evolutionary game results and the effects of impact factors on behavioural evolution. The research indicates that different managerial strategies in incubation models are vital for innovation entities' collaborative decisions and the growth of incubated start-ups. As a significant decision support tool, Strategic Environmental Assessment (SEA) has been legally necessitated since 2003 when the Environmental Impact Assessment Law of the P.R. China was put into effect. However, the different national development targets and the social and economic development gaps between the western region and the eastern region of China greatly influence the SEA implementation. This paper demonstrates the differences in the SEA implementation between the western region and the eastern region of China and discusses the reasons for the disparities. Reviewing government policies and conducting in-depth interviews are selected as the two main research methods. The disparities of SEA implementation existing in intervention time, alternatives, public participation, and monitoring are presented. The differences are caused by the impacts of local SEA regulations and policies, institutions and experts, public attitudes, local government attitudes, strength of Environmental Protection Bureau (EPB), funding, national government strategies, and policies and regulations of environmental management. Identities are not pre-given but are socially constructed with performative power. Taking a critical discursive approach, this study explores how the cultural understandings of deafness and the deaf community become intertwined with ideas of the 'state-home' (guo jia) in contemporary China. The paper analyzes forty award-winning biographical essays written by Chinese citizens with hearing disabilities in a 2016 national essay contest. The paper argues that the paradigmatic narratives from the essay contest correspond to the disability policy framework of the Chinese government in the market-reform era. The implications of these statist narratives of deaf identity need to be critically reflected as the human body becomes a central site of governance and governmentality in China during this stage. Tobacco use is associated with an annual global economic cost of two trillion dollars and mortality of half of its regular users. Tobacco leaf cultivation is the starting point of the tobacco cycle. Tobacco farming employs millions of small-scale tobacco farmers around the globe, most of whom are out growers who rely on the tobacco industry. This paper aims to map the regions of greatest tobacco production globally (i.e., the US, Brazil, China, Indonesia, India, and Zambia) and tobacco use rates in these locations. Smoking rates were higher in those areas, except for India, where important population subgroups reported an upward trend for tobacco smoking. In general, there was a relationship between tobacco farming and tobacco smoking. Tobacco farming may lead to a higher risk of tobacco use and lower adherence to tobacco control policies. Therefore, promoting viable alternative livelihoods for tobacco farmers must have dual benefits. Additionally, specific health prevention policies might be necessary for those populations reporting higher tobacco use and lower perception of tobacco-related health risks. [ABSTRACT FROM AUTHOR]

This article deals with the governance and institutionalisation of Chinese makerspaces. Existing research on the governance of makerspace has proposed two governance models or 'paradigms': bottom-up commons-based peer production and top-down public policy based governance. This article is trying to explore how makerspace in China is governed by a multitude of institutional forces. By examining three maker communities, it is argued that: (1) the dominant model of governing Chinese makerspaces does not adhere to either of these two models. This paper proposed an alternative one: a 'subtle top-down' model that accounts for the dialectics between government and its governing approaches and, the involvement of various non-government actors aligning with public policy goals; (2) makerspace has become an instrument to drive China's transition from an industrial-based economy to a service economy. The proliferation of makerspaces marks the concrete step towards a Chinese contemporary modernisation route; (3) makerspace highlighted some of the attempts made by the state to address structural inequalities. Good quality teacher education and training has been acknowledged as an effective strategy to reduce sexual prejudice against sexual minority (lesbian, gay, bisexual and questioning/queer [LGBQ]) students. However, no mandated programmes have been developed to include LGBQ-related content in teacher training in Hong Kong, a Chinese society in which heterosexism prevails. Based on the concepts of sexual prejudice, minority stress and contact theory, this paper explores the international and regional literature on LGBQ students' school experiences, highlighting the significant role teachers play in supporting these students to transgress sexual prejudice, and presenting suggested themes and strategies for teacher training programmes, drawn from qualitative interviews with eleven Chinese teacher allies. Data analysis led to the identification of the following themes: 1) starting sexual diversity training officially; 2) reconsidering assumptions; 3) engaging with relevant cultural knowledge and skills; and 4) using dialogue as a training strategy. This paper argues that accurate content about sexual diversity should be incorporated into the professional teacher training curriculum, with updated sexuality concepts and prejudice-free, LGBQ-inclusive language relevant to the Chinese cultural context. Teachers need to become more aware of how sexual prejudice is manifested through cultural forces. Intergroup contact can be included as a useful training strategy. [ABSTRACT FROM AUTHOR]

This paper is an empirical review of the development of two-wheeled transport, comprising human-powered bicycles, E-bikes, and motorbikes in China from 1985 to 2019, aimed at investigating the development of two-wheeled transport in China. A series of demand-side factors (e.g., rapid urbanization) and supply-side factors (e.g., obsolete infrastructure) are explored. The mode share of human-powered bicycles decreased steadily until 2016, the year dockless bikeshare (DBS) emerged. During that time, government policy changed from "encouraged", "discouraged", "converted and re-recognized" to "encouraged again" due to sophisticated socio-economic change. E-bikes and motorbikes witnessed an independent growth trend and changing political attitude from that of human-powered bicycles. The future of the human-powered bicycle transport mode in China is promising, due to favorable government policies and the growing demand from users for a flexible mode of transport to serve short-middle distance and last-mile trips. E-bikes have an uncertain future since local policies differ, and safety issues are yet to be addressed. Motorbikes, due to their negative safety and environmental considerations, have been increasingly replaced by automobiles, and this makes their future position marginal. [ABSTRACT FROM AUTHOR]

Quota systems represent one of the most important and widely used approaches to promote the employment of people with disabilities in many countries around the world. Extant literature has focused on how quota systems have been implemented in some European countries and some Asian countries. Few studies, however, have examined the situation in China, where a formal law and regulations for a quota system for disability employment was established over the past three decades. This paper addresses this gap by presenting background on the development of China's quota employment policies, examining the inconsistencies between policy and implementation, and identifying feasible ways to enhance the policy's use to create more inclusion in employment in public and private sectors. The context of mainland China remains under-researched in the bereavement literature. This article reports on a qualitative study on bereaved people's experience in mainland China in light of their relational beings, uncovering varied applications of cultural emphases on harmony in their ongoing lives. By collecting and analysing qualitative data from a sample of 31 bereaved people, a largely traditional but changing picture of the bereavement experience is captured. The findings highlight the predominant values of harmony and familism in shaping the Chinese bereaved people's identities in their ongoing lives. This article examines the idea of relational beings in the context of mainland China by shedding light on the reported experience of bereavement, and thus, furthers the ongoing debates on socio-cultural constructions of bereaved people's identities. Accordingly, this paper provides researchers and practitioners with an in-depth narrative of bereaved people's experience in this largely under-explored society, providing theoretical and empirical evidence to inform future studies, as well as bereavement support and policy-making in China. We compare three countries where public policy has explicitly sought to align incentives of employers and educational institutions around closing the gap between skill formation and labor market demand. In large, heterogeneous countries such as the United States, Russia and China, collaborative arrangements such apprenticeships and other forms of public-private partnerships can be constructed at the subnational level by building on direct, face-to-face ties across educational, business, government, and civic sectors. Drawing on existing literature as well as fieldwork studying a number of specific cases in the three countries, the paper develops a typology of such arrangements and proposes an explanation for the observed variation. It emphasizes the importance of two sets of factors: those that induce cooperation on the part of firms and schools, and those that influence the character of such partnerships. The global economy is experiencing digital transformation with impacts felt in developing countries. Digital firms and capabilities, however, remain concentrated in advanced economies. These processes indicate an emerging source of global economic inequality and a widening of the technological gap. Recently, there has been a growth in interventionist digital policy in developing and emerging economies but research has so far made a limited analysis of how this might fulfil economic objectives and support technological catch-up. In this paper, we examine this growth of national digital policies and highlight how industrial policy objectives are important drivers of digital strategies. Examining a number of cases based on an extensive analysis of national digital policies, with a focus on China, we illustrate that these policies often aim at facilitating global integration and linkages. However, our analysis shows that, under certain conditions, more interventionist approaches can be vital in countering structural challenges. The expansion of Chinese influence in the Pacific has aroused growing attention from academics and policymakers. Although China has established six main Pacific research centres, there has been little investigation into what motivates this increasing interest. Building on the author's recent interviews with 39 Chinese mainstream scholars on the subject of Pacific Studies, this paper aims to fill this gap by providing an in-depth analysis of Pacific Studies in China, especially how centres are structured and what motivated their establishment. It is argued that the initiation, structure and scholarly focus of academic research on the Pacific in China has been largely driven by government policies, but also that government interest has fluctuated under President Xi Jinping. This paper presents an empirical analysis of return migrants' entrepreneurial decisions after returning home using individual survey data in Jiangxi Province. We apply an extended hurdle model to investigate how social-economic factors, in particular, social network, local government support and previous migration experience may play different roles in affecting return migrants' entrepreneurial decisions in different stages. A standard probit model is incorporated in the first stage to separate potential return migrant entrepreneurs from those who are not willing to consider establishing enterprises. In the second stage, a lognormal hurdle model is used to identify factors affecting return migrants' entrepreneurial establishment and investment amount decisions. Results from the extended hurdle model suggest that government policy support is the most important factor for successfully attracting return migrant entrepreneurs back in Jiangxi Province. In addition, previous migration experience and household attributes are crucial and play different roles in affecting both return migrants' willingness to consider entrepreneurship decisions and entrepreneurial investment decisions. On the other hand, individual characteristics are shown to affect only return migrants' entrepreneurial investment decisions but not willingness to consider entrepreneurship decisions. Vernacular architecture can be regarded as heritage places. Recently, the need to protect vernacular heritage in China has been reflected through government policy changes, for example the 'beautiful countryside' program which aims to develop rural villages since 2005. However, a conflict between conserving the tangible fabric and the intangible heritage of the vernacular place can become pronounced, as villagers have desires for a modern lifestyle, and maintaining the physical building fabric. Vernacular villages require sustainable development alongside conservation of both tangible and intangible heritage significance. A key factor in keeping a village alive is continuing its utilization by a local community. This paper introduces the terms 'neo-vernacular' (buildings with a vernacular appearance with contemporary methods and materials) and 'semi-vernacular' (reusing or renovating vernacular buildings in combination with modern and traditional building techniques) to distinguish two approaches to vernacular villages conservation. We analyse the distinctions between the works of Amateur Architecture Studio (AAS) and Atelier Zhang Lei (AZL) to demonstrate the neo-vernacular and semi-vernacular approaches respectively through photo-comparison diagrams, and reviewing comments from local villagers, architectural students, and scholars. With China’s economic rise and in particular its massive international trade surplus with the rest of the world, the exchange rate of its currency has come under increasing scrutiny in the new millennium. Based on a critical review of existing International Political Economy (IPE) theoretical approaches on exchange rate politics – theInnenpolitikapproaches and the international-domestic interaction approach – this paper argues that two-level game theory is a suitable tool for explaining the development of China’s exchange rate policy. By specifically examining the external factors and domestic sources of China’s exchange rate policy, this paper develops a complete analytical framework in which China’s central decision makers are understood to strive to reconcile international pressures and domestic bargainers when making decisions on exchange rate policy. After offering a theoretical review, revision and synthesis, the paper provides an empirical study of China’s 2005 exchange rate reform to specifically show how international factors played an agenda-setting role in China’s exchange rate policy making and how China’s domestic politics determined the pathway of the exchange rate reform in July 2005. The spectacular scale and speed of China's domestic renewable energy capacity development and technology catch-up has in recent years been followed by the 'go out' of Chinese clean energy technology firms seeking new markets and opportunities in sub- Saharan Africa. This paper explores the growing involvement of China in the development and transfer of renewable energy technologies in Africa and examines the key drivers and obstacles shaping Chinese renewable energy investments and exports. Far from there being some kind of grand or harmonious strategy directed by a single monolithic state, we argue that fragmented and decentralised state apparatuses and quasi-market actors in China are increasingly pursuing their own independent interests and agendas around renewable energy in Africa in ways often marked by conflict, inconsistency and incoherence. Moving beyond the state-centric analysis common in much of the research on contemporary China-Africa relations, we examine the motivations of a range of non-state and quasi-state actors, as well their different perceptions and constructions of risk, policy environments and political stability in recipient countries. In the Chinese stock market, firms experiencing financial distress have been imposed on a Special Treatment (ST) cap by the China Securities Regulatory Commission. Using a sample of 441 ST firms tracked from 1998 to 2011, this paper employs a Cox proportional hazards model to predict turnaround probability for a distressed firm to remove the ST cap. The predictor variables incorporate (1) accounting-driven ratios, (2) market-driven variables, and (3) information on ownership structure and restructuring status throughout the process. In contrast to previous distress studies, this paper finds that market variables do not add predictive power to the model when combined with accounting variables. Also, incorporating the time effect, the results show that the survivor function for an ST firm's survival is negatively related to the duration, and that the Cox hazards model outperforms the logit model in the out-of-sample forecast. This paper investigates carbon dioxide (CO2) emission and its determinants in 286 Chinese cities. The findings strongly support an inverted U-shaped relationship between per capita CO2emission (PCE) and urban development. However, the realization of this relationship depends on stringent governmental policy interventions. The regression analysis in this paper shows that city size is positively correlated with CO2emission efficiency, but negatively correlated with PCE. This result suggests that population restrictions in large cities tend to increase CO2emission. It is also shown that regional development programs are likely to encourage economic activities in regions with low CO2emission efficiency and may have significant environmental consequences in the future. China's Open-Door Policy has brought significant changes in terms of economic, education and cultural development both inside and outside China, creating valuable opportunities for understanding the cultural stereotypes Asians and Westerners have about each other. In this paper, I interrogate my experiences as an English as a foreign language (EFL) learner and then as a lecturer in multilingual and multicultural environments from the early 1990s until a lecturer in a Chinese university in the twenty-first century. My series of auto-ethnographic dialogues between a cast of characters, recalling experiences, perceptions and emotions provides readers with opportunities to actively respond to the text. The objective of the paper is to assess the usefulness of conceptions of different modes of governance for understanding policy outcomes by studying the experience with hierarchical and non-hierarchical governance modes in the health care sector in China, India, and Thailand. The paper shows their experience with non-hierarchical modes to have been largely disappointing and that all three, but especially Thailand, are in the process of reverting to a more hierarchical mode of service delivery. The conclusion from this study is that non-hierarchical governance is not a substitute for or an improvement upon hierarchical governance in health care due to the many market and government failures that afflict the sector and affect the ability of different governance modes to function effectively. Set against the background of China's changing economy and its rapid rise as a major tourism provider, this paper examines the development of tourism, and tourism policies, in Kanas (Xinjiang), an ethnic inhabited scenic area in north-western China which has seen visitor numbers rise from c. 800 to c. 1 million annually from 1990 to 2013. It uses the first four stages of Butler's Tourism Area Life Cycle model (TALC) as a framework, analysing governments' role in policy-making and implementation, and the tensions and conflicts at each TALC stage. It finds that the TALC is a useful analytical framework in China, despite its command economy, and governments' multiple roles in tourism development. The position of cultural heritage and the characteristics of the Tuva and Kazakh ethnic minority peoples in tourism in Kanas are critically examined, as is China's concept of social harmony and progress. Social harmony is compared - and contrasted - with the emerging concept of the Just Destination in destination planning and management. The minorities are found to be weak in knowledge, capital and bargaining power, but the relationships involved are complex and still evolving. This study uses a micro set of Chinese city-level data to understand the varying choices taken by municipal officials in their distribution of a minimum livelihood scheme. It explores the variation in the apportionment of allowances offered to disparate types of poor groups in poor versus wealthy cities. The paper argues that in China, where profits, modernisation, competition and globalisation have become significant to leaders at all levels, there is a logic undergirding welfare allocation that has nothing to do with the calculus that spurs its delivery in democracies, and yet that is more nuanced than stylised models of dictatorship/authoritarianism presume. The paper also demonstrates that, where lower echelons of governmental administration have the authority to make rules about the rationing of social assistance, urban finances appear to have an impact upon (or at least to correlate with) administrators’ allocational decisions to groups among the poor. This influence of municipal financial health is exerted directly in the case of poor places, by enticing officials to attempt to save on funds; it also seems to operate indirectly in wealthier municipalities, by disposing richer cities’ authorities to design their urban areas as showcases, in the hope of attracting tourism and foreign investment. Cambodia’s current abortion rate and ratio could be among the highest in Southeast Asia. In 1997, the Cambodian parliament passed the first law regulating abortions. This law was adopted to contribute to reduce the high maternal mortality ratio, as a significant number of maternal deaths were believed to be related to complications of unsafe abortion. A decade later, the Ministry of Health had not yet established medical protocols for safe abortion access and women often continued to induce their own terminations or seek unsafe services. However, in 2009, the Cambodian authorities approved the importation and distribution of one manufactured abortion pill. In addition, manual vacuum abortions and medical abortion training programmes were implemented at the referral hospital level. How has this situation come about? What do we know about the local agencies of the transnational reproductive health policies related to safe abortion access in this country? This paper aims to analyse how history and intersections between global interventions, state policies, local moralities and individual strategies shape abortion policies, practices and technologies. The ‘Silk Road Economic Belt and the 21st-Century Maritime Silk Road’ (One Belt One Road, OBOR) strategy initiated by the Chinese government has a significant impact on the business and logistics modes which involves Asia, Europe, Africa, and their adjacent seas. Many countries and ports are developing new strategies that are suitable for this economic environment. Compared with many ports in the world, the ports in Zhejiang province of China have a novel property. In addition to Ningbo-Zhoushan port, there are several other sea ports and river ports in that province. In this paper, we propose a concept of port service network that consists of a huge hub and multiple ports. Ports of small and medium sizes can share their capacities of different types of port service with the hub when the service capacities are integrated into the network. We develop a mixed integer nonlinear programming model to determine the optimal decisions in such a network with constraints on the budget to conduct integration. An optimization algorithm incorporated with a genetic algorithm is developed to solve large size problems. This paper investigates how piloting programmes in China can promote local policy innovations. By using one of the piloting emission trading schemes (ETS) in Guangdong province as a case study, it is argued that the main features of the piloting experiments, particularly in the climate change domain, are largely different from previous local marketization experiments that dominate the reform period of China. Whereas previous experiments are often characterized as bottom-up or indigenous initiatives with strong patronage relations to the pro-reform politicians at central level, the current piloting programmes are often crafted in a top-down fashion that is often misaligned with local market or corporate interests. Hence, local policy innovations are designed, developed and brokered by the local state officers, in order to bridge this central–local interest gap. As a result, successful implementation of these policy innovations largely depends on local political traditions, bureaucratic culture and perceptions of distinctive development needs. From the 1990s, academia has paid increasing attention to cultural rights and cultural citizenship. This paper reviews existing literature on the construction of cultural rights and cultural citizenship and argues that cultural citizenship expands the concept of ‘citizenship’, promotes citizens’ consciousness, and confirms the content of ‘cultural rights’. The concept of cultural citizenship provides a new perspective from which to examine the challenges of cultural inequality, taste differences, symbolic struggle in cultural participation, and consumption. Based on western theories, this paper discusses the development of cultural citizenship and cultural rights in cultural policy in Taiwan and China, and it finds the tension between control and autonomy and between the government and the civil society in the practice of cultural citizenship. In Taiwan, most cultural policies are developed and implemented by the government, and those affected by them often do not have the necessary critical awareness to judge or examine them. In China, the protection of cultural rights provides a new type of control rather than autonomy from the Chinese Government. This paper depicts the transnational ethnic and religious ties between China and Southeast Asia and examines the cultural, political and economic implications for state–minority relations in Southwest China. It documents how transnational ethnic and religious ties facilitate cultural revival among the ethnic Dai people in Southwest China and examines the impact of Buddhist networks on local governance. In particular, it portrays the cooperative relationship between the Chinese state and the Buddhist Sangha on social issues such as HIV/AIDS prevention and care. The paper argues that the Chinese state is more willing to cooperate with transnational ethnic and religious groups when the latter can help improve local governance and generate economic development, under the condition that they do not challenge the state's ultimate legitimacy and authority. Social security for older people in China today has been established institutionally. However, there are substantial problems such as coverage, affordability, fund management, and corruption. This paper aims to provide a general picture of China's social security system for older people and to argue that the inequality of pension arrangements among different segments of the labor force is one of the most conspicuous problems challenging the Chinese government. Four unequal aspects of the pension system concerning the financing resources and pension levels are examined in this paper: (1) unequal institutional arrangements among different sectors, (2) unbalanced governmental expenditure in pension provision, (3) an increasing gap in pension levels between urban and rural areas, and (4) uncovered groups such as the unemployed and self-employed. Historical, economic, and political reasons all contribute to this unequal institution under transition from socialism to a market-oriented economy. At present, it is urgent for the central government to take measures to integrate the various pension arrangements into the unified Old Age Insurance and to reduce the gaps among different regions. This paper has established the computable general equilibrium (CGE) model to analyze the effect of carbon tax policy on energy consumption and CO2emission in China. The analysis shows that with the increase of CO2mitigation, the level of carbon tax will gradually increase; meanwhile the ad valorem tax rates of coal, petroleum, and natural gas go up as well, and the coal tax rate is the highest among them. In addition, with the increase of CO2emission reductions, the demand for coal, petroleum, natural gas, and thermal power will totally decrease. The demand for coal will drop significantly. The main factor responsible for China’s CO2mitigation is coal. Moreover, the sectors of coal, heavy industries, thermal power, light industries, natural gas, and transportation contribute more to CO2emission reductions, while the other sectors contribute less. China’s one-child policy, introduced in the late 1970s, has been in effect for over three decades. This article reviews China’s low fertility rate and the implementation of this stringent birth control policy in the context of low fertility. First, China’s fertility intention, behavior, and low fertility level trend are presented. Then, the official response to the low fertility level and the consequent misguided policy-making are investigated. Next, various obstacles to the abolishment of the strict birth control policy are discussed, including national leaders’ authority, related family planning regulations and laws, the inertia of this basic state policy under the auspices of the common good, the displacement of the family planning systems, and the necessity for social maintenance fees to keep grassroots governments in operation. After discussing the recent reform of this birth control policy in 2013 and the subsequent results, the incentives for a universal two-child policy are elucidated. These include the official acknowledgment of low fertility, the effect of birth control policy on fertility decline, the reactions of the general public, the attitudes of grassroots family planning cadres, the appeal from scholars, international experiences, the merging of population and family planning commissions, and national leaders’ attitudes. This study examines the fact of representation of ethnicity in the People’s Republic of China. The present ethnic configuration, centred on a re-categorization of the population, came to be accepted by ordinary people in Chinese society as the result of the multiple projects in association with state-making and nation-building. This paper delineates how the projects in question came about, especially the one focused on the investigation of ethnic minority social history. It examines the way in which narrating and representing ethnic minorities officially took place and how the representation of ethnic minorities functions in the construction of the Chinese nation. It argues that representation for ethnicities focused on how to locate each of them at a certain stage of social development, conceptualizing the Chinese nation in a framework of brotherhood in order to include those excluded by the mainstream throughout history. In this paper, an attempt is made to determine the minimum living requirements (or poverty lines) of workers in China by adopting the Extended Linear Expenditure System. Comparison between the actual minimum wage levels implemented by the Chinese government and the estimated minimum living requirements in this paper reveal that, in early 2010, workers in 23 out of 35 sample cities were paid minimum wages below the estimated lowest poverty line. This group of workers is unable to afford minimum payments to meet basic living conditions for survival as their minimum wages were below the estimated survival line. In 2001, three high school graduates from Shandong province sued the Ministry of Education, claiming that the province-based quota system used in college admission in China violates the constitutional principle of equal protection. This paper traces the emergence, evolution, and termination of the lawsuit as well as its aftermath, giving particular attention to the role of the media in this social movement against regional discrimination. Through an integrated legal and media analysis, the paper suggests that the litigation dramatizes the social problem and helps to levy public support.
