Objectives: This paper describes the rationale for and development of an innovative mental health service for people aged over 65 years living in Northern and Eastern Melbourne, Victoria, Australia. Conclusion: The Healthy Ageing Service (HAS) was established in July 2020 to provide care for people aged over 65 years experiencing mild-to-moderate mental health concerns. It embraces a prevention and early intervention model of care. It provides primary consultation and brief intervention, secondary consultation, and capacity building to the primary healthcare sector. This innovative service is a Commonwealth-funded partnership between two tertiary mental health service providers that incorporates the recommendations from two major Royal Commissions. It demonstrates a service that acts as a bridge between primary and specialist mental health care, thereby extending mental health services to target the 'missing middle' and is potentially a model for mental health service provision throughout Victoria and Australia. This paper, drawing on the published medical literature and unpublished medical record archives, provides an in-depth account of the introduction of malaria therapy for general paralysis of the insane into Australia in 1925–6, at Victoria's Sunbury Hospital for the Insane. This study reveals a complex and ambiguous picture of the practice and therapeutic impact of malaria therapy in this local setting. This research highlights a number of factors which may have contributed to some physicians overestimating malaria therapy's effectiveness. It also shows that other physicians of the era held a more sceptical attitude towards malaria therapy. Finally, this paper discusses the relevance of this history to contemporary psychiatry. Intimate partner violence (IPV) can involve patterns of physical, sexual and emotional abuse. Women typically experience physical IPV in combination with emotional IPV, while emotional IPV is often experienced in the absence of other types of IPV. There is very little known about women's experiences of these different types of IPV over time. The primary aim of this paper is to describe patterns in women's individual experiences of physical and/or emotional IPV across the first 10 years of motherhood. Data were drawn from a prospective pregnancy cohort of 1507 first-time mothers in Melbourne, Australia. Emotional, physical, and combined physical and emotional IPV were reported in the first, fourth and tenth year of motherhood using the Composite Abuse Scale. The overall prevalence of each type of IPV remained consistent across the three time-points, with emotional IPV alone being the most prevalent. There was substantial variability in women's experiences of IPV over time and there was no common progression from one type of IPV to another. Women were more likely to report IPV at more than one time-point if they experienced combined physical and emotional IPV, while for women who reported emotional or physical IPV alone this was more likely to be at a single time-point. A number of socio-demographic characteristics in early pregnancy were associated with a higher risk of reporting IPV at all three time-points, including being unemployed (RRR = 3.6; 95% CI: 2.1, 6.2) and being aged 18–24 years (RRR = 3.1; 95% CI: 1.8, 5.4). Knowledge of the variability and persistence of IPV in the first 10 years of motherhood, and factors associated with these experiences, can help tailor effective health and social service responses. There is ample evidence to demonstrate that a positive group climate in juvenile justice centers contributes to improvements in motivation for positive behavior and reducing incidents and even recidivism. Being provided opportunities for growth and development and being actively supported by well-trained staff creates a positive atmosphere and minimal repression. Such a pedagogical group climate is strongly related to fulfilling the basic psychological needs of the young people and is promoted by relational security. Following a series of challenging situations inside youth justice centers in Australia, we explored the opportunities for investing in staff training on awareness of basic psychological needs of these young people and introducing the concept of an open, positive group climate. This study reports the results of an explorative measurement of perceived group climate in four units of two juvenile justice centers in Victoria (Australia). The young people (N = 57) were provided with the Prison Group Climate Instrument. The results of the group climate research and a cross-cultural comparison show that there are inherent strengths but also important opportunities for improvement in the group climate experienced by young people. Objective: This paper aims to describe current approaches in Victoria to the development of perinatal and infant mental health services in regional areas.Method: The paper outlines the significance of perinatal mental disorder for maternal wellbeing and impact on infant development, and describes the model of care at the Agnes Unit.Results: The Agnes Unit has been established as a residential therapeutic unit offering short-term treatment that focusses on promoting parental mental health, parenting sensitivity and the parent-infant relationship.Conclusions: A coordinated and integrated approach with focus on early intervention is needed to deliver perinatal and infant mental health services. This paper explores the policy concept and community enactments of 'shared responsibility' for disaster resilience in the context of wildfires in Victoria, Australia. Since the state-wide Black Saturday fires of 2009, we contend, first, the State's decreasing ability to protect its citizens has shifted the responsibility for adapting to uncertainty to individuals, and second, this responsibility has been translated into compliance approaches to disaster risk management. We develop the concept of two distinct imaginaries at play: the reactive and the relational life. Policy discourse invokes a reactive life, a normative resilience maintaining the status quo, rather than a potentially transformative relational process enabling citizens to be 'response-able'. Facing uncertainties, government legitimacy hinges on increasing citizen safety, with decentralised community resilience programs intended to manage and reduce disaster risk by emphasising shared responsibility. For citizens, however, 'shared responsibility' reveals an increasing tension in relation to the risk and uncertainty associated with life on the newly designated 'fire-prone' periphery, and within expectations of government. We conclude that the emphasis on responsibility as the work to be done in community-based resilience programs demands a more nuanced set of expectations that reflect citizens' relational life as a starting place for rethinking safety and security. The Second World War saw a sharp rise in bigamy prosecutions in Australia. A variety of factors contributed to this phenomenon, from the whirlwind nature of romances contracted during wartime to increased detection resulting from investigations into military spousal support. This article explores the connections between bigamy prosecutions, war and military enlistment through archival records and media coverage of 159 cases committed for trial across 1914–1945 that involved active or returned servicemen as either bigamy defendants or victims of bigamous spouses. These cases also reveal shifting attitudes towards and experiences of bigamy, marriage, and gender in twentieth-century Australia. [ABSTRACT FROM AUTHOR]

Introduction: Effective primary healthcare services have been identified by the World Health Organization as the most equitable approach to enhancing universal healthcare. Robust models of mentoring for registered nurses (RNs) transitioning to primary healthcare roles have yet to be described in the Australian context. A robust mentoring model can support RNs to fulfill their potential, bridging the gap between theory and practice. In 2015, the peak body for nurses in primary health care (PHC) began developing a transition to practice program, including embedded mentoring to support newly graduated and more experienced registered and enrolled nurses. This quality improvement study reports the experiences and perspectives of nurses participating as mentors in two separate offerings of the program delivered between 2019 and 2021. Method: A two-phase concurrent mixed methods evaluation utilized data from pre- and post online surveys and post program meetings. Quantitative items underwent descriptive analyses. Thematic analysis of free-text responses and comments was conducted independently by two researchers. Mentors voluntarily provided self-report data and were informed that data is routinely collected to support continuous quality improvement processes for all programs. An Information Sheet informed mentors of data usage, confidentiality, and options to withdraw without penalty from the program at any time. Results: Seventy-nine mentors were recruited to support two groups of nurses (N = 111). Mentor self-rated overall satisfaction with program participation was 86.67% (very or extremely satisfied). Mentors described being "witness to mentee growth," "having facilitated access to learning" and receiving "unexpected benefits" including personal and professional growth and enhanced enthusiasm for their role in PHC. Conclusion: The embedded mentoring reported in this article combined a focus on skills acquisition and professional identity with the provision of a range of resources and support activities. Background: Like many countries where voluntary assisted dying (VAD) is legal, eligible doctors in Victoria, Australia, have sole legal authority to provide it. Doctors' attitudes towards legalised VAD have direct bearing on their willingness to participate in VAD and consequently, on whether permissive laws can effectively facilitate access to VAD. The study aimed to explore how some Victorian doctors are perceiving and experiencing the provision of legalised VAD under a recently commenced law. Methods: Semi-structured interviews with 25 Victorian doctors with no in-principle objection to legalised VAD were conducted between July 2019-February 2020. Interviews were recorded, transcribed, and analysed using thematic analysis. Ethical approval from the relevant institution was obtained. Results: Doctors perceive or experience VAD to fundamentally challenge traditional medical practice. Barriers to access to VAD derive from applicant, communication, and doctor-related factors. With the advent of environmental 'governance by commission', associated with evidence-based policy and market mechanisms, there is a need to (re)imagine Australia's nature politics. I identify two distinct domains of nature politics - one associated with distribution of goods produced in nature, and another concerned with constituting nature itself. The paper offers two analytically distinct readings of a tender bids hearing to select a contractor to assemble a diagnostic design for a government funded project of river rehabilitation. The tool that enables these incommensurable accounts is a purposefully crafted ethnographic story of the hearing. These dual readings engage alternative framings in order to see alternative political domains. The first reading mobilises an orthodox relativising framing to show a familiar politics evident in the competition for the contract; a politics over the distribution of goods produced from nature. This can be read as a politics over valuing nature. The second reading, proposing an alternative nature politics that should be understood as sitting alongside, utilises an alternative analytic framing. It offers a reading of the tender bids hearing as a politics contesting the form of the entities that should order Australian nature. In concluding I propose that the juxtaposed alternative readings, analyses made with disparate explicit metaphysical commitments, which reveal separate but connected political domains, constitute a politics of imagination, and ask how to configure the analyst who can engage such a politics? Objective: To assess depression literacy, help-seeking and help-offering to others in members of the police force in the state of Victoria, Australia. Methods: All staff in police stations involved in a cluster randomised controlled trial of an integrated workplace mental health intervention were invited to participate. Survey questions covered sociodemographic and employment information, recognition of depression in a vignette, stigma, treatment beliefs, willingness to assist co-workers with mental health problems, help-giving and help-seeking behaviours, and intentions to seek help. Using the baseline dataset associated with the trial, the paper presents a descriptive analysis of mental health literacy and helping behaviours, comparing police station leaders and lower ranks. Results: Respondents were 806 staff, comprising 618 lower-ranked staff and 188 leaders. Almost 84% of respondents were able to correctly label the problem described in the vignette. Among those who had helped someone with a mental health problem, both lower ranks and leaders most commonly reported ‘talking to the person’ although leaders were more likely to facilitate professional help. Leaders’ willingness to assist the person and confidence in doing so was very high, and over 80% of leaders appropriately rated police psychologists, general practitioners, psychologists, talking to a peer and contacting welfare as helpful. However, among both leaders and lower ranks with mental health problems, the proportion of those unlikely to seek professional help was greater than those who were likely to seek it. Conclusion: Knowledge about evidence-based interventions for depression was lower in this police sample than surveys in the general population, pointing to the need for education and training to improve mental health literacy. Such education should also aim to overcome barriers to professional help-seeking. Building a "respectable nation" from a penal colony meant prostitution created regulatory dilemmas in nineteenth-century Australia. This article traces regulations deployed in the state of Victoria since then to define and control women, buildings, and districts associated with prostitution. It argues that approaches of formal condemnation and tacit approval were adopted and increasingly framed around public health and land use zoning. Spatial planning now underpins prostitution control: efforts to legitimize and contain the sex industry have, however, failed to prevent the proliferation of euphemistic "massage parlors." We argue that despite shifts in rationales, zoning and prostitution regulations maintain stereotypical binaries of "Damned Whores" and "God's Police." [ABSTRACT FROM AUTHOR]

Family violence is a serious public health issue with significant health consequences for women and children. Enhanced Maternal and Child Health nurses (EMCH) in Victoria, Australia, work with women experiencing family violence; however, scholarly examination of the clinical work of nurses has not occurred. This qualitative study explored how EMCH nurses work with women experiencing abuse, describing the personal and professional challenges for nurses undertaking family violence work. Twenty-five nurses participated in semi-structured interviews. Using interpretive description methodology has enabled an insight into nurses' family violence work. Threads of practice identified included (1) Validating/Reframing; (2) Non-judgmental support/Safeguarding and (3) Following/Leading. The nurses highlighted the diversity of experience for women experiencing abuse and nurses' roles in family violence nurse practice. The research contributes to understanding how EMCH nurses traverse threads of practice to support women experiencing family violence. [ABSTRACT FROM AUTHOR]

Objectives: This paper reviews the use of clinical indicators in a consultation–liaison (C–L) service over a 12-month period at the Royal Melbourne Hospital, Melbourne, Australia. Method: Clinical indicators and C–L data were collected during the 1999 calendar year. A review of the process was conducted during and after completion of the 12-month period. Results: The system was found to be practical and useful. The use of clinical indicators led to the identification of problems and stimulated effective interventions. The use of the clinical indicators was associated with improvement in communication between C–L staff, parent units and practitioners providing follow-up. Conclusions: The implementation of a database and clinical indicators was a useful addition to the C–L service. The use of clinical indicators was effective in improving clinical performance. Objective: The Australian Federal government introduced new COVID-19-Psychiatrist-Medicare-Benefits-Schedule (MBS) telehealth-items to assist with providing private specialist care. We investigate private psychiatrists' uptake of telehealth, and face-to-face consultations for April–September 2020 for the state of Victoria, which experienced two consecutive waves of COVID-19. We compare these to the same 6 months in 2019. Method: MBS-item-consultation data were extracted for video, telephone and face-to-face consultations with a psychiatrist for April–September 2020 and compared to face-to-face consultations in the same period of 2019 Victoria-wide, and for all of Australia. Results: Total Victorian psychiatry consultations (telehealth and face-to-face) rose by 19% in April–September 2020 compared to 2019, with telehealth comprising 73% of this total. Victoria's increase in total psychiatry consultations was 5% higher than the all-Australian increase. Face-to-face consultations in April–September 2020 were only 46% of the comparative 2019 consultations. Consultations of less than 15 min duration (87% telephone and 13% video) tripled in April–September 2020, compared to the same period last year. Video consultations comprised 41% of total telehealth provision: these were used mainly for new patient assessments and longer consultations. Conclusions: During the pandemic, Victorian private psychiatrists used COVID-19-MBS-telehealth-items to substantially increase the number of total patient care consultations for 2020 compared to 2019. Objective: The shortage of addiction psychiatrists in Australia results in poor access to specialist care. This is most evident in rural Australia, a population experiencing significant issues related to drugs, alcohol and mental illness. This problem is exacerbated by the lack of addiction psychiatry training in rural Australia. Purposeful and well-coordinated educational opportunities for health professionals in rural settings can assist in recruitment and retention. This report will describe the establishment of an addiction psychiatry training programme in regional Victoria.Conclusion: Rural addiction psychiatry training programmes that ensure trainees meet the competencies required of an addiction psychiatrist can be established. Key components in establishing programmes are: collaboration between a breadth of local services; provision of quality supervision; support of the Royal Australian and New Zealand College of Psychiatrists (RANZCP), senior psychiatrists and managers; provision of assistance to trainees and their families; and appropriate selection of trainees. Across Australia, patron banning measures address alcohol-related behavioral issues in entertainment districts. This article compares the legislative framing of Victoria's licensee barring order policy with the experiences of recipients. The rationale and operational expectations for licensee barring are examined in relation to key themes which emerged during parliamentary debates of the legislation, and contrasted with the reported experiences of recipients. The findings point to a disconnect between the expected and actual operation of licensee barring, an absence of oversight, and a tangible risk of misuse. Barring orders extend to ordinary citizens a unique police-enforceable power to punish, yet licensees currently act without scrutiny or accountability. A review of barring policy is recommended to ensure a robust process for effective monitoring, meaningful consequences for the misuse of barring powers, and deeper consideration of the attendant risks to due process and procedural justice of the civilianisation of punishment. Post-discharge phone calls are a widely used yet suboptimal method of ascertaining recovery of day surgery patients. We compared the efficiency of an automated electronic system of follow-up, the Day Care Anaesthesia Outcomes Recording Registry (DayCOR), and a telephone call system that was standard practice in our non-profit private healthcare organisation in Victoria, Australia. We also surveyed a group of clinicians to assess their acceptance of DayCOR compared with the telephone call system. DayCOR is a web-based system which collects, alerts, manages and analyses patient-reported outcomes. Patients may opt in to respond to a 15-question survey via a link sent by text message or email. DayCOR's patient response rate was 77.5%, compared with 66.0% for the telephone call system. Both systems collected data on clinical, process, and experience outcomes. Completeness of data collection was 100% using DayCOR compared with 51%-61.4% of data items using the telephone call system. We estimated that replacing our telephone call system with DayCOR to follow up 60,000 day surgery patients a year would represent an annual cost reduction of AUD $101,345 (53%) using manual demographic data entry, and AUD$142,745 (74%) if DayCOR was integrated with the institution's existing administrative software. Seventy-eight percent of day surgery nurses and 94% of anaesthetists preferred DayCOR to the telephone call system. All anaesthetists surveyed stated that DayCOR provided more valuable feedback, and almost one-fifth had changed their clinical practice as a result. DayCOR's efficiency and acceptability will allow more effective collection of post-discharge patient outcomes than is currently possible in our institution, and will support interventional studies aimed at improving quality of recovery of day surgery patients. Background. Primary care waiting rooms can be sites of health promotion and health literacy development through the provision of readily accessible health information. To date, few studies have considered patient engagement with televised health messages in the waiting room, nor have studies investigated whether patients ask their clinicians about this information. The aim of this study was therefore to examine patient (or accompanying person) and clinician engagement with waiting room health information, including televised health messages. Design and methods. The mixed methods case study was undertaken in a regional general practice in Victoria, Australia, utilising patient questionnaires, waiting room observations, and clinician logbooks and interviews. The qualitative data were analysed by content analysis; the questionnaire data were analysed using descriptive statistics. Results. Patients engaged with a range of health information in the waiting room and reportedly received health messages from this information. 44% of the questionnaire respondents (33 of 74) reported watching the television health program, and half of these reported receiving a take home health message from this source. Only one of the clinicians (N=9) recalled a patient asking about the televised health program. Conclusions. The general practice waiting room remains a site where people engage with the available health information, with a televised health 'infotainment' program receiving most attention from patients. Our study showed that consumption of health information was primarily passive and tended not to activate patient discussions with clinicians. Introduction This study investigated whether occupational therapy students’ emotional intelligence and personality traits are predictive of their teamwork skills. Method 114 second and third year undergraduate occupational therapy students (86.6% response rate) completed the Genos Emotional Intelligence Inventory, the Ten-Item Personality Inventory, and the Team Skills Scale. Linear regressions were completed with the Team Skills Scale domains being the dependent variables and the Genos Emotional Intelligence Inventory and Ten-Item Personality Inventory factors being the independent variables. Results Regression analysis results revealed that the Genos Emotional Intelligence Inventory subscales of emotional reasoning and emotional management of others were significant predictors of students’ teamwork skills. Emotional reasoning accounted for 8.3% of the unique variance of the team skills variable (p = .001) and emotional management of others contributed 2.4% of the unique variance (p = .05). The personality traits of extraversion and emotional stability were also found to be significant predictors of students’ teamwork skills, accounting for 7.6% (p = .002) and 3.6% (p = .033) respectively of unique variance of the team skills variable. Conclusion Components of occupational therapy students’ emotional intelligence and specific personality traits were found to be significant predictors of their team skills. Choices in care during the end stages of life are limited by the lack of resources and access for rural people. Nursing advocacy based on the holistic understanding of people and their rural communities may increase the opportunity for choice and improve the quality of care for people living and dying at home. Pragmatism and nurse agency theory were used for a practical exploration of how district nurses successfully advocate for rural Australian end-of-life goals to begin the development of a practice model. In two stages of data collection, rural district nurse informants (N = 7) were given the opportunity to reflect on successful advocacy and to write about their experiences before undertaking further in-depth exploration in interviews. They defined successful advocacy as “caring” that empowers people in the “big and small” personal goals important for quality of life. The concepts described that enable successful advocacy were organized into a network with three main themes of “willing” investment in holistic person-centered care, “knowing” people and resources, and feeling “supported.” The thematic network description provides deep insight into the emotional skill and moral agency involved in successful end-of-life nurse advocacy and can be used as a sound basis for modeling and testing in future research. The article discusses the perspectives and revisions of the New Mental Health Act 2014 (MHA) of Victoria. Included in the perspectives and revisions discussed are the promotion of collaborative decision making, new conditions for the management of involuntary treatment, and the role of the Mental Health Tribunal in the protection of consumers' rights. Also discussed are consumer rights involving restrictive interventions and the right of a consumer to communicate.

Rationale Urgent treatment of acute stroke in rural Australia is problematic partly because of limited access to medical specialists. Utilization of telemedicine could improve delivery of acute stroke treatments in rural communities. Aim The study aims to demonstrate enhanced clinical decision making for use of thrombolysis within 4·5 h of ischemic stroke symptom onset in a rural setting using a telemedicine specialist support model. Design A formative program evaluation research design was used. The Victorian Stroke Telemedicine program was developed and will be evaluated over five stages to ensure successful implementation. The phases include: (a) preimplementation phase to establish the Victorian Stroke Telemedicine program including the clinical pathway, data collection tools, and technology processes; (b) pilot clinical application phase to test the pathway in up to 10 patients; (c) modification phase to refine the program; (d) full clinical implementation phase where the program is maintained for one-year; and (e) a sustainability phase to assess project outcomes over five-years. Qualitative (clinician interviews) and quantitative data (patient, clinician, costs, and technology processes) are collected in each phase. Study outcomes The primary outcome is to achieve a minimum 10% absolute increase in eligible patients treated with thrombolysis. Secondary outcomes are utilization of the telestroke pathway and improvements in processes of stroke care (e.g., time to brain scan). We will report door to telemedicine consultation time, length of telemedicine consultation, clinical utility and acceptability from the perspective of clinicians, and 90-day patient outcomes. Although a number of factors have been examined in relation to their effect on the prevalence and characteristics of police use of force, studies examining whether the person appeared to be mentally ill during the incident are lacking. Police recorded that 306 (7.2%) of the 4,267 people on whom they used force in Victoria, Australia, between 1995 and 2008 appeared to have a mental disorder. This group was more likely to threaten or use weapons on police and to have weapons used or threatened against them by police, as compared to those not deemed by police to be mentally disordered. Increased emphasis on communication and verbal deescalation tactics during police training and practice as well as proactive broader system-level changes should be implemented between police and mental health services to enable more effective management of these incidents to reduce the need to resort to increased use of force to resolve them. A distinctive feature of suburban development in Melbourne, Australia, from the late 1920s was the fully serviced cul-de-sac subdivision in which houses, gardens, streetscape, and infrastructure were conceived as a planned entity. The typology can be linked to the Californian bungalow court concept, transmitted via professional journals, trade magazines, and study tours. While the standard American model evolved toward denser clusters of urban apartment buildings, the Melbourne paradigm remained resolutely suburban. The first planned estates in the 1920s featured detached, middle-class houses fronting handsome public streets. Later developments were less bespoke and connect to the rapid expansion of the cul-de-sac form in postwar suburban housing estates. We present findings from a study of sex workers recruited in indoor licensed premises in Victoria. While the study addressed regulation, enforcement and working conditions, we focus on the value of flexible well-paid work for two particular groups of female workers (parents and students). We link this issue of flexibility to broader gendered employment conditions in Australia, arguing the lack of comparable employment is crucial to understanding worker decisions about sex work. Debates and regulation focus on gendered inequalities related to heterosexuality much more than they recognize gendered inequalities related to labour market conditions. The focus on criminalization, harm, exploitation and stigma obscures the centrality of work flexibility and conditions to women's decision-making. The Fosterville Gold mine is located approximately 20 km to the East of Bendigo in central Victoria. The gold at Fosterville occurs as solid solution within disseminated arsenopyrite and pyrite. The Fosterville ore bodies contain various amounts of native carbon in the form of bituminous coal. This carbon (non-carbonate carbon or NCC) has been the predominant mechanism for gold loss from the processing facility through 'preg-robbing'. Processing of the Fosterville ore is achieved initially through crushing, grinding and flotation to extract the sulphides. The sulphide concentrate is oxidised using bacterial oxidation, before being leached in a conventional CIL circuit. A high portion of the native carbon (NCC) in the mine ore is naturally hydrophobic in nature, and subsequently reports to the flotation concentrate stream, and ultimately onto the CIL circuit. This NCC has a notable preg-robbing ability. Treatment of black shale ores, which have elevated NCC levels, has historically resulted in CIL recoveries as low as 35%, with around 60-80% of the gold loss from the leach circuit attributed to preg-robbing. Standard technologies for the dealing with a carbonaceous leach feed have been trialled with limited success. The discovery of the significance of heat on leach recoveries, triggered extensive testwork on a range of leach feed and tails samples. Pilot plant testing demonstrated that 'heated leaching' of the CIL tails was the best process with an average recovery increase of 7·5% being achieved. Following a successful pilot study, an engineering feasibility study was completed by Minerva Engineering, and the project economics determined. With strong recovery gains evident and a predicted project payback of 1-1·5 years, approval for the installation of the full scale plant was granted. Detailed design commenced in September 2008 with installation commencing in January 2009. The circuit was successfully commissioned in April 2009. Following commissioning, the heated leach circuit has achieved recovery gains of 4-14%, and has proven itself to be a significant contributor to the overall plant performance. [ABSTRACT FROM AUTHOR]

Human perception responds primarily to sound character rather than sound level. Wind farms are unique sound sources and exhibit special audible and inaudible characteristics that can be described as modulating sound or as a tonal complex. Wind farm compliance measures based on a specified noise number alone will fail to address problems with noise nuisance. The character of wind farm sound, noise emissions from wind farms, noise prediction at residences, and systemic failures in assessment processes are examined. Human perception of wind farm sound is compared with noise assessment measures and complaint histories. The adverse effects on health of persons susceptible to noise from wind farms are examined and a hypothesis, the concept of heightened noise zones (pressure variations), as a marker for cause and effect is advanced. A sound level of LAeq 32 dB outside a residence and above an individual’s threshold of hearing inside the home are identified as markers for serious adverse health effects affecting susceptible individuals. Debates about women’s participation, representation, and leadership in trade unions frequently focus on the role of separate organizing. This article examines the historical use of separate organizing by women and its effect in an Australian state peak union, the Victorian Trades Hall Council (THC). Adoption of different forms of separate organizing in the 1910s, in particular autonomous organizing through women-only unions, transformed the gender profile of the THC. A subsequent shift in union strategy to support for industrial unionism led to union amalgamations, which saw the absorption of most of the women’s unions by the 1920s. The key issue is the degree to which this separate organizing campaign had an ongoing influence through the interwar years. In particular, the article looks at the experiences of the 1910s generation of women activists, the impact of amalgamation for the women’s THC profile, the community they formed, and some of the issues they debated in the THC. The 1920s and 1930s saw a steady decline in women’s representation and fading influence in the THC, as a result of a lack of sustained support for separate organizing by the THC and contradictory attitudes among its affiliates. The performance of condoms in actual use has been poorly researched in the past, especially in comparing condoms that met different quality control standards as indicated by laboratory testing. The present study used a double-blind crossover design to compare the performance of 2 types of condoms in actual use; one that met the Australian and International Organization for Standardization (ISO) standards for condom quality and one that met the more stringent Swiss Quality Seal requirements. Ninety-two men recruited from Metropolitan Melbourne completed a self-report diary sheet after each condom was used which assessed the performance of the condom and the conditions under which it was used. From a total of 1917 condom uses, there was an overall breakage risk of 2.7%. The breakage risk ratio (Australian/ISO:Swiss) for all types of use was 1.16 (95% confidence interval 0.68-1.99). When subanalyses by method of entry were performed, the condoms meeting the Swiss standard appeared to fare better than the Australian/ ISO standards for anal sex (RR = 4.84, 95% CI 1.07-21.8, P = 0.022), while the opposite was the case for vaginal sex (RR = 0.74, 95% CI 0.35-1.53, P = 0.41). The result for anal use was statistically significant at the 5% level, despite being based on fewer condom trials than that for vaginal use, but this result needs to be replicated. Although the participants appeared representative of the general male population in Melbourne in the age bracket 18-46 years, there was a significant history of condom usage reported.
