While the understanding and modelling of relative sea level rise (SLR) due to ocean density and mass changes have greatly improved over the past few decades, SLR contributions due to vertical ground motions (VGMs) remain a major source of uncertainty. Here, VGMs relate to ground motions that have imprints of a few kilometers, as opposed to broad scale land motion such as Glacial Isostatic Adjustment (GIA). VGMs are caused by processes such as natural resource extraction or the load of anthropogenic infrastructure on recent sediment deposits or natural processes (e.g. sismotectonics, volcanism, landslide), all of which vary in space and time, and can strongly inflate SLR locally.Here, we present a pan-European analysis of relative sea-level changes in Europe considering VGMs based on trends retrieved from the European Ground Motion Service (EGMS). EGMS allows identifying hot spots of robust subsidence along the European coastline such as the north Adriatic coast in Italy, areas such as Palavas (France), Groningen (Netherlands) and many coastal infrastructures such as dikes in La Rochelle (France) where subsidence was not documented earlier. Hence the service delineates where subsidence can have a significant impact to relative sea-level changes in coastal areas. This satisfies a major need from coastal adaptation stakeholders concerned with SLR. EGMS results are complemented and compared with VGMs estimates from permanent Global Navigation Satellite System (GNSS) network stations. The precision of the measurements is discussed: VGMs from GNSS stations derived from 4 different solutions (ULR, NGL, JPL and GFZ) allow accounting for uncertainty in trends estimation techniques. We estimate VGMs residual trends after removing the effect of the GIA from geophysical modelling, but also the effect of contemporary mass redistribution on solid Earth deformation. The results from both GNSS and EGMS suggest that the precision of ground motion velocities can be in the order of a millimetre per year.Overall, these estimates and their uncertainty can be used to produce a new coastal pan-European relative sea-level set of projections that respond to one major user need, namely the identification of areas where sea level rise is amplified by subsidence. However two other user needs remain unachieved: the local attribution of observed sea-level changes to components with a submillimetric per year accuracy and a quantified projection of subsidence, which would at least require subsidence models.

Including sea-level rise (SLR) projections in planning and implementing coastal adaptation is crucial. Here we analyze the first global survey on the use of SLR projections for 2050 and 2100. Two-hundred and fifty-three coastal practitioners engaged in adaptation/planning from 49 countries provided complete answers to the survey which was distributed in nine languages – Arabic, Chinese, English, French, Hebrew, Japanese, Korean, Portuguese and Spanish. While recognition of the threat of SLR is almost universal, only 72% of respondents currently utilize SLR projections. Generally, developing countries have lower levels of utilization. There is no global standard in the use of SLR projections: for locations using a standard data structure, 53% are planning using a single projection, while the remainder are using multiple projections, with 13% considering a low-probability high-end scenario. Countries with histories of adaptation and consistent national support show greater assimilation of SLR projections into adaptation decisions. This research provides new insights about current planning practices and can inform important ongoing efforts on the application of the science that is essential to the promotion of effective adaptation.

Natural World Heritage Sites (NWHS), which are of Outstanding Universal Value, are increasingly threatened by natural and anthropogenic pressures. This is especially true for coastal NWHS, which are additionally subject to erosion and flooding. This study assesses shoreline change from 1984 to 2016 within the boundaries of 67 designated sites, providing a first global consistent assessment of its drivers. It develops a transferable methodology utilising new satellite-derived global shoreline datasets, which are classified based on linearity of change against time and compared with global datasets of geomorphology (topography, land cover, coastal type, and lithology), climate variability and sea-level change. Significant shoreline change is observed on 14% of 52 coastal NWHS shorelines that show the largest recessional and accretive trends (means of -3.4 m yr-1 and 3.5 m yr-1, respectively). These rapid shoreline changes are found in low-lying shorelines (< 1 m elevation) composed of unconsolidated sediments in vegetated tidal coastal systems (means of -7.7 m yr-1 and 12.5 m yr-1), and vegetated tidal deltas at the mouth of large river systems (means of -6.9 and 11 m yr-1). Extreme shoreline changes occur as a result of redistribution of sediment driven by a combination of geomorphological conditions with (1) specific natural coastal morphodynamics such as opening of inlets (e.g. Río Plátano Biosphere Reserve) or gradients of alongshore sediment transport (e.g. Namib Sea) and (2) direct or indirect human interferences with natural coastal processes such as sand nourishment (e.g. Wadden Sea) and damming of river sediments upstream of a delta (e.g. Danube Delta). The most stable soft coasts are associated with the protection of coral reef ecosystems (e.g. Great Barrier Reef) which may be degraded/destroyed by climate change or human stress in the future. A positive correlation between shoreline retreat and local relative sea-level change was apparent in the Wadden Sea. However, globally, the effects of contemporary sea-level rise are not apparent for coastal NWHS, but it is a major concern for the future reinforcing the shoreline dynamics already being observed due to other drivers. Hence, future assessments of shoreline change need to account of other drivers of coastal change in addition to sea-level rise projections. In conclusion, extreme multi-decadal linear shoreline trends occur in coastal NWHS and are driven primarily by sediment redistribution. Future exacerbation of these trends may affect heritage values and coastal communities. Thus shoreline change should be considered in future management plans where necessary. This approach provides a consistent method to assess NWHS which can be repeated and help steer future management of these important sites.

In the UK, coastal flooding and erosion are two of the primary climate-related hazards to communities, businesses, and infrastructure. To better address the ramifications of those hazards, now and into the future, the UK needs to transform its scattered, fragmented coastal data resources into a systematic, integrated, quality-controlled, openly accessible data portal. Such a portal would support analyses of coastal risk and resilience by hosting, in addition to data layers for coastal flooding and erosion, a diverse array of spatial datasets for building footprints, infrastructure networks, land use, population, and various socio-economic measures and indicators derived from survey and census data. Rather than prescribe user engagement, the portal would facilitate novel combinations of spatial data layers in order to yield scientifically, societally, and economically beneficial insights into UK coastal systems.

Coastal floods, driven by extreme sea levels, are one of the most dangerous natural hazards. The people at highest risk are those living in low-lying coastal areas exposed to tropical-cyclone-forced storm surges. Here we apply a novel modelling framework to estimate past and/or present and future storm-surge-level and extreme-sea-level probabilities along the coastlines of southern China, Vietnam, Cambodia, Thailand, and Malaysia. A regional hydrodynamic model is configured to simulate 10 000 years of synthetic tropical cyclone activity, representative of a past/present (1980–2017) and high-emission-scenario future (2015–2050) period. Results show that extreme storm surges, and therefore total water levels, will increase substantially in the coming decades, driven by an increase in the frequency of intense tropical cyclones. Storm surges along the southern Chinese and northern and southern Vietnamese coastlines increase by up to 1 m, significantly larger than expected changes in mean sea-level rise over the same period. The length of coastline that is presently exposed to storm surge levels of 2.5 m or greater will more than double by 2050. Sections of Cambodian, Thai, and Malaysian coastlines are projected to experience storm surges (at higher return periods) in the future, not previously seen, due to a southward shift in tropical cyclone tracks. Given these findings, coastal flood management and adaptation in these areas should be reviewed for their resilience against future extreme sea levels.

Sandy coastlines adjacent to tidal inlets are highly dynamic and widespread landforms, where large changes are expected due to climatic and anthropogenic influences. To adequately assess these important changes, both oceanic (e.g., sea-level rise) and terrestrial (e.g., fluvial sediment supply) processes that govern the local sediment budget must be considered. Here, we present novel projections of shoreline change adjacent to 41 tidal inlets around the world, using a probabilistic, reduced complexity, system-based model that considers catchment-estuary-coastal systems in a holistic way. Under the RCP 8.5 scenario, retreat dominates (90% of cases) over the twenty-first century, with projections exceeding 100 m of retreat in two-thirds of cases. However, the remaining systems are projected to accrete under the same scenario, reflecting fluvial influence. This diverse range of response compared to earlier methods implies that erosion hazards at inlet-interrupted coasts have been inadequately characterised to date. The methods used here need to be applied widely to support evidence-based coastal adaptation.

The international community has committed to achieve 169 Sustainable Development Goal (SDG) targets by 2030 and to enhance climate adaptation under the Paris Agreement. Despite the potential for synergies, aligning SDG and climate adaptation efforts is inhibited by an inadequate understanding of the complex relationship between SDG targets and adaptation to impacts of climate change. Here we propose a framework to conceptualise how ecosystems and socio-economic sectors mediate this relationship, which provides a more nuanced understanding of the impacts of climate change on all 169 SDG targets. Global application of the framework reveals that adaptation of wetlands, rivers, cropland, construction, water, electricity, and housing in the most vulnerable countries is required to safeguard achievement of 68% of SDG targets from near-term climate risk by 2030. We discuss how our framework can help align National Adaptation Plans with SDG targets, thus ensuring that adaptation advances, rather than detracts from, sustainable development.

The occupied Palestinian territories of West Bank and Gaza Strip are currently experiencing many challenges in the provision of infrastructure services for their inhabitants. This includes an undersupply of infrastructure services across multiple sectors - an issue exacerbated by population growth, increasing urbanisation, economic growth and climate change. We address this challenge by providing a systems-based assessment of Palestine's infrastructure requirements and identifying broad strategies for how those needs might be met. This assessment involved four key components including: 1) defining and assessing the current system and planned infrastructure investments; 2) assessing potential future demand for infrastructure services; 3) identifying alternative strategies for future infrastructure provision beyond planned investments; and 4) analysing the performance of each strategy against a series of key performance indicators. Results from the assessment highlight the magnitude of the current and future need for urgent infrastructure investment in Palestine. The most immediate need is to alleviate the water crises in Gaza Strip, which will require at least twice as much water infrastructure investment over the coming decade than is currently in the pipeline, even if the goal is only to achieve the most basic World Health Organisation water availability requirements. To move beyond this protracted state of crises will then require a doubling of investments across all sectors to bring Palestine up to the standards of services already enjoyed by its neighbours. Such investments can have even greater impact on delivery of infrastructure services through the strategic use of interdependencies between infrastructure sectors, such as water re-use and energy-from-waste. In the pursuit of global sustainable development, the systems-based approach presented here provides an important first step in the assessment of infrastructure needs and opportunities for any country. It is particularly important for states like Palestine where key resources, such as water and energy, are so acutely constrained.

The United Nations Sustainable Development Goals (SDGs) and their corresponding targets are significantly interconnected, with many interactions, synergies and trade-offs between individual goals across multiple temporal and spatial scales. We propose a framework for the Integrated Assessment Modelling (IAM) of a complex deltaic socio-ecological system in order to analyse such SDG interactions. We focus on the Sundarbans Biosphere Reserve (SBR), India within the Ganges-Brahmaputra-Meghna Delta. It is densely populated with 4.4 million people (2011), high levels of poverty and a strong dependence on rural livelihoods. It is only 50 km from the growing megacity of Kolkata (about 15 million people in 2020). The area also includes the Indian portion of the world’s largest mangrove forest – the Sundarbans – hosting the iconic Bengal Tiger. Like all deltaic systems, this area is subject to multiple drivers of environmental change operating across different scales. The IAM framework is designed to investigate current and future trends in socio-environmental change and explore associated policy impacts, considering a broad range of sub-thematic SDG indicators. Integration is achieved through the soft coupling of multiple sub-models, knowledge and data of relevant environmental and socio-economic processes. The following elements are explicitly considered: (1) agriculture; (2) aquaculture; (3) mangroves; (4) fisheries; and (5) multidimensional poverty. Key questions that can be addressed include the implications of changing monsoon patterns, trade-offs between agriculture and aquaculture, or the future of the Sundarbans mangroves under sea-level rise and different management strategies, including trade-offs with land use to the north. The novel high-resolution analysis of SDG interactions allowed by the IAM will provide stakeholders and policy makers the opportunity to prioritize and explore the SDG targets that are most relevant to the SBR and provide a foundation for further integrated analysis.

The Sundarbans Biosphere Reserve is situated near Kolkata in the western part of the Ganges-Brahmaputra Delta. The Sundarbans mangroves together with the areas in Bangladesh are the world’s largest mangrove forest and home to the iconic Royal Bengal Tiger. It is a Ramsar and World Heritage site. Over the last 20 years the mangroves have retreated from 10 to 50 m/yr along the open coast with the loss of 145 km2 area of the biosphere reserve , 40% of which constitute the mangrove forest. This erosion reflects a response to waves in the Bay of Bengaland relative sea-level rise of about 5 mm/yr since 1948 which increased further during the last decade. In percentage terms this observed forest land loss is manageable. However, it will continue and almost certainly accelerate with sea-level rise. As well as open coast erosion, inundation will also occur within the mangroves. Hence over many decades,Sundarbans mangroves will be progressively degraded endangering their iconic species. We are using these observed data and the Sea Level Affecting Marshes Model (SLAMM)to explore possible trajectories of the Sundarbans evolution under different sea-level rise scenarios and management interventions. The areas to the north are densely populated and increasingly influenced by the expansion of Kolkata. Discussions with stakeholders suggest a managed retreat does not seem feasible or practical due to the large displaced populations.The paper will discuss theinter linkages of the slow onset hazard in a sinking and shrinking delta to explore pathways to achieve sustainable outcomes in south Asian deltas.

Deltas occupy only 1% of global land surface area, but contain 7% of the global human population (ca. 500 million). The influence of changing and interacting climates, demography, economy, land use and coastal/catchment management on deltaic social-ecological systems is complex and little understood. We apply a new and innovative integrated assessment model: The Delta Dynamic Integrated Emulator Model (ΔDIEM) to coastal Bangladesh to explore a range of plausible future scenarios and quantify the sensitivities of selected environmental and socio-economic outcomes to key external and internal drivers. ΔDIEM is a tightly coupled integrated assessment platform considering climate and environmental change, demographic changes, economic changes, household decision making and governance, and designed to support the delta planning in Bangladesh. ΔDIEM allows the testing of a large number of water-based structural and policy interventions within a robust scenario framework, as well as quantify different development trajectories and their trade-offs. In this sensitivity analysis, we quantified the impact of (i) climate (precipitation, temperature and runoff), (ii) relative sea-level rise, (iii) cyclone frequency, (iv) embankment maintenance, (v) population size, (vi) economic changes at household level such as selling price of crops, cost of food, etc., (vii) land cover, and (viii) farming practices on trajectories of inundated area, soil salinity, rice productivity, poverty, income inequality and GDP/capita, assuming two contrasting scenarios in a more Positive and a more Negative World. Trajectories of these plausible futures showed a clear separation and the long-term trends are greatly influenced by the combinations of scenario assumptions. Our systemic results indicate a diverse potential set of futures for coastal Bangladesh, where good governance and adaptation could effectively mitigate the threat of sea-level rise-induced catastrophic inundation and other adverse impacts of the changing climate. However, societal inequality requires special attention otherwise climate-sensitive population groups may be left behind.

In coastal regions, floods can arise through a combination of multiple drivers, including direct surface run- off, river discharge, storm surge and waves. In this study, we analyse compound flood potential in Europe caused by these four main flooding sources using state-of-the-art databases with homogenous forcing (i.e., ERA5). First, we perform an analysis to assess the sensitivity of the compound flooding potential to several factors: 1) sampling method; 2) time window to select the concurrent event of the conditioned driver; 3) dependence metrics; 4) wave-driven sea level definition. We observe higher correlation coefficients using annual maxima than peaks over threshold. Regarding the other factors, our results show similar spatial distributions of the compound flooding potential. Second, the dependence between the pairs of drivers using the Kendall's rank correlation coefficient and the joint occurrence are synthesized for coherent patterns of compound flooding potential using a clustering technique. This quantitative multi-driver assessment not only distinguishes where overall compound flooding potential is the highest, but also discriminates which driver combinations are more likely to contribute to compound flooding. We identify hotspots of compound flooding potential located along the southern coast of the North Atlantic Ocean and the northern coast of the Mediterranean Sea.

Coastal impacts of climate change and the related mitigation and adaptation needs requires assessments of future sea-level changes. Following a common practice in coastal engineering, probabilistic sea-level projections have been proposed for at least 20 years. This requires a probability model to represent the uncertainties of future sea-level rise, which is not achievable because potential ice sheets mass losses remain poorly understood given the knowledge available today. Here, we apply the principles of extra-probabilistic theories of uncertainties to generate global and regional sea-level projections based on uncertain components. This approach assigns an imprecision to a probabilistic measure, in order to quantify lack of knowledge pertaining to probabilistic projections. This can serve to understand, analyze and communicate uncertainties due to the coexistence of different processes contributing to future sea-level rise, including ice-sheets. We show that the knowledge gained since the 5th Assessment report of the IPCC allows better quantification of how global and regional sea-level rise uncertainties can be reduced with lower greenhouse gas emissions. Furthermore, Europe and Northern America are among those profiting most from a policy limiting climate change to RCP 2.6 versus RCP 4.5 in terms of reducing uncertainties of sea-level rise.

Yet achievement of the SDGs is already threatened by climate-change impacts. Here we show that further adaptation this decade is urgently required to safeguard 68% of SDG targets against acute and chronic threats from climate change. We analyse how the relationship between SDG targets and climate-change impacts is mediated by ecosystems and socio-economic sectors, which provides a framework for targeting adaptation. Adaptation of wetlands, rivers, cropland, construction, water, electricity and housing in the most vulnerable countries should be a global priority to safeguard sustainable development by 2030. We have applied our systems framework at the national scale in Saint Lucia and Ghana, which is helping to align National Adaptation Plans with the SDGs, thus ensuring that adaptation is contributing to, rather than detracting from, sustainable development.

Adaptation requires planning strategies that consider the combined effect of climatic and non-climatic drivers, which are deeply uncertain. This uncertainty arises from many sources, cascades and accumulates in risk estimates. A prominent trend to incorporate this uncertainty in adaptation planning is through adaptive approaches such as the dynamic adaptive policy pathways (DAPP). We present a quantitative DAPP application for coastal erosion management to increase its utilisation in this field. We adopt an approach in which adaptation objectives and actions have continuous quantitative metrics that evolve over time as conditions change. The approach hinges on an adaptation information system that comprises hazard and impact modelling and systematic monitoring to assess changing risks and adaptation signals in the light of adaptation pathway choices. Using an elaborated case study, we force a shoreline evolution model with waves and storm surges generated by means of stochastic modelling from 2010 to 2100, considering uncertainty in extreme weather events, climate variability and mean sea-level rise. We produce a new type of adaptation pathways map showing a set of 90-year probabilistic trajectories that link changing objectives (e.g., no adaptation, limit risk increase, avoid risk increase) and nourishment placement over time. This DAPP approach could be applied to other domains of climate change adaptation bringing a new perspective in adaptive planning under deep uncertainty. Floods in the Venice city centre result from the superposition of several factors: astronomical tides; seiches; and atmospherically forced fluctuations, which include storm surges, meteotsunamis, and surges caused by atmospheric planetary waves. All these factors can contribute to positive water height anomalies individually and can increase the probability of extreme events when they act constructively. The largest extreme water heights are mostly caused by the storm surges produced by the sirocco winds, leading to a characteristic seasonal cycle, with the largest and most frequent events occurring from November to March. Storm surges can be produced by cyclones whose centres are located either north or south of the Alps. Historically, the most intense events have been produced by cyclogenesis in the western Mediterranean, to the west of the main cyclogenetic area of the Mediterranean region in the Gulf of Genoa. Only a small fraction of the inter-annual variability in extreme water heights is described by fluctuations in the dominant patterns of atmospheric circulation variability over the Euro-Atlantic sector. Therefore, decadal fluctuations in water height extremes remain largely unexplained. In particular, the effect of the 11-year solar cycle does not appear to be steadily present if more than 100 years of observations are considered. The historic increase in the frequency of floods since the mid-19th century is explained by relative mean sea level rise. Analogously, future regional relative mean sea level rise will be the most important driver of increasing duration and intensity of Venice floods through this century, overcompensating for the small projected decrease in marine storminess. The future increase in extreme water heights covers a wide range, largely reflecting the highly uncertain mass contributions to future mean sea level rise from the melting of Antarctica and Greenland ice sheets, especially towards the end of the century. For a high-emission scenario (RCP8.5), the magnitude of 1-in-100-year water height values at the northern Adriatic coast is projected to increase by 26–35 cm by 2050 and by 53–171 cm by 2100 with respect to the present value and is subject to continued increase thereafter. For a moderate-emission scenario (RCP4.5), these values are 12–17 cm by 2050 and 24–56 cm by 2100. Local subsidence (which is not included in these estimates) will further contribute to the future increase in extreme water heights. This analysis shows the need for adaptive long-term planning of coastal defences using flexible solutions that are appropriate across the large range of plausible future water height extremes.

The release of new and updated sea‐level rise (SLR) information, such as from the Intergovernmental Panel on Climate Change (IPCC) Assessment Reports, needs to be better anticipated in coastal risk and adaptation assessments. This requires risk and adaptation assessments to be regularly reviewed and updated as needed, reflecting the new information but retaining useful information from earlier assessments. In this paper, updated guidance on the types of SLR information available is presented, including for sea‐level extremes. An intercomparison of the evolution of the headline projected ranges across all the IPCC reports show an increasefrom the fourth and fifth assessments to the most recent “ Special Report on the Ocean and Cryosphere in a Changing Climate” assessment. IPCC reports have begun to highlight the importance of potential high‐end sea‐level response, mainly reflecting uncertainties in the Greenland/Antarctic ice sheet components, and how this might be considered in scenarios. The methods that are developed here are practical and consider coastal risk assessment, adaptation planning, and long‐term decision‐making to be an ongoing process and ensure that despite the large uncertainties, pragmatic adaptation decisions can be made. It is concluded that new sea‐level information should not be seen as an automatic reason for abandoning existing assessments, but as an opportunity to review (i) the assessment's robustness in the light of new science and (ii) the utility of proactive adaptation and planning strategies, especially over the more uncertain longer term.

Venice is an iconic place and a paradigm of a huge historical and cultural value at risk. The frequency of flooding of the city centre has dramatically increased in recent decades and this threat is expected to continue to grow and even accelerate through this century. This special issue collects three review papers addressing different and complementary aspects of the hazards causing the flooding of Venice: (1) the relative sea level rise, (2) the occurrence of extreme sea levels, and (3) the flood prediction. It emerges that the effect of compound events poses critical challenges to the forecast of floods, particularly from the perspective of effectively operating the new MoSE mobile barriers. Two strands of research are needed in the future. Firstly, there is a need to better understand and reduce the uncertainty on the future evolution of relative sea level and its extremes at Venice. However, uncertainty might not be substantially reduced in the near future, reflecting uncertain anthropogenic emissions and structural model features. Hence, complementary adaptive planning strategies appropriate for conditions of uncertainty should be explored and developed in the future.

The City of Venice and the surrounding lagoonal ecosystem are highly vulnerable to variations in relative sea level. In the past ~150 years, this was characterized by a secular linear trend of about 2.5 mm/year resulting from the combined contributions of vertical land movement and sea-level rise. This literature review reassesses and synthesizes the progress achieved in understanding, estimating and predicting the individual contributions to local relative sea level, with focus on the most recent publications. The current best estimate of historical sea-level rise in Venice, based on tide-gauge data after removal of subsidence effects, is 1.23 ± 0.13 mm/year (period from 1872 to 2019). Subsidence thus contributed to about half of the observed relative sea-level rise over the same period. A higher – yet more uncertain – rate of sea-level rise is observed during recent decades, estimated from tide-gauge data to be about 2.76 ± 1.75 mm/year in the period 1993–2019 for the climatic component alone. An unresolved issue is the contrast between the observational capacity of tide gauges and satellite altimetry, with the latter tool not covering the Venice Lagoon. Water mass exchanges through the Gibraltar Strait currently constitute a source of substantial uncertainty for estimating future deviations of the Mediterranean mean sea-level trend from the global-mean value. Subsidence and regional atmospheric and oceanic circulation mechanisms can deviate Venetian relative sea-level trends from the global mean values for several decades. Regional processes will likely continue to determine significant interannual and interdecadal variability of Venetian sea level with magnitude comparable to that observed in the past, as well as non-negligible differential trends. Our estimate of the likely range of mean sea-level rise in Venice by 2100 due to climate change is presently estimated between 11 and 110 centimetres. An improbable yet possible high-end scenario linked to strong ice-sheet melting yields about 170 centimetres of mean sea-level rise in Venice by 2100. Projections of natural and human induced vertical land motions are currently not available, but historical evidence demonstrates that they can produce a significant contribution to the relative sea-level rise in Venice, further increasing the hazard posed by climatically-induced sea-level changes.

Resilience is widely seen as an important attribute of coastal systems and, as a concept, is increasingly prominent in policy documents. However, there are conflicting ideas on what constitutes resilience and its operationalisation as an overarching principle of coastal management remains limited. In this paper, we show how resilience to coastal flood and erosion hazard could be measured and applied within policy processes, using England as a case study. We define resilience pragmatically, integrating what is presently a disparate set of policy objectives for coastal areas. Our definition uses the concepts of resistance, recovery and adaptation, to consider how the economic, social and environmental dimensions of coastal systems respond to change. We develop a set of composite indicators for each dimension, grounded empirically with reference to national geospatial datasets. A prototype Coastal Resilience Model (CRM) has been developed, which combines the dimensions and generates a quantitative resilience index. We apply it to England’s coastal hazard zone, capturing a range of different stakeholder perspectives using relative indicator weightings. The illustrative results demonstrate the practicality of formalising and quantifying resilience. To re-focus national policy around the stated desire of enhancing resilience to coastal flooding and erosion would require firm commitment from government to monitor progress towards resilience, requiring extension of the present risk-based approach, and a consensus methodology in which multiple (and sometimes conflicting) stakeholder values are explicitly considered. Such a transition may also challenge existing governance arrangements at national and local levels, requiring incentives for coastal managers to engage with and apply this new approach, more departmental integration and inter-agency cooperation. The proposed Coastal Resilience Model, with the tools to support planning and measure progress, have the potential to help enable this transition.

Deltas are experiencing profound demographic, economic and land use changes and human-induced catchment and climate change. Bangladesh exemplifies these difficulties through multiple climate risks including subsidence/sea-level rise, temperature rise, and changing precipitation patterns, as well as changing management of the Ganges and Brahmaputra catchments. There is a growing population and economy driving numerous more local changes, while dense rural population and poverty remain significant. Identifying appropriate policy and planning responses is extremely difficult in these circumstances. This paper adopts a participatory scenario development process incorporating both socio-economic and biophysical elements across multiple scales and sectors as part of an integrated assessment of ecosystem services and livelihoods in coastal Bangladesh. Rather than simply downscale global perspectives, the analysis was driven by a large and diverse stakeholder group who met with the researchers over four years as the assessment was designed, implemented and applied. There were four main stages: (A) establish meta-framework for the analysis; (B) develop qualitative scenarios of key trends; (C) translate these scenarios into quantitative form for the integrated assessment model analysis; and (D) a review of the model results, which raises new stakeholder insights (e.g., preferred adaptation and policy responses) and questions. Step D can be repeated leading to an iterative learning loop cycle, and the process can potentially be ongoing. The strong and structured process of stakeholder engagement gave strong local ownership of the scenarios and the wider process. This process can be generalised for widespread application across socio-ecological systems following the same four-stage approach. It demands sustained engagement with stakeholders and hence needs to be linked to a long-term research process. However, it facilitates a more credible foundation for planning especially where there are multiple interacting factors.

Adaptation plays a crucial role in managing the unavoidable risks from climate change. The UK is considered to be at the forefront of national adaptation planning. However, the extent to which plans and programmes translate into tangible risk reducing action on the ground, as opposed to adaptive capacity building, remains less clear. Given that there is no formal database of adaptation action for the UK, despite the various needs of government to identify, assess and report on adaptation progress, including the UK national stocktake on adaptation under the UNFCCC Paris Agreement, this study outlines the development of an up-to-date and forward-looking UK Adaptation Inventory. The Inventory documents adaptation on the ground, based on national reporting to government by public and private sector organisations and a systematic review of peer-reviewed literature. The framework is centred on identifying and documenting current and planned adaptation; how it is being implemented in terms of the types of adaptation actions; and the sectors where adaptation is occurring and where gaps may remain. For the sub-set of sectors captured there is clear evidence of a wide range of cross-sectoral and sector-specific adaptation being implemented. In total, 360 examples were identified, over 80% of which have already been implemented. This comprises 134 different types of adaptation action, largely aimed at reducing vulnerability using engineered, built environment or technological mechanisms. Compared to the situation a decade earlier, this suggests that significant progress has occurred in the UK in terms of reporting and implementing adaptation, including adaptation by the private sector in climate sensitive sectors. At the broader level, the Inventory is a first step in providing a baseline assessment for the UK stocktake on adaptation; can help inform other organisations about adaptation options that are available; and provide case studies of actions in practice to help support decision-making.

Climate and socio-economic change impacts are likely to cross traditional sectoral and regional boundaries with cascading indirect, and potentially far-reaching, repercussions. This is particularly important for the food-water-land-ecosystems (FWLE) nexus, which is fundamental for the achievement of at least six of the seventeen Sustainable Development Goals (SDGs). A holistic understanding of the FWLE nexus interactions and how and to what extent various exogenous drivers of change affect them is therefore central to cross-sectoral adaptation planning. Here, we present such an integrated assessment for Europe applying a regional Integrated Assessment Platform (IAP). The study explores a wide range of future climate and socio-economic scenarios using more than 900 model simulations. The results show that food production is likely to be the main driver of Europe's future landscape change dynamics (with or without climate change). Agriculture and land use allocation is often driven by complex cross-sectoral interactions with cascading effects on other sectors such as forestry, biodiversity, and water under the various scenarios. The modelling also highlighted that while sustaining current levels of food production at the European level could be achievable under most climate and socio-economic scenarios, there are significant regional differences with winners and losers. The analysis raises the question of whether current production and consumption policies are sustainable in the long-term. Such systematic integrated model-based analysis plays a crucial role in informing development of cross-sectoral policies that maximise synergies and minimise trade-offs across nexus sectors, regions, and scenarios. This is essential to achieve the SDGs.

There is growing recognition that new approaches, underpinned by more system-oriented decision support tools, will be required to facilitate development compatible with the Sustainable Development Goals (SDGs) and to prevent the risk of dangerous socio-environmental breakdown. We demonstrate the potential of Integrated Assessment Models (IAMs) to inform strategic policy decision making at a regional level, helping to understand key trade-offs as well as indirect or unintended impacts. The stakeholder co-produced Delta Dynamic Emulator Model (ΔDIEM) model is applied to the southwest coastal zone (pop. 14m) where high rates of extreme poverty prevail. The model integrates biophysical drivers, ecosystem services and community level household wellbeing, and in this work is applied an behalf of the Planning Commission of the Government of Bangladesh in order to assess strategic risk in coastal Bangladesh (2050) and particularly to support the Bangladesh Delta Plan 2100. The intervention we investigated included i) A proposed extensive polder network in the south-central region of coastal Bangladesh ii) Strategic development of a chronically waterlogged area of the delta. In both areas we highlight insights on implications of biophysical drivers on poverty, livelihoods and inequality as well as on risk transfer between regions and populations associated with implementation. In doing so we critically assess IAMs’ growing potential to ask and explore key questions and scenarios about the functioning of integrated biophysical and socioeconomic systems. Finally, we point to ongoing applications of the model in West Bengal

The United Nations Sustainable Development Goals (SDGs) promote sustainable development and aim to address multiple challenges including those related to poverty, hunger, inequality, climate change and environmental degradation. Interlinkages between SDGS means there is potential for interactions, synergies and trade-offs between individual goals across multiple temporal and spatial scales. We aim to develop an Integrated Assessment Model (IAM) of a complex deltaic socio-ecological system where opportunities and trade-offs between the SDGs can be analysed. This is designed to inform local/regional policy. We focus on the Sundarban Biosphere Reserve (SBR) within the Indian Ganga Delta. This is home to 5.6 million often poor people with a strong dependence on rural livelihoods and also includes the Indian portion of the world’s largest mangrove forest – the Sundarbans. The area is subject to multiple drivers of environmental change operating at multiple scales (e.g. global climate change and sea-level rise, deltaic subsidence, extensive land use conversion and widespread migration). Here we discuss the challenges of linking models of human and natural systems to each other in the context of local policy decisions and SDG indicators. Challenges include linking processes derived at multiple spatial and temporal scales and data limitations. We present a framework for an IAM, based on the Delta Dynamic Emulator Model (ΔDIEM), to investigate the affects of current and future trends in environmental change and policy decisions within the SBR across a broad range of sub-thematic SDG indicators. This work brings together a wealth of experience in understanding and modelling changes in complex human and natural systems within deltas from previous projects (ESPA Deltas and DECCMA), along with local government and stakeholder expert knowledge within the Indian Ganga Delta.

We thank Törnqvist et al. for engaging with our modelling study on the future response of global coastal wetlands to sea-level rise (SLR) and their careful and critical discussion of the presented methods and results. However, we disagree with their suggestion that our modelling approach is inadequate, a claim which relies on two arguments: (1) they argue that our results are inconsistent with the “A/S (accommodation versus sediment supply) theory”; (2) they refer to coastal Louisiana as a case example where our modelling results would deviate from historic observations and future projections of coastal wetland change. However, below we will demonstrate that Törnqvist et al.’s application of the A/S theory is not valid to predict changes in coastal wetland area, and that our global predictions are in line with regional observations and projections for coastal Louisiana and the wider region of the Gulf of Mexico. Taking coastal Louisiana as an example, Törnqvist et al. highlight that ca. 6000 km2 of land are expected to be lost over the coming 50 years due to RSLR and the erosion/drowning of coastal wetlands. However, this figure cannot directly be compared to our results, because it does not account for upland areas being converted to wetlands as sea level rises; it only accounts for seaward losses due to erosion and/or drowning with associated shoreline retreat and land loss3. Equivalent scenario runs of our model (i.e. only considering wetland accretion, but no inland migration) result in a comparable projected wetland loss in Louisiana of ca. 6,900 km2 until 2100, under the medium SLR scenario (RCP4.5). This loss is triggered by insufficient sediment availability for the marshes to keep pace with SLR in situ. Hence, Törnqvist et al.’s claim that our model underestimates future wetland loss on the US Gulf coast is incorrect. Rather, we demonstrate that our global-scale model predictions of wetland losses are comparable to regional estimates.

The flood risk management (FRM) doctrine that drives coastal flood preparedness in England acknowledges that not all floods can be prevented. Subsequently, beyond flood prevention other measures such as control, acceptance, adaptation, and redistribution constitute part of both national management policy and local policy implementation. The aim of this paper is to analyse the challenges of stakeholders implementing FRM policy locally, and their expectations of the public regarding coastal flood risk. We analyse the challenges from engineering, planning and insurance perspectives, through thematic analysis of semi-structured interviews in two case studies in contrasting English regions. In the North West case study, covering parts of the Lancashire and Cumbrian coastlines, there is a contrast between the ongoing significant investment on the Fylde Peninsula (in 2015-2021, ~£120 million will be invested on coastal protection schemes) and the Cumbrian coastline, where a strategy is still being produced. In the South, an area composed of parts of the Dorset, Hampshire and the Isle of Wight coastlines was studied. Similarly to the North West, this area encompasses contrasting coastlines of significant settlements as well as more sparsely populated coast. Both cases have a legacy of coastal defences as well as more rural stretches of coastline with a defence legacy but less contemporary spending. Thus, it was possible to compare responses across stakeholder groups and case areas experiencing locally different environmental, social and economic conditions. A set of 45 interviewees (stakeholders with involvement or interest in coastal flood risk in the North West or South coast) were questioned regarding the costs, timing, power, responsibility, acceptability, equity, and effectiveness of FRM. Responses were coded and analysed using thematic analysis. Results suggest in the case study areas there is a disjuncture between the stakeholders’ perceived need for increased public debate on a longer-term, more holistic vision for the coast, and a public who is considered to be largely unaware, uninvolved and not feeling responsible for coastal FRM. While the Environment Agency and Local Authorities have clear, local and regional FRM responsibilities through the Flood and Water Management Act 2010, the respondents in the North West and South case areas desire further devolution of these responsibilities to the household and the individual. Simultaneously, they perceive the public to be currently unaware of their flood risk and not very involved in its management. It may be necessary to resolve these existing public engagement issues before the public can become involved in any meaningful way in the desired long-term, integrated and holistic vision for the coast, including and beyond FRM.

With many inhabited islands only at about 1 m above mean sea level, the Maldives is among the nations most threatened by coastal flooding and sea level rise. However, the understanding of recent coastal flood events in the Maldives is limited and is important to understanding future flood threats. This paper assesses (1) the sea level and wave climate of the Maldives, (2) the sea level and wave conditions during recent coastal flood events, and (3) the implications for flood management and future research. The analysis uses observed still water levels (1987–2015) and hindcast wave conditions (1979–2015). Two significant flood events on 10–13 April 1987 and 15–17 May 2007 are examined in detail. This shows that coastal flooding in the Maldives occurs due to multiple interacting sources. These include long-period (up to 20 s) energetic waves generated in the Southern Ocean combined with spring tides. Wave run-up (mainly wave set-up) appears an essential mechanism for a flood, but is currently poorly quantified. However, as sea levels continue to rise the conditions that produce a flood will occur more frequently, suggesting that flooding will become common in the Maldives. This analysis is a starting point for future research and highlights the need to continue research on flood sources, pathways and receptors, and plan adaptation measures. Priorities include monitoring of waves, sea levels and flood events, and a better understanding of set-up (and other shallow water processes over reefs).

Tides are a key component in coastal extreme water levels. Possible changes in the tides caused by mean sea-level rise (SLR) are therefore of importance in the analysis of coastal flooding, as well as many other applications. We investigate the effect of future SLR on the tides globally using a fully global forward tidal model: OTISmpi. Statistical comparisons of the modelled and observed tidal solutions demonstrate the skill of the refined model setup with no reliance on data assimilation. We simulate the response of the four primary tidal constituents to various SLR scenarios. Particular attention is paid to future changes at the largest 136 coastal cities, where changes in water level would have the greatest impact.Spatially uniform SLR scenarios ranging from 0.5 to 10 m with fixed coastlines show that the tidal amplitudes in shelf seas globally respond strongly to SLR with spatially coherent areas of increase and decrease. Changes in the M2 and S2 constituents occur globally in most shelf seas, whereas changes in K1 and O1 are confined to Asian shelves. With higher SLR tidal changes are often not proportional to the SLR imposed and larger portions of mean high water (MHW) changes are above proportional. Changes in MHW exceed ±10% of the SLR at ~10% of coastal cities. SLR scenarios allowing for coastal recession tend increasingly to result in a reduction in tidal range. The fact that the fixed and recession shoreline scenarios result mainly in changes of opposing sign is explained by the effect of the perturbations on the natural period of oscillation of the basin. Our results suggest that coastal management strategies could influence the sign of the tidal amplitude change. The effect of a spatially varying SLR, in this case fingerprints of the initial elastic response to ice mass loss, modestly alters the tidal response with the largest differences at high latitudes.

Understanding the dynamics of salt movement in the soil is a prerequisite for devising appropriate management strategies for land productivity of coastal regions, especially low-lying delta regions, which support many millions of farmers around the world. At present, there are no numerical models able to resolve soil salinity at regional scale and at daily time steps. In this research, we develop a novel holistic approach to simulate soil salinization comprising an emulator-based soil salt and water balance calculated at daily time steps. The method is demonstrated for the agriculture areas of coastal Bangladesh (∼20,000 km2). This shows that we can reproduce the dynamics of soil salinity under multiple land uses, including rice crops, combined shrimp and rice farming, as well as non-rice crops. The model also reproduced well the observed spatial soil salinity for the year 2009. Using this approach, we have projected the soil salinity for three different climate ensembles, including relative sea-level rise for the year 2050. Projected soil salinity changes are significantly smaller than other reported projections. The results suggest that inter-season weather variability is a key driver of salinization of agriculture soils at coastal Bangladesh.

Estimating the current risk of coastal flooding requires adequate information on extreme sea levels. For over a decade, the only global data available was the DINAS-COAST Extreme Sea Levels (DCESL) dataset, which applies a static approximation to estimate extreme sea levels. Recently, a dynamically derived dataset was developed: the Global Tide and Surge Reanalysis (GTSR) dataset. Here, we compare the two datasets. The differences between DCESL and GTSR are generally larger than the confidence intervals of GTSR. Compared to observed extremes, DCESL generally overestimates extremes with a mean bias of 0.6 m. With a mean bias of −0.2 m GTSR generally underestimates extremes, particularly in the tropics. The Dynamic Interactive Vulnerability Assessment model is applied to calculate the present-day flood exposure in terms of the land area and the population below the 1 in 100-year sea levels. Global exposed population is 28% lower when based on GTSR instead of DCESL. Considering the limited data available at the time, DCESL provides a good estimate of the spatial variation in extremes around the world. However, GTSR allows for an improved assessment of the impacts of coastal floods, including confidence bounds. We further improve the assessment of coastal impacts by correcting for the conflicting vertical datum of sea-level extremes and land elevation, which has not been accounted for in previous global assessments. Converting the extreme sea levels to the same vertical reference used for the elevation data is shown to be a critical step resulting in 39–59% higher estimate of population exposure.

The reality of global climate change demands novel approaches to science that are reflective of the scales at which changes are likely to occur, and of the new forms of knowledge required to positively influence policy to support vulnerable populations. We examine some of the opportunities and challenges presented by a collaborative, transdisciplinary research project on climate change adaptation in Africa and Asia that utilised a hotspot approach. A large scale effort to develop appropriate baselines was a key challenge at the outset of the program, as was the need to develop innovative methodologies to enable researchers to work at appropriate spatial scales. Efforts to match research to the biophysical scales at which change occurs need to be aware of the mismatch that can develop between these regional scales and the governance scales at which decisions are made.

What are the possible trajectories of delta development over the coming decades? Trajectories will be determined by the interactions of biophysical trends such as changing sediment supplies, subsidence due to compaction of sediment and climate change, along with key socio-economic trends of migration and urbanisation, agricultural intensification, demographic transition, economic growth and structural change of the economy. Knowledge and understanding of plausible trajectories can inform management choices for deltas in the Anthropocene, including new policy perspectives and innovative adaptation. The emergence of visionary delta management plans in some large deltas, such as the Bangladesh Delta Plan 2100, is an important and necessary component. This chapter synthesises the state of knowledge and highlights key elements of science that will inform decisions on future management of deltas.

The Ganges-Brahmaputra-Meghna (GBM) Delta and its catchment area are shared between five countries which means that the delta is strongly influenced by neighbouring country’s water and sediment management decisions in addition to climatic, environmental and internal management. Delta administration is also shared between Bangladesh and India, including the unique Sundarbans mangrove forest. An overview of delta-building and socio-ecological processes from Holocene to Anthropocene are outlined providing a background for current issues. These include discussion on emerging opportunities and challenges, growth of settlements/land use, vulnerability mapping and options for adaptation including migration. Preliminary social vulnerability maps for the Joint GBM Delta are presented. These could facilitate the engagement of policymakers of all countries to create opportunities for co-learning to resolve delta level issues.

Through the Anthropocene, growing populations and economic assets have intensified risk. Within deltas, the concurrence of high human populations and economic assets with climatic events, physical and biophysical processes, and natural hazards generate ‘hotspots’ of societal risk. Identification of these hotspots requires combining hazards, exposure, and vulnerability data and information on a spatial basis. However, changing human activities over both time and space affect the nature and location of these hotspots. Analysis of the distribution and change in risk components identifies vulnerable areas and communities and where changes in hotspots may occur in the future. This can inform other analysis, such as the design of surveys and data collection, as well as identify policy needs and indicate where adaptation actions are likely to be required.

The world’s deltas are facing a sustainability crisis, with many at high risk of being ‘drowned’ as a result of relative sea-level rise. The only factor that can potentially offset relative sea-level rise is the deposition of fluvial sediment on the surface of deltas. As a result, an understanding of trends in fluvial sediment supply to deltas is critical for understanding the potential of different deltas to adapt to the threat of drowning. Here trends of sediment supply to three of the world’s deltas (the Ganges-Brahmaputra, Mahanadi and Volta) are considered and the prospects for the future of these and other deltas discussed, focusing on how human activity can be modified to promote a more sustainable future for at-risk deltas.

Deltas are microcosms of the global dilemmas of living sustainably within environmental systems that affect human life and well-being. Deltas have become increasingly human-dominated systems over the past century, reflecting a range of changes at global, catchment and delta scales. An integrated perspective of deltas as multiple interacting systems highlights the real potential for indirect and unintended consequences of human action at one scale to cascade through other sectors spatially and temporally. This chapter reviews Anthropocene trends and highlights how integrated scientific assessment in three illustrative deltas, the Ganges-Brahmaputra-Meghna, the Mahanadi and the Volta, illuminates Anthropocene challenges and trade-offs. Modelling and observations of biophysical and social processes including migration and economic dynamics, and direct analysis of adaptation, demonstrate where these challenges have potentially sustainable solutions.

In England and Wales, there are at least 1700 coastal landfills in the coastal flood plain and at least 60 threatened by erosion, illustrating a global problem. These landfills are a major issue in shoreline management planning (SMP) which aims to manage the risks associated with flooding and coastal erosion. Where landfills exist, “hold the line” (requiring the building or upgrading of artificial defences to maintain the current shoreline) is often selected as the preferred SMP option, although government funding is not available at present. To investigate these issues in detail, three case-study landfills are used to examine the risks of future flooding and erosion together with potential mitigation options. These cases represent a contrasting range of coastal landfill settings. The study includes consideration of sea-level rise and climate change which exacerbates risks of erosion and flooding of landfills. It is fundamental to recognise that the release of solid waste in coastal zones is a problem with a geological timescale and these problems will not go away if ignored. Future erosion and release of solid waste is found to be more of a threat than flooding and leachate release from landfills. However, while leachate release can be assessed, there is presently a lack of methods to assess the risks from the release of solid waste. Hence, a lack of science constrains the design of remediation options.

China experiences frequent coastal flooding, with nearly US$ 77 billion of direct economic losses and over 7,000 fatalities reported from 1989 to 2014. Flood damages are likely to grow due to climate change induced sea-level rise and increasing exposure if no further adaptation measures are taken. This paper quantifies potential damage and adaptation costs of coastal flooding in China over the 21st Century, including the effects of sea-level rise. It develops and utilises a new, detailed coastal database of China developed within the Dynamic Interactive Vulnerability Assessment (DIVA) model framework. The refined database provides a more realistic spatial representation of coasts, with more than 2700 coastal segments, covering 28,966 km of coastline. Over 50% of China’s coast is artificial, representing defended coast and/or claimed land. Coastal flood damage and adaptation costs for China are assessed for different Representative Concentration Pathway (RCP) and Shared Socio-economic Pathways (SSP) combinations representing climate change and socio-economic change and two adaptation strategies: no upgrade of currently existing defences and maintaining current protection levels. By 2100, 0.7–20.0 million people may be flooded/yr and US$ 67–3,308 billion damages/yr are projected without upgrade to defences. In contrast, maintaining the current protection level would reduce those numbers to 0.2–0.4 million people flooded/yr and US$ 22–60 billion/yr flood costs by 2100, with protection investment costs of US$ 8–17 billion/yr. In 2100, maintaining current protection levels, dikes costs are two orders of magnitude smaller than flood costs across all scenarios, even without accounting for indirect damages. This research improves on earlier national assessments of China by generating a wider range of projections, based on improved datasets. The information delivered in this study will help governments, policy-makers, insurance companies and local communities in China understand risks and design appropriate strategies to adapt to increasing coastal flood risk in an uncertain world.

Sea-level rise threatens low-lying areas around the world's coasts with increased coastal flooding during storms. One response to this challenge is to build or upgrade coastal flood defenses. This report examines the potential investment costs of such an adaptation strategy applied globally over the 21st century for sea-level rise scenarios consistent with three Representative Concentration Pathways and 3 Shared Socioeconomic Pathways. For all the protection models considered, much less than half of the world's coast is protected. The total defense costs are significantly higher than earlier estimates, amounting to as much as US$18.3 trillion. With cost-benefit analysis, there are large uncertainties and empirical observations of protection standards are limited.
