It is widely acknowledged that two methods of writing have emerged in the history of usūl literature: Juristic method (usūl al-fuqahā) and theological method (usūl al-mutakallimīn). Although there are some attempts to determine the typical features of these methods, we do not have a comprehensive explanation regarding the criteria of this distinction, the motivation behind it and the period when these methods have become prevalent. This paper aims to shed light to certain dimensions of the issue and focuses especially on the impact of juristic disputations and khilāfiyāt on the emergence of juristic method. The discussions about the sources and methods of religious knowledge were a significant part of the heated intellectual debates in the early period of Islamic scholarships. These discussions made by scholars interested in theological matters in kalām context were the matters of usūl, which would have turned into a separate discipline thereafter. The aforementioned period also witnessed Hanafīs completing the first fiqh compilation by recording the body of masā'il in fiqh that they had developed and codified. Hanafīs then involved in the methodological discussions of theologians in the context of justifying their juristic views. The tradition of scholarly discussion that had widely contributed to the earlier period took a new dimension by the introduction of jadal to the Islamic world. First theologians and later jurists adopted the method of jadal in their debates and scholarly works. By the 4th and 5th centuries AH, fiqh became popular more than ever and promoted the juristic disputations in such a way that those disputations turned into a common and significant performance among Islamic intellectuals. Meanwhile, the khilaf genre, in which the disputed juristic matters have been discussed and justified, improved in those centuries as well. Consequently, a new method of usūl writing, namely the method of fuqahā, which can be applied in the justification of the masā'il and in juristic disputations, emerged. Thus, the first and most typical work of that method, Taqwīm al-Adilla by Dabūsī, perfectly addressed the needs of the disputation tradition in the era, by including many chapters that could be regarded as related to the substantial law and many examples from substantial law, by treating the jadal topics in qiyas and 'illa chapters in detail and by avoiding the speculative theological disputes. Later, the method developed by Dabūsī attracted attention and many jurisprudents wrote usūl works adopting the method before the end of 5th century AH. Especially the usūl work of Bazdawī served as a model for the later Hanafī usūl literature. However, the juristic method lost its popularity when the Islamic scholarships fell under the influence of philosophy and logic after al-Gazālī and al-Rāzī. Jadal and 'ilm al-bahth wa'l-munāzara have been treated under the discipline of logic afterwards. Nevertheless, even after the evolution of the usūl perspective, some Hanafīs still wrote usūl works by juristic method and some of them, despite adopting the new philosophical perspective, referred to the usūl of Bazdawī in their "mamzūj" (combined) usūl works. After the emergence of methodology, each sect created an original methodology. Different methods emerged on the basis of different conceptions of the fuqaha in terms of method. In this context, Mâlikî methodology made publications in the early periods of compilation and codification of methodology works. Although Imam Malik does not possess any methodological works, his compilation titled el-Muvattâ in which the fatwa, fiqh, and hadith are compiled forms the basis for these methodology activities. The different perspectives of Medina, Egypt, Iraq, and Andalusia schools which emerged in the Malikian sect also affected the methodology of each school, and each school produced works within the framework of their own thoughts. The first methodological works were centered in Iraq and then an era of development through the Andalusian scholarship was observed, while the Egyptian school shaped the classical period of the Maliki methodology. Although the fuqaha and combined method were used in these processes, a compilation tradition was created mainly within the framework of the mutakallamin method. The Iraq Maliki methodology of which the basic characteristic is debate and opposition in terms of methodology, Andalusia methodology which contradicts with this approach, and Egypt methodology which fuses these two methods have been effective. The Andalusian methodology school and the Egyptian methodology which remained under the influence of Irâq in the final process and based on the Irâq methodology were the two main schools that continued their dominance in the sect. In the modern era, a maqasid-based methodology, which is very different from the classical method, became dominant. In the present article, a holistic and overall picture of the development course of the Maliki methodology will be presented while considering the peculiar features and historical process of these periods of the Maliki methodology. It is possible to trace the usage of the term bıdat in the Islamic literature, back to the period of the Shabah. Moreover, the fact that this term has been mentioned in the hadiths of Prophet Mohammad is enough reason to state its beginnings. However, both the meanings given to this term by society and definitions of this term made by different practice, happened in the later periods. It can be said that a literature for the related term has been created in accordance with the creation of the disciplines concerning the Islamic Scholarships. Even though the Islamic Scholarships are divided between themselves in accordance with their contents, it is a fact that they have many common topics and terms. One of those common topics is the subject of bıdat. Said term, with its various aspects, can be a subject of scholarships such as fiqh, kalam, hadith and tafsir. Even though it is not as included as it is in the scholarships of fiqh, hadith, kalam, it is also a subject of tafsir. However, the main point which is being tried to told here is not that a subject defined as bıdat in hadiths and fiqh being mentioned in the sources of tafsir, it is that an interpretation or tafsir of one of the verses of Qur'an being evaluated as "one of the bıdat in tafsir". Therefore, to reinterpret the verses of Qur'an in a curious wording and conception other than the ways which can be considered acceptable in the understanding of the Prophet Mohammad, Salaf-I Salih and respected scholars, can be considered as a bıdat in tafsir. When we follow the traces of the subject of bıdat in the sources of tafsir, it can be observed that this topic started especially with the Zamakhshari In this research, the usage of the said term in the sources of tafsir, shall be examined by making a reading of the tafsir of Zamakhshari, called Keshshaf. By examining these examples one by one, it will be tried to be unearthed as to what reasons made it necessary for this term to be used, what the author meant by using the said term in addition to making some comments as to which examples can be considered as bıdat in tafsir. Muhammad Ibn Ali al-Shawkani lived in Yemen between the years of 1173 (1760 AH) and 1250 (1834 AH). Through his childhood he received education from both leading scholars and his father in the form of Zaidi method, which was dominant in his homeland. He had received commendation from his peers even before he finished his education. While continuing his own education, he had already become a teacher. In his twenties he started giving fatwa to the questions addressed to him, resulting him being a famous mufti. Alongside giving fatwa and teaching others he has authored a great number of books. Before he was thirty years old, he had left Zaidi school and claimed himself as a Mutlaq Mujtahid. Dedicating himself solely to scholarship, fatwa and authoring he became Head Qadi of Yemen. He stayed in this title until his death and played important roles in the affairs of state. Shawkani refused taqlid and supported the idea of continuous ijtihad. In almost every piece of work he has done, he accused members of schools of putting their school's masters in front of Allah and his Prophet. Aim of this study is analyzing Shawkani's ideas in the light of musarrah hadith and the conclusions driven from them, which is an important part of muamalat. The main focus of this study is musarrah hadith. The word of musarrah comes from cattle which isn't milked for a time in order to make them look like full of milk and therefore appealing to the customers. In hadith it is told the one who bought such a cow is allowed to back out from the trade deal because he's deceived. Even though they dispute about the details of the hadith, all three schools, except Hanafi agree to act according to this hadith and they call these kind of permissions "right of rescind". INTRODUCTION Political parties have campaign promises in election periods. This situation also results in election economy and negative results. After the election on 1st November 2015, one of the campaign promises in goverment program was the increase of student scholarships. When the impacts of scholarship increase on student expenses are evaluated, it is observed that income growth has two results. These are spending and saving changes. Actually it is expected that students who have a high marginal consumption pattern will spend all of the income growth. This situation causes the increase of national income. Whether the increase in student scholarships in 2016 caused an increase or a decrease or it didn't cause a change in spending items of students or not was searched by a questionnaire. The questionnaire study was evaluated on the basis of departments of students participated in the survey. When preparing survey questions and determining spending items, we used 100 students as base. We wanted them to write their monthly spending items and in this context, answers and determined spending items were included in the questionnaire study. METHOD We gathered information by way of questionnaire in the study. We asked for information from students studying in department of economics, business and public finance. The purpose of the study was to measure the impact of income growth on student expenses. It was tried to determine in which expense type students having a high marginal consumption pattern made a change in their income growth. We took in consideration ages, accommodation places and family income of students when evaluating answers given to survey questions. Consumption habits and consumption patterns of students and their priorities according to income state were analyzed in the questionnaire. Results were evaluated with SPSS. FINDINGS It was observed that students expended all of the income growth when we detected that students have high marginal consumption patterns. Marginal propensity to save which was affected by the increase in the size of disposable income decreased and marginal propensity to consume increased. According to the assumption that income growth is shared as saving and consumption, saving share wasn't encountered in income growth of students. The increase in credit and scholarship amounts raises burden on budget. However, because raises in expenditure increase the production, it will increase the amount of tax. The credit and scholarship burden increased in this way will return to budget again with the tax amount. At the same time, as it provides economic growth, it can be expected that it will provide more tax income than spending raise. CONCLUSION When considered that consumption growth causes production growth, it is expected that this situation will influence economic growth positively. Actually when the study is evaluated in terms of regional development and population structure, maybe a tendency to propensity of save can be observed in results. Because the budget allocated by families from middle and low income group is limited for education, they increase their income by borrowing too. This income growth decreases the fund provided by borrowing. This situation is a facility for education expenditures of families and it decreases their borrowings. [ABSTRACT FROM AUTHOR]

The students at higher education are given scholarship depending on some criteria by especially General Directorate of Higher Education Credit and Hostels Institution and other public institutions, private ones and people. The use Analytic Hierarchy Process (AHP) and TOPSIS which are two of multi purpose decision making process, while determining the students to be provided with scholarship has an important role in terms of using both objective and subjective evaluation, testing the validity of the evaluations, according to many criteria, determining the priority of the alternatives which have been evaluated. In this study, the criteria to be considered while determining the students who will be given scholarship have been taken into consideration with AHP and TOPSIS. [ABSTRACT FROM AUTHOR]

Doğan Kuban, who was a pioneer in the establishment of the conservation discipline in our country with his field studies, students, exhibitions and publications, passed away on September 22
nd , 2021. Kuban, a member of the Chamber of Architects with registration number 683, was born in Paris in 1926. After graduating from ITU's Architecture Department in 1949, he worked on Renaissance architecture in Italy. He taught at the University of Michigan with a Fulbright scholarship and was appointed in the cadre as a "professor" while continuing his studies at Harvard University. He assumed the position of dean of the Faculty of Architecture at ITU and established the Department of Architectural History and Restoration. Kuban taught at MIT as the "Aga Khan Guest Professor," and besides his academic output, he conducted essential projects in Istanbul, Kazakhstan and Turkmenistan. He also served as a board member in the Aga Khan Architecture Awards program. Zeynep Ahunbay wrote a text in memoriam. [ABSTRACT FROM AUTHOR]- Published

Siyasetin ve iletişimin bilimsellik kazanmasıyla birlikte kavramsallaşan siyasal iletişim; demokrasi pratiklerinin yaygınlaşması, dünya savaşlarının getirdiği yıkım ve küreselleşmenin etkileriyle birlikte ülkelerin yabancı kamularla iletişime geçmelerinin önemini vurgulayan kamu diplomasisi ile uluslararası bir boyut kazanmıştır. Böylece, uluslararası siyasal iletişim kavramı ortaya çıkmıştır. Uluslararası siyasal iletişim internet teknolojilerindeki gelişmelerle birlikte, özellikle 2000'li yıllardan itibaren, uluslararası halkla ilişkiler, ülke imajı ve ülke markası kavramlarıyla birlikte anılmaya başlamıştır. Bütün bunların neticesinde eğitim, yatırım, turizm gibi alanlar önem kazanmaya başlamıştır. Bu tezin literatür taraması ile ilgili bölümlerinde yumuşak güç ve kamu diplomasisi kavramlarının halkla ilişkiler ve uluslararası eğitim ile ilişkisi tanımlanmakta, siyaset ve siyasal iletişim kavramları tanımlanarak uluslararası siyasal iletişim ve uluslararası halkla ilişkiler ile ilişkisi açıklanmaktadır. Buna ek olarak, marka kavramı ile birlikte ülke markası kavramı ele alınmakta ve ülke imajı yönetimi ile ilişkisi açığa çıkarılmaktadır. Ayrıca, ülke imajı ve ülke kişiliği ölçüm literatürü ortaya konmaktadır. Bu tezin problemi eğitim ile ülke imajı arasındaki ilişkinin varlığını ortaya koymaktır. Bu tez çalışmasında Alexander Buhmann'ın 4 Boyutlu Ülke İmajı Ölçeği Türkçe'ye uyarlanmıştır. Türkiye Bursları ile İstanbul Üniversitesi'ne eğitime gelen 244 öğrenci üzerinden 4 Boyutlu Ülke İmajı Ölçeği ve Murat Aktan tarafından Türkçe'ye uyarlanan Alain d'Astous ve Lilia Boujbel'in Ülke Kişiliği Ölçeği'nin bulunduğu anket uygulaması yapılmıştır. Bu uygulamanın sonucunda, SPSS programı kullanılarak betimsel istatistik analizi, korelasyon analizi, t-test ve tek faktörlü varyans analizleri (ANOVA) yapılmıştır. Sonuç olarak, eğitim ile ülke imajı arasında bir ilişkinin var olduğu ve uluslararası eğitimin önemli bir uluslararası siyasal iletişim faaliyeti olduğu ortaya konmaktadır. As soon as politics and communication were regarded as scientific disciplines, political communication was conceptualized. Political communication has gained international dimension with public diplomacy, which underlines the importance of countries' communication with foreign publics, especially after democratic practices became widespread, as a consequence of the destruction of world wars and the effect of globalization. Consequently, international political communication emerged as a concept. Starting from 2000s, international political communication has been mentioned along with international public relations, country image, and nation branding concepts, with the help of advanced internet technologies. Thus, fields such as education, investment, and tourism have gained importance.In literature review part of the thesis, the relation between soft power and public diplomacy concepts were defined, and the connection between international political communication and international public relations were presented through the description of politics and political communication concepts. In addition, the concept of nation branding was discussed with branding concept and the relation between country image management was provided. Furthermore, the literature of country image and country personality was presented. The main problem, which this thesis tackled to solve, was to display the relation between education and country image.In this thesis, Alexander Buhmann's 4 Dimensional Country Image Scale was adapted to Turkish. The survey with two scales as, 4 Dimensional Country Image Scale and Alain d'Astous ve Lilia Boujbel's Country Personality Scale, which was adapted to Turkish by Murat Aktan, was applied to 244 students in Istanbul University with Turkiye Scholarships. Descriptive statistics, correlation analysis, t-test and one-way analysis of variance (ANOVA) were utilized to test the results via SPSS program. Sosyal paylaşım sitelerinin kişilerarası iletişim kurmaya yönelik kullanımı, çevrimiçi kullanıcılar arasında yaygın bir ortak amaçtır. Facebook, Twitter ve LinkedIn gibi güncel ve yaygın kullanım alanlarına sahip Sosyal Paylaşım Siteleri (SPS) kullanıcıların hayatlarını farklı alanlarda ve boyutlarda etkilemektedir. Söz konusu önem doğrultusunda tezin amacı; çevrimiçi kullanıcılar arasında, iş ve burs bulmak için sosyal paylaşım sitelerinin bireysel amaçlı kullanımının önemine değinerek, Erasmus Öğrenci Değişim Programından yararlanan öğrenciler çerçevesinde gerçekleştirilen araştırma yoluyla, SPS kullanımlarının iş ve burs bulma konularındaki rolünü incelemektedir. Tezin, belirtildiği üzere öncelikli amacı; SPS'nin farklı özellikleri yardımıyla, iş ve burs bulma konularında üstlendiği ya da üstlenebileceği olası rolünü ortaya koymaktadır. Bu nedenle çalışmada öncelikle SPS'lerinin kullanım amaçları açısından teorik bakış açısı irdelenmiş, elde edilen bilgi doğrultusunda bir web anketi hazırlanarak, anket katılımcıların, SPS kullanımı yoluyla burs bulma konusuna ilişkin farkındalık düzeyine ilişkin tutumları araştırılmıştır. Araştırmanın odak grubunu, Litvanya'da bulunan Vilnius Üniversitesi, 2014-2015 Güz Dönemi'nde eğitim görmüş, Erasmus Öğrenci Değişim Programından yararlanmakta olan lisans ve lisansüstü öğrenciler oluşturmuştur. Araştırmada temel iki değişken olan; iş ve burs bulmak için SPS kullanmada katılımcıların kendilerine ait mevcut yöntemleri ve bu konudaki farkındalık düzeylerine ilişkin sorular yer almıştır. Elde edilen veriler doğrultusunda yapılan değerlendirme sonucunda iş ve burs bulma konusunda SPS kullanıcıları arasında farkındalık düzeyinde bir eksik olduğu gözlemlenmiştir. Söz konusu durumun nedeni ise, yine araştırma bulgularına göre, SPS kullanıcıların profesyonel konulardan ziyade kişisel konulara ulaşma eğiliminde olmaları olarak belirlenmiştir. Kullanıcılar, gruplara katılım, bilgi paylaşımı, mesleki kişilerin ve derneklerin sayfalarını takip etme gibi SPS kullanım özelliklerine sınırlı düzeyde başvurulmakta, özellikle burs bulmak için kullanıcılar eğitimlerine devam ettikleri kurumları, akrabaları ve yakınlarından gelen duyumlar gibi farklı yolları kullanmaktadırlar., The use of social network sites to connect with people is a very much common purpose among online users. The up-to-date used SNSs such as Facebook, Twitter and LinkedIn have impacted people life in many different fields. The purpose of the thesis was to investigate the individual purposes of social network sites use among online users for finding jobs and scholarships and empirically explored the awareness among Erasmus students for finding jobs and scholarship through SNSs. One of the most important purposes is finding jobs and scholarships through using SNSs features. This study provided the theoretical aspects in regard to social network sites usage and purposes. Through a web questionnaire, the study investigated the respondents' attitudes about their awareness for finding scholarships through SNSs use. The targeted group was undergraduate and graduate Erasmus scholarship students at Vilnius University, Vilnius, Lithuania for the autumn semester 2014-2015. Two variables were explored in the questionnaire: their current ways and awareness of using SNSs for finding jobs and scholarships; besides the types of SNSs which they are actively using. The results indicate that there is a lack of awareness among online users towards finding jobs and scholarships; this is because they tend to achieve personal matters rather than professional matters. The use of SNSs features such as joining groups, sharing information, following professional people and associations' pages is limited. Further, they are currently using different ways of finding scholarships such as hearing from their institutions or relatives and friends.

Türkiye Burslusu öğrenciler Türkçe bilmiyorsa bir yıl Türkçe dil dersleri aldıktan sonra çeşitli düzeylerde (lisans, yüksek lisans, doktora ve araştırma) eğitim almaktadır. Türkiye'ye gelen Türkiye Burslusu öğrencilerin Türk insanı ve kültürüyle nasıl iletişim kurduklarını anlamak ve karşılaştıkları sorunları belirlemek öğrencilerin iletişim yeterliğini artırmak açısından önemlidir. Bu bağlamda, bu çalışmada Türkiye Burslusu öğrencilerin Türkiye'deki kültürlerarası iletişimle ilgili deneyimleri incelenmiştir. Çalışmanın amacı doğrultusunda 47 uluslararası öğrencinin katıldığı odak grup görüşmeleri gerçekleştirilmiştir. Biri deneme grubu olmak üzere 7 grup ile yapılan toplam 15 saatlik odak grup görüşmeleri sonucunda Türk kültürüyle ilk kez karşılaşan öğrencilerin Türkiye'deki ilk yıllarında kültürel ve coğrafi farklılıklar, dili yeterli kullanamama, ırkçılık, kişisel alan konusunda algı farklılığı gibi nedenlerle iletişim zorlukları yaşadıkları tespit edilmiştir. Öğrencilerin yaşadıkları sorunlara buldukları çözümler ve iletişim yeterliğini artıran unsurlar sonuç bölümünde ele alınmıştır.

Kamu politikası çözümlemesi, hükümetin ne yaptığı, neden yaptığı, ilgili politika sonucunda ne çeşit çıktıların elde edildiğine dair soruların irdelendiği bir süreçtir. Alan yazınında kamu politikası çözümleme modellerine ilişkin çeşitli modeller yer alsa da, süreç modeli akademik çalışmalarda en yaygın kullanılan modellerden birisidir. Resmi, sivil ve uluslararası aktörlerin rol oynadığı ve karmaşık bir yapıya sahip olan kamu politikası süreci, süreç modeli çerçevesinde aşamalara bölünerek çözümlenebilir. Süreç modeline dayalı son dönem çözümlemelerde; gündeme geliş, formüle ediliş, kanunlaştırma, uygulama ve değerlendirme gibi aşamaları içeren bir döngü kullanılmaktadır. 1929 yılında yürürlüğe giren Cumhuriyet tarihinin en köklü kanunlarından biri olan 1416 sayılı `Ecnebi Memleketlere Gönderilecek Talebe Hakkında Kanun` ile binlerce öğrenci yurtdışında burslu öğrenim görmüştür. Öğrenimlerini başarıyla tamamlayan bursiyerler, çeşitli alanlarda ve disiplinlerde Türkiye'nin ilkleri arasında yer almayı başarmıştır. Buna ilaveten, Türkiye'deki üniversitelerin öğretim üyesi ihtiyacının karşılanabilmesi için araştırma görevlileri, 1981'de kanunlaşan 2547 sayılı Yükseköğretim Kanunu çerçevesinde, 1986'da yapılan değişiklikle, lisansüstü öğrenim görmeleri amacıyla yurtdışına gönderilmiştir. 2000'li yıllarla birlikte özellikle uluslararası aktörlerinde etkisiyle başlayan reform süreci Türkiye'nin yükseköğretim eğitim alanında etkisini göstermiştir. Bu bağlamda, onyıllar içersinde etkinliğini ve verimliliğini kaybeden Türkiye'nin yurtdışı lisansüstü burs politikasının yeniden ivme kazanabilmesi için 2006 yılında `5 Yılda 5 Bin Öğrenci Projesi` uygulamaya konulmuş ve yıllar içerisinde işlevsel düzenlemeler hayata geçirilmiştir. Bu çalışmada, Türkiye'nin yurtdışı lisansüstü burs politikası süreç modeli başta olmak üzere çeşitli kamu politikası çözümleme model ve çerçeveleri kullanılarak çözümlenmektedir. Buna ek olarak, `5 Yılda 5 Bin Öğrenci Projesi` kapsamında yurtdışına gönderilen 558 eski ve mevcut bursiyere anket uygulanmıştır. Bu araştırma için oluşturulan hipotezler Bağımsız Örneklemler için t-Test ve Varyans Analizi (ANOVA) ile analiz edilmiştir. Eski ve mevcut bursiyerlerin yurtdışı lisansüstü burs politikası uygulamalarına ilişkin tutumları ölçülmüş ve karşılaştırmalı değerlendirmeler yapılmıştır.Anahtar Kelimeler: Kamu Politikası Çözümlemesi, Süreç/Aşamalar Modeli, 1416 Sayılı Kanun, 5 Yılda 5 Bin Öğrenci Projesi Public policy analysis is a process in which questions such as what the government has done, why it has done it, and what kind of outputs have gathered as a result of the relevant policy are scrutinized. Although there are various models in the literature on public policy analysis, the stages (heuristics) model is one of the most commonly used models in academic studies. Public policy process in which official, unofficial and international actors play role and has a complex structure can be analysed by dividing into stages within the framework of stages model. In the analyses conducted based on stages model, a cycle is used which comprises of the stages such as agenda setting, formulation, legitimation, implementation, and evaluation. Thousands of students studied in abroad through government scholarships with the Law No. 1416 referred to as `Students to be Sent to Foreign Countries` enacted in 1929, considered one of the most rooted laws of the history of Republic. The students who successfully completed their education have managed to be pioneers in variety of fields and disciplines in Turkey. In addition to this, research assistants were sent to abroad in order to meet the needs of the teaching staff in Turkish universities within the scope of the Higher Education Law No. 2547 enacted in 1981 re-arranged in 1986 for this specific purpose. The reform process that started especially with the effect of international actors in 2000's has been influential in the field of Turkish higher education. In this regard, in order to ensure that abroad graduate scholarship policy of Turkey which has lost its efficiency along the decades, gained its former pace once again, `5 Thousand Students in 5 Years` project was introduced in 2006 and functional regulations were put in practice. In this study, abroad graduate scholarship policy of Turkey is analysed by applying public policy analysis models and frameworks and especially by the stages model. Furthermore, a survey study was conducted on totally 558 former and present students sent abroad within the context of `5 Thousand Students in 5 Years` project. The hypotheses generated for this study were analysed by Independent Sample t-Test and Analysis of Variance (ANOVA). Bu tez, günümüz dünyasında önemli bir kavram olarak karşımıza çıkan yumuşak gücü ve bu bağlamda Türkiye Cumhuriyeti'nin uygulamakta olduğu uluslararası eğitim faaliyetlerini tarihsel gelişmeler, uluslararası ilişkiler, ülkenin siyasi, kültürel ve dış politika değerleri açısından incelemektedir. Tez içerisinde güç kavramı, gücün değişen mahiyeti, yumuşak güç kavramı ve yumuşak gücün kaynakları kapsamlı bir şekilde tanımlanmaktadır. Çalışmada, Türkiye'nin özellikle son yıllarda artan yurt dışına yönelik eğitim projeleri, yumuşak güç bağlamında değerlendirilmiştir. Tez de, bir dış politika ürünü olarak Türkiye'nin kamu kurum ve kuruluşlarının yaptığı uluslararası eğitim faaliyetleri özelde incelenmiştir. This thesis investigates soft power which is an important concept in today's world and international educational activities implemented by Turkey in terms of historical development, international relations, political, cultural and foreign politics' values, as well. Throughout the thesis, the term of power, changing nature of power, the concept of soft power and sources of soft power were inclusively defined. In the study, projects related to education abroad which has been increased significantly nowadays were evaluated in the context of soft power. In the thesis, international educational activities carried out by state institutions and organizations of Turkey as a foreign politics output were especially examined. Such state institutions carrying out Turkey's international activities as Turkish Cooperation and Coordination Agency, Yunus Emre Institute, the Presidency for Turks and Related Communities, Ministry of Turkish National Education and Directorate of Religious Affairs were held under microscope, their activities were identified and it was claimed that educational activites are interrelated with the concept of soft power. Simultaneously, international student policies of Turkey implemented by Turkish state institutions and organizations were analyzed. In the first topic, we highlight the contractual conditioning in the scope of the private law that the Iraqi judiciary adheres to, then we follow this adaptation within the scope of the general law and we will focus on the mission contract prepared by the Scholarships Department at the Ministry of Higher Education and Scientific Research to discuss the conditions Contained in it to determine the legal status of scholarship students, as for the second topic, we will be exposed to the relationship of the employee studying at the state's expense in the organizational relationship that binds him to the state for the purpose of determining his legal status during the study, and finally we will conclude the research with a conclusion showing the most important conclusions, proposals and recommendations reached by the researcher.

Bu araştırmanın amacı, Türkiye Bursları (Büyük Öğrenci Projesi – BÖP) kapsamında Türkiye'ye yükseköğrenim için gelen öğrencilerin akademik, ekonomik ve sosyo-kültürel sorunları ile bu sorunlara yönelik çözüm önerilerinin tespitini yapmaktır. Türkiye Bursları Öğrenci Değerlendirme Kurulu'nu oluşturan Başbakanlık Yurt Dışı Türkler ve Akraba Topluluklar Başkanlığı, YÖK, Üniversiteler, Dışişleri Bakanlığı, Maliye Bakanlığı, İçişleri Bakanlığı, Millî Eğitim Bakanlığı, Türk İşbirliği ve Koordinasyon Ajansı (TİKA), Yunus Emre Enstitüsü ve Yerel Yönetimlere veri sağlaması bakımından bu araştırma önemlidir. Araştırmanın evrenini, Türkiye Bursları kapsamında Orta Asya Türk Cumhuriyetleri, Avrupa ve Balkanlar, Orta Doğu ve Afrika ile Rusya, Çin, Güney Kore, Latin Amerika Ülkeleri, Malezya, Endonezya gibi ülke/bölgelerden gelen ve İstanbul, Ankara, İzmir ile diğer illerde yükseköğrenimlerini sürdüren 11593 öğrenci oluşturmaktadır. Tarama modeli kullanılan araştırmada hedef evrenden tabakalı örnekleme tekniği ile örneklem alınmış ve 400 öğrenci araştırmaya dâhil edilmiştir.Araştırmanın nicel verileri, araştırmacı tarafından geliştirilen veri toplama aracıyla toplanmıştır. Veri toplama aracının ilk bölümünde Türkiye Burslusu öğrencilerle ilgili genel bilgiler, ikinci bölümünde bu öğrencilerin akademik, ekonomik ve sosyo-kültürel sorunları ve üçüncü bölümünde ise akademik, ekonomik ve sosyo-kültürel sorunlara ilişkin çözüm önerileri başlıklarını taşıyan sorular bulunmaktadır. Veriler SPSS 13.0 programı ile analiz edilmiştir. Verilerin analizinde aritmetik ortalama, yüzde, frekans, standart sapma ve bağıl değişim katsayısı gibi betimsel istatistik teknikleri kullanılmıştır. Katılımcıların genel bilgilerinin değerlendirilmesinde sayılar ve yüzdeler; cinsiyetlerinin karşılaştırılmasında ilişkisiz (bağımsız) örneklemler için t testi; geldikleri bölge, öğrenim gördükleri alan ve il, öğrenim seviyesi değişkenlerine göre görüşleri arasında anlamlı fark olup olmadığının belirlenmesi için parametrik testlerde tek yönlü varyans analizi (ANOVA) kullanılmıştır. Anlamlılık testlerinde a=0,05 anlamlılık düzeyi esas alınmıştır. Ayrıca, araştırma ölçeğinin hazırlanmasına katkı sağlaması amacıyla odak grup çalışması gerçekleştirilmiştir. Odak grup çalışmasına katılacak öğrencilerin tespitinde Türkiye Burslusu öğrencilerin cinsiyet, geldikleri bölge, öğrenim gördükleri alan ve öğrenim seviyesi değişkenleri dikkate alınmıştır. Araştırmanın sonuçlarına göre, Türkiye Burslusu öğrencilerin en çok eğitim kalitesi ve sağlanan burs imkanları nedeniyle Türkiye'de öğrenim görmeyi tercih ettikleri; öğrencilerin çoğunluğunun yurt ortamlarında barındıkları; Türkiye'deki eğitim sistemine uyum sağlamada zorlandıkları; TÖMER'de öğretilen Türkçe'nin, üniversite eğitimi açısından yeterli olmadığı; Türkiye'de gelirlerini en çok beslenme, barınma ve giyim gibi temel ihtiyaçlarına harcadıkları; Türkiye'ye ilk gelindiğinde yapılan karşılama hizmetlerini yeterli bulmadıkları; ikamet izni verilmesi işlemlerinin öğrencilerin çok fazla zamanını aldığı; Türkiye'de bayramlarda ve diğer önemli günlerde kendilerini yalnız hissettikleri bulguları elde edilmiştir. The aim of this research is to determine the academic, economic and socio-cultural problems of international students studying in Turkey via the scholarships granted by the Turkish Republic and to due to the solution of these problems.This research is important for different Ministries and institutions like The Prime Ministry, The Presidency of the Turks and Relatives Communities Abroad, Ministry of National Education, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Interior, Higer Education Institution, Universities, Turkish Agency for Cooperation and Coordination, Yunus Emre Institution related to International students in Turkey. Survey method was used in this descriptive study.The research population is 11593 students from Turkish Republics, Europe-Balkans countries, Midddle East and African countries, other countries outside of these countries and live in Istanbul, Ankara, and Izmir and in other cities. The research, conducted via descriptive survey model as quantitative method was used. Sampling from target population was obtained via stratified sampling method and 400 students were included to the research.The quantitative data of the research were collected by a data collection instrument developed by the researcher and consisted of scales with headlines of demographic/personal information at the first section and academic, economic, socio-cultural issues of international students studying in Turkey via the scholarships granted by the Republic of Turkey at the second section and their offers due to the solution of these problems at the third section.The data were analyzed by SPSS 13.0 program. During the analysis of the data, descriptive statistics such as frequency, percentage, arithmetic mean, standard deviation and coefficient of relative variation were calculated. In order to find out whether or not the opinions of students differ in terms of their gender, the t-test was used. The Variance Analysis (ANOVA) were used in order to find out whether or not opinions of students differ in terms of their countries, educational field, cities they live, their educational level. Significance tests were performed at a=0,05 level. Some findings of the research are as follows; the quality of Turkish Universities and the scholarships they get is important for choosing Turkey; understanding Turkish Higher Educational sysytem is difficult; The language they learn at TÖMER is not enough for an academic educatıon; they spend most part of their budgets for their basic needs; they face some problems when they arrive to Turkey; they spend a lot of time to get settling permission in Turkey; they feel themselves alone in bayrams and other important days.In the light of these findings, some suggestions are made towards solving academic, economic and socio-cultural problems of international students studying in Turkey.Keywords; Turkey Scholarships, Turkey Scholarship Students, Big student Project, International Students, Bologna Processes, Academic, Economic and Socio-Cultural Issues 144

Bu araştırma 1963 yılında Almanya Aşağı Saksonya Eyaleti Braunschweig kentinde kurulan Braunschweig Güzel Sanatlar Üniversitesini (Hochschule für Bildende Künste HBK) ve buradaki sanat eğitimini incelemektedir. Araştırmanın amacı ülkemizde özellikle son yıllarda açılan yeni üniversitelerle yaygınlaşan ve önem kazanan sanat eğitimi ile ilgili düşünce ve çalışmalara katkıda bulunmaktır. Bununla birlikte bu araştırma Almanya'da Berlin, Münih, Dresden gibi köklü sanat geçmişi olan kentlerin akademileri arasından sıyrılarak 47 yıl gibi kısa bir zamanda büyüyen ve Almanya'nın ikinci büyük Güzel Sanatlar Üniversitesi hâline gelen bir eğitim kurumunun gelişim öyküsünü ve yapılanmasını irdelemektedir. Araştırma boyunca biçimsel olarak diploma süreci ve önemli tarihlere bakılmanın yanı sıra öğrenimin yapılandırılması, sınavlar, teknik atölyeler gibi üst başlıklar altında da incelenmiştir. İçerik olarak ise kurumun amaçlan ve ders üniteleri başlıklarına bakılmıştır. This study examines the Braunschweig Academy of Fine Arts (Hochschule für Bildende Künste HBK) located in the Lower Saxony State in Braunschweig, Germany which was founded in 1963 and the fine arts education given at this academy. The purpose of the study is to contribute to fine arts education which has gained importance and become widespread in Türkiye through the new universities that were founded. Moreover, the study scrutinizes the development and structuring of the academy in becoming the second fine arts school of Germany,in as little as 47 years among other German academies of fine arts such as Berlin, Munich, and Dresden which have deeply rooted traditions in fine arts. During the research period, in addition to examining how to get a diploma and the important institutional dates, structuring of education, examination methods, and technical studios in the academy were examined as well. As for content, the objectives of the institution and course unit titles were inquired.
