The general purpose of this study is to examine the relationship between teachers' perceptions of facilitative school structure and teacher autonomy. The population of the study consists of teachers working in schools in Elazığ city centre in the 2022-2023 academic year. The sample of the research was determined by quota sampling method and the research was carried out by analysing the data obtained from 461 teachers working at various levels. In the study, correlational (relational) screening model was used. Within the scope of the study, data were collected with the Facilitative School Structure Scale (FSS), Teacher Autonomy Scale (TAS) and personal information form prepared by the researcher. Statistical package programme was used to analyse the data. The data obtained were analysed with descriptive statistics (mean, standard deviation), correlation and regression analysis techniques. According to the findings, it can be said that teachers' perceptions of the facilitative structure in schools are at a high level, while their perceptions of the inhibitory structure are at a low level. In addition, it was concluded that as the perception of facilitative structure increases, the perception of teacher autonomy increases; as the perception of inhibitory structure increases, the perception of teacher autonomy decreases. It is very important to examine street-level bureaucrats who operate closest to the citizens in determining the effects of public policies. It is an unquestionable fact accepted by everyone that street-level bureaucrats, who occupy a very key position in the interaction of high-level bureaucratic and political elites with citizens, fill a very important gap in the public service. These civil servants, who work at the front lines of the public service, have been scrutinized in every aspect over the past 40 years. Street-level bureaucracy, which is the subject of many quantitative studies at local, regional and national levels, has also found its place in theoretical discussions on public administration. The first issue addressed in these studies is the nature, effects, and determinants of the discretion exercised by street-level bureaucrats. Secondly, discussions regarding the roles of street-level bureaucrats within the institution and their hierarchical relations with the bureaucratic elite also occupy a significant place in the literature. Thirdly, there are research articles that discuss the critical role of street-level bureaucrats in the implementation of public policies. In addition to these, fourthly, there are also interdisciplinary articles that contribute to the expansion of the literature. In this study, a schematic review of the street-level bureaucracy literature is made under these four main headings and the most cited studies in the literature are briefly analyzed. The home township phenomenon, which is the output of a process that starts with internal migration movements and continues with informal relations, has reflections on administrative structures as well as political, social, economic, demographic, cultural, and psychological effects. The purpose of this examination is to explain the interaction between the phenomenon of home township and personnel recruitment in local governments. With this scope of the central problem, the examination is to how the perceptions of municipal bureaucrats, local political elites, and home township association managers between personnel recruitment in municipalities and the phenomenon of the home township are grasped. The examination was conducted via in-depth interviews with 27 diverse ones in the district municipalities of Beşiktaş, Üsküdar, Ataşehir, Sancaktepe, Büyükçekmece and Esenler, which are affiliated to the Istanbul Metropolitan Municipality. As a result of the paper, it has been determined that there is an administrative main dimension related to the phenomenon of home township and six sub-dimensions under it. Additionally, in addition, the main findings and determinations of the study are that the principle of merit is rendered dysfunctional by the intense pressure of fellow citizens and political pressure in the recruitment of personnel to municipalities; that there is a problem of representative bureaucracy, and that this leads to a kind of municipal oligarchy. In the Great Seljūk State, the wazīr was the highest administrative authority after the ruler. According to the viewpoint of the period, the good or bad course of the sulṭān and the country depended on the wazīr. As in the previous Islamic and TurkishIslamic states, in the Great Seljūk State, the wazīr managed the state affairs with wide authority. Therefore, the wazīr had authority in administrative, military, financial, political and religious affairs. With an administrative hierarchy, each dīwān (dīwān-i inshā wa alṭughrā, dīwān-i istīfā-i mamālik, dīwān-i ishrāf-i mamālik, dīwān-i arż) constituting the state organization was subordinate to the dīwān-i a’lā, headed by the wazīr. Therefore, the wazīr was the head of the bureaucracy. The wazīr also had extensive judicial-criminal wide authority. In this study, it is going to be examined the issues in appointing and dismissing the ḳāḍī al-ḳuḍât and ḳāḍīs, dealing with complaints both in the dīwān al-maẓālim and out of the dīwān al-maẓālim, hearing a case, giving a verdict, forgiving the offences, revoking the punishments within the judicial-criminal duties, authorities and responsibilities of the wazīrs in the Great Seljūk State. Yönetişim kavramı günümüzde kamu yönetimi açısından yeni bir dünya gibi görülmekte bunun yanı sıra yerindelik ve katılımcılığın vurgusuyla her derde deva olduğu düşünülmektedir. Hem özel sektör yönetim teknikleri aktarımı, hem yönetim içinde etken ve edilgen olarak nitelenebilecek farklı grupların aynı potada buluşmasını öngören, çözümsel bir model olarak sunulmaktadır. Modern dünyanın en önemli örgüt modeli sayılan Weberyen bürokrasi ve türev modeller, eksik kalan kısımlarıyla eleştirilmektedir. Dönüşüm/devinim/gelişim devam ettikçe yeni modellere ve yönetimsel formülasyonlara ihtiyaç duyulması kaçınılmaz görünmektedir. Günümüzde, kamu yönetimi anlamında, Yeni Kamu Yönetimi (YKY) ve Yeni Kamu İşletmeciliği gibi modellemeler ve bu hibrit modellerin ortak lokomotif öznesi yönetişim kavramıdır. İdari yapılanma modellerindeki değişim, paydaş sayısını ve idari yapılanmanın temelini oluşturan mevzuatı da dönüştürmüştür. Çalışmada nitel yöntem benimsenmiş olup lüteratür incelemesi tekniği uygulanmıştır. Çalışmada; bazen bir sonuç, bazen de ise yönetsel/örgütsel değişimin önceli olarak ortaya çıkan idare hukuku alanındaki değişimin; idare-yönetim kavramları arasında teknik bir inceleme yapılmaksızın, yönetişim kavramı üzerinden anlatılması amaçlanmıştır. Bu anlamda, yönetişim kavramı, kavramı önceleyen/temellendiren kavram ve kuramlardan olan klasik bürokrasi anlayışı eleştirisi ile yeni kamu yönetimi üzerinden anlatılmaya çalışılacaktır. Sonuç olarak; bahse konu kuram ve kavramların yönetimsel teknik değişimleri ile örgütsel yeniden yapılandırmalar sonucu ile, idare hukuku alanının özel hukuk lehine daraldığı aktarılmaya çalışılacaktır.

ÖZ: Merkez-çevre dikotomisi Osmanlı-Türk toplumunda yöneten-yönetilen ilişkisinin kuramsal açıklanmasında kullanılan en önemli paradigmadır. Bürokratik mekanizmalar tarafından kutsal kabul edilen ve mutlak, değişmez nitelikteki merkezin değerleri ile bunların dışında kalan çevrenin değerleri ayrımına dayanan bu paradigma, çok uzun yıllar Türkiye siyasetinin açıklanmasında hakim paradigma olarak kabul edilmiştir. Türkiye’de merkeze ve çevreye ait değerler din kurumu üzerinden tanımlanmıştır. Bu bağlamda Türkiye’de toplumsal sistemin merkezinin lâik/seküler değerlerden, çevrenin ise geleneksel/muhafazakar değerlerden oluştuğu kabul edilmiştir ve Türkiye siyasetinde yöneten-yönetilen ayrımı bu değerlerin mücadelesi üzerinden incelenmiştir. Bu çalışmada öncelikle merkez-çevre paradigmasının genel kabullerinden bahsedilecek ve ardından siyasal tarihimizdeki kırılma noktalarının neden bu paradigma ile açıklandığı ve bu açıklamaların geçerliliği tartışılacaktır. Bu bağlamda çalışmada, Türkiye’nin siyasal yaşamında son 10 yıllık dönemde yaşanan değişimler kültürel söylem ve semboller üzerinden incelenecektir. Çalışmada merkez ve çevre arasındaki mücadele alanları arşiv araştırmasına dayanarak ele alınacak ve arşiv araştırmasından elde edilen bulgular neticesinde Türkiye siyasetinde merkez ve çevreye ait genel kabullerin geçerliliği sorgulanacaktır. ABSTRACT: Center-periphery paradigm is the most important paradigm that is used in the theoretical explanation of ruler-ruled relationship in Turkey. According to paradigm, the values of the center are absolute and unchangeable and bureaucratic cadres considers these values as sacred. All values which are except from values of center are defined as values of environment. This paradigm was accepted as dominant paradigm for many years in the explanation of Turkish politics. The values of the center and periphery have been defined through religion in Turkey. In this context, It has been accepted that the center comprises from secular values and the periphery comprises from traditional/conservative values and the distinction of ruler-ruled has been examined with these values in Turkish politics. In this study, firstly, the general acceptances of the paradigm will be mentioned and then why the break points of our political history are explained with this paradigm and the validity of these explanations will be discussed.. In this context, changes in the last ten years of the Turkish political life will be examined through cultural discourse and symbols. In the study, struggle areas between center and periphery will be discussed through archival research and the validity of the general acceptances of the center-periphery paradigm in the last period of Turkish politics will be queried through archival findings.

The Health Free Zone (SASEB) is a new global phenomenon. Declared by the Emir of Dubai in 2002, Dubai Health City has the distinction of being the first Health Free Zone established in the world. In the following years other SASEB projects has been implemented in China, South Korea, Indonesia, and Nigeria. Countries see SASEB as an important tool in achieving their health tourism goals. The Turkish SASEB project, which was brought to the agenda in Turkey in 2010, attracted great attention from the public and remained on the agenda of the health sector for many years. With the change of the Minister and top bureaucrats of the period, the government's interest in the project is decreased. There were local interests and initiatives in some cities such as Izmir, Bursa, Istanbul and Ankara that wanted to continue the project, but they did not succeed. The aim of this study is to investigate whether there is a need for a Health Free Zone in Turkey, and if there is such a need, the content and size of the expected benefit from Turkish SASEB project. Questionnaires and scales developed by the researcher were used in the study. In order to test the validity and reliability of the questionnaire and scales, a pilot study was conducted with 54 people. After the necessary arrangements were made on the questionnaire and scales within the framework of the findings obtained from the pilot study, the main survey studies were carried out between 15 November 2022 and 15 February 2023 with the approval of the Istanbul Gedik University Ethics Committee. The sample group (491 people) has been formed by the stratification method. The dataset is subjected to t-test, one-way ANOVA, correlation and regression analyses with SPSS v.23 statistical program. The majority of the respondents (59%) stated that there is a need for SASEB project in Turkey. In the regression analysis, it was concluded that SASEB project will increase the number of health tourists and health tourism revenues in Turkey by 44.8%. [ABSTRACT FROM AUTHOR]

Human beings, by nature, have an inclination to believe. The most prominent area where this inclination manifests itself is in religious beliefs. Since the earliest periods of human history, people have attributed supernatural powers to the natural events they have witnessed and felt helpless against, believing that these powers were controlled by a higher authority. Based on this idea, human communities developed polytheistic belief systems and imagined a realm of gods as a family, indexing the functioning of the universe to the decisions and preferences of this family. This belief led to the idea that the destiny of humans and the public order, whether in masculine or feminine forms, are determined by divine authority. With the emergence of the first villages in Ancient Mesopotamia, the management of organized human communities and the provision of social order were achieved within the framework of belief systems. As belief systems became more institutionalized with the transformation of the first villages into cities, they included a religious bureaucracy, and dominated every aspect of life from social to political, spiritual, and economic. The Sumerian City States were a prime example of this. The Sumerians enriched their religious world with mythological narratives, successfully transferring their understanding of religion and the perception of god to the following periods by inventing writing and starting the record-keeping tradition. This transfer is the main reason why Sumerian traces are evident in the cultural accumulation of thousands of years of Ancient Mesopotamian geography. This study will explore the understanding of religion and the perception of god in Sumerian society, based on inferences made from cuneiform sources and information obtained from modern literature. Although bureaucracy is sometimes associated with negative adjectives, it is an approach that allows things to be carried out in an orderly manner. During the period when the Ottoman Empire suffered heavy defeats in the Tripoli and Balkan Wars, telegraph lines were damaged and postal communication was also weakened. On the other hand, the straying of the civil servants in the center and the provinces and the spread of foreign posts all over the country caused the postal organization to suffer financial losses. In addition, the Ottoman Post and Telegraph Institution did not have sufficient equipment and trained personnel, and it was far away from the developments and advances in postal communication in European countries. In this process, Oskan Efendi, who was appointed as the Ottoman Post and Telegraph Minister, came to the fore with his efforts to modernize the Ottoman Post and Telegraph Institution and the reforms he initiated. Both the interviews Oskan Efendi gave to the newspapers and magazines of the period, the articles and notifications he published, and the research and study tours he made were followed with great interest by the press. Oskan Efendi, who made a name for himself with his innovations and personality by other bureaucrats of the period, gained a different position in the history of Ottoman bureaucracy. As a matter of fact, Oskan Efendi brought the institution to a certain level by making great improvements and prepared the infrastructure of the PTT institution in the Republican period. The Ottomans established their administration on a dynamic and powerful system under the influence of the governing structure of medieval civilizations. Loyalty to the Great State, justice, and merit were the load-bearing columns of the system. Osman Bey, by assigning qadis and beys, and Orhan Bey, by establishing Divân-ı Hümâyûn, which was the highest bureaucratic institution, realized the first bureaucratic structuring and the network of administration. Murat the second identified the functions of the council and the organizational structure of the state. Dismissals, appointments, and promotions would be debated in Divân-ı Hümâyûn and presented to the sultan or to his absolute deputy for final decision. The period of Mehmet the Conqueror witnessed the developmental era of the institutions, and the madrasa of Sahn-ı Seman, an institution of higher education, to educate bureaucratic staff. Appointments to and dismissals from the central and provincial administrative units were regulated for the first time with legal code. Selim the Resolute and Suleiman the Magnificent sustained the same understanding. However, deteriorations in the administrative structure occurred towards the end of the Suleiman the Magnificent period. Arbitrariness in appointments and dismissals rose to prominence in the second half of the 16th century. Those who were assigned to the positions left by those who were dismissed could often receive a letter of dismissal even before taking office. The lack of foresight and the inconsistency of the administration, in a tangle of discrepancies, brought about some problems. The citizens harassed by the lawlessness of the incompetent provincial administrators would apply to Divân-ı Hümâyûn to present their situations. Although a multitude of studies have been done on the central and provincial administrations, the absence of distinct studies on the appointments and dismissals has required this subject to be researched. Center-periphery paradigm is the most important paradigm that is used in the theoretical explanation of ruler-ruled relationship in Turkey. According to paradigm, the values of the center are absolute and unchangeable and bureaucratic cadres considers these values as sacred. All values which are except from values of center are defined as values of environment. This paradigm was accepted as dominant paradigm for many years in the explanation of Turkish politics. The values of the center and periphery have been defined through religion in Turkey. In this context, It has been accepted that the center comprises from secular values and the periphery comprises from traditional/conservative values and the distinction of ruler-ruled has been examined with these values in Turkish politics. In this study, firstly, the general acceptances of the paradigm will be mentioned and then why the break points of our political history are explained with this paradigm and the validity of these explanations will be discussed.. In this context, changes in the last ten years of the Turkish political life will be examined through cultural discourse and symbols. In the study, struggle areas between center and periphery will be discussed through archival research and the validity of the general acceptances of the center-periphery paradigm in the last period of Turkish politics will be queried through archival findings. Yazı, insanlar arasında bir iletişim aracı olmanın yanı sıra devlet işlerinin kayıt altına alınmasının yegâne yoludur. Yazı, bilginin muhafazasında ve gelecek nesillere taşınmasında önemli bir yere sahiptir. Yazı, sivri uçlu bir nesneyle belli bir yüzey üzerine anlamlı sözler işlenmesi ile ortaya çıkan bir faaliyettir. Arkeolojik verilerden anlaşıldığı kadarıyla yazının ilk örnekleri, kil tabletlere sivri bir nesne ile kazınması suretiyle oluşturulmuştur. İnsanlar, tarih boyunca coğrafi ve ekonomik şartlara bağlı olarak farklı yazı malzemeleri keşfetmiş ve geliştirmiştir. Erken dönem İslam tarihinde yazı siyasî, dinî ve sosyal amaçlara hizmet edecek biçimde gelişip yaygınlaşmıştır. İslam tarihinin ilk dönemlerinde basit düzeyde başlayan kayıt tutma geleneği, Emevî ve Abbâsî dönemlerinde diğer medeniyetlerle etkileşimin sonucunda ileri düzeye ulaşmıştır. Öte yandan estetik kaygılarla yeni yazı stilleri ortaya çıkmıştır. İdarî hayata bağlı olarak şekillenen yazı kültürü, çok geçmeden ilim ve sanatla iştigal eden zümreye de yansımıştır. Bu gelişmelere bağlı olarak yazı malzemeleri çeşitlenmiştir. Bu makalede Abbâsî Devleti’nin ilk iki asrında (132-334/750-945) devlet kurumlarında görev yapan kâtiplerin kullandığı yazı malzemeleri tarihî veriler ışığında aydınlatılmaya çalışılmıştır.

Siyasal karar alma süreçlerinde kamu hizmetlerini düzenleyip topluma sunmada siyasi iktidar ile bürokrasi iki önemli araçtır. Bu süreçte, siyasetçiler kararları alırken, bürokratlar bu kararları uygulamaktadırlar. Toplumlar ve devletlerdeki gelişmelere paralel olarak değişim göstererek günümüze kadar varlığını sürdüren bürokrasi, yönetim anlayışı veya hükümet sistemi ne olursa olsun bütün devletlerde var olmuştur. Kamu yönetiminin bir aygıtı olan bürokratik yapı, Türkiye’de 1982 Anayasasıyla bürokratik vesayetin kökleşmesi neticesinde verimsiz ve ağır işleyen bir yapıya dönüşmüştür. Parlamenter sistemde toplumsal sorunların çözümünde bazı hususlarda tıkanıklıkların yaşanması ve koalisyon hükümetlerinin olumsuz etkileri yeni hükümet sistemi arayışına sebep olmuştur. Bürokrasinin hantal yapısından kurtulup etkin ve verimli bir hale kavuşturulması arzusu parlamenter sisteme yönelik tartışmalara yol açmıştır. Bu tartışmaların akabinde 16 Nisan 2017 yılında Anayasada yapılan değişiklik ile 24 Haziran 2018’de gerçekleştirilen seçim sonucunda Cumhurbaşkanlığı Hükümet Sistemi yönetimine geçilmiştir. Bu sistemle, yürütme yetkisi Cumhurbaşkanında toplanmış, böylece yönetimdeki çift başlılık ve bürokrasideki hantal yapı sona erdirilmek istenmiş, Cumhurbaşkanlığı siyasetin ve bürokrasinin merkezinde yeniden konumlandırılarak farklı bir sürece girilmiştir. Bu çalışmada, Türkiye’deki Parlamenter Sistem ile Cumhurbaşkanlığı Hükümet Sisteminde bürokrasi ve siyaset arasındaki ilişki ele alınmıştır. Ayrıca Cumhurbaşkanlığı Hükümet Sistemine geçişle bürokrasi ve siyasette nasıl bir dönüşüm yaşandığı değerlendirilmektedir.

The language used in literary works falls in the field of study of many disciplines. Function and meaning analyses of language elements such as words, phrases, sentences in the works constitute the basic data in order to make studies in the fields of history, culture, sociology, etc. It is possible to obtain information about the period when the work was written through the style, which is accepted as the special language of the author or poet. The subject of this study is the analysis of the language elements in the novel titled Onikiler, serialized in Cumhuriyet newspaper in 1935, with the announcement of Great Folk Novel by Sermet Muhtar Alus In the novel, the event takes place in Istanbul in 1886, and it vividly reflects many elements of Istanbul's streets, social life, relations between men and women, bureaucracy, and beliefs at that time. This vividness is strengthened by the fact that direct conversations are included in a large part of the novel and by the transfer of these conversations and the language spoken on the street to the novel. In the study, all the words in the work were analyzed. It is seen that the words in the spoken language of the period in the novel have different references from the meanings we encounter in the written language. These uses can be classified as follows in terms of form and meaning: a) Verbs and verb stems, which are present in the written language and differ in terms of meaning, are commonly encountered in the work. Some of these derivations and combinations have occurred as a result of the words transferred from foreign languages undergoing changes depending on the structure of our language. b) There are words that have a figurative meaning through concretization by associating them with entities, objects, events, etc. in nature. c) There are expressions conveyed using reverse discourse. d) Sentence-level uses in formulaic words are of verbal expression value in terms of both the inverted sentence order and the meaning attributed to the words. When this classification is evaluated, it is seen that there are rich examples of the spoken language of the period in which the event took place in the novel. One of the important points is that the words in the novel have a wide range of meanings. These meaning areas can be a reflection of the richness of the spoken language. In addition, the presence of people of all religions and races in Istanbul at that time was a factor in the introduction of words of foreign origin into the language. In the novel, foreign words belonging to social life, tailoring, male-female relations, etc. were included, or these borrowed words were used by changing according to Turkish phonetic characteristics. As a result, it is important to create the complete works of the novels that speak to/describe the public in Turkish literature, to make language studies, to classify and analyze the vocabulary, in terms of revealing the rich vocabulary of the Turkish Language and contributing to the current vocabulary. Sicill-i Ahvâl Registers are the personnel files in which the biographies of civil servants are recorded and are kept by the Sicill-i Ahvâl Commission, which has been performing the registry procedures of Ottoman civil servants since 1879. This study was prepared based on the cited source. The lives and professional careers of 11 identifiable civil servants from İnegöl are discussed. Thus, the names of the civil servants, their fathers’ occupations, family names, dates of birth, the schools they attended, the languages they know, and the level of their knowledge of these languages, whether they started working as trainees or permanent staff, and their ages, duties, salaries, and embezzlement status were determined. The last part of the article includes the biography of each officer. When the civil servants were examined in terms of religion and ethnicity, it was observed that all but one were Muslim and Turkish, and those who received high school education improved themselves in a foreign language. A few of them, most of whom were educated in primary schools, continued to secondary school, and the civil servants had an unpaid internship period before they ventured into their main professions. Other issues that have been determined are that the officers who fulfill their duties duly are rewarded, while the rank and salary of those whose faults are found are reduced. İbrahim Sarim Pasha, who was in the Ottoman bureaucracy at a young age, was a witness and even one of the leaders of the most painful times of the state, political, military, social and economic changes. He conveyed his impressions and experiences about the Egyptian Question, one of the most important issues of the early 19th century. In this study, the article named An Interview with Kavalali Mehmed Ali Pasha in the Year 1253 by Ahmed Refik on May 1, 1926, in the number 15(92) of the Türk Tarihi Encümeni Magazine, and information and documents containing the interviews and correspondence he made during the London embassy afterwards. One of the main sources used in the writing of the biographies of the civil servants in the Ottoman State organization is the Sicill-i Ahval. Registering the status of the civil servants, which are subject to state translations during their duties, is called Sicill-i ahval, and the registers resulting from the registration are called Sicill-i Ahval. Sicill-i Ahvâl is the archive source where the biographies of the civil servants are recorded and kept by the Sicill-i Ahvâl commission, which has been carrying out the registry procedures of the Ottoman civil servants since 1879. It is aimed to monitor the developmental stages of civil servants who served in the state organization during the reign of Abdülhamid. With the development of the bureaucracy in the Tanzimat Period, the number of civil servants also increased. Registry records have been started to be kept for the selection, appointment and promotion of civil servants. In the documents prepared, the name, nickname, place and date of birth, father’s name, if his father is a civil servant, his rank, education level, date of initiation, dismissal, appointment and proceedings, if any, and nationality if he is non-Muslim. This study has been prepared on the basis of the afore mentioned source. The life and professional career of 25 identifiable civil servants born in Develi District are discussed. Thus, information such as the civil servants’ father’s names, their father's occupation, family name, birth dates, the schools they attended, the languages they knew and the level of their knowledge of these languages, the fields they worked in, the age at which they started their civil service, their duties, and their salaries were determined. The first name that the bureaucracy concept evokes today is undoubtedly Max Weber. In Weber's management theory; there are three types of authority, which Weber tries to question why people obey orders. Weber; states that these authorities, which he describes as traditional, charismatic, and legal-rational models, can all provide obedience, but each will suit a different stage in the development of organizations. This study aims to reveal the meaning that Weber attributes to the concept of authority trilogy and bureaucracy. As a method, a literature review has been made. The findings obtained have been analyzed with a critical point of view and in detail and content analysis and interpretation techniques have been used to examine the findings. Also including the ideas of the leading thinkers of the Islamic world on the issues of authority and legitimacy has enriched the article.

Besides serving in Turkish politics and bureaucracy for many years, Ali Ekrem Bolayır is an intellectual who produced works in both verse and prose. Ali Ekrem, who met politics, bureaucracy and literary circles at an early age due to being the son of Namık Kemal, was a professor who also taught the history of literature at Darulfunun thanks to his cultural background. Being interested in the theoretical aspects of literature during his teaching at Darulfunun, Ali Ekrem discussed the famous authors of his period with their positive and negative aspects in his lectures. In fact, Halit Ziya Usaklıgil is one of the writers he focuses on in Literature Lectures in Darulfunun (1330-1331) which includes the first year lecture notes. Since Halit Ziya brought some novelties to Turkish Literature in terms of prose, he was analyzed a lot in the prose part of the lecture. While Ali Ekrem expresses his criticism on Halit Ziya in the Literature Lectures in Darulfunun, he did not disregard Halit Ziya's contributions to Turkish literature. In this study, after giving information about Literature Lectures in Darulfunun, Ali Ekrem's criticism on Halit Ziya's prose is discussed in the context of words, compositions, compound verbs and sentences. In the last period of the Umayyads, some clerks of mawālī origin began to have a voice in the administration and to draw attention to their intellectual aspects. These people, culturally equipped and experienced in administrative life, provided the emergence of the adīb (enlighted writer/man of letters) bureaucrat typology in the Islamic world. One of them, ʿUmāra b. Ḥamza (d. 199/814-15 [?]) came forward as a high-level clerk and statesman during the establishment years of the Abbasids. ʿUmāra has an extremely arrogant aspect, which was the subject of idioms. The Abbasid caliphs put up with this feature because of his usefulness and ability. ʿUmāra’s official and personal letters were highly appreciated; for this reason, he was mentioned among the top ten masters of eloquence in the 3-4th/9-10th century of the Islamic world. Many anecdotes have been recorded about him due to the various events he experienced as a clerk, tax administrator, governor and diplomat, and his interesting personality. Issues such as being a mawālī, being accused of zindīq, ungrateful attitudes towards the caliphs, haughty attitude, wealth, generosity, his duties such as being an ambassador to Byzantium, and the nature of his writings shed light on the first period of the Abbasids in many ways. In this article, ʿUmāra b. Ḥamza’s life and personality are discussed, together with the conditions of the period and prominent figures.
