The environment, which is defined as the externality of nature against human in every human civilization, has become a problem when the nature-human balance is disturbed. With the destruction of advanced industrial societies; The need for political change has increased in the sense of protecting the environment, which has entered the transformation process. In this context, the changing role of the nation state in the process of restructuring environmental policy has been questioned on the axis of governance. Environmental problems, which emerged at the local level with the ecological crisis of modern society and humanity, have gained a global character. As a matter of fact, with the increasing importance of environmental rights on an international scale, multilateral environmental conventions have built the foundation of environmental law in a global context. How the natural resources and assets will be divided and shared by nation-states on a global scale has necessitated the multi-faceted cooperation of nations in the legal sense. In this framework, the aim of the study is to deal with the legal and institutional structure that has emerged with the increasing importance of the environmental right in terms of multilateral environmental agreements. Therefore, in the study, in terms of evoking mutual interaction of global environmental ethics, international environmental policies are discussed in the axis of the legal mechanism of governance.
