Y es que los autores se encuentran ante un panorama que a primera vista puede ser desconcertante: el hecho de que al analizar los datos sobre salud en distintos países se encuentran con que ante la gran recesión económica que comenzó en 2007, algunos países han visto mejorados sus índices de salud en diversos aspectos mientras que otros han sufrido grandes descensos en el nivel de salud del conjunto de sus habitantes.

This paper analyses Phalee proverbs that refer to acts of speaking and holding the tongue in a community rhetorical context. Phalee/ Phadang, spoken in the Ukhrul district of Manipur, falls under the Tangkhul Naga language sub-group of the Tibeto-Burman family but is mutually incomprehensible with it. Tangkhul is the lingua franca among the villages that make up the Tangkhul Naga identity despite every village’s quotidian language use, rituals, and laws being unique to the village identity. This is a complex phenomenon, and the proverbs that arise out of the Tangkhul-Phalee composite provide interesting perspectives on identity formation regarding language, custom, and art. The collected corpus of proverbs we studied shows that while speech is considered clearly a necessity in terms of self-expression, community policy determination, and social interaction, most proverbs on speaking nevertheless emphasise the power of spoken words and ultimately counsel minimal and extremely careful speech. Silence seems to be often and poignantly granted greater value in communal life. This paper explores how these accumulated insights into speech reflect cultural attitudes in Phalee society and offer insights into the distinctive forms of social governance as mediated through the rhetorical strategies of proverb context and usage that characterise the village identity.

The wonderful story book Panchatantra is the most widely travelled text of Indian origin. The authorship of the treatise has been ascribed to some unidentifiable Vishnu Sharma. It is said in the preamble that the octogenarian author composed the stories in order to educate three refractory sons of an ancient Indian king named Amara Shakti. The book contains all the essential knowledge as embedded in all the ancient Indian sastras of ethics, morality, practical economics and politics, ideas necessary for all conceivable professions including that of the ruler, ministers and high government officials. This story book, in five Tantras (parts), has been popular among readers of all ages, occupations, countries, races, and religious communities. Thousands of books and articles have been written on Panchatantra and various aspects of the text, its origin, history etc. have been closely scrutinized by erudite scholars to the best conceivable depths. But here our approach is going to be quite novel. Eschewing all theoretical queries we adopt the story telling mode right from the beginning, as in case of the text of Panchatantra. The story telling mode of presenting any topic has its origin in unknown past and it has been again and again verified that this mode of presenting any topic is the most attractive, effective and the least time consuming mode of instilling any concept into the comprehensive faculty of the target audience or readers.

The spread of misinformation and fake news with the advent of social media is widespread to influence public opinion. A lack of common consensus between the journalists, media houses and social media companies on combating disinformation is causing distrust and scope for pessimism. The current research was conducted in the Indian context adopting mixed methods research to find out the roles and responsibilities of journalists and media houses in combating disinformation along with the effect of social media and advanced technologies in the changing scenario. The results revealed that journalists demanded more access to audience and providing a platform for practicing ethical journalism. Secondly, the effect of social media on journalism was considered as a net positive with no escape from the same in this digital era. Thirdly, an upgrade of skills related to tackling misinformation with technology was felt by the journalists. The paper provides the intricacies of journalism practice in the changing world for a better future..

We publish the following document by Dr. Ratan Basu as a jewel worth preserving to have a clearer vision of the history of India and how the social, political and economic forms developed. Based on the ancient Indian traditions of the indigenous sources of the story that are scattered in the Vedas, Puranas, the epics -Rāmāyana and Mahābhārata-, Buddhist texts, Jains and rock excavations and inscriptions as sources of information, it broadens the focus of his research since when it comes to chronological history - as we generally understand by the term "history" - the ancient Indian texts hardly provide a coherent idea. That is why it includes in this document foreign authors from Escílax de Carianda through Greek, Chinese, Christian authors up to the beginning of the 20th century. This systematic and in-depth investigation is essential to understand the origins and sources of the first manuscript found of the Pancha Tantra dated at the dawn of the 11th century, which give a complete account of the society, economy and politics of ancient India so that scholars in tantric philosophy they can establish with greater precision and scientific rigor the category "tantrism" as a source of the emancipatory movements that culminated in the constitution of 1949 and article 15 motorized among others by B.R. Ambedkar.

En el presente trabajo se analiza el contenido de las distintas tipologías de cuarzo, definidas por Basu et al. (1975) para análisis de procedencia, en depósitos arenosos actuales, generados a partir de macizos del Sistema Central con distintas litologías (granitos, gneises, pizarras-esquistos). Aplicando la metodología de dichos autores se observa que, para los depósitos estudiados, pierde validez para discriminar áreas de procedencia plutónica y metamórfica de alto grado en función del contenido en las tipologías monocristalinas. No obstante, se corrobora la utilidad del contenido en las tipologías policristalinas para diferenciar áreas metamórficas de bajo grado.

9. Mortality associated with alternative policy options for primary care and the Mais Médicos (More Doctors) Program in Brazil: forecasting future scenarios

Objective. To forecast the impact of alternative scenarios of coverage changes in Brazil’s Family Health Strategy (Estratégia Saúde da Família) (ESF)—due to fiscal austerity measures and to the end of the Mais Médicos (More Doctors) Program (PMM)—on overall under-5 mortality rates (U5MRs) and under-70 mortality rates (U70MRs) from ambulatory care sensitive conditions (ACSCs) up through 2030. Methods. A synthetic cohort of 5 507 Brazilian municipalities was created for the period 2017-2030. A municipal-level microsimulation model was developed and validated using longitudinal data. Reductions in ESF coverage, and its effects on U5MRs and U70MRs from ACSCs, were forecast based on two probable austerity scenarios, as compared to the maintenance of current ESF coverage. Fixed effects longitudinal regression models were employed to account for secular trends, demographic and socioeconomic changes, variables related to health care, and program duration effects. Results. In comparison to maintaining stable ESF coverage, with the decrease in ESF coverage due to austerity measures and PMM termination, the mean U5MR and U70MR would be 13.2% and 8.6% higher, respectively, in 2030. The end of PMM would be responsible for a mean U5MR from ACSCs that is 4.3% higher and a U70MR from ACSCs that is 2.8% higher in 2030. The reduction of PMM coverage due only to the withdrawal of Cuban doctors who have been working in PMM would alone be responsible for a U5MR that is 3.2% higher, and a U70MR that is 2.0% higher in 2030. Conclusions. Reductions in primary health care coverage due to austerity measures and the end of the PMM could be responsible for many avoidable adult and child deaths in coming years in Brazil.

RESUMO O conservadorismo contábil tem influenciado nas decisões das empresas. No contexto internacional, a intervenção dos governos na atividade das empresas é fortemente observada, conforme afirmam alguns autores. No contexto brasileiro, além da influência do conservadorismo contábil as empresas são influenciadas pela estrutura jurídica-cultural code law. Nessa perspectiva, o presente estudo, busca analisar se as empresas estatais brasileiras seriam mais conservadoras do que as empresas não estatais no mercado brasileiro, sob a ótica do Modelo de Basu (1997) que define o conservadorismo como o grau de reconhecimento assimétrico do mercado para boas e más notícias. Essa hipótese decorre de evidências internacionais de que empresas estatais possuem incentivos de apresentar resultados maiores como forma de demonstrar uma boa imagem do governo. Como estratégia metodológica esta pesquisa adotou o Modelo de Basu (1997), adaptado às empresas brasileiras no período de 2010 a 2013, com adoção de estatística descritiva e método quantitativo, sendo os dados coletados da base de dados do software Economática®. Os principais resultados foram: foi possível aceitar a hipótese de que as empresas estatais são menos conservadoras do que as demais empresas da BM&F Bovespa, enquanto queempresas com ações negociadas na BM&F Bovespa, não reconhecem as boas notícias mais rapidamente do que as más notícias; observou-se conservadorismo contábil nas empresas que publicaram informações em conformidade normas contábeis exigidas a partir da Lei 11.638/08, entre o período de 2010 a 2013, sendo estatisticamente significante a 10%; entre outros resultados.

In this article we look upon the concept of the Cultural Revolution from an unconventional perspective and emphasize that so far as the basic concept is concerned, Cultural Revolution has special relevance for the modern society and it may be conceived as a collective endeavour to ensure uplift of human mind and psychic modes as a whole. Here we endeavour to highlight the correspondence of the concept of the Cultural Revolution to two almost similar ways to go into the depth of the causes of maladies afflicting human society from time immemorial. The first comparison is made with the views of the moral philosopher and economist Adam Smith who divides human sentiments into two major categories, viz. nobler elements and baser elements and attributes all maladies of human society to the later group of sentiments. The second view corresponds to the ancient Indian Sankhya Philosophy, which classifies human modes of living into three categories, viz. tamasika, rajasika and satvika, and holds the latter two modes responsible for all maladies that afflict human living. However, neither Smith nor Sankhya philosophy provide any guidelines for efficacious transition of human psyche to the desired end. In this context, the concept of the Cultural Revolution becomes relevant. The concept, interpreted from a radically different standpoint from Maoist interpretation, and therefore conceived as an evolutionary process rather than a destructive revolution, may enable us to device a viable transitional process of human values and psychic from both the Smithian and the Sankhya standpoints.

This article was made to explore the relationships between Peronism as a philosophy and political practice and other philosophies. It seeks to establish differences among prevailing ideologies in the world -if still any- and the actual actions taken from such ideologies to identify those that are proper of Peronism and their relationship with neoliberalism. A leader of the historical Peronism selected for his background was interviewed to perform a critical analysis of his discourse. It was found that despite the attempts of capitalism to destroy ideological concepts that create intellectual ties among people to turn them into consuming individuals, yet there are social actors who try to achieve equity and harmony among citizens. This finding tends to redeem human values of fraternity and collective fulfillment destroyed by hegemonic mass media of global manipulation that isolate members of a society in order to manipulate them emotionally and block off critical thinking.

The mystic love between the Indian Nobel Laureate poet Rabindranath Tagore and the great Argentine intellectual Victoria Ocampo has been a matter of deep interest among erudite circles all over the world ever since they happened to meet in San Isidro, Argentina in 1924. This meeting was a chance incident – Tagore on way to Peru being held up at Buenos Aires on account of a bad Influenza attack. Although Ocampo had developed a deep spiritual interest in Tagore and his philosophy since she had read in 1914 Andre Gide’s French translation of Gitanjali, the Nobel awarded book of poetry by Tagore, she could hardly imagine that she would ever have any opportunity to meet in real life Tagore, her idol of worship. As the Argentine physicians advised Tagore full rest till complete recovery, Ocampo prompted to host him along with his honourary secretary Leonard Elmhirst at Villa Miralrio at San Isidro. Here Tagore was held up for two months (November-December, 1924) in course of which the close relation between Tagore and Ocampo developed. They could meet only once more for a short time in Paris, but the relation continued through regular correspondence till Tagore’s demise in 1941. Various authors writing books or articles on the relation between Tagore and Ocampo have looked upon the relation from various angles, but most of them have failed to grasp the quintessence of the relation as they have overlooked the intellectual heights and spiritual inclinations of Tagore and Ocampo. Therefore, they have looked upon the matter from the standpoint of amorous relation between ordinary male and female. A deeper insight, however, would bring to the fore the fact that, because of their intellectual heights, cosmopolitan world outlook and spiritual inclinations, the relation between Tagore and Ocampo transcended to an extra-mundane spiritual plane. In fact, it cannot be denied that the relation had subterranean binding factor of Freudian passion between man and woman, but at the same time, because of the intellectual heights and depth of their thought process, it ascended to a higher plane and assumed surrealistic dimensions spurring each to over-enthusiastic intellectual activities.This article endeavours to venture into this mystic and surrealistic aspect of love between Tagore and Ocampo, which has not hitherto been explored fully.

25. Characterization of beekeeping activity in the main municipalities of honey production in Campeche, Mexico

In Mexico, beekeeping is one of the main activities of the agricultural sector due to its production of high quality honey which is exported to several European countries. Beekeeping is practiced by more than 40,000 producers; with around two million hives in apiaries distributed in the five honey producing regions of Mexico (North, Central and Highlands, Pacific, Gulf and Yucatan Peninsula). The Yucatan Peninsula comprising of Campeche, Quintana Roo and Yucatan, is considered as one the most important honey producing region since it contributes to about 95 % of Mexican honey production in the international markets. The region represents to 30 to 35 % of the total number of Mexican bee colonies, and beekeeping is considered as a secondary agricultural activity. With the purpose of characterizing the beekeeping activity in Campeche (in municipalities of Campeche, Champoton and Hopelchen), Yucatan Peninsula a comprehensive survey was conducted on 120 producers from July to December, 2016. The average age of beekeepers was found to be 57 years, with an average of 2.27 apiaries per producer and with 20.6 hives per apiary. The survey revealed that beekeepers devote two days a week to beekeeping and make on an average 3.67 harvests per year. Based on the survey results, it is recommended to promote generational change in the local beekeeping activity, with stronger emphasis on the young beekeepers of the region.

En este artículo consideramos el concepto de la Revolución Cultural desde una perspectiva no convencional y enfatizamos que, en lo que respecta al concepto básico, la Revolución Cultural tiene especial relevancia para la sociedad moderna y puede concebirse como un esfuerzo colectivo para asegurar la elevación de la mente humana y las modalidades psíquicas como un todo. Nos esforzamos por resaltar la correspondencia del concepto de la Revolución Cultural con dos formas casi similares de profundización en las causas de las enfermedades que aquejan a la sociedad humana desde tiempos inmemoriales. La primera comparación se hace con los puntos de vista del filósofo moral y economista Adam Smith, que divide los sentimientos humanos en dos categorías principales, a saber: elementos más nobles y elementos más básicos y atribuye todas las enfermedades de la sociedad humana al último grupo de sentimientos. La segunda posición corresponde a la antigua filosofía india sankhya, que clasifica los modos de vida humanos en tres categorías: tamasika, rajasika y satvika, y mantiene los últimos dos modos responsables de todas las enfermedades que afligen la vida humana. Para eliminar las enfermedades de la sociedad humana, Smith establece el reemplazo de los sentimientos humanos más básicos por sentimientos más nobles, y para este fin, según la visión sankhya, se indica el inicio de un proceso de transición de los modos tamasika y rajasika al modo satvika. Una mirada más profunda revelaría el hecho de que tanto los puntos de vista de Smith y de la filosofía sankhya son, en esencia, los mismos: sentimientos más básicos de Smith comparables a los modos tamasika y rajasika, y sentimientos más nobles al modo satvika. Sin embargo, ni la filosofía de Smith ni la sankhya proporcionan ninguna guía para la transición eficaz de la psiquis humana al fin deseado. En este contexto el concepto de Revolución Cultural se vuelve relevante. El concepto, interpretado desde un punto de vista radicalmente diferente de la interpretación maoísta, y, por lo tanto, concebido como un proceso evolutivo en lugar de una revolución destructiva, puede permitirnos diseñar un proceso viable de transición de valores humanos y psíquicos desde los puntos de vista de Smith y la filosofía sankhya. In this context, the concept of the Cultural Revolution becomes relevant. Desde que se otorgó el Premio Nobel de Economía a Amartya Sen, se han hecho muchos esfuerzos por destacar el pasado de Sen Shantiniketan y la afinidad de su visión mundial con la de Rabindranath Tagore. Desafortunadamente, es probable que un análisis más profundo revele que los puntos de vista de Amartya Sen -basados en el mundo occidental- sean diametralmente opuestos a los de Tagore -basado en la antigua perspectiva india mundial-, particularmente en lo que respecta al desarrollo sostenible y la vida ética humana. Este artículo se esfuerza por resaltar los aspectos contrastantes de las visiones del mundo de dos galardonados con el Premio Nobel de Bengala. Abstract Ever since the Nobel Prize in Economics was awarded to Amartya Sen, there has been much endeavour to highlight Sen’s Shantiniketan background and affinity of his world outlook with that of Rabindranath Tagore. Unfortunately, a deeper analysis is likely to reveal that Amartya Sen’s views (based on western world-outlook) are diametrically opposed to that of Tagore (based on ancient Indian world-outlook), particularly as regards sustainable development and eco-ethical human living. This article endeavours to highlight these contrasting aspects of the world-outlooks of two Bengali Nobel Laureates.

El término dalit significa oprimido y pisoteado. De hecho, los dalits en la India, los más bajos de las castas inferiores y los más pobres de los pobres, son pisoteados (social, político y económicamente) por los ricos, especialmente los pertenecientes a las castas superiores. Los dalits comprenden aproximadamente el 16.6 por ciento de la población de la India, pero su participación en la propiedad de la tierra y la propiedad, el acceso a la educación y el empleo y los servicios sociales básicos son miserablemente bajos. La peor práctica inhumana contra ellos es la práctica de la intocabilidad. Esto se asocia a varios tipos de atrocidades perpetradas sobre ellos por los ricos pertenecientes a las castas superiores. Toda esta explotación social se asocia con la explotación económica y la esclavitud. En general, la raíz de la enfermedad puede remontarse al código de Manu que da una justificación legal, ética y religiosa al sistema existente de explotación de las personas pertenecientes a las castas inferiores. Las leyes de Manu indican cómo la plétora de nuevas sub-castas se generó a través de matrimonios entre castas y así surgieron los antepasados de los dalits modernos. Los descendientes de las tribus bárbaras (Mlechchas) subyugados por los arios aumentaron sus filas. El objetivo básico de este artículo es acercarse a la profundidad de la psicosis humana que da lugar a las prácticas socioeconómicas explotadoras y discriminatorias relacionadas con los dalits y otras castas inferiores. En este sentido vamos a destacar la psicosis primordial de la minoría inteligente y privilegiada perteneciente a las castas superiores para dar origen y perpetuar la discriminación y la explotación inhumana de la mayoría perteneciente a las castas inferiores. La psicosis está profundamente arraigada en los modos humanos básicos analizados y elaborados en la Filosofía Samkhya de la India antigua. Según Samkhya Philosophy, la conciencia humana es una parte de la manifestación material de la naturaleza, y es la combinación de tres modos básicos: Sattwa, Rajas y Tamas, dotados por la Naturaleza. Todos estos modos básicos se combinan en diferentes grados para asignar diferentes características a diferentes individuos. Si está aislado en el abstracto, Sattwa no mezclado pertenece a la bondad y la virtud, Rajas a la pasión y el deseo insaciable y Tamas a la oscuridad de la mente, la obsesión y la inercia. Todas nuestras facultades mentales e intelectuales proceden de estos tres modos básicos. En consecuencia, todos los individuos pueden clasificarse ampliamente en tres categorías principales, a saber. Sattwic, Rajasic y Tamsic. Las personas en los estratos superiores de la sociedad están en el estado rajásico y los dalits se ven obligados a estar en el nivel más bajo del estado tamasico a través de la pobreza, el analfabetismo, las costumbres sociales, las creencias religiosas y las medidas legales Siendo controlado por la minoría rajásica. Este proceso de deshumanización de los dalits comenzó hace mucho tiempo para cumplir con la avaricia y el poder de los estratos superiores rajásicos como es evidente de las prescripciones de los textos de Manu. La única manera de salir de esta enfermedad es elevar a los dalits y otras castas explotadas como los Shudras desde el estado de Tamas hasta el estado de Rajas y más tarde a Sattwa a través de la rápida industrialización con las tecnologías modernas, la eliminación del analfabetismo y la pobreza abyecta del la mayoría explotada y la difusión de la educación científica y la visión del mundo científico para erradicar todos los modos tamasicos como las supersticiones, las obsesiones con los ritos religiosos, las distinciones y la discriminación contra la población sobre la base de la casta, el credo, la lengua maternal. De personas comunes a maestros y sacerdotes religiosos, celebridades y partidos políticos y líderes políticos. Para ello es necesario inculcar valores éticos y sattwic entre la minoría explotadora, los politicos, los partidos políticos y los medios de comunicación. Abstract The term dalit means downtrodden and trampled. In fact the dalits in India, the lowest of the lower castes and the poorest of the poor, are being trampled (socially, politically and economically) by the rich, especially those belonging to the upper castes. Roughly the dalits comprise about 16.6 per cent of India’s population. But their share of ownership of land and property, and access to education and employment and basic social amenities is miserably low. The worst inhuman practice against them is the practice of untouchability. This is associated with various kinds of atrocities perpetrated on them by the rich belonging to the upper castes. All these social exploitation have been associated with economic exploitation and slavery. In general, the root of the malady may be traced back to Manusmriti (M.S.). M.S. ascribed a legal, ethical and religious justification to the existing system of exploitation of the people belonging to the lower castes. M.S. delineated how plethora of new sub-castes was generated through inter-caste marriages and thus the forefathers of the modern dalits emerged. Descendants of the barbarian tribes (Mlechchas) subjugated by the Aryans swelled their ranks. The basic objective of this article is to get down to the depth of human psychosis that gives rise to the exploitative and discriminatory socio-economic practices related to the dalits and other lower castes. In this connection we are going to highlight the primordial psychosis of the intelligent and privileged minority belonging to the upper castes to give birth to and perpetuate discrimination against and inhuman exploitation of the majority belonging to the lower castes. The psychosis is deeply rooted in basic human modes as analyzed and elaborated in the Samkhya Philosophy of ancient India. According to Samkhya Philosophy, human consciousness is a part of material manifestation of Nature, and it is the combination of three modes viz. Sattwa, Rajas and Tamas, endowed by Nature. All these basic modes combine in different degrees to assign different characteristics to different individuals. If isolated in the abstract, unmixed Sattwa pertains to goodness and virtue, Rajas to passion and insatiable desire and Tamas to darkness of mind, obsession and inertia. All our mental and intellectual faculties originate from these three basic modes. Accordingly all individuals may be classified broadly into three major categories, viz. Sattwic, Rajasic and Tamsic. The people in the upper strata of the society are in the Rajasic state and the dalits are forced to be at the lowest echelon of the Tamasic state through poverty, illiteracy, social customs, religious beliefs, and legal measures by the state machinery which is being controlled by the Rajasic minority. This process of de-humanization of the dalits started long ago to fulfill the greed and power mongering of the Rajasic upper strata as is evident from the prescriptions of the Manusmriti. The only way out of this malady is to raise the dalits and the other exploited castes like the Shudras from the state of Tamas to the state of Rajas and later on to Sattwa through rapid industrialization with modern technologies, removal of illiteracy and abject poverty of the exploited majority and spread of scientific education and scientific world outlook to eradicate all Tamasic modes like superstitions, obsessions with religious rites, distinctions of and discrimination against the population on the basis of caste, creed, mother tongue, religious practices etc., and blind devotion of common people to religious gurus and priests, celebrities and political parties and political leaders. To this end it is necessary to inculcate ethics and Sattwic values among the exploiting minority, the politicians and political parties and the mass media.

30. Poverty Removal Measures of Amartya Sen and the Smithian Dilemma

The hitherto known history of human civilization has been checkered with glorious achievements and abject injustice characterized by poverty, inequality and deprivation. The most coherent explanation of poverty and injustice is to be found in the works of Karl Marx and Frederick Engels. They associated poverty and injustice with private property, division of labour, exchange, competition, family and the State. Amartya Sen has considered pluralistic democracy as the most desirable form of government which could ensure growth with social justice along with human freedom. Although better than authoritarian forms of governing in many respects, political party based democracies are overburdened with widespread corruption based on criminal-trade union-politician alliance. Sen emphasizes the role of the mass media and awareness of the common people to break through this vicious circle and make the politicians, running the governments, work in a desirable fashion. Unfortunately this optimistic note of Sen has come up against a serious hurdle pointed out by Adam Smith long ago. According to Smith a psychosis common to most of the people, whatever be their own positions, is that they admire the powerful and the rich (whatever be the means of their achievements) instead of the really worthy ones, viz. the honest and virtuous who has failed to achieve power and wealth. This has, in fact, spelt out a gloomy prospect for the human race.

Este artículo se propone identificar y aislar lo científico y beneficioso de la falsedad, superstición y misticismo que envuelve al tantrismo. De todas las prácticas religiosas y semireligiosas antiguas de la India, el culto tántrico es el que ha conseguido el mayor reconocimiento y la mayor popularidad en todo el mundo. La razón de esta popularidad no ha sido el interés académico, espiritual o filosófico. Por el contrario, se lo ha asociado con promesas de obtener poderes mágicos y sobrenaturales, como también promesas de mejorar la potencia sexual y la intensidad del disfrute sexual y restablecer la potencia sexual perdida en las personas mayores. En la India, la gente común le confirió una mala reputación al culto tántrico. El misterio, la psicosis de culpa y temor también se asocian a este culto esotérico. El tantra en sí no es una religión pero ha penetrado en la mayoría de las comunidades religiosas y subreligiosas no solo de la India sino también de Tíbet, China, Japón y muchos otros países (especialmente asiáticos). En la India, son innumerables las asociaciones de tantra y los tántricos individuales en calidad de gurús (maestros) con sus círculos de discípulos. Sin embargo, son muchos los aspectos del tantra que son científicamente demostrables y sus efectos son beneficiosos tanto para los individuos como la sociedad en su conjunto. En esta línea, al final del artículo se destacan algunos estudios que demuestran la reducción de los niveles de estrés como resultado de las prácticas tántricas. Este trabajo también apunta a inspirar a más investigadores competentes y eruditos a continuar con la tarea aquí iniciada. Abstract This article endeavors to identify and isolate the scientific and beneficial from falsehood, superstition and mysticism surrounding tantrism. Among the various ancient Indian religious and semi-religious practices, tantra cult has got the most widespread recognition and popularity all over the world. The reason for this popularity of tantra has hardly been from academic, spiritual or philosophical interests. On the contrary, it has been associated with promises of achievements of magical and supernatural powers as well as promises of enhancement of sexual power and intensity of sexual enjoyment, and restoration of lost sexual potency of old people. In India, tantra cult has assumed a bad reputation among ordinary people. Mystery, guilt psychosis and fear have also been associated with this esoteric cult. Tantra itself is not a religion but it has penetrated most of the major religious and sub-religious communities not only in India but also in Tibet, China, Japan and many other countries (especially Asian). In India there are innumerable tantra-based societies and individual tantriks as gurus (teachers) with their circles of disciples. Nevertheless, there are many aspects of tantra which are scientifically verifiable and the effects of which are beneficial for individuals and the human society. Accordingly, at the end of the article, some studies proving decreased stress levels as a result of tantra practices are highlighted. This work also aims at inspiring more competent and erudite researchers to carry forward the task herein initiated.

34. Early detection of cervical cancer with visual inspection methods: a summary of completed and on-going studies in India

India is a high-risk country for cervical cancer which accounts a quarter (126 000 new cases, 71 000 deaths around 2 000) of the world burden. The age-standardized incidence rates range from 16-55 per 100 000 women in different regions with particularly high rates in rural areas. Control of cervical cancer by early detection and treatment is a priority of the National Cancer Control Programme of India. There are no organized cytology screening programmes in the country. The technical and financial constraints to organize cytology screening have encouraged the evaluation of visual inspection approaches as potential alternatives to cervical cytology in India. Four types of visual detection approaches for cervical neoplasia are investigated in India: a) naked eye inspection without acetic acid application, widely known as 'downstaging'; b) naked eye inspection after application of 3-5% acetic acid (VIA); c) VIA using magnification devices (VIAM); d) visual inspection after the application of Lugol's iodine (VILI). Downstaging has been shown to be poorly sensitive and specific to detect cervical neoplasia and is no longer considered as a suitable screening test for cervical cancer. VIA, VIAM and VILI are currently being investigated in multicentre cross-sectional studies (without verification bias), in which cytology and HPV testing are also simultaneously evaluated, and the results of these investigations will be available in 2003. These studies will provide valuable information on the average, comparative test performances in detecting high-grade cervical cancer precursors and cancer. Results from pooled analysis of data from two completed studies indicated an approximate sensitivity of 93.4% and specificity of 85.1% for VIA to detect CIN 2 or worse lesions; the corresponding figures for cytology were 72.1% and 91.6%. The efficacy of VIA in reducing incidence of and mortality from cervical cancer and its cost-effectiveness is currently being investigated in two cluster randomized controlled intervention trials in India. One of these studies is a 4-arm trial addressing the comparative efficacy of VIA, cytology and primary screening with HPV DNA testing. This trial will provide valuable information on comparative detection rates of CIN 2-3 lesions by the middle of 2003. The expected outcomes from the Indian studies will contribute valuable information for guiding the development of public health policies on cervical cancer prevention in countries with different levels of socio-economic and health services development and open up new avenues of research.

La tasa de incidencia estandarizada por edad se encuentra en el rango de 16 a 55 por 100 000 mujeres en diferentes regiones con tasas particularmente altas en áreas rurales. El control del cáncer cervical por detección temprana y tratamiento es una prioridad del Programa Nacional de Control de Cáncer y, desafortunadamente, no hay programas organizados de tamizaje citológico en este país. La infraestructura técnica y financiera para organizar tamizaje en este tipo de cáncer, ha promovido la inspección visual como una potencial alternativa de la citología cervical en la India. Se investigan cuatro tipos de opciones de detección visual de neoplasia cervical: a) inspección a ojo desnudo sin la aplicación de ácido acético, opción ampliamente conocida como downstaging; b) inspección de ojo desnudo después de la aplicación de ácido acético de 3 a 5% (VIA); c) VIA usando un dispositivo de aumento (VIAM); d) inspección visual después de la aplicación de yodo-lugol (VILI). Se ha mostrado que el Downstaging ha sido pobremente sensible y específico para detectar neoplasia cervical y no es considerado ampliamente como una prueba de tamizaje conveniente para cáncer cervical. Los resultados de los análisis de los datos de dos estudios previos indicaron una sensibilidad aproximada de 93.4% y una especificidad de 85.1% para VIA en la detección de CIN 2-3 o lesiones invasoras, comparadas con las de citología con 72.1% y 91.6% de sensibilidad y especificidad, respectivamente. La eficacia de VIA para la reducción de la incidencia y la mortalidad de cáncer cervical y su costo-efectividad están siendo actualmente investigadas en dos ensayos de intervención aleatorizados controlados en población de la India. Uno de esos estudios es un ensayo con cuatro brazos que establece la eficacia comparativa de VIA, citología y tamizaje primario, con pruebas de ADN del VPH. Este ensayo proveerá información valiosa sobre la detección comparativa de tasas de lesiones de CIN 2-3 que podrá ser utilizada para guiar el desarrollo de las políticas en salud pública sobre prevención del cáncer cervical en países con diferentes niveles socioeconómicos y abrir nuevos caminos de investigación.

This article was made to explore the relationships between Peronism as a philosophy and political practice and other philosophies. It seeks to establish differences among prevailing ideologies in the world -if still any- and the actual actions taken from such ideologies to identify those that are proper of Peronism and their relationship with neoliberalism. A leader of the historical Peronism selected for his background was interviewed to perform a critical analysis of his discourse. It was found that despite the attempts of capitalism to destroy ideological concepts that create intellectual ties among people to turn them into consuming individuals, yet there are social actors who try to achieve equity and harmony among citizens. This finding tends to redeem human values of fraternity and collective fulfillment destroyed by hegemonic mass media of global manipulation that isolate members of a society in order to manipulate them emotionally and block off critical thinking. Este artículo se realizó para explorar las relaciones entre el peronismo como filosofía y práctica política relacionado con otras filosofías. Se busca establecer las diferencias entre las ideologías imperantes en el mundo –si aún existen- y las acciones concretas tomadas de estas ideologías para identificar las propias del peronismo y su relación con el neoliberalismo. Se entrevistó a un dirigente del peronismo histórico seleccionado por su trayectoria para luego realizar un análisis crítico de su discurso. Se encontró que pese a los intentos del capitalismo para destruir conceptos ideológicos que establezcan vínculos intelectuales entre las personas y convertirlos en individuos consumidores todavía persisten actores sociales que intentan lograr equidad y armonía entre los ciudadanos. Este hallazgo tiende a rescatar valores humanos de fraternidad y realización colectiva destruidos por los medios hegemónicos de manipulación global que aíslan a los integrantes de una sociedad para poder manipularla de manera emocional y anular el pensamiento crítico.

In this article we look upon the concept of the Cultural Revolution from an unconventional perspective and emphasize that so far as the basic concept is concerned, Cultural Revolution has special relevance for the modern society and it may be conceived as a collective endeavour to ensure uplift of human mind and psychic modes as a whole. Here we endeavour to highlight the correspondence of the concept of the Cultural Revolution to two almost similar ways to go into the depth of the causes of maladies afflicting human society from time immemorial. The first comparison is made with the views of the moral philosopher and economist Adam Smith who divides human sentiments into two major categories, viz. nobler elements and baser elements and attributes all maladies of human society to the later group of sentiments. The second view corresponds to the ancient Indian Sankhya Philosophy, which classifies human modes of living into three categories, viz. tamasika, rajasika and satvika, and holds the latter two modes responsible for all maladies that afflict human living. However, neither Smith nor Sankhya philosophy provide any guidelines for efficacious transition of human psyche to the desired end. In this context, the concept of the Cultural Revolution becomes relevant. The concept, interpreted from a radically different standpoint from Maoist interpretation, and therefore conceived as an evolutionary process rather than a destructive revolution, may enable us to device a viable transitional process of human values and psychic from both the Smithian and the Sankhya standpoints. En este artículo consideramos el concepto de la Revolución Cultural desde una perspectiva no convencional y enfatizamos que, en lo que respecta al concepto básico, la Revolución Cultural tiene especial relevancia para la sociedad moderna y puede concebirse como un esfuerzo colectivo para asegurar la elevación de la mente humana y las modalidades psíquicas como un todo. Nos esforzamos por resaltar la correspondencia del concepto de la Revolución Cultural con dos formas casi similares de profundización en las causas de las enfermedades que aquejan a la sociedad humana desde tiempos inmemoriales. La primera comparación se hace con los puntos de vista del filósofo moral y economista Adam Smith, que divide los sentimientos humanos en dos categorías principales, a saber: elementos más nobles y elementos más básicos y atribuye todas las enfermedades de la sociedad humana al último grupo de sentimientos. La segunda posición corresponde a la antigua filosofía india sankhya, que clasifica los modos de vida humanos en tres categorías: tamasika, rajasika y satvika, y mantiene los últimos dos modos responsables de todas las enfermedades que afligen la vida humana. Sin embargo, ni la filosofía de Smith ni la sankhya proporcionan ninguna guía para la transición eficaz de la psiquis humana al fin deseado. En este contexto el concepto de Revolución Cultural se vuelve relevante. El concepto, interpretado desde un punto de vista radicalmente diferente de la interpretación maoísta, y, por lo tanto, concebido como un proceso evolutivo en lugar de una revolución destructiva, puede permitirnos diseñar un proceso viable de transición de valores humanos y psíquicos desde los puntos de vista de Smith y la filosofía sankhya.

This article endeavors to identify and isolate the scientific and beneficial from falsehood, superstition and mysticism surrounding tantrism.Among the various ancient Indian religious and semi-religious practices, tantra cult has got the most widespread recognition and popularity all over the world. The reason for this popularity of tantra has hardly been from academic, spiritual or philosophical interests. On the contrary, it has been associated with promises of achievements of magical and supernatural powers as well as promises of enhancement of sexual power and intensity of sexual enjoyment, and restoration of lost sexual potency of old people. In India, tantra cult has assumed a bad reputation among ordinary people. Mystery, guilt psychosis and fear have also been associated with this esoteric cult.Tantra itself is not a religion but it has penetrated most of the major religious and sub-religious communities not only in India but also in Tibet, China, Japan and many other countries (especially Asian). In India there are innumerable tantra-based societies and individual tantriks as gurus (teachers) with their circles of disciples. Nevertheless, there are many aspects of tantra which are scientifically verifiable and the effects of which are beneficial for individuals and the human society. Accordingly, at the end of the article, some studies proving decreased stress levels as a result of tantra practices are highlighted.This work also aims at inspiring more competent and erudite researchers to carry forward the task herein initiated. Este artículo se propone identificar y aislar lo científico y beneficioso de la falsedad, superstición y misticismo que envuelve al tantrismo.De todas las prácticas religiosas y semireligiosas antiguas de la India, el culto tántrico es el que ha conseguido el mayor reconocimiento y la mayor popularidad en todo el mundo. La razón de esta popularidad no ha sido el interés académico, espiritual o filosófico. Por el contrario, se lo ha asociado con promesas de obtener poderes mágicos y sobrenaturales, como también promesas de mejorar la potencia sexual y la intensidad del disfrute sexual y restablecer la potencia sexual perdida en las personas mayores. En la India, la gente común le confirió una mala reputación al culto tántrico. El misterio, la psicosis de culpa y temor también se asocian a este culto esotérico.El tantra en sí no es una religión pero ha penetrado en la mayoría de las comunidades religiosas y subreligiosas no solo de la India sino también de Tíbet, China, Japón y muchos otros países (especialmente asiáticos). En la India, son innumerables las asociaciones de tantra y los tántricos individuales en calidad de gurús (maestros) con sus círculos de discípulos.Sin embargo, son muchos los aspectos del tantra que son científicamente demostrables y sus efectos son beneficiosos tanto para los individuos como la sociedad en su conjunto. En esta línea, al final del artículo se destacan algunos estudios que demuestran la reducción de los niveles de estrés como resultado de las prácticas tántricas. Este trabajo también apunta a inspirar a más investigadores competentes y eruditos a continuar con la tarea aquí iniciada.
