3. Cluster development and innovative potential in Serbian agriculture

Science, technological development, innovation, competitive research for innovation, university-industry collaboration in R&D, quality of scientific research institutions and state of cluster development today are key factors of competitiveness and sustainable development of all economies. In this paper authors analyse the correlation of the state of cluster development and innovation in national economies and give recommendations and ways of improving the innovative potential in Serbian economy, with emphasis on agriculture sector. Research hypothesis is set as: expressed positive linear correlation exists between cluster development and national innovation potential, meaning that the countries in which clusters are deep and well-developed are at the same time countries which have a high national innovation potential and vice-versa. The source of the data analysed in this paper is the Competitiveness report of the World Economic Forum 2017-2018. Linear correlation, including confidence intervals, was used in data analysis and research hypothesis is accepted by the data. Application of innovations in production value chain requires stimulating innovation policy of the state, great financial investments in the private sectors, as well as professional support of scientific-research and educational institutions, through the cluster initiatives.

4. Knowledge and industry clusters as drivers of economic development and competitiveness

The aim of this paper is the analysis of knowledge and clusters as drivers of economic development and competitiveness. A theoretical overview of the knowledge and clusters development will be provided. The overview of indicators (economic growth, GDP per capita, unemployment, GCI, Innovation Indexes) will be given, and the findings based on the indicators will be discussed for EU candidate countries. Correlation between cluster development and competitiveness will be analysed. Knowledge and clusters are drivers of economic development and competitiveness, but they are not the key factors in those countries. Other factors have more effect on development and competitiveness. Limitation of the paper is a lack of the empirical studies and data of observed countries. Further research will be oriented to a particular sector and one country from EU candidate countries.

Development and diffusion of innovations in order to achieve competitive advantage of enterprises is one of the key reasons of forming clusters in the contemporary business. The paper emphasizes the importance of clusters for strengthening innovativeness of enterprises, as well as the significance of clusters for the economic development of the regions/countries in which they exist. The paper will attach special significance to the importance of clusters for strengthening innovativeness and competitiveness of the Serbian economy. The Serbian Automotive Cluster will be discussed in detail. Clusters enable Serbian enterprises to remove constraining factors of their growth through cooperation. The presented data in the paper show that the enterprises increased their innovative activities when they joined the cluster, which also affected the increase of the enterprises' income after launching new and modified products.

The idea of clusters is not new but nowadays clusters are in a highlight again. Through cluster policies the countries aim at raising their national competitiveness. The paper deals with two objectives - discussion and evaluation of the strategic framework for clusters in Bulgaria and an analysis of the state of Bulgarian clusters. The paper presents briefly general issues concerning the national competitiveness and clusters as being one of the possible instruments to achieve a sustainable competitiveness. The practice of the policy in the EU in the field of clusters is the basis for conclusions about the role of the governments. The second part deals with the strategic framework for the cluster initiatives in Bulgaria and with a selection of indicators about the SMEs and clusters in the country. On this basis a conclusion about the development stage of Bulgarian clusters is derived.

10. Financial support to fruit and vegetables growing and impact on B&H trade balance

Data on global competitiveness and trade balance fall within the most important indicators regarding the shape of economy in a specific country. Data for Bosnia and Herzegovina (B&H), are not very good according to either of the said indicators. In regard to competitiveness, the World Economic Forum (WEF) classifies B&H below the average, while the trade balance shows deficit for the past few years in a row. The goal of this paper is, in such situation, to point to one of the bright points, the agricultural sector, primarily fruit and vegetable growing, which, with financial assistance, in a relatively short time period could significantly change B&H's trade balance. Since the largest volume of fruit and vegetables export is realized on a choosy European Union (EU) market, the increase of export can be achieved only by honoring the strict standards and having adequate certificates. A chance for increase in production and competitiveness is in interconnecting into clusters which have proven to be the best way of increasing the market competitiveness and survival in an era of globalization and rule of multinational companies.

In developed economies of the world association of organization for clusters is increasingly becoming attractive. Through clusters strengthen market positions, increasing production and productivity, reduce costs, which contributes to improving the competitiveness of the state. However, in countries in transition the process of clustering rather late in the developed world. Such is the situation in Bosnia and Herzegovina.The initial assumption in work is that the development of clusters in Bosnia and Herzegovina is a very low leveland not only late for developed countries than all countries of the former of Yugoslaviaare slightly ahead in terms of association in clusters.The aim this work is to show the existing bad situation in this area and to suggest directions for improving the situation. The work is theoretical characters and in this paper are were used comparative method and methods of analysis and synthesis.

Knudsen effusion mass spectrometry or high-temperature method of mass spectrometry for decades gives new information about saturated vapor of hardly volatile compounds and it is an important method in the discovery of many new molecules, radicals, ions and clusters present in the gas phase. Since pioneering works until now, this method has been successfully applied to a large number of systems (ores, oxides, ceramics, glass materials, borides, carbides, sulfides, nitrates, metals, fullerenes, etc) which led to the establishment of various research branches such as chemistry of clusters. This paper describes the basic principles of Knudsen cell use for both identification of chemical species created in the process of evaporation and determination of their ionization energies. Depending on detected ions intensities and the partial pressure of each gaseous component, as well as on changes in partial pressure with temperature, Knudsen cell mass spectrometry enables the determination of thermodynamic parameters of the tested system. A special attention is paid to its application in the field of small heterogeneous and homogeneous clusters of alkali metals. Furthermore, experimental results for thermodynamic parameters of some clusters, as well as capabilities of non-standard ways of using Knudsen cells in the process of synthesis of new clusters are presented herein. 14. Eco-tourism services in light of new clusters and application of intellectual property rights

Contemporary eco-tourism includes the basic principles of sustainable development and actively contributes to the preservation of natural and cultural heritage of a specific area by involving the residents of local communities in the planning, development and distribution of generated revenues. It is based on the abundance of biodiversity (particularly rare and endemic species), the traditional knowledge and folklore tradition of a specific area. Products and services that are specific to this form of tourism have always been on the verge of being both beneficial and harmful for the identity of a particular area. Yet, one of the current solutions for attaining good economic results of eco-tourism is grouping all available resources within a particular local community for the purpose of promoting its distinctive features and diversity. In this paper, the author discusses a significant trend of forming eco-tourism clusters and points out to the contemporary solutions aimed at protecting the genetic resources, traditional knowledge and folklore of local communities within tourism services. The development of intellectual property protection, whose goal is to preserve traditional knowledge and skills of certain local communities, has a significant impact on the development of eco-tourism as well as on the increase of its competitiveness in the global market.
