The article introduces attraction marketing methods employed by Russian monthly popular science magazine Diletant. The authors compared the printed version and the website. The paper magazine attracts the reader mainly by the topic name printed on its cover as a unique creolized text. The further semantics of the front media text includes various aspects of the main topic. Color highlights both topical issue and regular features. The comparative analysis with the online version revealed some significant differences. The website has a muted color scheme and minimal animation; it contains neither video nor audio materials. Like in the printed version, the function of attraction belongs mainly to illustrations and subtitles. Online Diletant is interactive in navigation, tests, and surveys, which are, however, the only form of interactivity: the site does not provide comments, forums, “likes”, etc. Such limited use of attention-seeking tools makes the digital version of Diletant uncompetitive and inferior to its paper issue.

The EU Member States are characterised by long and varied institutional history, with different trajectories in their evolution. There is a complex system of relations between the institutions of the European Union and the authorities of the Member States, which are called as the European Administrative Space. This is a multidimensional concept, and it promotes intensive cooperation between administrative actors, and their activities from each level. The European Administrative Space is the area, in which increasingly integrated administrations jointly exercise power delegated to the EU in a system of shared sovereignty. This article explores the reasons for and the consequences of this development.

This paper describes the process of developing the software and hardware complex in the programming environment LabVIEW for study and identification of plant operation modes that simulates the real manufacturing process of preparing paper pulp. The specific feature of the developed software complex is its connection with the technological process of the experimental plant by a programming logic controller.

The article is devoted to the analysis of Arctic strategies of the countries of Asia and the Russian Federation. The author considers national programs for the development of the Arctic region provided by the Asian countries and the principles on which these programs are built. Much attention is paid to the common features and differences of the strategies under consideration. Arctic strategies are the most important declarations of intentions and opportunities of the countries interested in the region’s development. By exploring and comparing strategies it is possible to predict opportunities for Asian countries — Russian Federation cooperation in the Arctic region. For the research, methods of abstraction, classification, comparative analysis and modeling were used.

Целью исследования является рассмотрение истории становления государственного регулирования оборота фотографических изображений в Российской империи и выявление особенностей его применения на практике. Для описания основных механизмов госу- дарственной политики России в отношении фотографического дела использованы традиционные принципы и методы исторического исследования, такие как историзм, системность, критический анализ источников и т. д. Выяснение влия- ния цензурной политики на повседневные практики фотографов-профессионалов и фотолюбителей осуществляется с помощью подходов микроистории. Новизна исследования объясняется постановкой актуальной проблемы и отсутстви- ем подобных работ в историографии. В статье отмечено, что цензурное ведомство было призвано контролировать созда- ние, тиражирование и распространение фотографий и фоторепродукций с целью ограничения доступа населения к изоб- ражениям, угрожающим, по мнению властей, общественной морали, государственному устройству, интересам православ- ной церкви и правящей династии. Автор приходит к выводу, что, будучи крайне строгой с формальной точки зрения, цензурная политика не способна была решить возложенные на нее государством задачи. На практике, механизм контроля действовал неэффективно и лишь создавал дополнительную бюрократическую волокиту, что и привело, в конечном ито- ге, к его частичной ликвидации.In the late 19th – early 20th cc. the Russian imperial authorities were concerned with the fast expansion of the photography. As a result, the public administra- tion undertook efforts to get the new technology under the censor- ship control. The aim of the article is to reveal the theory and practice of the governmental regulation of photography in the Rus- sian empire. Basing on the wide range of archival sources, the author uses traditional methods of the historical study to describe the photography censorship in Russia and employs the approach of microhistory to find out how the censorship affected the everyday life of professional and amateur photographers. The lack of the studies devoted to the relationship between the public authorities and photography in the Russian empire determines the scientific novelty of the paper. From the early 1860ties, both private persons who owned cameras and commercial photographic studios were placed under surveillance of the inspector of publishing facilities and bookstores. Professional photographers were obliged to put their names on all images they produced and keep an account of all their clients. Any photographic activity outside the studio required a special permis- sion of the local authorities. Only members of the photographic societies were allowed to take pictures everywhere in Russia (with an exception of military objects and borderlands) having no certifi- cate from the local governor’s office. Taking and publishing pic- tures of the ruling dynasty members and their residences required a special permission as well. The censorship controlled sharing of the photographic reproductions of the fine art works. The paintings, which (from the censor’s perspective) either propagated revolution- ary and separatist ideas or threatened the reputation of the monar- chy and Orthodox Church, were prevented from exhibiting. The local authorities used to confiscate the photographic reproductions of such paintings. As far as erotic materials were banned com- pletely, the censors paid special attention to any photographic im- ages depicting nudity. The author comes to conclusion, that despite the regulations were strict, the whole system of the state control over the photography was rather ineffective. Having no single law defining benchmarks for evaluating the pictures or even a list of the images banned throughout an empire, the censors used to act selec- tively. Furthermore, in big cities, such as Kyiv, they were too busy to control dozens of photographic studios and amateur photogra- phers. As a result, both photographers and local civil servants ig- nored most of the regulations.

The current state, problems and prospects of cooperation between Russia and China in the Arctic are considered in relation to the problems of connecting the Eurasian partnership with the “One Belt, One Way” initiative put forward by the leadership of China and supported by a number of European and Asian states.

Makale, Osmanlı İmparatorluğu’nda evrak-ı sahiha uygulamasının tedavüldeki resmi evrakların tekelleşmesi şekli olduğunu savunmaktadır. Evrak-ı sahihanın neden ve nasıl ihdas edildiğini arşiv dokümanları ışığında incelemeye çalışacaktır. Bu noktada mali ihtiyacın nasıl kurum ihdasına yol açtığı betimlenecektir. Makale bu kurumun nasıl tekel karakteri kazandığını ve düşük gelirler nedeniyle 1882 yılında lağvedildiğini açıklamaya çabalayacaktır. Tanzimat dönemi bütçe açıkları Osmanlı mali bürokrasisini yeni gelir kaynakları bulmaya sevk etmiştir. Mali bürokrasi bütçe açıklarını kapatmak için tedavüldeki resmi evrakların yayım, satım ve hatta basımını tek elde toplamış, damgalı kâğıt kullanımını tebaa için zorunlu kılmıştır. İlk evrak-ı sahiha nizamnamesinin ilan edildiği 1861 yılından önceki kurumsallaşma sürecinde damgalı kâğıt gelirleri beklenilen seviyenin altında kalmıştır. Düşük seviyedeki gelirleri yükseltmek için 1861 evrak-ı sahiha nizamnamesi ilan edilmiştir. Fakat bu nizamnameden sonra da nakliye vasıtalarının yokluğu dolayısıyla taşrada evrak arzı talebi karşılayamamıştır. Bu durum da evrak-ı sahiha gelirlerinin dramatik bir şekilde düşüşüne neden olmuştur. Nihayetinde, evrak-ı sahiha tekeli 1882 yılında lağvedilmiştir. Sonuçta, bu makale evrak-ı sahiha tekelinin tedavüldeki adi kâğıdın yerine damgalı kağıt ikame etmede başarısız olduğunu ortaya koyacaktır.

Alfabenin değiştirilmesi ile ilgili tartışmalar Tanzimat ile başlamış, İkinci Meşrutiyet ve Cumhuriyet döneminde de devam etmiştir. Cumhuriyetin ilan edilmesinden sonra yapılan inkılâp hareketlerinden biri de 1 Kasım 1928’de “Türk Harflerinin Kabul ve Uygulanması Hakkında Kanun” adıyla Latin harflerinin kabul edilmesidir. Harf İnkılabı’ndan sonra halk, farklı yerlerde açılan yeni harf kurslarıyla Latin harflerini tanımaya başlamıştır. Konya’da Latin Harflerinin öğrenilmesinde ve halkın teşvik edilmesinde Babalık Gazetesi yaptığı yayın ve haberlerle büyük bir çaba sarf etmiştir. 1 Kasım 1928 de Harf İnkılâbının kabul edilmesinden sonra, 1 Ocak 1929’dan itibaren Millet Mekteplerinin açılmasıyla her kesimden halkın yeni harfleri öğrenme faaliyetleri bu açılan mekteplerde sürdürülmüş, Konya şehir merkezinde ilçe ve köylerinde kadın erkek yaşlı, genç açılan A ve B kurslarında yeni harfleri tanıyarak Millet Mektebi diplomaları almışlardır. Latin harflerinin tüm yurtta halka öğretilmesinde ve okuryazarlık oranının artırılmasında katkısı yadsınamayacak Millet Mekteplerinin 1935 yılına gelindiğinde işlerliği oldukça azalmıştır.

Türkiye’de bağımsız denetim faaliyetleri, Türkiye Denetim Standartlarına göre yapılmakta olup, söz konusu bu standartlar Kamu Gözetimi Kurulu tarafından uluslararası standartlarla uyumlu olarak oluşturulmuş ve Resmi Gazete de yayınlanarak yürürlüğe konulmuştur. Kamu Gözetimi Kurumu tarafından yetkilendirilen "Bağımsız Denetim Kuruluşları" ve "Bağımsız Denetçiler" bağımsız denetim faaliyetini gerçekleştirmekte olup, söz konusu bu faaliyetleri sırasında işletmenin iddialarına dayanak oluşturacak birçok kanıt, belge vb. toplamak durumundadırlar. Bu belgeler ve bilgiler denetim kanıtlarıdır. Bağımsız denetçinin topladığı belgeye dayalı denetim kanıtlarının tamamı çalışma kağıtları olarak adlandırılır. Denetim raporuna temel olan çalışma kağıtları, denetçinin görüşünü destekleyen ve denetimin uluslararası denetim standartlarına uygun olarak yapıldığının kanıtını sağlayacak önemli konuların belgelendirmesidir. Bu bağlamda Kamu Gözetimi Kurumu tarafından bağımsız denetimin belgelendirilmesine ilişkin bir tebliğ yayınlanmıştır. Bu çalışmanın amacı, denetimde mesleğinde büyük önem taşıyan çalışma kağıtlarını 230 No’lu Uluslararası denetim standardı esas alınarak tanıtmaktır. Çalışmada denetimde belgelendirme kavramına değinilmiş ve çalışma kağıdı örneklerine yer verilmiştir.

This article discusses the experience of separate collection of municipal solid waste in higher educational institutions of Moscow (by the example of D. Mendeleyev University of Chemical Technology of Russia). On the basis of the experience of the formation of the system of separate collection and survey of students the basic stages of implementation were determined, revealed the willingness of students to sort, highlighted the main factions recommended for the collection.

În articol sunt scoase în relief principalele repere conceptuale ce se ataşează problematicii cu privire la coraportul biletului de călătorie electronic în transportul auto de călători şi bagaje şi în transportul aerian. Este fundamentată teza, potrivit căreia sistemul de taxare electronic în cadrul prestării serviciilor de transport este deosebit de important şi nece­sar în contextul racordării legislaţiei naţionale la cerinţele Uniunii Europene. De asemenea, se menţionează că reforma în cazul respectiv este oportună şi inevitabilă, deoarece una dintre condiţiile cerute de Uniunea Europeană pentru integrarea Republicii Moldova în acest sistem constă în armonizarea legislaţiei privind transportul la standardele europene. Nu în ultimul rând, este formulată concluzia, potrivit căreia achiziţionarea biletelor de călătorie electronice a devenit mult mai comodă, economă şi accesibilă. LEGAL REGIME OF THE ELECTRONIC TRAVEL TICKET In the article are pointed out major conceptual aspects that are a added to issues on the ticket correlation of road transport of passengers electronic ticket and luggage in air transport. It is fundamental thesis that the electronic toll system in transport services is particularly important and necessary in the context of adjusting the national legislation to the European Union standards. Also in this case, is mentioned that reform is appropriate and inevitable, because one of the conditions required by the EU for Moldova's integration into the system is to harmonize transport legislation with European standards. Finally, as conclusion, electronic travel ticket purchasing has become more convenient, cheap and affordable.

The theory of academic exchanges emphasises the importance of international cooperation to improve the quality of education, stimulate innovation and promote cultural diversity. China and Russia are two major world powers with rich history and culture. The exchange of international students between the countries is an important aspect of the friendly format of cooperation in higher education. During such exchange, students can improve their foreign language skills, enrich their personal life experience, ensure high competitiveness in employment, and expand their knowledge and skills in the field of their profession. This paper analyses the current situation and predicts future directions of educational exchange through various prisms, including the experience of academic student exchange between universities in the two countries. It analyses the attitudes of Chinese students studying at SPbSU towards higher education in Russia. The author notes that academic exchanges and foreign learning experiences provide opportunities for international students to broaden their horizons and fulfil their emotional needs in study and life. Students from both countries have the opportunity to immerse themselves in a different cultural and academic environment, improve their intercultural communication skills and broaden their global perspectives. It also focuses on the opinion of Chinese students about the quality of higher education in Russia. Academic exchanges of students are of great importance for the state, as they act as instruments of forming «soft power» in another country, strengthen diplomatic relations between countries, form a positive image of the state, attract investments, etc. Thus, academic exchanges are a way for countries to develop cooperation at various levels - from educational to economic. Thus, academic exchanges are a way for countries to develop co-operation at various levels - from educational to economic. Purpose. To investigate the current state of the concept of academic student exchange between China and Russia, to study the significance of this international co-operation for the development of the higher education system. Methodology. The paper uses collection and analysis of information sources, historical method, comparison and generalisation, survey with the help of the author's questionnaire. SPSS Statistics 23 software is used to analyse empirical data. Results. The result of the work is the identification of the peculiarities of the sphere of academic exchange of students between China and Russia, the determination of the importance of this cooperation for the development of the higher education system at the international level. The author concludes that cooperation in the development of innovations in key areas of education contributes to the smoothing of cultural differences between the countries, and expands opportunities for students of both countries in higher education. Practical implications. The results of the study can be used in the educational sphere of international cooperation. Teachers and specialists involved in planning the educational process in the university sphere have the opportunity to create an innovative approach to improve the academic exchange programme for students, taking into account the socio-cultural criteria analysed in the article.

The perestroika-time public discussion about the “white spots” of history in the Kaliningrad region focused on the history of East Prussia, which had previously been under a tacit ban. This article analyzes publications about the pre-war past of the region in the popular youth newspaper “Kaliningradskiy komsomolets” from 1985-1991. It examines the process of changing the regional historical narrative and characterizes the transformation of the historical memory of Kaliningrad residents during the years of perestroika. The paper aims to trace how the “discovery” of East Prussian themes occurred, who promoted the new historical narrative and by what means, and the stages through which the process of “appropriation” of the cultural heritage inherited after the war by the inhabitants of the region went. The study utilized a qualitative-quantitative content analysis method of newspaper texts, conducted with the help of the MAX QDA 2020 program. The results were interpreted using the categories of “Our Own” and “the Other” from B. Wandelfels’ philosophical concept and P. Nora’s “place of memory” one. The paper concludes that by the early 1990s, Kaliningrad society had varied approaches to the “pre-Soviet” period ranging from denial of the significance of the “foreign” and “the Other” heritage to its full acceptance as “one’s own”. The analysis of the content of the publications, including the commemorative practices reflected in the newspaper, shows that the regional historical narrative changed during the years of perestroika. The course of “exorcising the Prussian spirit”, approved immediately after the war, although not completely eradicated, became a marginal phenomenon, while the study, preservation, and utilization of the experience and historical and cultural heritage of the predecessors became the dominant trend in which the press of the glasnost’ era played a significant role.

The subject of this paper is a review of previous research on smart specialization as a concept which is one of the strategies for sustainable development of regions. Innovations are considered as one of the key drivers of growth. Recognition of innovation which was central point of strategy ‘Europe 2020’ where ‘smart specialization’ needs to make possible for the regions and countries pursue those industries in which they hold a comparative advantage and which have basis for further innovations. The main purpose of this paper is defining smart specialization and its role on the regional development. Analysis and comparison of the scientific literature and applications of smart specialization were used as methods for this paper. The main findings of this paper show that the basis of smart specialization are innovation, knowledge and research which are pillars of smart, sustainable development. Smart specialization means identifying the unique characteristics and potential of each country and region, with the aim of achieving competitive advantages and excellence. It also includes strengthening regional innovation systems, increasing knowledge exchange and spillover the benefits of innovation throughout the regional economy. By comparison method of the scientific literature this paper will contribute to the development of theoretical background of smart specialization as a strategic concept formed by a group of European Union experts with the aim of reducing the gap in competitiveness between the European Union and the United States, which arises from the lower economic and technological specialization of European countries, especially at the regional level. Also it will promote smart specialization as a concept that can contribute to strengthening regional innovation policy and regional development.

This paper examines the mechanism of functioning of the artistic space of the Egyptian noble tomb of the Old Kingdom period as a system of pictorial and architectural components. The purpose of the burial and the mechanism of functioning of the system to a great extent determined the themes and content of the plots, which contributes a special relevance to the study. A systematic analysis of reliefs from more than a hundred burials of the necropolises of Giza and Saqqara is used, with a focus on the design of the large tombs of Yasen and Chi. The paper emphasizes the fact that the universal mechanism for the functioning of the level system “a large image of the owner – a nearby scene” is a stable correlation between the elements of the attribute set of the nobleman and the content of the plots. Moreover, a large image of the nobleman is valuable not only as an image itself, but also as a set of necessary attributes that allow one to engage in “contemplating” on the images corresponding to these attributes. A new unusual variant of correlation has been identified by depicting a nobleman without the required attribute, however in a certain pose in which this attribute is usually present. Thus, the combination of the necessary insignia, combined with the pose of the depicted nobleman, endowed the large image of the owner with additional functions, allowing it to correlate with several plots and scenes of different content.

The paper is devoted to the research and study of the artistic interpretation of the concept of “Quonakh” (national hero) in Chechen painting and graphics in the 1990s. The novelty of the paper is the appeal to the origins of the concept of “Quonakh” in the works of Chechen artists, which found manifestation in certain historical conditions, respectively. The chronological scope of the study covers the period of the so-called “the First Chechen War” or the operation to restore constitutional order in Chechnya (1994-1996) and the post-war years (1996-1999). In the visual culture of this time, images of national leaders appear, carrying at this stage not so much an aesthetic, but an ideological load. Beybulat Taimiev, Zelimkhan Kharachoevsky, Baysangur Benoevsky and other heroes become, in a certain sense, symbols of Chechen culture and are still present in it to nowadays. Heroic images (in their close connection with the most important national concept), embodied in the interpretation of Chechen artists of the late 90s (XX century), are analyzed. The most professionally executed and deep in content works of Sultan Abaev, Kharon Isaev, Said Bitziraev, Khasan Sediev, which are characterized not only by a patriotic orientation, but also by a veiled form of perception of the atmosphere of modernity, were selected for the research. The purpose of this article is to identify and describe the structural and semantic features of the image-concept “Quonakh” and its reflection in professional national fine arts, which is very important in the context of not only Chechen, but also Russian culture. The methodology is based on art criticism, comparative and system-constructive analysis. The use of the historical-biographical method allows us to trace the influence of specific historical personalities on the process of creating a pictorial image. The conclusions of the study include the recapitulation about the possibilities of “artistic and figurative interpretation of philosophical concepts” that contribute to the creation of new artistic realities by transmitting feelings of heroism, patriotism, honor, using educational techniques based on the traditions of the Chechens/Nokhchiis. The image-concept “Quonakh” is one of the axiological dominants on which the existence of a distinctive ethnic culture is based. In fact, real “Chechenness”, as a property of the national character, is manifested by the presence in it of connections with the “Quonakhalla” code.

This article raises an extremely relevant for Russia topic of domestic tourism as a driving factor of regional development at the socio-economic level. The region of study is the Republic of Karelia (RK). The object of the research is both external and internal tourists, and the subject of the study is economically and socially significant innovative forms of domestic tourism in the territory of the RK. In the course of the research the following objectives were set: to identify the peculiarities of ethnic identity of the RK, to confirm the attractiveness for tourists and local residents of the cultural and historical features of the region and its impact on the economy of the region. The paper presents a comparative analysis of two empirical studies using a formalized interview (sociological survey of exploratory type). The results of the work allowed us to conclude that both for tourists visiting the region and for the inhabitants of the region, toponyms and other names have a high level of attractiveness and significance and the support of this has a positive impact on the economic condition of the territories. The paper presents project ideas regarding the practical application of linguistic features of indigenous peoples and cultures, which will be a driving force for the development of innovative forms of domestic cultural and historical tourism in the territory of the Republic of Karelia. For this direction, of course, the drivers are the following representatives of the community of the region under study: public authorities at the regional level; business, showing or wishing to show itself as socially responsible; various active social groups and groups of professionals; bearers of cultural symbols.

The lexicon of the Even language is extremely understudied. The choice of the topic of this paper is conditioned by the necessity to cover the undeveloped issues on synonyms of Even language with regard to their sources; semantic and typological features. The present work is devoted to the study of stylistic synonymy in the Even language. Purpose. To identify the resources of stylistic synonymy, highlight stylistic and semantic-stylistic synonyms, as well as define their features. Materials and methods. The research is based on the descriptive method, the techniques of linguistic observation, generalisation and interpretation are used. The source of the study is the "Even-Russian dictionary" by V.A. Robbek, M.E. Robbek. Results. The paper is the first to define and distribute words with stylistic meaning as well as to single out the type of semantic-stylistic synonyms and to give a description of stylistic synonyms in the Even language. The sources of these types of synonyms are words of dialect, folklore, ritual and colloquial lexicon. Practical implications. The results of the work can be applied in researches on the languages of the Manchu-Tungus peoples.

Background. The article is devoted to the semantic and discursive analysis of lexical units of English-language news articles aimed at highlighting the coronavirus issue in the period of 2020-2022. Purpose. The paper presents the results of the analysis of The Guardian news articles devoted to Covid-19 pandemic in the period of 2020-2022. Materials and methods. The news articles of The Guardian newspaper devoted to coronavirus issues were selected as the research materials. The methods of semantic and discourse analysis, partial sampling, as well as descriptive method were used in the study. Results. The article provides a detailed semantic and discursive analysis of the lexical means used in the texts. The analysis results reveal the most typical lexical means, providing such features as informativeness and expressiveness. The article provides a detailed description of functioning of expressive means in the total number of 2658 units. Practical implications. The practical significance of the research lies in the fact that the results obtained can be used in practical classes in the disciplines “Practical course of the English language”, “Foreign (English) language”, “Lexical aspects of translation”, as well as when writing term papers and final qualifying papers.

The article deals with the main approaches to the study of the Austrian variant of the German language as a means of oral and written communication in the academic discourse. The authors focus on the lexical and pragmatic features of the Austrian variant of the German language that distinguish it from the language of the academic communication in Germany. Background. Though today much attention is given to the German variants, their functioning in institutional discourse haven’t been explored enough yet, which can lead to errors in cross-lingual communication and translation. Purpose. The aims of this paper are to analyze the main approaches and methods used in the study of the Austrian version of the German language in the academic discourse and to identify its main features on the lexical and pragmatic levels based on the results of the author’s research and the works of Austrian linguists. Materials and methods. The methods of continuous sampling and lexicographic analysis were used to describe the lexical and pragmatic features of the written academic discourse. Results. The paper describes the main methods for studying the Austrian variant of the German language in the academic discourse (lexicographic method, corpus analysis and sociolinguistic method) and identifies such features of the Austrian variant as terminological austriacisms, Latin words, gender-fair language, peculiarities of address and use of academic titles as well as internal multilingualism. Practical implications. The results of the study can be used for further, deeper study of academic discourse and other institutional discourses, for further analysis of the specific features of the Austrian variant of the German language, and will also be useful for translators and participants in international academic events and academic exchange.

Traditional Chinese waterscape design is a profound cultural symbol and a perfect embodiment of the natural landscape. The philosophical ideas, aesthetic concepts and cultural connotations embedded in traditional Chinese culture have played an important role in the design of traditional water features. However, traditional water features have struggled to maintain their lasting beauty due to their impact on the environment and ecology. With the development of modern technology and advances in water management theory and techniques, modern water treatment systems have become an important means of solving water management and ecological and environmental problems. Combining traditional cultural elements with modern water self-purification systems has become an effective way to optimise traditional water features. This paper focuses on the cultural elements and water self-purification systems embedded in the design of traditional Chinese water features, and ways to optimise them with the help of modern technology. Firstly, the cultural background of traditional Chinese garden water features is analysed in terms of their unique traditional cultural elements, design methods and characteristics. Then, through the analysis and study of modern water management theories and technologies, the principles of realisation and optimisation strategies of water treatment are discussed. Finally, the combination of traditional cultural elements and modern water purification is used to explore in depth how traditional Chinese waterscape design can integrate traditional and modern elements, making it convenient for people while having a positive impact on the natural environment and ecology. The findings of this paper help to promote the combination of traditional culture and modern technology, and provide references and lessons for the environmental development of traditional Chinese waterscape design.

The issue of differentiation of socio-economic development indicators is relevant for the regions of the Russian Federation. An important condition for the effective and stable development of territories is a favorable demographic situation. This requires a competent and thoughtful demographic policy that will ensure population reproduction and economic development of the constituent entities of the Russian Federation. The study area is the Arkhangelsk Oblast, partly included in the Arctic zone of the Russian Federation, which is of strategic interest to Russia due to its geopolitical, geo-economic position in the modern world. The aim of the work is to analyze the changes in the qualitative and quantitative composition of the population of the Arkhangelsk Oblast, determined by the processes of fertility, mortality, migration, as well as the socio-economic situation and state policy. To analyze the demographic situation, the paper uses traditional methods of analysis (comparison, relative and average values, graphic method). The paper presents the territorial differentiation of the demographic situation in the regions of the Northwestern Federal Okrug. The information base is national and regional statistical information for the last 10 years. The article discusses the interim results of the implementation of the national project “Demography” in the Arkhangelsk Oblast. The results of the study can be useful for state authorities and local governments that manage the regional development of territories within the framework of the national project “Demography”.

Based on documentary materials, this paper reviews the development of Northwestern Caucasus by the Cossacks in the 1860s. For the development of new territories, a defensive-offensive strategy was used. With the help of fortified settlement structures, the advancement and retention of Russian borders in the trans-Kuban areas were carried out. The “inducted” settlements are of particular interest because they were invariably tied to the cordon lines during the settlement period of the Trans-Kuban region. Among them, Cossack villages were the most stable settlement type. The focus of the scientific problem is the civil-settlement aspect and the military-organizational narrative of the Adagum cordon line. Historical settlements arose from a complex interweaving of politics and geography, power, and settlement modus vivendi, reflecting not only the Cossacks' way of life but also their identity. The purpose of this paper is to analyze and determine the significance of the Cossack settlement structures throughout the regional historical process to understand the process of development of the Trans-Kuban areas and the emerging network of fortification objects with key settlement structures in the form of fortified stanitsa settlements, as well as the penetration of Russian influence into a new area of the historical region of Kuban. This article is intended for historians and anyone interested in the history of the Cossacks.

Türkiye aims to attain self-sufficiency with the transformation of its defense industry by state-centered and private sector investments as collaboration in the last decade. This paper presents new evidence on the effects of Turkish defense industry’s transformation on Turkish foreign policy by analysing the role of private defense sectors collaborated with the state institutions that are innovative and competitive as in today’s global environment. The main purpose of the article is to verify the claim that the developed, nationalized and localized Turkish defense industry is instrumental in taking more confident steps in Turkish foreign policy. Türkiye has been in a defense transformation since the early 2000s by focusing on a self-reliant and techno-nationalist model by allocating national security resources with the awareness of today’s world conflicts on energy, defense, security, and the experience of Cyprus crisis of 1974 and the ongoing fight against terrorism in a historical perspective. This geopolitical and strategic status of Türkiye and the resilience of Turkish defense industry have also emerged opportunities and challenges for Turkish foreign policy. Furthermore, it is observed that the transformation of Turkish defense industry has presented political and economic commitments for the future. The paper also sheds light on Türkiye’s allocation national resources and collaboration with especially private sector in the transformation process. As a result, in this article, it is concluded that Türkiye's increasing its military presence beyond its borders by exporting national weapons, active operations, military bases and peacekeeping missions means that it has adopted an active and assertive foreign policy. Qualitative research method has been used to reach this result together with primary and secondary sources. Information has been obtained directly from the websites of companies such as Roketsan, Havelsan, Baykar technology, STM, BMC. The defense article of İsmail Demir, President of the National Defense Industry of Türkiye, and the studies of researchers who wrote academic articles about the Turkish defense industry such as Sezgin, Seren, Adar, Yeşiltaş, Sekine, Öniş and Sakman have been referred. Apart from these, the DefeseNews website, which provides annual updated lists of the world's most powerful defense companies, has laso been used.

Purpose. The paper aims at discovering stylistic and grammatical peculiarities in tourism discourse based on VisitBritain.com text corpus; analyzing its application scope and mission; specifying “tourism discourse” as a notion. Methodology. Used in the paper are general scientific methods (synthesis, generalization), analysis of the text corpus, method of linguistic analysis. Results. The issue of tourism discourse as a separate unit, not a subtype of advertising discourse, remains highly disputable nowadays. The present paper analyses the theoretical basis of notions of “discourse” and “tourism discourse”; determines the levels and communication means in tourism; substantiates the hypothesis on multi-component and multi-modal structure of tourism discourse as a linguistic phenomenon. In the practical part of the research, the author draws special attention to the specifics of the English tourism discourse in terms of typology, lexicology and morphology. The paper concludes by saying that tourism discourse is different from advertising one as well as requires further investigation into the issue. Practical implications. The results presented in the article can be used both in theory and applications, i.e., further inquiry into the pragmatic constituent of tourism discourse and its interdisciplinarity; compilation of corpora of tourist texts in the English language; adaptation of the English tourism discourse for present-day realities and addressees’ demands.

The article is devoted to the particularity of the use of a sports metaphor in different spheres of human activity. The role of a sports metaphor as an effective means of speech expressiveness is considered, examples of its implementation in English are given. Purpose of the study. The present study is devoted to the particularity of the use of a sports metaphor in different spheres of human activity based on the material of the English language. Materials and methods. In the study the methods of conceptual and contextual analysis, descriptive method, partial sampling techniques were used. Results. The article presents the results of the analysis of the concept of “metaphor”, provides examples of the use of sports metaphors taken from different sports in the English-language media, business and politics. Practical implications. The practical significance of the research lies in the fact that the obtained results can be used in classes of the discipline “Foreign Language” (English), when writing term papers and final qualifying papers.

This paper deals with one of the urgent problems in the framework of the implementation of the latest radical technologies of “human enhancement” the so-called theory of multiple identity (multiple “I”, the theory of doubles, and the duplication of consciousness). This topic of a possible backup of our consciousness is analyzed in relation to the procedure for digitally uploading consciousness, creating digital avatars, cyborgs, and clones and cases of success in the field of gene editing as well as the application of this technology to humans. In fiction, particularly in science fiction, this problem is included in the list of top mysterious subjects. As an example, the paper considers a position of a famous science fiction writer and supporter of transhumanism David Brin, presented in the work “Kiln People”. The article highlights main ideas, possible risks, and negative consequences that the writer is trying to foresee and reveal scenarios for the development of launching a mass duplication of consciousness or creating a technology for implementing a multiple identity of “I”.

This article presents an analysis of Norway’s cooperation with Arctic and non-Arctic states in the Arctic over the past decade. The paper focuses on the priorities of the country’s new Arctic strategy adopted in 2020 in the areas of environmental protection, social and economic development, and improving the quality of life of indigenous peoples and residents of the northern regions. The paper aims at systematization of Norway’s experience of participation in various projects both under the aegis of international organizations in the region (the Arctic Council, the Barents-Euro-Arctic Council, the Nordic Council of Ministers, etc.) and in bilateral format with the Arctic countries. A special emphasis is placed on the analysis of Norwegian-Russian cooperation in the Arctic in the fields of environmental protection, fisheries, energy, joint operations to prevent and eliminate the consequences of oil spills and other environmental disasters, and social and cultural interaction. In addition, cooperation of Norway and Russia in multilateral formats in various sectors is examined. The current crisis in Russia-Western relations and its impact on the implementation of joint Russian-Norwegian projects and initiatives and the development of cooperation in the Arctic are analyzed.

The paper examines the results of reforms in the remuneration system of university lecturers. Two stages of the transformation process have been considered: the transition to the new remuneration system in 2008 and the introduction of effective contracts in 2012. The paper explains how the political and bureaucratic mechanisms of the formation of the remuneration system have changed. We have made an attempt to describe the government failures in the implementation of effective contracts. It is assumed that the new mechanism remains over-regulated and is based on the idea of the local nature of the academic labor market. The imitation regulation is considered to be one of the most important reasons of the state failures. On the one hand, the government manifested the establishment of understandable and achievable indicators, on the other hand, the authorities failed to solve real problems of the production and transfer of the new knowledge. Governmental stakeholders in education are interested in maintaining and further expanding of their functions. Meanwhile, insufficient professionalism in decision-making and short-termism become the reasons for inefficient waste of budgetary resources for the indicators production and elaboration of various of insurance procedures. The study shows that for many universities the achievement of the target salary level is associated with serious difficulties. There are also significant differences in remuneration systems between universities. Interregional differences in the level of wages of university staff create different conditions for investment in the human capital of university lecturers and incentives for interregional staff turnover that weakens the resource potential of universities in a number of regions.

This paper analyzes the works of management classics such as Russell Ackoff, Nancy Adler, Frederick Herzberg, Chris Argyris, Bennis Warren, Lyndall Urwick, experts of Aston Group, and others. A common bond between them is organizational behavior and the fact that their work was written in the last century and that elements of their theories were the basis for the neoclassical management theories that predominate today. Purpose. The aim is to identify commonalities with the iterative-incremental (agile) approach to development and management from classical management theories. Methodology. The paper analyses classical management papers in organizational behavior and leadership theory to identify commonalities with the iterative-incremental approach to management. The two categories are considered holistically, as leadership can determine organizational behavior. The paper applies ontological and integrated approaches. Results. The paper identifies standard features of classical theories and agile approaches to management. It indicates that classical approaches to management have formed the basis of agile approaches to management. Practical implications. The results apply to social management and organizational psychology scholars. In addition, the results will help to scientists write textbooks and manuals on management theory and related disciplines. The study’s results contribute to developing the history of managerial thought.

Implementation of lean manufacturing methods is widespread globally. These methods have demonstrated high potential of implementation and gained popularity in many developed, developing and transition economies. Despite the popularity, so far there are few empirical research devoted to the implementation of lean manufacturing in Russia, and this paper partially fills this gap.Aim. The main purpose of the paper is to analyze the spread of lean manufacturing methods, find out the most frequently used practices, describe the industry affiliation of companies and identify problems and obstacles in the implementation of lean manufacturing methods and techniques.Tasks. To achieve the objectives, the quantitative empirical study was conducted on the base of open secondary sources.Methods. The information about the lean projects of 201 companies of different industries was gathered. The data was processed, coded and analyzed.Results. Among findings, we identified that 5S and VSM were the most implementing practices, most of the companies were practicing 3 to 7 lean practices at the same time. Low employee engagement, unfavorable organizational culture and problems of scaling the pilot projects are the most frequent problems in implementing of lean practices.Conclusions. The introduction of lean manufacturing methods remains one of the main direction of production processes improving and labor productivity increasing on Russian enterprises. The study has limitations inherent to research that are based on secondary sources.

This paper is based on the proposed hypothesis: the activities of a company (especially a large, backbone company) in the social, environmental and economic spheres have a corresponding impact on certain aspects of the sustainable development of the region. The goal of the study is to prove this relationship at a conceptual level using indicators of sustainable development applied at different levels of socio-economic systems. The paper addresses a relevant gap in the literature: the absence of frameworks allowing the assessment of the interactions and intendancies between levels. To do this, the literature on this issue was studied and it was proved that there were no studies with a similar framework. The study draws on the systems of sustainable development indicators, suggested in literature and used for the assessment of sustainable development at the regional and company’s level and proposes a framework to integrate them. For that it uses the classical balance scorecard (BSC) tools — the strategic maps both for a region and a company. The Republic of Sakha (Yakutia) in Russian Federation and public joint stock company “ALROSA” were chosen as the basic object of research at the regional and corporate level, respectively. The built strategic maps reflect the decomposition of the main strategic goal and contain an interdependent set of sustainable development indicators for each level, which can be used to assess and monitor the results of the relevant strategies. Then, a new conceptual framework reflecting the impact of the l company’s activities on the sustainable development of the region is proposed. The framework includes the performance indicators of the company and the region by three dimensions of sustainable development — environmental, social, and economic. On the basis of the conceptual scheme of the relationship, it is possible in the future to build econometric models based on the proposed indicators. The identified quantitative assessments in this case will make it possible to make strategic management decisions that will maximize the positive effect of the implementation of the sustainable development strategy in the region using the potential of companies.

The post-frontier is the least studied stage of the Siberian frontier. The aim of the paper is to analyze the functioning of Siberia within the framework of the post-frontier and identify the mechanisms and consequences of the region's going beyond its borders. The study also provides a brief description of the features of the early and active frontier. The agrarian development of Siberia, which largely determined the frontier processes, provides a basis for the subject area of the paper. As a result of the study, it was concluded that the zone of the active frontier in Siberia was constantly shifting. Its most developed territory entered the post-frontier stage. One of the features of the Siberian post-frontier was the formation of a sub-ethnos of the Great Russian ethnos on its territory, namely, the Siberian old-timers. The agrarian system of Siberia at this stage of development also had qualitative features. The specificity of the region was determined by its logistical isolation from the main territory of Russia. The Trans-Siberian Railway put an end to it and allowed the start of mass agrarian migration. One of its consequences, among others, was the beginning of the process of de-ethnicization which ended in the Soviet period. The ethno-social result of collectivization, industrialization, urbanization, and the Cultural Revolution was the transformation of the Siberians from a sub-ethnos of the Russian nation into its geographical group. The agrarian system of the region also lost its qualitative differences. As a result, Western Siberia and a significant part of Eastern Siberia became parts of the Russian heartland.

The paper considers characteristics of gastronomic discourse through the lens of the audiovisual translation being one of the most popular and demanded types of translation today. The paper is a review of the main theoretical treatments of discourses and terminological aspects related to the topic “food”. A great variety of approaches to defining and classifying the main concepts of such studies (P.P. Burkova, I.E. Zaĭceva, N.N.Kacunova, F.L. Kosickaya, A.V. Olyanich) indicates that the issue is open to discussion and serves as a motivation for our research. Purpose. The study aims to find translation strategies in rendering gastronomic discourse from English into Russian. Material and methods. Jamie Oliver’s TV cooking shows from 2005 to 2017 and their translations into Russian made by Foxlife, Telecafe, Kuchnya TV channels. Contrastive method and critical analysis are used as the main methods of the study. Results. The paper describes effective translation strategies of gastronomic discourse from English into Russian, systematizes common translation mistakes and offers their possible solutions. Practical implications. The results can be used in translation and interpreting when rendering the English content into Russian for further dubbing of TV cooking shows; in further studies of gastronomic discourse; in university courses of stylistics, theory and practice of translation; in teaching language training methods.

The paper discusses linguistic autodidactics that lead to the comprehension of social reality. The paper focuses on the Francais Authentique francophone social medium used for language teaching and political discourse comprehension. The author conducted a linguadidactic experiment by using YouTube technologies to practice the French language using authentic traditional and newest sources on the presidential elections in France in 2022. The methodology was based on the authentic theory of discourse analysis frames. The theory features the frames of key communicators and target audiences, factual analysis, analysis of linguistic components of discourse, and the frames of performance, multimedia communication, values, rational argumentation, virtual communication, and feedback. The results shed light upon strategic importance of new media and success of political strategies of centrism in politics.

The purpose of the article is to identify the features and problems specific to regional innovation strategies in Russia. The regional innovation strategy is to be interpreted as a formal institution designed to intensify innovation activity in the regional economy. The success of the strategy implementation depends on institutional and resource factors, including those at a higher, federal level. But this does not eliminate the issue of the regional innovation strategy optimal design (formulation, construction). The paper presents a brief overview of research on regional innovation development in Russia. Six regions (Kurgan region, city of Moscow, Nizhny Novgorod region, Novosibirsk region, Republic of Tatarstan, Rostov region) were selected for in-depth analysis of the innovation strategies content. The novelty of the proposed approach lies in the comparison of the results of the regional innovation strategies analysis and the results of the analysis of regional innovation activities narratives expressed by the Russian innovation system actors. Regional innovation development strategies are aimed at solving the innovation development problems that have been identified by policy makers. However, these problems are also reflected in the studied before narratives of the Russian innovation system actors. The paper summarizes these problems and identifies some of the features specific to the regional innovation strategies of the selected regions.

The search for new drivers of global socio-economic development in the face of a slowdown (partially due to the COVID-19) put the issues of skills development, including institutional solutions of the human capital formation, at the front line. Despite significant progress in understanding the importance of general skills and their contribution to economic growth, professional skills as the pivot of specific human capital are commonly analyzed through the vague categories like formal qualification and years of tenure. The lack of an institutionalized and commonly accepted practice for measuring professional skills restrains research in economics dealing with returns to skills, as well as institutional studies. The present study aims to partially fill this gap by analyzing the discussion about professional skills in broader discourse about skills and systematizing the existing approaches to professional skills’ assessments, as well as by mapping the prospects in the context of emerging digital technologies and institutional change attributed to them. The analysis was conducted on academic papers and reports published in 2013–2020. The research showed that although the number of academic papers focusing on professional skills is high, the discussion (especially, about assessment) is fragmented reflecting industries’ specifics. The mainstream expert discussion on skills and their assessment tends to focus on general skills, overlooking professional skills, with partial exception of certain digital skills. Discussion largely grounds on traditional approaches, which cannot produce scalable and comparable results for further economic analysis. At the same time, new digital assessment tools are not yet widely disseminated. There is a need for further improvement and expansion of traditional skills assessments via exams or tests, alongside with searching for novel approaches to measuring skills acquired and being used on the workplace. This could also contribute to the institutional studies dealing with the research of transformations happened in corporate, national, and international level.

The paper considers the technology of computer modeling of the general structure of a completely lost architectural complex, implemented on the basis of fragmentary reference information. The author's interpretation of the most reasonable reconstruction of the object under study is presented. The paper considers the technology of computer modeling of a lost unique historical architectural complex, implemented using various sources in their content reflecting only fragmentary background information on the problem under study. Thus, the authors have taken an integrated approach in reproducing the unique appearance of the fortification, which maximally corresponds to the basic concept of construction and the requirements for military fortifications of the period under study. The uniqueness of this work lies in the fact that the use of modern information technologies acts as a tool, which allow not only to restore the lost appearance of the first military-administrative center of the Amur region, but also to promote promising research on the history of the development of the Russian Far East. In the first part of the described study, the authors have already successfully tested the above technology, following which the results of the analysis of topographic data and elementary modeling of the fortress wall of the Albazin fort built in 1686 were presented. Taking into account the general totality of the data obtained, the authors propose a rather original ontological model of the general structure of the prison. This model assumes a comparison with the existing and previously presented by other researchers models of the prison. Russian Russian pioneers and defenders of the Russian land, which in turn allows us to take a fresh look at the historical events of the heroic confrontation of the Russian pioneers and defenders of the Russian land against the enemy who is many times outnumbered and outgunned, to study the strengths and weaknesses of the tactics of the opposing sides.

Contemporary activities in the geopolitical space including the countries of the Caspian Sea Basin and its adjacent regions give relevance to the problem under study. Globalism has an impact on the development of regional processes, making adjustments in their course. This article aims to analyze the consensus achieved by the political leaders of the Caspian states regarding their integration. The leading approach in the research explores the position of modern Russian elitology, taking professional elites to be a synergetic system striving for the acmeological pinnacle of their (elites’) competence. This approach helps to find out the adequacy of their professional activities, the objectivity of their assessments of reality, and the impact of their political decisions. Comparative analysis has made it possible to identify the points of convergence, while the use of political conflictology techniques has made it possible to identify and curb the emergence of threats in a timely manner. The combination of such methods and approaches enhances the objectivity of conclusions and assessments of the Caspian leaders’ actions. The paper analyses the activities of regional political elites who created a political and legal platform for a new stage of constructive development of dialogue between cultures and socio-economic cooperation. It is noted that this process had a complex gradual nature of harmonizing different positions, compromises and smoothing over the contradictions of national interests. In this process, the Caspian countries have demonstrated genuine tolerance, political correctness and democracy in addressing the complex geopolitical challenges and reaffirmed their desire to resolve existing problems in a peaceful manner. The materials of this paper may prove useful for the development of further integration strategies, as well as for the expert support of the critical decisions on security issues and the formation of independent regional financial, political and cultural systems.

This paper presents a comparative analysis of transhumanist provisions and ideas manifested through fiction, particularly, in the novel by V.O. Pelevin “Transhumanism Inc”. The common points of convergence are revealed: the author’s interpretation of a number of transhumanistic ideas and possible variations of transhumanistic scenarios implemented in the novel by V.O. Pelevin. The paper concludes that the ideas of transhumanism are undoubtedly close to the postmodern literature, there is an ongoing popularization of transhumanism in the Russian literature, and there are some stereotypical emphases and fatigue in the writer’s vision of transhumanist perspectives.

The paper aims to demonstrate the students’ interaction with artificial intelligence (AI) of educational information and communication technologies (ICTs). The study focuses on the students’ groups studying the Foreign Language discipline and belonging to the non-linguistic departments of the university. The paper explains and defines "AI" and "ICT" concepts as well as the "interaction in the educational process." The necessity of studying the students’ interaction with AI is becoming a great sign of the era of digitalization of higher education. The primary scientific method of the study is modeling. As a result, the students’ interaction with AI is shown via the model demonstrating some systematic factors of interaction and dynamic processes influencing its course. The study’s principal conclusion became the correlating interrelation between the levels of AI influence on the students and their reflexive and evaluation abilities within linguistic competence.

The paper examines the most well-known scientific approaches to interaction between economic agents. The author gives a definition of the term “coordination” and develops criteria for a basic taxonomy of methods of economic interaction. The above-mentioned criteria enable researchers to describe ideal (pure) methods of coordination. These are (a) routines (based on fixed patterns of behaviour), (b) norms (based on formal and informal rules and standards), (c) pricing (based on cost-benefit analysis), (d) roles (based on mutual expectations in a society), (e) administration (based on orders, tasks and instructions), (f) consensus (based on mutual agreement), (g) surveillance (decision-making based on information about other agents). The author explains that interaction between economic agents always rests on a combination of several coordination methods, whereas these combinations vary from one field of interaction to another. The last part of the paper describes the author’s own vision of leading and auxiliary coordination methods that prevail in various fields of interaction under different regulation systems.

Regional innovation systems (RIS) not only develop local policies to expand regional science, technology, and innovation capabilities at the firm level, but also promote informal and formal institutional and organizational innovation. Thence, it appears crucial to analyse the similarities and differences of regional innovation systems and to explore the complexity of developing and implementing innovation policies on the ground in different regional innovation systems while noting important policy implications for regional innovation management and institutional arrangements for updating them systematically. Our paper demonstrates that when organizations and business companies wish to immerse themselves into the social and business environment, they have to devise tools and mechanisms aimed at supporting the development and implementation of regional social innovations which enhance the processes of the social responsibility. Our paper offers a comprehensive discussion that focuses on the national and regional innovation systems, their macrostructure, as well as their profile. Based on the ranking of the Global Innovation Index, we select the countries from the groups with different income levels and analyse them with respect to the impact of non-rooted social institutions (R&D, education, funds, public infrastructure, etc.) on the development of national and regional innovation systems. Our results yield the interdependence between the creation of clusters or the building of innovative ecosystems and the effectiveness of the economic and social development fostered by the innovation processes emerging in these systems.

Purpose. The paper is given to the topic of probabilistic characteristics of the discourse units, being relevant in the course of present-day tendencies towards digitalization of the discourse. The subject for analysis is represented by prosodic characteristics of read-aloud speech imitating face-to-face dialogue. The author aims at representing the conventional intonation norm as a fuzzy set of phonologized intonation contours (ICs). The paper states the factors that determine the specific character of ICs and suggests defining these factors in terms of fuzzy logic. Methodology. The methodology of the research is based on the interdisciplinary cognitive-discursive approach to studying verbal interaction in discourse, which requires taking into consideration cognitive and discourse factors. The methodology of the presented research also includes regulations stated by the experimental discourse analysis and specified for the purposes of experimental prosodic research. Results. Computer analysis helps to describe specific features of prosodic organization of the utterance and identify factors that determine this specificity. Identifying determining factors allows to define them as fuzzifiers and defuzzifiers, which help to transmit the meaning of the utterance. Practical application. The results of the research can be used in creating online/web applications with voice activation/interaction. The results can also be used L2 teaching to advanced students.

Background. Over the past thirty years, the concept of “discourse” has been closely integrated into many scientific disciplines, and therefore its determination is complicated. Researchers cannot come to a common opinion regarding this linguistic category. An overview of discourse in a diachronic perspective allows us to explore diverse approaches to its study and identify the most relevant definition of this linguistic term. Purpose. In this paper, an attempt is made to interpret the term discourse by examining it in a diachronic aspect. Materials and methods. The research is based on general scientific methods (generalization, analysis) and a descriptive method. Results. As a result of the analysis of the theoretical material, the authors summarize that there is no generally accepted interpretation of this linguistic category in the linguistic literature. The researchers agree and disagree in some ways, which is reflected in the inconsistency of their opinions. However, the review of scientific papers offered in this study makes it possible to get a summary view of linguists on this issue. Summarizing the data gained, the authors give their interpretation of the concept of “discourse”. Moreover, the authors come to the conclusion that a wide range of scientific applications of the term and the vector of scientific integration that is gaining popularity makes a significant contribution to the development of discourse theory as an interdisciplinary field of research. Practical implications. The results of this study can be applied by researchers of scientific discourse, as well as in the preparation of textbooks on academic writing, the style of scientific text.

Historically, the contacts between the Cossacks and the Chinese population were established and their particular strengthening occurred during the construction of the Chinese-Eastern Railway between 1897 and 1903. The imperial authorities devised a plan to establish the Sungurian Cossack army, which was to be augmented by the Cossacks dispatched to protect the ‘KVZhD’. These troops were to comprise the descendants of Albazin and the local population. In the context of the present circumstances, the Cossacks in the peripheral Ussuri Territory and Manchuria served as the frontiers of the system of relations with the local Chinese and Korean populations, as well as the modernizing transformation of the region. As the most mobile and passionate segment of the population, the Cossacks played a pivotal role in the socio-economic and cultural transformation of the region. Their extensive involvement in the agrarian economy and their diverse socio-class and ethno-confessional composition contributed to the diversification of the regional mosaic. During this historical period, the Cossacks served as the driving force of the Russian exploration of the Far Eastern space. Moreover, they facilitated the militarization of the newly developed territories. The format of the study permits presenting a set of relations risen along the Center–Far Eastern Cossacks axis. The objectives of this paper is to ascertain the nature of this relationship within the system and to study the dissemination of the experience of the Cossack self-government system to neighboring regions, including the process of Japanese colonization of the island of Hokkaido. The research findings indicate the efficacy of applying the Cossack administrative and economic management experience to the Far East and Manchuria, as well as in adjacent regions, such as Hokkaido. The article is intended for Cossack specialists and sinologists.

The paper analyzes the historical circumstances of the 1920s, under which in three regions of the Russian-Belarusian borderland – Pskov, Smolensk and Bryansk governorates – it was necessary to reach the objectives of ‘Belarusization’: the size of the Belarusian population, the state of the school network in the NEP era and staffing for the solution of the “Belarusian question.” Belarusization is regarded as an integral part of the new Soviet national policy based on the resolutions of the 10th and 12th Congresses of the RCP. The purpose of the study is to identify and characterize the basic conditions for carrying out Belarusization in Russian regions with compact residence of the Belarusian population. First, this concerns the size of the Belarusian population in these governorates at the beginning and during the process of Belarusization, and detection of the dynamics and reasons for its significant reduction, starting from the end of the 19th century. Secondly, special attention must be paid to the problems in the school education system during the NEP era (financial, material, personnel), the solution of which was of much higher priority for local authorities in comparison with the objectives of Belarusization. The results of the study show that the policy of Belarusization in the Russian border regions failed to receive the due support either from local authorities overloaded with many other urgent tasks, or from the residents of the above mentioned governorates, including Belarusians. The practice of “self-Russification” became a kind of hidden form of protest among the Belarusian part of the population of the Russian border regions. Conclusions: The policy of Belarusization in the Russian-Belarusian border regions was not carried out in full even in the “minor format” proposed by Moscow, largely due to its artificiality and implementation without taking into account the opinions of the majority of Russian Belarusians themselves. The study is intended for specialists in national and regional politics, and in Russian and Belarusian history.
