The relation between popular education and rural extension is evident in several texts that address the trajectory of rural extension in Brazil and Latin America. In some cases, it is pointed out that rural extension is influenced by the ideology of popular education, while in other cases popular education is considered a way of carrying out rural extension. Through a literature review, we have mapped contributions on the relation between popular education and rural extension, focusing on scientific articles published in peer-reviewed periodicals in Portuguese, retrieved from the following repositories: i) Capes Journals; (ii) Google Scholar; (iii) Web of Science; and (iv) Scopus. Initially, we identified 19 articles, which were evaluated with the goal of selecting those that really fulfill our purpose. At the end of this analysis, there were eight articles, which were analyzed, and the results are presented in our discussion. It was possible to conclude that agroecology is a very recurrent meeting point between rural extension and popular education, in which most part of the work is done with exchanges, sharing of information and the collective construction of knowledge. This study examined the reconfigurations in the field of extension work and its potential influences in the academic discipline of rural extension. It recognizes that one of the ongoing changes has an institutional nature and is related to the adoption of a pluralist model of rural extension. It is argued that the adoption of a pluralist model leads to the recognition of a greater diversity of types of organizations active in the rural extension system, which favors the occurrence of processes of customization of normative references that are used to guide the extension field work. A comprehensive literature review was performed to characterize these dynamics in the global and Brazilian scope, exploring their implications for the rural extension teaching. The results suggest that this movement implies a scenario of professional profile disputes that reflects, ultimately, disputes over projects for rural development, which must be made explicit within the scope of teaching, highlighting their relationships with the normative references for action professional.

The training of rural extension agents is key to address effectively the challenges of practice. In general, the academic literature on extension training presents proposals from the perspective of researchers and specialists. In this paper, the proposals and recommendations of rural extension agents from six Latin American countries to strengthen their knowledge and training are systematized and analyzed. We interviewed 133 extension agents, 47 women and 86 men. The results allowed us to identify different facilitators of the training of extensionists, as well as recommendations at the individual, group and institutional levels, and for the formal educational system. The recommendations of the interviewees show the need to think about the training of extension agents beyond the design of training plans, and the importance of generating environments that facilitate learning, selecting and retaining trained personnel, carrying out initial induction actions, institutionalizing mentoring, facilitating peer exchange meetings, design long-term training plans, and identifying future knowledge needs. In summary, the evidence shows that it is necessary that extension institutions design comprehensive training strategies that consider the diversity of sources of knowledge and learning.

COOPERATIVE agriculture , *RURAL development , *TECHNICAL assistance , *MILITARY personnel , *LIVING conditions - Abstract
Agricultural cooperatives have long experience in offering technical assistance services to their members. This action, and the consequences arising from it, although potentially diverse and relevant, has not been sufficiently discussed by cooperatives, research institutes and companies that provide the service. This is a theoretical investigation, which aims to investigate the issue, based on the experiences of cooperatives in Minas Gerais, Brazil. Given the competitive context in which they find themselves, agricultural cooperatives need to provide economic responses at the same time that they are organizations that have the capacity to intervene in the social reality of the population; that is, agricultural cooperatives are a local act that fulfill functions in the promotion of better living conditions for their associates and are potential protagonists of rural development. The conclusion points out that considering the services of the technical assistance and rural extension departments as an ATER Cooperative would enable greater integration between the administrative, commercial and financial sectors of the cooperative and the collective development of the cooperative members. Many family farmers use cooperativism as a tool to strengthen productive environments and envision productive diversification as an income generation strategy. This study analyzed the diversification project promoted by CAPUL in 2020, in the municipality of Arinos - MG, focusing on the production of free-range birds (Gallus gallus domesticus) to supply the demand for school meals and local commerce. The objective of this study was to analyze the economic and social impacts that the project generated in the lives of family farmers and elucidate the relevance of cooperativism for the promotion of productive diversification, as well as to highlight the detachments and obstacles that existed during the execution of the project. The self-administered questionnaire was used as the primary data source, considering a universe of 14 family farmers. The data were obtained through qualitative and quantitative instruments and were tabulated using the Microsoft Excel program. For descriptive statistical analysis of the results, a cluster analysis was used with the hierarchical method by the Ward model. It is concluded with this research that the project entitled Frango Caipirão CAPUL caused impacts on the lives of family farmers and that the cooperative, through its ATER actions, exerted influences on the social and economic reproduction of the participants of that study, contributing to the strengthening family farming. It is implied, therefore, that other actions in the same segment can use this master's dissertation as a guideline. [ABSTRACT FROM AUTHOR]

INTERDISCIPLINARY education , *RURAL schools , *SCHOOL year , *COMMUNITY schools , *LITERACY , *EDUCATIONAL films , *CLASSROOMS - Abstract
The objective of this work is to describe the interdisciplinary educational practices developed by educators and students from a municipal school in a rural community in Juazeiro-BA, in the Interdisciplinary Project of Culture and Art. The project was developed based on the theme of the paradidactic book Les Misérables (1862) by Victor Hugo. Thus, this research is a qualitative study of descriptive character, of the experience report type about the Interdisciplinary Festival of Education, Culture and Art of Vale do Salitre (EDUCARTE). During the execution of the listed activities, the student body, students in the final years of Elementary School, experienced playful moments of reading from the themes that were developed in the classroom and extracurricular ones. As a result, the construction of literary literacy strategies was identified from the interaction of all those involved in the search for knowledge through the teachings that the studied work allowed to those involved in the project. SCIENTIFIC knowledge , *TRADITIONAL knowledge , *COMMUNITIES , *AGRICULTURE , *TRUST , *FARMERS' attitudes - Abstract
The agroecological rural extension emerges as an alternative to the diffusionist model, establishing a dialog between scientific and traditional knowledge of rural communities. This article is an experience report of the extensionist, rural, agroecological, and academic action in the Zona da Mata region in Minas Gerais state, the Project Agroecological Mutirões Network from Zona da Mata (REMA-ZM). REMA is an academic extension project from the Federal University of Viçosa (UFV), in partnership with the Agroecological network Raízes da Mata and the ECOA/UFV center, and has the intent to bring university students into closer contact with agroecological farmers in Viçosa region. The Project was created in March 2019. Since its creation, REMA has developed diverse activities specifically adapted during the pandemic's remote period, such as the elaboration of booklets and videos. However, REMA's main field is the agricultural and collective work in familiar agroecological properties. Currently, it is evaluated that the farmers' families that integrate REMA's actions have established a collective trust dynamic, creating a way of "learning by doing" with dialogue and autonomy in the practical and pedagogical agriculture processes. Friendship, trust, respect, and knowledge's horizontality in REMA's experience are not external attributes imposed on the work. However, they emerge from experiences and bonds between farmers and students and constitute the main point of an educative extensionist practice dialogued between subjects. [ABSTRACT FROM AUTHOR]

15. THE RELATIONS BETWEEN ADDED VALUE AND WEALTH IN THE ANALYSIS-DIAGNOSIS OF AGRARIAN SYSTEMS

economic calculation ,rural extension ,sustainability ,Agriculture (General) ,S1-972 - Abstract
The Analysis-Diagnosis of Agrarian Systems (ADSA) is a method used in rural extension and in research on local dynamics of agriculture. In this method, it is normally considered that adding value is equivalent to generating wealth. The article aims to analyze the problems caused by considering added value as an indicator of the production of wealth in ADSA. A formal demonstration that added value and wealth are distinct is carried out using a linear programming model, based on historical materialism. This demonstration is illustrated by a numerical example and, afterwards, the relations between added value and wealth are discussed based on the analysis of some works that use ADSA. It is concluded that a widespread adoption of production systems with a high capacity to add value, as generally proposed from the ADSA, may imply a decrease in the production of wealth. However, criticism of this aspect of ADSA does not imply underestimating the great relevance of this method of regional analysis of agriculture.

This paper discusses the extension practices developed by the Regional Institute for Appropriated Small Farming and Animal Husbandry (IRPAA by its acronym in Portuguese), with the objective of analyzing the theoretical-methodological foundations that guide the interventions of this organization with family farmers in the Sertão do São Francisco territory, in the semi-arid region of Bahia. With a qualitative theoretical-methodological support, the research was developed based in three interrelated and complementary methodological processes: the bibliographical research, the survey of primary sources, and the semi-structured interview, which privileged the face-to-face interaction with the subjects of the survey, who were five farmers, five extension technicians, two coordinators. The research showed that the practices developed by IRPAA are intertwined with the systematization, construction and sharing of the Coexistence with the Semiarid Region. From this perspective, the interventions carried out by IRPAA are based on the organization's own historical trajectory, considering its emergence from the Base Ecclesial Communities of the Catholic Church, from popular education and from the confrontation of the paradigm of combating the drought. Based on listening, knowledge of reality, problematization and participation, the methodological processes undertaken by the organization seek to overcome the historical trajectory of anti-educational, anti-dialogical and diffusionist Rural Extension and Tech Support. - Abstract
Human populations interact with natural ecosystems and develop practices for the use of natural resources and from their daily experiments generate empirical knowledge. The research aimed to systematize the knowledge about the açaí ethnovarieties present in the Abaetetuba Islands PA and the management carried out by riverside dwellers in the floodplain areas with native açaizais to contribute to the dialogue between technical assistance agents and the riverside residents. In the surveyed islands, three black, white and one ethnovarieties were identified. The description of ethnovarieties was carried out based on the ethnodescriptors commonly used by riverside dwellers. The research located the origin of the genetic resources of the three ethnovarieties of açaí and this information can be used by research and technical assistance as an instrument of genetic conservation on farm. It was found that the riverside inhabitants of the main açaí producing islands in the municipality of Abaetetuba are not receiving technical assistance to carry out the management of the açaizais. The pilot project of rural extension in Andulo (Bié, Angola) has been presented as an instrument for the Portuguese counter-subversion in the context of the colonial war. It has also been especially associated with the German engineer Hermann Pössinger, its proponent and technical advisor. Based on archival research, the biographical method and oral history, this paper presents a more complex and global history of this experience, following profession and institutional paths. It turns out that the project was part of a circulation involving America, Europe and Africa, it benefited from previous work of the Angolan Agricultural Surveys Mission, reflected the knowledge of the social and economic structures of the Ovimbundu and a vision of integral development of the African peasants. The participatory and potentially empowering dimension of the project re-addresses us to the dialectical contradiction of Portuguese late colonial politics on the eve of the end of empire.

This paper aimed to characterize the profile of the professionals and the extensionist work of the Company for Agricultural Research, Assistance and Rural Extension of the State of Mato Grosso (Empaer-MT-Brazil), and analyze its compatibility to assumptions of the National Policy on Technical Assistance and Rural Extension (PNATER). The research consisted in the application of a questionnaire with the 62 local extension workers of the referred Company. It was evident that, faced with the challenges proposed by the institutionalization of PNATER, the aspects directed to the extensionist action have acquired greater relevance than the professional profile, as well as the initial and continuing training actions demonstrated to be essential to the creation of a reflective and critical environment, as provided for in the Policy. This article addresses Technical Assistance and Rural Extension (Assistência Técnica e Extensão Rural - ATER) aimed at quilombola communities. Having as reference the National Policy of Technical Assistance and Rural Extension for Family Agriculture and Agrarian Reform (Política Nacional de Assistência Técnica e Extensão Rural para a Agricultura Familiar e Reforma Agrária - PNATER), which proposed to pay attention to categories of rural areas, such as the remnants of quilombola communities, this article analyzes using empirical data, that were obtained throughout the performance in the ATER's official entity in Rio Grande do Sul (Brazil). The evidences were updated in qualitative research, carried out between the years 2016 and 2018. The reflections are guided by the Theory of Communicative Action (TCA), created by Jürgen Habermas, making use of the analytical tools proposed by Roberto Cardoso de Oliveira (2000). Through these tools, it became clear that, despite good intentions, action oriented towards understanding still constitutes a challenge for ATER's action in these communities. [ABSTRACT FROM AUTHOR]

Pnater represented an effort to resume a national agenda of rural extension. Due been conceived in a participatory way, Pnater's scope directs to a clear and consistent counter-hegemonic perspective that the Brazilian State would have to implement. The hypothesis that guides the analyzes and reflections presented in this article is that structural and circumstantial factors of the Brazilian State systematically prevented Pnater from fulfilling its ambitious objectives. Based on the policy cycle framework, this article presents a systematization and reflections on the Pnater cycle based on secondary data. The conclusions point out that the counter-hegemonic innovations proposed by Pnater were gradually being disregarded or placed in the background, culminating with the end of the cycle started in 2004. The article points to the need for a progressive reframing of Pnater intending to gain greater social legitimacy. [ABSTRACT FROM AUTHOR]

Abstract: Agriculture as a business remains the dominant notion among agronomists that work as rural extension agents. Following this vision, their main contribution is to transfer the technical–scientific knowledge for manipulating natural environments to maximize the yield of the communities of cultivated plants. However, it is considered that contrasting one's ideas with those of others -in this case native communities- allows us to recognize, reflexively, the preconceptions themselves. In this framework, the objective of the investigation was to determine how the dominant point of view among agronomists educated within the technical–scientific paradigm changes upon comprehensive interaction with the traditional knowledge. Results derive from analyzing the interviews of rural extension agents who offer their services to native communities in Caldas, Colombia. From the analyses, it can be concluded that, nowadays, agronomists more easily understand that in the local context, agriculture, rather than a business, is a life-producing activity; that elements of nature are subjects that interact and coexist around the reproduction of life rather than objects to manipulate and appropriate; that, in practice, the scientific knowledge adopted is blended with traditional and mystic knowledge, thereby creating a multicultural conservationist practice.

Alternative agricultural activities, such as the strawberry crop, have attracted the interest of some farmers in western Santa Catarina (southern Brazil). The objective of this work was to carry out a diagnosis of the commercial production of strawberries of this region in the 2020 harvest cycle, enabling the planning of technical assistance actions in the cultivation and development of the production chain. Data were collected through specific questionnaires applied to Epagri (Agricultural Research and Extension Company of the State of Santa Catarina) rural extensionists responsible for the municipalities belonging to Technical Management Unit 1 (UGT 1 - Western Santa Catarina), which encompasses 36 municipalities. Data were systematized according to the following parameters: number of producers and plants per municipality; number of plants per cultivar; percentage of "first cycle" or "two or more cycles" plants; number and percentage of farmers that: i) adopted the same origin of the seedlings used; ii) received or not some technical assistance; iii) have a proper production system; iv) adopted a proper cultivation system; v) have a production traceability; and vi) adopted commercial value and form of commercialization. Results show that the Western administrative region of the Santa Catarina state has 68 strawberry producers, and they are present in 67% of the municipalities and cultivating 358.565 plants. The cultivars Albion and San Andreas are being the most one used. Most cultivated areas are conventional (70,6%), and use the semihydroponic system in benches and high tunnels (60,3%). Sales in natura and directly to the consumer are carried out by most growers, with an average sales value of R$ 19,81/kg of fruit (3.70 USD). These outcomes must be taken into account when planning the development of the production chain in the selected region. [ABSTRACT FROM AUTHOR]

This research aimed to explore means of evaluating a co-innovation and interinstitutional project for the sustainable development of family farmers in the Southeast of Uruguay (named FPTA 343) in order to finally implement an Evaluation Monitoring Framework (EMF) for assessing the accomplishment of the main actors’ aims. Data arose primarily from diagnoses of the social, technical and economic situation in the region, and interaction activities with farmers in the local groups, institutions and technicians (through interviews and workshops). Results demonstrated it is possible to adapt and implement an EMF, including the following steps: 1. Describing the region or formulating the problem, including values of the actors involved. 2. Discussing boundaries using multiple methodologies and theories (especially some that allow to explore sources of motivation, power, knowledge and legitimacy), and planning for rural sustainable development, considering the principles of “endogeneity”. Actors were able to actively participate by getting involved in the follow-up and evaluation of the project. The generation of shared spaces of dialogue is considered a starting point for the promotion of actions, contributing to farmers feeling subjects of the development to be encouraged, preventing identified issues of marginalisation and increasing their chances of sustainability. The most important contribution of this research is the creation of new ties, patterns and expectations, as well as the communication of new ways of appreciating extension, that could lead the generation of new purposes and goals.

The article analyzes the institutional and methodological reorganization of agricultural extension introduced by the National Agricultural Extension Directorate in the Ministry of Agriculture and Food Security. This analysis identifies the gap between proposals and implementations, consequence of the assumptions taken on the institutional and technical capacities in the apprehension and implementation of those proposals. Thus, it is proposed forms of intervention and training content aimed at overcoming the gap, establishing the reorganization of the extension under the principles of a national extension system. For this, new occupational functions and organizational roles are suggested, in addition to structured interventions aimed at achieving socioeconomic changes integrated into the agricultural development programs.

- Abstract
The "Agro in the Spotlight" program initially emerged from a concrete need of the population. Farmers are important actors in rural communication through their vehicles (i.e. radio). It is through this form of rural communication that there is not only a survey of needs conducted, but also guidelines that are shared through the process of participatory planning, essential in the process of communication and dissemination of knowledge. This article aims to study out rural communication and dissemination actions in the municipality of Ilha Solteira, in radio programs related to projects and topics of relevant agricultural interest. Methodologically, the programs took place from March to December 2019, with the participation of teachers, students, technicians and professionals linked to the area of communication and journalism. The research is organized in eight phases, from the survey of existing priorities in rural areas, followed by elaboration of themes and organization of editions until the presentation of the main results in a report. The results generally exceeded expectations regarding the audience and participation in the weekly editions, receiving over 100 inquiries from agrobusiness. The study also received active participation in social networks with a significant number of followers, fulfilling the aim of seeking an interactive approach with the participants and exposing the importance of articulation not only in the area of teaching and research, but also in order to meet social demands as the purpose of extension practice and dissemination of scientific knowledge. This program made possible the practice of extension through communication methods and techniques, extending the information to the community in response to existing demands, bringing the reality of the university closer to the population, with expectation of continuity in this important activity linked to the principles of diffusion and extension practice. As a contribution to the current discussion about rural extension and its approaches, from a critical-analytical perspective, the article discusses a main theme: the need to move towards a rural extension based on synergistic dialogue and concerted action between farmers and rural extensionists, under conditions of epistemic horizontality. Confronting the vertical and dialogic approaches, trends between which the extensionist practices oscillates, three basic axes of analysis are proposed: a) the differences between transferring technology and coconstructing knowledge to solve situated problems, b) the recognition of the complementarity between scientific and peasant knowledge, and c) the dialogue of knowledge as the basis for joint and concerted action. It is concluded that combining multiple knowledge systems, the scientist and the peasant, in this case, contributes to strengthening the cognitive store today socially available to respond to agrarian problematics situations of different nature. TECHNICAL assistance , *GOVERNMENT policy , *SMALL farms , *RURAL conditions , *RURAL development , *RURAL families - Abstract
Food production is being widely discussed worldwide, both in terms of increasing productivity to meet the needs of the growing population and also in terms of the quality of these foods. Small farms are responsible for producing for the majority of the population and for their own family subsistence. The objective of this study was to reveal the importance of Technical Assistance and Rural Extension (ATER) actions for small farmers to remain in the countryside, due to their role in food production and job creation. The study was carried out in the municipality of São Bento do Una/Pernambuco, which receives technical assistance from the Agronomic Institute of Pernambuco (IPA). Interviews with semi-structured script were carried out with family farmers and IPA technicians, in addition to direct observations covering qualitative and quantitative data. There was a need for greater government attention, with more public policies so that services, projects and programs can be better developed. In this sense, family farmers need more effective ATER actions that bring better working and development conditions to the rural areas of the municipality. [ABSTRACT FROM AUTHOR]

This article aims to discuss the practices of rural extension from the concepts of peasantry, rural education, agrarian paradigms of modernization and recampesinization, Tschajanow practice and Freire's thinking, indicating ways of searching for a model of rural extension rooted in the pedagogical perspective of rural dialogic education. Rural extension is considered a historic reality that presents itself as an educational process. Historically, rural extension practices have followed two different directions: as an educational domesticating instrument featured by the modernization of agriculture, or as a liberating dialogic model featured by peasantry. Methodologically, the reflection is presented in the form of a theoretical study, based, in general, on the historical practices of rural extension. In conclusion, it is possible to observe that the peasant condition can be asserted by practicing rural extension in a dialogic way. [ABSTRACT FROM AUTHOR]

- Abstract
The objective of the experience report work was to analyze the methodology used by the extension agents in the implementation of the CSA model in a community garden of Sete Lagoas. The extension project emerged from the demand of producers when they pointed to the flow of production as a frequent problem. Thus, the CSA presented itself as a marketing alternative that approximates the consumer of the producer through a fair trade, based on the weekly sales of baskets of agroecological products. In this context, the actions used by the extension agents, who sought to construct participatory methods based on the reality and interest of the producers, were analyzed. The autonomy given to the subjects was taken as a central point of the methodology, which despite the challenges, brought significant contributions to the economic, social and cultural returns of those involved. Organic food is understood as the entire universe of production, commercialization and consumption of products free from pesticides synthetic chemical fertilizers and transgenics, and which, within the scope of their practices and meanings, aim to respect the environment and maintain the quality of the food. Although these foods are in accordance with a sustainable production system added to the agroecological perspective, the impact of both opportunities and challenges, this type of production echoes in the most different cultural, economic and technological levels of society, involving a series of factors that must be taken into account. Through a documentary analysis through articles, interviews, journalistic articles and other types of information, we list the main challenges and opportunities for vegetable producers in the state of the Tocantins. As timely results, market retraction was glimpsed due to the low supply of these products and the need for environmental awareness linked to the search for a healthier lifestyle. In terms of challenges, the complex market scenario and the need to disseminate production techniques accompanied by specialized technical assistance stand out in particular. Finally, it is observed that in the state of Tocantins the relative production of organic products is still very small, but in the process of expansion. In the case of vegetable production, vegetable growers have a long path of opportunities and challenges to go through, for this it is necessary to support, encourage and integrate different spheres of society with governmental incentives, the performance of educational institutions and extension, commercial conjecture and change of society's attitude towards the preference for healthier products., Alimentos orgânicos são entendidos como todo o universo de produção, comercialização e consumo de produtos isentos de agrotóxicos, pesticidas, fertilizantes sintéticos e químicos, transgênicos, e que, no âmbito das suas práticas e significados, visam respeitar o meio ambiente e manter a qualidade do alimento.

- Abstract
The Rural extension is one of the productive inclusion strategies in the Brazil Sem Miséria (BSM) program, through a Technical Assistance and Rural Extension policy (ATER). However, the implementation of the policy in its different dimensions is still little discussed in some regions, as in the case of Mato Grosso. In this sense, the general objective of this research is to analyze the policy of Technical Assistance and Rural Extension (ATER) from the point of view of the Social Capital in Mato Grosso. For that, a methodological structure with exploratory characteristic was used, based on data from bibliographic sources, documentaries and a structured content analysis process, with the purpose of discussing the phenomenon of the research. Among the main findings, it can be inferred that the development of social capital can act as a facilitator of educational training and technical assistance actions in rural Mato Grosso. Finally, the research identified the need to deepen the understanding of other policies within the BSM and its effect on the effectiveness and capillarity of ATER in Mato Grosso.
