The commercial aviation sector plays a key role in the economy. In Brazil, the sector was affected by the economic and institutional crisis after 2014. With this scenario, some states have created fiscal incentive policies aimed at fostering the expansion of the air network and local economic development. This article aims to examine the economic impacts of tax changes of the ICMS Tax on aviation kerosene in the states of the South and Southeast. To simulate tax policies, the general computable equilibrium methodology was used, with the theoretical basis of The Enormous Regional Model (TERM). As a result, it was found that the fiscal war was beneficial for the states that applied the reduction of ICMS rates and that the net results of the exemption from taxation in commercial aviation in Brazil were positive, that is, it is noted that the economic development generated by the application of the tax exemption was greater than the negative effects of the reduction of government revenue.
