This paper analyses the efforts of Salazar regime to "monopolize the legitimate means of people movement" (TORPEY, 2005) by showing that, during the Portuguese New State, the emigration control reached an apex on two circumstances in which the authorities had prohibited the boarding of some migrants who were ready to legally leave the country. The desperate letters written by some Portuguese families, who were forbidden to emigrate to São Paulo´s farms in 1938, and by those subjects prohibited to leave Portugal due to the 1947´s law demonstrate the materiality of boards made of decrees and ministerial dispatches signed by an authoritarian government. This paper presents reflections from ethnographic data obtained during a master's degree research in a mental health service for immigrants, refugees and deaf people in the city of São Paulo, Brazil. During this research, I worked as a collaborating anthropologist for the service, and this was a dynamic and incessant process of invention and counter-invention as to what an anthropologist would do in a mental health service for people with what was defined as "linguistic and cultural vulnerabilities". From this, I present the logic of the machinery of production and assimilation (or not) of differences by separating the world between those who believe and those who know, or the premodern and the modern. Finally, I propose to populate these contexts and scenarios by anthropologists, taking seriously the symbolic dimensions in health contexts and producing data and care. [ABSTRACT FROM AUTHOR]

RIGHT to education , *MULTICULTURAL education , *PHILOSOPHERS , *SCHOOL buildings , *CITIZENSHIP - Abstract
From the perspective of Spanish philosopher Adela Cortina when points to the existence of civic values, whose incorporation in institutional educational action is very important, this paper aims to propose a reflection about the contribution of values such as freedom, equality, dialogue, active respect, and solidarity to the experience of institutional education in the intercultural dimension. This paper shows relevance because it bases on the conception opposed to the oppression of different cultures that is presented by Adela Cortina and Paulo Freire. It also shows the possibility that a beneficial and healthy relationship can be built in the school space making effectively viable the right to education for migrants. In a first moment, this work will point data of the entrance of immigrants in Brazil and general guidelines of the Brazilian migratory policy regarding the access to the education. Next, from the perspective of Adela Cortina, the concept of intercultural citizenship and the conexion with educational action in the school space will be portrayed. Finally, through the punctual approach of civic values, a reflection will be established on the contribution that these values incorporated to the institutional educational action can offer to promote of fruitful conditions for the development of intercultural citizenship. This paper analyses the feature article "Fuga de uma ditadura: a saga dos venezuelanos no Brasil" (Flight from a dictatorship: the saga of Venezuelans in Brazil), by Jennifer Ann Thomas, published by the Brazilian magazine Veja in 2019. The subject of the article is refugees and the crisis in Venezuela. This paper identifies the discursive structures used tin the article to represent "others", in this case, Venezuelan immigrants. Analysis is also made of linguistic expressions, which symbolise and produce differences between "us" (Brazil and Brazilians) and "them" (the other - Venezuela and its citizens). The paper concludes that the discourse about the "other", which in Veja's article also includes statistics and quotes sources close to the government, only states that which is appropriate for the magazine's audiences to know, i.e. their readers. In summary, analysis of the article published by Veja magazine allows us to conclude that it reproduces the hegemonic discourse about "the other" - a reductionist, conservative and nationalist discourse. The theoretical reference underpinning this paper's semiological orientation is Social Semiotics (Martins, 2002/2017), a discipline of Social and Human Sciences, whose main concern is to establish the conditions that govern the social possibility of meaning and that, in semantic and pragmatic terms, leads to the explanatory and comprehensive interpretation of discourses. On the other hand, since this paper aims to understand social construction processes of the other, i.e. understand the social construction processes of identities, it is inspired by the intellectual current known in Europe as the "philosophy of difference" (Descombes, 1998; Foucault, 1966; Levinas, 2002; Martins, 2019; Ricoeur, 1991). This paper approaches the experiences of northeasters migrants in the central region of Maranhão, a Brazilian state, specially between 1930 and 1950, when the records show the most representative number of migrating men and women from the states of Piauí and Ceará. Through the data of marriages collected in parish register in the studied region the paper elaborates a toponymical chart of the spaces occupied by migrants, with names referring to water, abundance and hope for prosperity, the saints and other elements related to the nature of these spaces. Using interviews and oral history, the paper interprets the social memories of these migratory processes, pinpointing differences regarding the migrant’s places of origin and social origin, capable of establish objective and subjective reasons for the migration and diverse interpretations of these process as formulated and transmitted afterwards. This paper discusses the principle of denial that characterizes and underpins the colonial cistem to reflect on escape possibilities. Its starting point was the ban suffered in 2021 by Casa T* (a welcoming space for travestis and trans individuals, racialized people and immigrants in Lisbon, Portugal) in the organization of the city’s LGBTQI+ March, without any prior request for participation in the event on their part. Considering the physical and symbolic dimensions of an anticipated refusal of a desire that did not even come to be, the writing was driven by the following questions: what are the bases of representational thinking that denies and performs the abandonment of bodies and people and disregards their desires and existences? How can we think of escape routes that allow plural constructions outside the colonial representational neurosis? Episteme-worlds derived from radical black and trans* radical thought helped us to draft answers to such questions that stem from the mentioned episode and, at the same time, encompass fundamental queries of political representation outside the modern Subject. Through an exploratory research, with bibliographical and documental survey, using the inductive method, this paper aims to highlight the importance of the reception and integration network of international immigrants in the city of Dourados, in the state of Mato Grosso do Sul, based on the thought of SILVA and SANTOS (2020) on the vulnerability of immigrants and SILVA and PIRES (2020) on the construction of a support network in the universities of the region. For this, the text is structured in three specific objectives: firstly, to contextualize the immigration flow to the city of Dourados; secondly, to understand the support network of these immigrants, and finally, to analyze the data on the reception and integration of young immigrants in the region. The conclusions point out that the protagonism of the immigrants themselves, especially young people, in the political organization of their demands, has been a preponderant factor for their claims to be taken into consideration by the public authorities. EARLY childhood education , *BASIC education , *IMMIGRANTS , *ESSAYS , *EQUALITY - Abstract
This paper, written in the form of essay, endeavors to understand the movements of de-territorialization of the Pomeranian children of their territory of origin, Pomerania, and reterritorialization, in their territory of destination, in this case, Santa Maria de Jetibá (ES). The territory is understood based on Sayad (1998) and Haesbaert (2014, 2020), in an integrative perspective. The text highlights deterritorialization as a process that is part of the migratory movements in which Pomeranian children participate. It points out that it is important that the debate on early childhood education include migrant children, particularly the Pomeranian ones, so that they can recognize themselves with their ancestral language, skills and knowledge, overcoming hierarchical practices that have contributed to legitimize multiple inequalities since this first stage of basic education. The Guianas are an important field in the Caribbean migratory system, whereby goods, objects, currencies, and populations circulate for different reasons: geographical, cultural proximity, climatic, geopolitical and socioeconomic factors. From the 1960s and 1970s, Haitian migration increased in the Guianas. Five decades later, after the January 2010 earthquake, the migratory spaces were intensified in the region, Brazil became part of them as a country of residence and transit to reach French Guiana and Suriname. In 2013, the routes were altered. Some migrants started to use the Republic of Guyana to enter Brazil through the border with Roraima, in the Amazon, or to cross the border towards Suriname and French Guiana. This article is divided into two levels. First, it describes the way in which migrants' practices and trajectories intersect national borders in the Guianas. Then, it analyzes the migratory system, documents and papers, and the problems that the different Haitian migratory generations raise in space and time. The ethnographic research is based on the Triple Border Brazil, Colombia and Peru, but also in Suriname, French Guiana and Haiti. [ABSTRACT FROM AUTHOR]

It is proposed in this paper to analyze discourses about the immigrant taking as a theoretical basis the bakhtinian perspective of dialogic language, especially on the conception of future memory and study of the utterance. From the dialogues constructed in the journalistic media on the immigrant, two charges are considered for the analysis. They were published in 2018 in the french newspaper Le Monde and shared by the french blog GalliaWatch. Both charges bring as a theme the episode of rescue of a child performed by malian immigrant Mamoudou Gassama in May 2018, in the city of Paris. [ABSTRACT FROM AUTHOR]

Based on the PNADs microdata (2011 to 2015), the paper analyzes the interstate migratory matrices of Rio de Janeiro and characterizes the immigrant profile. The analysis shows that the economic and financial crisis of 2014 is associated with a reduction in the state migration balance, whose magnitude was probably no longer significant due to the inertial nature of their migratory flows (existence of networks between regions of origin and destiny). Relative selectivity (and stability) is observed in the migratory process: immigrants tend to be white men, with stable marital status and with high levels of education. There is evidence of increased migration of women and black and brown individuals. [ABSTRACT FROM AUTHOR]

The objective of this paper is to analyze the migration of Swabian Germans to the state of Paraná in the post-World War II context, from a theoretical-methodological approach that emphasizes the simultaneous and articulated performance of the different scales and their respective actors, resources and interests, as important definers of the migratory process. For this, secondary data from specialized bibliography and census sources are used. As a result, the analysis made it possible to configure a renewed look at the migratory process of the past, as well as providing elements for greater understanding and understanding of contemporary migratory phenomena, thus stimulating the formulation of future research agendas. - Abstract
This paper discusses, based on the analysis of individual interviews, the identity of the immigrant in Brazil and the way multiculturalism is approached in the country through the working organizations. Identity is understood as a social construction in constant transformation, accentuated at the moment when individuals migrate given the encounter with the differences. This social identity is made up of the customs and traditions of their nation, and when migrating, the lack of such things is perceivable in the life of the immigrant. As a result, it stands out that the reasons for migrating nowadays are similar to those of the past, such as improving life and getting away from economic, religious and social problems. In Brazil, racism and social exclusion are still present even if it is a multicultural country. In the sphere of organizations, multiculturalism is just beginning, and it turns out that diversity is questioned and that there are still prejudice due to the cultural difference of the individual. IMMIGRANTS , *EMIGRATION & immigration , *NATIONAL character - Abstract
In the 1970s and 1980s, migratory flows of Portuguese and luso-Africans from old Portuguese African colonies towards to São Paulo were the result of the pressures of difficult and complex African and Portuguese politics. Three very different cultural experiences were in play: that of the portuguese colony, the african context, and the Brazilian character of the destination, Sao Paulo. This paper explores the migrant's complex displacement experiences, the insertion of the migrant into the new context and the conflicts of identity that this migratory process entailed. We concentrate on the recent past, which has not been extensively researched. We use a method we call "summarized life-histories", which seemed appropriate, as we didn't know what the immigrants would tell us. We present a number of specific cases to exemplify our analysis. Through them, we can see that memories refer to events, people and places from the three continents, through the conscious and unconscious construction of multiple identities. [ABSTRACT FROM AUTHOR]

In this paper three socially relevant topics are discussed: the evolution of migration patterns in Portugal, the social construction of 'the immigrant' and last decade's evolution of the numbers and characteristics of foreign nationals in Portuguese prisons. If there has been an historical tendency to associate immigration and crime, recent research has proved that this is not always accurate and that immigrants can have a positive impact on societies' demography and dynamics (Rosa et al., 2003). In this paper it is argued that, even though there is a strong evidence of the increase in the proportion of foreign nationals in prisons, there is a lack of knowledge about the different scenarios of foreign nationals' criminality, depending on their status (legal versus illegal, residents versus non residents). By providing this discussion we expect to contribute to the deconstruction of the stereotypes that relate foreign nationals to crime. [ABSTRACT FROM AUTHOR]

This paper examines practices of bearing witness and testimony that have arisen in response to the continuing migrant deaths in the southwestern deserts of the United States. I suggest that these practices can be considered a kind of resistance in that they restore the humanity to those who have perished and in doing so acknowledge that our contemporary bordered world harbors the spirits of those of have travelled he dangerous paths created by visible and invisible boundaries. The hope for more humane policies depends upon such an acknowledgement and keeping them alive in the public memory is key to promoting change. This paper also argues for a broad conceptualization of what it means to witness and provide testimony. The practices examined range from telling migrants' stories, to providing humanitarian aid, to practices of identifying the remains of migrants who have died and thus restoring their identity. The city of San Carlos de Bariloche since the late nineteenth century has relied attended different migration flows (European and mainly Chilean) that have contributed to its founding settlement. Since the second half of the last century the city not only includes migrants from other provinces but also becomes a destination for Latin American communities. Since the late seventies the Bolivian population settles in the suburbs of the city and since the nineties a bolivian family moves the image of the Virgin of Urkupiña to Bariloche and kicks off the festivities in his honor. Bolivian migrants in San Carlos de Bariloche, in the key of subalternity, produce local identities that are materialize in our object of study: the Marian devotions and specifically the celebration of the Virgin of Urkupiña. TRANSFERENCE (Psychology) , *THOUGHT & thinking , *IMMIGRANTS , *PSYCHOANALYSIS , *PSYCHOTHERAPY , *PSYCHOSES - Abstract
In the present paper, the authors propose to reflect on the concepts of counter-transference and transference, thinking about luggage (continents of contents) that immigrants carried to a foreign country, enhancing what each one, therapist and patient carry in/to/from the relation, having the Psychoanalytic idea as the model, the cornerstone in the practice of Psychoanalytic Psychotherapy. A historical perspective of the comprehension of these transfer phenomena is presented initially. Then, some theories and perspectives are presented which, in the understanding of the authors, describe, more completely and closer to reality, the way the phenomena (counter) transfer appear in the psychotherapeutic setting. The clarification of the counter-transference and transference, demonstrates its relevancy for practical clinic, in direct articulation with the psychopathology as can be understood in classical terms, through the concepts of Neurosis, Borderline and Psychosis. Given the necessity of looking at these concepts through the prism of institutional care, the authors searched for a (re)meaning of the therapeutic meeting, reflecting on the relevancy of transference and of counter-transference, both in Psycho - analysis, and in Psychoanalytic Psychotherapy. The paper analyses Brazilian immigrants' experiences in Portugal. These immigrants came from Governador Valadares, a Brazilian city located in the state of Minas Gerais. The research demonstrates the existence of processes of "social hiddeness" on the part of the immigrants, who avoid being recognized in public. We also identify a division between immigrants who consume goods considered superfluous and those who focus exclusively on the accumulation of resources, avoiding expenses with leisure, for example. The Valadarenses devalue morally the immigrants' consumption they consider superflous, associating this kind of consumtion to a depreciation of the family. [ABSTRACT FROM AUTHOR]

AFRICAN diaspora , *AFRICANS , *IMMIGRANTS - Abstract
The African diaspora experienced by immigrants and students leaving for Portugal and Brazil, coming from the Portuguese speaking African countries (PALOP) -- Angola, Mozambique, Cape Verde, Guinea-Bissau and Sao Tome and Principe -- is here the theme in discussion. They are young people of the so-called immigrant generation, the "Dangerous Generation" in the eyes of the European world, of Portugal, not less dangerous, however, in the Brazilian case. At stake, their social patrimony and heritage constituted by family and collective memory, based on the African world and the migratory context. This paper focuses on African districts in Portugal, "Aldeias d'Africa", and on young university students living in shared apartments and student boards in Campinas, Belo Horizonte, and Fortaleza. This discussion encompasses what characterizes them in terms of africanity and blackness constructed with their movings, and their private stories which reveal a more general history of a black, African and foreign people in the "land of others".
