The nine papers in this booklet were presented at three sessions of the IFLA General Conference. The text of the first paper, "Presidential Address at the Opening of the IFLA Council and General Conference: Moscow 1991" (Hans-Peter Geh, President of IFLA), is provided in English, German, and Russian. The text of the second paper, "Libraries and Culture," (N. N. Gubenko, Minister of Culture of the USSR) is provided in English, French, and Russian. These conference papers report on interim outcomes of investigations conducted at the German Institute for International Educational Research. The three papers in this collection were presented at the opening of the conference and the plenary session. The first is the "Presidential Address: Brighton, 1987 = Eroffnungsansprache zur IFLA Generalkonferenz Brighton 1987" (Hans-Peter Geh). These remarks by the President of the International Federation of Library Associations (IFLA) address the theme of the conference--"Library and Information Services in a Changing World"--with: (1) special attention to a view of IFLA since its founding in 1927; (2) recognition of the 110th anniversary of the British Library Association and the appropriateness of holding the conference on British soil; (3) the wide-ranging activities in library work in the Third World by IFLA; (4) education of the present-day librarians who must adapt to a rapidly changing social and technological environment; (5) new professional fields presenting new job possibilities; and (6) a summary of discussions concerning closer coordination between the professional work done in the Sections and Core Programs. Evaluation report about the project "2 MN – Evaluation digitaler Wissensvermittlung" which has been performed by Cologne University of Applied Sciences, Darmstadt University of Applied Sciences and University of Darmstadt.

In the winter term of 1979/80 the Vienna University of Technology Library conducted a large-scale postal user survey that involved 692 faculty from a census approach and 1319 students from a representative sample. This presentation provides information on the implementation and execution of the survey (research interests, target groups, research method, samples, questionnaires, field work, analysis) and in detail on the battery of questions. Subsequently, selected results are presented: frequency of use of the main library, awareness of catalogues and reader services, use of means of information access and reference tools, visiting and evaluating the introductory courses, using other means of library induction, especially the written use instructions, faculty's opinions on library user education and training.

This document includes games and activities for the German as a foreign language class. There are games designed to help students get to know one another, games to help develop vocabulary skills and grammar, and activities for role playing. A list of references and resources is included as well as an index to abbreviations and symbols. (AB)

The paper shows how Hanna Arendt's concept of the public sphere can help us to find a new approach to the space of the library. Since the Arendtian concept is limited by her strong affection for the ancient Greek Polis and her aversion to mass-society, the article proposes a broadening. The strong distinction between private and public is superseded by the more open and dynamic idea of societal space. Societal space is being constituted through the manifoldness of activities taking place in it. Plurality and individual freedom are the conditions for this process. Different to the classical definition of the public space Arendt and Habermas referred to, societal space is defined through actions like labour, communication and study taking place at the same time. So it seems obvious, that libraries actually are societal spaces. But is it possible to transfer this concept from theory into practice? This paper discusses the need for national libraries to evaluate their performance and measure their effectiveness. Although performance indicators for academic and public libraries are well developed and used, little has been done for national libraries. At the recommendation of the IFLA Standing Committee for National Libraries a survey on the use of performance indicators is being undertaken for national libraries in Asia/Oceania. The findings of the survey will provide a useful contribution towards the development of performance indicators for the national library and add to the corpus of published literature on national libraries in the Asia/Oceania region. . The questionnaire used in the study of performance indicators used by European national libraries has been adapted for this study. The availability of comparative data in Europe and Asia/Oceania will provide a basis for comparative study of the management of national libraries in these two regions. It is hoped that the data from the survey will enable a generic set of performance indicators to be developed, which can be used as a tool for evaluating the performance of National Libraries in Asia/Oceania and Europe. The presentation showcases how SKOS (Simple Knowledge Organisation System) Linked-Data taxonomies can be generated online and visualised by means of free and open-source software.
